The Rawah Ditch is a mountainous water supply diversion which supplies Larimer County, Colorado with water since 1903. The ditch includes two historic tunnels excavated by drill and blast through a gneissic rock buttress. Both rock tunnels were failing with annual convergence. After a snowshoe-accessed eld investigation, nite element modeling, and an alternatives analysis, a diameter DE pipe was inserted within each tunnel and the annulus lled. The proect was implemented in an Alternative Delivery contract lasting ve months from eld investigation through procurement and construction.

Magnesium International Limited (MIL) has broken new ground in their desire to integrate their mineral development activities in the Southern Flinders Ranges of South Australia in to the communities of the region, despite there being no statutory requirement to do so. In their efforts to define a magnesite resource adjacent to the proposed site for a magnesium metal processing facility, MIL opened their exploration program up for public consultation. In conjunction with the Port Pirie Regional Development Board (PPRDB), a community group was formed to review the impact of exploration and mining on the ecologically sensitive Southern Flinders region. This voluntary move towards full community consultation for mineral exploration was a first in South Australia and probably in Australia. The Community Focus Group (CFG) worked closely with MIL, Primary Industries and Resources of South Australia (PIRSA) and the Department for Environment and Heritage (DEH) in the development of an exploration program and Declaration of Environmental Factors (DEF) acceptable to all stakeholders. Collaboratively, the community concerns were discussed and addressed, with the community gaining a very comprehensive understanding of the exploration process and possible future mine development. A balance of social, environmental and economic factors was developed that was accepted by all parties and encapsulated in the final DEF for approval by the regulatory authority. The consultation process was a new experience for all of the stakeholders, each of them effectively exploring new ground in addressing information dissemination, risk management and the social versus economic equation. MIL developed not only a viable and acceptable exploration program but also substantially reinforced its position as a responsible corporate citizen with the Southern Flinders communities.

