Onsite hazardous waste processors often find obtaining a Treatment Storage and Disposal (TSD) permit one of their first major challenges. Some processors may spend the time and money required by the permitting process, only to find out later that a permit was not necessary. This paper will present and analyze four strategies that processors may use to avoid obtaining a TSD permit. Some facilities will be able to remove their waste streams from RCRA's oversight by ensuring the material is not "hazardous" waste. Parties that treat waste while it is in process may be able to avoid generating "waste" altogether. Certain treatment facilities have been specifically exempted by EPA. Finally, treatment of waste while it is in generator storage tanks may be allowed without a RCRA TSD permit. Hazardous waste point of generation, an important determination relating to these strategies, will also be discussed. Generators and processors will find this paper useful when evaluating their permit exemption potential

"In beneficiation process, metal ions could adsorb onto clay mineral surfaces or interact with flotation chemicals, and then result in the flotation behavior changing of desired minerals. Al(III) is the dominating ion existing in the bauxite flotation system. In this research, the adsorption behaviors of Al(III) on two silicate clay minerals (including bentonite and kaolin) were investigated by means of UV-Vis spectra, zeta potential testing and scanning electron micrograph analysis. The adsorption experiment results show that the adsorption capacity of clays for Al(III) ions increases with the initial Al(III) concentration, contact time and solution pH. There are some different adsorption behaviours for two clays. Increasing the clay concentration decreases the adsorption capacity of bentonite, while increases first then decreases for kaolin. Higher temperature favours the adsorption of Al(III) on bentonite but goes against for kaolin. The adsorption capacities of bentonite and kaolin for Al(III) respectively reach 12.48 and 0.875 mg/g at initial solution pH 5. Zeta potential results show that the adsorption of Al(III) on two clays is characterized by electrostatic attraction mechanism.INTRODUCTIONIn beneficiation process, there is inevitably a wide variety of metal ions generated from mineral crushing, mineral dissolution and water chemistry conditions. Metal ions adsorb on the mineral surfaces or interact with the beneficiation agents, affecting the flotation efficiency of desired minerals (DiFeo et al., 2001; Parolis et al., 2008; Shackleton et al., 2012; Shengo et al., 2014). Therefore, it is necessary to have a detailed investigation on the adsorption behaviour of metal ions on clay minerals.Having good ion exchange capacity and negative surface charge, the clay minerals could take up various metal ions from the mineral-water system. Bentonite and kaolin are very common aluminosilicate clays in the mineral processing system. These two clays both hold a permanent negative charge, =X- on the basal surfaces, and a smaller variable charge, =SiOH on the mineral edges (Gu & Evans, 2008; (Gu et al., 2010). Adsorption experiments are usually used to study the adsorption affinity of metal ions for clay minerals (Sen & Bhattacharyya, 2012). The adsorption of Zn(II), Cu(II) and Pb(II) onto natural bentonite showed that the adsorption amounts of metal ions increase with contact time, solution pH and metal ion concentration, but decreases with adsorbent concentration and system temperature (Sen & Gomez, 2011; Melichova & Hromada, 2013). Cr(III) adsorption on bentonite was significantly pH dependent. The adsorption process followed pseudo-second-order model and the equilibrium adsorption was consistent with Freundlich isotherm (Lollino et al., 2015). The adsorption behaviours of Pb(II), Cd(II), Ni(II) and Cu(II) onto kaolin indicated that increasing pH favoured the adsorption of metal ions (Jiang et al., 2010). The adsorption of Cd(II), Cu(II), Pb(II) and Zn(II) onto kaolin showed that an ion-exchange reaction occurred at pH<7.0 and inner-sphere surface complexes were prone to form at higher pH (Srivastava et al., 2005)."

