In response to the underground mining industry's growing concern with the exposure of workers to the diesel particulate matter (DPM) component of diesel exhaust, a method was developed to estimate the average workplace concentration of DPM that could be expected from using the new lower DPMemitting engines now being approved by the US Mine Safety and Health Administration (MSHA) when these new engines are equipped with state-of-the-art exhaust-control, technology for filtering and combusting DPM. The resulting estimate uses the MSHA-reported particulate index for these engines, the prevailing rule-of-thumb ventilation rate of 150 cfm/hp and the available diesel-exhaust filter technology that has been shown to be at least 80% effective in reducing tailpipe DPM. In the estimate calculation, every engine used in an underground mine is assumed to be equipped with this control technology. Under the stated reasonable conditions, an average DPM level of 90 µg/m3 (mass) is predicted as technically feasible.

Processing of copper-cobalt orebodies in Africa?s Copper Belt has received much recent attention with various flowsheet options being developed specifically for the refining of cobalt. The upfront leach and copper refining routes are well understood whereas the refining of cobalt is more complex, requiring numerous impurity removal steps to produce high purity metal. This paper describes an investigation into one of the possible processing steps in the refining of cobalt, namely, cobalt solvent extraction. The paper emphasizes the importance of upstream impurity removal to achieve the required cobalt solvent extraction feed composition. 18% (v/v) Cyanex 272 in an aliphatic diluent is used as the organic phase. The pH profiles in the various stages are evaluated in order to obtain a raffinate containing <10 mg/[l] cobalt and with a low magnesium content reporting to the stripping section. The pH profile is also used to minimize the impurity deportment to the cobalt electrolyte. The effect of adding a preneutralization stage before feeding the organic phase to the extraction circuit is investigated. Zinc build-up in the stripping stages is also looked at. It is recommended for the purpose of this study that four extraction stages at an O:A ratio of 1 with a pH profile from 4.9 to 5.7 be employed. The pH is controlled with 40 g/[l] NaOH. A preneutralization stage is required, where the organic phase is contacted with 10 M NaOH. Two scrubbing stages are recommended at an O:A ratio of 40, using the cobalt electrowinning advance electrolyte as the scrub liquor. Three strip stages are to be employed at an O:A ratio of 0.67.

R. C. Gifkins (CSIRO)—In this paper evidence is put forward to support the idea of grain boundary shearing in aluminum at 4.2°K and the phenomenon is explained in terms of a low-temperature "equicohesive temperature". It is stated that these findings show that grain boundary shear cannot be ruled out in any situation by temperature arguments alone. We believe, from our own recent study of "apparent grain boundary sliding&apos;&apos; at temperatures below 0.45 Tm, that it can be ruled out on temperature arguments alone.45 Our experiments were made principally with magnesium and a Ms-A1 alloy ("Magnox A12"). Careful examination of offsets of marker lines or steps at grain boundaries produced by deformation at room temperature (-0.3 Tm) showed many of these to result from curvature over narrow zones along the grain boundaries. A significant residuum did, however, appear as a sharp offset or step. It was found that the mean value of this step rose to a small value during the first 0.5 to 1 pct strain and then remained at this level with further strain. Moreover, exactly the same values were obtained (at the same stress) at 75°C instead of 21°C. That is, in this range of temperature the "apparent sliding" was not temperature-sensitive. At 125°C and above there was sliding which increased with strain and which was temperature-dependent. When this temperature-dependent sliding was used to calculate the sliding to be expected at room temperature, this underestimated the "apparent sliding" by a factor of 104. The conclusion drawn is that the "apparent sliding" consists of shear localized in a zone of a width measured perhaps in microns, whereas it seems that true sliding occurs on the boundary surface.46 A model for such localized shear has been developed in general terms, following a similar model of Urie and Wain.47 Other strong evidence for low-temper- ature sliding has been based on the offsets of marker lines consisting of a substructure seen using the electron microscope to resolve these.48 We have repeated this work and found that the effects can be accounted for in terms of cracks in an oxide film which is produced when the substructure is etched up; these cracks form over zones of shear rather than at actual interfaces. However, in aluminum at room temperature (-0.3 Tm) there is no "apparent sliding" which is optically detectable. We suggest that, when the temperature is much lower (and possibly the rate of strain higher, too), as in the experiments of Chin et al., then aluminum behaves like magnesium at room temperature, and a narrow zone of shear develops to accommodate differences in strain across the grain boundary. Such a zone could well give rise to triple-point cracks. It is hoped to investigate these suggestions further. B. Y. Chin, W. F. Hosford, Jr., and W. A. Backofen (authors&apos; reply)—It is interesting to have Dr. Gif-kin&apos;s comments, although it is somewhat difficult to reply in detail without the reference containing the work that he describes. Apparently though, he does find a low-temperature temperature-independent sliding that would seem to be related to the observations reported here. Perhaps some of the difficulty has semantic origins, growing out of the distinction between (&apos;true sliding" and "apparent sliding".

