The 48th convention of the International Union of Mine, Mill and Smelter Workers, held in New York City recently, saw delegates vote funds for a new organizational drive expected to begin immediately. John Clark, union president, told members in his keynote speech, that the union would be in a better position to make demands if it extended its membership to all phases of the nonferrous -industry. He told the 250 delegates that union leaders have already laid extensive groundwork for the campaign. Clark said: "I am proposing here that we concentrate on organizing during this coming year. I am proposing that we throw a heavy amount of re sources in organizing. That means financial resources as well as re- sources of staff ."

HOWLAND, GEORGE P. HULST, FREDERICK 1. SNYDER. There were 32 members present at the dinner of the Chicago Section which was held at the Chicago Engineers' Club on Friday Evening, December 22. At the meeting after the dinner, the Chairman called attention to the work of Mr. Hoover in Belgium and spoke briefly of the assistance which' could be given him through the Belgian Kiddies, Ltd. Mr. Alonzo Kinyon read a paper on "Burring Powdered Coal" which so interested the members that many of them participated in the long discussion which followed. Prof. Harry B. Pulsifier then described the metallurgical plants about Chicago. He mentioned briefly the equipment and interesting features of 30 metallurgical plants of importance and stated that there were also 200 foundries in the district. He said that when number, size, quality and diversity of the plants are considered, the Chicago District is justified in calling itself the greatest metallurgical center on earth. At a meeting of the New York Section, held at the Machinery Club on Jan. 19, 1916, the topic, for the evening was The Problems of the Naval Consulting Board, on which board are four prominent members of the Institute. The speakers of the evening were W. L. Saunders, president of the Institute, Dr. L. H. Baekeland, and Commander A. B. Fry, chief of staff of the New York Naval Militia. After Chairman Browne had laid before the meeting certain business matters, he introduced President Saunders, who presided during the speech making and delivered the first speech. The letter from President Wilson to Mr. Saunders and the presidents of the other national engineering societies, inviting their cooperation in a scheme for mobilizing, as it were, the industrial capacity of this country, had just been made public (see a previous page of this Bulletin) and President Saunders described in considerable detail the origin, purposes, and scope, of the work to be undertaken in this direction. Each of the five national scientific societies is to select a representative from its resident members in every State of the Union, that is, the mining engineers will have 48 representatives, likewise the electrical engineers, the chemists, the civil engineers, and the mechanical engineers. Thus, there will be a representative body or board of five members in every State, one from each of the five societies or institutes. Each committee will investigate the manufacturing and producing possibilities in its own state, and will gather information as to the capacity of every industry which may be capable of supplying things that are needed for the sinews of war. Industrial preparedness means something more than mere capacity to make shells. The field covers food, clothing, hospital equipment, motors, animals, telephones, telegraph and railway accommodations, and a myriad of small details.

IT has long been accepted that blast-furnace practice varies to some degree with the coke used. While the qualities desirable in iron have been known for some time, the qualities in coke that produce such iron have not been established. There are no objective standards for blast-furnace coke, which is usually described in general terms, as good or bad. Many experienced operators believe that coke cannot be measured objectively except by using it in the furnace, noting the result, and labeling the coke according to furnace operations. This is admittedly unscientific, and besides is useless for the two main purposes for which a measure of coke quality is needed: (I) to produce the best possible coke from the coals and equipment on hand; (2) to test new coals and determine their value for blast-furnace coke. In seeking such an objective measure, much work has been done on tumbler tests, shatter tests, sizes of coke, porosity, specific gravity, reactivity or combustibility and other tests, but as yet very little has been published in which conclusive correlations have been established between such objective measures and furnace operation. In our study of the problem during the past 8 years we have developed no new measures of coke quality, but we have collected data that are presented here in the hope that they may assist in further work, so that at some future time there may be developed such positive measures. The purpose of this paper is to show that there are variations in coke and that such variations do influence the operation of blast furnaces. At the same time we must remember that there are variations in blast-furnace operation and it may be the blast furnace that is at fault. This correlation of coke properties with blast-furnace operation will be worked out in the following steps: I. Discussion of a period when a change in the coke resulted in an increase in efficiency on one furnace and a decrease in efficiency on another. 2. Adaptation of the inefficient furnace to the available coke so that normal efficiency was restored. 3. The use of radial distribution: a discussion of the effect of size of ore layer in adapting blast-furnace operation to the coke. 4. An example of a change in size of coke and the detrimental influence on the production of one furnace. 5. An example of a change in size of coke, together with manufacturing data, to show why it changed, the conclusion being that coke is a product with an optimum value. 6. Illustration of the fact that coke has different optimum values on two furnaces, with discussion on adaptation of operation so the optimum values will be the same. 7. Limitations of the use of screen tests as an objective measure of coke quality. 8. Importance of uniformity in coke. The recent surge in demand for uranium in the US, accompanied by a significant increase in price, has stimulated the search for and development of lower grade ore bodies. At the mill, this translates into much larger throughputs and-compounded by many recently enacted environmental considerations-has made the cost of milling a critical factor in today's uranium production economics. The three conventional milling methods employed in the extraction of uranium ores are reviewed in the following sections.

