Polychlorinated biphenyls (PCBs) are a group of chlorinated chemicals that were used in many different fire resistant hydraulic fluids, heat transfer fluids, and in electrical equipment as dielectric liquids. PCBs were manufactured primarily by Monsanto Chemical Company under the tradename Aroclor, and were used by many different electrical equipment manufacturers. PCBs are noted chiefly for their extreme chemical inertness. This resulted in exceptional fire resistance and long life in applications involving exposure to high temperatures and intense electrical fields. This combination of properties resulted in PCBs being widely used in electrical equipment used in mines, including transformers, capacitors, and some electric motors. PCBs were also used as working fluids in some heat transfer and hydraulic sys terns. The same chemical resistance that gave PCBs long life in industrial applications give PCBs essantially eternal life when they are released into the environment. PCBs are not highly toxic in the sense that exposure does not cause immediate health problems. However, PCBs accumulate in the human body and neither degrade nor are eliminated from the body, and long-term exposure to PCBs can result in changes in liver function which may increase susceptibility to the carcinogenic effects of other chemicals. PCBs also accumulate in the food chain; the concentration of PCBs in fresh water fish may be several hundred thousand times as high as in the water the fish are taken from.

In opening, I want to thank the program committee and members of the Society of Mining Engineers of AIME for the opportunity to speak to you. Various chapters of AIME this past year have expressed interest in the Federal Metal and Nonmetallic Mine Safety Act. We want to see that interest continue, because the reason for the legislation was the safety and health of the industry's workforce. The Department of the Interior was directed by the Congress to administer the provisions of the Act and is therefore held directly accountable for the success or failure of its intent. We intend to see it succeed. Among other things, the Act does provide for education and training under Section 15. This provision has been implemented and is expanding. However, the responsibility of my office is inspection and enforcement and that is my subject today.

Sharper separation and improved control of the top size increases the fine particle product yield. As the milling circuit recycle stream is reduced, the overall capacity is increased. In some cases, a doubling of throughput is realized, although 25 to 30% increase is more typical. Alternatively, the energy demand may be reduced, although the best economic improvement results from higher capacity. A comparison with a high-pressure roller mill circuit shows that an optimized ball mill circuit retrofitted with the new air classifier has lower energy consumption. The new air classifier features low energy demand and substantially lower maintenance compared to similar equipment. Design and operation of this recently patented classifier are discussed. Several industrial installations will be described.

"Composite sprayed concrete lining (SCL), consisting of two layers of permanent sprayed concrete separated by a layer of spray-applied waterproofing membrane, represents the latest development in SCL tunneling, but presents several challenges to designers. This paper aims to address the following issues: (1) how to simulate composite action, (2) behavior of a composite SCL tunnel, and (3) how to utilize composite action to achieve lining thickness efficiency. It firstly sets out the background to the composite SCL concept, and then presents a strategy for numerical investigation. The main part of the paper is the presentation and discussion of the simulation results, focusing on the lining deformation, load sharing and the safety margin of both linings. Interface stresses are also examined. It is found that significant secondary lining thickness reduction may be achieved by utilizing composite action. Challenges for the design of composite SCL tunnels are briefly discussed at the end. INTRODUCTION Sprayed concrete lined (SCL) tunnelling has seen rapid development over the last twenty years in the UK (Su 2013). One of these developments has been the replacement of traditional sheet membrane and cast in situ secondary lining with innovative spray applied waterproofing membrane and sprayed secondary lining system, which has been adopted in recent major projects, such as Crossrail (Pickett 2013), and brings many benefits to the construction (Dimmock et al. 2013). The combination of sprayed primary lining, spray applied waterproofing membrane and sprayed secondary lining is perceived to provide a structurally efficient lining system that outperforms the traditional lining system, which consists of sacrificial primary lining, sheet waterproofing membrane and cast in situ secondary lining. The claimed benefits in structural performance arises from the composite action between the sprayed primary and secondary linings via the spray applied waterproofing membrane, which produces a much stiffer cross-section and therefore a more efficient use of materials. Early investigations on the design of composite SCL tunnels were carried out without (1) definite and reliable long-term interface parameters, (2) a verified numerical modelling technique, or (3) consideration of different stress histories between primary and secondary linings (Thomas and Pickett 2011, Marcher et al. 2011). This paper reports the findings from a numerical parametric study on a typical composite SCL tunnel with varied secondary lining thickness. The results show that the true benefit of composite lining arises from the optimisation of the lining thickness (stiffness) ratio between the primary and secondary linings to achieve secondary lining safety and thickness efficiency at the same time."

