Canada has a long history of marine-related industry and onshore mining. Even so, commercial interest in marine mining, excluding seawater mineral extraction and offshore extensions of hardrock deposits such as iron and coal, has been sporadic; despite the fact that shelf mineral deposits supply a significant proportion of the national market requirements for many countries. Several factors have accounted for this including: a relative abundance of onland mineral desposits; the fact that onland deposits can be mined using conventional technology; and, a general lack of knowledge and public awareness as to Canadian offshore non-fuel mineral resource potential. In the mid-1970s the Department of Energy, Mines & Resources formed the Departmental Coordinating Committee on Ocean Mining. The Committee addressed the question of shelf non-fuel mineral resource potential and concluded that, while several reports had raised the possibilty of this alternative source, there had not been a systematic evaluation of the resource base. This led to the formation of a Shelf Working Group, whose task it was to outline and implement a departmental program to advance our knowledge of shelf resource potential. The history and experience of early companies in the Islands is illustrated by the typical transactions of Trans-Western from 1959 to date. Trans-Western had entered into farmout agreements with companies strong enough to carry out at least the required minimum exploratory work and then such development as might be warranted. The farmee companies were required to make deposits to guarantee work performance during the first period of validity, i.e. the first 3 years of the 12-year life of the permits, and at the rate of 5 cents per acre. At that time, a good deal of geology was available, as a result of extensive exploration that had been carried on by the Geological Survey of Canada and other geological enterprises, with field parties travelling over and camping on all of those Islands. Trans-Western's farmees then selected, from Trans-Western's priority on 13.5 million acres, what they believed were the lands most prospective of producing large oil and gas discoveries, and, having the right to trim off acreage which they considered less prospective, thereby reducing the acreage of Trans-Western and its farmees to in excess of 5.5 million acres. The farmees then commenced a 3-year program carrying out geological exploration to the required minimum of 5 cents per acre, and with some permanent and many mobile camps.

"Uranium is a unique commodity. It is both a metal and a fuel, It has both commercial and military uses. It yields ""clean energy "" but presents environmental concerns. All of these factors have an impact on the commerce of uranium.Being a metal, uranium is extracted from ore like many other metallic minerals. As a fuel, it is subject to the vagaries of energy commodity market forces. The history of uranium in the first nuclear weapons has led to nation al governments carefully controlling production and sale of uranium. The spectre of radioactive contamination of the environment adds further to the public concern over the disposal of low-level radioactive wastes from uranium processing and use.There have been a number of excellent reviews on the commercial aspects of the uranium industry. In this discussion, these aspects will be briefly summarized to provide a general picture of the strengths of the Canadian uranium industry and the pressures to which it is being subjected currently. The principal thrust of this paper will be to outline Canada's resource strength and to identify some factors which will affect Canada's ability to continue holding a sizeable share of the world uranium market."

Potash is Canada's leading industrial mineral in terms of value of production, with 11.1 M tonnes of muriate of potash produced in 1992 for a value in excess of $1 billion U.S. Each tonne of potash produced generates about 2 tonnes of waste salt, together with slimes and brine. The disposal of these waste products, particularly the salt and slimes which are discharged on the surface, has recently become an environmental concern. This concern is forcing companies and regulatory authorities to review disposal practices. In New Brunswick, on Canada's east coast, Potash Company of America operates a mine at which 2 M tonnes of potash ore and 0.5 M tonnes of rock salt are mined each year. The mine is situated in an environmentally sensitive area, noted for its dairy farming and salmon angling. In such an area it was recognized that the storage of waste on surface would be unacceptable, and the mine was designed around this principle. Three main waste streams - salt, slimes, and brine - must be managed as an integral part of the mining system. Around 1.5 M tonnes of fine salt tailings from the milling process and the rock salt screening operation, are sent directly to the active cut-and-fill potash stopes to be used as backfill. Slimes and excess brine from the mill are piped underground as a slurry to be discharged into one of the basin shaped stopes created by mining of the rock salt. While the slimes settle out, the clarified brine is withdrawn from part of the stope to be pumped to surface as a feedstock for the evaporator - a process which recovers the contained potash values in the brine. By designing a system which integrates the mining, processing and disposal of all product streams, and by careful production planning, it has been shown that zero effluent potash mining is possible and points the way for the industry in the future.

