ALTHOUGH many persons know that a lot of type metal and etchings are used in the U. S. Government Printing Office few would expect to find anything on metals in the annual report of the Public Printer, George H. Carter. Yet the report for the fiscal year ended June 30, 1931, contains many interesting items. For example: Among the 57,500,000 lb. of materials and supplies delivered to the printing office was little new metal, but the metal in circulation is 6,000,000 to 7,000,000 lb. In the cost of production $31,523 is charged against metal, nearly one-third for salaries and wages. In miscellaneous sales were $4,696 from waste metal and $1,147 from waste gold (from books). Electrotype and stereotype covered 11,438,314 sq. in. The vaults and storage rooms contain 1,700,000 plates and 130,000 pages of type containing 4,600,000 lb. of metal valued at $275,000. In what was known as the Congressional Globe vault were 46,000 stereotype plates; these were salvaged by remelting for other platemaking service. The Congressional Record superseded the Congressional Globe in 1873.)

INTRODUCTION Nonfuel mineral markets have always tended to be volatile due to the cyclical nature of demand and the difficulty of fine-tuning capacity and output levels. Experiences over the past two decades, however, have been especially perverse. This short volume attempts to provide insights into this era and some guidance for the future. The papers are linked together by their focus on issues of productive capacity. At the same time, they provide a useful description, explanation and evaluation of the industry's evolution and its implications for the near-term. The regnant pessimism of the 1980s was very much alive during the early months of 1987 when the theme of this symposium was formalized. Indices of real metal prices had only inched-up from all-time lows in 1986. The hemorrhage of corporate red-ink was still a powerful memory. Frustration with the apparent inability of closures and reduced capacity utilization to re-establish market balance was strong. To the more pessimistic, the industry appeared destined to a quarter century of persistent excess capacity and nonremunerative prices. The conditions to support this pessimism were readily apparent. Economic literature tells us that surplus capacity is a complex, usually unexpected and often long-lived phenomenon caused by the interaction of at least three factors. The first is a rising capital-intensity of production. The second is the presence of aggressive new entrants whose capacity additions are typically (1) trade- dedicated because local market absorption is low; (2) cost-competitive for natural or policy-support reasons; (3) heavily burdened by debt-repayment obligations; and (4) viewed as important sources of employment, regional development and foreign exchange. The third, and often decisive, factor is an unanticipated decline or stagnation in demand growth for the sector's output. The first two factors combine to increase competitive pressures and to raise the actual or perceived cost of idle capacity. Market rigidity reduces responsiveness to price signals and distorts the burden of adjustment. Demand atrophy exacerbates these pressures especially on unprotected producers in the higher quadrants of the global supply function. In the mid-1980s, evidence of the existence of all these factors were easy to cite. Culprits were often identified. Claims for protection, global sharing of adjustment burdens, and imposition of disincentives to new capacity regardless of inherent economic status were co-dominant themes with the buzz-words of "competitiveness" and "level playing fields." This, notwithstanding the suggestions of the same economic literature that excess capacity persists longest when interventionist remedies permit it to continue. Today, only eighteen months later, the mood is decidedly more buoyant and most analysts are cautiously optimistic about the next few years. Many informed analysts have concluded that the excess capacity of the recent past has disappeared. For the present, the marketplace seems to have restored a balance between supply and demand. That the adjustment took five or six years longer than anticipated attests to the dramatic structural changes which have characterized the industry. The implications of these changes for the future are unclear. Were the macroeconomic shocks, coupled with industry transitions, so extraordinary in magnitude and timing that experiences were unique? If so, the next years may hold more stable and cautious times for the industry. Alternatively, is the inherently volatile metals industry facing a future of cycles equally perverse in terms of amplitude and duration due to economic uncertainities and inflexible industry response capabilities?

