The East Side Access (ESA) project is the largest underground rail infrastructure project under construction in New York City, USA. The Manhattan segment of the project is to be mined through rock and consists of 4.1 miles of Tunnel Boring Machine tunnels for track work and mined excavations to house rail switches, air plenums, and other rail facilities. This paper considers different methods for concrete lining, such as the use of fixed forms, adjustable forms, and pneumatically applied shotcrete. The advantages and disadvantages of these methods are discussed and the basis for considering one over the other are illustrated. Further discussions on design development and preparation of documents to facilitate quality and constructability in the field are presented.

There are hundreds of passive treatment systems accepting mining influenced water (MIW) throughout the world. Some systems do not perform to design expectations while others, including volunteer systems, have successfully operated relatively unattended for decades. The primary reasons for this situation include the common misconceptions that (1) a “cookbook” approach to design is valid for a wide array of MIW chemistries and site conditions, and (2) low maintenance means “no maintenance.” Passive treatment systems for MIW are typically manmade ecosystems that are designed to handle a specific range of metal loading conditions and MIW geochemistry. Thus, when design conditions are exceeded, the suite of microbial to macroscopic ecosystems may be slow to recover or mature. This should be no surprise to designers. But when a particular system fails, it may be inappropriately attributed to the technology, not the design. This paper presents a standard “phased” design protocol that appears to work and provides examples of sub-par performance of selected passive treatment systems.

Ceremonies for the induction of four mining industry pioneers into the National Mining Hall of Fame will be held Saturday, Sept. 13, 2008 at the Charles F. Barber Pavilion of the Museum Convention Center in Leadville, CO. This will be the 21st Annual National Mining Museum and Induction Banquet. The four inductees are Lew Eklund, 76, Carrie Jane Billings Everson (1843-1914), ?Colonel? William C. Greene (1851-1911) and Arthur L. Hawkesworth (1860-1905). Lew Eklund founded Eklund Drilling that is now based in Elko, NV. He invented many designs that play a major role in today?s mining industry. His Cyclo Blower and various sampling devices he designed helped to revolutionize gold deposit exploration by allowing mining companies to effectively sample microscopic gold. Carrie Jane Billings Everson discovered and proved a method for bulk oil flotation concentration of mineral ores, the precursor to modern froth flotation methods of minerals concentration. She patented her process in 1886. In the early 1890s, coworkers built and operated demonstration plants incorporating her bulk oil flotation process. ?Colonel? William C. Greene was responsible for the development of the great copper mining properties of Cananea, Mexico. In seven years, he went from ragged cattleman and adventurer to the greatest captain of industry the borderlands have ever seen. Arthur L. Hawkesworth was a master mechanic for Anaconda Copper. He invented the detachable drill bit. His invention generated tremendous savings for the mining industry in time, in dollars and in safer operating conditions underground. His bit?s long lasting contribution to improved mine economics is immeasurable. The 21st Annual National Mining Museum and Induction Banquet will begin with an open house and reception at 5:30 p.m. followed by the dinner and program at 7 p.m. The inductions will bring to 201 the number of mining ?greats? whose engraved photographs and biographical sketches are installed in the National Mining Hall of Fame.

