Accident data indicates that mobile haulage poses a significant pinning, crushing, and striking risk. Proximity detection systems (PDSs) have the potential to protect mineworkers from these risks. However, unintended consequences of mobile PDSs can undermine the safety benefit they provide. Soliciting iterative user input can improve the design process. Users help provide a critical understanding of how mobile PDSs may hinder normal operation and endanger mineworkers. Researchers explored users’ perspectives by conducting interviews with mineworkers from seven mines that have installed mobile PDSs on some of their haulage equipment. Mineworkers reported that mobile PDSs affect loading, tramming, section setup, maintenance, and general work on the section. Mineworkers discussed the operational effects and increased burden, exposure, and risk. Mineworkers also suggested that improved task compatibility, training, logistics, and PDS performance might help address some of these identified issues. This paper also gives additional insights into mobile PDS design and implementation.

Methods from the tunnelling and pipeline industry provide a high flexibility in the planning of alignments, including versatile tunnel concepts and the installation of protective pipes with E-Power Pipe and Direct Pipe.

The reduction roast-ammonium carbonate leach-hydrogen reduction process for laterites has been under development by Sherritt Gordon for the past 20 years. The process can treat high iron or low iron laterites, with some process modification, and gives extractions of 88-93% Ni or 82-88% Ni, respectively. Five campaigns on a 1 tonne per day Pilot Plant and four campaigns on a 35 t/d Demonstration Plant have been carried out on laterite from three different deposits, and many other laterites have been investigated in the laboratory. The Marinduque Surigao Nickel Refinery in the Philippines was designed on the basis of this work. The process comprises roasting to selectively reduce the nickel and cobalt in the laterite, leaching the calcine in ammonium carbonate to dissolve the metals, recovery of cobalt by precipitation of a mixed metal sulphide, concentration of nickel from the carbonate solution by basic nickel carbonate precipitation and recovery of high purity nickel by hydrogen reduction of nickel from ammonium sulphate solution. Ion exchange has been developed as an alternative to BNC and for recovery of trace nickel from BNC barren liquor. Details of the development of some of the process steps through the laboratory to commercial plant are discussed. The process metallurgy has been confirmed in the commercial plant.

The largest TBM (Tunnel Boring Machine) tunnels are typically along modest slopes, but not always. Occasionally high slope angles are required beyond the capabilities of conventional open trough trailing conveyors. A 2019 project required a large TBM to ascend to an incline angle of 25°. A Sandwich Belt high angle conveyor could easily solve the high angle conveying problem but such a system must include all of the features of the conventional trailing conveyor, particularly the ability to extend with the TBM advance. The writer responded to the challenge and developed a TBM trailing Sandwich Belt high angle conveyor with all of the needed features. The invention (U.S.A. patents awarded October, 2021 and November, 2022) however goes beyond the 2019 project requirements and extends to any high angle incline. This writing first presents the broad Sandwich Belt high angle conveyor development, then its use in various construction and tunneling projects prior to this TBM Sandwich Belt trailing conveyor invention. Finally we present the new TBM Trailing Sandwich Belt high angle conveyor with all of its features and implications.

This study simulates the impact of a shale gas well casing breach near a longwall mine. Field studies are conducted to measure mining-induced permeability changes over the abutment pillar of a longwall mine, and a geomechanical model is developed in 3DEC, a three-dimensional numerical modeling code, to predict the aperture of fractures in the overburden at the study site. The predicted aperture values are used to determine mining-induced permeabilities, and the results are compared with the field measurements. These aperture values are provided as inputs into fracture flow code (FFC), which generates a stochastic discrete fracture network (DFN) model for the study site and predicts the potential shale gas flow to the mine. Results from 100 DFN realizations are statistically analyzed using the bootstrapping method to compensate for notable variation in fracture geometry. The results show a significant difference between the gas inflow for nearby panels due to increase in the induced permeability during mining of the second panel. The average gas flow to the mine was calculated as 4.72 × 10 m3/s (49 cfm) for a hypothetical breach at the Sewickley horizon during the first panel mining, 8.97 × 10 m3/s (19 cfm) for a hypothetical breach at the Uniontown horizon during the first panel mining, 2.16 × 10 m3/s (458 cfm) for a hypothetical breach at the Sewickley horizon during the second panel mining, and 8.07 × 10 m3/s (171 cfm) for a hypothetical breach at the Uniontown horizon during the second panel mining. Depending on the mine ventilation system, this could result in methane concentrations exceeding regulatory limits. Hence, these findings provide insights into the potential risk of an unconventional gas well casing breach near a longwall mine under shallow cover.

