Today, I want to challenge this audience by charging each of you to be a greater manager and superior engineer to manage and engineer our way through the 1980's and profitably overcome all the present and proposed government regulations. May of the present and proposed regulations will tax you and your company's management and engineering to the brink of physical and monetary exhaustion, but I believe we can succeed and coal can be America's answer to her hungry energy needs. To put our 1980's challenge into perspective, I want to give two great challenges we must overcome. First - We must improve on our process of compliance to new government regulations in the technical and equipment end of our industry. The Lord said, "Let There Be Light". MSHA said, "Let there be light in underground coal mines". Since that time, we have lived through an unmanageable and tremendously costly period of compliance.

Construction of a pump station, consisting of an inlet chamber, wet well and pump chamber, required excavation to a depth of 9.7 m (32 ft) below ground surface and more than 7.6 m (25 ft) below the ground water table in a rural, but rapidly developing part of southern New Jersey. Private houses are located [ ] within a few hundred feet of the pump station that use shallow wells for water supply. The pump station design anticipated support of the entire pump station on shallow foundations bearing directly on the underlying natural soils. However, during construction, uncontrolled ground water flow caused ground loss and damage to the bearing qualities of foundation soils. As a result, remedial repairs were required including support of the pump station on drilled pile foundations and releveling of the pump chamber that had settled. This case study is an example of where a poor understanding of the significance of upward flowing ground water had a major impact on the cost of construction. Anticipated subsurface conditions The pump station layout is shown in Fig. 1 with the locations of two borings made prior to construction superimposed. One of the borings was located within the footprint of the deep wet well excavation. Generally, this is not advisable where a deep excavation is required below the ground water table. This is because there is a history of projects where ground water seepage, or pressure, has broken out into an excavation through an ungrouted borehole and compromised the integrity of foundation soils. Logs of the borings did not indicate that the borings [ ] were grouted upon completion.

The today status of air pollution control legislation and regulations can best be described as an exaggerated state of environmental limbo. The '70's began but one and one-half months ago yet it already has been very appropriately named "the decade of the environment." This certainly will be the decade for new legislation - new regulations and hopefully "Clean Air." Already Washington is faced with legislators playing "pollution politics" to the crowds. Students have redirected their efforts from Vietnam to the cleansing of the environment and everyone including the man on the street has become an environ¬mental expert. This is the decade we all face, but where are we today? Pollution is not a new problem. It has been with us for centuries and while much is left to be done, much has already been accomplished. I will try to make some comparisons of what I believe to be the good and bad points in the national air pollution control picture and hopefully will generate within each of you sufficient concern as to which comparisons are sound.

Although the number of operating longwalls in the United States (approximately 100) has remained relatively constant over the last five years, longwall production levels have significantly increased and in some cases more than doubled. As a result of this production increase, control of respirable dust continues to be a problem. Therefore, the Mine Safety and Health Administration (MSHA), Pittsburgh Health Technology Center, Dust Division, initiated a study to investigate the availability and adequacy of technology for controlling dust on longwall mining operations. The study involved 23 longwall mining operations in three different Coal Mine Safety and Health Districts. Each operation was visited for a full shift. Respirable dust samples were collected on face personnel and at fixed locations along the face. Methods being used to control dust were noted, with special emphasis placed on obtaining quantitative data relative to ventilation, headgate dust controls, cutting drum sprays, external machine sprays and cutting sequence. Attempts were made to correlate dust control practices in place at the time of the visit to dust concentrations measured at the tail and on the tail shearer operator and to the average of all the dust concentration measurements from the occupations sampled. The methods used to control dust were also compared to the gamut of methods known to be available. This paper presents a discussion on the effectiveness of the methods being used to control dust and on the availability of technology for the control of dust on longwall mining operations.