D.A. Dahlstrom In the paper, a comparison was made between flowsheets using the screen bowl centrifuge and disc filters, respectively, as the primary dewatering device. The authors very effectively show that by raising feed temperature, mechanical dewatering is enhanced through reduced viscosity of the water. When a final coal moisture of 10% is required, the net effect of heating the feed is a reduction in thermal requirements because of the lower evaporated load on the dryer. The flowsheet comparison on this, however, was not completely correct. Disc filters do not generally utilize enhanced mechanical dewatering through increased temperature. Horizontal belt filters, through the optimal use of steam heating of the filter cake, have shown significant cost reductions over disc filters where steam is not used. In addition, the authors forgot to mention that there is a certain fraction of the feed that is so fine that it cannot be recovered by the centrifuge economically. That is the function of the filtration device shown in Fig. 4. In subbituminous pipeline coals, this fraction represents more than 10% of the feed. Even after flocculation and belt pressing, the moisture content in the fine fraction is 30%-40. Recent tests on a subbituminous pipeline coal slurry, compared an Eimco-Extractor horizontal belt filter with the screen bowl centrifuge flowsheet shown in Fig. 4. Mechanical dewatering was enhanced through the use of a steam dry zone after the initial dewatering zone. Vacuum pump horsepower was reduced by more than 50% through the use of condensors, and heat recovery was utilized to minimize thermal costs. Thermal drying to 10% moisture by weight was required in both flowsheets. The 0.5 wt% fines in the filtrate were flocculated and recycled to the filter, thus eliminating the belt press and solids mixers. When the three major operating costs (which normally account for 50%-75% of the coal operating costs) of steam, electricity, and flocculants at current prices were calculated, the flowsheets utilizing the Eimco-Extractor had cost savings vs the centrifuge flowsheet of 89¢/t (81o; per st) of surface dry coal. This advantage increases with increasing thermal and electricity prices. I congratulate the authors for the strides made with the screen bowl centrifuge. However, filtration flowsheets continue to be improved and their simplicity and low thermal and electrical requirements should not be so quickly dismissed. ? Reply by N.D. Policow From a technical standpoint, a number of extensive test programs have demonstrated that by raising the feed temperature, mechanical dewatering is enhanced whether it be centrifuges or filters performing the separation. Economic constraints usually become the over-riding issue. If an inexpensive source of thermal energy is available, i.e., waste steam, etc., the approach becomes commercially acceptable. For the specific case of coal slurry pipelines, since the dewatering plants will be located close to power generation stations, the preheating approach becomes especially attractive. The cost comparison shown in Fig. 7, which was prepared by a major West Coast engineering firm, contrasted screen bowl centrifuges and disc filters. In both alternatives, a thermal dryer was specified to produce a contract moisture of the final product. Sizing of the thermal dryer on the screen bowl alternative was substantially smaller than that of the filter, since the screen bowl was credited with a four to six percentage point decrease in product moisture compared to the disc. This comparison was made at ambient temperatures and reflected solely the mechanical dewatering capabilities of the two devices. No preheating of the feed was included in this particular comparison. Early generation screen bowl centrifuges operated under the principle of maximum bulk tonnage throughput. Second and third generation machines have followed the trends dictated by the coal industry calling for higher one-pass recoveries than previously demanded. The current generation of high-speed, long-bowl centrifuges permit recoveries of ultrafine solids directly comparable to commercial filter operation. On typical coal preparation plant feeds with nominal 600 E. an X 0 (28 mesh X 0) clean coal, recovery levels in excess of 99% are now obtained. The material that does escape the centrifuge and reports to the main effluent is typically -10 µm, high ash material. We have documented substantial beneficiation effects in screen bowl centrifuge performance with the cake product containing lower ash levels than the feed. On the referenced pipeline, coal tests performed on Western subbituminous coal, we found that the percentage of -10 µm material in the feed was six to eight times greater than normally encountered on eastern Appalachian seams. Our 45-t/h (50-stph) production centrifuge was never set up to maximize recovery. It was used as part of the two-stage dewatering circuit that had been chosen by designers of the proposed pipeline. Recoveries up to 95% were recorded. With field adjustments, that performance could most certainly have been improved. In contrast, manufacturers of the horizontal belt filter provided a small pilot-scale unit that operated on a side stream at the test facility. Numerous combinations of chemical additions were evaluated to determine those that had the best impact on filter performance. Whereas the screen bowl centrifuges operated without chemical addition, producing a dry, fluffy cake, the belt filter required two stages of chemical addition to attain satisfactory performance and high recovery levels. Minerales Monclova S.A. de C.V. (MIMOSA) has applied different methane gas drainage technologies, according to the top industry requirements in order to keep the methane gas at the lowest possible concentration in our operations, both in the development sections and longwall sections. Our staff has used the horizontal rotary technique. In 2004 MIMOSA bought a re-built drill machine and signed a contract with Resource Enterprises Inc. (REI), which included a training program in Horizontal Directional Drilling using the reflex system. The training system was developed for a period of three months in Mine VII, with very good performance by the MIMOSA staff. After the training the equipment was moved to Esmeralda Mine, where we had already drilled holes at the development section, 2,500 ft. It was the longest distance that could be reached with our original equipment, obviously; the directional drilling program is another challenge for us and our staff, but we are very confident that our result will be better every time. We will be evaluating each borehole and expect to improve our results in each progressive borehole, until we can drill up to the capacity of the equipment. We are in the process of buying another drill with an electronic monitoring device (DD DMecca) in the following months.

