In 1998, Kentuckians for the Commonwealth filed an Administrative Petition with the Kentucky Natural Resources and Environmental Protection Cabinet to designate 8,903 +/- hectares (22,000 +/- acres) on Black Mountain, which contains the state’s highest point, as unsuitable for mining. A fast track legislative process was triggered which could have "taken"100 million tons of coal reserves or, in the alternative, imposed severe restrictions on mining. Even with all parties represented by reasonable individuals, this process can be extremely cumbersome and expensive. The legal and technical preparation for this unusual hearing process as well as issues and strategies of the negotiated resolution are reviewed.

It seems probable that more and more minerals will be used in plastics as time goes on. This must occur because the minerals will; aid in processability, enhance the engineering properties, reduce the cost, and above all conserve large amounts of petroleum based chemicals. This paper examines the advantages and disadvantages of using the minerals and the ability of the domestic minerals industry to support this possibly very large undertaking. Heavy earth-moving machineries used in open-pit mines intensively expose the drill operators to whole-body vibration and shocks and thus to musculoskeletal disorders. The roles of an individual, machine, and rock-related factors in their exposure remain poorly understood. This cross-sectional study investigated their role among 39 drill operators from Indian iron ore mines. It shows that 70% of the operators were exposed to high levels of vibration, above the limit values recommended by ISO 2631-1. Multiple linear regression models showed that the whole-body vibration and shock exposures were strongly associated with operator’s age, drill machine model, rock’s hardness, uniaxial compressive strength, and density. The role of body mass index was close to significance (p = 0.08). Univariate analyses found that drill’s age, seat pad thickness, and seat backrest height were also strong predictors. These results help in identifying risky operators, materials and occupational situations, and in implementing appropriate prevention and intervention to reduce and monitor the exposures and health risk.

Partition models are commonly used to assess the separation performance of circuits incorporating density-based processes. Unfortunately, this useful tool has traditionally been overlooked by the heavy minerals sands industry due to difficulties associated with the use of toxic dense liquids. In the present study, this problem has been avoided via the development of partition models based on experimental data from microscopic grain-counts. This technique, which uses different mineral species as density tracers, provides a new tool for evaluating the multi-stage circuits that are required to successfully upgrade heavy mineral sands. The partition model approach easily identifies shortcomings of existing circuits and, when used with conjunction with linear circuit analysis, provides tremendous insight regarding the optimum arrangement of unit operations in terms of separation efficiency and plant throughput capacity. An industrial case involving the redesign of a heavy mineral sand spiral plant is presented to demonstrate the utility of these process engineering tools in plant optimization.

No other region of the world is enjoying the tremendous growth of power use that is currently being experienced in Asia. Fortunately for the coal industry — particularly in Asia — the power plants being planned or under construction are designed to use coal as fuel. This has produced a significant increase in the demand for steam coal that, in turn, has encouraged many in the industry to develop new coal mines. Indonesia is a country that has enjoyed substantial growth in coal production. This developing country has 195 million people who live on the nearly 13,000 islands. It has quickly emerged as the third-largest exporter of steam coal, following only Australia and South Africa. Almost all coal in Indonesia is mined by surface-mining methods.

CoaLiquid, Inc. (CLI) has been in the coal- oil-mixture (COM) business for over five (5) years. The initial pilot processing facility was replaced by a 2000 barrel per day commercial production facility in August of 1979. For over two (2) years CLI has been expanding its efforts and conducting large scale production and combustion demonstrations successfully in many locations across the United States. To facilitate the marketing effort, CLI has recently constructed a special trailer containing all equipment needed for a temporary COM retrofit. CoaLiquid has conducted commercial scale combustion demonstrations in the following types of combustion units: kilns, calciners, industrial boilers, blast furnaces and driers.

