Introduction The Institution of Mining and Metallurgy and the Institution of Mining Engineers organized the Third International Mine Ventilation Congress held in Harrogate, England. Sixty-one papers were presented and about 300 participants registered. About 30% of the participants came from Great Britain, 20% from South Africa, and about 5% each came from Australia, Canada, China, France, US, and West Germany. The remainder of the participants came from 18 other countries. Eleven of the papers presented dealt with methane, three with diesel exhausts, four with dust, four with radioactivity, 18 with heat, and 15 dealt with main and auxiliary ventilation. Six of the papers dealt with mine fires, which is a boundary region between main ventilation and gas concerns. Ventilation Congress proceedings are available. See ME, December 1984, page 1687, New Books page. With CH4 and radioactivity topics, the Australians dominated since they are becoming large coal and uranium producers. With diesel exhausts, the most important problem in highly mechanized mines, the North Americans were prominent. The South Africans, working in 90% SiO2 in their gold deposits, were preeminent in presentations on dust. They also led in topics related to heat, joined by the West Germans whose mines are getting deeper. In main and auxiliary ventilation, Great Britain and West Germany provided the majority of contributions. Methane The large number of methods for the precalculation of CH4 liberation in longwall mining all contain three elements: gas content of the coal, gas emitting zone (or influence zone of face), and degree of gas emission. Determination of the gas content, commonly accomplished by taking coal samples, does not pose much difficulty. But this is not the case with the other two factors. Most existing approaches rely on rock mechanics observations. Some only rely on intuition or speculation. The West German coal mines conducted a large research project between 1977 and 1982, in which gas pressures around longwall faces were measured. Gas pressures and gas contents can be related. Therefore, influence zone and degree of gas emission can be determined simultaneously. The precalculation of CH4 liberation in room-and-pillar mining is simpler. Since foot and hanging walls remain essentially intact, gas pressure distribution and gas flow can be calculated using hydraulics equations. A key to these calculations is permeability. A group of Australian researchers reported that the permeabilities of rock under three dimensional stress differs from rock under destressed conditions. This fact was known, but no systematic observations existed. These were provided. Methane drainage has been practiced for more than 40 years. It is used with great success in longwall operations. Some of the West Germans think that methane drainage from the footwall is neglected. Under certain geological conditions, they claim this is as important as drainage from the hanging wall. A research project was presented in support of this claim. Considerable efforts have existed for more than 10 years to use methane drainage in room-and-pillar mining. A paper described the accomplishments of Consolidation Coal Co. Since coal and rock are not fractured as much as in longwall mining, gas transport takes place by the slow diffusion from micropores into the cleats. Then, it is transported by laminar flow along the cleats until a drainage borehole or the mine workings are reached. Boreholes about 300 m (1000 ft) long can reduce the gas content of a band of coal 100-m (330-ft) wide by 50% in one year. A paper from India described methane drainage from gob areas. A French paper reported that especially high methane concentrations can be drained from gob areas if the face ventilation is descensional. Methane buoyancy and ventilating pressures compensate each other, and little air dilution by leakage takes place. Another French paper described a newly developed gas and air velocity monitoring system making use of a microcomputer. Four papers on methane dealt with gas outbursts. Two Australian contributions described the problems encountered with CH,-CO2 mixtures and the attempts to solve them with drainage boreholes having 10 to 20-kPa (1.5 to 3-psi) suction pressures. A Hungarian paper described problems and attempts to reduce the risks of gas outbursts in Hungary. Prediction of gas outbursts in coal seams was the focus of an English paper. A trend towards the independent verification of sustainable development reporting and assessment using third party certification can be discerned in the global minerals industry. Various codes that provide for the third party assessment and certification of performance against a range of externally developed sustainability indicators are being adopted by minerals companies, and there is also considerable activity in the broader area of third party assurance. Using a sociological approach, this paper examines the reasons why third party certification schemes are appearing in the minerals industry to address sustainable development imperatives in preference to other forms of regulation, and considers the broader implications of this trend. Data are drawn from a series of qualitative, in-depth interviews conducted with some of the key players in the development and adoption of certification schemes in the minerals industry, with executive managers of a range of large mining corporations, with representatives of global non-governmental organizations that are active in mining issues, and with government officers responsible for the regulation of mining corporations in Australia. Factors responsible for the emergence of the new certification schemes include: increasing demands from stakeholders for greater credibility in reporting against sustainable development indicators; broader contextual factors including globalization and neoliberal policies; and issues relating to trust and risk. Using insights from our research, and the work of others in this field, we identify some of the critical features of a credible third party certification scheme, and note some of the challenges for the design and implementation of such schemes. We conclude by discussing some of the broader implications of third party certification as an emerging form of regulation in the minerals industry.