Coal workers’ pneumoconiosis (CWP), commonly known as black lung, is caused by the inhalation of respirable coal mine dust and is a disabling and potentially fatal lung disease with no cure. Historically, CWP has taken a tremendous human and financial toll in the US coal mining industry. Recent health surveillance data indicates that CWP continues to occur at elevated levels. Respirable coal dust exposure must be controlled to prevent the development of CWP. The Pittsburgh Mining Research Division of the National Institute for Occupational Safety and Health (NIOSH) conducts laboratory and mine-site research to identify control technologies that can be used to successfully reduce respirable dust levels. Various technologies, using multiple methods of control, can be applied in order to reduce dust levels. An overview ofCWP’s impact and a general methodology for controlling respirable dust in underground coal mines are discussed in this paper.

Despite a global slowdown in most mining sectors, Caterpillar, the world?s largest mining equipment maker continues to forge ahead with new, and improved offerings to the global mining industry. On Nov. 10, as part of its Loading and Hauling Mining Focus Session at its Tinaja Hills proving grounds south of Tucson, AZ, Caterpillar unveiled to customers and media its two latest mining products, the 994K wheel loader and 6020B hydraulic shovel. The Caterpillar 994K wheel loader builds on a nearly 25-year history of the 994 model but with one noticeable difference ? the 994K is bigger ? much bigger. Weighing in at 239,142 kg (527,218 lb) the 994 K is up to 20 percent larger and comes with up to 30 percent increase in payload capacity. This behemoth of a machine is currently being tested at Caterpillar?s Tucson Proving Grounds, Anglo Gold Ashanti?s Cripple Creek and Victor gold mine in Colorado and Taseko?s Gibraltor copper and molybdenum mine in British Columbia, Canada.

"There are few people more qualified to speak of the tumultuous times in the global mining industry during the past four years than Newmont Mining Corp. president and chief executive officer Gary Goldberg.Goldberg stepped into his current position in 2012, just before MINExpo 2012. Gold prices had hit record highs not long before that ($54.15/g or $1,856.40/oz on Sept. 8, 2011), expansions were happening around the world and the gold mining sector was still living in the glow of one of its longest upswings in history.That all changed between April 8 and April 15, 2013 when the price of gold dropped by nearly $200/oz ($46.27/g or $1,586.20/oz on April 8 to $40.45/g or $1,386.80/oz on April 15), putting an end to the decade-long mining boom and forcing mining companies like Newmont to re-evaluateeverything.Three years later, with the gold sector recovering, Newmont Mining is not only surviving but is thriving with a pair of mines coming online, Long Canyon in Nevada and Merian in Suriname. On Oct. 1, the Merian Mine went into production on time and more than $150 million under the initial development capital budget.Goldberg, who was one of the featured speakers at the opening session of MINExpo International 2016 on Sept. 26, also spoke with Mining Engineering about the previous four years and the future of the industry.“Mining goes through cycles all the time and gold is no different,” Goldberg told Mining Engineering when asked about surviving the downturn since 2012. “I thought it was important that we take a good methodical and steady approach across the business to determine what was the right thing to do and to set the business up to improve performance. Anyone can cut costs for the short term, but we set out to do it in a sustainable and reliable way. We created a program we call Full Potential to look for sustainable ways to reduce costs and improve productivity. That program has taken more than a billion dollars out of our costs since we implemented it 2013 and that shows up in our results. Our all in sustaining costs are down 28 percent and our productivity is up 39 percent.”During the downturn, Newmont restructured its business model, sold off some assets and created a leaner, more nimble operation. It has paid off with the addition of two new mines and the acquisition of another, the Cripple Creek & Victor Mine in Cripple Creek, CO.“The gold industry had not seen a downturn in 12 years. We had half a generation that had not experienced a downturn, so helping them through that in an organized way and keeping a view toward the long term throughout the downturn was important. We were one of the few companies that continued to invest in assets,” he said."