"The U.S. National Institute for Occupational Safety and Health completed a 15-month study at an underground limestone mine crusher booth that evaluated three research parameters: (1) the effectiveness of a filtration and pressurization system for improving the air quality inside the operator booth, (2) the relative effectiveness of ? > 99 and ? > 95 experimental prototype filters in the system, and (3) the performance of three different cab pressure monitoring devices. The protection factor was quantified monthly using particle counters in the respirable dust range of 0.3 to 1 µm particle size, and gravimetric dust samples were gathered at the beginning and end of the overall study. Under static (closed-door) conditions, the filtration unit offered a gravimetric calculated protection factor between 10 and 31, depending on the filter type and loading condition. The monthly particle counting analysis shows that the ? > 95 filter offers a protection factor nearly five times that of the ? > 99 filter, where n = 15 samples. The booth pressure monitors were tested and proved to be a valid indicator of system performance over time. IntroductionDesigned and installed correctly, enclosed cabs, operator booths and control rooms offer mine workers protection from noise and physical hazards, such as flying rock and debris, as well as a more comfortable environment in regards to temperature and humidity (Organiscak et al., 2016). While it is easy to quantify the operation of a cab’s air-conditioning unit by measuring the temperature, or observe whether the cab offers protection from flying debris, it is somewhat more difficult to quantify its performance in reducing respirable dust hazards.The U.S. National Institute for Occupational Safety and Health (NIOSH) has been conducting applied research to improve the air quality inside the enclosed cabs of mobile equipment, resulting in the mathematical modeling of enclosed cab filtration systems (Organiscak and Cecala, 2008). The same principles that govern the performance of filtration systems on mobile equipment are applicable to stationary enclosures such as operator booths and control rooms (Noll, Cecala and Hummer, 2015). While stationary enclosures are similar to mobile cabs, the work area can be significantly larger. Workers in booths and control rooms also tend to stay within the enclosure for a greater percentage of the day as opposed to workers on mobile equipment who enter and exit frequently."

This article offers one of the infrequent looks at Chinese mining. It includes a brief review by Parrish of a tungsten symposium held there and his comments on and impressions of the mines he visited. In early Oct. 1981, a Symposium on the Geology of Tungsten was held in the Peoples Republic of China. There were approximately 100 participants. Half of them were Chinese. The remainder included representatives of the United Nations, geologists from other nations in Southeast Asia, and 10 invited specialists from other countries. The invited guests included K.F.G. Hosking of the Camborne School of Mines, United Kingdom; C.S. Hutchinson of the University of Malaysia; K. Mattson of LKAB Int. AB, Sweden; T. Kwak of Latrobe University, Australia; K. Sato and S. Ishihara of the Geological Survey of Japan; M. Clarke of the Department of Mineral Resources, Indonesia; P. Bateman of the US Geological Survey; and the author. R. Horsnail of Amax was also invited but was unable to attend because of delayed visa clearance. The meeting was noteworthy because the Chinese were presenting more than half the papers. In addition, following the formal session, everyone was taken to the famed Jiangxi tungsten district and toured four mines there. Organization and Background The idea for a symposium on tungsten geology was brought up in late 1979 during a visit to China by the Economic and Social Commission for Asia and the Pacific (ESCAP) and, in particular, by members of the Regional Mineral Resources Development Centre (RMRDC) of the United Nations. Discussions continued and in the spring of 1981 invitations were sent to selected geologists throughout the world. China's Ministry of Geology handled arrangements, scheduling, and logistics. Travel to China and all correspondence before the symposium were coordinated by the Bandung, Indonesia Bureau of RMRDC. All costs in China were met by the Peoples Republic of China. Airfares and "per diem" enroute for participants were paid by respective governments, sponsors, or individuals. On Oct. 10, visiting participants entered China from Hong Kong. The author and a few others traveled by train to Guangzhou (Canton). Most of the group flew in the next day. The entire group was then taken to Nanchang, traveling by sleeper train and arriving on Oct. 11. The symposium group stayed at the Kiangsi Hotel, where the meetings were held. Meetings Oct. 11 was a day of orientation and rest. The group was taken to an art museum and treated to a Chinese opera movie. The formal meetings began on Monday, Oct. 12. Simultaneous translations aided presentations, though more than half the Chinese speakers delivered their talks in English. The acoustics and sound system were excellent, and the Chinese provided 35-mm and overhead projectors. There was no screen, however, and the yellow, painted wall that was used detracted from projection clarity. In general, the Chinese papers were detailed, thoughtful, and professional. Some, naturally, were stronger than others. Taking them as a unit, one derives the following sequence to the Chinese approach to tungsten exploration: (1) Geologic investigations with mapping at a scale of 1:200,000 accompanied by only minor geochemical or geophysical work. (2) Geophysical investigation with regional gravity and magnetic surveys directed toward identifying deep, tectonic systems and seeking granites in thick, crustal environments. The Mine Safety and Health Administration?s (MSHA) Roof Control Division (RCD) collects a variety of geological and engineering information pertaining to mining conditions in surface and underground mines throughout the United States. Recently, lineament analyses, trends of geologic structures, and inferred stress directions based on mapping at mines with problematic ground conditions, have been integrated into a GIS. The incorporation of different kinds of information into the same geographic coordinates and map projection, placed on digital geologic maps, allows site specific data to be evaluated in a regional geospatial context, identifying trends in the orientation of horizontal stress or patterns of structural geologic features. As more information is collected, the GIS will evolve as a tool for district- and basin-wide evaluations of controls on ground instability, and may evolve into a predictive tool for some kinds of geologic hazards. In addition to the geologic and geotechnical evaluations, the GIS also serves as a searchable database of previous mine investigations. The database can be searched for a variety of criteria, and the results displayed in real geographic coordinates to find the locations of previously visited mines or to evaluate mine fatality and injury data. This not only allows old reports to be found, but also places the information in a geospatial context with respect to neighboring mines or geographic areas. The GIS also has the capability to serve as a digital mine map repository, where maps can be stored in digital, georeferenced format for display in relation to each other and various themes of interest. This allows evaluation of multiple seam mining interactions and proximity to other mines, and on a national level could serve as an abandoned mine map database.

