Valdez Creek Mining Co. properties consist of multiple intersecting paleo-placer channels containing appreciable quantities of coarse gold. Reverse circulation drilling, combined with geophysics, is used for both exploration and development reserve determination. Classical drill-blast-load-haul open pit mining techniques used for the 22,000 cubic yard per day production schedule required modification to compensate for arctic winter operating conditions. High wall stability problems within the glacial sediment overburden necessitated developing multiple dewatering methods and variable pit slope designs to eliminate unstable pit wall conditions. Processing mine run fluvial gravels utilized a classical winter protected screening plant-sluice box recovery system enjoying high metallurgical recoveries and zero discharge tailings disposal.

One function of Mine Safety and Health Administration (MSHA), Pittsburgh Health Technology Center's Ventilation Division is to provide assistance to MSHA enforcement and industry personnel for maintaining adequate fresh air to all areas of an underground mine. In fulfilling this objective, total mine venti1ation pressure-air quantity distribution on investigations are conducted to measure the air pressures and quantities necessary to describe and analyze the existing ventilation systems. Various ventilation parameters are calculated from these measured pressures and quantities. Some of these parameters are: pressure drop in intake and return airways, air leakage, percentages of air reaching active sections, average regulator drops, and fan pressures. The purpose of this paper is to present and compare values of ventilation parameters calculated from investigations at twenty underground coal mines.

Continuous column flotation parameter testing, to improve operating methodologies, using coarse bubbles on fluorite ore from Nevada, revealed that retention time is the predominant factor affecting column flotation fluorite recoveries. Column height and feed injection location affected fluorite grades and recoveries because they affected particle retention times in the collection and cleaning zones. Other parameters tested, including froth depth, wash water addition, and axial mixing, showed varying results. Four defined zones within the column were found to have characteristic rates of upgrading per vertical foot. Fluorite-gangue separation was more efficient in a column than in a conventional cell at all particle sizes.

Today, aggregate producers in the Denver Metropolitan area, herein defined as Denver and surrounding communities in Adams, Arapahoe, Boulder, Douglas and Jefferson Counties, are scrambling to secure their future reserves. The Denver market is somewhat unique among the larger metropolitan markets in that the source of needed aggregate for the future is very much undecided. 2. Present Aggregate Resources Presently, the annual consumption of aggregate resources in the Denver Metropolitan area amounts to approximately 16 million tons of sand, gravel and crushed stone of which the later accounts for about 20%. Based on population growth projections for the front range, by the year 2000 the annual rate of consumption for aggregate in the Denver Metro area could be in the 25+ million ton range.

As part of a cooperative effort between the US Bureau of Mines and the Florida Institute of Phosphate Research (FIPR), with input from the phosphate industry, the conversion of phosphogypsum to sulfur is being investigated. The proposed process incorporates a thermal reduction of phosphogypsum to calcium sulfide (CaS) and a hydrometallurgical treatment to convert calcium sulfide to ammonium bisulfide (NH4SH), which is then oxidized using a catalyst to produce elemental sulfur. The paper summarizes the results of continuing laboratory studies using an activated carbon catalyst which was loaded with sulfur through oxidation of ammonium bisulfide solution. The extraction of the sulfur that forms in situ on the catalyst is a key area in the development of the sulfur recovery process. Two approaches for removing the sulfur are being investigated: (1) thermal treatment to volatilize sulfur. and (2) leaching the sulfur using liquid anhydrous ammonia. The research has shown that it is technically feasible to recover over 90% of the sulfur from the carbon by either volatilization or ammonia leaching. Locked cycle testing has demonstrated that the carbon has the potential to be recycled after ammonia leaching.

From October 1980 through August 1982, surveys were conducted on 19 longwall mining operations to obtain data relative to respirable dust levels associated with particular longwall operations and occupations, to make recommendations for enhancing dust control, and, where applicable, to evaluate the effectiveness of new technology implemented to control dust. The paper summarizes the data collected during these surveys and, where possible, draws conclusions and discusses actions that can be utilized to reduce exposures to respirable coal mine dust on longwall mining operations.