INTRODUCTION The Wyodak Mine is located in the northern Powder River Basin of Wyoming and is thought to be the oldest continuously operating coal mine in the United States, having recorded yearly production since 1923. The mine has expanded over its 80-plus-year history from an underground room and pillar operation to a modem surface snip mine. Currently, the mine feeds four on-site power plants using conveyors, has a filly automated truck load-out, and ships coal by rail to nearby Wyoming power plants. Annual production of 4.8 MTFT is accomplished on a single-shift basis with 53 fill-time production, maintenance and administrative personnel. In 1990 a decision was made to modernize the coal feed system to the power plant complex with modular conveying equipment. The project involved constructing coal storage silos, overland conveyors, feeder breakers and modular conveyors to follow the mining benches. Total project cost in excess of $25 million was used to construe or commission: A 2,150-TPH 48-inch overland conveyor with horizontal curve A 2,150-TPH 48-inch plant feed conveyor 13 shuttle conveyors, each 150 feet in length 2 front-end loaders equipped with large coal buckets 2 crawler-mounted feeder breakers with compatible discharge conveyor 1 high-lift shuttle conveyor with adjustable discharge height 1 high-angle conveyor 2 4,500-ton coal silos with automated truck load- out capabilities. Conceptually, the plan was to develop 33 MTONS of reserve adjacent to the plant complex and use front-end loaders to tram ROM coal to in-pit feeder breakers. The primary crushing would reduce coal to 6-inch minus and feed through a series of shuttle conveyors to an overland supply conveyor. The overland conveyor would feed the secondary crusher, and the crushed product would be moved to any of four storage silos using conveyors. The in-pit crushing and conveying system is a unique fit for the power plants and provided many interesting challenges for the coal mine to overcome. System integration, maintenance windows, equipment availability and the like had a major role in engineering the system to a power plant complex having no emergency coal stock- pile and limited plant storage. In crediting the designers and operators, the in-pit conveying system at the Wyodak Mine has delivered coal to the power generators since 1994 with little or no downtime. ENGINEERING CONSIDERATIONS Yearly production for the mine is based on 3.5 MTPY which requires about 1,550 TPH on an 8 hour, one-shift- per-day, 5-days-per-week basis. Considering efficiencies for starting and stopping, crew transport, loader trams, and operational delays, a nominal conveyor feed rate of 2,150 TPH or 72% system utilization was used in engineering design application. This ton-per-hour basis is used to size and commission the remaining components of the in-pit system. Coal quality requirements also played a role in equipment selection. The mine reserve grades vertically and coal from Upper and Lower benches needed to be mixed in any given proportion. This required equipment to be filly variable and capable of producing all or part of the 2,150-ton-per-hour requirement. Bisecting the 80-foot- high coal face for quality required construction of a high lift module capable of reaching a single overland conveyor 40 to 50 feet above the pit floor. Designers built a high-lift, adjustable and portable module specific for this application Having two bench systems capable of each producing the required feed for the power plants required computerized control processes to control on-line production. RSLinx, RSLogix, and RSView were chosen as the communication and control software, and a Data Highway Plus serves as the communication backbone. Since the establishment of the standard dust concentration of 2 mg/m3, a strong effort has been made by mining engineers and researchers to provide better dust control equipment and procedures for underground coal mines. Particular areas of success have been control of dust generation by better coal-cutting strategy, better design of water sprays for dust suppression and air movement, use of scrubbers, and improved design of face ventilation systems. A drastic improvement occurred over time such that the average dust concentrations for continuous miner operators dropped from 6.5 mg/m3 in 1968 to 1.3 mg/m3 in 1980 and for auger, cutter, longwall, and roof bolter occupations from 2.7 mg/m3 in 1973 to 1.6 mg/m3 in 1980 (Niewiadomsky, 1983).

