Planning of modern mines entails considerable challenges in the areas of ground control, materials handling, safety, environment, equipment and personnel. Many orebodies are not economical unless efficient mining systems are used to win the ore. Relentless pressures are placed on mine operators to force them to become more productive and to make mines more competitive in modern economies. This has generated an intense drive to adopt technologies that rely on a greater degree of mechanisation, automation and computerisation. There is no turning back; high technology in mines is here to stay: computer controls and monitoring, computer aided mine design, information management systems, etc. During the past 20 years significant advances have been made in the areas of mine design, mine equipment and geomechanics. One could rhetorically ask if the advances in mine backfill technologies have kept pace with developments in other sectors of the mining industry. This paper will look at a few key mining technology sectors and will compare the relative progress of backfill technology to these sectors.

Routine, in-pit geological mapping of highwall at Central Queensland Coal Associates (C.O.C.A.) deep strip mines has proved too slow for the increasingly greater highwall lengths which require mapping. This realiz- ation has encouraged the search for faster mapping methods and after trial of ground photographic methods has resulted in the adoption of interpretive mapping off stereo cover, oblique -- aerial photography. This entails using a Cessna 182 light aircraft flying at its slowest speed, the aerial meth- od finally employed consisting of two Vinten, air reconnaissance cameras mounted in parallel and simultaneously taking both colour and black and white photographs of the mine high- wall. The respective 1:500 scale enlargements produced from the 70mm format films combine to present the sharpest resolution attainable under the field conditions pertaining and such information on weathered material as only colour photography can fully render. Total costs for the aerial photography method are estimated to be about the same as those for conventional in-pit mapping. Whilst total costs are comparable, geo- logist's time for mapping a 10 km. length is reduced to less than half that for in-pit mapping (for Stage 1, fully accurate mapping) and accuracy and detail are greatly improved. Over the last 15 years the contract mining concept has developed into an integral part of the Australian mining industry. Today it is a $2 billion per annum industry with the potential to continue to grow at a rate of between ten and 20 per cent. Australian contract miners have also exported the concept overseas where growth prospects are unlimited. The industry today is at a cross-road where both contractors and mine owners must consider the current state of the contract mining industry and where it is heading. To look at the present and the future, it is necessary to look back at the history of contract mining and why it has developed. Current industry concerns can then be summarised and the areas that need to be considered to enable the industry to prosper, reviewed. The ultimate goal is to reach solutions with benefits to both the mining companies and the contractors.

The old Trekelano mining area is situated in the Cloncurry Gold and Mineral Field 14 km east-south-east of Duchess. It connected with the main Cloncurry-Dajarra railway line by a private line from Juenburra, a distance of 10 km. The distance by rail from Townsville is 561 km. The area was first mentioned circa 1902 - 1903 when a very short report said, that a Tony Allis had taken a parcel of copper ore out of a mine which, he called æThe InheritedÆ. After that report, nothing further was printed until about 1906, when traces of copper were noticed on a wagon track going to Kiama Well. The Trekelano deposit did not outcrop, with the cap covered by about two metres of soil. The deposit was named after an early pastoral holding. The early prospectors were however disappointed by TrekelanoÆs low copper grades, approximately five per cent Cu. This is understandable when, in those days, about 25 per cent was the cut-off grade for mines in the district. Meanwhile, The Hampden Mining and Smelting Company were constructing a smelter to treat their sulphide ores at Kuradala that was replacing their high grade oxides ore. By about 1910, the Hampden Mining and Smelting Company was experiencing smelting problems, and needed suitable oxidised copper ore to blend with the Kuradala pyritic ore. Someone must have remembered the Trekelano low-grade oxides, resulting in agreement to mine and cart the ore to Duchess, from where it was railed to Hampden, as Kuradala was known at that time.

Coal geologists are under pressure to minimise exploration expenditure, maximise interpretation confidence and produce the results often too soon. This pressure continues to increase as companies are forced to evaluate borderline economic deposits which are usually deeper and more hazardous, such as the Togara North and Togara South projects in Central Queensland.