The kinetics of precipitation of transient a phase during the transformation in U-16 wt pct Mo between 400° and 550°C were studied using quantitative metallography and electrica1 resistiuity measurements. The volume percent of a phase goes through a maximum in time, corresponding to a critical degree of progress of y' formation. prior to its re-solution after prolonged annealing. The fastest rate of a precipitation oc-cuvs at 500°C with a concomittant lowest peak of 9.5 vol pct a. At 450°C, 14 vol pct a, greatest fov any temperature, was observed after 24 hr witlz an associated slowest rate of formation. a precipitation at 400°C ceases after approximately 160 hr and the amount of a present remains unchanged after long times at temperature; no y' was observed metallographically at this temperature. IN the U-Mo system at 16 wt pct Mo, an ordering reaction takes place below 600°C, see Fig. 1, whereupon the random bcc solid solution, y, transforms to the ordered bct phase, y'."2 The new unit cell is constructed of three old unit cells somewhat distorted. While attempting to study the kinetics of this transformation it was observed that an unexpected phase was precipitating out early during the transformation anneal reaching appreciable amounts before disappearing after long times. The y' appeared in the presence of this new phase and after long times constituted the whole sample. Owing to the high optical activity of this unexpected phase under polarized light, it was suspected to be the a phase. Subsequent X-ray powder pictures confirmed this belief. The kinetics of a phase formation and disappearance is the subject of this paper. EXPERIMENTAL PROCEDURE A) Alloy Preparation. Alloys for this study were prepared by vacuum induction melting normal reactor grade uranium and 99.5 wt pct Mo pellets in thoria crucibles. Two ingots were prepared, and sections of the top and bottom of each ingot were chemically analyzed for uranium and molybdenum content. The results of the analyses appear in Table I. B) Metallography. Samples of 16M were wrapped in tantalum foil, sealed in evacuated (5 X 10"6 mm of Hg) quartz capisules, and annealed at 1110"C prior to being transferred directly to the transformation temperature. They were examined metallographically after increasing times to determine the progress of the transformation at 400°, 450°, 500°, and 550°C. The samples were prepared for metallographic examination by mechanical polishing with diamond paste and electrolytic polishing with a solution of glacial acetic acid and chromic acid. Since the y' phase is tetragonal, its presence can be detected by viewing the sample in polarized light. To increase the contrast between y' plates, the samples were electro-etched in a 10 pct oxalic acid solution. To reveal a phase in bright field (it can be seen in polarized light in the "as-polished" state), the samples were electro-etched in a solution of citric acid and nitric acid. To determine the vol pct a phase, a variation of the one dimensional systematic point count method as described by Hilliard and cahn3 was used. The