The market prices received by producers of internationally traded commodity metals have been, and continue to be remarkably volatile and unpredictable compared with most other traded goods and services. This volatility results in an erratic financial performance on the part of producing companies, disruptive and often inflationary cost changes for consumers, unreliable tax revenues and export earnings for host governments and severe social and economic pressures on local, sometimes remote, communities which are dependent on the activity in question. Generally speaking, price volatility appears to be associated with the inability of the metal producing side of the industry to regulate the volume of supply in a manner that is consistent with metal demand, which in turn reflects broad macroeconomic and industrial developments around the world. This statement does not purport to apply to all metals or to all instances of volatility of course. Price movements may occur as a result of pure speculation or even illegal manipulation of the commodity markets. Embargoes, boycotts and other politically induced supply changes may contribute. Threatened or actual strikes also cause artificial swings in sales volumes and prices. How- ever, most of these developments are of a short-term nature. Yet metals price cycles may last for several years, as demonstrated by the extended copper price trough from 1981 to 1986. This paper deals with price volatility which reflects long-term economic cycles and the adaptive processes that exist within the industry in response to such cycles. Special emphasis is placed on the role of forecasts and forecasters in these processes. It should be said at the outset that this reflects the personal experience of one forecaster working in private sector commercial consulting practices that are independent of producers, consumers and host governments. However, the experience does cover the entire period since 1973 and has involved working with a substantial majority of the major companies that supply high volume commodity metals. By way of background it should be stated that the post-1973 world economy has provided a challenging environment for forecasters. One cannot be precise about the forecasting record of either industry insiders or outside consultants, financial analysts and academic forecasters because comprehensive records have not been kept, or if they have the results are too embarrassing to be published. Institutions such as the World Bank have published forecasts of the prices of major commodities on a regular basis and these have, presumably, had some influence on financing decisions in the industry. This record along with our own experience and numerous discussions with metal producers, major consumers and host governments permits certain generalizations to be made. The most important of these is that during the early 1980s. from about 1980 through 1985/6, the forecasters system- atically and substantially over- estimated metal prices. While some fore- casters did correctly anticipate a recession in the early 1980s and some consequential decline in prices, the magnitude and duration of the decline was far greater than anyone foresaw. This systematic forecasting "failure" appears to have occurred independently of the forecasting methodology employed. Moreover, its extent cannot be explained by obvious factors such as incorrect macroeconomic assumptions. The technology advance of mobile devices makes consumers of these equipment do more constant exchanges, with this the obsolete devices discarding becomes an environmental problem, due its landfill accumulation. In order to minimize the environmental impacts caused by these equipment there?s the recycling necessity of polymers, ceramic and metallic materials. The main goal of this recycling is to study the printed circuit board of device mobile processing through ore treatment in order to recoup copper. Initially printed circuit boards were processed in a knives mill, in order to liberate the ferrous material, after that it was done the magnetic separation of the reduced residue. With the not magnetic fraction it was done the grain sized analysis and sulfuric acid and hydrogen peroxide leaching analysis. With the chemical analysis results proceeding from the leaching aliquot it was possible to observe that the leaching method with sulfuric acid and hydrogen peroxide presented greater copper recovery.

"A hydrometallurgical process for recycling spent Zn-MnO2 batteries was developed, involving leaching with sulfuric acid, purification by precipitation and metals separation for further recovery. Leaching of zinc oxide was easily attained while for manganese oxide was rather difficult depending on temperature and acid concentration. At 90°C and with the liquid/solid ratio of 20 L/kg, more than 95% of zinc is recovered in 30 minutes with 0.5M H2SO4. To attain similar recovery for manganese, higher levels of acid concentration and time are needed (e.g 0.7 M and 2 hours). After leaching a purification step is necessary to remove iron co-dissolved through Fe(III) precipitation. Separation of zinc from manganese by solvent extraction with 1M DEHPA follows in the process route. The countercurrent multistage separation diagram developed allows the production of a zinc electrolyte with 120 g/L Zn and 0.005 g/L Mn, and a raffinate with 16 g/L Mn and 0.013 g/L Zn.IntroductionThe recycling of spent Zn-MnO2 batteries is carried out by dedicated recyclers using several process alternatives [1]. Most of the running processes use pyrometallurgical technologies [2] based on zinc distillation. Alternative treatments by hydrometallurgy have been reported [3-5] but its application is scarce.In order to contribute to the development of alternative solutions, a process for recycling batteries based on Zn-MnO2 systems has been studied. The process is based on the hydrometallurgical treatment of spent batteries in sulfuric acid media (Figure 1). The process starts with the physical processing by shredding using cutting grinders, where the batteries are opened and size reduced, allowing the liberation of the interior electrode particles or pastes. The fines can be then separated and the coarse material containing the steel scrap can be treated to remove the remaining aggregate electrode. The final scrap also contains some plastics and other non-metal materials and can be further valorized."