This paper points out two key elements in resource trade in general and the Canada-Japan relationship in particular. The first is that the advanced countries have a more important role than one would expect in the supply of resources in world trade. Canada 's dual role as a major resource supplier in conjunction with an advanced economy will continue to increase. The second point is the heavy reliance on foreign resource supplies in some advanced economies, particularly in Japan. Finally, as regard the future of the Canada-Japan economic relationship, particularly .in resource development, it is suggested that trade could be enhanced by an accelerated exchange of various types of resources between the two countries. These include natural resource commodities as well as the more abstract capital, technological and human resources.

There is no such thing as an industrial minerals industry. There are, however, many industries operating in the general field of industrial minerals. And although we use the phrase "industrial minerals industry" out of sheer convenience, the only common denominator among, say, the potash mining and processing industry, the sulphur-sulphuric acid industry and the granite industry is, in fact, that they each are exploiting an industrial mineral resource. May I quote the person whom I consider to be the reigning Mr. Industrial Minerals, Robert L. Bates, who in the 4th edition, 1975, of Industrial Minerals and Rocks states: "An industry is considered to belong to the industrial minerals field if its operations consist of extraction and processing, but not manufacturing. Thus the mining and beneficiation of feldspar is a mineral industry, but the manufacture of ceramic products is not. In the cement and lime industries, processing merges into manufacture, and the line is less distinct. It disappears altogether in a plant that extracts salt as artificial brines, and makes sodium and chlorine chemicals, all under the same roof."

Modern civilization, modern industry, and modern standards of living, bring into, sharp relief the present-day essentiality of metals .and minerals, and the wide and diversified use which is made of them. Any attempt, therefore, to appraise the international situation today must take into consideration the metal and mineral resources of the world. If, as some believe, the world is divided into two distinct ideologies of political belief, one unalterably opposed to the other, so that armed conflict is unavoidable, then the question of national strength in mineral resources becomes of paramount importance. If, however, it is possible to avoid war by raising the standard of living in the underdeveloped ?areas of the world, thus ensuring all peoples everywhere against the dread spectres of starvation and disease, then the development of the world's mineral resources assumes even greater importance. Today it is difficult to realize that, prior to the industrial revolution in Great Britain, only a few of the metals and minerals now in common use entered into the everyday life of the people. !iron and steel, copper, lead, tin, and zinc, usually in .their unalloyed forms, along with the more common industrial minerals, were those most widely used, and then only in limited amount. With the advance of technology in metallurgy and in fabricating skills, the list of commercial metals and minerals has expanded until today they number more than eighty.

Cadmium and other 'minor' metals in Canada tend to remain inconspicuous given the prominence of the country's massive production of other minerals. This same reality is reflected in the accuracy and deficiency of quantitative data concerning the sources of supply and demand for these metals. It is the intent of this paper to identify the nature of some of these difficulties and to reconstruct a more accurate description of Canada's production and consumption of cadmium, based on the results of recent surveys undertaken by the Mineral Policy Sector of Energy, Mines and Resources Canada and Noranda Sales Corporation Ltd.

Thank you for your introduction, and thank you to the CIM for inviting me to make a presentation to you today. This is my first opportunity to report to you on the status of the Canadian uranium industry and I am pleased to tell you that the industry is in good shape, and well positioned for the future. As you will no doubt be aware, Saskatchewan benefits from the world?s largest known highgrade deposits of uranium as well as from a high level of provincial, public and northern community support. It is within this unique combination of geology and community that our industry operates. Uranium markets have been extremely competitive for a number of years for several reasons. First, deregulation in the nuclear electric power industry has tended to encourage fuel buyers to use up their large inventories built up at a time when rapidly increasing demand was anticipated. Second, alternate sources from surplus commercial stocks, military materials and reprocessed fuel have presented a major additional source of uranium supply. Today, these secondary supplies are meeting about half of uranium reactor feed requirements. Canada (that is, Saskatchewan) is the world?s largest ?natural? uranium producer with about a third of the global production. Saskatchewan?s mines produced more than 30 million pounds of yellowcake in 2002. Despite low prices, steady demand for uranium will continue. In fact, an increase in world uranium production in 2002 helped feed a more than 3 per cent increase in reactor fuel demand. Low cost production is important for surviving low market prices, but investments are based on longer-term strategies rather than simply responding to market cycles. Cost is not the only issue. In these times of increasing regulatory and public scrutiny we must continue to earn the trust of our stakeholders by adopting the highest standards and staying on the leading edge of technical, social and environmental developments. Managing these issues is as important as traditional concerns of ore grade and cost of production. The last two decades of the 20th century saw the Province of Saskatchewan rise to prominence as the leader in uranium production from facilities, which were at the time deemed world class. These facilities are now either at - or nearing - the end of their production years. We are now bringing on new facilities that will position Saskatchewan to remain the world leader in uranium production for many years to come.

