This paper has been prepared with the principal objective of recording the results of the Bureau of Mines exploration of five major clay deposits in the Western Region. It is based mainly on data contained in unpublished Bureau of Mines reports. Acknowledgment is made to the Federal Geological Survey for its cooperative work with the Bureau of Mines, to the various State geological and mining departments, and other State and local agencies. Clay Exploration by the Bureau of Mines Much has been written and published on clays and clay deposits relating to their refractory, ceramic, and other qualities but such literature is lacking in analyses of the available alumina content of the clays and provides little indication of their possibilities as a source of alumina. With this new objective in view, a great many of the known clay deposits were reexamined and new ones discovered. The Bureau of Mines made preliminary examination of numerous areas in the western United States. Five of those most favorably indicated were systematically drilled, and in each a large amount of high-alumina clay has been found. These five major projects are Molalla and Hobart Butte, in western Oregon; Cowlitz-Castle Rock, in southwestern Washington; Ione, in California; and the Olson-Troy area in Idaho (Fig. I). Preliminary scout drilling was done in the Stockton deposit at Coeur d'Alene, Idaho; the White ware deposit near Lewis-town, Mont.; and 13 areas in the Spokane or eastern Washington region, where the most favorably indicated area, known as the Excelsior, is now being drilled more systematically. Preliminary drilling was undertaken in numerous areas adjacent to the major deposits and others more remote. As a result, large additional clay possibilities were found. The Clay Deposits The clay deposits under consideration are of the sedimentary or transported types, parts of which have been altered further by the agencies of weathering, ground water, or hydrothermal action. There are extensive deposits of residual clays in northern Idaho and in eastern Washington, but they have been found to be low in the available alumina and to contain much free quartz, mica, and unaltered feldspar. To be of value, they must first be subjected to beneficiation to remove these gangue minerals. The literature of paper technology contains a number of articles having reference to developments in the field of coating and filler clays for use in paper manufacture. Much of this information has not been included in mining publications and has therefore not been readily available to all in the mineral industry. Recent developments in this field, including spray drying of clays, are presented here. U. S. Bureau of Mines figures for 1952 indicate that the paper industry consumes more than 50 pct of all kaolin produced and sold in the U. S. As most of the kaolin used by the industry comes from Georgia producers, the fraction of their output destined for paper use is thus appreciably higher than 50 pct. Small wonder that the kaolin industry, especially in Georgia, is highly sensitive to the quality requirements of paper mills and must respond promptly to technological developments in paper manufacturing.

THE CLOSING years of the nineteenth century witnessed a rapid expansion in Phelps Dodge activities in Arizona and other parts of the Southwest and a corresponding decline in its exporting and importing interests in New York. Before the close of another decade, this process had gone so far that the company was committed lock, stock, and barrel to its western undertakings. By 1910 the evolution that began with the tentative investments at Bisbee and Morenci was complete. An enormous increase in the domestic production of iron and copper, which made it increasingly difficult to find markets for imported cargoes of those metals from English mills, accounted in part for this radical shift in Phelps Dodge activities and interests. In the case of tin plate, the change was even more spectacular. In 1890 a seventh of the world's supply of pig tin passed through the hands of Phelps Dodge agents. In 1906, thanks chiefly to the McKinley Tariff of 1890 which imposed a duty of over two cents a pound on tin plate imported into the United States, the company received its last shipment of tin from England, and thus ended a form of

MucH has been written upon the precipitation of metals from cyanide Solution by zinc. We often read of the many factors that influence precipitation, such as zinc surface, purity of zinc, percentage of lead, temperature of solutions, strength of solutions in cyanide or alkali, etc. -Little do, we hear, however, of the part that oxygen plays in precipitation. Caldecottl says: "As the dissolving of gold is essentially an oxidation process, so its precipitation is one of reduction." All who have studied or worked with cyanide solutions will agree that Caldecott's statement is true.' . In the cyanide work in the mills of the Portland Gold Mining Co., we have always found oxygen to be the greatest enemy to precipitation. Oxygen Antagonistic to Good Precipitation A few years ago, while making some experiments on the effect of pressure upon the dissolving rate of gold from our ores, to prove a point, I made some bottle tests under vacuum. The results were surprising, and showed that under vacuum practically no gold dissolved, which confirmed my belief that Elsner's equation was true and also led me to investigate the amount of dissolved air carried by solutions at atmospheric pressure. The experiment consisted in partly filling an acid-bottle with mill-solution and connecting it by a rubber hose to a vacuum pump. When the vacuum was suddenly applied, a cloud composed of thousands of small air bubbles rose out of the solution, showing qualitatvcily' the amount of dissolved air that was contained in the solution, and also proving that the relief of atmospheric pressure on the solution permitted this dissolved air to escape. In studying literature on the subject, we find Henry's law—"The amount of gas dissolved by a liquid is proportional to the pressure to which the gas is subjected."