INTRODUCTION The Sunnyside mines of Kaiser Steel Corp. are lo¬cated on the west flank of the Book Cliff Range, a tongue of the Wasatch mountain range in Utah. The mines are 193.12 air km (120 air miles) southeast of Salt Lake City and 40.23 km (25 miles) east of the town of Price. The area has a semiarid climate with an an¬nual rainfall of 304.8 to 381 mm (12 to 15 in.) and a temperature range of -23.3 to 32.2°C (-10 to 90°F). The base of the Book Cliff Range is approximately 1981 m (6500 ft) in elevation with some mountain peaks in excess of 3048 m (10,000 ft) (Fig. 1). The Sunnyside mines were opened in the late 1890s and have been operated continuously since that time. Kaiser Steel leased the No. 2 mine in 1942 and pur¬chased the entire property in 1950. There are three mines adjacent to one another, each with its separate access, ventilation, and haulage. The three mines en¬compass an area extending 12.87 km (8 miles) along the outcrop and dipping northeasterly 2.41 to 3.22 km (11/z to 2 miles) into the Book Cliffs. During 1975, only the No. I and No. 3 mines were operating to sup¬ply 908 184.7 t/a (1,000,000+ stpy) of clean coal to the Kaiser Steel mill at Fontana, CA. Sunnyside coal is blended with coal from the Kaiser Steel mine near Raton, NM, and with purchased coal from noncompany sources to form the mix for the coke ovens. At that time, Sunnyside operated three longwall units and five to seven continuous miner units. Typical production for that time came from one miner unit pillaring an area not conducive to longwall mining; one or two miner units on construction or modernization projects, and the remaining units used to develop future longwall panels. Longwall mining has been a part of the Sunnyside scene since 1961 when the first panel was set up in the lower Sunnyside seam of the No. 3 mine. Through 1975, 27 longwall panels were mined (Fig. 2). Of the more than 47 173 604 t (52,000,000 st) of clean coal that were taken from the property through 1975, 6 350 292.9 t (7,000,000 st) were mined by longwall methods. Coal was brought to the surface in 4.5-t (5-st) mine cars and crushed to -152.4 mm (-6 in.) before entering the preparation plant. Coarse coal is cleaned by Baum jigs and fine coal (-28 mesh) is cleaned in flotation cells. The coal is reduced to 50.8 x 0 mm (2 x 0 in.) and belted to an aboveground storage pile with a ca¬pacity of approximately 113 398.1 t (125,000 st). The coal is gravity fed through two 1.52-m (5-ft) diam culverts directly into railroad cars, which pass beneath the storage pile through an arched excavation. Eighty-four 90.7-t (100-st) cars make up a unit train which makes the round trip to the steel mill in four days. Additional trains are scheduled in as demands dictate. Loading rates in excess of 13 607.8 t/h (15,000 stph) have been attained. Geology The coal seams of this area are of Cretaceous age and are classed as a medium volatile bituminous coal. coal, with a sulfur content less than 1 % and 6 to (20-mile) zone of the Book Cliffs, and this area is owned or under lease by either Kaiser Steel or US Steel. Coal in adjacent areas is noncoking but an excellent steam coal, with a sulfur content of less than 1 % and 6 to 7% ash. Sunnyside coal contains 40% volatile, 53% carbon, less than 1 % sulfur, and 51/2 to 61/2 % ash after washing. There are two minable seams throughout most of the Sunnyside property known locally as the upper and lower Sunnyside. Separation between the seams varies from less than 300 mm (1 ft) near the southern boundary adjacent to the US Steel Columbia mine, to over 12.19 m (40 ft) in areas of the No. 3 mine in the center of the Sunnyside property. The upper seam varies in height from 1.2 to 1.98 m (4 to 61/2 ft) while the lower seam varies in height from 1.52 to 4.28 m (5 to 14 ft) in areas of No. I mine where the two seams apparently come together. The majority of early work was con¬centrated in the upper seam which has a stronger roof and a lower sulfur content. When Kaiser Steel began mining the No. 3 mine in the early 1950s, it mined in the lower seam beneath the old workings with conven¬tional and continuous mining equipment. Numerous bounces and pressure points created by unextracted pillars and barriers in the upper seam made this a low¬production, high-cost mine and brought about the ad¬vent of the first longwall system. The first unit, while small by today's standards, successfully mined panels that had been all but given up and saved the mine from closure. There were areas that could not even be mined by longwall because of the erratic extraction in the upper seam. The system was successful enough to allow operations to gain access to and develop virgin areas of the upper seam. Development of longwall mining in the No. 3 mine has been confined to the upper seam since late 1964. With the almost complete extraction afforded by the longwall system, it is felt the lower seam can be successfully worked in future years (Fig. 3). In most of No. 1 mine, only the lower seam (or lower seam and upper seam combined) is minable, except in the northwest portion where a rock split has again separated the seam into two 1.83 to 2.13-m (6 to 7-ft) thick beds. In this area, the upper seam or upper split is being mined. The separation between seams at the present workings in this area varies from 0.609 to 6.1 m (2 to 20 ft). It is hoped that most of the lower split can be mined using shield supports and/or what¬ever new technology is developed in the coming years. The coal seams in this area dip to the northeast at an average grade of 10%. The dip near the outcrop reaches 22% and gradually decreases downdip. Over¬burden ranges from a few meters at the outcrop to 762 m (2500 ft) over some of the deeper workings. In the next several years, some overburden will be in excess of 914 m (3000 ft) as the lower mine workings extend ever deeper under the Book Cliffs. To cope with the