The North American-based mining engineer needs to understand the differences that exist between mechanical mining or boring machines built on this continent and those built in Europe. The differences Ere most clearly seen when machines for large-sized openings--about 15 feet high-are considered. This report will focus on the innovations of European origin. The rock-breaking tool, drag bit, or roller cone that is efficient for a particular project is related directly to the strength of the rock involved. This strength is generally stated in reference to the rock's unconfined compressivee strength in pounds per square inch (psi) although it is well recognized that a rock's shear strength is also important. Compressive strength has been adopted because it is simple to test for and provides a convenient comparison. Table 1 relates cutter type to compressive strength and indicates the general nature of the machine innovation devel¬oped in Europe.

Following on from many years of research aimed at improving the effectiveness of truck haulage operations in mines operated by BHP Minerals, BHP Research developed a concept for an Innovative Large Mining Truck, (ILMT) which has the potential to significantly improve the cost effectiveness of rear dump mining trucks. The ILMT concept reduces the empty vehicle weight dramatically, greatly reduces unequal rear tyre loading and improves ride and handling characteristics. The concept has been taken to the "proof of concept" prototype truck stage with the cooperative efforts of BHP Coal, BHP Research. Liebherr Mining Truck, Inc., Liebherr-Australia and Birrana Engineering. Testing of the prototype truck commenced at a coal mine in Queensland, Australia during May, 1996. Preliminary results from the testing program are very encouraging. Expectations are being met and in some cases exceeded.

INTRODUCTION Construction of the 3,600,000 kilowatt Third Powerplant at Grand Coulee Dam started in late summer 1967 approximately one year after authorization by Congress. The project was made possible by a treaty with Canada providing for cooperative development of the Columbia River which was signed in 1961 and ratified in 1964. Description of the Work The existing Grand Coulee power complex consisted of a dam and two powerplants with a switchyard serving each plant, one on each bank of the river. See Fig. 1. The switching facilities were connected to transformers at the powerplants by overhead 230-kilovolt and 115-kilovolt tie circuit conductors. [ ]

Weather changes of a daily, weekly, or seasonal period affect mineral production and cause significant losses that are considered unavoidable. Private weather forecasting services are available on a contract basis that can significantly reduce the uncertainty associated with weather-induced changes in the production of and demand for minerals. This paper provides examples of current practice and reviews the opportunities that await those producers who incorporate weather services as an integral part of their operating, scheduling, and planning procedures. Private weather forecasts can be highly accurate because atmospheric trends such as conditions and movement tend to persist and are related to previous meteorological events. Commercial meteorological services are prepared to deal specifically with a mineral producer's special problems (Table 1). Tactical use of private forecasts is a major advance over the severely restricted value of public forecasts which, of necessity, are general in nature and cover a dispersed geographic territory. Private weather services provided on a consulting fee basis offer the mineral producer the opportunity for tactical and strategic response to weather conditions at an acceptable cost. This contrasts with the too-frequent current tendency to view weather as a random variable the costs of which are unknown and about which nothing can be done.

The paper summarizes an investigation into the applicability of mechanical excavation to oil shale mining; identifies available machine types that are best suited to various aspects of the mining operation; presents preliminary comments on the configuration of an "IDEAL" oil shale mining machine; and establishes the background information necessary for conceptualizing and evaluating new mining methods using mechanical excavation equipment. Conclusions are also presented as to the best currently available systems, as well as potential future systems.