Thomas W. Mitcham (Strategic Minerals, Inc., Grand Junction, Colo.)—The authors have presented a significant contribution to the field of mining geology. The article is graphic, remarkably concise, and crisply original. The presentation is made on only three pages with two maps, but their Silver Bell story is entirely adequate in background, development, and conclusion. Most of their colleagues would agree that this paper reflects the high quality of the work which these unusually capable men have done in the Silver Bell area over the past few years. The Silver Bell area is one of complex tectonic structure, and time and spatial relationships are by no means apparent. Actually, most of the observations and interpretations in this paper are new to published geologic literature on the Silver Bell area. I am in agreement with these interpretations with two possible exceptions, which are discussed below. One might well define the three roughly parallel west-northwest faults, shown on the insert of Fig. 2, as the major structural elements of the area. North to south, I propose that these be named the Ragged Mountain fault, the Silver Bell fault zone, and the Waterman thrust, after the mountain ranges which are the results of these major structures. While I would agree with the authors that the northern two of these major structures are high-angle faults of the Laramide revolution, my impression is that the southern structure is a low-angle thrust of approximately Miocene age. In support of this opinion, I submit the following observations: 1) irregularity of the fault in strike; 2) scarcity of Laramide intrusives and alteration of sediments along the fault; 3) present high re- lief of the Waterman Range which indicates youth or certainly rejuvenation; and 4) existence of a series of parallel structures farther to the south which results in an outcrop pattern suggesting imbricate thrusting. The authors have stated that Laramide igneous activity began with the intrusion of alaskite. Some dacite flows appear to be conformable with Cretaceous beds, and thus my impression was that alaskite followed the intrusion and extrusion of dacite. I would be interested to learn of evidence in support of the reverse relationship suggested by the authors. Kenyon Richard and J. H. Courtright (authors' reply)—The authors appreciate Mr. Mitcham's attention to this paper. The names he proposed for the major faults seem appropriate. His suggestion that the Waterman fault is a thrust may be correct because he did more work in that particular area than the authors. However, it is believed that no direct evidence of a low-angle thrust relationship has been recognized, and the authors consider that indirect evidence favors a high-angle fault interpretation. The pre-dacite flow age of the alaskite is definitely established, the authors believe, by the fact that the flows rest on an erosion surface which was carved in the dacite porphyry, an intrusive clearly younger than the alaskite, as evidenced by inclusions of alaskite occurring in dacite porphyry. No direct evidence of Cretaceous sediment-flow rock relationships was found at Silver Bell, but in the nearby Tucson mountains dacite agglomerates, megascopically similar to those at Silver Bell, overlie a basal conglomerate which in turn rests on the truncated edges of steep-dipping Cretaceous arkosic beds.

