Section 317(e) of the Federal Coal Mine Health & Safety Act of 1969 directed the Secretary of the Interior to prepare standards under which all working places in a mine shall be illuminated by permissible lighting while persons are working in such places. Section 317(e) further provides that such working places shall be illuminated within 18 months after such standards are promulgated. In accordance with this section of the Act, there was published in the Federal Register for December 31, 1970, a notice of proposed rulemaking which prescribed the illumination to be provided in the working places of underground coal mines. In light of written comments, suggestions, and objections to this proposed rulemaking, the proposed standards were withdrawn and reproposed in the Federal Register for Wednesday, October 27, 1971. In light of further comments, suggestions, and objections, a public hearing was held on April 4, 1974, and standards were again reproposed and published in the Federal Register for April 1, 1976. Promulgation of the final lighting-standards &k place on October 1, 1976, which means that the underground coal mining, industry must comply with face illumination requirements by April 1, 1978.

As mentioned previously, the first proposed rulemaking for illumination of underground coal mines was published in the Federal Register on October 27. 1971. In early 1972, Consolidation Coal Company (Consol) and the United States Bureau of Mines agreed to a cooperative study of underground face illumination: Consol felt that expertise is this field would become increasingly important. Consol's initial efforts in illumination were aimed at investigating practical lighting systems for underground face equipment. We were concerned with installing unobtrusive lights which provided sufficient face illumination for safety, but at the same time were readily maintainable, electrically reliable, and physically sheltered from damage. We believe that our initial lighting systems did provide sufficient face lighting for safety, but because only prototype components were available for field testing, the resultant poor system reliability and maintainability necessitated drastic improvement before face lighting could become practical. Final Lighting Standards Deem Early Lighting Installations Out Of Compliance On April 1, 1976, the Federal Register contained the final version of the illumination standards (as they were later promulgated in October). When these illumination regulations and measurement techniques were defined and measuring instruments were available, Consol checked their lighting systems underground and determined that the systems were not in compliance with these final illumination standards. More Lighting Hardware Added In An Attempt To Achieve Compliance. After determining that all of our face lighting systems were not in compliance, we began adding additional lighting hardware in order to meet compliance with published regulations. Unfortunately, to date, we have not been able to meet compliance with practical lighting systems. We have determined from our field installations that the required additional lighting hardware, (to meet compliance) with its increased vulnerability and decreased reliability, renders the lighting systems impractical, if not impossible, to reasonably maintain. Our attempts to provide 0.06 footlamberts have also produced adverse operator reaction to the glare and to illumination systems in general. BCOA Members Ask MESA To Demonstrate Practicability Of Compliance With Regulations Industry concern about meeting the impending lighting regulations was mounting, and in May of 1976 a meeting between MESA and BCOA members was held to discuss lighting compliance problems. At this meeting, BCOA offered to work cooperatively with MESA in testing the practicability of various lighting systems mounted on underground mining equipment. Field tests were to be conducted by United States Steel Corporation, American Electric Power Service Corporation, and Consolidation Coal Company. The purpose of this underground field testing was to develop capability to provide adequate face illumination in a safe, workable manner which would not detract from efficiency of operation. BCOA members involved in this cooperative study were to submit necessary machine drawings, sketches, etc. to MESA in order that MESA could perform a "black-box" study and specify the type and location of luminaires to be installed on the test machines. MESA was confident that they could specify lighting systems that would be in compliance and would be practical so as not to detract from efficiency of operation. Consol was first to install lighting hardware under the BCOA/MESA cooperative agreement. As per MESA specifications, Control Products HgV luminaires were installed on a Joy 2BT-2H boring machine at the Williams Mine of Northern West Virginia Region. As of mid-October, 1976, Consol had approximately eight weeks operating experience with the lighting system on this boring machine underground and had drawn the following conclusions: The lighting system installed at Williams Mine (1) does not meet compliance with lighting standards as originally proposed by MESA, (2) does not provide illumination in a safe workable manner, and (3) will detract from efficiency of the mining operation due to operational delays. Although Consol has rearranged lights on this boring machine in an attempt to reduce operator objections, a practical lighting system which is "in compliance" has not been arrived at as of this writing.