The techno-economic and social benefits of cemented paste backfill (CPB) resulted in its wide acceptance by the mining industry. The Ordinary Portland Cement (OPC) remains the key binder but to diminish its economical constraints, suitability of alternate binders has been examined worldwide. The present study aimed to investigate the effect of partial replacement of OPC with fly ash on the CPB’s strength and to determine the most optimal mix to achieve the required strength (1 MPa at 28 days of curing) at the most cost-effective way using the Bayesian network (BN). The CPB mixes were prepared at 72 wt.% solid concentration with mill tailings (87–91%), OPC (6–13%), and fly ash (0–4%), and instantly after mixing, fresh (slump, bleeding, density) CPB properties were measured. The strength was tested at 7, 14, 28, and 56 days of curing and initially analysed through traditional model. The traditional models follow the aleatory principle and are considered not appropriate for geotechnical engineering. Hence, the BN model was developed and tested. The reliability of two classifiers in learning model structure was compared which gives Naïve Bayes as the highest reliable tool. The CPB’s strength is most sensitive to the OPC content. The most consistent mix(s) is mill tailings: 87–88%, OPC: 9–11%, fly ash: 1–4%. Adding fly ash at 89–91wt% mill tailings possesses high failure probability of the CPB. The collinearity test indicates that the fines percentage and chemical composition of CPB’s ingredients are highly correlated with its slump, bleeding, and strength development.

This study compared particle size distribution and density distribution of crushed products for waste printed circuit boards (WPCBs) before and after heat treatment. The crushing process for heat-treated WPCBs is a selective crushing process; more metal is concentrated in the coarse particle range of 1.0–0.5 mm and high density range of 2.8–2.96 g/cm3. WPCBs were separated using the Falcon separator to recycle useful metals. The Box-Behnken module of Design-Expert was used to obtain optimal separation parameters, namely, rotational frequency of 25 Hz, recoil water pressure of 0.025 Mpa and feed speed of 34 ml/s. On this basis, the separation indexes for WPCBs with and without heat treatment were compared. Experimental results show that the recovery effect is better for heat-treatedWPCBs than for thosewithout heat treatment. Comparedwith the non-heattreatedWPCBs, the product grade of heat-treated WPCBs is 1.95% higher, and its recovery is improved by about 14%. Finally, characteristics ofWPCBs before and after heat treatment were analyzed on the basis of stress experiments and scanning electron microscopy (SEM), respectively. Results of mechanical characterization indicate that the stress experiment for non-heat-treated WPCBs has a maximumpressure load of 212 N and displacement of 20mm, but heat-treatedWPCBs only need 140 N stress and 14 mm displacement. SEM shows that copper foil and fiberglass cloth are deformed in different directions and sizes after heat treatment to form gaps, which promote liberation of copper foil and fiberglass cloth.

Increasing longwall panel dimensions, particularly face width in gassy coalbeds, may result in unexpected increases in methane emissions. To investigate this problem, continuous longwall face emission monitoring studies were conducted at two adjacent mines operating in the Pocahontas No. 3 Coalbed, where longwall faces were to be extended from 229 to 305 m (750 to 1,000 ft). It was predicted by regression analysis of methane emissions data from 229 m (750 ft) wide longwall faces that extending faces to 305 m (1,000 ft) would increase methane emission rates by only 7 percent (0.6 m3/min (20 cfm)), to 8.6 m3/min (304 cfm) at the VP-1 Mine. In contrast, it was predicted that extending faces at the VP-3 Mine could increase methane emissions by as much as 13 percent (1.8 m3/min (65 cfm)) to 16.1 m3/min (567 cfm). The geologic and mine design factors in¬fluencing the variation in face emissions between the two mines will be discussed.

The mineralogy and textures of cyclone dust, sludge, and occasional build-ups in the American Iron and Steel Institute (AISI) direct iron making pilot plant at Universal, Pennsylvania have been studied by reflected light, transmitted light, and cathodoluminescence microscopy, and phase compositions have been determined by SEM-EDS. The cyclone dust consists of particles of carbon, metallic iron, sulfur-bearing iron, and wustite. Measurements of particles in the sludge indicate that 69% are less than 2.5 µm across, 21 % are 2.5-5 µm, and 10% are larger than 5 µm. Mineralogically the sludge particles are mainly carbon and metallic iron, with minor wustite and sulfur-bearing iron. Build-ups that sporadically develop in the furnace consist of olivine, hercynite spinel, metallic iron, wustite, pyrrhotite, pseudobrookite, akermanite-ferroakermanite and gehlenite. The microtextures shown by the build-ups indicate that much of that material has precipitated at the build-up loci. This study has been supported by AISI and the U.S. Department of Energy.

