THE SOUTHWEST MINING SECTION of the National Safety. Council held a well attended two-day conference at Globe, Ariz., March 19 and 20; followed by two days of mine-rescue maneuvers at the Old Dominion mine in cooperation with the Globe-Miami District Mine Rescue and First Aid Association and the U. S. Bureau of Mines. C. L. Colburn of the Bureau had general charge of the arrangements and was chairman of the conference. All sessions were held in the Old Dominion Library. Transition in the underground coal industry, begun with the passage of the Federal Coal Mine Health and Safety Act of 1969, should be completed midway in the 1972-80 period. Surprisingly, many of the far reaching effects of this act have been, for the most part, beneficial to the industry from the standpoint of health, safety and basic operating standards. Production has dwindled, but the next few years will see production declines level out. Average declines of approximately 27% have been recorded since passage of the 1969 act, with costs increasing an average of $1.50 per ton throughout the industry. Nationwide averages presently are in the range of 14 tons per man-shift, and by 1980 this may be further reduced to a 10-ton per man-shift average for the industry. But in spite of the many temporary set-backs affecting the industry, the marketing opportunities are clearly visible. Due primarily to the energy squeeze facing the U.S. over the near term, the 'underground coal operator is and will be enjoying unusual leverage in selling his product.

The analysis of the phenomena involved in determining the compressive strength of iron-ore agglomerates leads to the identification of important parameters. It is shown mathematically that the pellet rupture strength is proportional to the cross-sectional area. Fracture is initiated at the center of the pellets by the tensile stresses developed by the compressive loads normally to the compressive axis. The variation in strength between individual pellets of identical composition and subjected to identical treatments u due to internal voids of varying sixes that act as stress-concentration sites. Two novel testing procedures are proposed. The first consults of testing the pellets between two plates having three steel spheres each. This configuration simulates much better the environment actually encountered by the pellets. The second procedure consists of a thick-walled cylinder in which a piston penetrates; a large group of pellets is tested simultaneously, as the stress versus strain plot is being recorded. This latter test presents vacant advantages over the conventional testing procedure; the main one is that one single test is sufficient to characterize the mechanical response of the pellets.

The increasing use of internal furnace-boilers for power-plants at mines (doubtless due to the facility with which they may be installed by reason of their portability; the fact that they require no masonry setting, cast-iron fronts, buck-stays, etc., and practically no foundation; and the successful maintenance of their claim to equal and even superior economy, as compared with boilers of other types1) warrants this description of a method of remedying an injury which may occur, to such a furnace, even though it satisfies the requirements of the formula adopted by the U. S. Board of Supervising Inspectors of Steam Vessels.2 I refer to the sagging and deformation which may result from overloading the boilers for a considerable period—say, several days. This is sometimes unavoidable under the exacting conditions of continuous day-and-night service, and (in spite of all rules and precautions) the occasional careless or unskillful work of attendants. Such a trouble is by no means unknown on shipboard, where this type of boiler is so largely employed.

Although geothermal energy has been used by mankind for thousands of years and has even been used to generate electricity since the turn of the century, it is only in the last few years that the threatened energy crisis has focused attention on this resource. Geothermal exploration and development is being carried out in at least thirty-five countries on five continents. The status of geothermal energy production, however, is rudimentary with about 800 MW installed generating capacity worldwide, equal to about 0.1% of the world's total energy production.' The world's first (1904) commercial generating site at Lardarello, Italy, will soon be surpassed by developments at The Geysers, Calif. There are other successfully operating geothermal power projects in New Zealand, Japan, USSR, Mexico and Iceland with pilot plants planned or under construction in Chile, El Salvador, Nicaragua, Turkey and the Philippines. The preponderance of exploration and development is being sponsored or assisted by individual governments, by the UN or by the U.S. Agency for International Development

The strong upward curve of fluorspar consumption continued through 1968, with domestic producers unable to furnish more than 30% of U.S. requirements. Stocks of all grades were quite short at all points during most of 1968. This resulted in price increases as both domestic and foreign producers sought to cover spiralling labor costs. Further increases are probable for 1969. All Illinois mines were closed by strikes in January and February. The strong trend in metallurgical imports reflects the increased use of fluorspar in steelmaking, as new oxygen process steel plants come into production. The growth of use of all fluorocarbon chemicals continues to require additional acid grade fluorspar, with military uses a major factor. Several new aluminum smelting facilities coming into production are adding to the aluminum fluoride needs, bringing further pressure upon the world supply of acid grade fluorspar. The world-wide consumption pressure on all grades of fluorspar is pushing prices up, and no end to the tight supply is in sight, even assuming that all the new projects cited here are finished on schedule.