Signal processing is a major challenge for In-Seam Seismic (ISS) technique. Fourier Transform is an important tool for signal processing such as frequency analysis. However, for ISS signal, localized information, especially time-frequency localization is even more important. Wavelet Transform (WT) provides another approach to study the signal as a function of frequency and time. The objective of this paper is to demonstrate the application and advantages of WT to seismic signal analysis. Both transmission and reflection signals from coal mine void detection experiments are analyzed. The results illustrate that WT appears to be a powerful and convenient method for the in-seam seismic signal processing.

It is easy for a coal spokesman to relate to the theme of this meeting--that the decade of the 1970's is pivotal for the mineral industries. For the coal operator, this period is crucial. The coal industry, according to most energy forecasters, must gear its production machinery to meet a sharp rise in the demand for coal--in this decade to sustain inevitable boosts in electricity output, and in the next to start supporting a big new domestic synthetic fuels industry that is already in the formative stage. The logic of that projection flows from a combination of hard circumstances--proved reserves of domestic fluid fuels are dwindling, the hope for bountiful and cheap nuclear power must be indefinitely deferred, and the threat of long-term fuel imports to the national interests is becoming starkly visible. Only coal, with its assets of abundance, security and versatility, offers the nation an adequate and immediate lift out of its current energy crisis. A hard-won expansion of coal production made the critical difference between local power load-shedding and major area blackouts in 1970, the year the energy crisis went public. Coal will have to play that same key role, not just through this pivotal decade but through the turn of the century. But the logic of fuel demand apparently does not always extend to supply. The coal industry has had a huge production job laid out for it by the energy statisticians, but up to now the energy policy-makers have not followed through with the aids and inducements that the coal operator urgently needs to do that job well and completely.

"The Sanitation Districts of Los Angeles County is planning to construct a new, approximately 7-mile-long (11.3 km) effluent outfall tunnel to be excavated by TBM and lined with precast concrete segments. Anticipated net operating pressures within the tunnel are expected to approach 3 bar. To counteract joint opening and exfiltration leakage, an approach has been investigated to post-tension the precast concrete tunnel lining with steel tendons. The tunnel alignment crosses several seismically active fault zones, at which installation of steel pipe is proposed as a secondary inner lining to mitigate potential offset displacements. This paper discusses the tunnel lining design approach and methods used to address these unique challenges.INTRODUCTION The Sanitation Districts of Los Angeles County (Sanitation Districts) is planning to construct a new 18-foot-diameter (5.5 m), approximately 7-mile-long (11.3 km) tunnel from the Joint Water Pollution Control Plant (JWPCP), located in the City of Carson, to the existing White Point outfall manifold structure at Royal Palms State Beach (RPSB) (Figure 1). The project is part of the Sanitation Districts’ Clearwater Program, which will improve overall system reliability through the repair and replacement of the existing aging infrastructure. The existing system includes two 6-mile-long (9.7 km) tunnels, 8- and 12-feet in diameter (2.4 and 3.7 m), and four ocean outfall pipes with a maximum capacity of approximately 675 million gal/day (MGD) (2.6 billion L/day). Addition of the new parallel tunnel will increase overall capacity to accommodate peak wet weather wastewater flows of up to 1,262 MGD (4.8 billion L/day) and will allow inspection and repair of the existing tunnels. The new outfall tunnel will be excavated using a pressurized face tunnel boring machine (TBM). Shafts at the north (JWPCP Shaft) and south (RPSB Shaft) ends of the proposed alignment will connect the tunnel to the existing wastewater treatment plant and existing ocean outfalls manifold and during construction act as launch and receiving shafts for the TBM. The tunnel will be excavated from north to south as a single heading."

