The iron-mines of the Ilsede Hütte Co. are at a town called Peine, about 20 miles east of the city of Hanover, on the railroad to Brunswick (Braunschweig). Hanover, the capital of the province, is a military city, of approximately 250,000 inhabitants, and Brunswick, 33 miles to the westward, has half this number. The mines here described are located in a hamlet called Bülten. The Ilsede Hütte Co. operates two mines, 1.5 miles apart, in this district, Gruber Bülten Adenstadt and Gruber Lengede Bodenstadt. It also operates an iron-mine north of Hanover, known as Eiserhaven, and one in the Harz mountains, the Georg Friedrich, at Grauhof. At Bülten a coarse conglomerate, a, Figs. 1 and 2, contains nodules of limonite, cemented together by calcium phosphate. The ore contains Fe, 25 to 45; Mn, 3 to 4; P, 0.6 to 1.4; S, 0.02 to 0.09; and CaCO3, 40 per cent. Directly above the conglomerate is limestone, b, followed by a mixture of clay and sand, c. Below the conglomerate is a hard clay floor, d. The ore-body, from 10 to, 12 km. long, and from 3 to 4 km. wide, has a maximum thickness of 20 m. It clips approximately 10° S.E., and strikes N. 45° E. Diamond-drill prospecting shows that the thickness diminishes to 1 m. as the end of the deposit is approached to the northward. At this point the deposit is 250 m. below the surface. In Fig. 2, the arrow, A, indicates the general direction of the work along the face, a, which is carried forward in a straight line for its entire length. At B, a train is approaching, which has come from the bench-track, shown at G, by a circuitous route, and is dumping the overburden behind the face, in the space left by the excavated rock. (New Haven Meeting, February, 1909.) This paper deals specifically with heading-driving as distinguished from the broader term tunnel-driving. A heading is a pilot or path-finder for the main tunnel. Some headings are complete tunnels in themselves; that is, conditions at times warrant driving a heading the full diameter of the proposed tunnel. A tunnel 10 ft. in diameter might be driven to advantage through a single heading, provided the nature of the material admits, but it usually pays to drive rock tunnels of large diameter through the heading-and-bench system. Much de-pends upon the material, as in soft ground tunnels of much larger diameter are driven in a single heading. In mines, the tunnels, drifts, cross-cuts, adits, etc., are usually of small diameter, hence the driving of headings applies to completed tunnels in minim-work, except, of course, in cases like drainage-tunnels and main entries leading into coal-mines, where conditions call for tunnels of large diameter, approximating those driven for railway-service. In building aqueducts the tunnels are driven from 6 to 8 ft. in diameter up to 15 or 20 ft., while in railway-service the dimensions vary from 18 to 30 ft. in diameter. There is no department of rock-excavation so difficult as that of heading-driving. This work. also belongs to the most expensive class in rock-excavation. A heading is driven .directly in the solid. There are no lines of lesser resistance towards which to direct the energy of the blast, but. the material must be blown out by main force. The completion of the heading simplifies all the rest of the work of excavation. It is easy, for instance, to enlarge a heading either from above, below or oil the sides, by breaking towards the open face through holes approximately at right angles to the axis of the heading; or the enlargement sometimes takes place by holes driven outside

So far as this office is informed, the mining engineers are a unit against licensing, but if we must be licensed the most innocuous law that has been submitted is the draft prepared by Engineering Council. Your industrial effort, in a general manner and your mining effort in particular, has been tremendous. In the general economy of the world, you occupy an incomparable position of power and action. All your curves of production, mineralogical, metallurgical, financial, commercial, have taken terrific trigonometrical tangents and you will easily under- stand the sorry position of your competitors. DURING the past fourteen months, this committee has had under consideration and study the subject of the licensing or registration of engineers. The fifteen members of the committee as appointed by Council, were selected from thirteen states, viz., Connecticut, New York, Pennsylvania, Ohio, Georgia, Louisiana, Illinois, Missouri, Iowa, Minnesota, Colorado, California and Washington, and therefore represent practically all sections* of the United States, as well as mechanical, electrical, mining, hydraulic, municipal, sanitary, railway and' structural engineering, and also colleges of engineering. The first work of the committee was to investigate the general subject and to collect, so far as possible, avail¬able material bearing upon the subject in hand,. in-' eluding opinions from many engineers as to the need or desirability of legislation, as well as copies of all state laws passed and proposed, having to do with licensing or registration of engineers, architects and surveyor, This preliminary investigation disclosed that very pronounced views were held by engineers throughout the country, both for and against state licensing or registration. The general sentiment one year ago was more opposed to such measures than it is today. The older members of the profession did not as a rule favor licensing nor did they feel there was need for state regulation of engineering practice, while among the younger men there was a feeling that licensing or registration by the states would add prestige to professional engineers and in many ways benefit -the profession, as well as individual engineers.

