"Canadian income tax legislation contains a number of provisions which serve to facilitate the structuring of business arrangements, including mineral resource ventures. These rules are often fairly complex and not easily understood. This article attempts to explain in plain and understandable language the mechanics and benefits of one of the more frequently encountered provisions, the ""Section 85 election"".IntroductionThe Canadian resource industries are probably singled out for more special attention under this country's tax legislation than any other industry. This special treatment is, of course, not always welcomed by the industry, such as where unnecessarily restrictive taxation is perceived to exist or where agonizingly complex tax legislation must be dealt with. On the other hand, certain provisions in the tax legislation treat the industry in a relatively favourable manner, including a number of rules which, in recognition of the high risk and capital requirements of the resource sector, serve to facilitate the structuring of resource ventures."

"The introduction of an amendment to the Mines Regulation Act in the Province of British Columbia, passed in July 1974, and similar amendments since enacted by other provinces introduced the Canadian underground mining industry to the use of fire-resistant hydraulic fluids.Few, if any, of the hydraulic circuits in use in underground mining at that time were specifically designed for use with fire-resistant fluids, compared with the increasing number of such circuits conceived and in production today. The technology required in designing equipment for use with fire-resistant fluids may be likened to that associated with conventional mineral oils, but, in many respects, a variety of additional and / or alternative considerations must be taken into account. The fast-increasing use and development of fire-resistant fluids throughout all facets of industry, world wide, during the past 20 years has led to a whole new technology in system construction and component design, whereby acceptable performance can be achieved . However , the transition from conventional mineral hydraulic oils has not been without its problems, particularly when retro-fit of existing units was involved."

"The most cost-effective method of placement of the high strength fill used in the Cannon Mine' s overhand cut-and-f ill bench stopes was determined to be truck haulage. Constraint s imposed by the mine layout dictated the use of a truck which could dump its load in a fifteen-foot high drift. The Dux Teledumper truck was selected as the most suitable unit for this application based upon operational and maintenance parameters which included a telescoping, tilting dump box; large load capacity; and robust construction. Development of the truck continues through the cooperation between the manufacturer and user. INTRODUCTIONThe Cannon Mine is situated in the centre of Washington state, approximately midway between the cities of Spokane on the east and Seattle on the west. The mine complex is located three block s south of the Wenatchee city limits at the eastern base of the Cascade Mountain range.Asam era Minerals (U.S.) Inc., with 5I% ownership, operates the Cannon Mine. Breakwater Resources, Ltd. holds the remaining 49%.Annual paroduction is 520 000 tons per year, presently on a 21-shift per week operating schedule for both the mine and the mill.All production is presently won by overhand bench stoping with backfill. Stoping starts with 15-ft high by 24- or 30-ft wide sill cuts driven above and below a stope block . A drop rai se and slot are used to open a bench which is then slabbed toward the open slot. Truck-placed backfill is dumped into the mined - out stope from the upper sill cut. This stoping sequence is repeated until the top of the ore block is reached . The top sill cut is then tightly filled with backfill to minimize subsidence and to provide adequate roof support during extraction of the pillars.Mining equipment consists of hydraulic drills and rubber-tired, diesel scoops and trucks."