Fourteen reagents that are potentially capable of chelating with a metal ion on the surface of the major copper sulfide minerals and pyrite were evaluated for their effectiveness in floating these sulfides. The reagents studied fall into the classes of mercaptobenzole mutations, thiouronium, thionocarbamates, thiourea, imidazole mutations, oximes, hydroxyquinoline and xanthogen formate. The best overall copper sulfide collector was an imidazoline (1-Hydoxyethyl - 2-Heptadecenyl), but it also proved to be an excellent collector for pyrite. Its potency as a pyrite collector can be reduced by structural alteration, but at some loss in its collecting power for the copper sulfides. The effectiveness of many of these potential collectors can be changed by minor alterations to the collector molecule and, to a lesser extent, by pH adjustment. The general order of mineral floatability with these reagents is chalcopyrite = chalcocite > covellite =bornite >> pyrite. The flotation of malachite is generally similar to that of the copper sulfides, indicating the special effectiveness of copper in the crystal lattice for collector attachment.

Belt conveyors have proven themselves for many years as a dependable and low cost method of handling bulk materials at high flow rates. The success of a belt conveyor system greatly depends on the initial loading of the material on the belt. If the material is loaded on the belt at the center, at approximately the same speed and with minimum impact, then most of all belt conveyor problems disappear. Proper belt loading is primarily determined by the engineering and design of the conveyor transfer point. This paper will establish and discuss some general design criteria required for proper loading and transfer of materials from one conveyor to another. Specific attention is given to loading points, chutes, skirt board length and general design of transfer structures.

A brief résumé follows of activities of the Division of Coal-Mine Inspection that have had a favorable effect on health, safety, and the reduction of injuries at coal mines: 1. The Federal Mine Safety Code fur Bituminous Coal and Lignite Mines of the United States was issued originally by the Director of the Bureau of Mines on July 24, 1946, after consulting with management and labor representatives of the coal-mining industry. The code has been used by Federal coal-mine inspectors while inspecting bituminous-coal and lignite mines as a basis for determining the existence of unhealthful and unsafe conditions and practices in these mines. A revised code was issued by the Secretary of the Interior on October 8, 1953, after further consultations with representatives of management and mine workers and was incorporated by reference in the 1952 and subsequent bituminous -coal wage agreements. The agreement of May 29, 1946, between the Secretary of the Interior, acting as Coal Mines Administrator under authority of Executive Order 9728, and the United Mine Workers of America, covering bituminous-coal and lignite mines in Government possession, charged Federal coal-mine inspectors with the responsibility of making periodic investigations of the mines and reportin; to the Coal Mines Administrator any violations of the Federal Minis Safety Code. Federal coal-mine inspectors also had temporary authority to close mines found to be imminently dangerous, but such authority under Executive Order 9728 was removed on June 30, 1947, when Government control of the mines was terminated.

The Institute was founded in 1894 as the Chemical and Metallurgical Society of South Africa. In 1904 it was reconstituted as the Chemical Metallurgical and Mining Society of South Africa and in 1956 it became the South African Institute of Mining and Metallurgy. The objects of the Institute are to advance the science and practice of mining and metallurgy, to afford opportunities for the interchange and recording of knowledge of mining and metallurgy and to ensure high standards of professional conduct and competence. Membership benefits include monthly issues of the Journal of the Institute, monthly General Meetings at which papers are read, symposia, excursions to mining and industrial concerns and the use of club facilities at Kelvin House. Technical journals received on an exchange basis are available to members at the Johannesburg Public Library. The current membership of the Institute is over 1,400. Membership applications are accepted from suitably qualified persons and the requirements for entrance to the various grades of membership are summarised below. Members shall be not be less than 30 years of age, shall be university graduates in pure or applied science or shall produce evidence to the satisfaction of the Council that they have successfully completed a co-ordinated course of study in pure or applied science of at least three years&apos; duration at an approved university or institution deemed by the Council to be of equivalent status. Members shall have been employed in senior technical positions in important mining or metallurgical undertakings for at least five years or they shall have practised as mining or metallurgical consultants for at least five years. They shall be practising their profession at the time of application. Entrance fee R4.00; Annual subscription R14.00 (town), R12.00 (country). Letters of designation: M.S.A.INST.M.M. Associate Members shall be not less than 25 years of age and shall be university graduates in pure or applied science, or shall have successfully completed co-ordinated courses of study in pure or applied science of at least three years&apos; duration. They shall have been engaged in work of an approved technical character in the mining or metallurgical industries, of which not less than two years shall have been in positions of responsibility. If, however, the candidate for admission to the higher grade of Affiliate, is at the time of his application, already a Student member, he need satisfy the Council only that he is, at the time of his application, engaged in a position of responsibility in or associated with the mining or metallurgical industries. In all cases the applicants shall satisfy the Council that they are fit and proper persons to become Affiliates. Entrance fee R2.00; Annual subscription R12.00 (town), R10.00(country). Graduate Members shall be not less than 21 years of age and shall be university graduates in pure or applied science, or have completed co-ordinated courses of study in pure or applied science of at least three years&apos; duration at an approved university or institution. Students shall be persons not less than 18 years of age who are being educated or trained in a manner approved by the Council, to occupy a technical position in or associated with the mining or metallurgical industries and who, furthermore, shall not have attained the qualification required for a higher grade of membership. They may remain Students until they have obtained the necessary qualifications for transfer to a higher grade of membership, but not after the end of the Institute&apos;s financial year in which the attain the age of 28 (twenty-eight) years. They shall then transfer to a higher grade to retain membership of the Institute. The Council may relax the provisions of this clause in such cases as it considers appropriate. Kennecott Copper Corporation and the U. S. Bureau of Mines cooperated in a full-scale slope stability research project at the Kimbley Pit near Ely, Nevada. The west wall of the Kimbley Pit was mined from an over-all slope angle of 45° to an over-all slope angle of 57° and the pit was deepened nearly 50 feet. Mining was begun February 10, 1966, and completed October 30, 1966. Approximately 2.55 million tons of ore and waste were mined. The project was designed and carried out to learn more about the behavior of a pit wall as its slope angle is steepened and to obtain a possible insight into engineering parameters for use in design of future slopes. Data from this project are presented as obtained from (1) instruments installed in two adits for deformation and displacement measurements, (2) a subsidence network installed on the surface above the steepened wall, (3) pre- and post-mining observations of stress in rock, (4) sonic-velocity measurements, and (5) seismic and microseismic investigations. Changes occurred in measured quantities as the slope was steepened but stopped when mining was completed. Agreement was noted between the measured changes and predicted changes obtained from calculations using the finite element technique. Subsidence surveys and microseismic studies show the steepened pit wall to be stable.

