When an economic mineral deposit is first discovered, it is almost immediately defined in terms of tonnage and grade. As exploration and assessment continue, the initial definition is ordinarily qualified by such terms as "proven," "probable" and so on. Even at this stage, the fundamental philosophies of the discoverers may manifest themselves in conservative or optimistic views of the deposit's potential. It is unusual, however, for the philosophies to be expressed in terms of metallurgical performance criteria at such an early stage unless the ore is very unusual in its chemistry or mineralogy. Even before drilling is completed, the first mining plans appear, with or without the benefit of metallurgical test data. This is the point at which management philosophies can have some of their greatest impacts. In ideal cases, where large, uniform ore bodies can be developed and mined according to assay cutoffs, the conventional philosophy of maximizing tonnage while minimizing cost can be followed without much metallurgical difficulty. To evaluate the influence of uniformly tensioned roof bolts on roof stability, mechanically anchored roof bolts were installed using the conventional bolter and a specially developed thrust and torque controlled retrofitable box mounted on a bolting machine. Thirteen thousand bolts were installed over 19 crosscuts in a 4 heading development in an operating coal mine. Geological , bolt and mine parameters were recorded at bolt installation, and bolt tension histories, roof sag and other changes evident in the rooms, crosscuts and intersections were recorded over a 2 month period. In all, 24 variables and 11 responses were quantified at 67 bolt clusters. These data were analyzed statistically to determine the significant variables influencing roof stability. As the mine development was safe and stable during the monitoring period, roof sag after two months was used as an index to quantify "stability." The variables of significance were shown to be coefficient of variation of bolt tension, bolt anchorage capacity, roof lithology, roof shape, standard deviation of bolt tension, and dip of roof lithologies. It was concluded that of the variables with which the mine operator has control, bolt tension uniformity was the most significant parameter at this mine. Other variables, such as intersection type and time between mining and bolting , were not significant, whereas, some other potentially significant variables such as horizontal stress or roof joint frequency did not vary sufficiently for their influence on stability to be evaluated.

He must strive to produce a salable product in an environmentally acceptable process while continuously Improving the profit margln.(1,2) Metal prices fluctuate on a regular basis. They directly Impact revenue and hence operating philosophy. The mineral engineer needs to develop an optimum operating strategy to meet his overall objectives, One would expect that, In the modem era of complex computer models, it would be easy to develop an economic model to maximize profits and/or cash flow. Discussions with mill managers Indicate that one mine/corporation's optimum operating strategy is not necessarily optimum for another. This paper approaches the problems from basics "Economics 101" and Illustrates the complexity of developing a universal model which can be applicable to all mines. Case examples are used to illustrate the need for better communication to avoid the basic economic fallacy “that optimization of segments leads to optimization of the whole system.” TECHNICAL MODELS Technical models are a prerequisite to the development of economic models because they provide the necessary Input data to these models, The flow of material from a mine through the sale of the finished product is shown In Figure 1. The ore Is mined and milled, and the concentrate can be stored for sale or smelted and refined In-house or at a toll facility. The finished product(s) are held In Inventory until sold either through existing contracts or in the spot market. [ ] Fairly reliable technical models have been developed for mining, milling and smelter operations. Mine plans are developed to provide a good Indication of the relationship between production and cut-off grade. It is easier to change surface mine plans than plans for underground mines. However, there are limits to maximum production that can be achieved with existing equipment. It Is possible that mine benches may not be developed to handle additional equipment, even If It was purchased to enhance production. More often than not, the cut-off grade Is lowered to Increase throughput goals.

In response to concerns over the impact of mining on the hydrologic balance at the Navajo Mine in northwestern New Mexico, a recharge study was conducted using a chloride mass- balance approach. Impact of mining on annual recharge volume was assessed by comparing pre- and post-mining recharge values. The mean regional recharge rate for reclaimed ground (weighted by acreage) is 1.02 mm/a (0.04 in. per year) or twice that for undisturbed ground, 05 mm/a (0.02 in. per year). Comparison of regional recharge volumes for identical areas shows mining increases recharge 92%. The increase is only 80% if no closed depressions are constructed during reclamation. However, the increased rates are so low that there should be no detrimental impact on regional water resources. The chloride method proved useful at Navajo Mine and should succeed at others surface coal mines as well.