Until a few years ago tunnel construction was based exclusively on experience. In recent years, however, numerical models have increasingly become an integrated part of tunnel design [2]. These models permit good evaluation of the tunnel's support behavior even before it is designed. In particular, numerical methods are highly suited for the development of new construction methods. The prerequisite for this is the application of high-performance pre- and postprocessors, permitting the design engineer to come to a quick interpretation of the analysis results. In future, 3D analysis will take on increasing significance, for which reason this paper also deals with this type of models.

A 16 m by 4.7 m by 24.5 m (52 ft by 15.5 ft by 80.5 ft) underground ore bin was constructed at an 810 m (2660 ft) overburden depth in poor quality, faulted and altered intrusive rocks at Molycorp's block caving molybdenum mine. Geological engineering incorporated detailed structural mapping, rock quality classification, in-situ stress field determinations, numerical stress and failure analysis, and convergence monitoring. The ore bin was mined by conventional methods from the top down and utilized a bored raise for mucking. The initial ground support of rock bolts, lightweight steel sets, and reinforced concrete was later supplemented with an array of 6, 12 and 21 m tensioned, grouted rock bolts when wall closure was noted in the upper ore bin area. The supplementary support was optimized by computer analysis and monitoring.

The salt gradient solar pond has been the focal point of accelerating international attention and interest in recent months. Only recently have most investigators in the renewable energy field come to realize the versatility of the solar pond, and its ability to overcome certain problems usually associated with solar technologies. These realizations, together with clear demonstrations in Israel and elsewhere of its technical feasibility, have combined to bring the solar pond to the forefront of renewable energy technologies. The solar pond is a natural or site-built pond, about one to five meters or more in depth, which has been altered to retard the loss of absorbed solar energy. The absorbed solar energy is usually lost through upward buoyancy of the warmed water, followed by the loss of its heat to the atmosphere. The chief solar pond technology -the salt gradient, or "nonconvective" solar pond-prevents this upward buoyancy by means of a vertical density gradient achieved with dissolved salt. The deep waters in the solar pond reach high temperatures, up to and even above the boiling point of pure water.

Classification system efficiency (CSE) is a simple metric that can be used to measure and increase ball milling circuit efficiency. It is defined as the percentage of the ball mill energy being used to grind target (oversize) particles. This paper describes CSE analysis conducted for a variety of operations with related improvements in circuit efficiency ranging from 3 to 30 percent. The achievable CSE for any given ball milling circuit is described, providing the means to determine the extent to which every plant can benefit from increasing grinding circuit CSE.

Mine operation managers are constantly tasked with identifying new ways to produce more, while using less. Mine effectiveness and reliability is the foundation of improving operational performance. Timely decisions need to be made in order to identify production waste. Intelligent data needs to be visualized in real-time. Operational events need to be captured with impacts quantified and root causes identified. Unfortunately, complex information technology solutions often have a very poor success rate, with some reports suggesting 30 percent of complex projects are canceled before completion.

As part of a strategic research initiative at UBC to design and evaluate integrated underground mining and mineral processing systems, work has been done to determine how to utilize the coarse rejects of pre-concentration in the underground environment. An amenability study for nine orebodies from four of Xstrata Nickel?s Ontario operations evaluated both processing and waste disposal methods. The utilization of the rejects as a high quality backfill with minimal binder requirements has been identified as the preferred disposal method. Fill mixes utilizing the rejects in combination with classified tailings, full tailings, and cement were developed based on the geotechnical properties of the rejects. The mix designs were examined for both strength and rheological properties. The paper will present the results of the pre-concentration testwork, the design and strength testing of various mix designs for rejects from the nine ores and presents a conceptual design for an underground pre-concentration system based on this test work.