INTRODUCTION Insofar as I am aware, the term rock mechanics was not in the English dictionary in 1930 when I started my graduate program at West Virginia University. Hence, I never thought that I was undertaking studies in rock mechanics when I undertook to write a thesis on the physical properties of West Virginia coal. In this case, the subject was primarily concerned with the compressive strength of coal, the elasticity of the coal, the physical weathering properties of the coal and its friability. These days investigations of rocks pertaining to such properties are included in the term "rock mechanics". Other than this aspect, the principle interest in this part of my program was that I became interested in the strength of coal from the standpoint of structural purposes, and also became cognizant of its elastic properties as well as its energy storing properties. This research also tied in with a remark that Professor Lawall made in a Mining Methods class in 1928 when he remarked that a peculiar thing was happening in the southern part of West Virginia, namely, in the Pocahontas coal field. His remarks were to the effect that pillars were blowing up in the mines and when asked why he replied the cause was not known. The failure of three-inch coal specimens, especially those in stronger coal, in non-hydraulic actuated testing machines was reminiscent of his description of those pillar bursts or bumps.

Conveyor equipment beyond its prime chronically suffers from a lack of understanding in today's plant environment regularly delivers more material than original designers ever expected. A case in point is a belt conveyor in a major hard rock mine/milling operation asking to bring the unit up to current standards while eliminating spillage and reducing airborne dust. The challenge was to keep the system going by revamping the system while keeping the same footprint and allowing for higher production rate. Thirty years of daily maintenance and dust collection costs have virtually disappeared by the end of this challenging upgrade.

Owners have seen several major tunnel projects in recent years fall victim to a general reduction in the number of bidders as well as an erratic range of pricing. It should be noted though that this is not a universal trend and some projects have seen good competitive bids. Contractual terms and conditions are an important factor in attracting good competition. The Front End documents of tunnel projects have come under increasing scrutiny as tunneling contractors in the U.S. industry are looking much more closely at their risk exposure in the contract terms and conditions. Considering the amount of tunnel construction work upcoming in North America, it is important that General and Special Conditions are put together in a way that provides a reasonable basis to execute the Contract and also provide a fair, balanced and swift way to resolve disputes.

The Thistle Drainage Tunnel drained water impounded behind the Thistle slide and serves as permanent diversion of the Spanish Fork River and Thistle Creek around the slide area. The project involved 684 meters of 5 m horseshoe tunnel, a 5 m diameter raised shaft and 23,000 cm of cut excavation.