INTRODUCTION This paper outlines the methods used to drill and pregrout prior to the excavation of five Mine Shafts in the Coal Measures of the Eastern United States. One example is the use of cement pregrouting of four 240 meter deep shafts and the second is the use of chemical pregrouting of a 360 meter deep shaft. These two examples will be compared and contrasted, both at the investigation stage of each project, and during the drilling and pregrouting itself, to illustrate the different approaches taken and how these affected the outcome, both technically and economically. INVESTIGATION FOR 240 METER SHAFTS In the case of the four 240 meter shafts, site investigation was carried out prior to bid, and information was made available by the Client in the form of a report. This report was based on pressure testing of NQ cored boreholes at each shaft site. Pressure testing was repeated two or more times, at each test setting, using 345 or 690 kPa of water pressure in accordance with the procedure outlined by the U. S. Bureau of Reclamation. Flow readings were taken every minute over a period of ten minutes. Maximum computed permeabilities, for the strata which accepted water under test for the shafts, carried between 1.0 x 10-6 m/s and 3.0 x 10-6 m/s, and total calculated seepages varied between 170' litres/minute to 3891 litres/minute. Although these figures did not indicate an excessive amount of seepage, the Client decided that pregrouting should be carried out, and chemical grouting was not discussed, even though the test permeabilities indicated the use of cement grout would be limited in this case.

Mineral Resource Technologies(MRT) and Michigan Technological University (MTU)finalized an agreement that permits MRT to offer an advanced carbon removal technology process for coal fly ash from an ash residue generated by utilities. The agreement encompasses the dominant existing US patents using a wet process for fly ash enhancement. The wet process for coal beneficiation of a fly ash product involves four steps. First, a slurry mixture is formed of a fly ash material and a liquid. Second, gravity is used to separate and collect a first-material fraction of the fly ash, having a density less than the liquid. This is done by skimming off the flotation slurry material.

Spontaneous heating of coal continues to present a health and safety hazard in underground coal mines. The influence of seam gas composition on gas flow dynamics and distribution characteristics in the active longwall goaf has not been studied in-depth, and corresponding effective proactive goaf inertization strategies for preventing potential spontaneous heating from occurring have limited investigation. To advance this knowledge, an 80-m-height goaf model was constructed and developed based on specific conditions of an Australian underground coal mine, and onsite gas monitoring data was collated to verify base model results, which allowed for various scenarios of seam gas composition to be simulated and investigated with confidence. This study involved modeling five different gas composition scenarios for the goaf atmosphere, namely, 100% CO2 (case 1), 80% CO2 and 20% CH4 (case 2), 50% CO2 and 50% CH4 (case 3), 20% CO2 and 80% CH4 (case 4), and 100% CH4 (case 5). Simulation results show that O2 is primarily distributed at the middle and upper part of the CO2- dominant goaf model, while it is mainly layered at the floor level of the CH4- dominant goaf model. N2 is superior to CO2 in the goaf inertization for the CO2- dominant goaf model, whereas CO2 performs better than N2 for the CH4- dominant goaf model. The optimal inert gas flowrates for case 1 to case 5 are 1.5, 1.75, 0.75, 0.5, and 1.0 m3/ s, and the oxidation zone area is reduced by 55.76%, 67.21%, 58.04%, 78.17%, and 81.82%, respectively. The simulation results allow for increased insight and understanding of the gas distribution patterns in the active goaf with different seam gas composition and the development of corresponding proactive goaf inertization practices, thus minimizing potential spontaneous-heating-related hazards and improving mining safety.