In an effort to reduce the risks to underground miners of health hazards associated with exposure to high concentrations of diesel particulate matter(dpm), the Mine Safety and Health Administration(MSHA) published proposed rules in 1998 limiting dpm exposure in both underground coal and metal and nonmetal mines. The proposed rule for underground coal mines would require removal of 95% of dpm by mass, while the rule for metal and nonmetal mines would eventually limit total carbon exposure from dpm to 160 micrograms per cubic meter of air over an eight-hour shift. The comment period for both proposed standards ended on July 26, 1999.In this session, representatives from MSHA, the National Institute for Occupational Safety and Health (NIOSH), equipment manufacturers, labor and industry will discuss the impact of the proposed regulations on mine operations and worker health. Questions will be taken from the audience after brief presentations from each panelist. This paper provides a compilation of written summaries of each panelist’s opening presentation.

Underground longwall coal mining sections are operated as sealed gobs if the coal is prone to spontaneous combustion. Sealing along the gate roads during longwall face retreat limits the flow of fresh air (oxygen) into the gob and thus deprives the spontaneous combustion reaction of oxygen. In a project sponsored by the National Institute for Occupational Safety and Health (NIOSH), researchers at the Colorado School of Mines have used computational fluid dynamics modeling to simulate the flow of gases in sealed longwall gobs. The models were validated using measurements and observations from the field and demonstrate that targeted injection of nitrogen along the gate roads inby the face can be used to control the size and location of explosive methane clouds within the go band to minimize or eliminate the explosion hazard resulting from the formation of flammable methane-air mixtures.

This research aims to test the hypothesis that the low retention rate of women in the mining industry is caused by workplace culture and policies established due to gender segregation. A quasi-experiment is developed to determine the cause-and-effect relationship between gender segregation-inspired culture and the retention of women. The experiment considers the impact of the job type and the operational environment. The analysis provides information on factors that cause low retention of women in the industry, the extent to which gender segregation plays a role, and insights that allow actionable and measurable changes in the industry.

The effects of the operating parameters of media filling ratio, solid mass fraction, grinding media size and grinding time on the stirred media milling of talc were studied. The findings were assessed based on the product particle size (d50, d10), surface area (Sw) and energy consumption (Em). Furthermore, after determining the optimum grinding conditions, Box-Behnken statistical design was used to determine the effect of parameter interactions on the d50 size. The media filling ratio significantly affects d50 size decrease compared with solid mass fraction and grinding time. The minimum d50 size was also achieved under optimum grinding conditions.

This manuscript aimed to examine the impact of operating parameters on the wet grinding of talc in a vertical-type stirred media mill. Within the scope of the research, the effects of operating parameters including media filling ratio, solid mass fraction, grinding media size, and grinding time were studied. The findings were assessed based on the product particle size (d50, d10), surface area (Sw), and energy consumption (Em). As a result of the present research, the following optimum grinding test conditions were determined: 65% media filling ratio, 40% solid mass fraction, 1 mm grinding media size, and 120 min grinding time. After determining the optimum grinding conditions, the Box–Behnken statistical design was used to determine the effect of parameter interactions on the d50 size. The media filling ratio was found to significantly affect the decrease in d50 compared to the other two parameters. Furthermore, the minimum d50 size was also achieved under optimum grinding conditions.

"In making strategic economic decisions, it is important for a mining company to gain insights on the impact of significant political, social and economic issues when planning for present and future mines. The size of any mine, measured by the average number of employees working in the mine, will likely vary according to the pressures generated by the significant issues from one year to another. The objective of this study is to develop a model that represents U.S. underground coal mine size transitions during the period 2002-2012 using data derived from the MSHA databases. Coupled with information on significant issues over the past ten years, this model is used to gain insight on the impact of the issues on mine sizes. Results indicate that the structural impact of the combined driving pressures can be discerned by examining the year-to-year stability of mine-size categories. The effects of The MINER Act, the Obama Administration environmental policies on coal, and the coal market are evident. The lessons learned from these analyses give good insights on what the industry and market responses have been on the structure of the underground coal industry over the period of study. INTRODUCTION It is apparent that key driving issues affect the structure and viability of the coal industry. The driving issues may be political, social, and/or economic in the final analysis, but are generally rooted in reaction to dramatic and publicized events or movements. Mine disasters, an increase in miners’ disease prevalence, strife in the coal fields, and negative environmental impacts on air, land or water can capture the attention of the media and the public. Some of the issues occur over a long period of time, like the current global climate change movement. The coal industry veteran can sense the changes in political and social sentiment, and attempt to react to the economic repercussions; however, the insights from the media and from unique combinations of driving pressures are difficult to fathom. Thus decisions made on inadequate information related to the driving pressures and their likely impacts could lead to missteps in corporate and market restructuring. One way to gain some more insight on the potential impacts is to examine the complicated restructuring of mine operations in reaction to the driving pressures of the recent past. This paper examines an 11-year history of the changes in the underground coal industry structure, as reflected by changes in the numbers of mines in various statuses by mine-size categories. Superimposed on the results of mine-size changes is a mapping of the key driving pressures that occurred over the same period, 2002-2012. It is assumed that using this methodology, some important insights can be gained on the immediate and delayed responses to the driving pressures during that period."

