This report refers to the Chicago Deep Tunnel Contract 13A, which was the first contract let in the City of Chicago requiring the construction of deep drop shafts for the transportation of high level sewage to the deep tunnel system. The basic contract required the contractor to construct certain drop shafts designed to deliver surface and high level sewage to the deep tunnel system approximately two hundred feet below. The design of the drop shafts was in a degree affected by their proximity to the existing deep tunnel. The tunnel, approximately three and one-half miles long, was to have five shafts dropping sewage at five locations. Four of the drops were approximately one-half mile apart and spaced from the dead end of the tunnel. One shaft divided the remaining two miles from the existing work shaft at the southeast end of the tunnel wherein a 220' deep pumping station was to be built. The existing tunnel had been built some time previously and all dewatering had stopped, allowing the tunnel and main shaft to fill with water. According to the plans, the drop shafts were all between fifty and ninety feet north or south of tunnel center line, and located in heavily built-up residential and industrial property. North American mining companies are lagging behind their global competitors in participating in the outstanding opportunities in India. The Indian government has liberalized foreign equity participation in the mining sector by up to 50% and, in some cases, even higher. Delegates from Europe, North America and South Africa learned this at an information seminar held in London, England, Attendees were welcomed by L.M. Singhvi, the UK's high commissioner for India. He introduced a government of India delegation headed by B.P. Baishya, minister of steel and mines. Singhvi is an eminent jurist and leading constitutional expert. He reiterated the soundness of India's legal system. He also outlined the recent Investment Protection Treaty between India and the United Kingdom. Baishya emphasized thee geological diversity and strengths of India's domestic market with its population of more than 920 million people the second largest in the world after China and its reservoir of skilled labor. He also outlined the potential of India's untapped natural resources. The private sector is the backbone of the Indian economy. It accounts for 75% of gross domestic product (GDP). The current minimum program of the new United Front government envisions 12% growth in the industrial sector, 7% in GDP and direct foreign investment of US$10 billion a year. "Mining is an area that can attract a sizable part of this investment," Baishya said. "Projected growth of the Indian economy will require increasingly large quantities of basic raw materials, such as coal and base- and precious-metals to meet the needs of domestic and export markets." Administration of India's mining sector is divided into the Ministry or Mines for regulating and developing the country's mineral resources, five public sector Mining Enterprises, the Geological-Survey of India (GSI), the Indian Bureau of Mines (IBM)and 25 states and seven Union Territories. The GSI is the second oldest (founded in 1851) and the third largest organization of its kind in the world, Baishya said. It has geologically mapped more than 90% of India's 3.2 million kmz (1.2 million sq miles) at a scale of 1:50,000. Several promising mineral projects have emerged from regional exploration programs conducted by GSI and the Mines and Geology State Governments. IBM recently completed a national mineral inventory. It covers 13,000 deposits/prospects of 61 nonferrous minerals. GSI also compiled a similar inventory on 61 coal fields. India is attractive to exploration companies for several reasons. These include favorable geology, accessible locations and a large mineral database. India also has many experienced geoscientists with well-equipped and efficient laboratories, Baishya said. Secretary to the Ministry of Mines A.C. Sen emphasized the largely untapped-geological and mining potential of India. He also discussed the new vistas that have opened up opportunities for exploration and mining. India has large quantities of mineral reserves, Sen said. Its vast Precambrian Shield - like those in Canada and Australia - is endowed with gold, platinum group and base metals, as well as coal and industrial minerals. Annual mineral production is valued at more than US$7 billion. Sen pointed out that India is the largest single consumer of gold. And domestic gold prices command at least a 20% premium above international prices. Recent diamond, gold and base-metal discoveries and prospects uncovered by GSI have generated investment interest from abroad, he added Delegates heard that the Indian Constitution gives the central government the job of framing legislation and the regulation and development of minerals. This ensures that mineral laws are uniform throughout the country. However, the right to grant mineral concessions, such as prospecting licenses and mining leases, rests with the minerals' owner. In India's case, that is the state government. The Indian government has formulated several guidelines that regulate the granting of prospecting licenses for large areas. ? The central government will consider the requests of state governments for the granting of prospecting licenses for areas exceeding 25 kmz (9.6 sq miles). But the license must include a provision to conduct aerial prospecting of the area. ? Any prospecting licensing area should not exceed 5,000 kmz (1,930 sq miles). for a single license. And the total area held by one company should not exceed 10,000 km2 (3,861 sq miles) for the whole country. ? The grant of larger areas will be linked to a mini- mum expenditure commitment on physical targets. State governments will monitor these expenditures. ? The granting of large areas for prospecting will be linked to a schedule of relinquishment.