The dissolution of chalcopyrite has received a significant amount of attention. The predominant paradigm of investigation is that its rate of dissolution is limited or passivated by a surface coating or film of material. The common candidates for such a passivating coating are numerous: polysulfide coating, metal deficient layers, copper sulfide coating, bornite layers, jarosite precipitates, and elemental sulfur films. While this line of explanation, that is, the explanation based on passivation, seems to have won some form of consensus with researchers, there is another explanation for the results that can account for all the results observed. Crundwell (1988) proposed that the solid state properties of chalcopyrite, in particular, the semiconducting properties, are responsible for the observed behaviour of chalcopyrite. The purpose of this paper is to outline the semiconductor mechanism of dissolution, and to show how this mechanism accounts for all the observed phenomena recently reported in the literature. Previous papers (1, 2) pertaining to the treatment of uranium-bearing ores were concerned with the flotation of the radioactive minerals. In this investigation, the application of flotation to the removal of acid-consuming minerals from uranium ores was considered. Two pitchblende-bearing ores, which, because of the presence if dolomite were abnormally high acid consumers, were studied. In both in-stances commercial reagents of widely varying fatty acid composition proved satisfactory as flotation col-lectors, particularly at a pH of 10.5, for the carbonate minerals. From an economic viewpoint, however, Neo-Fat 42-12 was favoured. A mixture of sodium tripolyphosphate and citric acid was an effective depressant for the pitchblende in the ores. The tailings remaining after the removal of the dolomite by flotation contained, in one case, 88.5 per cent of the uranium in the original sample, and, in the other, 93.8 per cent. "The technologies used in the mineral processing of ores are being increasingly applied to the identification and remediation of metal contaminated industrial, military and landfill sites. The objective of mineral processing treatment of contaminated site material is to restore the value of the land and to concentrate the contaminants into a very small volume of separated material which, depending upon its nature, can be further processed, marketed, or sent to a landfill. A systematic characterisation of the site material is first undertaken. Bench and pilot testing follows to evaluate criteria for metal separation. The testing may examine one or more physical or physico-chemical reprocessing methods, singly or in combination, for the remediation of the test samples. These mineral processing tests determine the % metal removal fiom the soil and the contaminants concentrated from the medium. The usefulness of mineral processing testing for site remediation flowsheet design and execution is illustrated by the case studies presented. This paper will present the test results of three case studies: an industrial site decontamination, the cleanup of a small arms firing range, and the reclamation of property within a landfill.INTRODUCTIONEnvironmental legislation and our society’s quest for a cleaner environment has led to the application of mineral processing expertise and technology for industrial site decontamination, military site cleanup and landfill reclamation. Although the required level of decontamination varies between jurisdictions, a site becomes a candidate for decontamination once the contaminant concentrations are found to exceed the Canadian Council of Ministers of the Environment (CCME) Interim Remediation Criteria for soil (decommissioning guidelines) or applicable provincial guidelines. "This paper describes the successful pilot plant testing of a flowsheet, developed at INCO Ltd.'s J.Roy Gordon Research Laboratory (JRGRL), for improved separation of the constituent minerals in a bulk copper nickel concentrate.The flowsheet utilized the fact that xanthate concentration on the mineral surfaces is the most important variable affecting the high lime separation and that reduction of the xanthate concentration could be effected by an oxidative conditioning stage.When the adsorbed xanthate was reduced to a suitably low level, chalcopyrite and pyrrhotite could be floated to leave a high grade nickel concentrate as the residue. Sodium cyanide was added to the froth product to depress pyrrhotite and any remaining pentlandite. The temporary depression of chalcopyrite by the sodium cyanide was overcome by introducing a conditioning step following cyanide addition. The advantages of the flowsheet; improved copper-nickel separation, operation without heating of the pulp, production of both high grade nickel concentrate ( 29. 5% Ni, . 26% Cu) and copper concentrate ( <O. 5% Ni, 30% Cu) were all realized."

As well, it was found that the oxidation permitted a pentlandite-pyrrhotite separation - the oxidation step brought about a decrease in the flotation-rate of pentlandite leaving pyrrhotite and chalcopyrite largely unaffected. Consequently, it was possible to produce a highgrade pentlandite product (30% Ni, 0.3% Cu) at ~83% Ni recovery , as well as a high-grade copper concentrate (0.5% Ni, 30% Cu at -96% Cu recovery)."

A meeting between representatives of the Scientific and Industrial Research Council of Alberta and the Deputy Minister of Mines for Canada was held at Edmonton in May, 1929, for the purpose of formulating a co-operative plan for carrying forward studies in aid of the development of commercial methods for utilizing the bituminous sands of Alberta. It was agreed that to the Alberta Research Council should be allocated the general problem of investigation of the processes for the separating of bitumen from the sands, including studies of methods of emulsifying, dehydrating and otherwise preparing separated bitumen for industrial applications. It was further agreed that during the present year the work of the Alberta Research Council should be to continue its laboratory investigations of points of design of its separation plant; to further perfect its separation procedure; to recondition its existing separation plant at Dunvegan Yards, Edmonton, in the light of laboratory studies and to operate it for the purpose of demonstrating its efficiency; to carry on tests in emulsifying and dehydrating or otherwise preparing separated bitumen for industrial application; and on the basis of the experience gained in the operation of the preliminary plant at Dunvegan Yards to prepare and design and, as far as possible, to proceed with the erection of, a semi-commercial separation plant at a site to be chosen, probably at the bituminous sand deposits near McMurray, Alberta. This paper presents, in the main, a progress report of the carrying out of this programme.

"The Iron Ore Company of Canada constructed a beneficiation complex in Sept-Iles, Quebec, to concentrate and pelletize earthy red hematite iron ores from the Knob Lake area. The plants were scheduled for initial production during the first quarter of 1973.Many problems have been experienced to date. Difficulties in controlling the process, excessive mechanical failures, design deficiencies and manpower-staffing problems have caused an extended start-up. The problems are now essentially solved and, with the completion of some additional minor modifications, it is expected that the plants will be producing premium iron ore pellets at or near rated capacity within the next immediate period."