Until recent years, maintenance of surface coal handling facilities was a relatively simple task. Equipment consisted principally of conveyors, screens and crushers of comparatively simple construction. Electrical equipment consisted of motors and starters, with little, if any, interlocking. In most cases failure of any component affected only the grades of coal loaded so that even a prolonged breakdown did not affect mine operation materially. However, with the introduction of modern cleaning plants, the picture has changed. The equipment is much more complex and therefore more difficult to maintain. In many cases failure of any component of the plant prevents loading of coal. Even if provision is made to bypass, the quality of coal loaded is lowered, affecting markets. In the case of plants designed to permit full seam mining, marketable coal cannot be loaded without operation of the cleaning plant. Under these conditions it is apparent that considerable thought and effort toward better maintenance are justified. In order to assure continuous, efficient and economical operation, maintenance should receive consideration, not only after the plant is in operation, but while it is being designed. It is hardly necessary to say that the designer should strive for sturdi-ness and wearing qualities. It is sometimes not realized, however, that even the best parts will sooner or later require replacement or repair. The designer should, there- fore, give consideration to accessibility. Anyone who has had to do with cleaning plant maintenance is familiar with installations where several hours are required to get at a part that can be repaired or replaced in a few minutes, once it is accessible. As in most cases, experience is the best guide. The men who operate and maintain this equipment know the problems encountered. Whenever available, the opinions of these men should be sought and heeded. As an example, we might consider the refuse elevator on a Chance Cone. Our company is now operating three of these cones, the first of which was installed in 1941, and the latest in 1946. Exact records are not available, but well over 50 pct of delays charged to the Chance Cones have been caused by the refuse elevator. This elevator receives refuse from the cone and carries it to a point above the water level of the cone, discharging onto a dewatering and desanding screen. Since the elevator operates under water and necessarily has close clearances in the lower boot, it tends to jam on large pieces of refuse or tramp iron. The chain, buckets and boot are also subjected to the action of water, sand and refuse, which accelerate normal wear. In case of jamming or chain-breakage it is necessary to drain the elevator and the cone so that even a minor fault in the elevator causes a considerable loss of time for the cone. In our new plant, which will contain two Chance Cones, the refuse elevator has been eliminated. This was accomplished by raising the cone so that the refuse gates could discharge directly onto the dewater-