The control of methane emission into underground mine workings is important both for the safety and productivity of the mine. As deeper and gasser coal seams are mined, ventilation methods involving increasing air pressures and quantities across mine workings may not be able to cope consistently with methane emission rates during the production cycle. An accurate prediction of methane emission into mine workings is of great significance in the design of ventilation systems and additional methane control methods if required. Research has been conducted to develop a numerical method for simulating methane flow through strata in which permeability is strongly influenced by mining-induced stress. To achieve this objective, both numerical modelling using Computational Fluid Dynamics (CFD) and laboratory tests on rock samples and granular materials under triaxial stress condition were carried out. Correlation has been established between stress and permeability characteristics of rock-measure rocks and laboratory results are being incorporated into the CFD models. This paper introduces the use of CFD techniques to model methane flow through permeable strata around longwall coal faces currently undertaken at the University of Nottingham.

Most commercial explosives contain from 70% to 94% (by weight) ammonium nitrate. When some of the explosives end up in shot rock and ore, through either spillage or incomplete detonation, ammonia and nitrates can leach into the ground water. In recent years, state and federal regulators have applied more stringent water-quality standards, particularly at new mines and development projects. When mining conditions permit, bulk ANFO, a mixture of ammonium nitrate and fuel oil, is the explosive of choice. ANFO is less costly than other explosives but it dissolves readily in water. Several case histories in the United States and Canada show a clear connection between uncontrolled losses of bulk explosives and high nitrate levels in mine effluents. Mining companies have tried several approaches to reduce ammonia and nitrate levels in groundwater. These approaches range from controlling explosive losses to treating the mine effluents. In this paper, controlling explosive losses is addressed For both packaged and bulk explosives, guidelines to limit losses during storage, handling and use are described in detail.

The Fort Cady in situ borate mining project involves recovery of boron from a mineral deposit located over 1400 feet below the surface. The resource recovery method is being developed using in situ mining technology employing weak acid solution injected directly into the ore body. As the acid contacts the calcium based ore (primarily natural colemanite), the contained borate values are digested as boric acid. This boric acid solution is then pumped to the surface by use of submersible pumps. At the surface the borate values are recovered as a finely divided solid white powder after a series of chemical reactions and precipitations resulting in the production of calcium borate. The refined product is then sold under the trade name CADYCAL 100.TM All environmental permits for up to a production rate of 90,000 tons per year have now been obtained. These permits required an Environmental Impact Study (EIS) for federal lands and an Environmental Impact Report (EIR) for the private portion of the property. Regulatory permitting took over 5 years to obtain all authorizations for this operation. The ore body has an average thickness of 118 feet extending over 273 acres. At a production rate of 90,000 tons per year with only a 70 percent resource recovery allowance, in place reserves are sufficient to sustain production for over one hundred years.

Since gold was first discovered in Colorado in the late 1850s' mining has been a major part of the state's economic history, according to Stanley Dempsey, chairman and chief executive officer of Denver- based Royal Gold Inc. While the mining industry has seen some lean times throughout the past century, it has always bounced back. Today, dozens of major gold companies are headquartered in the Denver area. The state's coal mines produced record amounts during 1996. And even some of Colorado's uranium mines are resuming production. Dempsey joined other speakers in addressing the state of Colorado's mining industry during the Colorado Mining Association's (CMA) National Western Mining Conference. Some 800 people attended the CMA meeting, held Feb. 2-5 in Denver. The meeting was the association's 100th since it was incorporated in 1897.

