In Europe and in certain other foreign countries studies have been made, extending over a period of years, relating to the winning of oil from oil shale. More work has been done in these countries than in the United States, for the reason that a supply of natural petroleum has not been so generally available there as here. Information has been obtained relating to present practices in these foreign lands in the development of a shale-oil industry. It is realized that in the past there has been very little inducement to invest capital in shale-oil enterprise in the United State's because the supply of petroleum has been plentiful; however, the time possibly is not far distant when the utilization of oil shale may be cons¬idered a desirable and financially sound venture, as it may be necessary before long to augment our supply of oil with that recovered by processing shale. The data presented herein portrays at least some of the thoughts of those engaged in obtaining oil from oil, shale in Europe, and they depict some of the results thus far obtained as well as certain plans for further efforts to win oil from shale; it is hoped that those who undertake the development of a shale-treating industry in this country will find useful information in this report.

This paper covers the salient features of the occurrence and mining of sheet mica in the United States and the preparation of mica for market; presents the results of a study of the physical properties of domestic and foreign micas, which the author hopes may he of interest to every mica user, as it definitely answers many questions as to the suitability of various minas for particular purposes; and discusses mica-trade conditions and the future outlook for the domestic mica industry. The Federal Coal Mine Health and Safety Act of 1969 has placed stringent limitations on the noise levels in which employees may work. This act can result in both increased labor costs because of noise-exposure time limitations and in high capital costs for modification of present equipment, and the design of new equipment, to comply with the law. The development of new noise-control systems is thus of immediate interest to industry. A current Research program at U. S. Steel is aimed at developing methods of controlling both the exhaust-air noise and the mechanical noise of a Stoper drill, a pneumatic percussive tool used for roof-bolting purposes in coal mines which has an approximate air consumption of 100 cubic feet per minute. This program is being performed under a contract between USS Engineers and Consultants, Inc. and the Pittsburgh Mining and Safety Research Center of the U. S. Bureau of Mines. In previous work at U. S. Steel, kidney-shaped mufflers were designed that wrap around the air leg of the drill for control of the exhaust noise. These mufflers were designed with the aid of a digital computer program that predicts the acoustic performance of mufflers.

Many important materials are derived entirely or partially as byproducts of primary copper, lead, and zinc production. This U.S. Bureau of Mines report examines the collective role of byproducts with regard to the economics of domestic mineral production, and their individual significance in terms of dollar value, end uses, and strategic considerations. The study also analyzes circumstances that have affected the competitiveness and structure of the U.S. copper, lead, and zinc industries, and factors that impact byproduct availability. These factors include production capacity at smelters and refineries, process technology, changing sources and composition of ores, regulations, foreign ownership, and byproduct demand and price. Policy considerations regarding stockpiling, regulations, and research are assessed.

[Apparent progress in economy at petroleum refineries, as measured by the average amount of hest units required to refine a barrel or crude oil, received a set-back in 1938, when the average rose to 567,000 B. t. u., compared with 562,000 B. t. u. in 1937 (see fig. 1). The primary factor in the rise in average heat requirement's per barrel of crude oil refined in 1938 was the decline in total runs to Invariably the average requirement increases when crude inn to stills decline, and vice versa. In other words, annual gains in fuel efficiency at refineries are masked by the degree to which the capacity is utilized. The Midnite Mine is an inactive, hard-rock uranium mine in Stevens County, WA. Oxidation of sulfide-containing minerals, primarily pyrite, in the ore body produces large quantities of acidic water. An interception system installed by the mining company limits the discharge of contaminated water from the mine. The U.S. Bureau of Indian Affairs (BIA) and the U.S. Bureau of Land Management (BLM) have been actively involved in planning remediation of the disturbed areas. To assist in remediation, the U.S. Bureau of Mines (USBM) initiated research to determine water quality and to define ground water flow characteristics. USBM personnel designed a monitoring network, supervised installation of sampling wells, and collected and analyzed water samples. This Report of Investigations describes interpretation of data collected between December 1989 and April 1992. The computer program WATEQ4F was used to identify aqueous species distribution and to calculate potential solid phase controls of solubility. To assist in interpretation of changes in water quality between sampling locations and to develop models describing proposed flow paths, the computer program BALANCE was used. Using output from these programs and field observations, a description of the chemistry along proposed ground water flow paths at the mine is presented.