The Serra Verde Project is located in the northern part of Goiás state, Brazil, and comprises 49 mineral claims covering an area of 69,814 ha. The Serra Verde deposit is a rare earth element (REE) enriched weathered granite comparable to the weathered granite, or ionic-clay, deposits found in southeastern China. The Mineral Reserves of the Serra Verde Project total 388 Mt (Measured and Indicated) at an average grade of 1,484 ppm of REE oxide (REO). Several hundred agitated leach and column leach tests have confirmed recovery of about 40 to 55% of the REE, except for Ce, using simple desorption techniques. Present plans call for a heap leach operation followed by precipitation of impurities and precipitation of a pure REE carbonate suitable for refining and separation. The project plan includes initial production of 5,000 t/a of REO, with a high content of heavy and critical REO, rising to 10,000 t/a of REO. This production rate will be obtained by mining of the Mineral Reserves over a 22-year mine life at an initial rate of 6 Mt/a for the first four years with the mining rate thereafter increasing as required by grade and production targets.

Abstract - The Bermuda Zn-Pb showing is hosted by dolomitized Blue Fiord Formation of Devonian age, located east of the Ensorcellement dome on the Grinnell Peninsula of Devon Island. Fluid inclusions in hydrothermal calcite indicate that the mineralization precipitated from low-temperature, highly saline brines. The ?34S compositions of sphalerite, galena, and marcasite range from 16.1‰ to 35.2‰. Consequently, the Bermuda showing is interpreted to be Mississippi Valley-type (MVT) mineralization. The apparent age of mineralization has been determined by the Rb-Sr method from sphalerite separates, and a Late Devonian age of 357 ± 50 Ma (MSWD=65), with an initial 87Sr/86Sr ratio of 0.7083 ± 0.0020 is indicated. This date, within error, is the same as the Polaris deposit. This suggests that the mineralization formed during the Ellesmerian Orogen, although it is also possible that mineralization is associated with extension, related to the opening of the Sverdrup basin. The strontium and sulfur isotopes and fluid inclusion analyses indicate the involvement of a brine that acquired its salinity from interaction with evaporites, lower in the stratigraphic succession. The Polaris mine is the type deposit in the Cornwallis Zn-Pb district and is hosted by the Thumb Mountain Formation. The results of this study are significant because they demonstrate that regional brine movement is more widespread than previously recognized, and that MVT mineralization in the Cornwallis Zn-Pb district is not restricted to the Thumb Mountain Formation.

The settlement properties of tailings modified by flocculants were investigated at the Shizhuyuan Mine, with the aims to screen for the most effective flocculants and the optimum dosage rates for tailings sedimentation. The settlement rate was used as the indicator of effective tailings sedimentation. Calcareousness and three polyacrylamides (F1, F2 and F3) were selected for settlement property evaluation. The results proved that sole use of calcareousness or any of the polyacrylamides had no apparent effect on the tailings sedimentation, while a remarkable acceleration of sedimentation could be observed with a combined addition of calcareousness and polyacrylamides, among which the addition of polyacrylamide F2 together with calcareousness is the most effective. The optimum dosage rate of F2 and calcareousness is 50g/t and 3kg/t respectively. The density of tailings slurry has an effect on sedimentation at the early settlement stage, with lower density generating quicker initial settlement.

In more dramatic cases, such as in the BP Texas disaster, organizations that have ?exemplary? safety statistics, suddenly have a catastrophic or multi-fatality event occurring. Other classic examples are the Piper Alpha disaster and NASA?s Challenger and Columbia disasters and even the Chernobyl nuclear reactor. Looking into the root causes of these accidents provides an insight into the events and deficiencies that led up to the accident, but what are the common features in the organization?s mindset? What characterizes these organizations? decision making, their approach to safety and to risk and are there specific cultural features that can be delineated? The research and review presented in this paper covers a period since 1994, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions, based on extensive research since 1997 of organizations that suffered unexpected disasters. Their huge focus on safety, the achievement of lofty goals and celebration of safety successes led to ?mindset? that they are leaders in safety, protected by an extraordinary safety system and that their safety incident figures indicated a truly world-class safety performance. What characterizes these organizations’ decision-making, their approach to safety and to risk and are there specific cultural features that can be delineated? The research and review presented in this paper covers a period since 1994, which started in the Australian resource industry and since then covered international events. The features of these organizations are summarized as the seven deadly delusions, based on extensiveresearch since 1997 of organizations that suffered unexpected disasters.The Piper Alpha Oil Rig disaster in the North Sea, on the 6 July 1988, was one of the most pivotal events in safety around the world. It changed the thinking and focus of governments, whole industries and led to numerous books and papers. It resulted in new legislation, textbooks and a critical self-examination by the oil and gas industry.In short, an explosion and fire occurred when a pipe started leaking gas and ignited. A temporary flange, with no safety valve, was used to block off this pipe during a maintenance operation the previous shift. The permit to advise operators not to start the pumps on this line was misplaced and lost. Several deficiencies, problems and system failures coincided. A key factor was that the water deluge system was inoperable at the time and failed to extinguish the large fire that erupted, followed by an even larger gas explosion. The accommodation unit, situated on top of the oil rig, was the main "killing field" - most men gathered here to await instructions (which never came) and where they died from smoke inhalation. Later, a large explosion of the gas pipeline from an adjoined rig exploded and killed more people.The line of events and the associated system failures are all very relevant in the analysis of the accident, and provide the only insight into what caused the accident. But much "further back", inside the organization’s culture, lurks more dark matter. The first inclination is to ask what was "deficient" in the culture. Did they not care enough about safety, or about their people? Did they have a culture where production decisions were more important than safety considerations? Did they ‘coerce’ supervisors and employees to ignore safety precautions or did they just "fly by the seat of their pants"?Not surprisingly, it is very difficult to identify the true nature of the culture in that business because in such an aftermath of death and destruction, no one dare say that the safety culture was a ‘positive one, focused and caring’ or that the company was doing well in safety and that this is only a freak accident. Indeed, there were many deficiencies in the organization’s systems and procedures, such as the permit to work system.But there are some niggling questions: How is then that the Piper Alpha Oil Rig was actually considered the company’s most productive and safest oil rig in the North Sea? Why would this rig win a safety competition, 6 months before the disaster, with the deficient permit as its most outstanding successful system?"