Eagle Mountain mine of Kaiser Steel Corp. began production in 1947 when the direct shipping ore contained 51-56% Fe. The high grade, wide ore face and low stripping ratio ores were rapidly depleted and Eagle Mountain required processing plants for upgrading and more efficient mining equipment. During 1970-71 total annual pit tonnage averaged 56 million tons of material ranking the Eagle Mountain Mine as the fourth largest in the country. Ore production averaged 12.5 million tons requiring a stripping ratio of 3.5: 1. During this period mining activities were scheduled for a three-shift, seven-day operation. The present mining rate is about 30 million tpy on a two-shift, five-day schedule.

Mechanical mining holds great promise for the mining industry. Realizing this promise depends on giving mine operators the capability to evaluate the higher production, the lower costs, and safety enhancement that comes with mechanical mining. The opportunities for low cost and high production must outset the high capital costs associated with mechanical excavation. Giving the mining industry the tools to effectively evaluate and successfully implement mechanical methods defines the challenges and directions of the mechanical mining industry.

THE search for oil has required, and without a doubt supplies, a tremendous amount of information on the structure, composition, physical properties, and history of sedimentary rocks. The earliest and most complete source of knowledge is the sample or core of the rock itself, the uses of which are well known. The purpose of this paper is primarily to discuss a new method for obtaining these cores, and to illustrate its use in connection with electrical logs. Most cores have been obtained through a special adaptation of rotary drilling, and the results have been remarkably good, considering the mechanical problems involved. Unfortunately, because of the time and expense, this method cannot be used for the entire length of the drill hole. Even though ingenious contrivances have been evolved in order to reduce the time spent in round trips, such as wire-line coring equipment, mechanical coring still remains too expensive to be carried out con-tinuously. In practice, therefore, one is finally compelled to estimate the probable depths of the more interesting horizons and, allowing a wide margin of safety, to core through those sections only. It is true also that interesting results have been obtained by examining the cuttings brought to the surface by the mud circulated in the well during the process of drilling. Be that as it may, the inescapable fact remains that key horizons may be passed inadvertently, for one reason or another, while the drilling operations are being performed. The only continuous record of the formations encountered is that furnished by electrical surveys. Obviously, it would be desirable to make the electrical survey first and to take the samples from the wall of the hole according to the indications on the electrical log. In this way, it would be possible to core only the exact sections desired, eliminating the otherwise inevitable estimates as to the point at which to start coring, and thereby reducing to a minimum this expensive operation. At the same time this method would provide a maximum&apos; of useful samples.