High tension belt conveyors are generally those installations involving very long centers, high lifts, or drops, in which the belts are stressed up to their maximum tension values, and further, where the belt construction provides tension capacity far beyond what is possible with conventional belt constructions. With these high tension installations, the magnitude of the forces involved demands careful refinement of accepted design practice in order to achieve optimum balance of all factors.

WHEN I was a boy, political economy was taught in the old fashioned New England high school that I attended. I still possess my text-book, an abridgment of one of the old classics, and, I referred to it a few days ago. It began with the definition that "political economy is the science which investigates the' nature of wealth, and the laws which govern its production, exchange and distribution." That definition of 50 years ago strikes me still as being a good one. In college I sat under Francis A. Walker, the greatest of American economists. I still have his old text-book, which begins with substantially the same definition as Fawcett, but adds that "political economy has to do with no other subject, whatever, than wealth." As so developed economics was a dry study which captivated but few. It was characterized as the dismal science. It seemed to lead nowhither. . This was perhaps due to the inadequacy of the data available to economists. Consequently, their discussions and deduc-tions were founded largely on conjecture and assump-tions. Naturally this resulted in differences in the formulation of doctrines. There were controversies respecting the nature and influences of money, over the derivation of wages, over the principles of laissez faire (letting things take their own course) over the Malthusian doctrine, and so forth. Amid all this there was one great fundamental law universally recognized, namely the law of supply and demand, which ranks with the law of gravitation and the law of the conservation of energy among the great fundamen-tal laws of nature. The law of supply and demand is the one thing in economics upon which we may fix our eyes as upon the lode star. In the course of time we have fallen out of agreement with Walker's doctrine that political economy has to do with no other subject than wealth. Although it is indeed the science of the production and distribution of wealth we can see that many things pertain to that subject and that economics links hands closely with engineering, biology, and psychology. INTRODUCTION Rock mechanics theory needs to be applied to solve ground control problems, but in the final analysis the mining method and equipment which is used will be those which solve problems in a practical manner. Equipment and its inherent productivity and safety as supplied as "off the shelf" items by manufacturers often dictate the size of mine openings. Operators may tolerate falls of ground and associated hazards if productivity and safety problems are not too severe. In this whole process the costs of mining finally dictates just what system will be employed and what equipment will be used. True solutions to ground control problems sometimes require that the mine operator step back and totally rethink his problems. The true cost of accidents are often missed and hidden in overhead costs. Losses in production and accompanying profit are not fully considered, false economics, such as using inappropriate roof support devices, are undertaken at times when using the most expensive devices to totally eliminate accidents may be the best overall solution. Automation to remove the worker from the hazard area is often over- looked as the initial capitol expense to apply it may be high. Cooperation between mine engineers, mine operators, safety personnel, equipment suppliers, and government inspectors, both state and federal, is required to reach workable solutions that best meet the goals of all parties.

The meaning and the utility of redox potential (Eh) measurements in sulfide flotation systems are examined. Since some preliminary plant Eh and laboratory flotation data were available, experiments were made to establish the pH range at which a platinum electrode might be used for such measurements without much difficulty in aerated systems. Triangular wave voltammetry was used to study the surface conditions of the electrode immersed in pyrrhotite suspensions at different pH. The measured Eh both at the plant and the laboratory is interpreted in terms of the experimental water-oxygen line.