We studied yttrium extraction from untreated zircon sand processing waste tailings. Xenotime mineral as the rare earth element source with an abundance of yttrium (REY) was detected in sufficient grade for extraction. As much as 9.03% yttrium exists in zircon tailings (analysed by X-ray fluorescence spectrometry). The presence of yttrium was confirmed by X-ray diffractometry in xenotime minerals, which are yttrium carriers (Y-PO4). The purpose of this research was to determine the effect of leaching conditions on yttrium recovery from zircon sand after alkaline fusion treatment. Alkaline fusion was chosen to decompose phosphate into hydroxide in the xenotimemineral,which will reduce further required hydrometallurgical processing.Alkaline fusionwas carried out for 3 h at 450 °C, with a ratio of sodium hydroxide to zircon tailings sand of ~ 1:1. The alkaline fusion product was leached with water, followed by hydrochloric acid treatment to leach the yttrium. Yttrium recovery reached 87% under optimum conditions (60 °C, 1MHCl, and solid-to-liquid ratio = 1/10 for 7.5 min). A suitable model for yttrium dissolution with hydrochloric acid was diffusion through a solid particle ash layer. The calculated activation energy (EA) for this model was 20.21 kJ/mol.

Completion of a railroad to the high Tibetan Plateau in Central China has now made it economical to exploit its mineral reserves. Lead and zinc mines are now being established. A potash plant to produce 40,000 tons per year KC1 is now in operation. Plans to produce 200,000 tons per year by 1987 are being implemented. Pilot drilling for oil and natural gas have proved up reserves. Slaughter houses are being constructed to ship yak, mutton and beef from the endless grasslands on the plateau. Research Centers in Xining and Golmud have been completed for the sole purpose of increasing technology and exploitation of the Tsaidam Basin and surrounding area.

A 3-stage fluidizing bed process of chlorination, selective oxidation and sulfur chloride conversion was tested for processing of a chalcopyrite concentrate. It was found that the use of excess oxygen was essential to a stable operation in the oxidation reactor. The oxygen-excess gas will inevitably cause the oxidation of the sulfide concentrate in the chlorination and sulfur chloride conversion reactors. A new flowsheet is proposed to separate the chlorination and the selective oxidation steps with separate flow paths of the fluidizing gases, thereby preventing the passage of oxygen-excess gas in the chlorination and sulfur chloride conversion reactors. The feasibility of the proposed flowsheet was demonstrated in a laboratory-scale fluidizing bed setup.

Tailings transport system design is generally based on identifying the minimum and maximum process boundary conditions for pump selection and pipeline sizing. The approach is robust and well-proven. However, the approach has the potential to skew selections to operating scenarios that have a very low likelihood of occurring, such as the combination of high solids throughput and low tailings solids concentration. The approach can result in a tailings transport system design that is overly conservative. A probabilistic method-based approach captures the independent variability of design inputs and the combined likelihood of outcomes. This approach identifies the process conditions that have the highest likelihood of occurrence and are most applicable to equipment and pipeline selections. An outline of a probabilistic-based approach to tailings transport system design and the resulting selections is provided in this article. The probabilistic-based system design is compared to the outcomes from the traditional approach. The benefits and challenges to this approach are discussed and recommendations for utilizing this approach for tailings transport system design are provided.

A water balance model with deterministic and stochastic components was developed and used for the Gilt Edge Mine Superfund Site, South Dakota, to evaluate risks of contaminated runoff discharging to surface waters based on assumed water treatment plant (WTP) rates for different remedial alternatives. The objectives of the modeling were to use a stochastic approach for analysis of precipitation based on historic records, and for probabilistic estimation of annual and monthly runoff from primary disturbed/mining activity areas that currently requires, or will need, treatment at the WTP, water storage and changes in a major pit, and risk of contaminated water bypass of the WTP to a downstream drainage. Subareas/source areas generating contaminated runoff requiring treatment were delineated. A simple water balance model was used based on precipitation inputs and evapotranspiration and groundwater losses. Annual and monthly precipitation records for Lead, South Dakota were used to estimate precipitation at the mine site. A lognormal distribution was estimated for monthly precipitation. The stochastic software package/Excel add-in “@Risk” was used to generate random monthly precipitation values using a Monte Carlo method based on the distributions. The average annual and monthly distribution of pan and lake evaporation, and groundwater losses were also estimated for the site. Stochastic outputs from the model for the end of each month and year included contaminated runoff requiring treatment, water storage in mine pits and the risk of WTP bypass given different assumed WTP rates. The probability of the time required to dewater the pits was also modeled.