The Acid Drainage Technology Initiative (ADTI) was initiated in 1995 by federal agencies, the National Mining Association (NMA) and the Interstate Mining Compact Commission (IMCC) to identify, evaluate and develop cost-effective and practical acid drainage technologies. In 1999, ADTI was expanded through the addition of the metal mining sector, which is focused on drainage quality issues related to metal mines. ADTI addresses drainage quality issues from abandoned, active, and future coal and metal mines. The guiding principle of ADTI is to build consensus among industry, federal and state regulatory agencies on acid drainage technology development and technology transfer issues. ADTI is focusing its efforts on mine drainage prediction, sampling/monitoring, modelling and avoidance/remediation. ADTI is not a regulatory or policy development program. ADTI includes the Coal Mining Sector (CMS) and the Metal Mining Sector (MMS) under the overall guidance of the ADTI Operations Committee. The Operations Committee consists of representatives from industry, state and federal government and academia. The Coal Mining Sector includes two committees; a prediction committee and an avoidance and remediation committee. The Metal Mining Sector includes steering committee and work groups on prediction, sampling and monitoring, modelling, mitigation, and pit lakes. The Coal Mining Sector has produced two publications on the prediction and prevention of acid drainage. The Metal Mining Sector has workbooks under preparation covering the work group topics. This past winter, the Metal Mining Sector, working with the US Bureau of Land Management, presented a satellite training session on acid drainage. ADTI has evolved in response to changing needs and technologies as evidenced by the addition of the Metal Mining Sector in 1999. The Operations Committee and the members of the Coal and Metal Mining Sectors will guide future direction in response to identified issues.

The work in this paper describes the theory, development and analysis of a computer model simulating a mine operation moving material using concurrent decline ramp truck haulage and skipping practices. This simulation was designed specifically to assess the performance of the truck haulage component and to expand on the scope and capabilities of traditional TKM fleet calculations. Haulage fleet simulation results were similar to TKM calculations for the lower to moderate production rate cases. However, comparisons of ramp-up and high production rate scenarios indicated that the simulation model was significantly more sensitive to operating practices and factors not accounted for by calculations derived when using a single TKM figure. Given the proper calibration of inputs and logic, the simulation model was additionally capable of providing information associated with general mine operations efficiency. Further benefits of the simulation model over a TKM approach included logistical assessments such as production schedule feasibility, productivity trade-off quantifications for proposed operating practices, and the validation of mine resource utilization scheduling. The simulation model was able to expand on traditional methods to approach planning and logistics by considering factors such as truck queuing, real-time traffic interactions, random events, and competition for resources on mine productivity.

"Over the last 10 years, the Minnesota Department of Transportation (Mn/DOT) has had a very active program of replacing many major bridges, large structures spanning the Mississippi River. The deep foundations for these new structures include both drilled shafts and large diameter open-ended driven steel pipe piles. Most of these projects included load tests, both axial and lateral.The geology of this area of Minnesota includes some interesting foundation challenges, including highly organic and compressible very soft silts and clays to very dense sand and gravel overlying sedimentary bedrock. In some cases scour requires embedment into rock, and the bedrock formations may range from very soft sandstone to very hard dolostone. Artesian groundwater conditions can sometimes complicate drilled shaft construction, but the rock is otherwise very favorable for drilled shafts. Experience with the open-ended driven steel pipe piles (typically 42 and 48 in, 1.07 and 1.2 m diameter) suggest that these piles most often penetrate even dense granular materials to achieve bearing on rock. Experiences with drilled shafts socketed into the soft sandstones demonstrate that these rocks provide very favorable conditions for drilled shafts, so long as suitable construction practices are followed. Here we present several recent case histories regarding the foundation design and construction of major bridge projects in the vicinity of Minneapolis, Minn., including the Wakota Bridge, the I-35W replacement, the Lafayette Bridge, the Hastings Bridge and the St. Croix Bridge. Some lessons learned from construction and load testing of both types of foundations are described along with implications for design in similar soil and rock conditions."