FULLY 60 per cent of the serious and fatal accidents in Maryland coal mines are due to falls of roof and side. Usually, the victim of the fall sustains a broken back, sometimes not only the vertebrae being fractured but the spinal cord also being severed. When the spinal cord has not been severed and yet the vertebrae have been broken or injured, it is often possible to rehabilitate the victim of the broken back. - Such accidents are classed as Permanent Total and the victim receives a certain compensation from the State Industrial Accident Commission; sometimes the amount is awarded in a lump sum, but usually it is paid weekly. When the amount allotted to the victim of such an accident has been expended, either in a lump sum or weekly payments, the victim of the accident is dependent on public charity. Some efforts have been made to physically rehabilitate the victims and make them at least partly self-supporting before the expiration of their compensation payments. The State Industrial Accident Com-mission has done some of this rehabilitation. The Maryland Bureau of Mines, in cooperation with R. C. Thompson, Supervisor of Vocational Rehabilitation, State Department of Education, and his assistants, has, through an informal cooperative arrangement, placed several of the victims in hospitals in Baltimore for treatment. Six years ago, through the efforts of the Maryland Bureau of Mines, a dozen or more broken-back victims were examined by an orthopedic surgeon and report was made to the Bureau regarding such cases and the possibility of their rehabilitation. This paper details the result of such examinations.

This paper deals with the responsibilities of an operating geologists and the relationship of operations to exploration. It should be of interest to those soon to enter the profession, those new to mining geology and as a review to more experienced geologists. Subjects discussed include detailed geologic mapping, sampling, core logging, assaying, selection of proper map scale, posting geological and assay data, section preparation, identification of ore controls, delineation of development drill targets and geologic hazards, models and the very important topic of salesmanship. Methods and ideas, proven valid in vein, pyrometasomatic replacement and porphyry copper deposits are presented. Hopefully, these will smooth the path for new members of our profession.

The method of determining moisture percentages in coal has been defined as purely empirical. The procedure, as defined, has been published in the U.S. Bureau of Lanes technical papers and approved by the American Society of Testing Materials but deviations from this established procedure are common in most commercial and private laboratories. It is not within the scope of this paper to discuss the deviations in common practice but rather to give a detailed account of the method in use in the laboratories of the United Electric Coal Companies. In general, moisture values are presented as surface moisture and, for lack of a better term, inherent moisture. The formula for adding them together to give total moisture is common knowledge. In practice, on high-moisture bituminous coal, it has been found that the line of demarcation between surface and inherent moisture is very indefinite, the inherent moisture being so loosely held that it is released far beyond its natural limits when the prescribed method of the A.S.T.M. for determination of surface moisture is followed. This is shown in Table 1 for two typical washed coals from Illinois.

THE problem of increasing output and decreasing percentage of rejections is a vital one in the manufacture of steel of any kind. The making of basic open-hearth steel for use in rolled steel wheels, tires for locomotive and car wheels, and forgings of various kinds, is a highly specialized industry. The increase in weight of railway rolling stock of all kinds, and the high speed that the public demands of transportation facilities, make it imperative that steel for use in this class of material shall be of the highest quality obtainable. During the past few years it has been the writer's good fortune to have opportunity-to study the defects in basic open-hearth steel, and also the results obtained by various changes in open-hearth practice, on such defects. The opportunity for study and the details available are rarely found in the manufacture of steel of any kind. It seems reasonable to assume that many of the results determined here can be applied to the production of steel of other types with a decided improvement in quality, a decrease in the percentage of rejections and an increase in output. All of the material described is basic open-hearth steel with the following range of analysis: carbon, 0.50 to 0.85 per cent.; phosphorus and sulfur, 0.04 coax.; silicon, 0.15 to 0.35; manganese, 0.50 to 0.75. All of this material is bottom-cast, therefore tapping and pouring temperatures are higher than in top-cast production. Ingots used in this type of work are of standard length with varying diameters. The ingot is known as duodecagonal, or twelve-sided. The standard body length is 88 in. and the hot top length, 14 in. Fig. 1 shows a typical ingot of this type. The diameter varies from 13 to 30 in. Ingots for special forgings, which cannot be made in molds of standard size, are made in molds of various sizes and designs. These ingots are sliced cold, into blocks of various lengths, depending upon the weight of the forging to be made. Fig. 2 shows the ingot-after coming from the slicing lathe. Just sufficient metal remains between blocks to hold the ingot in one piece while it is being removed from the lathe; then steel wedges are inserted between the blocks and the blocks are broken apart. That our American civilization will have extensive postwar problems in such fields as economics, unemployment, and social adjustment is now well understood by all readers of the press and listeners to the radio. But precious little is heard from these sources regarding the impact of the war on education, though education is one of the fields where the effect of the war is going to be felt most-for youth is fighting the war. Unquestionably, serious educational problems will ;rise in the postwar period, challenging the best efforts of our educators. Most acute will be the problems at the college level of education, for it is this age group that will have had its educational process most thoroughly disrupted. The return of these students to our college and university campuses wiI1 bring about a new set of conditions which we might as well try to foresee and begin to prepare for now. To begin with, the average returning college student who has had his education interrupted by war service will certainly be more mature in both years and mental outlook, and possibly married. As a result he will want to finish his college education as quickly as possible. His natural action will be to shop around among the various schools of the country to see where he can get the most credit for work he has done or thinks he has done. It is just possible that what might impolitely be termed "dark - market" schools may arise to cater to his needs. These schools will not think of them- selves in this light, of course, but will be conscious only of a keen sympathy for the veteran student and an urgent desire to help him solve his pressing problems. A considerable number of American colleges are going to be pretty well impoverished before this present war is ended and unless some professional organization takes it upon itself to place this possible situation under supervision and regulation, we may well suffer a serious setback to the