Although the recovery of nitric and hydrofluoric acids from stainless steel pickle liquors has been solved by several methods, such as solvent extraction, acid retardation, evaporation or pyrohydrolysis, metals (mainly iron, chromium and nickel) are usually obtained as a waste or by-product that has to be disposed. Alternatively, the treatment requires a high liquor flow to be economical, as is the case for pyrohydrolysis. A new process has been developed for metals recovery, that produces metal oxides with a low fluoride content. This new technique is based on a selective precipitation mechanism, which produces nickel hydroxide with a purity of 90%, separate from a mixture of iron and chromium oxides and hydroxides suitable for recycling. The reaction mechanism is based on the precipitation of fluoride compounds of iron and chromium, K2FeF5 and CrF3. For this purpose, free fluoride must be added as potassium fluoride. Also, solid fluoride compounds are hydrolysed, releasing free fluoride. A part of the fluoride is recycled to the selective precipitation operation and the remainder is fed to the acid recovery stage. Nickel does not react in this operation; it remains in solution giving a high separation yield.

In the present paper, the recovery of mixed spent cathodes is evaluated and performed through a hydrogen reduction process. Firstly, the lithium is isolated by the hydrogen reduction process as LiOH at 600 ◦C for 15 min with 10% H2 with a flow rate of 350 ml/min. In the second step, 98.37% Li is recovered through water-leaching of hydrogen reduction products at 100 ◦C for 90 min with 50 ml/g. The filtration residual is reduced by using a carbothermic reduction process and a hydrogen reduction method. The first one is performed under an Ar atmosphere at 900 ◦C for 210 min and the second one is conducted at 800 ◦C for 150 min. The purer products are achieved using the hydrogen reduction method at lower temperatures and shorter holding times compared to a carbothermic reduction process with recovery percentages of 100%, 99.06%, and 70% for Ni, Co, and Mn, respectively. Given the importance of reducing the emission of toxic gases, the hydrogen reduction process is also a promising method for metal recycling. The obtained results also demonstrated that Li, Co, Ni, and Mn can be effectively separated from the mixed cathode material through the hydrogen reduction process as a sustainable and environmentally friendly recycling process. This study provides an impressive understanding of the hydrogen reduction process and valuable guidance for a larger-scale hydrogen reduction process.

Metals recovery from electronic scrap by physical separation may provide an alternative to the current recycling approach, through which halogenated flame retardants can result in hazardous dibenzo-p-dioxins and dibenzo-furans. On the basis of a complete sink-float analysis of personal computer and printed circuit board scrap, and in view of the advantages of dry processes for electronic scrap recycling by mechanical separation, air table separation is prioritized in an attempt to separate metals from plastics and glass involved. In the present paper, theoretical and practical considerations of air table separation have been detailed. It has been shown that air table separation is effective for recovering copper and precious metals from this specific waste stream. With the feed rate of 60 kg per hour, the combined grade and recovery of copper, gold, and silver attainable for the two heavy products produced by the air table used in the present study was shown in the following table:

UNFORTUNATE evasions of metals specifications recently brought to public attention through news items and editorials have caused executives of at least two great corporations to set up defensive procedures and to re¬affirm the patriotic purpose and conscientious effort of their plants in this battle of production. Whatever the exact conditions affecting these cases, in which the public interest has been safe-guarded by vigorous action, my reaction to such offenses in general is a feeling that they arise from the pressure and limitations that afflict our overextended war effort and that inevitably there will be more of them, doubtless more and more expertly conceived and less and less subject to detection as simple faked, or substituted analyses or tests. To the ladies, who doubtless are already beginning to ac¬quire a sense of painful resignation to a dry technical talk, may I say that the cookbook is full of specifications which customarily are varied within rather wide limits but it is generally recognized that the proof of the pudding is in the eating without regard to its exact composition or some scientific evaluation of its texture.

