UNDER the stimulus of war psychology the American public has grown confused and jittery in its thinking on the subject of this nation's petroleum resources. This confusion arises from the failure of the average citizen, and even of many leaders in government, in our armed forces, and in the petroleum industry itself, to distinguish between our proved reserves of petroleum in the several oil-producing states and the total petroleum re- sources available to this nation. Leaders and public alike examine the accepted estimates of our proved reserves and thoughtlessly conclude that these estimates represent the total of our petroleum resources. Our fears are aggravated if we turn to the statistics on oil-finding and observe that the discovery of new reserves has waned decidedly in recent years. This confusion is dangerous because, under its influence, ill - considered policies spring up and flourish, choking out the most valuable fruits of the long experience of the American petroleum industry.

This paper describes the surgical removal of a 24 ft dia. Slurry Shield TBM entombed beneath one of the country’s busiest commuter rail interlockings, the Harold Interlocking in Queens, NY, and the construction of the interface to a cut/cover tunnel which extended the mined tunnel section. A sophisticated SOE was built around the TBM to support active track loads within 8ft. of the excavation. Once the TBM head and guts were removed, a full round CIP lining was installed connecting the existing precast tunnel liner to the C/C tunnel under construction. All this construction was done on a narrow island of land without road access nestled between 7 mainline LIRR/Amtrak rail lines.

In this paper, CFD was used to investigate the blasting toxic fume characteristics under different entrapping percentages and under changing muck pile properties like broken rock size and porosity. It showed that CFD was a very useful method to study blasting fume in an underground mine and it took much longer time to dilute toxic fume into a safe level with higher entrapping percentage. The dilution time increased with a decrease of broken rock size and porosity.

"This paper will discuss the design analysis of sheet pile cofferdams for static and dynamic blast loads. Following construction of the new Willis Avenue Bridge across the East River between Brooklyn and Manhattan, in-river piers No. 9 and No. 10 from the former bridge were demolished, partially by explosive charges. The blast at Pier 10 was conducted first and though the demolition charge was relatively small, it gave confidence that the sheeting could be designed to resist the blast load. This paper primarily summarizes our analysis and performance of a sheet pile cofferdam at Pier 9 used to withstand the larger blast loads, contain the blast debris, and allow excavation of the pier below the existing river bed mudline. The program NLFlex was used to predict stresses and deformations of the cofferdams under dynamic blast loads, using simplified equations to estimate the underwater blast pressures. Specifically, the analysis focused on the stresses in the struts, waler beam, sheet pile interlocks and connection of the sheeting to the waler beam. Design included allowing plastic deformations and limited rupture of the sheet pile interlocks under the blast loading. Comparisons are made between stresses assessed by the dynamic finite element modeling and empirical relationships used within the industry. The performance of the system after the actual blast is discussed as well as details of the performance of welded vs. bolted connections within the system. IntroductionThe Willis Avenue Bridge is one of the major access ways from the Bronx into Manhattan. The location is shown on Figure 1. The original bridge constructed in 1901 was a swing bridge over the East River. The bridge was in disrepair and outdated with regards to its ability to handle the flow of traffic resulting in numerousaccidents.In 2007, Kiewit Constructors Inc./Weeks Marine, Inc., A Joint Venture was selected to construct a replacement bridge. The $612 million project included construction of a new bridge just to the south of the original bridge. The most notable aspect of the construction was floating and lifting the new 350 ft. long swing span in place as a single piece. However, another significant challenge was using blasting to demolish two of the abandoned piers which were within the East River. The blast would be near existing structures in both Manhattan and Brooklyn and would be within 30 ft. of the new bridge."