THE history of mining in South Africa differs somewhat from that of other countries in the part taken by the aborigines in the development ?of the mineral deposits. The Spaniards in America, and the fortune-seekers of Australia and New Zealand, found large numbers of natives in these new countries, but the inhabitants did not become willing or efficient workers ill the mines which the white men started. The Kaffirs of South. Africa have not shown the same antipathy to labor, nor do they show any signs of dying out in the presence of the white man's civilization. They are a virile race, and so far the vices of civilization have not killed. them. While it is true that the brain and skill necessary for the exploitation of the mineral resources of this sub-continent-have been supplied by the white race, it is also a fact that most of the rough labor in the development of the mining industry of South Africa has been done by the Kaffirs. The Kaffir tribes differ greatly in their mental and physical capabilities. Compare, for instance, a Zulu of Natal with a Bechuana, or a Xosa of Cape Colony with some of the degenerate tribes of Central or East Africa, and you will find that they have little in common, save that their skin is black and that they do not believe in clothes. As a general rule, the tribe's in the milder, healthier climates are far superior, both in mind and body, to the Kaffirs brought up in the hot malarial sections of Central Africa; and it naturally follows that the black men from the temperate zones of the country, are much finer workmen than the degenerates from less favorable sections: It is universal in South Africa to speak. of the .Kaffirs as " boys." No matter if he is 90 years old, the Kaffir is always a " boy," and in this paper the word " boy " is synonymous with Kaffir.

(San Francisco Meeting, October, 1911.) I. THE FRITZ ENGINEERING LABORATORY. TEE Fritz Engineering Laboratory was built under the direction of John Fritz, and presented by him to the University. A view of the building, looking east, is shown in Fig. 1. . The building was started in 1909, and completed in 1910, although all of the equipment was not placed until later. Mr. Fritz gave his personal attention to the details of construction and equipment, and it was his custom to drive over every day to the University from his home in Bethlehem, and spend some hours watching the work, offering suggestions, making changes, and planning new work. The result is a building and an equipment which embody his practical ideas. The laboratory structure is of the steel mill-building type, of light-colored brick, 91 by 114 ft., of which a section is shown in Fig. 2 and the floor-plan in Fig. 3. The steel frame carries the roof and traveling crane-way. Ample light has been provided by numerous windows in the side and end walls, in the clerestory, and by a skylight, 84 ft. long and 9 ft. wide, in the north roof. The main aisle of the building is 49 ft. 2 in. between centers of crane-columns, and has a clear height of 40 ft. The remainder of the width is taken up by two side aisles, 18 ft. high. The laboratory consists of four sections: (1) A general testing-section, containing the testing-machinery, a small machine shop, and an office; (2) a cement-testing room; (3) a room for making and storing concrete test-specimens; (4) a hydraulic section.