FOR the last 20 years, geophysical methods have been in practical use. The results accumulated during this time have been broad enough to enable us to formulate some general rules for conducting geophysical surveys to the best advantage. It is a well established fact that electrical and magnetic methods have aided the geologist to outline bodies of ore, to differentiate between various types of rocks hidden from view and also to determine the thick-ness of the layer of drift that covers the bedrock. Fundamental require-ments for a successful solution of a geophysical problem is the existence of physical differences between the various formations under investiga-tion. If such conditions exist, our problem becomes a physical, mathe-matical and geological analysis of the effects of these differences upon the structure of an arbitrarily produced, or already existing, field of force. Experience has shown that reliable and consistent results in analyzing such fields of force are obtained only if: (1) the methods and apparatus used are scientifically sound and designed to provide information with a maximum amount of accuracy, reliability, sensitivity, simplicity and speed of operation, and (2) the interpretation of the results of such an investigation is guided not only by rigid mathematical rules but also by common sense, based upon sound geological knowledge and imagination. Today, a number of methods are based upon sound principles, are highly sensitive and are well suited for field work. The instrumental developments have resulted in self-contained instruments, which permit the determination of field ratios and intensities with great accuracy. Magnetic surveys have almost become standardized. The electrical methods, mostly based on the determination of potential-drop ratios, or electromagnetic field ratios, are built as bridge circuits and it is easy to determine amplitude, as well as phase relationship of the various electrical and electromagnetic fields.

There are some simple theoretical approaches to pillar design but they leave much to be desired. There are also more complex theoretical approaches, but at this time the most realistic approach is to go into the mines and observe and measure how real pillars are performing under real conditions; to allow the information thus gathered to ferment in our minds - then to project the behaviour of those pillars into our new designs and mining techniques, probably with no formulas at all. Examples, from half-a-dozen different mines, show how a simple- minded approach, through observation and measurement, led to changes in pillar design which often contradicted the textbook but made very significant contributions to mining safety, efficiency and costs. The good news is that we know a lot more about pillar design than we realize. We have, between us, looked at millions of pillars of all kinds, under all conditions, but we have overlooked what they are trying to tell us. We can take problem situations and turn them into opportunities and, in that way, become better stewards of the resources which have been given to us.

A continuous on-line particle-size analysis system for solid/liquid suspensions is described. The basic sensor utilizes a centrifugal principle to separate particles according to size, the resultant separation being measured by means of beta-ray attenuation. Results obtained when analyzing a variety of materials at sizes from 65 mesh (210 µ) to 20 w are discussed in detail. Accuracies better than 2% are demonstrated. The effects of particle specific gravity, and mixtures of materials of diverse specific gravities, are discussed from both a practical and a theoretical viewpoint. It is demonstrated that particle specific gravity has a minimal effect on the size reading obtained. This renders the instrument suitable for handling materials where the ratio of light to heavy component may change. The design of the first commercial installation of this instrument is described in detail. This installation will be capable of analyzing three streams in sequence, measurement at three particle sizes being effected on each stream.