Although 3D fragmentation analysis is a relatively new technology, it is rapidly gaining popularity among mid-sized mining operations and quarries. The results provided by this technology are adequate, but like other picture analytic methods, it mainly focuses on the surface of the muck-pile. These results are incomplete or incorrect as falling rocks and boulders from the stemming zone are constantly influencing the muck-pile surface. This obstacle can be overcome by collecting a large amount of data and analyzing it over time. However, this is not always an ideal solution, as companies prefer to receive results immediately after the blast to make resource allocation decisions, production planning, and plan for the next blast. Over the past year and a half, we have conducted a study on various muck-pile fragmentation analysis results from 3D modeling in Central Europe, comparing the results between the surface and inside of the muck-pile. By analyzing multiple shot results, we were able to determine the percentage difference between the top and inside fragment sizes and calculate the range of correction coefficients for different rock types. Applying these coefficients to a single muck-pile surface fragmentation analysis allows us to determine the actual fragment sizes inside the muck-pile. This enables us to make informed decisions regarding loading, hauling, material mixing, and proper crushing or milling. By overcoming the limitation of surface-based analysis, we can now accurately evaluate blast performance, which leads to better processes optimization and increase efficiency. As 3D fragmentation analysis becomes more widespread, we expect to see even more benefits for the mining and quarrying industry

In spite of many advantages explosives have, their usage may cause environmental problem such as seismic vibration. One of the solutions to this particular problem may be application of an artificial screen as a barrier to the seismic wave path. This paper presents the results of experimental research on the artificial screen concept, its characteristics and role in attenuation of seismic effects generated by blasting. More than 1,500 laboratory measurements were conducted with different combinations of screen sizes, positions of the screen to blasting source, and intensities of blasting impulses. The results of the study show a significant reduction of generated vibrations by employment of artificial screens.

Dam rehabilitation involves a range of design, construction, and operation risks, some of which are not encountered in new dam construction. These risks can have significant impact on project schedule and project budget. Owners, engineers, and contractors need to understand these risks. Existing dams typically were designed in an era of design and construction standards that have been upgraded and changed. Modern standards will impact the construction approach taken and involve understanding the earlier standards. Knowledge of historical standards/practices as well as current design standards and construction methods is valuable for developing and designing rehabilitation components. Construction records and as-built drawings are valuable when they are available. Rehabilitation projects often consist of older projects where as-built documents or construction records are not available. Where these records exist, many (most) times, they do not fully reflect the current conditions within the dam and appurtenant works. leading experienced practitioners to “expect surprises” both during investigation of the existing facility, as well as during construction. “Surprises” should be expected even when historical records of investigations, design and construction are available. Unknowns, be they known unknowns or unknown unknowns, can be planned for by developing an approach for the design and construction process to identify potential issues/problems, or at least alert the designer and contractor of potential issues. A Risk-Based approach applied for the entire life of the rehabilitation project can be used to alert the parties of potential “surprises” and provide direction for mitigating issues as they arise. This type of approach is particularly effective when the process includes senior practitioners with decades of design and construction experience in all aspects of dams. Minimizing impacts created by “surprises”, particularly during construction, can result in an improved project meeting budget and schedule goals and design standards. This paper identifies and categorizes risk types salient to dam construction, reviews the process of risk identification and analysis, discusses guidelines for risk allocation, reviews strategies to mitigate risks, presents several case studies where risk mitigation strategies were employed successfully (or unsuccessfully), and presents lessons learned. The paper concludes with a summary and recommendations for best practices for Project Risk Management and mitigation that can be used by: Owners; Design Engineers; and Construction Managers, in planning, design, pre-construction and construction phases of dam related projects.