Tunneling in coal mines includes driving the main haulageways or roadways which serve as the development entries. Although constituting the lifelines of these mines, little attention has been paid to development entries in the United States in terms of systematic pre-construction planning and design. Coal mine tunnels, as the terminology is used in Europe and elsewhere, are understood in the United States to be the main development entries, either in room-and-pillar mining or in longwall mining. These development entries are not tunnels in the traditional sense since they usually are of a multi-entry type involving entries and cross-cuts, and their intersections. Thus, the design of coal mine tunnels is intertwined with the design of coal pillars. This paper summarizes the results of a three-year research project aimed at improving the design of development entries in U.S. coal mining. A design approach has been developed for this purpose and design procedures for roof support in main entries and for pillar sizing are proposed.

UPON entering the Uranium Field it was a pleasant surprise to find almost absent two factors that have always been a problem to the lead-zinc miner: 1) milling cost per ton, and 2) transportation cost to the milling site. Another interesting condition was the fixed price for the product. Under such conditions it seems rather simple to calculate the economics of a mining venture when grade and tonnage of a uranium ore deposit is known. That is assuming, of course, there is a market for the ore. It has been quite generally assumed by operators that a guaranteed price carried with it a guaranteed market, a subject about which there has been a great deal of discussion in the past several months. The fixed price for uranium in crude ore, calculated to U3O8, varies only slightly in value per pound from rather low grade ore to rather high grade ore. It is by taking advantage of this slight variation in price per pound in certain ranges that miners and shippers may increase substantially the monthly returns from ore shipments.

To comply with the California Mine Safety Orders pertaining to transportation of mine workers over mine railroads, the management of the New Idria mine in San Benito County, Calif., designed special man-cars. The new regulations, dated October 1958, make it mandatory for mine man-cars to be designed for carrying five or more men to and from the mine workings. At the New Idria mine, largest single producer of mercury in the U.S., each shift normally employs about 70 men. However, with the possibility of a future increase in the work force, seven man-cars were constructed with a total carrying capacity of 84 men. The general design of the mine man-cars was dictated by safety regulations plus the physical characteristics of the mine-low headroom, limited side clearance in haulageways, and track irregularities due to ground swells. The cars measure 10 ft long, 44 in. wide, and 50 in. high and were built at an average cost of $450 per car. All assembly work was done at the mine site.

CONTROLLED cold work is used between solution heat treatment and precipitation heat treatment for producing certain tempers of the commercial aluminum base alloy 2219 (designation of the Aluminum Association, U.S.A.) which contains 6.3 pet Cu as the major ingredient responsible for the age hardening. The complete composition limits for this alloy are listed in Table I. The alloy has been described in detail,' and the control of the heat treatment has also been published.2 Beneficial effects of such cold work in other alloys have also been pointed out.3'4 NO data have been published on the effects of varying amounts of cold work under fixed aging conditions. In connection with an investigation of the possibility of providing the desired cold work by explosively generated shock waves, it became desirable to investigate the effect of variable cold work, and to compare the re -sults with those obtained from explosives. THE Oaxaca coal fields, shown in Fig. 1, are located in the Alta Mixteca region in the states of Oaxaca, Puebla, and Guerrero. Known out crops are scattered over 3125 square miles. It is probable that further exploration will reveal a more extensive area of deposits. The region is of great importance to Mexico, as at present the only sources of coal are the fields near the U. S. border. Steel mills are also located in the North, and finished products must travel 600 to 800 miles to the area of consumption in central Mexico. The Oaxaca coal, only 120 miles south of Mexico, D.F., lies close to several iron ore deposits. If this coal can be used in steel production is will be possible for the Mexican steel industry to reach new dimensions, commensurate with the growing industry of the central region. Coal can be utilized in thermoelectric plants in this area, which lacks not only petroleum and natural gas but also electric power. It can be used as domestic fuel, replacing charcoal and firewood.

A comprehensive knowledge of the availability of mineral resources to evaluate and assure a dependable supply is a prerequisite in establishing and maintaining a viable national economy. Since no nation is self-sufficient in all its mineral needs, its prosperity depends to a great degree upon its developing and maintaining an effective national minerals policy. This must be preceded by a systematic inventory of mineral resources that may be available to that nation. The U.S. Bureau of Mines is implementing a mineral deposit inventory program of domestic and foreign mineral occurrences, with initial emphasis on the domestic. In order to provide an in-depth appraisal of minerals availability, the approach includes not only realistic estimates of quantity and quality, but other essential factors such as costs, technology, environmental constraints, and development-time requirements. Analysis of this information provides usable relationships of quantity, price, time, and associated degrees of confidence of the occurrence of identifiable mineral resources. Keeping pace with a changing minerals industry and handling the large volume of information required in this undertaking demands that computer methods be employed.