EIGHT years ago the Hecla mine, a lead-silver producer, situated at Burke, Idaho, was producing ore from but two levels, the 300- and the 600-ft. All hoisting was done with a 12- by 16-in. slide-valve, double-reel, hoist. The hoist was being worked to its capacity and was unsuitable for hoisting from greater depths. As the work of opening a new level was about to be started, it became necessary to remodel the then-existing equipment or install a new hoist. The recent advent of electricity from Spokane had made available a cheaper power than steam. By a series of tests conducted throughout the Coeur d'Alène district, it was found that it cost $109 per year to generate a horse-power with steam. Electric power was to be had for $50 a horse-power per year. It was decided to substitute for the engines a motor-drive, of sufficient capacity to operate from the 900-ft. level, and ultimately install an entirely new hoist. After disconnecting the engines, installing a new shaft, and making a few minor changes, a 300-h-p., 2,300-volt, 514-rev. per min., variable-speed motor of the induction type was geared to the reel-shaft. The reels were supplied with 3/8 by 4-in. flat rope, and the duty of the hoist was about as follows: Cage, 1,700; ore, 2,600; car, 1,400; rope, 2,250; total, 7,950 pounds. The Bristol ammeter chart, Fig. 1, shows the combined current-consumption of the hoist- and mine-motors. The large intermittent load is clearly shown ; this produced harmful fluctuations in the voltage of the long, lightly-loaded, 60,000-volt transmission-line from Spokane to the Coeur d'Alènes. Giving the keynote address in the final session of a conference dealing with closely related topics has a disadvantage in that much of what can be said has been said. It also has an advantage, however, because it presents the speaker with the opportunity to integrate and analyse the material presented by the various speakers. I would like to look to the near future in Australia and the United States of America, to the risks, problem areas, and changes of a rapidly evolving post-industrial era-an era we are beginning to experience where industry no longer 'calls the tune'. We miners have been quick to point out and emphasize, that ours is a 'high-risk' industry in the world of business and commerce. Yet, clearly those who have survived, and been successful, have learned to anticipate and cope with risk and change. This ability has been a 'distinguishing feature of the industry's leaders who, in market studies and commodity selection, exploration and development, mine planning, metallurgical pro- cessing, and general administration and operation 1. identify areas-of risk or inevitable change, 2. analyse, test and quantify those factors of risk or change, and 3. design methods, systems, equipment to eliminate, moderate, or control or economically compensate for predicted risks or changes.

IN combating mine-fires the use of carbon dioxide as a means of producing an atmosphere in which combustion cannot be sustained, has been many times suggested and frequently tried, generally with a fair degree of success. The carbon dioxide is produced by acting on limestone with dilute sulphuric acid, large wooden boxes being used to hold the limestone, and arranged in such a manner that one box may, be cleaned and refilled with blocks of limestone while another is being used in generating the carbon dioxide. The gas is led by means of pipes of large diameter to the location of the fire, tight brattices having been previously put up as close to the fire as possible on every side, so as to limit the space to be filled with the .gas to the smallest possible volume. The cost of producing Carbon Dioxide has been, however, a decided draw-back to the use of this method, and the danger of producing carbon monoxide by the reduction of the carbon dioxide by heated carbon, and consequently bringing about an explosion, has also tended to prevent the application of this method. The use of sulphur dioxide in combating mine-fires has not, I believe, been previously suggested or tried, and yet the method presents such decided advantages over the use of carbon dioxide that it seems proper to suggest the advisability of considering it as a cheap, convenient, and safe means of fighting stubborn mine-fires. 1. Cost, Preparation, etc.-One ton of brimstone, costing from $20 to $30, will produce about 25,000 cu. ft. of sulphur dioxide gas, and allowing for all sources of loss it is probable that sulphur dioxide gas can be produced for about $1,300 per 1,000,000 cu. ft. For carbon dioxide gas, produced by the action of sulphuric acid on limestone, a good estimate would be $4,000 per 1,000,000 cu. ft., provided that sulphuric acid

(Presented at a Meeting of the Spokane Local Section of the Institute, Feb. 17, 1912, and accepted for publication in the Bulletin. ) WHILE I am not at the present time engaged in active mine-management, my duties permit of extensive study and examination of many mines, mills, and reduction-works in various places throughout the United States. Being much interested in efficiency-work in general, and an ardent reader of writings on this subject by Frederick W. Taylor and others, as applied to manufacturing-plants, and having served my apprenticeship from mucking to the engineering design of ore-dressing and underground plants, I hope that this paper will lead others to investigate the field more fully, to the improvement of general mine- and mill-operations, as well as the advancement, intellectually, physically, and financially, of the employee and his relations with the employer. If a man who is prepared to look closely and observe broadly starts in Canada and zig-zags from camp to camp to southern Mexico, taking time casually to inspect mines, mills, and smelters, he will be pitifully impressed by the great difference in customs, and the general waste of labor, time, and money throughout the country. He will so seldom observe a dollar's worth of results given in