Previous work has shown that sulphide self-heating occurs in three distinct stages referred to as Stage A, Stage B and Stage C. In this paper the focus is on the transition from Stage A to Stage B, which occurs at ca. 100OC. Background literature hints that the transition corresponds to the transformation of the rhombic form of elemental sulphur to the more reactive monoclinic form that occurs at 96OC. A test apparatus is modified for adiabatic heating to track the transition. The results support this transformation of sulphur as being key to the transition, and the transition temperature is thus modified to 96OC. Variations in a sample’s response under adiabatic conditions are observed and possible reasons are discussed. Testing in adiabatic mode provides new insights into the sulphide self-heating process that complement the test designed to identify propensity to self-heat. CO2 geological storage is one of the current technologies developed worldwide to reduce industrial emissions of carbon dioxide to the atmosphere. Two main mineral types of deep geological reservoir could be contemplated for CO2 storage: sandstone reservoirs and carbonaceous reservoirs. Geochemical reactivity of a dolomite-calcite mineral compound and magnesite pure mineral was studied with a set of nine experiments per crushed mineral phase with two saline solution and with mQ water and three temperatures: 50°C, 90°C and 150°C. Experiments were performed in batch reactors with 250 bar of CO2 partial pressure during 24h to assess the effect of temperature and salinity in constant CO2 pressure. Solid characterization was performed by XRD and solution analysis by ICP-OES. Acidification of solutions due to CO2 dissolution in water is the main source of reactivity in the system. Proton concentration increases and causes partial dissolution of initial dolomite, calcite and magnesite and release of Ca2+ and Mg2+ cations in solution. Bicarbonate anion (HCO3) concentration also increases due to CO2 dissolution in water and carbonate minerals dissolution. Temperatures of 90°C and 150ºC increase the kinetic of reaction and the dissolution of minerals and cations release in solution. New carbonate crystalline phase precipitates as a Ca, Mg solid solution between dolomite and calcite pure poles.

Supplementary sampling of particulate mass concentration, the number concentration and the average particle diameter of nanoparticles using a TSI Dust-Trak DRX Aerosol Monitor, Naneos Partector 2 has been conducted. The aim of this study was to evaluate suitability of the instrument for long-term monitoring of diesel particulate matter (DPM) at conditions of polymetallic mines. Sampling was conducted in an area of the active ore heading, requiring the use of a diesel-powered face haul-age loader R1700 and a mine truck Caterpillar AD-45. The sampling was done for 126 minutes at a distance of 30 metres from the mine face. Results of this field work can be used to expand the sampling program to other mines. Expected outcomes of this study are to develop costeffective DPM control strategies, improve mine ventilation, and protect mineworkers’ health.

WAR struck the mineral industry of Washington with cross currents that produced a peculiar result. The State's production of coal, industrial minerals, and metals for 1941, valued at $28,507,282, was increased in 1942 under war pressure to approximately $35.000,000. Meanwhile a tremendous demand had arisen for men to construct airfields and many other large projects for the Army and Navy in Washington and Alaska, and Government plants for the mineral industry costing $140,000,000 or more, as well as a call for employees in the U. S. Navy Yard at Bremerton, the sixty shipyards, the four Boeing airplane factories with many auxiliary shops, and hundreds of other plants turning out war materials. In spite of an influx of nearly 300,000 people, causing an increase of 17.1 percent in the population since 1940, according to the Census Bureau, the State clearly is still engaged in an unusual amount of war production in proportion to its population. A large proportion of the workers have been drawn from the mineral industry to the war plants, whether through motives of patriotism, high wages, or, in the Boeing plants at least, the glamour of the operation

Recent updates on tailings dam design guidelines require analysis of undrained (short-term) stability with the application of the SHANSEP model. The SHANSEP model, which was originally developed for alluvial soils, predicates that the Undrained Shear Strength (Su) increases with increasing effective stress. Residual soils by their nature do not necessarily follow this relationship. This paper examines an alternate method to define Su over a range of effective stress conditions for residual soils. Residual soils, formed by weathering of their parent rocks, are generally micro-structured in nature. The microstructural features, such as interparticle bonding, play a fundamental role in stress-strain behaviour of the residual soils. As interparticle bonding is independent of effective stress and void ratio, the undrained shear strength of residual soils is expected to be less dependent on effective stress than alluvial soils, especially at low stress levels. A series of triaxial tests conducted on residual soils, however, indicated that the undrained shear strength and the undrained shear strength ratio (Su/σv’) are to a degree dependant on effective stress. It was found that the undrained shear strength ratio is significantly higher under low stress levels and progressively reduces with increasing effective stress. Based on the laboratory testing data, a strength function with varying undrained shear strength ratios can be developed for the residual soils under the stress range anticipated for a design of a tailings dam. This includes capping the input undrained strength at lower effective stresses based on the drained (effective) and minimum undrained strength. The Factor of Safety (FOS) calculated for the embankment utilising the traditional limit equilibrium (LE) method indicated the application of undrained strength function for the residual soils can provide a significant optimisation for the embankment design compared to adopting a constant undrained shear strength ratio or constant undrained shear strength in the design.