Dr. F. W. C. Schniewind, New York, N. Y.:—Mr. Vogel speaks of briquetting the flue-dust by means of lime. I learned recently in Europe of a process employed with considerable success at one of the blast-furnaces, where blast-furnace cinder is used with lime. The lime and cinder are mixed with the flue-dust, and exposed to superheated steam, which converts the blast-furnace cinder into cement. Briquettes are then formed in the usual way. Mr. Vogel :—The process referred to is the " Scoria process," which has not been in use for some time past. For that reason, I did not mention it. Prof. Arthur L. Walker, New York, N. Y.:—I would ask the commercial name for magnesium chloride, and where it can be obtained ? Mr. VoGel :—I mentioned magnesium chloride, because it has been used abroad to a large extent. In Germany it is obtained as a by-product in the manufacture of potash-salts; in the United States we have been using chloride of lime, which is cheaper. Otto Sussman, New York, N. Y.:—What is the cost of this process ? Mr. Vogel :—The cost is exceedingly low. DESPITE the very small number of engineers who can get away from their tasks to New York, a point so far from the Mid-Continent and Cali-fornia oil fields, where the real important, engineering progress in the industry is being made, the attendance was remarkably good, and it was generally remarked that all the sessions were "snappy," and there was no drag. This was largely because, under instructions from the chairman, very few papers were permitted to be read, and the "high lights" of each paper were pre-sented orally as an introduction to the large and varied discussions, many of which were prepared in advance. The round table discussion on petroleum engineering research problems, conducted by W. E. Wrather, proved a greater success than was anticipated, considering the difficulty in getting many of the men to discuss such problems. There has been no crystallization of opinion heretofore of what are important engineering research problems, as distinguished from pure science problems, and a digest of the discussion will be made available so as to present the results obtained. It is hoped that further round table discussions, as well as committee work, in the meantime summarizing problems appear-ing in papers published the last two to three years, will enable the oil industry to determine intelligently which of the problems are most important for immediate attack. The roundtable discussion on petroleum engineering educational problems, conducted by H. C. George of the University of Oklahoma, was equally fruitful, and since managers of companies, consulting engineers, and pro-fessors cooperated in these sessions, a cross-section of their opinions on improving the curricula for training the large number of petroleum engineers, which the industry can absorb in-the next few years, was obtained.

Microstructure, magnetic torque, and texture data before and after grain growth were obtained on two 3.25 pet Si-Fe specimens having initially the same cold-rolled textures and the same primary recrystallization textures. The latter textures consisted of four components, two only of which were strong; the strong components were near (120) [001] and (320) [001]. The textures of the two specimens obtained by grain growth were different. In one specimen the two weak components were converted into strong components by a secondary recrystallization process; in the other specimen the primary recrystallization texture was retained by a normal grain-growth process. The difference in behavior of the two specimens was interpreted in terms of a difference in the relative grain sizes between weak and strong components; i.e., in terms of a geometrical factor that would alter the early growth rates of grains belonging to the two weak components of the texture. Specifically the growth rate was considered as the product of two terms: a driving force and a boundary mobility. The texture changes observed are considered to favor the oriented-nucleation growth-selectivity theory more than the oriented-growth theory. WHEN primary recrystallization and grain-growth textures form as a result of annealing deformed metals or alloys, the fundamental processes involved are nucleation and growth. Knowledge, therefore, about nuclei and the factors influencing their growth is required not only for the understanding of texture development but also for its control. In the oriented-growth theory of texture formation1, 2, 3 the problem of nuclei is generally disposed of by the assumption that nuclei are available in all orientations; the theory then has to explain the final texture from the initial texture and the way boundary mobility depends on orientation. In the oriented nucleation theory of texture formation"' nuclei are considered to be present only in certain orientations but the importance of growth selectivity is still recognized. For example, the mobility of boundaries of approximately the same orientation and of the coherent type in twins is believed to be low while that of high-angle boundaries, in general, is high. Because of this the theory may be described as an oriented-nucleation growth-selectivity theory. The main feature of the oriented-nucleation theory, however, is the importance