A study has been made to determine the sites at which sulfur adsorption occurs on copper surfaces. measurements were made of the relative torques, Ys, at the intersection of twin boundaries with surfaces near the three low-index orientations, i.e., (100), @lo), and 011), over a range of H2S/H2 ratios. HZS concerztvations j'ro~n 3 to 1500pp)n between 830" and 1050°C were used. It is concluded that sulfur adsorption occurved preferentially though not exclusively at edge sites near the (100) and (110) surfaces in the HzS range — 700 Ppm giving rise to negative torques near these orientations. Beyond this HzS range, adsorption occurred at all sites. Near the (111) surface, 7/y little with HzS concentration up to approxiwzately 75pptn. Above this range, the results indicate adsorption is occurring OH both terrace and edge sites. SCIENTIFIC interest in surfaces and their interactions with a gaseous environment dates back to the beginning of the 19th century. The scientific luminaries of that period—Faraday, Maxwell, Rayleigh, Dewar, and Gibbs—were already concerned about such processes. However, it has only been within the past several decades that adsorption on metal surfaces has been actively studied. This increased interest in adsorption has been brought about by the advent of new and improved experimental techniques and apparatus, e.g., ultrahigh vacuum, and field-emission and ion microscopes. However, most of the work done using these techniques has been carried out at low temperatures. When adsorption studies have been made at either low or high temperatures, they usually gave no indication of the particular surface orientations or type of sites on which adsorption was occurring. In the last few years, there have been a series of studies in which the surface tension, y,, and/or its derivative with respect to orientation, 7, have been studied as a function of orientation and atmosphere.'-7 Nearly all of the work on the relative torque,* ~/y, silver annealed in hydrogen and air.6 Recently Winterbottom and Gjostein" have used a modified and more accurate Mykurian method to determine the y plot of gold in hydrogen The only work in which T/~, has been measured over a range of chemical potentials for a given solute, p2, is that of Robertson and shewmon7 on the Cu-0 system. They measured T/Y, vs Po, (10"" to 10- l3 atm) at 1000°C in various mixtures of Hz0 and HZ. From this work they estimated the value of p2 at which one half of the surface sites are occupied with oxygen, pg, as being in the range 10- l6 to 10- l5 atm of oxygen. They also found that increasing Pa increased the magnitude of ~/y, near the (111) and (100) orientations. This indicates that oxygen is not adsorbed preferentially at step edges, but uniformly over all surface sites. In addition, they did one experiment on sulfur adsorption on copper surfaces, which indicated that sulfur adsorption decreases ~/y, near the (100) orientation, while not affecting ~/y, near the (111). This could be interpreted as indicating that sulfur adsorbs preferentially at step edges near the (100). In this paper the primary objective of the work has been to carry out a study of sulfur adsorption on copper surfaces over a range of temperatures and p,. In conjunction with this work, thermal grooving at grain boundaries has been examined as a method of determining the effect of sulfur adsorption on y,. METHODS Ideally, one would like to have information on the quantity of solute adsorbed on a surface and the types of sites at which it is absorbed as a function of p2. The total quantity adsorbed or the surface excess is given by the thermodynamic equation Thus data on the variation of y, with pz indicates the value of p2 at which adsorption becomes appreciable and the quantity adsorbed. The type of adsorption site is more difficult to deduce but information on this can be obtained from the variation of rz with 8, the angular deviation of the surface orientation. This is obtained from the thermodynamic equationlg Data on t and ys as functions of p2 have been obtained by the following methods. 1) Twin Boundary Grooving—By determining the effect of adsorption on the torque, 7, where T is the variation of surface energy, y,, with orientation, it is possible to obtain some indication as to the preferred sites of adsorption. PRODUCERS of both bituminous and anthracite coal have for many years been worrying about the gradually decreasing consumption of their product in the United States. Twenty years ago production had climbed to a peak of 569,000,000 tons of bituminous and around 90,000,000 tons of anthracite. In 1939 it was about 393,000,000 tons of bituminous and 51,000,000 tons of anthracite. This does not mean that the country is using less polver than it did twenty years ago, or that we are living in colder buildings. As a matter of fact, about three times as much electric power is now being consumed as in 1920. In general two factors are responsible for the drop in coal consumption: (1) greater efficiency in the use of coal, and (2) increased competition from hydro power, internal-combustion engines, and substitution of oil and gas for coal in conventional furnaces. As to the first factor, it took 3 Ib. of coal to generate a kilowatt-hour of electricity in central stations in 1920 and it takes 1.4 Ib. now; it took about 175 Ib. of coal in railroad locomotives to haul 1000 long tons a mile in 1920 where it talces about 120 lb. now: and marked economies have also been made in the use of coal in steel plants: in by-product coke ovens, and in other large uses. As to the second factor, three times as much electricity is produced from water power now as was produced in 1920; three times as much oil is being consumed in various ways; and likewise, the consumption of natural gas has tripled- whereas coal consumption in the same period has dropped by 40 per cent