WITH the extensive deposits of potash minerals which have been dis-covered in the southwestern states, and their rapid development, a permanent. American supply of potassium compounds is now assured. The 325-year history of the potash industry in this country has been told by H. I. Smith1, of the U.S. Geological Survey, and the more recent activities of the Survey and of American potash companies were described last year by the same author2. In fact, it may be stated that so great is the productive capacity that two mines in New Mexico and one in California are able to supply more than half a million tons of crude and refined salts over and above that produced for agricultural purposes. The era of scarcity has given way to an era of superabundance. This situation makes it desirable for the potash producer to look for other applications for his product, and it is with this in mind that the writer presents some information pertaining to present and possible future uses for potassium compounds in the ceramic industry.

Normally the U. S. produces less than 10 pct of its annual manganese requirement. About 95 pct of domestic consumption is used by the steel industry.1 The strategic and critical nature of manganese has been recognized by its inclusion in the national stockpile and by intensified research directed toward cataloging and evaluating domestic manganiferous deposits. The USBM has participated in these activities for many years with field and laboratory studies to assess the extent and potential utilization of domestic manganese ores. One area of particular interest is in the vinicity of Batesville, Ark., where deposits have been mined since 1849 for both manganese and ferruginous manganese ores. Production is centered in Independence County, but deposits are also found in Sharp, Izard, and Stone counties in north- central Arkansas. Miser has described the geology and manganese mineralization in some detail.2,3 The rocks of the area are sedimentary, consisting of sandstone, limestone, shale, and chert. The two formations of greatest importance,4 Fernvale lime- stone and Cason shale, are host rocks of the primary manganese mineralization.

FROM north to south activity is picking up through- out the Labrador Trough-already shown to be one of the world's great iron ore provinces. Center of current activity and interest lies in the mid-southern part of the trough as drills, equipment, and . . . money start to pour into the area near Mt. Wright and Wabush Lake. First major announcement in the area came early this spring when J&L and CCI outlined an estimated billion-ton deposit for "future" operations. Later impetus came from rumored railway for US Steel's Quebec Cartier projects in the Mt. Reed area slightly to the south. As this issue went to press US Steel's request for bids on railway and hydroelectric construction, plus IOCC's decision to step up the time- table on its program in the Wabush Lake area east of Mt. Wright, triggered a flurry of other announcements involving many of the top U. S. and Canadian iron ore firms. Do not look for most of these place names in the average atlas . . . they aren't there yet, but they soon will be.

Bond (Consulting Engineer, Processing Machinery Dept., Allis-Chalmers Manufacturing Co., Milwaukee, Wis.) — Papers such as this one which deal in a lucid manner with the obscure fundamentals of comminution theory are always welcome. The author has attempted to bring together several diverse theories and handles them interestingly. However, some of the ideas expressed and conclusions drawn require critical reviewing, for which amenities alone will not suffice. The author points out that the theoretical energy required to break across crystal lattices is of the order of 1000 times the actual energy required to crush or grind, and that this energy in turn is perhaps 1000 times the measured surface energy of the new surface area produced. The energy required to grind commercially is controlled by flaws and dislocations, rather than by the inner strength of the lattice structure. The measured surface energy is only a slight residue left after the face atoms are adjusted to their new environment. THE luncheon of the Milling Methods Committee in the Engineers' Club, on Feb. 16, was distinctly a social affair, although several matters of a non-milling nature were fruitfully discussed. The session* on Milling Methods, the same afternoon, attracted a gathering which overtaxed the capacity of the Board Room on the fifteenth floor. Galen H. Clevenger presided, with the moral reinforcement of Charles Butters. As all papers were available in printed form, and since synopses have appeared in MINING & METALLURGY, it is unnecessary to cover the contents of each in detail here. The first paper (T. P. 410), by Leaver and Woolf, on the "Flotation of Minor Gold in Large-scale Copper "Concentrators," was excellently summarized by R. S. Dean of the U. S. Bureau of Mines, who stressed the -very definite action of lime as a depressant of gold, and showed how the authors had worked out the best conditions of alkalinity, pH concentration and reagents for -optimum recovery of gold along with base metals, especially where lime had to be used to depress pyrite. No discussion was evoked.

MAN?S desire to harden metal is older than recorded history and obviously would date from the moment when he found his implements were not equal to the demands of service. This need for hardness in metal may be divided roughly into two main classifications: (1 :I need for hardness through- out-for purposes of greater strength or elasticity of the whole implement or member, and (2) need for surface hardness alone. A strong steel needed to transmit stresses or resist de- formation is an example of the first class. In metals only surface- hardened, the chief need is for resistance to wear. Obviously the whole gamut of all uses can be imagined- from the extreme of a simple cantilever supporting a load in space to that of a solidly supported face plate serving to resist wear. It is the in- creasing of wear resistance which I propose to discuss.