A large body of readily available Na-montmorillonite is present about 24km (15 miles) east of Fallon, Nevada. The clay is comparable to Wyoming Na-bentonite, but with somewhat less MgO and somewhat more Fe2O3 in its crystal structure. The physical and industrial properties of the Nevada clay are comparable to those of the Wyoming clay. The Na-montmorillonite is presently mined for use as hazardous waste barrier material and as a sealant for canals. It may be economically feasible to process the clay material for removal of impurities.

Vince Lombardi once said, "Practice doesn't make perfect, perfect practice makes perfect." When it comes to building a mine that will operate at the optimum level for the set of geologic conditions from which it was developed, Lombardi's remark might be paraphrased to describe the problem: planning won't guarantee the best possible mine operation unless it is the best possible mine planning. Any sacrifice in the best possible mine planning introduces the risk that the end results may not reach the optimum mine operation desired. This section addresses many of the factors to be considered in the initial phase of mine planning. These factors have the determining influence on the mining method, the size of the operation, the size of the mine openings, the mine productivity, the mine cost, and, eventually, the economic parameters used to determine whether or not the mineral reserve even should be developed. A little-known fact, even within the metal-mining community, is that room-and-pillar mining accounts for most of the underground mining in the united States. According to a 1973 study on noncoal mining (Anon., 1974), more than 76% of the producing mines [of over 1089 t/d (1200 stpd) capacity] produced approximately 70 000 000 t (77,000,000 st) or 60% of the nation's underground tonnage of material by room-and-pillar mining. That same year, 96.8% of the nation's under- ground coal mines produced 262 950 000 t (289,911,000 st) of coal extracted from room-and-pillar mines (Anon., 1976). Thus, nearly 333 000 000 t (367,000,000 st) of the United States' raw material is produced from mines using some form of the room-and-pillar mining system. Because approximately 90% of all mining in the United States is done by some variation of room-and- pillar mining, it is appropriate to give special emphasis to the effects of the various elements of mine planning on room-and-pillar mining. The relationship of these elements to other mining methods will become apparent as the elements are described in later sections herein. TECHNICAL INFORMATION NEEDED FOR PRELIMINARY MINE PLANNING Assuming that the reserve to be mined has been delineated with diamond-drill holes, the items listed in the following paragraphs need to be established with respect to mine planning for the mineralized material. Geologic and Mineralogic Information The geologic and mineralogic information needed includes the following: 1) The size (length, width, and thickness) of the areas to be mined within the overall area to be considered, including multiple areas, zones, or seams. 2) The dip or plunge of each mineralized zone, area, or seam, noting the maximum depth to be mined. 3) The continuity or discontinuity within each of the mineralized zones. 4) Any swelling or narrowing of each mineralized zone. 5) The sharpness between the grades of mineralized zones within the material considered economically minable. 6) The sharpness between the ore and waste cutoff, including whether this cutoff can be determined by observation or must be determined by assay or some special tool; whether this cutoff also serves as a natural parting resulting in little or no dilution, or whether the break between ore and waste must be induced entirely by the mining method; and whether or not the mineralized zone beyond (above or below) the existing cutoff represents submarginal economic value that may be- come economical at a later time. *7) The distribution of various valuable minerals making up each of the minable areas. 8) The distribution of the various deleterious minerals that may be harmful in processing the valuable mineral. 9) Whether or not the identified valuable minerals are interlocked with other fine-grained mineral or waste material. 10) The presence of alteration zones in both the mineralized and the waste zones. Structural Information (Physical and Chemical) The needed structural information includes the following: * 1 ) The depth of cover. 