This paper tells the story of the rapid commercial application of stirred milling technology at Anglo American Platinum?s many Concentrators. The first stirred mill ? a 10 000 litre IsaMillTM; the largest at the time, was commissioned in late 2003. The project development work was presented at SAG 2001. This operation was ?proof of concept? and vindicated the decision to scale up the technology; allowing a rapid and extensive roll-out of mainstream regrind mills as well as several further flotation concentrate regrind mills, over the next six years. Currently 23 stirred mills are in operation with 64 MW of installed drive capacity ? this paper describes the projects? roll-out and the significant results achieved to date. Many operational problems have been solved along the way, some of these will be described. The introduction of the technology has seen a step change in metallurgical results and progressively decreasing operating costs.

Abstract. This paper puts forward the concept of &apos;radial&apos; plant layout where all crushing, milling and treatment operations are preferably concentrated in one central area and these separate stages are connected by radiating conveyors to and from outside storage areas. This system is contrasted to the more customary system of &apos;linear&apos; plant layout where the crushing, milling and often the treatment operations follow one after the other in separate buildings. The radial system simplifies and improves contral and supervision to a very considerable extent and can lead to a form of continuous plant operation with the separate sectors shutting down in succession for necessary maintenance while maintaining the overall plant operation. The paper is illustrated with example: from past and recent diamond treatment plant practice in South Africa which demonstrate the reduction in plant labour achieved by this system. Previous objection to this type of layout on the grounds that it inhibited plant expansion are shown to be unwarranted. Radial Layout for Increased Treatment Plant Productivity A great deal of time and trouble is spent by highly qualified and experience( metallurgists in developing the right treatment process for a given ore. This process is then often expressed in a treatment flowsheet of the type shown in Fig. 1 which shows a typical diamond plant. This flowsheet, when completed, is commonly handed over to the mechanical engineers who then design the layout of the equipment indicated on the flowsheet and produce the working drawings upon which the detailed construction of the treatment plant will be based. It is an unfortunate fact that the tedious and time-consuming juggling of equipment and inter-plant transportation is often left to hard-working draughtsmen who, however capable&apos; in their field, lack practical experience in the day-to-day operation and maintenance of the treatment plants they design. As a result many plants have been produced which, while they satisfy the requirements of the flowsheet with minimum capital requirements, cost far more than should be necessary to op¬erate and maintain. It is often possible to change individual items of equipment which do not achieve the performance required of them, but it is usually extremely expensive to change the basic layout of the plant if this should be found to be unsatisfactory. It should therefore be recognised that great care and attention should be spent on consideration of the basic layout of any treatment plant and that the views of both designers and operators should be fully regarded before settling upon the inevitable compromise dictated by the varying requirements of process-engineering and economics. It is unfortunate that this important subject receives such scant regard in the standard ore dressing text books and hand-books, being usually dismissed in a few paragraphs.

The Second Narrows Water Supply Tunnel will ensure system reliability in the event of a major earthquake and increase the Greater Vancouver Water District’s capacity to meet a growing population’s longterm needs. It includes a bored tunnel between two deep shafts located in North Vancouver and Burnaby, BC, Canada. The support of excavation for the 16-meter-diameter (52.5 ft) TBM launch shaft consists of 83-meter-deep (272 ft) unreinforced concrete slurry walls. This paper discusses challenges encountered during construction of the launch shaft slurry walls, namely excavation methods and slurry loss, and mitigative solutions implemented to successfully complete the shaft with minimal impact to project schedule.

