MEASURED in terms of ore tonnage, the New Quebec and Labrador iron ore fields promise to rank with the greatest iron ore districts of the world. Over 400 million tons of high-grade ore for direct shipping have been discovered to date. Much greater amounts of lower-grade beneficiating ores are indicated by outcrops. Many hundreds of square miles of iron formation await testing. By 1954 iron ore will begin to move towards American blast furnaces, and shortly thereafter the annual rate of production is expected to reach 10 . million tons. To bring this vast project into being over $200,000,000 will have been spent for exploration and development, mining equipment, hydro plants, townsites, the building and the equipping of . a 360-mile railroad, and the construction of docks and ore-handling facilities. The most important iron ore deposits are located over 300 miles from tide water, see frontispiece and also Fig. 1. The frontispiece shows principal sources of iron ores and manganiferous iron ores for the U. S. and Canadian steel industry, and the major smelting districts are shaded on the map. No navi- gable rivers lead into the interior. When work was . commenced on this project there were no roads, no railroads, no communication ,system, no inhabitants, and no adequate maps either topographical or geological. The geological field season was limited to approximately 100 days per season. The obstacles facing this enterprise were many and varied. DURING the past year considerable work dealing with physical properties of cartridge brass was done at the University of Michigan in cooperation with the Ordnance Department of the U. S. Army. This paper gives some of the data bearing on the effect of the anneal, previous to the final reduction or rolling, on the physical properties, particularly the hardness. Various phases of the subject of physical properties of cartridge brass have been presented by different investigators. Mathewson and Phillips1 refer to the work of Grard, in 1909, as the first systematic presentation of the relation between temperature-and time of anneal; changing of physical properties and microstructure, and the previous reduction by cold rolling. They discuss the relation between time and temperature of anneal and the previous reduction by cold rolling also; the relation between physical properties and grain size of annealed brass. The degree of deformation previous to the annealing was found to determine the temperature at which recrystallization and corresponding changes in physical properties would take place. Bassett and Davis,2 in establishing the relation between grain size and Brinell hardness; found the hardness for low-temperature annealing to be dependent on the previous degree of reduction, while for anneals above a certain temperature the hardness after the anneal was independent of the degree of reduction. Actual differences in hardness, due to the degree of reduction, disappear only on annealing at 600° C. or above; though the differences for metal subjected to different degrees of reduction and annealed at temperatures between 350° and 600° C. were found to be relatively small. Does mine-sampling show the commercial value of a coal, and if so, how should it be done ? This question is often asked, but seldom answered. During the past summer, while engaged in securing coal for the Government coal-testing plant at St. Louis, I had an excellent opportunity to obtain information on t,his subject, and the results seem to furniih an answer to the question propounded above. Sampling for the U. 8. Geological Survey Coal- Testing Plant. In organizing the work of the testing-plant, it was decided that coal, in car-load lots only, would be accepted for testing; also that this coal should be loaded under the immediate supervision of a representative of the plant, so as to be certain that the car-load sample would be representative. As an additional check on the work, two mine-samples were to be collected from each mine visited, and these samples, as well as the sample from the car when it was received at the testing-plant, were to be carefully analyzed at the chemical laboratory established in connection with the plant and operated under the direction of Prof. N W. Lord of the Ohio State University, Columbus, Ohio. Mine-Samp1ing.—Mine-samples were collected with great care by me and my assistants, Messrs. J. Shober Burrows, John W. Groves and Frank W. De Wolf. The dominant idea in the regulations adopted for mine-sampling mas, that it should be done in such a manner that the sample would have the same composition as the commercial output of the mine.