"GeneralWabush Mines is an unincorporated joint venture of seven steel companies and Pickands Mather & Co. The mining and concentrating facilities are located in southwestern Labrador and the pelletizing and shiploading facilities are at Pointe Noire, 200 miles south, near the town of Sept-lies.The operation is based on a 5 ½ sq. mi. specular hematite deposit with a reserve of 375 million tons of concentrate. Annual production capacity is rated at 6 million tons of pellets per year. The final upgrading process utilizes high-tension separation of silica following wet autogenous grinding, spiral gravity separation and fluo-solids drying. The concentrate is railed in closed cars to Pointe Noire. The concentrate is reground dry and pelletized on Dravo Lurgi travelling grate machines to produce an oxide pellet with 65.5% Fe, 3.0% Si02, 1.95% Mn and 93.5% Tumble Index.HistoryPlant operations commenced in 1965 with a concentrator capacity of 5.3 million tons per year and a pelletizing capacity of 4.8 million tons per year. The original facilities for classifying the crude ore into fine and coarse fractions for storage purposes before reblending as autogenous mill feed were found to be unnecessary and were by-passed after plant startup. Capacity of the operation was increased to 6.0 million tons of pellets per year in 1968. This increased capacity required the installation of an additional160 cleaner spirals in the ore dressing plant, a new 5000 hp ball mill, three balling circuits and increased cooling air capacity in the pellet plant.In 1970, the regrind circuit in the pellet plant was converted to dry grinding and a significant reduction in grinding media consumption and maintenance costs was realized. A ninth grinding mill of 5000 hp capacity was installed to compensate for the reduced capacity in going from wet to dry grinding."

Sulphide Corporation Pty. Limited operates a Lead/Zinc Smelter at Cockle Creek, some 11 miles from Newcastle, N. S. W . Works effluents totalling some 8, 500, 000 gallons/day join Cockle Creek some 1. 8 miles from its mouth in the most northerly section of Lake Macquarie, The Creek is also the source of the Works cooling water intake of which approximates 8, 000, 000 g.p. d. In view of the wide use of the Lake for recreational activities by the people of Newcastle and the surrounding areas, particular care must be taken to ensure that the control of effluent quality is of a high order. This paper outlines the philosophy and measures taken for the treatment and control of plant effluents discharging into Cockle Creek.

During the past year, the Canadian Centre for Automation and Robotics in Mining (CCARM), McGill University, Montreal, has been involved with INCO Ltd.'s Manitoba Division in investigating the extent and mechanisms of blasthole deviation. Drilling accuracy can well be regarded as perhaps the single greatest "controllable" factor influencing dilution in INCO's open sloping operations. As INCO and other underground mines seek to minimize dilution, while attempting to maximize productivity, issues of drilling accuracy become increasingly significant. It is important therefore, that means exist by which true blasthole trajectories can be determined, so that if needed, modifications to hole loading instructions or redrilling of holes can be ordered, thus avoiding poor blast results.

Coal fines of less than 0.5 mm particle size, discarded as too fine for gravity separation, were subjected to flotation tests at varying pH and temperatures using modified dosages of kerosene as oil phase and methylisobutylketone (MIBK) as frother. Optimal coal recovery of over 74% was obtained using 200 kg kerosene and 4 kg MIBK per ton of coal fines at a pH of 9.7 and an ambient temperature of 26° C. The coal concentrate obtained under these optimal recovery conditions assayed 9.10% ash, 0.35% sulfur and 0.011% phosphorus, representing reductions in the ash, sulfur and phosphorus contents of approximately 75%, 43% and 8.3%, respectively. Its gross calorific value was 32.9 MJ/kg, its percentage of volatile matter measured 30.6 and the fixed carbon content was 66.3% (d.a.f). Caking tests showed the optimal concentrate has a standard welling number of 1 and is a Gray-King coke type C. These results show that the optimal flotation product could be utilized for such industrial purposes as steam raising or for processing in gasworks, but it would be unsuitable for metallurgical coke production.

At the Annual General Meeting of the Chamber of Mines of South Africa, held in Johannesburg on 29th June, 1982, the following leading members of the mining industry were elected to office for the 1982-1983 term: Mr W. W. Malan President Mr C. T. Fenton Vice-President Mr G. Y. Nisbet Vice President William Wouter Malan was born in Springs on 7th November, 1928, and was educated at the Springs High School and the University of the Witwatersrand, where he obtained a B.8c degree in mining engineering. Diamond Mines. Mr Nisbet became a consulting engineer of the Anglo American Corporation in 1972, and a deputy managing director of the Gold Division in 1974. George Young Kisbet was born in Benoni in 1923 and was educated at Pretoria Boys High and the University of the Witwatersrand.