World resources of platinum-group metals appear ample for the foreseeable future; however, political and economic events in the last two decades have caused concern over the availability and reliability of an uninterrupted supply. Because of this concern, the U.S. Congress requested that the U.S. Bureau of Mines initiate a study of the flow of platinum-group metals in the economy that would delineate and quantify the production areas in which metal values are lost. As a result, the Bureau has developed a computerized commodity flow model for strategic and critical materials. Major attributes of this flow model are as follows: (1) it is generic and applicable to most commodities and (2) it can be updated as supply, demand, and/or production data change. The original model developed for cobalt, with slight modifications, was used to track the flow of platinum-group metals. This report follows the flow of platinum-group metals through their metallurgical, catalytic, and chemical applications and highlights areas in which significant losses occur because of downgrading, export, or disposal. The study indicates that materials containing about 63,426 kg of platinum-group metals were lost or could not be traced in 1989, representing about 63 pct of U.S. domestic consumption.

Develop a user-friendly computer program that permits those interested in mine health and safety to access and analyze on a personal computer (PC) employment, production, and accident data for U.S. coal and metal-nonmetal mines. This software is being designed with a major focus on flexibility and case of use. The Mine Accident Decision Support System (MADSS) will be available for distribution in mid-1994. Currently, the U.S. Bureau of Mines (USBM) is seeking volunteers willing to pilot test a preliminary version of the software and to provide suggestions for its improvement. Background Since 1975, the Mine Safety and Health Administration (MSHA) has compiled large data bases of information about U.S. mines and the reportable accidents, injuries, and illnesses that have occurred in those mines. Employment and production data arc collected on a quarterly basis from each mine and accident information is collected on an incident -by-incident basis. The USBM has compiled estimated costs for each of these accidents using computer models. All of this information is potentially useful to mine health and safety researchers. However, it has been underutilized because it is stored in large mainframe data bases that arc inaccessible to many users and/or are cumbersome and difficult to use.

This report presents recommended guidelines and regulatory changes applicable to electrical installations in underground oil shale mines. These recommendations are based on information gathered from oil shale operators, government agencies, and other knowledgeable sources familiar with existing plans for mining systems and electrical installations, and on present understanding of the problems and hazards associated with oil shale mining. Additional discussions of specific electrical problems related to oil shale mining are also presented. These specific problems include: ? Ground fault current levels ? Permissible electric wheel motors ? Permissible batteries and electric starting systems ? Intrinsically safe instrumentation and applicability of existing test standards.

Electrical resistance heating to effect thermal fragmentation of semiconductive rock was examined by the Bureau of Mines. Tests were carried out on copper-bearing ores of the Nonesuch Shale Formation in the laboratory and in the the field at White Pine, Mich. Fieldwork included primary and secondary breakage tests. Heating tests on in situ rock failed to produce thermal dam-age to an extent considered useful; however, boulders up to 30 ft3 were effectively broken by the method. Power input to the test rock was taken from a 50-kV, 5-amp dc power supply.

As the American petroleum industry surveyed its position in early 1937, it had many reasons to be optimistic concerning its future. The industry had emerged successfully from the depression, and for the first time since 1929 it had produced over one billion barrels of crude oil in a single year. The demand for gasoline and fuel oils was up, and reserves of crude petroleum and production capacity seemed adequate for the future. Although production of crude oil dropped slightly in 1938, the oil industry was still in a good position with respect to its supply of raw material, which improved economically in 1939 with the decrease of crude-oil stocks in storage above ground. However, by 1940 a threatening cloud (the invasion of France and its rapid surrender) had appeared on the horizon. This aroused Somme fears as to the industry's immediate future, and these fears were intensified the following year when the United States entered World War II. As the war progressed, more and more ships, planes, and vehicles were produced, and the problem of obtaining enough liquid fuels to supply them intensified. Hearings were held in August 1943 before a subcommittee of the Committee on Public Lands and Surveys of the 78th Congress to determine the advisability of passing legislation to promote the development of synthetic liquid fuels.