THE purpose of this paper is to make public record of new information in regard to the sustaining power of artificial mine-roof supports (not timber props) the result of investigations recently made in the anthracite coal fields of Pennsylvania. First.-By the "Scranton Mine Cave Commission," appointed to investigate the mining conditions under the City of Scranton. Second.-By the "Pennsylvania Mine Cave Commission," appointed by the Governor to investigate the general subject of mine caves in the anthracite region of Pennsylvania. Third.-By the personal researches and tests made by the author in an effort to secure a better artificial mine-roof or surface support. During the progress of the work of the Scranton Mine Cave Commission, the Engineers for the Commission, Messrs. Conner and. Griffith, being aware of the general lack of exact information in the engineering profession as to the strength of the ordinary artificial mine-roof or surface support, and particularly the stronger kinds, such as mine cogs, rock piers, etc., had tests made at the. Fritz Engineering Laboratory at Lehigh University, to determine the sustaining power under various compressions of the several kinds of artificial mine supports in use in the anthracite region of Pennsylvania. A report of these tests was included in the report of this Commission, which was published as Bulletin No. 25 of the United States Bureau of Mines, Washington. A similar series of tests, more extensive and more elaborately-planned, were subsequently made for the Pennsylvania Mine Cave Commission at the U. S. Government Testing Laboratory at Pittsburgh, Pa. The report of this Commission was made to the Governor, but has not yet been published.

PROF. EDWARD ORTON, in his Report on the Occurrence of Petroleum, Natural Gas and Asphalt Rock in Western Kentucky, thus clearly states his ideas of the universal dissemination and rare accumulations of the bitumens:1 " We need to bear in mind that the various members of the bituminous series are abundantly and almost universally distributed among the unaltered sedimentary rocks of the earth's crust. The valuable accumulations of these substances are rare, it is true, but one can scarcely go amiss of petroleum, asphalt or gas, at least in small quantities, among the stratified rocks that retain their original structure." Speaking of the Ohio valley, he adds: "A fifth of one per cent. of petroleum, if distributed through a, thousand feet of rock, would make a total to the acre, or square mile far , beyond any production that has ever been realized from the richest oil field, and percentages of this amount are not only not rare to find, but are even hard to miss." Dr. F. W. Clarke in his Data of Geochemistry (Bulletin No. 491, U. S. Geological Survey, 1911), discussing these views of Orton with similar views of T. Sterry Hunt and Szajnocha, says that they "lead to the conviction that the formation of bitumens is a general process and by no means exceptional. Wherever sediments are laid down, inclosing either animal or vegetable matter, there bitumens may be produced."2 The organic origin of the bitumens, including petroleum, has long been an accepted fact with nearly all geologists, but the method, place, and time of the transformation into petroleum or other bitumen is still under discussion.

Though much has been written during the past several years about the Russian success in using hydraulic jets for coal mining, little or none of the published information, in so far as this writer has observed, has been of any use or practical application in this country. It is true, according to their published reports, that the Russians were pioneers in the use of high-pressure water jets in the mining of coal. They report the use of water jets for this purpose as early as 1936. However, according to a survey of foreign literature on the subject made by the U.S. Bureau of Mines1 a few years ago, water jets in the USSR, as well as in other nations including New Zealand, Poland and West Germany, were used principally to sluice the loosened coal after it had been previously drilled and blasted, rather than to cut or break it from the solid face. The interest of the Northern Pacific in the potential application of a high-pressure water jet to the actual extraction of coal, particularly in steeply dipping beds, originated in a visit by this author to the operations of the American Gilsonite Co. at Bonanza, Utah, in March 1958. After seeing the extraction, on a commercial basis, of gilsonite from a 22-ft wide vertical vein of this solid material with a 3/8-in. diam stream of water under approximately 2200 psi, it was felt that, with some modifications, water jets were the solution to the problem of economically mining the steeply dipping (i.e., steeper than 20º) coal beds in the State of Washington.

The Institute conducts jointly with the American Society of Civil Engineers, American Society of Mechanical Engineers and American Institute of Electrical Engineers, certain activities as listed below, and is joint owner with them of certain properties. United Engineering Trustees, Inc. When Mr. Carnegie made his gift which made possible a home for the engineering societies, a separate corporation was organized to act as a holding company and to manage the common property. This was long known as the United Engineering Society, but the name has now been changed to one which more nearly reflects the real function of the corporation. It holds title to . the Engineering Societies Building and to various funds placed in its charge and is managed by a Board of Trustees, of which three are chosen by each of the four societies, American Institute of Mining and Metallurgical Engineers, American Society of Mechanical Engineers, American Institute of Electrical Engineers and American Society of Civil Engineers, which have equal and undivided interests in the property. The land and building cost two million dollars. During the year 1934, the Constitution and Bylaws of The United Engineering Trustees, Inc., were thoroughly revised and a better organization of its functions was affected: The Engineering Foundation and the Engineering Societies Library were made "departments" of the United Engineering Trustees. The Founders Societies share in the property which it holds, and estimated at the present time, as follows: Real estate, $1,987,793; Depreciation and Renewal Fund, $336,992. The U.E.T. has endowment funds-' amounting to $1,107,677. The A.I.M.E. trustees are W. D. B. Motter, Jr., A. L. .Queneau and Albert Roberts.