The Resource Conservation and Recovery Act, commonly known as RCRA, which amends the previous Solid Waste Disposal Act, was signed into law on October 21, 1976. Members of the mining industry began their contacts with EPA in this area two to three years before the Act finally was passed, and that seemed and probably was all to the good. We reviewed and commented upon their studies and in general tried to acquaint them with the peculiarities and the uniqueness of the wastes generated by our industry, of which they were abyssmally ignorant. I suppose we thought that through the bureaucracy we might have some influence upon the provisions of the solid waste legislation that was being bandied about on the hill. Certainly the industry, in general, did very little direct lobbying, as I recall, and there were several reasons for that. For one thing we conceived that the legislation was aimed at the chemical industy and believed that if their people looked after their interests, ours would be safeguarded automatically. Also, the Federal Land Policy and Management Act (FLPMA) was heating up at the same time and, in fact, was signed into law on the same day. In addition, a great deal of lobbying activity was required by amendments of the Clean Air Act and Federal Water Pollution Control Act that were being put together in Congress. These were conceived to be of far greater importance to our industry than a bill to control mostly chemical wastes and, in fact, new bills in both areas became law the following year. Finally, the solid waste bill, RCRA, was patched together by committee staffs over one weekend and was reported out by a conference committee rather hurriedly. Some little goodies about mining were almost after-thoughts in this process.

"Researchers at the Colorado School of Mines have studied the influence of headgate side ventilation controls near the longwall start-up room on the formation of explosive gas zones (EGZs) in underground coal longwall bleeder ventilated gobs. In a project funded by the National Institute for Occupational Safety and Health (NIOSH) researchers developed a Computational Fluid Dynamics (CFD) model to study the formation of methane-air mixtures in the gob, start-up room, and bleeder entries. The relative change in size and location of EGZs are examined in response to ventilation controls in the headgate side bleeder entries near the start-up room. Modeling suggests that adjustments to the ventilation controls can be made to minimize the size of the EGZ. However the EGZ may form in or around active working areas regardless of the ventilation control settings. Research found regulators on the crosscuts into start-up room and first entry inby can force air into to crosscuts outby the start-up room causing more air to flow through the gob. INTRODUCTION Underground longwall mine ventilation systems may operate with either a bleeder ventilated gob or a progressively sealed gob. Bleeder ventilated gobs must meet the standards for safe operation of the bleeder system by examining bleeder system effectiveness. As defined in the United States Mine Safety and Health Administration (MSHA) Program Policy Letter (PPL) No. P13-V-12 (MSHA 2013), the pillared area or gob is “any area where a reduction in pillar size has occurred during retreat mining” and includes the “caved and broken material, the interstices within the caved material, and the open spaces surrounding the caved material.” The PPL further states that the intended purpose of ventilating the gob is “to protect active workings from the hazards of methane accumulations …” The requirements for operating a bleeder system as stated in The United States Code of Federal Regulations (CFR 2013) Title 30 §75.334(b) is to pass ventilation air though the gob “and to continuously dilute and move methane-air mixtures [from the gob] away from active workings and into a return air course …” where the concentration cannot exceed 2 percent methane (CFR 30 § 75.323). Further clarification of the bleeder system as described in the PPL states the following: “A bleeder system includes the area from which pillars are wholly or partially recovered, bleeder entries, bleeder connectors, and all associated ventilation control devices that control the air movement through the area. Bleeder entries are air courses designed and maintained as part of the bleeder system.”"