Nast Tunnel is the first granitic rock tunnel to be excavated by a machine for the U. S. Bureau of Reclamation. The machine has excavated 7500 ft of the tunnel at this writing. There have been a few good performances; 31 ft in 1, 8 hr shift, and 75 ft in a 24 hr period, but generally, progress has been slower than that accomplished in the area with reasonable comparable conditions using conventional excavation techniques. Button cutters, now employed using compression as the means of fracturing the rock, gives an average cutting rate of 3 ft per hr. Disc cutters manufactured by the machine builders were tried briefly but the snap rings holding the discs to the hub failed. However, disc cutting rates of 6 ft per hr were recorded for short periods of time in a competent coarse grained porphyritic granite. The snuck was also considerably larger and more easily handled than that produced by the button cutters. Hughes Tool Co. is working on a disc type cutter and expects to have them on the cutterhead by mid June. LOCATION, DESCRIPTION AND BID OPENING Nast Tunnel is located 2 miles west of the Continental Divide and 39 miles east of the town of Basalt in Pitkin County, Colorado. The outlet portal is in the Fryingpan River Valley at an elevation of 10,000 ft. The tunnel is a 3 mile long, 10 ft diameter gravity flow water conveyance structure and a part of the west slope water collection for the Bureau of Reclamation, Fryingpan-Arkansas Project. A number of interesting and. important phenomena were revealed during a study of the response of beryl to sulfonate flotation (1). Perhaps the most important observation is the effect of various cations on flotation response. Experiments showed that in the vicinity of pH = 3. 0, about three ppm Fe.+++ increased recovery of leached beryl from about 60 to 100 per cent, whereas about four ppm Ca++ reduced the recovery from 60 to 2 per cent. With the exception of ferric iron, all of the other cations investigated reduced flotation recoveries drastically at this pH. As postulated in the paper "Sulfonate Flotation of Beryl", (1) even with low concentrations of polyvalent cations and sulfonate (on the order of one ppm), cation¬ sulfonates are precipitated immediately in solution. That is, blueish-white clouds .were noted to form after given additions of salts to. known solutions of sulfonate. Furthermore, it was also shown that one-hundred-fold more ferric iron than necessary to form the precipitated cloud had to be added to effect complete flotation. In other words, some form of solid ferric sulfonate was found to function as the collector in these systems. The form of the compound was suggested to be Fe (RSC3)2OH and that bonding to the surface occurs through the hydrogen of the hydroxyl. As the form of this compound was shown to be dependent on the extent of hydrolysis of ferric iron, it is to be expected that ferric iron will be unique in some pH region. Further, if the presence of hydroxyl in the neutral precipitated compound is of primary importance, then other cations should function similarly but at different values of pH, since they will hydrolyze at different concentrations of hydroxyl ion. To determine whether the premise of hydrolysis is correct, the study was extended to quartz systems lit the presence of various cations at various values of pH.

The US economy grew steadily in 1989, reaching an annual rate of $5.3 trillion in the last quarter (US trillion=1012 ). The value of domestically processed, mineral-based materials rose 5% to $315 billion (US billion=109). The value of metals produced from US ores rose 14% to $11.6 billion, while industrial minerals rose 2% to $20.2 billion. Recycled scrap was valued at $10 billion. Increasing economic activity stimulated metal prices. Yearly lows and highs were $2.31 and $3.56/kg ($1.05 and $1.62 per lb) for copper, $1.58 and $2.57/kg (72 and $1.17 per lb) for aluminum, 77 and 97 cents/kg (35 cents and 44 cents per lb) for lead, and $1.58 and $2.09/kg (72 cents and 95 cents per lb) for zinc. Many mining and metal companies reported reasonable profits. Consumer demand strongly affects mining because the US economy is saturated with long-lived products. Consumer, mortgage, and Federal debt continued to rise. 250 million US citizens already possess 172 million licensed motor vehicles and 100 million dwelling units. New car production fell 4% to 6.8 million units, while truck and bus production fell 1 % to four million units. New housing starts fell 9% to 1.4 million units. Imports supplied a significant proportion of total US consumption of several important mineral materials. Imports of crude and refined petroleum costing $50 billion exceeded domestic crude oil production. President Bush expressed "strong concerns about this country becoming further dependent on foreign oil." And the Department of Energy held a series of hearings around the country to develop ideas for a "national energy strategy."