Thorite and rare earth deposits in the Lemhi Pass area of southeastern Lemhi County, Idaho, are contained along complex shear and fracture zones and in reopened gold-quartz veins and copper lodes in quartzitic and phyllitic rocks of the Pre-cambrian belt series. Some of the shear and fracture zones are several tons of feet across and comprise broad zones of irregularly mineralized rock. These lodes contain a notable concentration of thorium and rare earth elements along with considerable amounts of barium, .potassium, calcium, iron, aluminum, phosphorus, sulfur, and silicon. The principal minerals are thorite, locally allanite, monazite, xenotime (?), apatite, specular hematite, barite, potash feldspar, occasionally calcite and quartz. Exept for some of 'the specular hematite, barite, reddish feldspar, calcite and quartz, the minerals are not distinguishable without the microscope. The thorite and locally allanite were deposited first, then the monazite and other phosphates, which were in turn followed successively by barite, potash, feldspar, calcite, and quartz. In exceptional cases, deposition of thorite and specular hematite was repeated after the feldspar. Some of the deposits contain several percent thoria, but the average os generally under one percent. The rare earth content is comparable with that of the thoria. The deposits appear to be of hydrothermal origin and are probably related genetically to late Cretaceous or early Tertiary igneous activity, manifested locally by a few dioritie and lamprophyric dikes.

Supply and Demand After a dismal first half, the industry saw a marked improvement in its markets during the final six months of 1983. Domestic consumption was 17.6% higher in the second half of the year, primarily due to a surge in electric power requirements. The sharp increase in demand for electric power during the third and fourth quarters afforded utilities the opportunity to lower stocks that had accumulated to record levels during 1982. Consumer stocks were reduced from 179 Mt (197 million st) at the end of June to 153 Mt (169 million st) by the end of the year. That is the largest inventory drawdown on record during a six-month period without a major coal strike. Despite the huge depletion in inventories, coal production in the second half of 1983 rose 1.3% above output in the second half of 1982. However, because of the disappointing first half, production in 1983 totaled only 712 Mt (785 million st), 6.4% less than the 760 Mt (838 million st) produced in 1982. Demand The extent to which the economic recovery affected coal markets in 1983 varied: • total domestic coal consumption increased 4.2%; • electric utility coal consumption increased 5.3%; • exports declined by about one-fourth; • coal consumption at coke plants declined 9.5%; and • coal consumption in the other industrial sectors increased 2.9%. Domestic coal consumption totaled 667 Mt (737 million st) it 1983, 27 Mt (30 million st) more than 1982. Electric utility consumption increased from 539 M1 (594 million st) in 1982 to 567 M1 (625 million st) in 1983. Coal consumption at coke plants declined from 37 Mt (41 million st) to 34 M1 (37 million st). Residential and commercial use increased 181 kt (200,000 st) - from 7.4 to 7.6 Mt (8.2 to 8.4 million st). Electric Utilities: Electric power generation increased 3.1% in 1983. Demand for electric power increased in all major consumer categories. Residential and commercial use rose 2.7% and 3.3%, respectively. The most striking increase, however, and indicative of the economy's strong upturn, was the increase in industrial electric power use. Industrial power requirements, which declined 9.8% in 1982, rose 4.1% in 1983. "What is the primary responsibility of geo-engineers in mining? Early in my career, I was asked this question by an experienced engineer. After explaining some various tasks, I was informed that the main responsibility was to monitor. Although this proved true for many cases, I came to understand that monitoring is merely one means to achieve the primary responsibility of a geo-engineer — ensure the safety of all personnel. The potential for groundwater to impact stability allows this responsibility to be shared with hydrogeologists as well. Inherently, we monitor to identify risks; we analyze designs and develop models to mitigate risks; and we are provided opportunities to explain to supervisors the geo-risks to personnel and mine plans that will result from particular courses of action. A couple years ago, I took an opportunity to share experiences from the first several years of my career as a geotechnical engineer with junior geoengineering staff within my company. The intent was to share situations that were a part of my development, so they could learn and understand their responsibility to the safety of all personnel. Similarly, the purpose of this article will be to share these thoughts with new geo-engineers in the industry in order to help prepare them for the challenges they will face.What is our purpose?A senior hydrogeologist shared an experience that occurred in their career. The experienced hydrogeologist had spent some time with the hydrogeology staff, most of them relatively new to the mining industry, to understand how they viewed, and carried out, what they perceived as their responsibility at an active mining operation. After a couple months of observing and mentoring, the senior hydrogeologist met with everyone and posed the question “What is our purpose?” I am sure that most junior geo-engineers would start explaining different tasks or projects that they must complete. The list would include monitor ground water levels, track slope movement, evaluate designs, build models, oversee drilling programs, etc. These individuals did as well their supervisor. After going around the room allowing each individual to answer, the experienced hydrogeologist provided them the real answer to the question: Safety. If you examine the root intent of nearly every responsibility geotechnical engineers and hydrogeologists have, it is to apply our professional skills to ensure the safety of our workforce. When the objective of safety from the geotechnical and hydrogeology disciplines is achieved, inherently accomplishing the mine plan should follow suit, or it should significantly minimize the impact by gravity or ground water."