Preconcentration, through gravity separation (Wallace et al, 2015), magnetic separation and particle size (Clout, 2013), has been used in many historical projects to convert low grade material into ore. More recently, pre-concentration technologies such as bulk sorting (Kurth, 2017), screening (Bearman, 2014) and coarse particle flotation (Vollert et al, 2019) have also demonstrated their ability to progressively reject waste through the value chain. These technologies can not only deliver stepchange improvements to the economics of mining operations, but can transform the environmental and social aspects by minimising water and energy consumption and significantly reduce the quantity of fine tailings produced. However, implementing progressive waste rejection requires technologies and approaches to be combined and applied in the right way to capture the value. From a technical perspective, progressive waste rejection introduces challenges related to the orebody, equipment performance, engineering and understanding the value chain from the resource through to final product. From a management perspective, the key issues are related to people and processes, in particular; motivating the business, challenging the paradigms, and introducing new ways of operating within the constraint of existing management structures to manage risks and minimise lost opportunity costs. This combination of technical and management issues means that progressive waste rejection is a complex undertaking for mining companies, yet the reward for the business and other stakeholders is potentially high and should not be ignored. This paper presents how progressive waste rejection can offer step-change improvements to the business case for high and low grade greenfield and brownfield projects based on case studies completed by Ausenco. The paper then outlines different implementation approaches from concept studies to execution to address the various technical and management challenges outlined above.

The Shoreline Consolidation Sewer is a CSO control project in Cleveland, Ohio that requires the installation of 5,000 feet of 72-inch inside diameter pipe using microtunneling methods. After award, the contractor submitted a value engineering proposal to eliminate two deep shafts and install the tunnel in two drives instead of four. In an example of successful collaboration, owner, contractor, and engineer worked together during the initial construction stages to modify the design and update the contract documents. This paper examines the importance of exible requirements in contract documents and a collaborative environment between all parties to successfully deliver a project.

In 2014 the New York State Department of Transportation (NYSDOT) awarded a Design-Build contract to the joint venture team consisting of Skanska which is the managing partner; Kiewit Corporation and Ecco III (SKE) and HNTB as the lead design firm. The design build team employed methods to provide schedule savings and commercial benefits to the owner NYSDOT. This paper presents the design approach and construction methods used to accelerate drilled shaft installation supporting the main span foundation for the cable stayed bridge. The drilled foundation contractor Underpinning and Foundation Skanska, a division of Skanska was responsible for assisting with design, budgeting and construction of the drilled shaft foundation construction. As part of the Request for Proposal (RFP) bid process, Alternate Technical Concepts (ATC) was encouraged by the NYSDOT. The JV team proposed an ATC which involved a scaled production shaft testing method to simulate the ultimate load level, commonly referred to as the “Chicago Method” was used in the rock socket employing the Osterberg Cell (O-Cell) testing procedures. To the authors knowledge this was the first NYSDOT project where this approach was utilized on a Demonstration/Production installation to validate construction procedures and load bearing capacities. Construction procedures, challenges and solutions are discussed in detail. Upon completion of successful drilled shaft construction, concrete integrity is verified using two methods – Cross Hole Sonic Logging (CSL) and Thermal Integrity Profiling (TIP). A comparison from the contractor’s perspective is provided. Finally the drilled shaft rock socket is tested to ultimate end bearing values while rock socket side shear stresses are not exceeding the service level loading. Lateral load test was also a RFP requirement; the test arrangement and performance are discussed in detail as well. The Kosciuszko Bridge location poised unique geotechnical challenges on many levels shifting towards an extreme boundary of parameters encountered in New York City Area for drilled shaft construction. The JV team and specialty drilled shaft contractor actively participating in the shaft design and construction practice coordination and working with NYSDOT yielded a successful foundation solution which provided cost and schedule savings to the project.