THE shatter cut, or burn cut as it is often called, is one in which the centre of the round is almost reamed out by drilling holes so close together that the blasting of a few holes shatters the rock embraced by all of them. The idea of shattering the centre of a face by shooting holes drilled parallel to one another is not new. Some miners have used this method for years past, when drilling quartz or a face near timber. But, they followed the age-old practice of first blasting the cut, then the square-up. It was not thought possible to shoot both together. In the case of machine men, the two largest contributors to silicosis are dust from drilling and dust from blasting. It follows, then, that material reduction of exposure to either constitutes an important step in lessening the incidence o silicosis. It was? the hope of being able to do away with the necessity of the men having to return early to a face, through dust concentrations of 60,000 to 80,000 particles per cubic centimeter, that aroused interest "in the shatter cut at McIntyre. Efforts to this end were successful. Now, with this kind of cut, all holes of a round are shot simultaneously.

In order to obtain values of angle of shearing resistance and initial resistance for McMurray oil sand for use in general design calculations, the shear strength of this oil sand was measured in a controlled strain type tester, modified so that the rate of deformation could be varied between 0.01725 and 0.1869 inches per minute. Effect of temperature was investigated by adapting the equipment to operate at both 71 ° and 185 °F. The data are reported in terms of angle of shearing resistance and initial resistance for varying rates of deformation, composition and temperature. While the main sets of results reported here were obtained at a bulk density range of 108.7- 109.5 lb. / cu. ft., some results were obtained at a bulk density range of 101-102 lb. / cu. ft. Analysis of varance tables have been drawn up from the results obtained from least squares correlations and significance tests applied. It was concluded that oil content and temperature were significant variables for the degree of shear strength developed by the oil sand; increase of oil content and decrease of temperature each cause an increase in shear strength. The bulk density range 108.7 to 109.5 lb./cu. ft. gave angles of shearing resistance from 30° to 40° and initial resistance values of 0.37 p.s.i. to 0.85 p.s.i. For the bulk density range 101 to 102 lb. / cu. ft., lower values of shear strength were obtained, indicating that compaction density was also of importance

Sherritt Gordon and Cominco, with financial assistance from the Canadian Government through PAIT, have developed a hydrometallurgical process for refining copper from sulphide concentrates. The main objective of the project was to develop a process applicable to a wide range of concentrates with respect to copper content, other metals content and impurities, within the economic parameters set by present smelting and refining practice. Other important objectives were to recover sulphur in its elemental form and not as sulphur dioxide to assure improved hygienic conditions and a negligible impact on the environment. For the most abundant and relatively refractory chalcopyrite concentrates, the first step of the process is thermal activation with hydrogen to decompose chalcopyrite and pyrite, commonly associated with it, into more reactive sulphides more amenable to leaching. The iron is then selectively extracted by sulphuric acid leaching and subsequently rejected as jarosite. High-bornite concentrates do not require thermal activation and acid leaching; they are subjected to another hydrometallurgical iron removal step. The high-grade copper sulphide resulting from iron removal, and containing all of the initial precious metals, is then leached under oxygen pressure to produce elemental sulphur and copper sulphate solution . After suitable solution purification, the copper is recovered by high-current-density electrowinning as wire-grade product. Precious metals remain in the leach residue and are recovered after separation of the gangue materials and elemental sulphur. The laboratory and pre-piloting test work had indicated copper and precious metals recoveries comparable to those achieved in current practice. The process was shown to be suitable for handling relatively low-grade concentrates and, in addition, it was capable of high recoveries of associated zinc, molybdenum, nickel and cobalt in saleable form.
