In surface mining operations, ultra-heavy trucks operate on haul road networks which are typically from 10–40 km in length. Road networks for these vehicles have historically been designed and maintained empirically, relying heavily on local experience. Whilst it is possible to construct amine haul road that requires no maintenance over its service life, this would be prohibitively expensive, as would the converse but rather in terms of vehicle operating and maintenance costs. An optimal functional design will include a certain amount and frequency of road maintenance which can be planned, scheduled and optimized within the limits of required road performance and minimum vehicle operating and road maintenance costs. For existing mine haul road networks, which may not be optimally designed and maintained, the problem of identifying existing deficiencies, quantifying their impact and assigning priorities within the constraints imposed by limited capital equipment and manpower is problematic. This is reflected in the fact that most surface mine operators agree good roads are desirable, but find it difficult to translate this into an effective road maintenance system. The aim of this paper is to present a road maintenance management system which utilizes on-board truck diagnostic data in conjunction with computer-based truck dispatch systems. Through a comparative analysis of the various haul road maintenance systems available to a mine, a condition-triggered road maintenance system is introduced. System architecture, evaluation of real-time data, event trigger level determination, specific condition signatures and real-time rolling resistance calculation are discussed. Finally the event, activity, transaction and notification system is portrayed in conjunction with the determination of key productivity indicators and benchmarked road and truck performance. "SynopsisMetal accounting and reconciliation is an increasingly important governance issue in all mining operations, in that it is required, from a risk management perspective, that the company is in control of its product throughout the whole mining value chain. Reconciliation is a grossly misunderstood term. It means different things to different people, and therefore one of the purposes of this paper is to ensure a holistic and integrated understanding of ‘reconciliation’.Previously, where reconciliation was done, it was often for internal control purposes and loosely applied, sometimes with a low degree of confidence and understanding of the underlying parameters and their natural variability.In most mining operations, issues such as dilution, stope performance, and recovery are critical to profitability and long-term value, and thus understanding and control of these key value drivers is essential, not only from the governance perspective, but also from the perspective of maximizing shareholder returns. In order to implement a system for metal accounting and reconciliation, it is important that the cause and effect of these value drivers is understood, and that a systematic control system be established.While a number of off-the-shelf solutions exist for this work, it is the contention of this paper that a full understanding of the metal flow, its variability, its underlying loss potential, and its control points is necessary before a systematic approach to reconciliation can be undertaken.The paper also advocates that this approach should ensure that the reconciliation system clearly addresses the reconciliation needs, within a consistent framework. Such a framework has been developed by AMIRA, in terms of a metal accounting code. However, up until now, this code has been aimed at plant processes, whereas this paper shows how the concept can be extended to cover the full reconciliation requirements for a base metal mine.IntroductionReconciliation is defined as ‘the process of finding a way to make two different ideas, facts, etc., exist or be true at the same time’. In terms of a mining process, this refers to the comparison of measures and estimates along the value chain, and at different points in time, in order to track and optimize metal recovery. This leads to the notion of having a system in place for accounting for the metal. The University of Cape Town defines metal accounting as ‘… the estimation of (saleable) metal in a mine and subsequent process streams over a defined time period. Comparisons of estimates, from different sources over a specific time period, are called reconciliation.’Traditionally, metal accounting has consisted of geological reconciliations of mineral resource to mineral reserve conversion, mine planning reconciliation related to the reconciliation of long-term plans to short-term plans, grade control reconciliation of head grades to sampled or block grades, and mine survey reconciliation of tonnage discrepancies and mine call factors. In addition, metallurgical reconciliation has tended to be based on metal balancing, followed by some commercial metal accounting that links dispatched product to sales quality, quantities, and revenues. Miners disparagingly refer to this plant process as ‘millmatics’."

Mining is important to the economies of both Tanzania and Namibia. Recently, both nations revised their national mineral policies to ensure future economic benefit. The main difference in the mineral policy-formulation processes followed by the two countries is identified as the degree and timing of stakeholder involvement during the articulation process. In the case of Namibia, the stakeholders were involved from the start in identifying issues and in suggesting policy solutions. In contrast, the Tanzanian process involved stakeholders after a framework had been developed by a task team. The Tanzanian emphasis was on attracting foreign investment into a traditionally state enterprise system of mineral investment and development. One can argue that the policies developed met the initial requirements, and both are, therefore successful, despite the different processes of policy formulation that were used. However, several fundamental questions arise as a result of the two approaches. This paper attempts to answer these questions by providing a comparison of the processes used for developing and formulating the mineral policies of Tanzania and Namibia. It concludes that the Namibian consultative process is perhaps more sustainable in the long-term because of its wider public support. Time will tell which of these policy-formulation processes provides a basis for sustainable economic growth for developing mineral economies.