"Mathematical modeling in conjunction with mineral characterization is widely used as a method for design and optimization of comminution circuits, to simulate the processes of crushing, grinding and classification. An important input parameter to the simulation models is the Run-of-Mine Particle Size Distribution (ROM PSD). The run-of-mine size distributions due to blasting have a great influence on the performance of a semi-autogenous grinding (SAG) mill. In this paper, a mine case study was conducted where there are four primary geologic units and the material properties between the four units vary considerably. Also, the mixture of the four unit that will be mined at any given time also vary considerably. This presents a challenge in terms of optimizing the blasting for mill production throughout the mine life. As part of the case study, field rock mass characterization, laboratory rock mechanics tests, and laboratory breakage tests were conducted. The field characterization and rock mechanics tests provide material properties used to simulate the effect of different blast designs on run of mine particle size distributions (ROM PSD). The JKSimBlast software was used for these simulations. The rock breakage tests provide material properties used to simulate crushing and grinding performance. The JKSimMet software was used for these simulations. The goal of the mine is a mill throughput of 95,000 tonnes (104,720 tons) per day (TPD). Based on this goal, run-of-mine fragmentation analysis was conducted for four blasting designs resulting in powder factors of 0.44, 0.54, 0.64, and 0.94 kg/t. The powder factor of 0.44 represents a standard blasting design, while the 0.54 and 0.64 kg/t designs are high-energy blasts specifically to assist with mill production. The 0.94 kg/t design was investigated for the one geologic unit with very high strength. The results of the run-of-mine fragmentation analysis was then input into a crushing and grinding simulation model to predict the mill throughput for the time periods of 1-5 years and 6-10 years. The results indicate that certain blast designs are able to achieve the 95,000 tonnes TPD (104,720 tons TPD) goal, while other blast designs were not. A standard blast design with a 0.44 kg/t powder factor, for example, was not able to achieve the throughput goal, while a design with a 0.64 kg/t powder factor was able to achieve the goal in both the 1-5 and 5-10 year time periods. The Run-of-Mine Particle Size Distribution (ROM PSD) is a function of rock properties and design parameters of the blast and has a significant impact on the crushing and grinding treatment circuit. Traditionally, design of the grinding treatment is estimated using only the F80 value instead of the full distribution of sizes in the feed, but the finer sizes have great influence on the treatment of a grinder, particularly in the SAG mill."

The Bureau of Mines has studied the impact of shuttle car movement on face ventilation. Real-time measurements of air velocity, methane gas, and respirable dust were recorded and compared with a time study of face shuttle car movement. Work was conducted in a blowing face ventilation section where a scrubber-equipped mining machine operated. Air velocities decreased by an average of 35% as the shuttle car entered the face, restricting air flow, and increased by an average of 35% as the shuttle car pulled away from the face, drawing with it additional air. Return air methane levels follow the face air flow volumes, decreasing as air volume increases. The surge of air created as the shuttle car leaves the face helps to dilute methane. Respirable dust levels, however, were found to increase as the air flow increased and decreased the scrubber capture efficiency.

"Horsehead Metal Products is a zinc refinery in Mooresboro, NC, treating crude Waelz oxide (WOX) to produce special high-grade zinc by a hydrometallurgical process comprising leaching, zinc solvent extraction/electrowinning, melting and casting and bleed treatment. Cadmium removal by zinc-dust cementation plays an essential role in the bleed treatment circuit to prevent cadmium buildup in the circuit. Silica, though present at a low level of approximately 0.3 percent in the WOX feed material, had a significant impact on the efficiency of cadmium cementation with zinc dust, most likely due to the passivation of zinc dust particles with silica gel. Solid/liquid separation efficiency by filter press was also affected. To identify the source of the silica issues, silica levels were mapped throughout the circuit, and adjustments, including using pregnant leach solution as the feed to cementation, and pH control in the WOX leaching and neutralization were introduced to mitigate the issues created by silica gel in the circuit. IntroductionLocated in Mooresboro, NC, Horsehead Metal Products Inc. is a hydrometallurgical zinc refinery processing Waelz oxide (WOX) to produce special high-grade (SHG) zinc. The flowsheet, known as the Modified Zincex process, consists of leaching, solvent extraction (SX), electrowinning (EW), melting and casting and bleed treatment (Fig. 1). Cadmium cementation, part of the bleed treatment process, provides an essential bleed of cadmium from the circuit, as metallic cement. Public concern over possible degradation of groundwater resources has resulted in an array of Federal laws and corresponding state laws to regulate contaminates from solid and hazardous waste. A mine owner must be familiar with environmental regulations which could impact his operation and must know what precautions and corrective actions to take in order to protect his mining operation from potentially expensive remedial actions. The Environmental Protection Agency (EPA), has issued few regulations controlling the management of mining wastes. Federal regulation of mining came primarily under the Surface Mining Control and Reclamation Act (SMCRA) administered by the Office of Surface Mining (OSM). Waste generated from the extraction, benefication and processing of ores and minerals was exempt from regulation under the Resource Conservation and Recovery Act (RCRA), which is EPA's major instrument in controlling surface contaminates. On December 31, 1985, EPA submitted to Congress a report entitled "Wastes from the Extraction and Benefication of Metallic Ores, Phosphate Rock, Asbestos, Overburden from Uranium Mining and Oil Shale", which will be referred to, henceforth, as the Congressional Report. This Congressional Report assessed the possible adverse effects of mine associated wastes. This report is the first step toward developing regulations with which EPA can regulate waste from the extraction, benefication and process of mineral ores.