exchange for a dollar spent that he will form a poor opinion of operating-efficiency and management. This highly-scientific department, requiring an amount of skill and executive ability equaled in few, if any, of the professions, certainly falls short of the standard established in our greater manufacturing industries. It is easily said that this is due to the diversity of conditions in mining, milling, and smelting. But on second view it must be admitted that there is room for tremendous improvements in nearly every mining-organization. THE growing importance of metallography has caused a corresponding interest in the improvement of apparatus for preparing specimens of metals and alloys for microscopic examination. The purpose of this paper is to describe an electric heating-furnace, a grinding-and-polishing machine, and a device for mounting specimens, which are used in the metallographical work at the Massachusetts Institute of Technology. These three pieces of apparatus were designed and made in the laboratory of the Institute, and. each possesses some original features which may be of interest. ELECTRIC HEATING-FURNACE., The accurate control of heat necessary for metallographic work is best obtained by the electric-resistance furnace. Unfortunately, however, even the platinum-wound furnaces deteriorate with use and ultimately burn out, while the cheaper resistance-materials are often short-lived. Since the resistance-coil must be replaced from time to time, it is of advantage to be able to make this change with as little trouble as possible, and this is an important feature in the furnace shown in Fig. 1. FEW men reach middle life without having had the experience of failure in one or more undertakings; and most of us can look back with gratitude to help or advice given us by friends at critical periods of our lives. If, as men, we ask and take the benefit of such aid, why should we expect our sons to be stronger? A parent can make no greater mistake than to send a boy, however steady and intelligent he may be, off' to school or college, and expect the boy always to cope successfully with all the new conditions and new difficulties that may confront him. This is undoubtedly more the case with a freshman, in his first year at college, than in later years, or than it is with a boy at day- or boarding-school, where the boy receives a greater degree of care and oversight than can be given to the young man entering college; of all periods in life, the youth in his freshman year-fresh from the overshadowing care of home and school-may need judicious advice and timely aid. The change from the restraint of home and school to the freedom of college life is sudden and marked, and it is in this the first year of the boy or young man of 17, 18, or 19 years of age, that some tactful, judicious aid should be near him in his work and course. Some boys go to college so well prepared that they become careless and finally fall behind in their work from over-confidence. Others meet trouble from ambitiously trying to do more than their previous preparation, or physical or mental strength, can sustain. Others fall behind from illness-from injuries-from natural inability to grasp at first, without more aid than comes to them in the regular course of instruction, the higher mathematics-or mayhap the modern languages, or other subjects presented by the advanced curriculum of the present day. THIS paper is presented in the hope that it will be instructive in view of the future large expansion of the mining industry in the west-coast countries of South America. There is a more or less general impression that the Spanish-American workman is inferior to the American, but after some years of experience and observation I doubt the correctness of this view. Taking into consideration all the elements which make for efficiency of labor, it has been found, particularly in Chile, that under proper organization native labor yields as much, man for man, and more, dollar for dollar, than in the Western United States. If a manager is willing to accept unreservedly the c costumbres del pais, without combating intelligently and patiently the ones tending to inefficiency, he should expect no better results than he deserves. He must conscientiously insist that a " square deal " be given and exacted; that liquor be excluded from camp as far as possible; that comfortable quarters and other uplifting elements of life be provided; and that the costumbres del pais shall not be over-ridden roughshod. He should also insist upon the gradual and reasonable adjustment of these conditions to the exigencies of the work; and (by no means the least difficult of his tasks) he should select the most competent men to patiently direct and teach the natives in the several departments, and by their own example encourage self-respect and decency. While the Braden mine is by no means as yet operated on a large scale, according to modern rating, it will nevertheless be interesting to note what has actually been accomplished there. The following notes are contributed, not with the idea of offering a complete history of the development of this very important process as applied to the Leadville district, but with the hope that the practice, as it was carried out in the Bi-Metallic Smelter, may still be of interest to others. The Bi-Metallic Smelter, at Leadville, Colo., was the first to make a commercial success of the process described in the following pages, which consisted essentially of smelting raw silver- and copper-bearing sulphide ores in blast-furnaces to form a matte, which was generally re-smelted with siliceous ores for a second high-grade matte. Robert Sticht, in his excellent monograph on the subject,1 has outlined briefly the plant belonging to this company. He says, in effect: The Boulder, Mont., enterprise set the example for others with whom the patentee (w. L. Austin) had been negotiating, and the old La Plata lead-smelter at Leadville, Colo., was fashioned into a crude, temporary experimental plant for the Bi-Metallic Company, and the feasibility of the process demonstrated by a trial run. Subsequently, the plant was considerably improved, and, being supplied with very favorable ores, continued to run without interruption from August, 1892, to June, 1893. In September, 1893, smelting was resumed in a completely remodeled establishment, some $200,000 having been expended upon the new work. Thus, aside from the Montana experiments, which, under the direction of W. L. [SECRETARY'S NOTE.