For small precious metals mining to show a comeback a different perspective must be taken than that of larger mining companies. This perspective must be much the same as that of past successful smaller mining enterprises such as when the US had a need for Uranium. Abandoned mines and environmental concerns in older mining districts have discouraged many from entering with the attitudes of why try there if so many unsuccessful mines exist. A small mining venture can be successful there but must have a "think smart'' attitude. There must be a thorough understanding of deposits, utilization of advanced technology and a properly managed mining operation. "THINK SMART" MINING The small mine operator is usually looking for small high grade deposits, consequently, long term success depends on a series of small successful mining operations. The small miner must succeed right-off or credibility and future project funding will suffer. No veteran of even a few years in the mining industry needs to be told that a dollar spent on production today fails to yield as much as it once did. More efficient equipment and techniques have helped soften the problem, but there is little likelihood that a mining company can do much to control inflation, wages, regulations, or grade. That leaves the small miner to "think smart" as one area where operating dollars can still be stretched to produce more than they presently do (Gardner. 1981). In the planning stage of a mining venture, when most options are still open, the main controllable elements are market timing, deposit selection, cutoff grade, mining method, mine design, mining sequence, rate of production build up, process design, project financing structure, project management, and project ownership structure. During planning, optimum criteria can be established for each of these. Once a mine is in production, these options are foreclosed or at least severely constrained. The more thought given to a mining program using all information available the less the risk of encountering disabling surprises. Thus the intent of this paper is to suggest the "think smart" attitude most small mine operations use for long term success. If one looks at a number of successful mining ventures, whether large or small, there is a general logic most have followed to be successful. They have used proven exploration, mining and processing techniques along with economic evaluation and experienced personnel to improve their odds. LOGIC IN DEVELOPING A FEASIBLE VENTURE Most successful small mine ventures achieve positive cash flow as quickly as possible by seeking out those deposits which require the least time and expense on activities leading up to production. To do this they look for deposits that are the most accessible, easily investigated, mined and processed with the cheapest fundamental methods. The general sequence of events starting with district selection are deposit selection, preliminary feasibility, exploration, detailed economic feasibility, mine planning, development and production. Each successive step becomes more costly requiring intermediate decisions along the way. District Selection Small operations should look for known deposits which favor the occurrence of the type deposit sought rather than efforts in unproductive areas. Known deposits in developed areas have some advantages over remote areas: 1. More alternative methods of transportation are available. 2. A larger stable work force is available. 3. The area is usually more pro-mining. 4. Power, water, housing, technical services, skilled services, schools, recreation and shopping are available.

Southwest Salt Company is solution mining the Luke Salt Body of probable late Miocene age. The discovery hole, from which the first core was recovered, was drilled in 1968. The deposit was encountered at a depth of 880 feet, and the bit was still in salt at the bottom-hole depth of 4,500 feet. The solar ponds, developed on land formerly dedicated to agriculture, have an annual capacity of about 90,000 tons. Because land values are very high, mining rates and procedures are governed by the need for near-saturated brine to minimize land requirements. Because of the frequency of dust storms, the salt operation uses a unique wet-harvesting method. Most inventory is kept in the ponds under brine and harvested only a few days before shipment. Studies of the nature of crystal growth and the distribution of windblown and brine impurities led to the development of procedures for processing salt of high chemical purity and low insolubles content. Chemical purity exceeds that of most salt produced in fuel-fired evaporators. Salt is shipped from Phoenix as tar east as west Texas and as far west as central California. Occasional shipments have been made to Hawaii and Alaska.

Results for the first underground test of the ventilated drum in a U.S. coal mine are presented. Tests were conducted by the Bureau of Mines through a contract research program with Foster-Miller, Inc., to evaluate dust control effectiveness in a western mine and for gas control in a full scale laboratory facility. The ventilated drum is designed to reduce the amount of dust from cutting by drawing dust-laden air from the cutting zone through twelve water- powered "dust capture" tubes built into the shell of the shearer drum. High pressure water up to 1 12.48 kg per cm2 (1,600 psig), released from sprays, induces maximum airflow of 1.89 m3/sec (4,000 cfm) from the face side of the drum and provides cleaning for respirable dust and improved methane dispersion. At the gob side of the drum a deflector plate, attached to the cowl arm, turns the water spray and a proportion of the cleaned air back into the cutting zone. More than 50 ventilated drums have been installed to date in England, and their tests carried out on fixed height and single-ended ranging drum shearers have shown reductions in respirable dust of 60-80 pct, as compared with conventional wet cutting. The U.S. test on a double drum shearer showed slightly lower reduction.