Hydrometallurgical recovery of rare earth elements (REE) from NiMH battery waste can be performed using sulfuric acid leaching followed by selective precipitation as double salt (REENa(SO4)2·H2O) by adding Na2SO4 as a precipitating agent. The formed double salts can then be further converted with NaOH solution to form REE hydroxides. However, present literature has paid little attention to how to minimize the consumption of reagents in this recovery process. In the current study, a process model was built using HSC Sim software, and metamodeling of the simulated flowsheet was conducted with the design of experiments (DOE), after which the basic functionality of the flowsheet was verified by experimental work, starting from sulfuric acid leaching of spent batteries. As the process is based on chemical circulation internally in the process, the objective was to investigate the accumulation of the elements in solution, specifically Na+ , K+ , SO4 2− ions and impurities liberated in the NaOH conversion step. It was found out that metamodeling could be utilized in obtaining first estimate of the process behavior, prior to any experiments. Flowsheet functionality with circulated solution was confirmed, obtaining at best 96.9% La recovery.

One of the many responsibilities of mining engineers and mill superintendents is to provide for the safe and economic disposal of wastes (or tailings) remaining after a mineral has been extracted from an ore. The cost of disposal of these tailings exerts a considerable influence on the minimum grade of ore extracted from the mine. It varies to a great extent with each project and is dependent on many diverse factors, such as the local topographical, meteorolgical, geological and seismological conditions together with the applicable water pollution laws of the area. The process used to extract a mineral from an ore determines the physical characteristics of the tailings and thus is one of the more important factors to be considered when planning disposal facilities. Today's trends .in ore-processing operations complicate the problems of waste disposal: recently developed extraction methods result in the production of finer tailings, the use of lower grade ores produces greater volumes of wastes, while the enhanced land values in the vicinity of industrial plants preclude the former practice of spreading wastes laterally and force the expansion of waste desposits upwards to greater heights. The frequent occurrence of stability problems in waste deposits indicates that many mining organizations may not be employing current soil mechanics concepts and practices. One of the most spectacular, and often most disastrous, types of tailings dike failure is that resulting from liquefaction of the fine particles combined with a breach of the main retaining dike.

Introduction Basis For System San Juan Coal Company (SJCC) is a subsidiary of BHP Billiton. Until recently, BHP Billiton operated three surface mines in northwestern New Mexico: Navajo, San Juan, and La Plata. The San Juan and La Plata Mines supplied the San Juan Generating Station operated by Public Service of New Mexico. Stripping ratios at those operations were increasing, and by 2000 a feasibility study was underway to develop SJCC’s vast underground reserves as a replacement. Early in the evaluation and planning phase for the San Juan Underground Mine, it was determined that the target seams (Fruitland #8 and #9) had a high propensity for spontaneous combustion. Spontaneous combustion was identified as a risk, both to personnel and equipment, and to the ability of SJCC to reliably fulfill its obligation to the power plant. In the last 20 years, several western US coal mines suffered underground spontaneous combustion events and/or mine fires. Included in this group were Colorado Westmoreland’s Orchard Valley Mine (1987), RAG’s Willow Creek Mine (1998 and 2000), Oxbow’s Sanborn Creek Mine (1999), the West Elk Mine of Arch Coal (2000), Arch’s Skyline Mine (2002), Western Fuels’ Deserado Mine (1996), and the West Ridge Mine of Andalex Resources (2003). The cause for the majority of these fires was spontaneous combustion. Fighting the fires required injection of an inert gas or foam. Nitrogen and carbon dioxide were the predominant choices of inert gas. In all cases, the gasses had to be trucked in from considerable distances. Before the inert gas could be used, injection holes had to be drilled into or near the suspected fire locations. This drilling and trucking caused costly delays in the timing of the fire fighting effort, and was not as precise as desirable. Emergency purchasing of gas and pumping services was extremely expensive, running as high as $70,000 per day at one mine. As a result of the experience of other western US coal operators, and the risk inherent with spontaneous combustion at SJCC, it was decided to pursue installation of a nitrogen delivery facility on-site at SJCC. This decision was later expanded to include a continuous supply of nitrogen.