given to nuclei; i.e., how they form in specific orientations and how they grow. In the present investigation two cold-rolled single crystals were used to study the effects of growth after primary recrystallization. The cold-rolled textures and the primary recrystallization textures were determined from portions of these specimens and reported earlier.",' The two cold-rolled crystals were in the (111) [112] stable end orientation, the recrystallization textures were nearly identical and consisted of two strong components, designated M and M', which were near (120) [00l] and (320) [00l], respectively, and also some specific weak components near (111) [110] and (111) [110]. It is well recognized that a single strong component in the primary recrystallization texture may be needed for secondary recrystallization3, 5, 8 but unfortunately when this is the case the amount of material left in deviating orientation may be too small either for growth or for positive identification. The present samples proved to be almost ideal for the study of minor components and their influence on texture changes produced by growth after primary recrystallization. The results obtained are interpreted in terms of present knowledge of grain-growth processes. Experimental Procedure Two lots of silicon-iron alloy of essentially the same composition, namely, 3.25 pet Si, 0.004 C, 0.009 P, 0.010 S, 0.035 Mn, 0.070 Ni, 0.090 Cu, 0.009 Sn, with traces of A1 and Cr and the balance Fe, were converted into single crystals 0.025 in. thick and 1.25 in. wide. The orientations were predetermined by the method of reorienting a seed crystal as described elsewhere.3 pecimen 1 from one lot had the (335) [556] orientation while specimen 2 from the second lot had the (111) [112] orientation.* Both crystals were cold rolled to a reduction in thickness of 70 pet while widening approximately 20 pet. RECENTLY there has been a considerable revival of interest in the effects of the various elements commonly added to brass for the purpose of increasing its strength. For many years the work of Guillet2? alone gave reliable information in this regard. Even today his determination's of the coefficients of equivalence of the various elements relative to zinc in brass are those universally employed in industry. This is so because these coefficients have stood the test of time-their substantial correctness has been proved in almost universal practice. It is not our intention to discuss here these coefficients or their use. Rather do we wish to emphasize the need for further systematic studies of the mechanical properties of the ternary systems of copper, zinc, and other individual elements. Since Guillet published the results of his first investigations Millington,16 Smalley33 and Thibaud45 have added somewhat to our information. In general they have confirmed the findings of Guillet, which may be stated in the following rather general terms: 1. The addition of aluminum to the 70:30 and 60:40 brasses progressively increases their hardness and strength and reduces their ductility and resistance to shock. 2. The addition of small amounts of iron to a 60:40 brass improves its strength without affecting its ductility. 3. The addition of small amounts of manganese to a 60:40 brass causes a progressive increase in its strength and reduction in its ductility. A considerable amount of information has been amassed in regard to the effect of nickel on brass (9, 22, 41) which it is unnecessary to refer to here, in view of the scope of this paper.

The manufacture of gasoline by extraction or precipitation from the natural gases in which it is found, the present status of the industry, its past development and future extensions, offer a subject which is so broad that to handle it in its entirety would require a voluminous paper. The writer will, therefore, attempt to concentrate the essential matter of the subject for a general presentation, giving some of the most interesting details of the factors that are important to the industry. This industry has drawn liberally on the principles of physics and chemistry, and, to a large extent, has had to adapt such information as is most useful—not from data recorded with reference to petroleum, but from data recorded with reference to general treatment of other materials. Because of the complex character of the petroleum series of hydrocarbons and the fact that data, such as solubilities, 'vapor pressures, etc., . of the different petroleum compounds have not been determined, we are still working by rule of thumb in some essential phases of the industry. Furthermore, the difficulties of determining such data are almost insurmountable. We have not one, but two butanes to deal with—not one, but several, pentanes, hexanes, heptanes, and, as we ascend in the series the complexity and multiplication of isomers increases at such a rate as to make the task of isolating and studying their physical characteristics almost beyond the hope of possible attainment. The industry is the connecting link knitting the interests of oil producers and refiners into a much closer relationship than ever existed prior to its inception and development. The relation between the producer and the refiner of petroleum prior to 1910 was a rather antagonistic one in a commercial sense. It was to the interest of the producer of crude petroleum to sell it for a maximum consideration; the refiner's interest was to obtain the same product for a minimum consideration; therefore, each side of the business transaction retained within his own hands as far as possible the trade secrets of his business. Each side maintained an attitude of cold-blooded business sympathy only for the other. Cas-