Automatic tripper control systems can be reliable and as such are suitable for use in the mining industry. Proper application of fundamental engineering principles provides the means for the reliability. Some of the principles are: (1) Be sure the system designer designs a system that does the job operations people want done; (2) Use sound logic design practices to avoid internal electrical problems; (3) The design must be maintenance oriented; and (4) Use good quality components. I would like to discuss a tripper control installation at Kennecott Copper Corporation, Chino Mines Division, in Hurley, New Mexico, and how these principles apply to this tripper control system. First, however, I will expand on the principles to clarify just what is meant. First, "Be sure the system designer designs a system that does the job operations people want done.? Operator acceptance is often the key to the success or failure of an automatic control system. One of the best ways I know of to get operator acceptance is to give him a system that he wants. I don't mean to imply that if bad practices or procedures exist that they should be incorporated in the control system. I do think that many designers feel they haven't done their job if the control system doesn't do things drastically different than the old manual method. Good engineering principles dictate that the job should be done right and if the manual method was right it can very likely be right for the automatic method.

"Very low strength alluvial peat soil was found under two old drainage galleries with just 4.3m cover above a twin tunnel due to be excavated by a 10.6m diameter EPB Shield for São Paulo Metro’s Line 5. Alignment was required to strengthen soil and drive the TBM through safely without damaging the galleries. The design included six levels of self-drilling forepoling with lengths up to 15m, using 100 mm-diameter SCH160 metal tubing and injection bulbs with estimated 0.20m diameter. Two 6m-diameter circular shafts were excavated along the shield-tunnel axis, one each side of the galleries, and forepoling fanned out under gallery foundations. Given the peculiar soil and confined working space, more data were needed for correct drilling geometry. Ground mass treatment was successfully designed and executed and galleries were fitted with instruments to enable the shield’s advance. DESCRIPTION São Paulo Metro’s Line 5 (aka Lilas or purple line) is adding 11 stations along an 11.5km extension and three EPB TBMs are being used simultaneously (three EPBs on the same job for the first time in Brazil) with one of them excavating a large cross- section twin-track tunnel. Currently the largest work-in-progress for São Paulo Metro, this project has been divided into seven lots and 9km are already operational. This study refers to Lot 6 where the 10.6m - diameter EPB shield excavation is only 4.3m below two galleries running through a 10m layer of very soft peat soil in an old alluvial riverside region ringed by major roads. After recent filling, this area (Parque das Bicicletas) was used for recreation, although temporarily it has become a construction site. This paper will describe the original basic design; precautions in relation to the structural condition of the galleries after inspection; the problem of absence of data for their foundations; subsoil bore tests; evolution of the engineering design for the galleries and conditioning and reinforcing the soft soil below the galleries to ensure safe advance of the EPB shield, and finally the successful outcome of the solution used."