Method of tunnel excavation is generally classified such as full-face excavation, bench-cut excavation, diaphragm with center pillar excavation, center drift advancing excavation and so on. These excavation methods should be selected properly in terms of ground condition, the area of tunnel section, the arrangement of construction. Center drift advancing excavation method in mountain tunnel construction, is often applied under quite weak ground condition, prior to the main tunnel widening excavation. Recently, the advancing drift is for the excavation of extreme larger section in main tunnel to confirm the stability of face. In addition, we make advancing deformation occur in drift when the construction was done in poor ground like squeezing and swelling ground, and the force occurred in main tunnel was expected to reduce by the effect of ‘dodging’ for support structure. Mechanical relation between drift and main tunnel has been mainly grasped on past experiences in Japan. However, the characteristic of tunnel enlargement was partially discussed by using the three dimensional analysis and the result was grasped by past experiences on the basis of each tunnel construction. It is considered that the natural ground stress is normally released as the advance displacement, but it was released after the main tunnel widening, causing a displacement and deformation increase. Up to now, the construction practice has shown the reduced displacement during the main tunnel widening excavation by the drift, and the numerical analysis agreed with above observation. However, there is no report found that the displacement and deformation at the time of widening excavation of the main tunnel become larger in case of a drift application. In Kyusyu area, western part of Japan, the northern part of Yoshinomoto tunnel was applied an advancing bench-cutting method for a center drift for the purpose of obtaining the geological information for support selection of the main tunnel in widening excavation. The shape of center drift was a perfect circle with a diameter of 4.0 m or 6.0 m and the same temporary support regardless of the geological situation. As a result, the displacement and deformation of the main tunnel after widening excavation were larger than the section where the center drift was not applied. Furthermore, the displacement and deformation of the main tunnel after its widening excavation was considered larger in the section where the cross-section of the center drift with 4.0 m diameter was applied than one with 6.0 m. Therefore, the center drift with a high rigidity support structure had the effect of suppressing the advancing deformation prior to the main tunnel widening excavation.

The Zelazny Most Tailings Storage Facility (TSF) is the largest reservoir of post–flotation tailings in Europe. The total amount of tailings from the mines in Lubin, Rudna, and Polkowice are stored each year at the disposal facility, which reaches approximately 30 million tons. It is crucial to accurately monitor and maintain such a huge storage facility, for the safety and economics of the entire region. In general, the monitoring network installed at the Zelazny Most TSF includes four groups of components: (a) geotechnical network (VW pore pressure transducers and inclinometers), (b) hydrological network (open piezometers, water level gauges, drainage discharge measurements, (c) geodetic survey network (e.g. surface and in-depth benchmarks, laser measurements, GPS measurements within GEOMOS network and (d) seismic network (e.g. accelerometer stations, cone penetration tests.) Apart from the above, chemical water analyses, tests of soil samples, monitoring of spigotting processes, and monitoring of relief wells’ discharge are also conducted. In total, approximately 2900 monitoring instruments are installed within the area of the Zelazny Most TSF. Such large amounts of data from the various information sources makes manual data analysis by the engineers almost impossible. In this paper we discuss a machine learning driven approach to improve the quality of the monitoring and maintenance of such facilities. We focus on the seismic cone penetration test (SCPT) data analysis. First, we carefully describe the collected data, its quality and availability. Then we discuss possible events that can occur in the TSF that need to be predicted using SCPT. Based on the information obtained in these two steps, the applicability of several machine learning methods is estimated. Some of them are then tested on available historical data. The algorithms described in this article will be further developed in the IlluMINEation project (H2020).