Environmental Considerations With significant increases in bulk coal movements through terminals, operators are under constant social and political pressure to reduce or remove environmental pollution problems incidental to their operations. To meet these requirements, both equipment manufacturers and terminal designers are endeavoring to design equipment and systems with stringent environmental controls. The most challenging environmental problems facing coal terminal designers and developers are terminal siting restrictions, dust control, and noise abatement. Terminal Siting Finding a suitable site can be a difficult problem because of public concern over coal dust or the impact of a terminal on the surrounding community or natural habitat of the area. Often the only suitable flat land available for terminal development is on a tidal estuary or salt water marsh with great environmental value. In many cases a period of four to six years of full environmental and social assessment has been needed. A recent example of such difficulties is the expansion at Roberts Bank, British Columbia, where environmental impact assessment studies and their public review took almost six years from initial expansion applications until the time of approval. Dust Control Modern coal terminal dust control techniques usually consist of water sprays at strategic locations to suppress dust. The application points include rail car or barge dumper, main conveyor transfers, perimeter sprays around stockpiles, stacker/reclaimer, ship-loader transfers, and loading spout. The water sprays may include a chemical wetting agent or surfactant to reduce the water requirement and increase effectiveness. Recently there have been advances with development of effective micro foam agglomerating agents. In these systems, a micro foam with very small bubble sizes is sprayed into the coal stream. The foam fills the interstices between coal particles and wets the coal fines. These systems have proven to be very effective and usually one application before stockpiling and one upon reclaiming will markedly reduce the coal dusting. Stockpile perimeter sprays can be operated either manually or at the sophisticated terminal, actuated by a computerized control system that senses key environmental conditions such as humidity, precipitation, and wind velocity. Most modern terminals collect the drainage from the stockpile area, remove the solids in settling basins, then recirculate the water to reduce water requirements and effluents from the site. Dusting of long-term storage stockpiles can be reduced by spraying the piles with chemical resin or latex binding compounds to seal the surface. These compounds also can minimize erosion of the pile by rainfall. Dust collection with air evacuation systems and cyclone or wet scrubbers can be used at key areas such as rail car dumpers, main conveyor transfers, and ship-loader spouts. The trend in dust control is away from dust collection since most dust collectors are high maintenance items requiring good operator supervision and servicing. Coal handling conveyors are usually open and uncovered. However, in areas requiring special attention they may be covered or even completely enclosed. Dust generation from terminal roads is often a significant amount of the total dust emitted from a terminal. To reduce this dusting, roadways where traffic is heavy can be paved or sprayed by water trucks. Speed limits can be enforced and use of tracked mobile equipment for stockpile handling rather than rubber-tired loaders is encouraged by authorities. Noise Abatement Terminals located close to residential areas are often faced with noise control problems. Noise can be one of the most difficult environmental problems to solve. Usually, use of electrically-powered equipment is encouraged to reduce noise levels. Rail car dumper houses can be totally enclosed to reduce both dust and noise emissions. The Bureau of Mines' Oil Shale Data- Bank (OSDB) was created in 1976 to serve as a centralized source for the storage, retrieval, and dissemination of technical literature, patents, and information on research projects in oil shale. Thousands of bibliographic references, patents, and research projects relating to the mining of oil shale have been identified, abstracted, and indexed according to selected keyword topics. The resulting data bank listings are contained in three sections, each with a separate keyword breakdown for use in rapidly identifying references pertaining to a specific subject. All references cited in the OSDB were published prior to an established cut-off date of May 1, 1981, when a redirection of Bureau of Mines programs resulted in the loss of project funds and the subsequent phasing-out of data bank operations. This paper gives a brief description of VirtuoBlast technology ù a new, automated and highly interactive stereo vision technology which has been developed in CSIRO Exploration and Mining. VirtuoBlast technology is an integration of three advanced technologies - close-range digital terrestrial photogrammetry, oblique stereo imaging or high-speed stereo imaging, and temporal-spatial image matching technique. VirtuoBlast has been developed for the automated 3D measurement of blasting through rapid collection, processing, analysis and visualisation of 3D data related to blasting. A major field trial has been undertaken in August 1998 at the KCGM super pit. The field trial involved three applications of the technology, namely, pre-blast 3D surface mapping; post-blast 3D performance measurement; and temporal-spatial modelling of dynamic blasting process. This paper presents some results from this trial with emphasis on the application of VirtuoBlast technology to pre-blast 3D surface mapping and post-blast 3D performance measurement. Application to the temporal-spatial 3D modelling of dynamic blasting process will be presented in a separate paper. Pre- and post-blast surface models derived using both VirtuoBlast technology and conventional field survey method are presented. The differences in results using the two mapping methods clearly show that the digital photogrammetric technique has many advantages over conventional survey methods. Results of pre- and post-blast from the field trial have demonstrated the potential of VirtuoBlast technology to efficiently perform pre-blast 3D surface mapping and post-blast 3D performance measurement of production blasts. Demonstrated applications of VirtuoBlast technology to automated 3D measurement of blasting are showing an exciting future in advancing blasting science and modern blast design. The basic technologies are in place, however, continued improvements to the functionality, robustness and outputs are needed. The challenge is to build on the current state-of-the-art, by developing techniques and hardware which can be easily transferred to and implemented by the mining community. Current and future research and development will see improvements in imaging systems, automatic image processing and 3D data analysis.

The goal of the U.S. nuclear waste management program is to provide assurance that existing and future nuclear waste from military and civilian activities, including spent fuel from the once-through nuclear power cycle, can be isolated from the biosphere so as to pose no significant threat to public health and safety. The U.S. Department of Energy (DOE) is responsible for defining and implementing this national waste management effort. The Environ- mental Protection Agency (EPA) and the Nuclear Regulatory Commission (NRC) are responsible for providing a framework of criteria, standards, and regulations that will assure that the disposal methods developed by DOE are consistent with the achievement of the goal of safe, long-term waste isolation. Within DOE, the responsibility for implementation of the national waste management program rests with the Office of Nuclear Waste Management. The nuclear waste management effort involves three major activities: The Defense Waste Management Program, the Spent Fuel Storage Program and the Commercial Waste Management Program. The major programmatic effort in the Commercial Waste Management Program is the National Waste Terminal Storage (NWTS) Program.

The Jinping-I double curvature arch dam, located in the middle reach of the Yalong River and with a maximum height of 305 m, is the world highest dam of the same type that has been completed. Since the second and third periods of the reservoir impounding, after which the reservoir water level was raised by about 200 m, a significant amount of leakage was observed out of the drainage holes deployed in the lowest drainage tunnel at the left-bank abutment at EL. 1595 m, with a pressure of 0.3 MPa at one typical hole when it was blocked. In this study, a number of analyses including water quality analysis, digital borehole imaging, tunnel geological mapping and in-situ groundwater monitoring were performed to investigate the source of leaking, the leakage passages and the performance of the grouting curtains. An inverse modeling procedure combining the orthogonal design, finite element forward modeling of the transient seepage flow, artificial neural network and genetic algorithm was invoked to further evaluate the permeability of the foundation rocks whose permeability was underestimated in design, using the in-situ measurements of flow rate and piezometric head. The geological structures that lead to the leakage were identified and the seepage flow behaviors in the dam foundation and the left bank abutment were assessed. Given the connectivity nature of the sub-vertically oriented fractures that induce the leakage event, it is found that some of the drainage holes with relative larger amount of discharge could be closed or blocked for reducing the amount of leakage without remarkably increasing the pore water pressure in the foundation rocks.