Studies such as the investigations into the solubility of gases in crude oil under various conditions, which have been carried on during the past three or four years, are very interesting from an academic point of view, but this consideration alone is hardly sufficient to warrant the large contributions from the industry necessary to maintain them. Some definite benefit to the industry as a whole should be forthcoming. The purpose of this paper is to direct the attention of company engineers, and company executives, to some of the ways in which the information gained from these studies can be made directly profitable. This work has two principal economic aspects. One affects the investment budget, and through it the financial requirements of the companies. The other affects operations, and through this course is reflected in current earnings. It will be shown that, as a direct result of the investigations into gas solubility, undertaken in the recent past by various investigators, it is now possible: 1. To determine more accurately the amount of reservoir oil originally present. 2. To obtain closer control on operating conditions, to effect more economical recovery. 3. To predict earlier and more dependably when and how much surface lifting equipment will be needed. 4. To reduce, or entirely avoid the very large investment in gasoline recovery equipment now frequently found necessary. 5. To control the gravity of the pipe-line oil so as to secure the greatest possible revenue from the products of the well. 6. To effect the recovery of a large amount of gasoline now wasted while the practicability of a gasoline recovery system is being decided. 7. To plan operations, by comparison with the history of old properties operated without this new information, so as to avoid the mistakes of ignorance made in the past. These points will be discussed in the following pages, though not necessarily in the order stated. Among the unforeseen consequences of the 1973 Arab oil embargo has been a considerable array of new or increased taxes on the so-called energy minerals. These taxes will be the subject of this report. Both Federal and State taxes have been enacted, but I will be concerned mostly with state severance taxes and particularly those on uranium. Severance taxes are considered to include all taxes having the distinctive feature of being applied on a natural resource at the stage of extraction. The tax may be based on units of production or on value, and if on values it may be on gross value or on gross value less either arbitrary or cost-related deductions. The tax has a number of aliases - resource excise tax, conservation tax, privilege tax, mining excise tax, ad valorem production tax, and more - and this makes comparison of tax burdens among states difficult. The windfall profit tax on oil is an example of a severance tax at the Federal level. Severance taxes are an established feature of state tax systems, but they continue to be a controversial issue, and proposals to raise or modify existing severance taxes are regularly submitted to the legislatures of the Western energy producing states. No concensus exists as to what is a reason- able and proper level of severance taxation or to the form it should take. The taxes which have been adopted by the various states reflect the interaction of a variety of interests and the specific circum- stances in each state. What follows is a summary of theoretical, practical, and emotional viewpoints and arguments that surface in any statehouse in which a severance tax bill has been introduced. The New Mexico experience will be heavily relied upon. THE ECONOMISTS Marginal effects. A severance tax which is based on a gross percentage of revenue or on units of production is a constant addition to variable costs, and to the mine operator has the same effect as any other increase in operating costs. The direction of these effects is straightforward: the tax will cause the property to have a lowered present value, to be mined at a lower rate than without the tax, raise the minimum grade that will be mined, lead to lower total recovery, make marginal properties sub-marginal and discriminate in favor of richer, more profitable operations (Lockner, 1965; Steele, 1967). In the short run, production facilities are fixed and imposition of a severance tax will have little effect on production levels. In the longer term, capital is mobile and investment and exploration expenditures will shift from minerals and jurisdictions with high taxes to those with low taxes. Over a considerable range of taxation the effect will be to change the relative position of the taxing state, but an overly optimistic evaluation of the capacity of mineral producers to absorb a tax can bring an industry to a halt. It is generally acknowledged that imposition of high severance