2) A detailed description of the cover including: the type of cover; * the structural features in relation to the mineralized zone; * the structural features in relation to the proposed mine development; and * the presence of and information about water, gas, or oil that may be encountered. 3) The structure of the host rock (back, floor, hanging wall, footwall, etc.), including: * the type of rock; * the approximate strength or range of strengths; * any noted weakening structures; * any noted zones of inherent high stress; noted zones of alteration; the porosity and permeability; * the presence of any swelling- clay or shale interbedding; the rock quality designation (RQD) throughout the various zones in and around all of the mineralized area to be mined out; the temperature of the zones proposed for mining; and the acid generating nature of the host rock. 4) The structure of the mineralized material, including all of the factors in item 3 plus: * the tendency of the mineral to change character after being broken, i.e., oxidizing, degenerating to all fines, recompacting into a solid mass, becoming fluid, etc.; * the siliceous content of the ore; the fibrous content of the ore; and the acid generating nature of the ore. The Mt Todd Gold mine is situated near Katherine in the Northern Territory of Australia. Commissioning of an 8 Mtpa processing facility incorporating a four stage crushing circuit, ball mills, flotation, concentrate regrinding, high rate thickening and CIL processing was commenced during late 1996. A 4.5 M tonne /annum crushing and heap leach facility was commissioned during late 1994, and was subsequently upgraded to a nominal 6 M tonne / annum circuit during 1995. Processing equipment used included primary gyratory, secondary cone and tertiary Barmac VSI crushers. Some of the features of that crushing circuit and heap leach facility were presented at the Randol Perth 95 conference by myself. The location is described as sub tropical with average climatic conditions including 1100 millimetres annual rainfall, predominantly during the December. to March wet season, and 3000 millimetres evaporation and maximum temperatures ranging from around 26 to 46 °C. The main gold occurrence at the Mt Todd site is the Batman deposit, with current published Reserves of some 60 Mt@ 1.20 g Au / tonne ( 0.0425 oz Au / ton ). The primary ore from the Batman deposit is an extremely competent greywacke and is very hard at an average Bond Ball Mill Work Index of26.5 kWhrs/ tonne. Other indicators include a Bond Impact Crush Work Index of 20 kWhrs I tonne, an Abrasion Index of 0.15 and Ultimate Compressive Strength values of 100 - 200 MPa. The main gold occurrence is very finely disseminated free gold (at an average grain size of around 5 micron) within a combination of quartz and mixed sulphide. This gold bearing component is confined to largely parallel veins ranging from 0.5 to 25mm wide within a greywacke matrix. Although the gold is essentially non­refractory, there is a strong recovery versus grindsize relationship due mainly to the liberation characteristics and the relatively low permeability of the host greywacke rock.

The Wing Hill Garnet Deposit, located near Rangeley, Maine, forsed through assimilation of Early Paleozoic metasediments by an intrusive Devonian gabbro. The resulting ore body is exceptionally large and high-grade, consisting of 50-70% almandine garnet. Following open-pit quarrying, the ore is trucked to Industrial Garnet Extractives' mill in West Paris for final processing. Two grades of abrasive are produced - a pure, premium grade INDUSTRIAL GARNET and the Lower grade co-product IGE UTILITY GRIT, both of which are available in a variety of sizes. INDUSTRIAL GARNET is marketed world- wide into a diverse marketplace including both loose grain and bonded applications.

A computer model has been developed at Consolidation Coal Co.'s Central Engineering Dept. for preliminary economic evaluation of deep coal mine reserves. Since it was first formulated more than two years ago, the model has been used for the following purposes: (1) ranking studies of coal exploration projects, (2) marketing surveys, (3) preliminary sale and acquisition analysis of coal reserves, and (4) parametric analysis in conjunction with detailed feasibility studies.