INTRODUCTION Estimation of capital and operating costs for mines and mills has long been a necessary ingredient of feasibility studies, and though many practitioners have successfully used "rules of thumb" and factor estimating methods for many years, a great deal of work is usually required to prepare an initial estimate and/or to update or revise such an estimate. Development of comprehensive mining and milling cost models during the 1970's by the U.S. Bureau of Mines and by Canadian workers (O'Hara and Mullar) provided the basis for feasibility-level cost estimates, but the numerous equations and the apparent rigor and complexity involved in preparing a project estimate using these models has discouraged many, if not most, potential users. Their acceptance was also hindered by a broad misunderstanding by many engineers in the minerals industries who had little exposure to such procedures, and by a possibly inadequate level of explanation or documentation of the parametric approach to cost estimating. The preliminary nature of most databases, geologic/engineering/ and market, available to the engineer or analyst during the early stages of a mineral project is a universal problem. Basing corporate mega-investment decisions or even individual equipment selection decisions on the usual "SWAG’s has always been a risky practice, but in the current business environment, the "guesstimates" are almost 'verboten', and are certainly becoming antiquated with the advent of both the described models, the ubiquitous microcomputer, and the nearly-ubiquitous hybrid species known as the "computerized engineer". Engineers have almost always sought techniques of cost estimation that can be applied and justified when geologic and engineering information for a mining project is preliminary and incomplete. The answer, in some cases, is the "parametric" approach. Equations, based on actual, past experience are developed to relate capital and operating costs to major physical variables such as the rate of mining or milling, with modifiers for such details as mining method, process characteristics, methods of construction, or types of equipment . Cost Engineering Standards Five major types of fixed capital cost estimates have been defined by the American Association of Cost Engineers : 1. Order-of-Magnitude estimate based on previous cost data and minimal knowledge. usually a "ratio estimate" with no better than +/- 30% accuracy. 2. The Mesquite gold deposit is a recent discovery of Gold Fields Mining Corporation lying 65 kilo- meters northeast of El Centro in Imperial County, California (Figure 1). The deposit is located on the southwestern flank of the Chocolate Mountains and is a bulk-minable, low grade "disseminated" orebody. Although the host rocks of the deposit are part of a regional high-grade metamorphic terrane, abundant brittle fractures, brecciation, and open-space vein fillings indicate that Mesquite mineralization is epithermal. Faulting which postdates the hydrothermal activity has complicated the original geometry of the orebody. Alluvium effectively hides most surface expression of the mineralization, but open-pit mining is now revealing the details of Mesquite geology.

In Novemeber of last year I visited a mica mine in Hunan Province, China. For nine months , we had been trying to sell Chinese mica to a customer in Belgium. Talking to the customer was like negotitating with a stone wall. The buyer refused to communicate any -thing other than his steadfast refusal to consider Chinese mica. He would not advise us what he wanted, what specifications or grades. He would give no indication if our price at market, or reasonable, or totally out to lunch. He would not even accept samples. It took no genius to guess that the mica buyer had at some time in the past bought a shipment of Chinese mica and had received a disaster. I invited the mica mine in Hunan in order to see for myself what could be done - without massive investment in equipment and instruments - to upgrade the quality of the mica for export. We had seen this type of customer reaction before. One disgruntled customer who had pur¬chased pigment grade barites direct from China ranted and raved about unreliable and inconsistent quality. It did no good to explain to him that China is a big country, with hundreds of mines scattered throughout many areas, each producing a different product. Our further explanation that Chinese export organizations also varied in degree and efficiency of customer service fell on deaf ears. Samples had no effect on his perception. Eventually we showed him photoraphs of two mountains of pigment grade barites. One lot was our sales of pigment barites to a major European minerals processor. Our Chinese barites stood proudly white and beautiful next to a hill of other material which now appeared at best mediocre and dull by comparison, and which the buyer had decided to reject after he received our Chinese barites. Finally the customer was sufficiently impressed to look seriously at our guaranteed specification and the outturn analysis performed by our other customer.

A Setaram C-80 heat flux micro- calorimeter was used to study the surface and interfacial properties of fine coal particles in water containing flotation agents via heat of immersion measurements. Heat of immersion (?Himm) is usually a small exothermic quantity and can be used' to characterize a solid in terms of its relative hydrophobicity or hydrophilicity. The effects of coal type, surface oxidation, mineral matter content, kerosene concentration, and pH on the wetting characteristics were investigated. Results obtained from the calorimetry experiments correlated well with results from independent flotation experiments.

This paper addresses the impact on performance of column height (H), and column height to diameter (H/D) ratio by modelling the effect of HID on mixing and consequently on recovery and grade. Mineral recovery increases with increasing H/D ratio for a constant column volume and feed flowrate, while the concentrate grade decreases to a minor extent. Columns 10-15m in height with H/D-10 are well suited for feed rates 150-600 L/min. Maximum H/D is determined by the gas carrying capacity, an important consideration for pilot units where H/D?200.