The flow of a gas-free liquid through a spherical-grain sand has been investigated by S1ichter.l By theoretical considerations involving a rather large number of approximations he arrives at the following flow-formula: V = CPd2At NLB{1 - m) where V is the volume of liquid delivered in time t through a cylindrical column of sand of length L and cross-sectional area A by a pressure-drop P when the sand grains of diameter d are packed to a porosity m and the coefficient of viscosity of the liquid is n. In the same Annual Report of the U. S. Geological Survey, King reported the results of his experiments on the flow of water through porous media. He found that there was a departure of about 86 per cent. from a linear relationship between rate of flow and pressure, for a specimen of Dunnville sandstone for pressure drops not exceeding 60 cm. of mercury. The specimen was approximately 4 cm. in diameter and 5.1 cm. in length. Over the same range of pressure he found a departure of 45 per cent. for a specimen of Madison sandstone. For unconsolidated sands he found departures as great as 49 per cent. for pressure drops of 70 cm. of mercury; for pressure drops not exceeding a few inches of water he obtained a close approximation to a linear relation. U.S. environmentalists have tended to oppose all new energy developments. Their efforts may be counterproductive because opposition to, say, offshore oil directly leads to the continued use of other energy sources that may have a higher social cost. Rather than attempting to eliminate all pollution from energy production, which would be prohibitively expensive, one should minimize the social cost of energy production for the given demand. Linear programming is used to rank various oils (California State and O.C.S., Gulf of Alaska, Prudhoe Bay, Athabasca tar sands, oil shale and certain foreign crudes) in terms of their social desirability. The objective is to minimize the cost of supplying the California market, subject to resource, sulphur and oil spill constraints. Social desirability is indicated by the inclusion of the oil in the optimal solution and the size of the associated shadow price. the larger the shadow price, the greater the benefits of increased production. The more negative, the greater the cost associated with forcing consumption of that fuel. The environmental shadow prices indicate the size of the trade-off between a particular environmental standard and minimum cost. The trade-offs can be surprisingly large. any reasonable spill standard can be achieved by changing the development pattern. Generally, the further offshore, the smaller is the environmental degradation, but the more expensive is the oil. Foreign oils can be economically and environmentally inferior to domestic oils. Crude from the California O.C.S., San Joaquin Valley end Prudhoe Bay appears a valuable resource, while the Gulf of Alaska, synthetic and foreign crudes appear marginal to submarginal.

A device developed by the U.S. Bureau of Mines for the detection and quenching of coal mine explosions suffers from the inability to discriminate between the light emitted from hydrocarbon combustion and that emitted by electrical sparks and miner's cap lamps1. Since the quenchant device is activated by an internal explosive charge, the possibility of serious injury to nearby personnel demands a detector which can reject false signals. Described herein is a detector which can provide a rapid response signal upon the emission of radiation from hydrocarbon combustion and concurrently reject spurious signals from such sources as sparks and cap lamps. It was suggested that a detector might be developed to operate on the principle of monitoring the radiation intensity emitted from two separate spectral regions and ratioing the intensities2. A series of experiments was conducted for combustion of methane-air mixtures which demonstrate the ability of such a detector to discriminate between combustion and spurious signals. Experimental Apparatus A cylindrical (3.8 in. diam by 12 in.) stainless-steel shock tube test section was used as a combustion chamber. The test section was equipped with quartz windows (2 in. diam) on either side, a piezoelectric pressure transducer, and two steel electrodes. A 10-kv capacitor discharged across the electrodes provided a submicrosecond duration spark to ignite the gas mixture within. The desired partial pressures of methane and air were obtained by using a Wallace and Tiernan 0-800 mm Hg pressure gauge with which pressures could be determined to an accuracy of % mm Hg. INTRODUCTION The Basalt Waste Isolation Project, conducted by Rockwell Hanford Operations under contract to the U.S. Department of Energy, is assessing the feasibility of the disposal of commercial radioactive spent fuel/high-level waste in deep geologic formations in basalts beneath and within the Hanford Site in southeastern Washington State. The Basalt Waste Isolation Project mission is to identify and characterize