Geotechnical, geological, and hydrogeological fieldwork and data collection for the mining industry is often conducted by younger, less-experienced staff members. In many cases, fieldwork personnel are recent college graduates or are otherwise relatively new to the mining industry. Due to busy schedules, staffing shortages, project budgets, and in some cases, poor management, new fieldwork hires often do not receive thorough training. In the past and the present, many workers in the mining industry learn(ed) by “doing.” While this is still considered to be the most practical approach and the easiest way for a company to determine the skill set of an employee, there is always some risk involved in the “feet to the fire” method. The reality is that field personnel are often collecting data on which major operational decisions will be made or on which regulators will base enforcement decisions. Inadequately trained or inexperienced field personnel may collect inaccurate data or fail to recognize key conditions that may influence decisions made by regulators, design engineers, mine managers, and corporate leaders. Even the best engineers may come to incorrect conclusions if they are starting with poor input data. Decisions based on inaccurate data often result in delays, budget issues, unsafe conditions, or even worse consequences. This paper provides numerous mining industry examples of incidences where inaccurately collected field information did, or could have, resulted in major adverse consequences. The paper also offers some simple approaches to minimizing the potential for such problems.

In an effort to improve consistency across the nuclear industry, over the past 10 years the Canadian Standards Association has developed a series of standards related to environmental management at Class 1 nuclear facilities and uranium mines and mills. Canadian uranium mines have been required by the Canadian Nuclear Safety Commission to align their existing monitoring programs with these standards. Orano’s McClean Lake Operation’s monitoring program, which was originally presented in the Environmental Impact Statement in 1991, has evolved through regulatory change, new scientific understanding, additional projects, and experience into a comprehensive set of monitoring requirements for effluent, groundwater, air emissions, and the receiving environment. The exercise of aligning the existing practices with the standards provided an opportunity to review and rationalize the entire program. To document the process the original “Environmental Monitoring Program Design Document” was restructured and developed as both a repository for historical information and monitoring rationalization, and also to be a living document describing on-going studies and supplementary work that are outside of the regular environmental monitoring program and may justify future changes to the program.

Energy Resources of Australia Ltd - Ranger Mine is located about 255 kilometres east of Darwin in the Alligator Rivers Region of the Northern Territory. The Ranger project is surrounded by Kakadu National Park which is on the UNESCO World Heritage list. . Ranger Mine operates the largest uranium mine and processing plant in Australia. It is designed to produce 3000 tonnes of uranium oxide per year, but presently is producing a little less than one half that figure due to the depressed uranium market. The safety performance of the employees and Ranger as a whole continues to improve. The lost time injuries (LTI) have significantly reduced from 74 in 1985 to five in 1994. The total days lost due to LTIs have gone from 1543 to 14. These significant improvements have reflected directly on workers&apos; compensation premiums in which a four-fold reduction has occurred. It is estimated that the actual monetary saving to the company is about $1.3 million per year and directly reports to the profit of the company. There is also an obvious and significant reduction in the less quantifiable costs such as the suffering of the injured employees and cost to society. The paper will review the various initiatives introduced and assess their effectiveness. Performance improvement is primarily dependent on the commitment, introduction of various initiatives and the subsequent change in workplace culture.