Secondary blast holes are now being pierced in quartzite and sandstone quarries, using multiple hand-operated Jet-Piercing units supplied with oxygen, fuel and water from a compact mobile carrier. A unit of this type, operating in a Canadian quarry, enabled four Jet-Piercing blowpipes to pierce blast holes for two hours without shutdown. The piercing blowpipes used were developed by Linde Air Products Co., a division of Union Carbide and Carbon Corp. The mobile supply carrier was constructed by the quarry from specifications supplied by Linde and modified by the quarry operators for their particular use. Employment of the new self-contained unit, which allows up to four operators to pierce approximately 450 ft of blast hole without shutdown, accelerates rock removal operations. Normally, only two blowpipes are in operation at one time. Large boulders or ledges, which sometimes remain after primary blasting to hamper loading operations, can, in the case of certain hard rock, be prepared for reduction more rapidly with these new units than by any other means. A special feature of the new manual Jet-Piercing unit is the mobile gas and fluid supply carrier. It consists of a standard truck chassis fitted out with four banks of large standard-capacity oxygen cylinders, a steel-holding tank for fuel oil, and a gasoline-driven air compressor and tank for pressurizing the fuel oil tank. Cooling water for the blowpipes is supplied to the unit from a hose extension to the quarry supply line. Feeder lines from the oxygen cylinder manifolds and the oil and water tanks terminate in four sets of take-off stations on the control panel at the rear of the truck. As many as four hand Jet-Piercing blowpipes can be connected to the take-off panel by high-pressure rubber hoses. The hand Jet-Piercing blowpipe used with the mobile supply carrier is a highly portable device which can be manipulated comfortably by one operator. The blowpipe can pierce blast holes at rates up to 60 ft per hour, depending on the properties of the rock. Blast holes can be pierced at any angle from the vertical to the horizontal, making it necessary for the operator to drill from the top of the boulder. Hole diameter is held to approximately that which allows the use of a standard 11/8-in. diameter dynamite. The manual Jet-Piercing blowpipe has these important design features: a burner from which the combustion gases emerge at supersonic speeds (in excess of 6000 ft per sec); a hole-sizing shell which controls the minimum size of the hole and protects the copper burner; and a sliding shield which protects the operator against the steam and spallings ejected from the hole during the piercing. The Jet piercing process has been applied successfully in United States and Canadian quarries within the last several years as an advanced method of "drilling" blast holes.

A comparison of freight rates on movements of limestone and silica rock in the Pacific Northwest shows a wide variance in mills per ton mile for like hauls, thereby favoring some localities over others.

Whildin, Mining Superintendent, Lehigh Coal & Navigation Co., Lansford, Pa., presented a. paper on Steep Pitch Mining of Thick Coal Seams, illustrated by numerous drawings. This paper will be printed in the November number of the Bulletin. A lively discussion followed the reading of the paper.

NO FEATURE of the annual meeting is considered more important at Institute headquarters than the assembly of delegates from the various local sections and divisions. There the president of the Institute and other officials may learn at first hand what the members are thinking and doing in every part of the country, and the delegates, in turn, may find that head- quarters is not a group of more or less cold-blooded New Yorkers whose primary function is to send out annual bills for $15. This year, the section and division delegates required three sessions to thresh out the matters of common interest: Monday morning and afternoon and Thursday afternoon. They were also guests of the Institute at the Directors' dinner on Tuesday night, and at the Directors' meeting afterward.

SOME problems concomitant with commercial exploitation of marble are presented as examples of interesting, useful and profitable fields for application of scientific knowledge. The marble industry is only one such field and is selected because its varying new aspects are familiar to the author. However, what is true for marble is equally so in principle for many industrial minerals. The problems of any stone industry are to maintain markets, create new outlets for stone already in demand, and develop varied uses for varieties that are not so popular. Here the geologist has a different role from most of his colleagues in metal mining. The producing branch may ask about the expectable variation in thickness or size of a deposit as development proceeds. The stock department may call for the available amount of a given type of stone before accepting a large order. The sales force requires data on the use for stone from certain parts of deposits in order to divert grades to the most suitable use. The service depart-ment wants defects rectified and the cause determined to avoid recurrence. The mills want data on durability and cutting quality of abrasives. The geologist occupies no special department; he is on general call, as may be illustrated by a few types of problems that may be classified as: (1) dominantly geological in character, (2) dominantly chemical in character, (3) dominantly physical in character.