Improvements in the drilling and blasting techniques used in the stopes of narrow reefs have caused the clearing of broken rock to become the major cause of delay in the achievement of a regular cyclic operation. This paper discusses the development of a scoop in accordance with a predetermined set of performance parameters. The test results obtained to date have shown that the basic objectives have been achieved within tolerable limits of variation.

An international conference on 'The Planning and Operation of Open-pit and Strip Mines' was held at University of Pretoria from 9th to 13th April, 1984. The Conference was organized by the Mining Alumni Society the University of Pretoria and The South African Institute Mining and Metallurgy. Delegates of the mining fraternity from all over the world and Southern Africa attended the Conference. These included more than 400 delegates from Australia, Austria, Botswana, Brazil, Canada, Germany, Holland, SWA-Namibia, the United Kingdom, the United States of America, Zimbabwe, and South Africa.

Although the experimental work has been confined to a single section of the milling circuit of one mine, it is felt that the findings are applicable to other milling circuits.

To evaluate the quantitative tunnel behavior influenced by characteristics of discontinuity, this pa-per executes the parametric study using 2 and 3-dimensional DEM analysis. First of all, this study finds that displacement and the stress of shortcrete are proportioned to frequency of joint and rockbolt axial force is adversely proportioned too. Secondly, it is found that the most sensitive in-put parameter used in Barton-Bandis(BB) model is residual friction angle. Finally, when joint sets are encountered at tunnel excavation face, to identify the most critical joint orientation is very crucial for a stability of tunnel. La thèse a pour but d’étudier les influences sur la stabilité du tunnel, au niveau du réseau de la discontinuité et de la valeur de sa nature aquis par le projet récemment exécuté en vue de mener à l’analyse quantitative de cette stabilité, en appliquant chaque différent paramètre comme la fréquence de diaclase, la constante de résistance des modèles de Barton-Bandis(BB) ainsi que la relation entre le sens d’excavation du tunnel et le réseau de diaclase en 3 dimensions. En fait, cette étude nous a montré que la fréquence de diaclase s’accroît proportionnellement au déplacement et à la contrainte du béton projeté. L’angle de friction résiduel s’est montré le plus sensible à la stabilité du tunnel parmi les modèles de BB. Aussi à travers l’analyse à 3 dimensions, il s’est vérifié que si l’angle de pente du groupe de diaclase est horizontal entre l’axe du tunnel et la direction, il donne une influence importante sur le comportement du tunnel. En particulier, l’influence était la plus importante sur un fond rocheux dont la diaclase horizontale est grande. Um das quantitative Verhalten des Tunnels zu bewerten, eroertert dieses Papier eine parametrische Studie mit Hilfe der DEM Analyse. Auch wird hier eine zweidimensionale Analyse von Ver-bindungen verschiedener Frequenzen in der Gesteinsmasse, eine sensitive Analyse von allen der im Barton-Bandis-Modell (BB) genutzten Parameter und eine Dreidimensional-Analyse mit ver-schiedenen dreidimensionalen geometrischen Veteilungen von Verbindungen ausgefuehrt. Erstens: Die Studie findet heraus, dass Vedraengung und Druck im Shortcrete proportional zur Frequenz von Verbindungen und Axialkraft der Steinbolzen antiproportinal ist. Zweitens: Es wird herausge-funden, dass die am meisten Sensitiven der im BB-Modell angewendeten Eingaben die am Ende uebriggebliebenen Reibungswinkel sind. Und schliesslich wird herausgefunden, dass wenn Ver-bindungsteile an der Tunnelaushoelungsoberflaeche ausgemacht werden, fuer die Tunnelstabiltaet die Identifikation der meist kritischen Verbindungsorientierung sehr bedeutungsvoll.

Tin mining and smelting in the Transvaal during the Iron Age by H. M. FRIEDE*. Ph.D. and R. H. STEEL* (Visitors) This paper reviews the historical, archaeological, and metallurgical evidence on Iron Age tin mining and tin smelting in Southern Africa. The results of the analysis of twenty samples of tin ore, tin slag, and tin ingots found associated with Iron Age materials in the Transvaal (mostly in the Rooiberg area) are reported and discussed. The types of ingots preserved in local collections are described. A small experimental tin-smelting furnace was constructed and worked according to traditional African Iron Age technology. Qualitative and quantitative results of this experiment are reported.