INTRODUCTION The economic structures of industrialized countries require a continuous supply of reasonably priced and appropriately processed nonfuel minerals. As a result, national policy makers are sensitive to real or perceived threats to the effective operation of these commodity markets. Their most persistent concerns can be subsumed into the related political economy issues of supply availability and marketplace stability. These concerns are not new. For over a century the "global struggle" for mineral resources has influenced national policies and international relations (Eckes, 1979). During the past two decades the complexity of these issues, if not their place on national political agendas, has increased. Dramatic changes in the structure of mineral industries and in the nature of international economic relations have redefined policy needs and response options. This paper focuses on how selected OECD countries have responded to nonfuel mineral industry issues over the past twenty-five years. Particular emphasis is placed on the impact these policy decisions have had on the size and location of productive capacity and its utilization rates. The results, perhaps, are not surprising for this group of market- oriented economics. While individual cases of significant impact are easy to identify at various times in most countries, the overall importance of policy decisions has not been great. This is especially true for the past decade when excess capacity reached unusual highs of magnitude and duration. Macroeconomic forces and market structure changes played much more important roles. PERSPECTIVES ON THE ISSUES OECD nations dominate the international nonfuel minerals marketplace as producers, consumers and traders. In 1986, these twenty-four countries accounted for 75 percent of the Western world's export trade value in minerals, ores and metals. They imported 88 percent of the total value. During 1966, the respective percentages were 70 and 94. Japan was the world's largest importer in 1986 followed by the US, FRG, UK and France. The same five countries led the 1966 list except that, then, Japan was ranked fourth. Table 1 ranks the fifteen largest Western exporting nations in the two specified years. It also indicates the growth in current export dollars earned in 1986 compared to 1966.

The value of exported nonenergy minerals from the less-developed countries has increased substantially between 1970 and 1985, but their market share relative to world exports has remained stagnant. Of the top twenty minerals exporters, only four are developing countries. Production capacity in the developing countries is shown to be less sensitive to demand downturns than capacity in the developed countries. Two approaches to the management of cyclical minerals demand are given using examples from India and Papua New Guinea. The authors conclude that pro¬tective policies implemented by developing nations have, barring a few exceptions, relatively little impact on the chronic nonfuel minerals oversupply problem.

If you would allow me some liberties, I would re-state the title of this talk as Scientific Research, Our Greatest Resource, because that title would represent more clearly a present-day conception of the metals and minerals situation. It is a subject worthy of careful consideration. Canada and the United States are so similar and interdependent in their national economies that, in the following discussion, examples of conditions in the United States may? be interpreted to apply to Canada as well. Moreover, it is a striking fact that the per capita value of mineral production in Canada and the United States in 1940 was almost the same. Therefore, in the consideration of this subject, I have made no attempt to differentiate between the two countries. The consumption of the world's mineral resources in the last few decades, and particularly during World War II, has been so enormous as to require some form of magic to ensure the continued progress of civilization in the face of a diminishing supply of these resources which are so critically essential. As Dr. C. K. Leith pointed out in 1941, industrial expansion has been so great that, during the first forty years of this century, the world used more of its mineral recourses than in all preceding history. And this did not include the all-out consumption during the succeeding five years of war.

O projeto teve início analisando três fatores, primeiro, a importância dos softwares termodinâmicos computacionais na otimização da produção industrial, segundo, a falta de um software termodinâmico com desenvolvimento nacional, e terceiro, a restrição ao acesso a software termodinâmicos proprietários, com licenças pagas. Seu desenvolvimento seguiu a estrutura apresentada por Neto (2012), constituindo, banco de dados, software e aplicações, respectivamente. O sistema web supriu as dificuldade de instalação e interação, podendo ser acessado por quaisquer dispositivos (computadores, tablets e smartphone) conectados a internet.