Developing a laboratory procedure for the determination of coal-seam compressive strength has been a subject of discussion for many decades, and the reliability of laboratory determinations is often the subject of debate. A coal seam’s characteristics, the method of sample collection, the specimen preparation method and the testing procedure can often result in drastic variations in the test results. In this paper, the development of a laboratory testing procedure for the determination of coal-seam compressive strength is presented. Two samples that were collected from different coal seams were tested in this study. First, the inherent characteristics, i.e., coal structure. Hardgrove grindability index (HGI), Slake durability index, proximate analysis and mechanical properties (Young's modules and Poisson's ratio), of each coal were determined. The results were used to categorize the coal scams in terms of the characteristics liable to produce variable strength data in typical laboratory tests. Second, two commonly used laboratory specimen shapes, cylindrical and cubical, were tested to determine which shape produced the most reproducible strength values. Third, four loading rates within the static testing range, i.e., 0.007, 0.07, 0.34 and 0.7 MPa/s (1.0, 10, 50 and 100 psi/sec), were used to determine the ideal loading rate. Finally, the number of test samples required to produce strength data within the acceptable standard deviation, considering coal seam characteristics, were established. Background Laboratory testing of coal specimens for the determination of seam compressive strength has been a subject of discussion since the early 1900s. Many researchers have tested coal specimens to estimate coal-seam compressive strength for use in pillar design to insure the safe operation of [ ] mines (Unrug et al., 1986; and Hirt et al.. 1992). Yet, there is a lack of a universal procedure, and, no matter which approach is used, it becomes the subject of intensive debate. A great deal of work has been performed on the subject, and there is much information available in the literature. Some of this work concerns quantifying the influence of specimen shape and size on compressive strength (Bieniawski. 1968: Barron et al.. 1992: Khair and Xu 1994; and Khair 1994). As indicted in the literature, coal is a heterogeneous material, consisting of discontinuities such as cleats and bedding planes, which are likely to produce variable strength results (Holland, 1964; Unrug et al., 1986). Most magnesia, MgO, whether of natural or synthetic origin, is utilized in its dead burned or periclase form as refractory linings for the production of steel. Continued research in refractory science combined with good refractory maintenance and improvements in steel making practice have resulted in decreased use of magnesia. To make up for this loss of business producers of synthetic magnesia have started to manufacture a variety of magnesium based chemicals that are utilized in many diverse industries and applications.

The historic Getchell property, near Golconda, NV, is being mined from the Getchell Main Under- ground workings, a footwall extension of the Getchell open-pit deposits along the Getchell fault. Drift-and-fill techniques are used to extract the ore through a ramp access. The adjacent Turquoise Ridge deposit is under development by two vertical shafts. These two mines will continue to provide feed to the Getchell's 2.9 ktld (3,200 stpd) mill/autoclave circuit. This will take Getchell Gold from its current production rate of 6.2 t/a (200,000 oz/year) to more than 12.4 t/a (400,000 oz/year) by 1999.

Zirconium chloride is of great commercial importance as starting materials for production of ZrO2, Zirconium metal and other Zirconium compounds from its main resources (Zircon Sands). The present study concerns with preparation of pure ZrO2 from Zircon by direct chlorination technique. Different parameters affecting the chlorination process are studied viz. carbon, chlorine flow rate temperature and time. The chlorination extent is determined from the loss in weight and chemical analysis of reaction products. The maximum chlorination extent -92% are achieved at 1100°C for 30 min. Zirconium oxide is produced from the collected zirconium tetrachloride either by calcination at 900°C or by hydrolysis in water in presence of RCI with a purity = 99%. Evaluations of the products of the process are investigated microscopically and by X-ray diffraction. The apparent activation energy of the chlorination of Zircon is determined to equal 36 kJ/mole.

Since 1993, Newmont has been actively growing through the development of three major foreign mining operations with a fourth under construction. The first project, Yanacocha in Peru began operating in October 1993 at a time when political and business risk in that country was considered high. In 1995, Newmont began operating the Muruntau Joint Venture in Uzbekistan, the first of its kind in the CIS. In early 1996, Newmont started operating the Minahasa mine in Indonesia. Now, in early 1997, Newmont is undertaking the construction of a $1.9 billion project in Indonesia and is completing a feasibility study with our partner for the development of a gold operation in Mexico. All of these projects have been considered "risky" by most standards, and Newmont has been very successful in all of them through risk mitigation programs including utilizing strong and successful in-country partners, concentrating on developing a strong national workforce with minimal expatriate employees, utilizing World Bank, EBRD and IFC financing and building and maintaining strong ties with host governments. This paper describes in more detail, some of the risk mitigation programs that Newmont has used to successfully grow the company through development of major foreign mining operations.