This paper describes the development of large-scale thermal-plasma systems, which was motivated, in general, by the potential cost savings that could be achieved by their use as a replacement for the more conventional methods used in the generation of thermal energy. The anticipated cost savings arise not only from the use of plasma-generating devices but from the manner in which they have been interfaced with a furnace to process particular materials, mostly as fines. Thermal-plasma systems fall into two categories: non-transferred-arc and transferred-arc devices. In general, transferred-arc devices have been interfaced with open-bath furnaces in which melting or smelting processes carried out, while non-transferred-arc devices have normally been applied to shaft furnaces. Water-cooled transferred-arc devices are somewhat limited in power (about 5 MW) because of the relatively voltages (300 to 500 V) that can be attained in open-bath furnaces, where very long arcs are undesirable, and because only relatively low levels of current can be carried. Graphite electrodes can overcome the restriction current, and power levels of 30 to 50 MW seem feasible, even with one electrode, if direct current is used. Multiple water-cooled devices are capable of attaining similar power levels, but the capital costs are much higher. Costs due to electrode wear are lower for water-cooled systems, but expensive gases are needed for transferred-arc devices. Mintek conducted extensive pilot-plant work in which water-cooled devices were used initially but graphite electrodes were used subsequently to produce ferochromium from fines. Transferred-arc open-bath configurations were used. This work led to a decision by Middelburg Steel & Alloys (MS&A) to install a 16 MVA furnace of semindustrial scale to produce ferochromium aloys based on the ASEA d.c. arc furnace developed for the Elred process. Non-transferred-arc devices have atained reasonable scale-up to the 6 to8 MW power level, and high-voltage operation, which is inherent in such devices, has enabled lower currents to be used. Nevertheless, multiple systems are still necessary to accommodate large-scale applications, and this can be costly from a capital point of view. The cooling requirements are large, and can represent a considerable loss of electric energy. Shaft furnaces equipped with non-transferred-arc devices are suitable for the processing of materials that have volatile species, e.g. silica or manganese, or where the shaft is used to prereduce oxides that are amenable to gas-solid reactions. It is probably in the treatment of light and refractory metals that plasma technology will achieve its greatest development in the years to come. The energy requirements for the production of these metals are high, and very low oxygen potentials are necessary. These are factors that favour thermal plasma. Much developmental work is still needed in this interesting field. It should be remembered that electrically generated thermal energy is a unique temperature source that, in many instances, cannot be replaced technically or economically by the combustion of a fuel.

A theory is presented providing a concise mathematical description of the performance of a percussive rockdrill in terms of its principal mechanical dimensions. The theory defines the relationships between the values of thrust required to produce optimum rates of penetration at different throttle air pressures in terms of the piston areas and derives an equation for the prediction of these rates. An analysis of drillsteel life and bit wear is also made.

Brigadier Ralph Shelton Griffin Stokes D.S.O., C.B.E., M.C., who died in England on 24th February, 1979, at the age of 96 years, was one of the most colourful personalities in South African mining history. After the South African War, in which he served as a trooper, he joined the Crown Reef Mine as an assistant assayer (1902), and was to serve the mines of the Corner House Group intermittently for the next 57 years until his retirement in 1959.

Hydrogen peroxide is gaining acceptance as a reagent for the treatment of mining effluents containing cyanide. In this paper some of the chemical and environmental aspects of treatment with hydrogen peroxide are discussed, and one way of improving the economics of the process is described. This is known as selective detoxification, which involves the oxidation of the less stable (cyanide) complexes while not affecting the more stable complexes, which contribute very little to the concentration of free cyanide or to the toxicity of the treated water.

Most of the cyanide lost in carbon-In-pulp plants is due to the reaction of cyanide with base metals and sulphides during leaching. Some cyanide is also lost in the adsorption tanks as a result of oxidative and adsorption reactions with the activated carbon. The high rates of cyanide loss in the elution and electrowinning stages are atributable to hydrolytic decomposition and anodic oxidation, respectively. However, the relative amount of cyanide lost during these two stages is small for a given amount of ore treated.

This paper presents an overview of the research that has been carried out to improve the understanding of the fracture processes occurring in rock under high levels of stress. The onset and growth of fractures are studied by means of laboratory model testing, and the results obtained are used in the calibration and validation of the numerical model DIGS, which is based on displacement discontinuity. The results obtained so far have shown that, while there are overall similarities between the experimental results and the numerical simulations, improvements to the experimental procedures and the DIGS are required for a detailed mechanistic understanding of shear-band orientations and extension fractures.