The Canadian mining industry was in turmoil in the early 1980s. The post-war era based on reconstruction faded away after the high demands for minerals in the 1950s and 1960s. Also, the industry had the misconception that the demand growth would continue for ever but the rapid growth of resource industries in the third world in the 60s and 70s, resulted in worldwide production overcapacity. The Canadian mining industry eventually recognised the facts and took drastic action for cost control and innovation in technology. The cost control had an immediate effect on the survival of the industry but resulted in only limited incremental gains. The economic problems that the Canadian mining industry faced in the early 1980s can be viewed now as a blessing in disguise. It was realised that for the Canadian mining industry to survive in the 21st century further gains were possible only through innovative technology. This conclusion led to a flurry of activity to establish mechanisms and delivery systems for innovative technology in the mining industry. Despite the initial difficulties in accepting high technology in the mining industry, it is being used increasingly in mining operations and will make future mining operations unrecognizable to present day mining engineers. The concept of an underground mine without underground staff seems to be far fetched, but it is possible that mines of the 21st century will approach the concept of very few underground operating personnel.

Few Canadians realize the role of their domestic industrial minerals industry because it is over-shadowed in production value by a large metallic minerals industry. But since 1960, Canada has had a reasonably well balanced, mature industrial minerals industry; and although the nation's sparsely scattered population has not been able to support an industrial minerals industry in a manner comparable to the domestic and foreign support given the metal mining sector, Canada is, nevertheless, exporting large quantities of higher priced nonmetallic minerals. Production of many of the basic minerals had been firmly established long before 1960, but it was not until the late 1950's that the output of cement, salt, titanium dioxide pigment and slag, sulfur, gypsum and sodium sulfate reached relatively high levels. Shortly after 1960, the significant potash and lithium chemicals industries were established and their effect is just now being realized.

The Blind River mining camp in Canada is all set to stage a major revolution. Enthusiasts on the scene say it will bring large-scale mining to North American uranium operation. If orebodies already discovered live up to their promise, it will be anything but the usual business of a few men handpicking orebearing rock out of small mines. Because of the geological structure of the region referred to generally as the Algoma district the ore may prove an extremely lucrative enterprise for years to come. The present center of activity is in Ontario about 75 miles east of Sault Ste. Marie, and just north of Lake Huron. It stacks up as one of the large uranium discoveries in the Western Hemisphere. For a change modern mining machinery working against large ore faces of predictable grade will enable mine operators to send a product to mills of several thousand tons daily capacity. Ore shapes-up as worth more than $20 per ton. Already, many millions of tons of ore have been outlined and apparently reserves are sufficient to keep the proposed large mills going for decades. And the end is not yet in sight. This region in the Sudbury subdivision has been known for decades as having occasionally rich but sporadic occurrences of nickel, gold, pyrite, and other minerals. Because of the unpredictable mineralization for more than 80 miles along the contact line of a huge reversed "S" there was no record of successfully organized mining in the district-until the present one.

"THERE HAS BEEN a marked growth in the petroleum industry in Canada since the end of the war. The rate of growth in the demand for oil products has exceeded that in United States, although the per capita consumption is still less. Estimates of the consumption of petroleum and petroleum products in Canada in 1951 are approximately 154,000,000 barrels, which is slightly more than 11 •barrels per capita, whereas the estimated consumption in United States for the same period, according to World Petroleum, is placed at 2,619,- 970,000 barrels. This, on the basis of a population of 154,000,000, would be equivalent to 17 barrels per capita. The increase in consumption of the petroleum and products is world wide. World production in 1951 has been estimated (Oil and Gas Journal) at 11,700,000 barrels a day or more than 41;4, billion barrels for the year. United States production increased 13.7 per cent to 6,143,000 •barrels a day and Canada'.s ,, total production increased about 65 per cent from a total of 29,091,235 •barrels in 1950 to an estimated (Dominion Bureau of Statistics) 48,096,800 barrels in 1951.The trend to use increased amounts of petroleum and petroleum products, particularly in the United States and Canada, has also been supplemented by increased use of natural gas. The rate of expansion of the consumption of natural gas in United States in the past few years has been very rapid, increasing from 2,600 billion cubic feet in 1940 to 5,975 billion in 1950, with the proven reserves in the same period increasing from 85,000 billion to 186,000 billion cubic feet."