a potential geologic repository site in basalt and to develop associated facilities and technology required for the potential permanent isolation of radioactive wastes in basalt formations. In support of the Basalt Waste Isolation Project, a laboratory testing program was conducted to evaluate the performance of the Council for Scientific and Industrial Research's "Doorstopper" biaxial strain cell. To support site characterization studies and the design of repository openings, in situ stress measurements will be conducted within the reference repository horizon (~970 m). The Doorstopper is one of the instruments being considered for use in these measurements. It was selected because it requires only a small volume of work to achieve stress relief, which is important in a closely jointed basalt. Also, test durations are short, permitting a large number of measurements to be made within a given time to increase confidence in the results. Within the reference repository horizon, temperatures are expected in the range of 40º to 60°C with a humidity of up to 100%. For this testing program, test conditions were selected to closely resemble those expected within the repository horizon. The Doorstopper test, mainly developed by Leeman (1964), is a strain rosette relief method of measuring rock stress in situ. The Doorstopper consists of a four element, 45º strain gage rosette

In the number of the Engineering and Mining Journal for April 7th, 1877, Mr. W. P. Ward, of Cartersville, Georgia, explains in a very interesting manner, the results he obtained in the manufacture of ferromanganese in the blast furnace. These results may be summed up as follows : Production in the blast furnace of an alloy containing 67.2 per cent. manganese and 3 per cent. of carbon at most, with a utilization of the manganese amounting to 58 per cent. With the exception of the indicated proportion of' carbon, which should be almost doubled to express the true state of facts, we would have had no observations to make on Mr. Ward's paper had he taken into account the results obtained in the same line in other centres of production. Before 1870, spiegel with 8 or 10 per cent. manganese only was known among blast-furnace products. In a journey to Sweden, in 1871,I ascertained that the Schysshyttan works manufactured regolarly a spiegel with 18 per cent. manganese. EARLY papers1-' reported that temper brittleness is influenced by microstructure. This conclusion was based on room temperature impact tests, the inadequacy of which has been pointed out. Pellini and Queneau7 measured impact energy absorption at —80O to +25oC for several microstructures. On the basis of the shift, associated with temper brittleness, in the energy vs testing temperature curve they concluded that tempered martensite is somewhat more susceptible to temper brittleness than is tempered pearlite. The range of temperatures was insufficient to give complete curves covering the transition from tough to brittle behavior, so it is difficult to evaluate quantitatively the shift for the different microstructures. Also, the smaller shift of pearlite might be attributed to its already being temper embrittled at its temperature of formation. Accordingly, blanks 2 3/16 in. long were cut from a heat of SAE 3140 hot rolled steel barstock, 5/8 in. diameter, on which other work has been reported? In my paper on "The Consumption of Fuel in the Taylor Gas-Producer Plants at the Aspen and Marsac Mills" (Trans., xxiii., 134), I mentioned that in the plant which I had designed for the Ontario mill, the gas-tubes were to be covered with thin, corrugated sheet-iron, over which a coating of asbestos-magnesia would be spread in order to effect a good insulation and keep the gas as hot as possible. At the Ontario mill, two Stetefeldt furnaces and two revolving driers are fired with gas. One furnace is connected with a Taylor producer of 5 feet diameter, and the other furnace and the two driers are heated by the gas from a Taylor producer of 7 feet diameter. In the latter case the gas-tubes are necessarily somewhat long, and the cleaning of them takes time. In order to prevent overheating of the tubes during that operation, it has been found advantageous not to provide them with an insulating covering. C. Campbell was elected president of National Coal Assn. Mr. Campbell, who has been a member of the National's Board of Directors and Executive Committee for many years, is vice-president of the Coal Div. of the Eastern Gas & Fuel Associates and in charge of their extensive mining operations in West Virginia, Pennsylvania and Kentucky. Vern H. Christoph has been transferred to Panama Canal Co., Marine Bureau, Navigation Division, Port Captains Office, as an admeasurer at Cristobal, Canal Zone. Eugene Cline, recently graduated from the University of Kentucky, has been employed by Pond Creek Pocahontas Coal Co., at Evanston, Ky. Sanford S. Cole, assistant manager of research at the Titanium div. of National Lead