Leach pads of 272,000 tonnes (300,000 st) and 910,000 tonnes (1,000,000 st) with associated operating ponds have recently been constructed on sidehill locations with up to 20 percent slopes. The larger pad was designed in anticipation of ore heights up to 30 meters (100 feet). This paper describes site investigations and civil engineering design as well as construction experience associated with development of these pads. The leach pads were underlain by a double liner system consisting of 2 mm (80- mil) HDPE over compacted fine-grained tailings, with an intermediate leak detection layer. Both sand and geotextile drainage layers were used. Pad slopes were limited by the factor of safety against sliding on the HDPE liner. The sites for the facilities had been substantially disturbed by prior mining and construction activities. Natural conditions included peat layers and locally swampy ground. Site preparation included french drains to lower the water table and stripping of unsuitable subgrade materials.

This paper focuses on the -1/2 mm cleaning at Elk Run Coal. The original circuitry incorporated desliming cyclones. Problems with slimes entrainment in the cyclone underflow (froth cell feed) resulted in poor froth cell selectivity. Laboratory test work led to the installation of high frequency desliming screens. Consequently, great improvement in cell performance was brought about by enhanced desliming with the ability to use split flotation. The modifications resulted in significant improvement in total plant performance and overall yield while maintaining clean coal quality.

Freeze and thaw deterioration is a serious problem In con¬crete pavements. The main cause of distress Is thought to be the pore structure of coarse aggregate. In an attempt to characterize deleterious pores, the Iowa Pore Index test and the Expected Durability Factor, as Calculated from the mer¬cury intrusion porosimeter, were devised. This study Included freeze-thaw and sodium and magnesium sulfate soundness testing of sixteen carbonate aggregate samples. In addition, the Iowa Pore Index and the Expected Durability factor were determined for each of the samples. All of the Above mentioned physicochemical parameters were examined using bivriate correlation analysis with the In¬tent to evaluate the effectiveness of the Iowa Pore Index and Expected Durability factor for predicting the frost dur¬ability of an aggregate. The results from the bivariate correlation analysis showed no significant correlation, between the Iowa Pore In¬dex And- Expected Durability factor with the other physico¬chemical parameters investigated. Rust interesting is that the Iowa Pore index predicted that All of the tested samples would resist freeze-thaw failure, whereas the Expected Durability factor predicted that -ash sample would he non-durable.

British Columbia's physiography - the mountains, valleys and watercourses - provides the basis for rich and varied plant and animal resources and for complex land uses. Mining alters the physical environment in a manner that may create a disproportionate impact on biological resources and land use systems. The object of environmental legislation is therefore largely the protection of the basic physical environment: land surface, water, and air. The pace of mineral exploration, placer mining, and underground and surface gold mining has recently quickened in British Columbia, testing the ability of both industry and regulatory agencies to respond to legislative requirements. Some parameters of mining activity have critical significance for environmental protection, for example: the area disturbed; the physical and chemical qualities of ore, waste and overburden; and the nature of materials handling. Acid mine drainage is a particular hazard. Provincial legislation that applies to mining includes the Mines Act, the Environment Management Act, the Waste Management Act, and the Water Act. Government of Canada legislation includes the Fisheries Act and the Metal Mining Liquid Effluent Regulations. Every new mine proposal in British Columbia is reviewed in the Mine Development Review Process, which receives its mandate from the Provincial Environment and Land Use Cabinet Committee. INTRODUCTION In May 1984, The Canadian Pacific Railway awarded to the Joint Venture of Foundation of Canada, Ltd. of Toronto, Atlas Construction Co. of Montreal, and S. A. Healy Co. of Chicago the contract for the construction of 27,000 ft of tunnel starting from the east portal. Selkirk contractors, the Joint Venture of Foundation, Atlas and Healy, which had successfully completed for CPR in 1983 the construction of both portal structures for this tunnel, studied several different alternative proposals before presenting its bid pooling each individual company's technical resources and experiences. (Foundation had just completed in association with other companies a similar tunnel project in British Columbia, and the S. A. Healy Co. could provide its experience of more than 40 miles of tunnels excavated by full face boring machines.) Among the alternatives investigated there was a fully circular tunnel to be excavated by a 30 ft diameter TBM, a full section drill and shoot proposal, and a mixed alternative, the "key hole" proposal, consisting of a TBM driven circular top heading followed by benching to design size. Technical, geological and economical considerations determined the alternative that was eventually proposed to CPR. HISTORICAL NOTES The tunnel construction parallels an existing tunnel through the Selkirk mountains that was excavated in 1885. In order to reduce the grade to 1% on the heavily loaded west bound trains, the new tunnel was at a lower elevation and lengthened to almost 9 miles. GEOTECHNICAL INFORMATION CP Rail site investigations began in 1978. The surface rocks in the tunnel construction area are metamorphosed Cambrian and Pre-Cambrian sediments; the underlying formation contains fine and coarse grained rocks presenting different degrees of metamorphism.