THE major metal mine operations of the United States Smelting Refining and Mining Company in Utah are in the Bingham area. The Company also owns and operates metal mines in the Ophir district, twelve miles south of Bingham, and in the Tintic district, 28 miles south of Ophir. Operations of the Company in the Park City area have been idle since early in World War II. These mining camps, lying at moderate elevations, serviced by railroads, hard-surfaced highways, in close proximity to mills, smelters, cities and towns, fertile valleys, winter and summer vacation areas, and airports are probably as favorably situated as any mining camps in the world. THE Omaha District, Corps of Engineers, has been doing subsurface exploration work for a number of years, both by contract and with its own forces. Certain practices and procedures concerning the recovery of large diameter cores have been developed which will be described in this paper. GEOLOGY Most of the drilling to date has been in connection with structures on the main stem of the Missouri River above Sioux City, Iowa. A wide variety of subsurface conditions has been encountered. The bedrock formations appear in regular order from the oldest to the youngest, traveling upstream; or in other words, the general regional dip is to the northwest. The oldest formation is the Carlile shale, a compaction or noncemented waxy shale of Cretaceous age. Because of its uncemented, soft nature this shale has a tendency to grind or wash away when drilled. It also has a tendency to rebound or expand when the overlying pressures are removed. A 25-ft bed of sharp, friable sandstone called the Codell member is present near the top of the Carlile shale. This member is a cemented sediment, but in drilling, many of the sand grains are broken loose and exert extensive abrasive action on the core barrel and bit. Above the Carlile shale is the Niobrara chalk, a soft calcareous deposit with shaly horizons and some thin beds of bentonitic clay. The average thickness of this deposit is about 145 ft. It is soft enough to be sawed or bored with ordinary woodworking tools, yet is compact enough to be used as building block. The Pierre shale, the formation above the Niobrara chalk, is over 800 ft in thickness and is the most widespread material in the area. It is a dark colored, compaction shale containing numerous thin bentonitic clay seams and at certain horizons, hard manganese concretions. The shale has numerous faults and in addition, along the valley walls, has undergone considerable - slumping. Joints, fault planes and slickensided surfaces are common features encountered in drilling and add to the difficulties of high core recovery. East of the Missouri River the bedrock is generally covered with from 100 to 200 ft of glacial till, composed of clays, silts, sands, gravels and boulders. The valley itself is filled with alluvial deposits, mostly of the sand and gravel sizes, and contains a buried preglacial or interglacial channel over 100 ft in depth. The overburden deposits require sampling in connection with engineering studies and must also be cased before the underlying bedrock can be cored. The diameter of the required overburden samples can thus have an indirect effect on the size of core recovered from the bedrock. This paper describes the development and implementation of the control system in the flotation plants of China. The control system can be categorized as: Control in the crushing circuits: Automatic control of the flow rate of the crusher. Control in the grinding circuits: Control of the feed rate of the grinding mill and circulating load. PSM-200, an indigenous particle size monitor, and gamma-ray density gauges are utilized. Control in the flotation circuits: pH control, flotation reagent dosage estimation and control, pulp level control, aeration control, etc. Complete grinding-flotation circuits control is based on minicomputer operations. Some typical control systems which have been applied in copper flotation plants are summarized and specific problems discussed.

Every 12 minutes, a cable operated skip car appears from beneath the desert surface of Arizona's Papago Indian Reservation. The Papagos have become quite used to the car, particularly those whose paychecks depend upon its regular appearance. The 24-ton capacity skip or tramcar hauls copper ore out of the North Decline of Hecla Mining Company's new mine about 30 mi south of Casa Grande. While there's nothing particularly glamorous about the skip itself, the railroad system upon which it travels is interesting because of the unconventional way it was built.