Co., received the Alumni Citation from his alma mater, Alfred University, Alfred, N. Y. This was in recognition of outstanding achievements and services in the field of ceramics which have brought honor to the institution. U. K. A continuously recording seismic network was constructed in 1962 by the U.S. Geological Survey to locate epicenters and record incidence of bumps (bounces, rock bursts) that occur in the bituminous coal mines of the Book Cliffs coal field near Sunny-side, Utah. The coal is mined because of its value as coking coal, although these bumps may be a hazard to life and property. Daily records of tremors caused by bumps for 1 3/4 years indicate that a seasonal pattern, as well as a daily pattern, exists for the number of bumps that occur in a given period. Maxima occur in May and June and November and December. Marked increases at 5-day to 9-day intervals are superimposed on these seasonal maxima. The largest bumps commonly occur during seasonal maxima when the rate of occurrence suddenly decreases and the amplitude of the individual bumps increases. Knowledge of this pattern may lead to prediction of general locations and periods of increased hazard from bumps. Experience to date has shown that prediction of precise times and locations of hazardous bumps is not possible, and may never be; primarily because even a small bump can be a hazard to life and property. Some bumps or bump sequences are actually composites, consisting or two or more discrete bumps a few tenths of a second to a few seconds apart. Violent and spontaneous releases of coal and rock from faces, ribs and roofs of mines (termed bumps or bounces by miners) are a common hazard to life and property in the coal mines located in the Book Cliffs near Sunnyside, Utah (Fig. 1). In the study of the coals of Illinois now being carried on by the State Geological Survey, an attempt is being made to determine the most satisfactory basis of comparison between different coals. The following discussion is based upon work done for the Survey in the laboratories of the State University and under the general direction of Prof. S. W. Parr. "Pure coal" has been defined by Mr. A. Bementl as ash- and moisture-free coal, and the use of this pure coal" as a basis for comparing different bituminous coals has lately been much discussed among engineers in the middle West. By some the B.t.u. of the pure coal is being used to check calorimetric results, and to calculate the calorific value of different coal-samples from the same seam, for which purposes it is necessary to assume—first, that the composition and calorific value of pure coal from different parts of the same coal-seam are uniform, and, second, that these values remain constant after the coal is mined, both of which assumptions there are reasons to believe are inconsistent with the facts. Certain variables are included in pure coal, as ordinarily defined, and disregard of them may lead to serious error. In any event, where delicate shades of difference are involved, no sure interpretation of results car] be made, unless these variables be eliminated. As a basis of comparison between coals, ash- and moisture-free coal is much to be preferred to " dry coal," and still more is it to be preferred to moist coal," as ordinarily reported in analyses. For some years the Du Pont Company has utilized computer calculations to study the various theoretical properties of explosives. These studies have yielded valuable information on the effects of density changes or formulation changes on detonation rate, detonation pressure, explosion pressure, heat of explosion and numerous other properties, and have aided in evaluating the theoretical potential of explosives. In addition, a multitude of laboratory tests have been utilized for the evaluation of explosives. When comparing the computer data and the voluminous test data it became evident that numerous anomalies existed. Tests in rock were required to study explosives under borehole confinement. This fact was further emphasized after numerous field measurements showed that the borehole velocity of commercial explosives did not match the theoretical value but was dependent on conditions of field use. Since we are interested in the practical aspects of blasting, a program was initiated to evaluate explosives as used in commercial blasting. INSTRUMENTATION Most of you are familiar with the extensive work that has been done by the U. S. Bureau of Mines in their studies of strain measurements in rock. Early in our work we adopted procedures similar to those used by the Bureau of Mines. Strain pulses were measured by gages cemented in boreholes. Since we were primarily interested in the effect of explosives in the zone where fracture might occur, this system offered several disadvantages for Du Pont: 1. Cemented gages were expensive and not reusable. 2. When gage holes were used for several shots, there was considerable question as to the condition of the rock after the first shot.