Missouri is a state rich in mineral commodities. There is a variety of types of mining as well as minerals in the state. Different phases of mining are controlled by a variety of state and federal laws. What I hope to do today is to present briefly some of the interaction and interplay that has occurred in the recent years between the mineral industry and the Missouri regulatory agencies, as well as some of the interactions by federal agencies. First a little history which dates back to the late 1600's. For many years Missouri has been a leader in the production of lead and zinc. In fact, recent studies have indicated that Missouri produces better than three-fourths of the nation's present lead supply. Less well known but important resource is iron mining. Some of these operations were the source of confrontation during the Civil War. Major battles were fought in and around Ironton, Missouri where iron mining has occurred for many years. One of the largest pelletizing operations in the state is currently located within the city of Ironton. Joplin, Missouri, the home of Thomas Hart Benton, the famous Missouri painter, has a history of lead and zinc mining, going back to the later 1800's. Many of the paintings by Benton contain reference to the early days of mining in Missouri. There is a Benton mural in the City Hall at Carthage depicting the early days of lead mining in that area. Later, the center of lead mining moved to southeast Missouri near Bonne Terre and Flat River. The names of the towns in this area reflect the history of mining, examples - Leadington, Old Mines, Rivermines, etc. The history of lead mining in Missouri has been referred to in some detail in various publications(l).

Soil erosion is strongly related to soil hydraulic properties. Understanding how surface coal mining impacts those properties is important in developing effective management practices to control erosion during reclamation. Soils from undisturbed areas, roughly graded mine spoil, replaced topsoil before seeding, and revegetated areas at the Rosebud Mine in Eastern Montana were evaluated to determine impacts on soil hydraulic properties. Field and laboratory studies were conducted to determine soil hydraulic properties, including particle-size distribution, organic matter content, and saturated hydraulic conductivity. WEPP simulations and risk analyses were performed on the soil hydraulic property data to determine the impacts of changes on soil erosion. The hydraulic properties of the soils in each representative area have significant differences due to the mining and reclamation practices at the mine. WEPP simulations show that the potential for soil erosion increases due to mining activities disturbing the soil. WEPP simulations also indicate that the potential for erosion may return to pre-mining levels over time with effective revegetation practices.

Understanding how surface coal mining affects these properties is therefore important in developing effective management practices to control erosion during reclamation. To determine the impact of mining activities on soil hydraulic properties, soils from undisturbed areas, areas of roughly graded mine spoil, areas with replaced topsoil before seeding, and revegetated areas at the Rosebud Mine in Eastern Montana were evaluated. Field and laboratory studies were conducted to determine the soil hydraulic properties of the four representative areas, including particle-size distribution, organic matter content and saturated hydraulic conductivity. Using this data, Water Erosion Prediction Project (WEPP) simulations and risk analyses were performed to investigate mining’s effects on changes in soil erosion potential. Significant differences were seen in the hydraulic properties of the soils in the representative areas due to the mining and reclamation practices at the mine. The WEPP simulations show that the potential for soil erosion increases as a result of mining activities disturbing the soil. The simulations also indicate that the erosion potential may return to pre-mining levels over time with effective revegetation practices.

West Virginia's economy has been closely linked with coal. West Virginia is consistently one of the top three coal-producing states. Its 149 Mt (164 mil¬lion st) produced in 1992 represented 16.5% of total US coal production. In recent years, the state's economy has experienced a diversification away from its traditional employment base of min¬ing and heavy manufacturing. However, the coal industry remains an integral part of the lives of West Virginians. Coal is mined in 33 of the state's 55 counties. In many of these counties, the coal industry is the largest private employer and contributor to the economy. West Virginia has three major coal-producing regions. The northern region produces coal high in gas and sulfur content (steam coal). It is consumed primarily by utility and industrial markets. The southeast region produces high-grade coal low in sulfur content but high in carbons and Btu (metallurgical coal). The southwest region produces metallurgical and steam coal. The high-grade metallurgical coal is used in the production of coke for steel manufacturing. Metallurgical coal also comprises the majority of coal exported from the United States. During 1993, West Virginia was the country's largest exporter of coal, accounting for 44.5% of total US coal exports.