RICHARDSON The quarterly meeting of the Columbia Local Section of the Institute Was held in Pullman, Wash., May 16-17, 1914, as a joint meeting with the Spokane Sections of the. American Institute of Electrical Engineers and the American Society of Civil Engineers, each holding separate sessions on the afternoon of the 16th With a joint meeting in the evening. The Section meeting was held in Science Hall, the Chairman, Prof. Francis A. Thomson, presiding. E. Jacobs, Secretary of the Western Branch of the Canadian Mining Institute, acted as Joint Secretary: About 35 members and guests Were present. H. C. Bellinger, formerly Metallurgical Manager of the Great Cobar Co., Ltd., N. S. W., Australia, described the Horwood process. Papers as follows were presented and discussed: A Smelting Furnace for Cyanide Precipitate, by P. S. Anderson. Mining Methods in Rossland, by C. H. Loux. Geological Notes on a Part of Central Idaho, by Prof. D. C. Livingston. Some Notes on the Ore Deposits of Republic, Wash., by A. M. Balfour. E. Steidl, of the U. S. Bureau of Mines Rescue Car, spoke on the mine rescue service of the Bureau, and E. Jacobs described what is being done along similar lines in British Columbia and elsewhere. The evening was occupied in joint session, J. B. Fisken presiding. Mr. Fisken read a short paper on the benefit to the young engineer of an association y membership in the local section of either of the societies represented in the meeting, and C. F. Uhden gave a stereopticon lecture on Power Development Along the Spokane River.

Announcement was made in the spring of 1926 that the Boston & Maine R. R. Co. had contracted with the well-known German steelmakers, Messrs. Fried Krupp, for the manufacture of 15,000 tons of basic open-hearth steel rails at the Rheinhausen Works, for delivery to Boston, Mass. The manufacture of rails in the United States has for many years been almost a national pride, and as this feeling is chiefly the result of a long-time liberal and consistent patronage of American rails by American railroads, it is not strange that this somewhat unusual announcement should arouse more than ordinary interest. Since the end of the World War, the importation of foreign rail has been fairly large, principally because the newly created economic conditions have rendered some American competition more difficult, but the tonnage imported, for the most part, has been made up of small orders for miscellaneous use; and the contract referred to constitutes the largest single importation of foreign rail in over ten years. In 1915, the Algoma Steel Co. of Sault Ste. Marie, Canada, supplied the Illinois Central R. R. with 30,000 tons of rails,' and various other American roads with smaller amounts. In 1902, 1903 and 1904, large tonnages of rail from abroad were purchased, the Louisville & Nashville R. R. alone obtaining 30,000 tons from German mills. It is the object of this paper to present, in what is believed to be a new and concise form, figures showing the production and consumption of rails in the United States, and to record some of the testing and inspection results of the recent Krupp rails; also, to direct attention to two quite unique departures from American practice that were regular features of the Krupp process and which are worthy, it is thought, of careful study. COLCOCK JONES A meeting of the Southern California Local Section, in honor of the presence of Secretary Bradley Stoughton, was held at luncheon in a private dining room of the Sierra Madre Club on Friday, May 21, 1915, 27 members and guests being present. In the absence, through illness, of the Chairman, Dr. Comstock, the vice-Chairman, Seeley W. Mudd, presided. After the luncheon, Secretary Stoughton made a short address on the activities of the Institute. George S. Rice, of the U. S. Bureau of Mines, who was present, then spoke on the activities of his Bureau. Local Secretary F. J. H. Merrill gave a description of the activities of the Southern California Section and its progress, and reported the latter as substantial and its condition as very good. •Mineral Development Corp. of Salt Lake City, Utah purchased the Somerset and Oliver coal mines from the Kaiser Steel Corp. The mines are located at Somerset, Colo., about 75 miles east of Grand Junction, Colo. Somerset Town, with housing for 600 persons was included in the transaction. The mines employ 115 miners and have a combined capacity of 1750 tons per day. The Minerals Development Corp. is headed by Claude P. Heiner and is controlled by Godfrey L. Cabot, Inc. of New York and Boston. The Cabot Company is a major producer of carbon black. • The Dept. of Interior has announced that the name of the Defense Minerals Administration will be changed to Defense Minerals Exploration Administration. The new name of this defense agency more nearly describes its duties, since the mineral programming, procurement and claimant functions of the former DMA have been transferred to the Defense Minerals Procurement Agency. C. O. Mittendorf, formerly acting administrator of DMA, is serving as acting administrator of the new DMEA.