taxes on taconite in Minnesota stopped development completely, and that only the adoption of a constitutional amendment limiting the amount of taxes that could be imposed in the future brought the firms back and encouraged them to make the huge investments required (Weaton, 1969). A tax which is a percentage of the net operating income (gross revenue less cash operating costs) does not influence the cut-off grade for recovery nor change the time preference for extraction, and hence, is free of the negative features of the tax applied to gross revenues or units of production. In theory it is a more efficient tax but relative administrative complexity and inherent difficulty in predicting revenue have discouraged its use. The Wyoming severance tax on uranium, which uses grade of ore as well as price in establishing taxable value, is the most cost related, and hence, the most neutral and efficient of the various state severance taxes on uranium. Economic rent. Despite the discrimination and the anti-conservation aspect inherent in most severance taxes, economists generally endorse their use because they are seen as a vehicle to appropriate rents - that is, returns greater than the long-run competitive supply price. Conspicuous examples of supposed economic rents are the returns to oil producers because of the OPEC cartel, the returns of the uranium producers under AEC buying contracts in the 19501s, and the high prices obtained by the uranium producers for contracts entered into in the 1976-1979 period. Mining of coal in the Western states is believed by some to generate huge economic rents because of the OPEC caused increase in price of a competitive fuel (McLure, 1978, p. 261), and possibly because of clean air regulations favoring the burning of low-sulfur coal. In theory, such surplus returns could be taxed completely away without affecting supply. In practice, the situation is more complex (Steele, 1967, pp. 234-236); economic rent of mineral production is an elusive quantity involving as it does replacement costs, and technical and market risk, and it, like beauty or pornography, probably exists mostly in the eye of the beholder. Rent may also be perceived to be present in the upper portion of a cyclic market which also has a downside. Where rent exists, it is almost certain to be short-lived - cartels self- destruct, government subsidies end, competitive adjustments occur - but the taxes imposed to capture it tend to be immortal. There is little doubt that the perception of un- usual and undeserved (obscene) profits in the mid- and late 1970's was a major factor in the adoption of energy mineral taxes strikingly higher than had been previously considered. At the New Mexico legislature of 1977 supporters of a moderate tax were repeatedly confronted with some variant of the statement, "You can't expect me to believe that a

There is much comment at present in the ranks of the oil industry regarding unit operation of oil fields and the benefit that would accrue if it could be extensively applied. It seems certain that, as an immediate corrective of the present situation, overproduction could be effectively curtailed with all the advantages of proper conservation of petroleum resources and with no important loss to anyone connected with the industry. Unit Operation in Certain Foreign Fields Many an oil operator in America would doubtless like to have exclusive control of one or more oil-bearing structures for development in accordance with the economic position of the industry and especially in accordance with the best production practice known. A few operators now have this privilege, particularly in certain foreign fields, and are following lines of procedure which show that they are aware of the great opportunity that is theirs. We find in an article by Professor Strigeoff,1 and in a paper read by Captain Comins2 before the American Petroleum Institute, the outlines of procedure adopted, respectively, by the Soviet Government for the nationalized Russian oil fields and by the Anglo-Persian Oil Co. for its fields in Persia. Comprehensive plans for the unit operation of other oil fields may have been described publicly but no such descriptions have come to the attention of the writer. New fields are coming more and more into the hands of single operators or of a few who control large activities and who appreciate fully the need for cooperative action and are willing to forego the lure of a large quick profit from high flush production in order to secure the advantage of better stabilization in the industry and a larger though more deferred profit by operating the field as a unit. Much can be done toward efficient development of an oil field controlled by a few operators who are willing to cooperate for that purpose, but the best result can be obtained only by pooling their interests in the field