Gate-road yield pillars are subject to increases in stress as the longwall face advances toward the pillars. Increases in pillar stress can be inferred by measuring roof/floor convergence surrounding the pillar. This paper presents a case study of convergence measurements surrounding a two-entry gate-road yield pillar in the head gate of a coal mine. Convergence was measured over a six-month period, as the longwall face approached and passed the pillar. Measurements were collected at eight locations surrounding the pillar: four locations in the travelway and four locations in the beltway. In addition to convergence stations, the pillar was instrumented with an array of seismometers. In future analysis, convergence measurements will be compared to seismic interpretations. This study reports on the geology and geometry of the longwall panel, the roof and rib support, the change in convergence over time, and the physical properties of coal and parting. Additionally, the convergence measurements are compared to pillar safety factor distributions derived from a finite element model. The convergence measurements contribute to the knowledge of when yield pillar abutment loading, caused by the encroaching longwall, is first detected. Knowing when abutment loading begins to yield the pillars can help define when standing secondary roof supports are required for head gate entry support.

Introduction The McClure River Processing Plant is located at McClure in Dickenson County, VA. The plant was originally constructed in 1979 as a 600 st per hour facility. The plant is fed by coals from numerous mines in the area as well as a major longwall mine onsite. Coal is processed predominantly for the metallurgical coal market. The original plant was comprised of three separate processing circuits incorporating a heavy medium vessel for the coarse material (+10 mm). Intermediate sized material (10 x 0.6 mm) was beneficiated in heavy medium cyclones, with the remaining fines (0.6 mm x 0) passing to froth flotation for upgrading. The products from all three circuits were combined prior to thermal drying and then stored in silos or ground storage prior to shipment to the metallurgical coal markets. A middlings heavy medium cyclone circuit was also present to rewash the vessel and primary heavy medium cyclone rejects. The original circuit is as shown as Fig. 1 (Editor's note: All figures are reproduced at the end of this paper.) In reasonably close proximity to the McClure Plant is the much older, less efficient Moss 1 Plant, (Chance cone, table, water only cyclone, froth flotation, Fig. 2), which prior to the McClure Plant expansion was processing considerable tonnages of coal. At that time, the McClure River Plant was processing coal at the maximum possible feed rate, and the Moss 1 Plant was finding increasing difficulty in maintaining the stringent quality specifications on its major metallurgical coal accounts. Given the fact that many of the feeder coals to Moss 1 could be moved with minimal difficulty and cost to McClure, an exercise was conducted to evaluate the potential of expanding the McClure Plant. This would result in transferring coals from Moss 1, thereby increasing yield, reducing operating costs, and enabling customer specifications to be met more easily. After evaluating many possible ways of expanding the McClure Plant, we eventually settled on an approach based on the idea of Gallagher at German Creek in Australia (Gallagher, 1986). Our objective was to increase plant capacity by removing the coarser size fractions (0.60 x 0.15 mm) from froth flotation and at the same time eliminating the finer fractions (1.25 x 0.6 mm) from the heavy medium cyclone circuit, thereby allowing these circuits and therefore the plant as a whole to increase its capacity. These size fractions (0.60 x 0.15 mm from froth flotation and 1.25 x 0.6 mm from the heavy medium cyclone circuit) would be treated in a new spiral circuit. After desired evaluation of the various circuit capacities, including desliming screen, clean coal filter and thermal dryer capacities, etc., it was concluded that we should be able to maintain high levels of processing efficiency in the existing circuitry while at the same time expanding plant feed rate from a nominal 600 st per hour to 1000 st per hour, thereby achieving the objectives The circuit that was finally settled on is shown in Fig. 2. Several unique features were incorporated in this circuit in an attempt to maximize processing efficiency and reduce maintenance costs. First, the idea of a single-stage spiral circuit was abandoned in favor of a two-stage circuit incorporating rewashing the primary spiral middlings in a secondary spiral (Bethell, 88). The spirals selected were Mineral Deposits Model LD4 units. It was felt, after much previous testing, that spiral middlings rather than being a true middling gravity fraction were in fact a combination of true middlings with a preponderance of misplaced light coal and high-density rock. Consequently the insertion of this material directly into either clean coal or refuse streams (per normal practice) would only lead to loss of efficiency. The operating philosophy behind the design of the circuit was to produce the purest coal and rejects possible by adjusting the spiral splitters. Misplacement of refuse into the clean coal and vice versa would be minimized by taking a fairly large middlings cut. By reprocessing this material (10%-15% of primary spiral feed) in a secondary bank of spirals the misplaced material in the primary middlings would be reprocessed and its probability of reporting to the correct stream greatly enhanced. To minimize fines loading on the spirals, fine aperture sieve bends were to be included. A further novel feature of the circuitry is the desliming/ dewatering system. A philosophy of accepting inefficiency but forcing it to work in our favor was developed. The dewatering screens (Linatex Combis) were chosen not for their ultimate screening efficiency but for their ability to remove slimes (tolerating a fair quantity of oversize in the effluent) and their enhanced maintenance characteristics. Any oversize passing into the effluent, together with the fine coal centrifuge effluent, would pass to classifying cyclones, the objective of which was to reject to overflow (and hence froth flotation) as many fines as possible (-150 µm) without running the risk of losing coarse (1.25 x 0.15 mm) material to oversize. Hence, by a process of producing a "slime free" screen product coupled with a "coarse free" cyclone overflow, sizing efficiency could be maximized. Obviously, recirculating load had to be factored into the Combi Screen design capacity. The spiral circuit as shown in Fig. 2 was installed at McClure River in January 1988. The spiral circuit efficiency was very high immediately, and, after the normal debugging, plant capacity has been increased to the point at which we are currently processing of the order of 1100 st per hour. Test program The performance of the spiral circuit has been evaluated by two major samplings of the entire new circuit, coupled with routine bi-monthly tests on all other major components of the plant circuitry.