The present study investigates the influence of ferrous iron (as FeSO4) and ferric iron (as Fe2 (SO4)3), and pyrite (FeS2) on the ability of bacterial leaching of a high-grade sulfide Zn–Pb ore. In this regard, shake flask experiments were carried out at 5% (w/v) pulp density of the ore sample (having 40.7% Zn and 12.4% Pb initial metal content) using a consortium of mesophilic iron and sulfur-oxidizing acidophiles. A concentration of 0.04 mol/L of ferric iron in the leaching media was found to be optimum for zinc extraction without affecting growth of the microorganisms. Under this concentration, the dissolution of Zn, Pb, Cd, and As was found to be 57%, 0.2%, 0.03%, and 9.9% in 25 days. Using ferrous iron in the media, 0.16 mol/L of Fe2+ was found to be the optimum concentration for efficient bacterial growth and metal dissolution (54.6% Zn, 0.08% Pb, 0.03% Cd, and 10.2% As) from the sample in 25 days. On the other hand, using pyrite as the source of energy for bacterial growth, an initial 12-day lag period was observed when compared to the effect of ferrous iron in the media. Under the optimum concentration (test with 0.24 mol/L iron in the form of pyrite), the dissolution of Zn, Pb, Cd, and As was found to be 39.8%, 0.1%, 0.03%, and 10% in 25 days. The surface chemistry analysis indicated formation of a sulfur layer over the particle surface that hindered reagent diffusion and affected metal recovery through bioleaching.

This paper discusses the use of Conditional Simulation (CS) models to provide mill feed grade profiles for different time periods. The conventional approach of classifying block estimates as ore or waste generally does not adequately represent dilution, lost ore and the anticipated grade control data, including variability of mill feed from the pit and possible stockpiles. The detailed simulation of grade control practices can be done, but at the Pre- or Feasibility stage of the project may be impractical, since drawing dig limits on multiple benches is tedious and time consuming. Using the Feasibility Grade Control (FGC) method as developed by the Centre for Computational Geostatistics (CCG, University of Alberta-Edmonton), the CS models can be processed quickly to establish dilution and lost ore, and predict daily or short-term feed to the mill. The simulated nodes can be aggregated into selective mining units with adequate representation of likely geometries to be recovered from the pit, to mimic anticipated selectivity. An example from a large copper deposit is shown. The study provides an estimated stream of tonnages and grades fed to the plant by mining periods of interest and based on a specific mine design and schedule. The resulting cash flows support the economic and financial analyses of the Feasibility Study; also leads to improving mine schedules; and aids in developing blending schemes if necessary. INTRODUCTION The conventional approach of separating mineralized material into ore or waste categories does not always include a realistic amount of dilution and ore loss. Also, often it does not provide a good estimate of the grade that will be fed to the mill. If the grade control estimates are unbiased, they will over the long run represent the long-term average of grades fed to the mill; but the anticipated variability of mill feed from the pit and stockpile sources may be misrepresented. Some references on traditional grade control implementations can be found in Chunnett (1982); Davis et al. (1989); Srivastava et al. (1992); and Nowak (1992). Alternative methods based on economic variables improved significantly on the purely grade-based control methods, see Douglas et al. (1994). Further developments involved the use of geostatistical conditional simulations (CS) and profit models, which in several cases have been successfully implemented (Aguilar and Rossi, 1996; Rossi, 1997; Deutsch et al., 2000; Norrena and Deutsch, 2002; Neufeld, 2005; Jewbali and Dimitrakopoulos, 2009). But they can be impractical, mostly due to the lack of understanding of the methodology involved; even if semi-automatic dig limit drawing is implemented, there is always a need for is tedious and time consuming checking and corrections, even if using a single profit model derived from the simulated grades.

Four companies mined ball call in four states in 2009, H.C. Spinks Clay Co. Inc. (owned by Lhoist Group), Kentucky-Tennessee Clay Co. (owned by Imerys Group), Old Hickory Clay Co. and Unimin Corp. Production, on the basis of preliminary data, was 820 kt (904,000 st) with an estimated value of $39.4 million.