E. P. Mathewson, Anaconda, Mont.—After hearing about the success of D. H. Browne with his furnaces, we in Anaconda decided we might venture into the field of pulverized coal for reverberatory smelting. We sent a delegation of investigators to see Mr. Browne and his work, and they returned, filled with enthusiasm, and said they would recommend it strongly.. We thereupon asked for an appropriation, and after some delay obtained the same and fitted up one furnace to use pulverized coal. We copied Mr. Browne's practice and his selection of machinery for drying and pulverizing coal; and we also copied the burner he used, which was a standard article on the market. We got an expert coal-dust machinery man to design our plant, and were very glad we did so as we avoided some of the unpleasantness that had been experienced at other plants through fires and minor explosions. I want to say, before describing our apparatus a little in detail, that we were quite familiar with the work of Mr. SÖrensen, the pioneer in the use of pulverized coal for copper smelting. Our attention had been called to it by Mr. Klepetko early in the game. And afterward we were familiar with the work done at Cananea by Mr. Shelby. We sent an expert to investigate the question 10 years ago. He examined the work of Mr. SÖrensen; and then went to the cement men and examined their work, and reported at great length that coal dust was the ideal fuel for them, as they took the ash from the coal and sold it as cement. He reported that coal-dust firing could not be made economical in reverberatory copper smelting, and his reasons were that a blanket of nonconducting material would cover the charge in a short time and insufficient heat would reach the charge proper, and we would have floaters over all our furnaces. The flues would be stopped by the dust that did not settle on the charge. We accepted that until our Irish friend got busy and showed us how to do it. Then we built a furnace which we thought was a slight improvement over Mr. Browne's. We put railroad tracks over our furnaces to draw the charge to the furnace. We had

The library of the above-named Societies is open from 9 A.M. to 10 P. M. except on holidays. It contains about 70,000 volumes and 90,000 pamphlets, including sets of technical periodicals and publications of scientific and technical societies. Members of the Institute, with few exceptions, are forced to spend a portion of their time in localities isolated from sources of information. To these the Library, through its Library Service Bureau, can render valuable service through correspondence; letters requesting information will receive especial attention. The Library is prepared to furnish references and photographic copies of articles on mining and metallurgical subjects; to determine the existence of mining maps, and to furnish general information on the geology and mineral resources of all countries. All communications should be made as definite as possible so that the information received may be what is desired and not include collateral matter which may not be of interest. The time spent in searching for such collateral matter will be saved, and the information will be sent more promptly and in. more usable shape.

THE formation of slip bands in crystalline solids undergoing plastic deformation has recently been treated as a problem of nucleation and growth.1 A simplified theory was developed and shown to be qualitatively consistent with certain experimental observations reported in the literature, such as the frequent failure of slip bands to traverse the entire crystal, the effect of specimen diameter and temperature on the yield stress, and the occurrence of incubation periods in the deformation of suddenly loaded crystals. The theory further predicts the appearance of transients in the rate of strain of a crystal when the applied stress is suddenly changed from one constant value to another. A transient consists of a discontinuous change in the strain rate followed by a gradual approach to a steady-state value. Such transient behavior apparently has not been recognized in previous experimental work. The preliminary experiments reported in the present paper were undertaken to confirm the existence of the predicted transients and thus to determine whether a more detailed treatment of the nucleation theory of slip might be theoretically and experimentally fruitful. EXPERIMENTAL PROCEDURE A simple creep apparatus was assembled as shown in Fig 1. Very little insulation was used on the furnace in order to facilitate rapid changes of temperature. Temperature was measured with a thermometer placed in the center of the furnace and was [ ] controlled by adjusting the Variac setting. The specimens were cold-headed in split-cylinder grips. As our society grows in complexity, it becomes more urgently incumbent upon scientists and engineers to bring their experience to bear on the solution, not only of technical problems, but also on socio-economic difficulties. It is to this field that I have directed a large part of my energies. Raw Materials Basic to the Economic Process There are certain premises, frequently overlooked, which bear emphasis. As economics concerns the production, distribution, and consumption of goods, so our whole society is based on raw materials. Without the basic extractive industries of agriculture and mining, there would be no economic problems with which to deal. This principle has been expressed as: "All productivity is based on three factors: (1) natural resources, whose form, place, and condition are changed by the expenditure of (2) human energy (both muscular and mental), with the aid of (3) tools."*