Oxide particles are commonly used as fillers in plastics, paper, rubber etc. (particulate composites). The successful fabrication of such composites is dependent upon the adhesive strength of the filler particles to the matrix. The compatibility of the matrix and the filler particles is generally enhanced by adsorption of surface modifiers such as surfactants and polymers at the particle-matrix interface. In order to develop a scientific basis for selection of appropriate modifiers it is necessary to understand their adsorption mechanism(s). Specifically, adsorption of polymeric additives is attributed to a combination of chemical and electrostatic interactions, hydrogen bonding and van der Waals forces. Hydrogen bonding has been suggested to be the primary adsorption mechanism for non-ionic polymers. However, a literature survey of Poly(ethylene oxide)(PEO)-oxide system suggested PEO, a non-ionic polymer, to be substrate specific. A systematic study was undertaken to investigate the adsorption mechanism(s) of a PEO on oxide particles. It was determined that strong Bronsted acid sites on the surface interact with the ether oxygen, a Lewis base, of PEO to induce adsorption. In this work characterization of PEO binding sites on oxides is reported and the mechanism(s) of PEO adsorption discussed.

During 1996, US mines produced 319 t (10.26 million or) of gold metal valued at $4 billion. At yearend, mine reserves were estimated to be 4.7 kt (151 million oz) of gold metal. Almost all of the production was from western states. Nevada accounted for about 68% of national production. Information for this article was obtained through annual reports of mining companies, US Geological Survey (USGS) databases and other public sources. Table 1 shows production and reserves by mine. It divides the mines into two categories. These are producing mines whose primary product is gold, and producing mines for which gold is a byproduct or coproduct. The mines listed in Table 1 accounted for more than 98% of US gold production during 1996. Except the Daisy Mine, the table does not include mines that produced less than 31 kg/a (1,000 oz/year). A first-order flotation rate equation was derived by incorporating both hydrodynamic and surface forces involved in bubble-particle interactions. The hydrodynamic forces were calculated using an appropriate stream function, while the surface forces calculated using the extended DL VO theory. The equation was used to predict flotation results as functions of several important parameters such as contact angle, Zeta potentials of air bubbles and particles, and bubble size. The predictions are consistent with experience, and can be explained in view of the various sub-processes considered in the model.

When a large area of open gob collapses suddenly, a windblast is produced that can cause considerable damage throughout the infrastructure of a mine. In a few cases, the windblast has been accompanied by ignitions of methane and/or coal dust. This paper describes the conduct and results of laboratory tests involving the compression of mixtures of air, methane and coal dust under a falling weight and while allowing controlled escape of the mixture. The transient responses on pressure and temperature sensors were recorded. In addition to an analysis of those records, the paper highlights those conditions in which ignitions occurred.

The US Bureau of Mines (USBM) recently developed a rock-mass classification system for evaluating the structural competency of bedded roof strata. The system is called the coal-mine roof rating (CMRR), When compiled with the companion Lotus 1-2-3 spreadsheet, CMRR data are a useful tool with applications to longwall gate-road pillar design, safety-hazard mapping and artificial roof-support analysis. This paper gives a review of some applications under actual conditions found in current US mining operations.

The next ten to fifteen years will be exciting ones for the construction industry because three city agencies alone have started or will start, on tremendous expansion programs, the cost of which will exceed a total of four billion dollars. The major portion of this work will be done by the use of tunnelling methods. *Tunnelling is construction by any method of a covered cavity of predesigned geometry whose final location and use under the surface, whose cross-sectional area is greater than two sq. meters. The New York City Transit Authority's expansion program will provide for approximately 52 miles of new subways. The Board of Water Supply has already started on City Tunnel No. 3 which, when completed will provide the City with enough water until the year 2000, and the Board of Water Resources has embarked on a tremendous program to clean up the surrounding waters. Yes, these will be exciting years, particularly when one reads about the new novel exotic methods of rock breaking and disintegration, coupled with the new methods of soft ground tunnelling.