The rare earth elements (REEs) are a group of 17 chemical (metallic) elements which appear in the periodic table. The group consists of 15 lanthanide elements along with yttrium and scandium (Table 1). They share many similar properties, which is why they occur together in geological deposits. Although commonly referred to as rare, they are really quite common; the reason they are perceived as rare is because it is not common to find them in commercially viable concentrations. These metals are critical to advanced technology, ranging from smart phones to global positions system (GPS) receivers, medical devices and jet engines. They are critical in green, high-tech and defense industries (Fig.1 and 2). Although there have been increasing efforts to find alternative supplies, these efforts have been complicated by the pollution that rare earth mining and processing creates. To extract rare earths minerals from mined ore is a complicated and costly process. The ore is first mined through normal mining process, the bastnaesite, which generally contains a number of minerals of little value, is first removed through a floatation process. The bastnaesite containing the REEs is further separated into their respective pure forms in a separation plant using acid and various solvent extraction separation steps. Each element has its own unique extraction steps and chemical processes. At times, these elements, in the form of oxides, will require reprocessing to achieve ideal purity. The last steps would be to further process into metals first, then alloys for various applications. The entire process takes approximately 10 days. The mining and processing of REEs, if not carefully controlled, can create environmental hazards. This is one of the reasons the Mountain Pass Mine in California was closed down in the 1980s.

Federal and state regulations, in an effort to reduce acid rain, are becoming increasing more stringent regarding sulfur content of fossil fuels. Whereas coal from Illinois and Ohio contains between 1.5 and 37. sulfur, Wyoming has billions of tons of coal reserves containing less than O.5/% sulfur. However, much of Wyoming's coal is high in moisture, 25-30%, and low in energy, 8,200 to 8,900 BTU, vs. 10,500+ BTU for Illinois and Ohio Basin coals. Wyoming currently ships in excess of 130 million tons of coal to utilities as distant as Michigan, Wisconsin, Minnesota, Iowa, Nebraska, Louisiana, Oklahoma, and Texas. With freight charges ranging from $12.00-$20.00/ton, more than $1.5 billion a year is spent to transport water. A test shipment of more than 50,000 tons of Wyoming coal has recently been made from Mobil's Cabello Rojo Mine, south of Gillette, by Burlington Northern to the Robert's Bank British Columbia coal terminal for transloading and shipment to Taiwan Power Company. This coal assayed approximately 8,400 BTU/lb. and 277. moisture. Carbontec Energy Corporation feels the future availability of dried coal containing 11,000+ BTU could substantially enhance the potential export as well as the domestic market for Wyoming coal. Large and small utilities, along with industrial furnaces require tens of millions of tons of Wyoming, West Virginia, and other Eastern The federal government is encouraging the expenditure of hundreds of million of dollars by utilities to retrofit their boilers to allow them to burn higher sulfur coal. This program, if carried to completion, would cost many tens of billions of dollars, with the net result being high power costs sustained by the utilities. These costs will be passed on and paid for by the American consumer. A sensible alternative would be the burning of low sulfur coal by the utilities, without costly capital and operating expenditures. Carbontec Energy feels the successful operation of a Carbondry Coal Drying Plant in Wyoming will be the forerunner to other similar and larger operations in the State. CARBONTEC RESEARCH The activities of Carbontec's personnel to develop a viable process to dry sub-bituminous and lignite coal goes back some 14 years; in fact, for some of us it goes back to 1962 when we were involved in a program under which lignite coal from Truax Trayer's Velva mine was placed in low sulfur coal, which are burned alone or blended with high sulfur, Midwestern coal. Carbontec believes that a high BTU. reasonably priced, shippable coal fuel produced in Wyoming and delivered at costs competitive with Eastern low sulfur coal, could offer substantial benefits to Wyoming coal producers, utility customers, and to the State of Wyoming.