The U.S. coal mining industry consumes approximately 142 billion kWh/a of energy. The U.S. Department of Energy estimates that the industry’s annual energy consumption could be reduced by 49%. This constitutes nearly $3.7 billion of potential savings on coal production costs at 5.3¢/kWh of energy. Additionally, with climate change regulation on the horizon, any benefits from energy savings in the near future are compounded by associated reductions in CO2 emissions. Research indicates that operating conditions significantly affect energy efficiency. Modeling and simulation have been shown to be a cheap and reliable means of evaluating the effects of process interactions and operating conditions. The goal of this work was to apply stochastic process simulation to model the energy efficiency of a typical truck-and-shovel mining system and use the model to evaluate production strategies to improve energy efficiency. The research team conducted energy audits of truck-and-shovel overburden removal and used the results to develop regression models describing truck and shovel fuel consumption. The team then built a stochastic simulation model of the truck-and-shovel overburden removal operation and used it to assess a variety of improvement measures by simulation experimentation. Valid fuel consumption models for shovel loading and truck haulage have been formulated, based on the energy audit results. Valid stochastic process models of truck-and-shovel operations have been formulated to study energy efficiency. The following strategies, in decreasing order of impact, provide the most energy savings for truck-and-shovel overburden removal at the mine: (1) shorten haul roads, (2) increase shovel capacity and (3) increase shovel utilization through optimal truck matching. Additional data will be required to adequately describe operator effects on energy efficiency.