INTRODUCTION Controlled blasting is used at some time during most civil engineering projects where there is rock excavation. Controlled blasting is often necessary because the blasting must take place in the near proximity of adjacent structures. In other instances, the blasting is controlled because a smooth perimeter is desired to minimize rock support and overbreak. The construction of tunnels and shafts for subways, rock excavations for foundations and the excavation of road cuts for interstate highways, sometimes require blasting operations which must be conducted in an urban environment. Unfortunately, blasting operations produce unwanted sounds and vibration along with their beneficial effects. Thus, in the writing of specifications for blasting in an urban environment, potential damage to adjacent structures by ground vibrations must be considered, possible damage to windows from airblasts must be considered, potential damage from fly rock must be considered, and the discomfort to people from ground vibrations, airblast, and noise must be taken into account. The contractor or the owner's engineer is faced with determining the maximum weight of explosives which may be detonated without damage to structures on adjacent property. If the weight of explosive is overestimated, the resulting damage to adjacent structures may result in costly losses. But, if the engineer or contractor is too conservative, and the weight of explosive becomes too restrictive, progress of the project may be curtailed and the cost of excavation will increase accordingly. Nast Tunnel is the first granitic rock tunnel to be excavated by a machine for the U. S. Bureau of Reclamation. The machine has excavated 7500 ft of the tunnel at this writing. There have been a few good performances; 31 ft in 1, 8 hr shift, and 75 ft in a 24 hr period, but generally, progress has been slower than that accomplished in the area with reasonable comparable conditions using conventional excavation techniques. Button cutters, now employed using compression as the means of fracturing the rock, gives an average cutting rate of 3 ft per hr. Disc cutters manufactured by the machine builders were tried briefly but the snap rings holding the discs to the hub failed. However, disc cutting rates of 6 ft per hr were recorded for short periods of time in a competent coarse grained porphyritic granite. The snuck was also considerably larger and more easily handled than that produced by the button cutters. Hughes Tool Co. is working on a disc type cutter and expects to have them on the cutterhead by mid June. LOCATION, DESCRIPTION AND BID OPENING Nast Tunnel is located 2 miles west of the Continental Divide and 39 miles east of the town of Basalt in Pitkin County, Colorado. The outlet portal is in the Fryingpan River Valley at an elevation of 10,000 ft. The tunnel is a 3 mile long, 10 ft diameter gravity flow water conveyance structure and a part of the west slope water collection for the Bureau of Reclamation, Fryingpan-Arkansas Project. Silverton was the queen city of the western mining towns in the early 1900s. Located high in the San Juan Mountains, the town constantly grew and changed. Yet, it was subject to the vagaries and whims of economics, politics and disasters, natural or otherwise. Breweries, smelters and sawmills serviced Silverton's swelling mining population, which reached several thousand at its peak. Two trains a day ran from Durango to Silverton, in addition to trains running from Silverton over the top of Red Mountain on to Ironton. They ran up Cement Creek to the little town of Gladstone and up the Animas River Valley to Howardsville, Eureka and Animas Forks. During these prosperous times, construction flourished. There were plenty of wooden structures, and many of these stand today. The first brick buildings were built by bricklayer Patrick Stanley in 1877. It took quite a while for the first car to arrive. Almost 28 years passed from the coming of the first train to the arrival of the first car. It was brought over 3,840-m (12,600-ft) Stony Pass from Creede, CO, in an incredible journey retold years later by Louis Wyman. "Dad's daydreams were not the idle musings or the fantasies of a mystic," Wyman said. "They had a way of erupting into reality. He advocated and built good roads," he said. "During the summer of 1910, he was up to his sweatband in a project that took in half the state of Colorado. He envisioned an automobile highway, unheard of at that time, running southwest from Denver through the scenic grandeur of the high Colorado Rockies. The road would traverse a thousand miles or more of the state's finest recreational land finally circling back to Denver. Years later, when all of the county roads had been connected, it became known as 'Colorado's Thousand-Mile Circle Route.' Of course, Silverton and the San Juans were bright stars along the way."