One of the biggest challenges for the mining industry is, quite literally, how to the keep the equipment rolling. There is a limited amount of companies that manufacture the 4.2-m- (14-ft-) tall, 5,670-kg (12,500-lb-) tires needed for the haul trucks that are approaching the 362 t (400 st) pay-load class, such as Terex?s MT6300-AC and Caterpillar?s 797F. And, while these might be the most impressive tires, they are not the only ones that are in short supply. The shortage of tires has affected just about every kind of machine, and the demand for those tires has been extremely high for more than five years with no end to the shortage in site. American Tire Corp. (www.americantire.us) is one of the companies working to supply tires to the mining industry. It announced that the demand for its 1.6-m (63-in.) tires that have a zero failure history globally is great and that the company signed contracts worth more than $500 million at MinExpo. British Petroleum (BP, 2005), indicates that world reserves for oil to be 1198 billion barrels, for natural gas the equivalent of 1156 billion barrels of oil and for coal the equivalent of 3219 billion barrels of oil. If we take into consideration the mean aver-age annual increase in demand of the last three years for oil, 2.6%, for natural gas, 3.9%, and for coal, 6.6%, then their respective reserves? lifespan are calculated to be 27, 34 and 38 years. Without taking into account their annual increase in demand, lifespan increases to 38, 67 and 161 years respectively. Since zero increase or perpetual increase in energy demands on finite resources is unrealistic the selection of the most suitable energy commodity for power generation rests upon the law of supply and demand of each commodity. This defines its price hence its selection for the production of cheap electricity. When the ratio of supply to demand is less than one, peak production is achieved. Any further increase in demand results in price increase to quench its demand. The Association for Oil and Gas Peak (ASPO) has calculated that when oil demand exceeds 84 million barrels/day, Peak Oil Production will be attained thus prices will start to increase in order to even demand with supply. Correspondingly, Gas Peak Production is expected to take place when demand exceeds 9.1 or 10.2 billion cubic meters/day. Peak Oil production has been calculated to take place in the current year, 2006, while Gas Peak production is estimated to take place between 2020 and 2025 provided that gas will not cover the energy deficit created from the lack of oil otherwise Gas Peak production could arrive as early as 2010. The use of coal for power generation is considered a better alternative than oil and gas if new combustion technologies with an energy efficiency of 43%, Germany, and 47%, Denmark, are adopted. These not only extend the lifespan of coal reserves but reduce also CO2 emissions by 25% and 31%, respectively. In the very near future CO2 sequestration and fixation in deep geological strata will eliminate its emissions thus rendering the use of coal the cheapest feedstock for power generation.

Over the past few years, the use of fully grouted bolts to support the roof of underground openings has increased dramatically. While conventionally anchored bolts effectively reinforce the strata of over 80 percent of mine workings, the use of resin grouted bolts in areas of severe roof conditions has resulted in a substantial reduction in roof falls and an overall improvement in both safety and production. The Roof Control Group of Pittsburgh Technical Support Center, Mining Enforcement and Safety Administration, has conducted numerous field and laboratory investigations to isolate parameters which contribute to the effectiveness of both conventional and resin bolting systems. Specially developed strain-gamed resin bolts, compression pads and differential sag stations installed during the mining cycle have generated data reflecting the loading characteristics and resulting roof stability associated with each type of support. Additional investigations have produced optimum installation parameters of the two systems including the effectiveness of thrust/torque controls for conventional bolts and various bolt/ hole diameter combinations for fully grouted rods. Theoretical analyses, coupled with the actual field and laboratory findings and numerous installation observations have facilitated basic comparisons of the working mechanisms and failure modes of both resin and conventional systems.

Proper use of natural resources is multiple use. Underground space resulting from mineral extraction offers opportunities for deep geologic waste disposal (DGWD) which can solve many environmental problems. U.S. government projects plan to use specially mined excavations to dispose of radiotoxic and mixed waste. DGWD takes careful planning, technology transfer, and true partnership between waste generators and mine/repository operators. Using the experience, accumulated by domestic projects in preparation, and by foreign repositories in operation, U.S. mines can claim their rightful share of the growing market for DGWD.

Energold Drilling Corp. is a leading specialty drilling company servicing the mineral and energy sectors in the Americas, Africa and Asia. Energold specializes in mineral exploration in remote locations with limited infrastructure. Such locations require the smallest footprint possible going in, leaving as little or no evidence on their way out. Energold?s rigs can be transported by helicopter or manually on footpaths as narrow as 1 m (3.3 ft). They set up quickly and then are struck and packed out, with any sign of their presence quickly disappearing behind them. Energold has teamed up with Atlas Copco and its team of engineers in North Bay, Ontario to design small rigs capable of drilling to a variety of depths, as required for each project.