"WE HAVE patterned our lives on the things we take from under the earth's surface. Our civilization is built upon the ore from which we obtain our metals and the fuels which power the world as we know it.Today I should like to discuss with you a newcomer to the ancient mining industry. This lusty infant of which I speak is just a century old - the oil industry.While one doesn't commonly think of oil men as delvers in the earth, It was by sinking a shaft that the first oil was obtained commercially in Canada. Men sank a shaft in a ‘gum bed' in southwestern Ontario's Lambton county, not far from Petroilia, and distilled from the gum a burning oil That was just a hundred years ago. The gum was originally liquid petroleum which had seeped to the surface and lost most of its volatile components.Later, the miners dug down to •bed-rock and soon after they were not digging but were drilling wells, as they have been ever since. From the wells they obtained erode oil.What is crude oil? It is not an element like gold, silver or lead, •but a complex mixture of compounds. These compounds are made basically from two elements, carbon and hydrogen, and are called hydrocarbons (Figure 1).The remarkable ability of these. Two elements to combine in different ways gives crude oil its physical and chemical character. The lighter hydrocarbon compounds in it are gases, at normal temperature and pressure, and these are dissolved in the other, heavier compounds."

"AbstractIn order to raise the enormous amounts of capital which will be essential for the development of Canada's mineral and petroleum resources, this country's resource industry must be permitted to earn an acceptable rate of return. The existing tax regime, with its high rates, complexities and misdirected incentives, presents a serious obstacle to our resource industries in their development of Canada's immense , but increasingly lean, resources. Government tax and other policies are not the only cause of the crisis now facing the resource sector in Canada, but a reformed tax system, with stable and reasonable tax burdens, is required if Canada's resources of minerals, oil and natural gas are to continue to contribute in the future, as in the past, to our national well-being.An independent task force, organized under the auspices of the Canada West Foundation, has recently completed a wide -ranging report: on the future development of Canada's mineral, oil and gas resources. This five-volume report, completed after almost two years of research and study, concludes that Canada •is facing a major crisis •in the development of our resources, It states that unless corrective action is taken now, mineral production and exports could decline drastically after 1985, at the same time that Canada would face massive bills for imported oil because of inadequate and declining production.The task force, chaired by the author of this article, has put forward recommendations for a fundamental shift in both federal and provincial policies in order that Canada's mineral reserves can be developed in the national interest. About 1973 the abrupt decrease in crude oil shipments due to political action by Middle Eastern suppliers, caused a shortage and a steep price rise. In response, Canada had to develop strategies of diminishing consumption and increasing production in both traditional and environmentally friendly resources. To clarify the situation in Canada, there are brief histories of energy (discovery, pipelines), manufacturing and science development, 1800-1970. Energy strategies, both nationally and in Quebec, succeeded in curbing consumption and in expanding production while fostering research in renewable sources. The industry-sector committees provided free exchange of conservation techniques through the federal energy ministry, with progress reports issued annually. Pipeline history in North America is reviewed along with manufacture and construction plans in Canada. Considerable success in all the aspects provided long lasting benefits, but after the embargo was lifted, many research initiatives were gradually abandoned for political reasons. Sustainability is the goal; society must conduct conserver analysis, legislation and action to enhance it.

In both the U.S.A. and Canada regulations concerning the reporting on mineral resources and especially ore reserves have been established. The regulations are virtually identical for the two countries with the main exceptions being who is franchised to write the report and how the various reserve categories may be used in reports to the public. Both countries divide ore reserves into "proven", "probable" and "inferred" categories. "Proven" reserves are those for material for which tonnage is computed from dimensions revealed in outcrops, trenches, underground workings or drill holes and for which the grade is composed from the results of adequate sampling. "Probable" reserves are those which are less well defined than "proven" while "inferred" reserves are generally those which may exist through geological and geophysical interpretation. The AusIMM/AMIC draft guidelines as proposed for use in Australia define more rigidly the ore reserve categories into "proved" and "probable" terms, which can only be applied following a full and favourable analysis of economic, mining, metallurgical, marketing and sociopolitical factors. If the ore reserves are not supported by this analysis they are placed into a "resource" category. Proper application of this proposed Australian model could prove useful when dealing with grass-root prospects or mining properties in the pre-feasibility stage. Combined with competent reporting, use of the proposed guidelines should ensure standardised and more verifiable analysis/valuation of a company's mineral assets.