-This paper, presented in oral abstract, at the San Francisco meeting, was not at first supposed by Mr. Bain to be required for publication in the Transactions; and the excursion to Japan, in which he took part, immediately after the San Francisco meeting, delayed his presentation of the manuscript. After his return to San Francisco, Mr. Bain, in view of the importance of his paper and its discussion, kindly furnished it in full. The delay in its publication (since it was received in April last) has been due, partly to the circumstance that other contributions had meanwhile acquired the "right of way," and partly to the consideration that, the situation contemplated in Mr. Bain's paper having remained practically unchanged, the paper and its discussion would not lose force or timeliness by this lapse of time.-J. S.] No acute observer of public affairs can have failed to observe a growing disposition on the part of the public to change emphasis in government from political equality to social justice. When our own government was founded it was felt to be sufficient to secure to each individual the fullest possible freedom of opportunity, and such a scheme was excellently adapted to the rapid development of a large territory having a small population. As the number of people in a given area increases, there are more points of contact and conflict; each must move in a smaller orbit, and there must be more regulation. Germany is making faster progress in industry than is any other country. The principal reason is the insistence there on team-play. In Germany there are fewer multimillionaires and more socialists (spelled with either a big or little " S ") than in any other of the leading countries; but Germany wins trade and is steadily improving the conditions of life for her citizens. To some, the change from the freest individualism is welcome; to others it is intensely unacceptable. To this fundamental difference in view-point may be imputed much of the vigor with which the controversy regarding coal-lands has been waged. INSTITUTE HEADQUARTERS, Hotel Statler. On Monday evening, Oct. 28, 1912, the visiting members and guests were informally received by the Local Committee at the Headquarters of the Institute at. the Hotel Statler. The evening was very pleasantly spent in renewing old acquaintances and friendships and in forming new ones. The first session, held Tuesday morning, Oct. 29, 1912, in the impressive Assembly-Room of the hotel, was called to order by David T. Croxton, Chairman of the Local Committee. Mr. Croxton introduced the Hon. Newton D. Baker, Mayor of Cleveland, who extended a cordial welcome to the members and guests present. James F. Kemp, President of the Institute, who subsequently presided at the meeting, responded in behalf of the Institute.

(Cleveland Meeting, October, 1912.) UNDER the names of Conservation, Social Justice, the New Nationalism, and Progressive Democracy, many earnest reformers are calling for a new system of Federal government to replace the one which they ascribe to our fathers, and declare to have been outgrown. They are proposing the lease by the United States of certain natural resources on the public domain, for the profit of the U. S. Treasury, instead of the sale of such resources to private citizens or associations of citizens. In the present paper, I shall try to show that this notion is neither new nor good. It is clear that the United States is owner, as well as sovereign, of public lands acquired through conquest or purchase from other nations, as it was owner of the public lands expressly ceded to it by the original thirteen States. Its policy with regard to such lands involves, therefore, two entirely distinct questions: What shall it do as owner ? and, What shall it do as sovereign ? The latter question, it must be confessed, has played but a small part in our history. All the prerogatives of sovereignty which were not explicitly conferred upon the Federal government by the original States were retained by them. The ownership or control of precious or other metals or minerals in the earth, for instance, was thus reserved to the several sovereign States. New York, South Carolina, and other States have passed laws on this subject, without regard to Federal authority. As new States have been successively admitted to the Union, the tacitly accepted theory has been,. that they thereby acquired all the reserved rights of the original States. These newer States largely outnumber the first. thirteen; and it is inconceivable that they would submit to any deprivation of sovereignty based on historical grounds. DEPRECIATION allowances have become firmly rooted in our income tax structure both by legislation and by court decisions. Secretary of the Treasury Morgenthau has recently stated before the Ways and Means Committee of the House: A taxpayer who did not provide for depreciation of assets used in his business could not long remain in business and the income tax should be levied on the assumption that he will provide for such depreciation. The 1934 Revenue Act has now been enacted, the depreciation provisions of the 1932 Revenue Act having been carried forward without change. However, there has arisen, in connection with the preparation of this new Revenue Act, a determination by the Treasury Department to make certain changes in the future administration of the depreciation allowances that will affect all corporations, and mining companies in particular.