Deposits are global, said Barrick Gold's Smith. This means that the mineral industry, by necessity, is global. "Manufacturers have considerable freedom to decide exactly where they wish to produce whatever it is that they sell," he said. "What we sell, on the other hand, must be produced where nature chose to lay it down. The question is not so much, whether to go global, as when to do it and how to go about it." The timing of international expansion depends on external factors, often political, Smith said, and on internal ones that relate to the company's size and stage of development. "In deciding how to expand, a company is largely deciding how to adapt its existing business strategy to activity on the world stage," he said Barrick entered 1997 with 1.58 kt (51 million oz) of reserves, Smith said, annual production of 93.3 t (3 mil- lion oz) and cash flow of $463 million. Reserves in- creased 40% in 1996 and production will begin to rise again significantly in 1999. "We believe our fundamental strategy is responsible for our early development and subsequent success," he said. Barrick entered the gold-mining industry in 1983. Its corporate mandate was to create shareholder value, Smith said. From the beginning, the company took a different approach - businesslike, entrepreneurial, strategic and focused. "Many mining companies start out with a technical team and develop business and financial expertise thereafter," Smith said. "In 1983, Barrick had the business people, and then moved into mining." First, it acquired part interest in two small operations, one in Alaska and one in Ontario. Then, in 1984, it merged with Camflo Mines, which operated a low-cost underground operation in Quebec.

To the best of our knowledge, this paper comprehensively summarizes a thorough study to determine the thermodynamic viability of the reactions between light rare earth oxides and chlorine with and without carbon. The kinetics and mechanisms of light rare earth oxide chlorination and carbochlorination reactions are analyzed and discussed according to results in the literature. Lanthanides between lanthanum (La) and gadolinium (Gd) are considered as light rare earth elements (LREEs) in agreement with previous literature and the results detailed in this review. Both laboratory- and industrial-scale light rare earth chlorinations and carbochlorinations, starting from oxides and ores, are reviewed.

In this study, a process to separate manganese and iron from manganiferous iron ores by reductive acid leaching followed by magnetic separation was conceived and experimentally tested. In the leaching process, sulfuric acid was used as lixiviant and oxalic acid was used as reductant. The experimental results showed that the manganese and iron separation was optimal when the concentrations of the sulfuric acid and oxalic acid were 0.75 M and 30 g/L, respectively, at a temperature of 80 °C, a solid/liquid ratio of 67 g/L, stirring speed of 400 rpm and leaching duration of 60 min. Under these conditions, 90.49 percent and 6.78 percent of Mn and Fe were dissolved, respectively, from the ore sample in a size fraction of smaller than 106 µm. It was determined that the leaching of manganese from the ores was a second-order reaction with activation energy, Ea, of 53.38 kJ/mol. The leaching residues obtained under the optimal conditions were subjected to wet high-intensity magnetic separation tests to recover the remaining iron content. This separation process produced a concentrate containing 56.20 percent Fe and 1.79 percent Mn with iron and manganese recoveries of 56.83 and 66.73 percent, respectively. To the best of our knowledge, this is the first time that a magnetic separation process was used on a residue obtained from the reductive acid leaching of manganiferous iron ores to recover iron.

The Surface Mining Control and Reclamation Act of 1977 establishes a nation-wide program requiring the Secretary of the Interior, through the Office of Surface Mining Reclamation and Enforcement, and the States to protect against the adverse effects of coal mining and to reclaim previously mined lands left without adequate reclamation. The Act requires coal mine operators to: restore the land to approximate original contour, return the land to a condition capable of supporting prior potential uses, protect the hydrologic balance, segregate and restore topsoil, control blasting to prevent damage and injury, establish vegetative cover, and control surface effects of underground mining. The Act also establishes: a reclamation fee on coal, a program to assist small operators, a program to give technical and financial assistance to State programs, State Mining and Mineral Research Institutes., a program for designating areas as unsuitable for mining, and a study on surface mining of minerals other than coal.

Coal is China's main source of energy. In 1988, 76.1% of commercial energy consumption was supplied by coal. To provide a rational utilization of its coal resources, China has paid considerable attention to coal preparation over the last 10 years. In 1980, there were only 105 washeries treating about 100 million tonnes of coal, but by 1988 there were 151 washeries treating 171 million tonnes per year. This paper describes the development of China's coal preparation industry; its growth, the equipment, and the technology. Statistics and information on the current status of the industry are also be presented.