The objective of a hydrogeologist is to ensure the soil or rock around an open pit or underground mine is dewatered; this specific objective will reduce pore pressures which could lead to a possible ground failure. They ensure a working bench/UG level is dry, so operations are not dealing with adverse conditions while mining. A geotechnical engineer is expected to use all available information and engineering judgement to provide design recommendations, so that the mine will not catastrophically fail. Additionally, they will implement the monitoring systems to identify hazards in advance in the event that the design is flawed and people need to be evacuated. We all know that safety is important to everyone; however, our particular set of technical skills play a significant role in ensuring the safety of a large portion of the global mining workforce."

Modified after procedures for assessing acid-generating potential of coal spoils, most acid-base-accounting (ABA) analyses inadequately characterize highly varied metal deposits. Although mineralogy critically controls acid generation and metal leaching, acquisition of appropriate data and their interpretation are poorly developed. Metal loading rates are commonly determined by kinetic testing, which rarely duplicate actual field samples and conditions. Accurate predictions and reduced assessment costs can conceivably be achieved by (i) use of geochemical analyses to define surrogate indicators; (ii) intelligent acquisition and use of mineralogical data; and, (iii) compilation of geo-environmental ore-deposit models to validate inference based on detailed geology.

The Parallel Thimble Shoal Tunnel (PTST) project is a part of the Chesapeake Bay Bridge- Tunnel (CBBT) complex. The project involves the construction of a two-lane bored tunnel under the Thimble Shoal Channel between Portal Island #1 (the southernmost island) and Portal Island #2. The new PTST will be the rst transportation tunnel constructed in the Mid-Atlantic region by a tunnel boring machine (TBM). This paper describes the design and construction of the tunnel approach structure in an open marine environment with the strategies employed to overcome the various construction challenges. The project is unique since the entire tunnel approach structure is built on a very limited area within an open marine environment without any reclamation of the existing island.

The cost of transportation of industrial minerals is frequently higher than the cost of the product. Where a minc, industrial mineral plant. or customer is served by a single railroad, that single railroad, because of lack of competition, may increase rates and/or provide inadequate service so that the economics of that mine, plant or customer are adversely affected, or so that the level of service precludes satisfactory performance. Transloading of industrial minerals from rail-to-truck or truck-to-rail in order to improve economics and sales of product is not new. However, transloading to reduce freight costs or improve inadequate service caused by a lack of competition in the rail industry, is a relatively new concept brought on by the recent mergers of many of the main line railroads, both in the eastern and western United States. For example, with completion of the Burlington Northern/Santa Fe and the Union Pacific/Southern Pacific mergers, the western United States has only two mainline railroads. The industrial mineral producer, in order to reduce the cost of transportation, or increase the level of service, must evaluate potential transloading opportunities in light of higher prices and reduced service brought on by reduced railroad competition.