North American mining companies are lagging behind their global competitors in participating in the outstanding opportunities in India. The Indian government has liberalized foreign equity participation in the mining sector by up to 50% and, in some cases, even higher. Delegates from Europe, North America and South Africa learned this at an information seminar held in London, England, Attendees were welcomed by L.M. Singhvi, the UK's high commissioner for India. He introduced a government of India delegation headed by B.P. Baishya, minister of steel and mines. Singhvi is an eminent jurist and leading constitutional expert. He reiterated the soundness of India's legal system. He also outlined the recent Investment Protection Treaty between India and the United Kingdom. Baishya emphasized thee geological diversity and strengths of India's domestic market with its population of more than 920 million people the second largest in the world after China and its reservoir of skilled labor. He also outlined the potential of India's untapped natural resources. The private sector is the backbone of the Indian economy. It accounts for 75% of gross domestic product (GDP). The current minimum program of the new United Front government envisions 12% growth in the industrial sector, 7% in GDP and direct foreign investment of US$10 billion a year. "Mining is an area that can attract a sizable part of this investment," Baishya said. "Projected growth of the Indian economy will require increasingly large quantities of basic raw materials, such as coal and base- and precious-metals to meet the needs of domestic and export markets." Administration of India's mining sector is divided into the Ministry or Mines for regulating and developing the country's mineral resources, five public sector Mining Enterprises, the Geological-Survey of India (GSI), the Indian Bureau of Mines (IBM)and 25 states and seven Union Territories. The GSI is the second oldest (founded in 1851) and the third largest organization of its kind in the world, Baishya said. It has geologically mapped more than 90% of India's 3.2 million kmz (1.2 million sq miles) at a scale of 1:50,000. Several promising mineral projects have emerged from regional exploration programs conducted by GSI and the Mines and Geology State Governments. IBM recently completed a national mineral inventory. It covers 13,000 deposits/prospects of 61 nonferrous minerals. GSI also compiled a similar inventory on 61 coal fields. India is attractive to exploration companies for several reasons. These include favorable geology, accessible locations and a large mineral database. India also has many experienced geoscientists with well-equipped and efficient laboratories, Baishya said. Secretary to the Ministry of Mines A.C. Sen emphasized the largely untapped-geological and mining potential of India. He also discussed the new vistas that have opened up opportunities for exploration and mining. India has large quantities of mineral reserves, Sen said. Its vast Precambrian Shield - like those in Canada and Australia - is endowed with gold, platinum group and base metals, as well as coal and industrial minerals. Annual mineral production is valued at more than US$7 billion. Sen pointed out that India is the largest single consumer of gold. And domestic gold prices command at least a 20% premium above international prices. Recent diamond, gold and base-metal discoveries and prospects uncovered by GSI have generated investment interest from abroad, he added Delegates heard that the Indian Constitution gives the central government the job of framing legislation and the regulation and development of minerals. This ensures that mineral laws are uniform throughout the country. However, the right to grant mineral concessions, such as prospecting licenses and mining leases, rests with the minerals' owner. In India's case, that is the state government. The Indian government has formulated several guidelines that regulate the granting of prospecting licenses for large areas. ? The central government will consider the requests of state governments for the granting of prospecting licenses for areas exceeding 25 kmz (9.6 sq miles). But the license must include a provision to conduct aerial prospecting of the area. ? Any prospecting licensing area should not exceed 5,000 kmz (1,930 sq miles). for a single license. And the total area held by one company should not exceed 10,000 km2 (3,861 sq miles) for the whole country. ? The grant of larger areas will be linked to a mini- mum expenditure commitment on physical targets. State governments will monitor these expenditures. ? The granting of large areas for prospecting will be linked to a schedule of relinquishment.

This paper examines the intrinsic mechanisms of cutter roof by combining field investigation, laboratory testings, underground instrumentations, and numerical modelling. Cutter roof developed during the development of a set of longwall panel entries in a West Virginia coal mine was presented as a case study. Mining alternatives applicable to the mine are recommended. Cutter roof occurred in two other West Virginia coal mines were also investigated Detailed comparisons were made among the three cases. As a result of the extensive investigation, intrinsic mechanisms of cutter roof failures under various conditions are presented from the practical and theoretical points of view.