"INTRODUCTION Contemporary city is made of layers. Physical structures layers (built fabric, residential, commercial industrial etc. ), infrastructural layers (below and above ground), “green” layers (parks and open spaces), and also informational layers, i.e. connections, links, between sectors of the city and other territories. The “city of layers” concept represents the exercise of “rebuilding the city” per each layer, highlighting those physical built structures that are functional to define a relation. For example, if consider the “connection” relation, the city is re-designed by considering only transportation built structures. The layer obtained in such fashion is hence the “transportation” layer, including below grade infrastructures (subways) and above grade lines (rail, bus, tramways etc.), as below shown in Figure 1.In this sense, the contemporary city is represented by separate constructs assembled together according to a specific functionality (e.g. “connection”). As a consequence, the relation between what is built underground, and the related above-ground development, can be perceived in his most evident appearance. What could happen within the contemporary city if the planning process would begin from below to above and not vice-versa?INTERACTION The question risen in the introduction is strategic when approaching the difficult task of designing (or re-designing) a multi-level organism like the contemporary city. Nowadays, the theme of integration between underground and at-grade master planning has become the subject of many urban renovation projects, where the design process has begun within the transportation layer, underground, and further developed by interacting with at-grade structures already existing or in phase of design.A series of case studies where below/above interaction plays a key role in the project will be further analyzed. Moreover, it is relevant to understand the mechanics of an urban transformation process that originates within the transportation layer and ends up with the design of entire sectors of the city. The Transit Oriented Development approach is a useful tool to clearly understand such transformation process. TOD has become, in particular in the last decade, one of the most effective tools for urban design, in order to solve simultaneously the many different instances related to transit planning, urban design and real estate market."

The Second Narrows Water Supply Tunnel crossing beneath Burrard Inlet is an important component of the Greater Vancouver Water District’s plans to increase seismic resilience and meet increasing water demands. The project included the 110-meterdeep (350 ft) South TBM Receival Shaft, one of the deepest shafts to date in the sedimentary rock unit underlying much of Metro Vancouver. The shaft encountered varied sedimentary rock types, including fractured rock, with accompanying high groundwater inflows. This paper discusses the design and construction challenges associated with this shaft and the necessary means to complete the shaft in time for TBM arrival.

A new tunnel lining was designed for rehabilitation of the existing unlined Weehawken Tunnel in New Jersey. Structural assessment using beam spring models was performed for the lining design as a drained structure at the invert with a waterproofing umbrella. Empirical Federal Highway Administration (FHWA) guideline was typically adopted for estimating hydrostatic pressure, which recommends full hydrostatic pressure at the crown and ten or twenty-five percent gradual reduction from the initial pressure toward the invert. Finite element seepage analyses were conducted for the actual conditions based on anticipated drainage behind the lining and impact on the structural design. Considerations will be provided on the existing guideline for estimating hydrostatic pressures.

In earlier work it has been shown that paper filler clay products can be obtained from primary kaolin deposits of Minnesota. The objective of the current work was to reduce silica and iron contaminants and to maximize kaolin recovery to higher value products suitable for paper coating. This results in achieving a finer and cleaner product conforming to paper coating specifications. Cationic flotation and high gradient magnetic separation were used to remove free silica and iron, respectively, while attrition grinding and ultrasonics have been examined for particle size reduction. The results of this work are presented and discussed particularly with respect to application-oriented product properties. Budgetary estimates are presented for a 200,000 ton/year processing plant based on the process flowsheet developed and optimized by the study.

Laterite ore is a valuable resource due to its high content of metals essential for modern technology, including nickel, iron, and cobalt. However, extracting nickel from laterite ores is challenging due to their complex mineral composition and low nickel concentrations. This study examined the leaching behavior of pre-roasted laterite ore and the effect of roasting on leaching kinetics. The ore was roasted at temperatures of 280°C and 610°C for 3 h, followed by sulfuric acid atmospheric leaching. The results demonstrated that pre-roasting at 610°C significantly enhanced nickel leaching recovery, with up to 93% nickel successfully recovered. The leaching process of pre-roasted laterite ore was found to be controlled by diffusion through the ash layer, with activation energy values of 20.97 and 18.97 kJ/mol for laterite roasted at 280°C and 610°C, respectively. These findings indicate that pre-roasting can improve the leaching performance of laterite ore, potentially leading to more efficient and sustainable nickel extraction processes.