Introduction The city of Nuremberg, located in Bavaria in the Federal Republic of Germany, started building a subway in 1967. The construction operations began in a southern suburb, where no complications were encountered in the design and execution of the job. As the first subway line approached the downtown area of the city, the civil engineering challenges increased rapidly. Tunnels had to be excavated next to, or below precious historical buildings, and the work of the responsible engineers was closely watched by the public, who were very anxious about any damage to the existing beautiful old houses and churches. The job has been handled successfully to date in cooperation with the owner-designer, the geotechnical consultant and the contractors, who jointly went through a process of systematic learning and gathering of experience, and who developed a modern tunneling technique specifically tailored to the natural properties of the encountered ground conditions and the requirements of the city of Nuremberg. The application of scientific methods has been an important part of this development. The purpose of this paper is to describe the geology and the modelling work carried out to date. The Lisheen Zinc-Lead deposit was discovered in April, 1990. The deposit comprises two stratiform sulphide orebodies, hosted within the Lower Carboniferous Waulsortian limestone formation. The fully diluted geological resource is 22.5 Mt @ 13.02% Zn and 2.19% Pb, based on a total of 548 diamond drill-boles and 10,998 sampled core intersections. Due to the absence of a geological marker it was necessary to apply economic criteria to define and model the resource envelope. In common with other drill-hole geological databases, the establishment of a workable geological model presents unique challenges.

INTRODUCTION The Waste Isolation Pilot Plant (WIPP) is a research facility located in Southeastern New Mexico. The WIPP is being developed by the U. S. Department of Energy (DOE) to demonstrate the safe storage of defense-related radioactive wastes in bedded salt. Since the WIPP is a research facility. a number of large-scale in situ experiments have been planned and are currently under construction (Munson, 1983). These experiments were designed to study various aspects of nuclear waste storage in bedded salt such as mechanical responses and creep closures of drifts, thermal response due to heated canisters, and thermally-induced fluid migration. One purpose of the WIPP is to develop and demonstrate a general predictive structural analysis capability for a bedded salt repository. One set of experiments, called the Geomechanical Evaluation (Room G), is heavily instrumented to study the creep around several rooms with different configuration. A Layout of the Geomechanical Evaluation room is shown in Figure 1. One portion of it consists of wedge shaped pillar where two drifts intersect at an angle of 7.5 degrees. The pillar can be seen at the bottom of Figure 1. One purpose of the wedge pillar experiment is to study progressive pillar failure in the tip region. Another is to determine how nonuniform pillar thickness affects creep closure of the drifts. An important aspect of the experiments is the correlation between experimental data and corresponding pretest finite element analyses of the site. The finite element simulations serve two purposes. First, the computer simulations aid in understanding the experimental results by providing calculated stress. strain and displacement fields that cannot be measured directly. Second, comparison of calculated and measured drift closures serves as a method for validating or improving the finite element models and the constitutive models employed. The wedge pillar geometry required a 3-D finite element creep calculation. Results from these 3-D calculations will be presented in this paper. A 2-D plane strain double drift model which approximates the wedge pillar geometry at a slice perpendicular to the drift has also been performed and will be compared to the 3-D results in this paper. FINITE ELEMENT COMPUTER PROGRAMS Two finite element computer programs. JAC (Biffle, 1984) and JAC3D (Biffle. 1986), were used. JAC is a 2-D finite element program developed for quasi-static analysis of non-linear solids. It employs the conjugate gradient iterative technique to obtain a solution Spatial integration is performed using a single gauss point in each four node quadrilateral element. An hourglass viscosity technique is used to control the zero energy modes that occur with single point integration. The single point integration combined with the explicit nature of the program and exploitation of CRAY-1 computer architecture results in very efficient execution J4: results were compared to results obtained with eight other 2-D structural creep computer codes in the second WIPP benchmark exercise (Morgan, 1981) JAC3D was derived from JAC to treat 3-D finite element models and has many of the same characteristics including single point integration and hourglass viscosity. The control of respirable dust and its subsequent exposure to miners is essential for improved safety in longwall mining. The extensive variation in face conditions and operations of longwall make numerical modelling an attractive approach in both the development and evaluation of dust control devices. Three dimensional finite element computational fluid dynamics code FIDAP was used to model air velocities and the effect of dust control techniques on dust concentrations at a typical longwall face. The effect of shearer body on airflow characteristics in a longwall face was analysed with both antitropal and homotropal ventilation systems. Path traces of particles introduced near the shearer drums was also simulated. Initial modelling results were validated using field trial results at three operating longwall faces. Results of simulations tallied very well with the field results.

This paper presents a method for three-phase foam preparation recipe optimization. The pressurized foam is injected into porous media of gob area for prevention and fighting of SPONCOM fires.