The plan to develop a standard system of names and definitions of regions and districts in Alaska was borne of the need for a tool to use in statistical and economic studies of the mineral industry of the Territory. The purpose of this report is to present to the mineral industry, and to those individuals interested in the mineral or allied industries in Alaska, the system used by the Bureau of Mines in connection with its legal function of collecting and disseminating mineral statistics. It is hoped that the specific descriptions given will result in a more complete understanding of what is meant by the regional and district names that appear in publications of the Bureau of Mines relative to the mineral industry of the Territory. Problem of Standardization of Names and Definitions The question might be asked, does the naming and defining of regions and districts in Alaska present a problem relative to the establishment of a standard? Is it necessary to establish a standard?

A nuclear meter based on measurement of prompt capture gamma rays is being developed for monitoring the sulfur content of coal streams. Equipment has been built to measure sulfur rapidly, and methods have been devised to compensate for changes in moisture, ash, and bulk density of coal flowing through a bin. Pilot plant tests of the system with various additives to different coals show a precision and accuracy of 0.02 percent sulfur and 0.04 percent sulfur, respectively. Based on these results, a hardwired meter has been fabricated for testing in a commercial coal preparation plant.

As potash is more necessary to the agricultural economy of the United States now than ever before it is gratifying to find that the virtual stoppage of imports from Germany in late 1939 caused none of the anxious foreboding that gripped American farmers in 1914. For long decades this country, in common with tie rest of the world, depended upon German potash, but today our expanded needs can be mot from domestic sources. The present armed conflict in Europe, like that of 1914, disrupted a world monopoly, but the cartel that in recent years controlled 90 percent of the world output (see fig, 1) was an international syndicate comprising French, Polish, and Spanish as well as German producers and having reported sales agreements covering production in the U. S. S. R. and Palestine. The break-up of these commercial agreements has necessitated readjustments but generates no such alarm as the closing of a single source of supply. In striking contrast to the critical shortage that developed a quarter century ago, no increase in prices has occurred or is anticipated in the domestic market.

The Bureau of Mines, in cooperation with the National Oceanic and Atmospheric Administration (NOAA), has updated a 1977 NOAA report prepared by Dames & Moore entitled, "Description of Manganese Nodule Processing Activities for Environmental Studies." This updated report contains detailed flowsheets and descriptions of the five potential first-generation nodule recovery schemes now considered most likely to be used by industry; they are high-temperature gas reduction and ammoniacal leach, Cuprion ammoniacal leach, high-temperature and high-pressure H2S04 leach, reduction and HCI leach, and smelting and H2S04 leach. The first three processes are three-metal recovery schemes (Cu, Ni, and Co) with the option of Mn recovery from the tailings. The remaining two processes are four-metal (Cu, Ni, Co, and Mn) recovery schemes. All except the HCI process are assumed to use a nodule feed rate of 3 million tons per year (dry basis). Final metal products are Co powder and cathode Cu and Ni. A minor amount of Ni is also recovered as powder, and some Cu and Zn are recovered as mixed sulfides. Manganese in the four-metal processes is recovered as either manganese metal or ferromanganese.

"When a metal-mining company takes out a workmen's compensation insurance policy, it does so to relieve itself of its uncertain and variable financial liability under laps requiring payment to employees for lost-time accidents, there-by passing the liability or to the insuring agency. For this service, or rather for the assumption of the risk, the insuring agency charges the mining company a price, or in insurance parlance, ""a premium"".The insuring agency depends upon a volume and variety of business to average the losses incurred by its individual policy holders, and determines its price to cover losses that are suffered and its cost of doing business.It is generally known that all types of insurance are founded on the theory of probability applied to large groups of risks, Workmen's compensation insurance is no exception, and the average price paid therefor must be based on the frequency and severity of accidents in the particular industry or branch of industry under consideration. The frequency and severity rates are determined by statistics, which, of course, unless standardized, kept carefully and consistently, and analyzed properly, are liable to be inaccurate and misleadingThe importance of large groups in arriving at an average price for insurance service can not be overestimated, For example the writer knows of one small group of some twenty metal-mining companies whose losses during the past two years exceeded their premium charge by 54%. Not a single individual company during the two years kept its losses below the premium rate. For several years the group as a whole has persistently exceeded its premium rate, Such risks are not profitable to the insuring agencies and can only be carried where a large volume of good risks will balance the poor risks, but in order to conform to good insurance ethics the premium rate must be based on averages for the industry as a whole, and kept sufficiently low to induce operators to sell their risks."