Construction of a major linear project in any environment is difficult, at best. Construction of a major linear project which includes major subway elements, both cut and cover and tunneling, in the center of an urban environment, approaches the impossible. I believe such a project would be impossible for a private company or a privately owned utility for a variety of reasons. The major two reasons are the funding necessary for such massive projects and the myriad of individual interests associated with private ownership of land. Such projects are possible in the public sector only because the need for the project... as is the case with mass transportation in Atlanta. . .overrides the profit motive. Without the profit motive, private companies, whether utilities or not, are precluded from practical interest in the development of any project. While it is safe to conclude that a profit-oriented business would have no practical interest in developing such massive projects as may include major tunnels, it would be useful, I think, to compare some of the significant differences between private profit-oriented businesses, and an agency, or Authority, such as MARTA, in building a major linear project. "INTRODUCTION The Central District of the Florida phosphate industry is located in southwest Polk and southeast Hillsborough Counties, with the Southern Extension lying in western Hardee, eastern Manatee and northwest De Soto Counties. (Lawver, 1983) Figure 1 shows the major phosphate formations in Florida. Almost all Florida phosphate production has been in the Central district with additional production from a mine in the Northern District. The Central District is comprised of the Bone Valley Deposit, a relatively thin layer of high grade ore which has been the main source of phosphate mining for decades, and the Hawthorn formation, a thick but low grade formation which covers most of peninsular Florida. (Lawver, 1983) Florida phosphate producers use the Crago process where calcium phosphate is floated with anionic, fatty acid type collectors followed by cationic reverse flotation of silica with amine type collectors. The phosphate matrix is put through various size separation techniques to obtain a typical -28 Mesh (< 700 µm) particle size for fine flotation and a -16 mesh (< 1190 µm) to +28 mesh (> 700 µm) particle size for coarse flotation. In some cases this coarse fraction can be sent to shipping as an intermediate product. The +16 mesh (>1190 µm) to – ¾“ (19 mm) fraction is sent to shipping as a final product called pebble. Figure 2 demonstrates a simplified diagram of the mining and processing of calcium phosphate (matrix) through a Central Florida mine. Particle size and mineralogy are important considerations in the Crago process for two main reasons, the mass of the particle and the particle surface area. Both of which are dependent on the coordination of the anionic collector to available Ca2+ sites on the minerals’ surface. The increased surface area, and available Ca2+, of the smaller apatite particles will allow for more fatty acid molecules to coordinate than the larger particles, with a lower availability of Ca2+. So, the larger particle would require more collector to be introduced in the system to sufficiently cover the apatite particles to produce a surface sufficiently hydrophobic to attach to air bubbles allowing flotation to occur. (Guan, 2009) The Bone Valley deposit has very favorable flotation characteristics when compared to other mining ores around the world. The matrix of the Bone Valley is relatively high grade, BPL (Bone Phosphate in Lime) values typically range from 6-18%, BPL recoveries, from such a matrix, can often be achieved above 85+% with fatty acid based collectors dosed below 1 #/ton. As mentioned, the sizing is an important step as there is also high grade apatite in the +16 mesh (1mm) that is screened to a final product grade, 60-65% BPL. The lack of quartz in the larger size fraction has allowed the Central District to produce high quality, low cost phosphate product, called pebble, through effective screening with no further beneficiation. "Sepiolite is a magnesium-rich, porous, and fibrous clay mineral with broad applications. These applications take advantage of sepiolite’s high specific surface area and unique nano-sized channel structure. Over the past years, numerous materials and techniques based on the structure and property of sepiolite have been developed. This article reviewed the recent achievements in developments and applications of sepiolite in environmental protection, catalysis area, and nanocomposites. The prospectives of sepiolite applications is also discussed. INTRODUCTION Sepiolite is a magnesium-rich, porous, and fibrous clay mineral. The typical chemical formula of sepiolite is Si12Mg8O30[OH]4[OH2]4·8H2O [1]. Sepiolite has a high specific surface area and nano-sized channels because of its special structure [2]. This unusual crystal structure projected onto the [001] plane is shown in Fig.1 [3]. As it can be seen, silicon and oxygen atoms make up for the tetrahedral structure and magnesium and oxygen atoms form octahedral structure, respectively. Those tetrahedral-octahedral-tetrahedral ribbons expand boundlessly in one direction, leading to the special fibrous structure of the sepiolite. Every tetrahedral-octahedral-tetrahedral ribbon is combined to the next by an inverted Si–O–Si bond, which causes an interlaced layer with a continuous tetrahedral sheet and a discontinuous octahedral sheet. Terminal MgO at the edges of the ribbons is coordinated with two structural water molecules, which can form hydrogen bonds with zeolitic water molecules that are located in the channels running parallel to the fiber axis [3,4]. The Mg2+ ions inside the channels can be exchanged with other cations in solution. Therefore, sepiolite can be used to remove metal cations from aqueous solutions [5,6].It can be seen from Figure. 1 and Table 1 [7], the unique structure endows sepiolite with a substantial surface area and nanoscale channels. Its specific surface area reaches 320 m2/g and channel dimensions up to 3.7×10.6 Å. There are three active adsorption sites on the surface of sepiolite: one is oxygen atoms of the Si-O tetrahedron. The second is the structural water molecules paired with magnesium ions at the edges of the ribbons, which can form hydrogen bond with adsorbent. The last one is the Si-OH groups due to the breaks of the Si-O-Si bonds on the surface of Si-O tetrahedron. Thus, sepiolite has strong adsorption ability which has been widely used in environmental protection. Moreover, sepiolite has many significant features such as good mechanical and thermal stability, rheological property, porous, and easily modification, making it be a hotspot in chemical and biological researches. However, with the development of technology, broader and more advanced applications of sepiolite have been carried out in recent years. In this study, the recent achievement in sepiolite applications is summarized, the further tendency is also discussed."