Over the last few years at Glencore’s Mount Isa Copper Operations (MICO) mining conditions have become increasingly challenging through lower head grades and higher work indices. MICO has had great success improving operating efficiencies and increasing productivity through focusing on technology, innovation and operational discipline. The recent implementation of the Mine Site Technologies (MST) ImPact System has supported the continued transformation of the MICO operations through improved personnel safety and direct measurement of productivity. The ImPact System has implemented new safety systems such as the heavy vehicle proximity detection system, underground personnel tracking system and emergency evacuation dashboards improving the overall safety of the workforce. The ImPact System has facilitated productivity improvements via real-time equipment and personnel monitoring, and the implementation of exception reporting (personnel productivity), KPI reports and production dashboards, and transparent reports highlighting developing maintenance issues.This paper discusses the components of the ImPact System, the current installation at MICO, and critically analyses the implementation processes and right sizing of the system to meet the needs of the business today and into the future.CITATION:Bullock, J, Kent, D and Wilkinson, M, 2017. Underground mine development begins with the positive investment decision to mine and ends with the inception of full-scale exploitation. It incorporates all activities, personnel, and equipment required for creation of underground access to a mineral deposit. Because of the depletion of near-surface mineral resources, the reduced mobility of large surface mining equipment, increasingly stringent environmental constraints, and the introduction of promising innovations to rock penetration and rock excavating equipment (e.g., continuous miners, rock borers), under-ground mining is projected to account for an increased share of worldwide mineral production in the foreseeable future. Without proper engineering during the mine development phase, failure of the underground mining project is axiomatic. A frustration attendant to coverage of the complex area of underground mine development lies not only with the need for treatment of the many disparate specialties within the area but even with the lack of systematization of these specialties in what is recognized as a vital precursor to successful mining. The Bureau of Mines compared the feasibility of mining deep phosphate deposits by a borehole mining system with mining by proven conventional techniques. An economic comparison of the borehole mining system with conventional dragline and bucket wheel excavator mining systems was completed at various mining depths and production rates. Hypothetical phosphate deposits, with various overburden thicknesses and reserve tonnages, were defined. Geologic conditions necessary for the application of the borehole system were identified. Discounted cash flow analyses based on derived capital and operating costs were used to generate rates of return and product prices. Borehole mining was found to be more economical where overburden thickness was 150 ft or greater; however, at 50- and 100-ft thicknesses, conventional surface mining was more economical. Overburden thickness has a great effect on the economic feasiblity of the conventional mining systems but less effect on the economics of borehole mining. Economies of scale are only realized in conventional mining, since larger equipment is employed to achieve greater production, whereas increased production from borehole mining is achieved using additional equipment units. A comparison of the environmental effects of borehole and conventional surface mining systems showed that borehole mining is environmentally more desirable.

Cable bolts are emerging as the newest ?twist? for roof support in U.S. underground coal mines. For decades cable bolts installed in underground metal mines in the United States and Canada used cement-based grouts for anchoring. The cement anchoring process, because of the time and expense for installation, made cable bolts impractical for use in coal mines. Today, the introduction of resin-anchored cable bolts provides a system more consistent with tradi­tional U.S. coal mine roof bolting practices and requirements. Expecta­tions are that the utilization of cable bolts for a number of U.S. mining applications will expand, particularly in coal mining.

"This paper discusses real time monitoring of utility vaults during the reconstruction of the Elliot Bay Seawall in Seattle. The project, undertaken because deterioration of the old wall posed increasing risks to property and lives, impacts businesses, ferry terminals, a rail line, and electrical utilities that distribute power to much of the downtown area. The project, which has been fast tracked to minimize risk and commercial impacts, involves multiple contractors with heavy machinery working in an area one mile long and only a few hundred feet wide. This presented challenges to monitoring of the utilities, as will be discussed in the paper.INTRODUCTIONThe Elliot Bay Seawall (EBSW) was built in over a period of 18 years, starting in 1916. It consisted of a vertical concrete wall placed on a timber pilings and timber relieving platform. The seawall also retained fill that served as the foundation for a road known as the Alaskan Way. The seawall has performed well over the years, but now cracks in the concrete have allowed loss of fill, and the timber piles and support structures have been weakened by marine boring insects.The project to replace the seawall was undertaken because deterioration of the old wall posed increasing risks to property and lives. Because the project impacts businesses, tourism, ferry terminals, and a rail line, it was given a compressed timeline - 36 months from start to finish. In addition, construction activities have been staged carefully to minimize disruption of Salmon and other wildlife living in Puget Sound. In fact, will incorporate several habitat improvements to promote sea life, such as a nature-imitating textures in the surface of the wall and a glass deck structure that allows sunlight to reach the water. (Fig. 1) shows a schematic of the planned new wall.The sheet piling, concrete piles, jet grouting, drilled shafts, ground freezing, and demolition activities are all taking place in the narrow corridor that holds the subsurface ducts and vaults protecting Seattle’s electrical power distribution. If the network of duct bank and vaults were to experience differential settlement during work here, then most of downtown Seattle would be in the dark. Thus it was important to provide real-time displacement monitoring of these utility structures."