It is always difficult to sum up an open forum adequately and instantaneously, so, with the privilege of hindsight, and also with some time to reflect, I am exercising the Chairman's prerogative to put together my view of the overall conclusions. Hopefully, these may provide a focus for each Institute to formulate its own programme with respect to mineral industry education. First, in answer to the question, "Should there be Schools of Mines?", there was a very clear 'yes'. However, I reiterate what I said in the introduction to this forum, specific professional education for the mineral industry exists only because the mineral industry sees a need and wants it. If the mineral industry should decide that it does not need professionals with specific mineral industry training, then such training will cease to exist. As alluded by Dr Hackett, if such training ceases to exist, one must then question the need for Institutes of Mining and Metallurgy. Now, there's some food for thought! Specialist schools of mines (metallurgy and geology) can only exist in an environment of genuine interaction with, and support by, industry. For their part, schools of mines, used here in a generic sense, require leadership that is strong but responsive to industry needs. It is the leader that puts his stamp on a school, and, to a large extent, determines whether that school is 'good' or only 'mediocre'.

A feasibility study will fail its objective if it does not identify and then correctly assess, all the risks which could have a substantial impact on the financial viability of a project. Before this assessment can be undertaken, one needs to understand the risk profile of the entity which is making the decision about the project. Some of the commonly encountered issues when assessing project risk are related to the problem of not being able to see the wood for the trees. In any risk analysis it is important that conservatism does not strangle a viable project; that the variables are internally consistent with each other, that reality checks are carried out and that appropriate expertise is used. Sensitivity analysis forms a part of the overall project risk assessment; however, it can only test those variables which have already been identified in the financial model. The most useful tool in performing a sensitivity analysis is Monte Carlo simulation. When properly used, it provides a more real world scenario than the simple adjustment of key variables by ¦ 10 per cent one at a time. Monte Carlo can provide valuable information about the robustness of a project. Project risk and sensitivity assessment is prone to the analysis paralysis syndrome. The focus should be on quality rather than quantity.

After a methane explosion in a coal mine a pre-determined crisis management procedure is instigated. As the process rapidly evolves the inevitable question arises - are personnel trapped underground, are they alive and can they be rescued without putting the lives of the rescue crew at risk? This is a very emotive question with many sub-questions such as; could anybody have survived, is there the potential for a secondary explosion and is there a `window of opportunity' before that secondary explosion occurs?To determine if that window of opportunity exists two fundamental elements must be in place; a method of determining the atmosphere at key points in the mine and a method of predicting the course of change of that atmosphere with respect to time. The first element can be achieved if the tube bundle system is intact and drawing samples from known points, alternatively boreholes can be drilled from the surface. The second element can be realised by utilising a sequence of computer generated control charts which have a time axis, a percentage combustibles axis, the upper and lower explosive limits of the current atmosphere and a prediction option which allows the user to look at the potential changes in the atmosphere over a set period of time. These control charts would be part of the mines on-going crisis management system rather than a tool to be used after an explosion had occurred.

The operation of a one tonne submerged combustion pilot plant for the recovery of copper from anode furnace and converter slags is described and the effects of variables discussed. Using coal as reductant, copper levels of anode furnace slag were lowered to 1% or less, with batch times of approximately 120 minutes. Fluxing with limestone was required to produce a fluid slag at temperatures of 1200 - 1300¦C. For converter slags, reduction to 0.5% Cu or less was achieved in batch times of 35 minutes. The chemistry of the pyrometallurg- ical recovery of copper is briefly reviewed in relation.to copper recovery methods.

Within a short time frame of just over two years Wirralie Gold Mine has been developed from a virgin geological discovery to an operating gold mine with a mine life of six years and a production rate of 50,000 oz per annum. Construction work on the 600,000 tpa single stage crushing, two stage milling CIP plant commenced in November 1987 and was completed some seven months later at an overall cost of $A25 million. Since commissioning in May 1988 the treatment plant has exceeded design tonnage, availability and recovery. A second expansion programme in January 1989 will increase plant capacity to one million tonnes per annum with associated bullion production of 80,000 ozs per annum.

This paper updates the information given by the then Chief Inspector of Mines, J.H. Burford, to that 1968 Conference, with an emphasis being placed on mines inspection, although it also reflects changes to mining legislation and regulatory bodies.