"Wear of TBM tools significantly affects tunneling advance rates. Wear-prediction models are based (amongst others) on the abrasivity of the present geology, which is determined via laboratory tests. To evaluate the results from such tests in context, this work considers the tribological system TBM tool from a materials technology perspective. In so doing, the microstructures of different application-oriented materials are presented and discussed in terms of their wear behavior and wear resistance. The significant influence of tool materials on the abrasivity of the geology and thus wear prediction models has already be identified. LCPC, Cerchar and nano-scratch experiments have been performed as confirmation. Material-dependent wear mechanisms and their correlation in terms of tunneling have shown that it is mandatory to consider the complete tribological system to estimate the wear of TBM tools. 1 INTRODUCTION Mechanized tunneling is vital to ensure necessary infrastructure development in megacities like Tokyo (Bay Tunnel), Istanbul (Eurasia Tunnel) and Mexico City (Tunnel Emisor Oriente). The use of Tunnel Boring Machines (TBMs) has been established for many years. In contrast to other methods such as boring and blasting or excavation using dredgers, tunneling with TBMs allows simultaneous excavation and removal of both the mineral and tunnel lining by tubbing segments or shotcrete. This makes tunneling more efficient, allowing for faster development of the tunnel in both hard rock and soil [1]. When budgeting such tunneling projects, precise planning and coordination in terms of tunneling technique choice (e.g. EPB or Slurry-shield), the relevant geology, and the associated penetration rates and tool wear are required. In particular, wear to TBM tools has a significant impact on tunneling progress. Due to wear, tools become dulled or lose their functionality because of brittle material behavior, thus reducing penetration rates and therefore tunneling efficiency [1]. As a result, additional tool changes are necessary, leading to higher overall costs due to down times and maintenance costs.