The Chinese energy and mineral industries are readying themselves for a period of dynamic transition, unprecedented in the country's long and sometimes turbulent history. The transition comes as a result of the government's new program of "Four Modernizations" in its agricultural, defense, industry, and science and technology sectors. The announced program is generally considered by Western observers to be a moderate, pragmatic approach to get China on the road to industrial parity with Western nations by the year 2000. The game plan calls for integration with the West to beef up Chinese know-how and the purchase of foreign technology to supplement areas where China lacks the ability to do so itself. While the role of energy and minerals is not specifically mentioned in the program, it was made clear to ME that China realizes the basis of any sustained modernization program is tied closely to the health of its minerals sector. Various published reports have indicated the existence of an already vibrant energy and minerals sector with world rank production in coal, iron ore, tin, antimony, cement, pyrite, asbestos and tungsten to name just a few. For the most part, except for the export metals, the primary focus of China's production has been on fulfilling domestic needs. Now the new initiatives are aimed not only at self-sufficiency, but also on propelling the country's natural resource clout into international prominence. With a mineral resource base that is considered by many westerners a potential bonanza, China's new long march toward modernization will be an exciting adventure, well worth watching. Big Projects Spark Excitement China's renewed commitment to a more liberal program is as much a desire to "walk on its own two legs" as it is a backlash from the frustrating years that followed the Cultural Revolution of the 1960s and early 1970s. Much of the early excitement was initiated by China's Premier and Party Chairman Hua Guo-feng in speaking to the fifth National People's Congress (NPC) in 1978. Here, Chairman Hua presented the Communist Party's 10-year blueprint for economic development. Specifically, the Party's plans called for completion of 120 large-scale industrial projects by 1985. INTRODUCTION Approximately two years have elapsed since the first summary of the Grizzly Gulch Tailings Disposal Project was presented (1). Since that time, various physical modifications and additions to the existing treatment system have transpired. Further, Homestake and the entire mining industry have been impacted severely by additional modifications and additions concerning regulatory reform aimed at total disciplinary permitting and hazardous waste management. The following paper summarizes the past accomplishments relating to the Grizzly Gulch Tailings Disposal Project, correlating these accomplishments with future plans that are being developed to comply with regulations and to continue Homestake's commitment to environmental protection. The famous Homestake Gold Mine, located in Lead, South Dakota, has been operating in the Black Hills region for over a century, approximately 12 years before the south half of Dakota Territory was admitted to the Union as the State of South Dakota (2). During the 104 years of operational development, Homestake's Gold Mine, as well as the entire mining industry, have been influenced by numerous governmental regulations dating back to the Refuse Act of 1899 which regulated the deposit of debris from mines and stamp works. The enactment of the National Environmental Policy Act of 1969 may be thought of as the beginning of a long line of unplanned steps to deal with the many concerns of matters pertaining to the environment. Environmental awareness continued into the 1970’s, in which the Clean Air Act, Federal Water Pollution Control Act, Safe Drinking Water Act, Toxic Substances Control Act, and the Resource Conservation and Recovery Act (RCRA), to name a few, surfaced.

In response to requests from its stakeholders, the International Standards Organisation is engaged in development of an international standard for Energy Management Systems (EnMS) which will become "ISO 50001". This new standard will build on the successes of both the EN16001 EnMS standard that has been used by dozens of European companies, as well as the ANSI/MSE 2000:2008 EnMS standard that is currently being used in several pilot projects in the USA and Ontario. This paper provides an overview of the key points of the EnMS standards, and describes how they can be used to drive sustainable energy reductions in the metallurgy industry.

An integral part of the Brisbane Suburban Railway Electrification involved the relining, refurbishment and track lowering in the Roma Street, Brunswick Street and Gloucester Street double track tunnels. The design and the construction procedures had to satisfy the Queensland Railways electrification clearance and track standards and the requirements of maintaining track services through the tunnels during work. Refurbishing of the tunnel linings was carried out to extend the life of the tunnels.