In open pit blasting, energy is released and transmitted through the geology. Negative effects can impact operations and can affect mine production. This paper presents recommendations for blast design to prevent damage due to ground motion from blasting on adjacent concrete structures of underground operations. It includes a case study describing a problem regarding an open pit mine expansion and asks whether production blasting will damage concrete shaft structures due to blast stress waves and blast-induced ground motion.

Environmentally assisted cracks in linepipe steels are initiated either as a result of stresses in combination with environmental effects, as in stress corrosion cracking (SCC), or as a result of trapped hydrogen in the steel, as in hydrogen-induced cracking (HIC). To understand better the mechanism of the crack initiation process, key metallurgical and environmental elements that can affect the cracking phenomena were investigated and are reviewed in this paper. The complexity of both cracking phenomena results from the dependence of SCC and HIC on multiple metallurgical, mechanical, and environmental parameters that may all influence both crack initiation and propagation; e.g., composition, microstructure and non-metallic inclusions in the steel, applied stress, water chemistry in the field, and ionic concentrations in the groundwater near the pipe surface to name a few for SCC. In addition, for HIC phenomena, one can add the concentration of H2S in the fluids transported in the pipe as well as concentration of CO2, pH, etc. In this paper, cracking of linepipe steels is analyzed critically, with particular attention to the crack initiation process. The paper is divided into two parts: The first part covers SCC and the second covers HIC.

"Terrestrial laser scanning (TLS) is a useful technology for rock mass characterization. A laser scanner produces a massive point cloud of a scanned area, such as an exposed rock surface in an underground tunnel, with millimeter precision. The density of the point cloud depends on several parameters from both the TLS operational conditions and the specifications of the project, such as the resolution and the quality of the laser scan, the section of the tunnel, the distance between scanning stations, and the purpose of the scans. One purpose of the scan can be to characterize the rock mass and statistically analyze the discontinuities that compose it for further discontinuous modeling. In these instances, additional data processing and a detailed analysis should be performed on the point cloud to extract the parameters to define a discrete fracture network (DFN) for each discontinuity set. I-Site Studio is a point cloud processing software that allows users to edit and process laser scans. This software contains a set of geotechnical analysis tools that assist engineers during the structural mapping process, allowing for greater and more representative data regarding the structural information of the rock mass, which may be used for generating DFNs. This paper presents the procedures used during a laser scan for characterizing discontinuities in an underground limestone mine and the results of the scan as applied to the generation of DFNs for further discontinuous modeling.INTRODUCTIONAccording to the Mine Health and Safety Administration (MSHA), between 2006 and 2016, the underground stone mining industry had the highest fatality rate in 4 out of 10 years, compared to any other kind of mining (MSHA, 2016). Additionally, during that same time, 40% of the fatalities were due to ground control issues, such as roof and rib collapses and pillar bursts. The National Institute for Occupational Safety and Health (NIOSH) developed guidelines for designing underground stone mines (Esterhuizen, Dolinar, Ellenberger, and Prosser, 2011). However, these guidelines do not apply to all underground stone mines.Monsalve, Baggett, Bishop, and Ripepi (2018) present a case study of an underground limestone mine experiencing a structurally controlled mode of failure. The authors analyze different methods to study that type of instability. They conclude that the integration of terrestrial laser scanning (TLS) with discrete element modelling (DEM) can be used to prevent rock falls in underground excavations to enhance worker safety. However, an adequate rock mass characterization and structural mapping must be performed in order to generate reliable models that allow the engineer to have a better understanding of the rock mass behavior."

Haymont (2012) notes that in parts of Australia significant areas of mining disturbance cannot be relinquished. In Queensland it has been estimated that by 2010, just 0.3 per cent 507 ha of mining disturbance had been rehabilitated to the regulator’s satisfaction (Short, 2015).One reason for this poor record is the presence of inappropriate, unachievable or unmeasurable rehabilitation targets (Glenn et al, 2014; Butler, Anderson and Sexton, 2015). In the authors’ experience in Queensland many mature operations have licence conditions that hinder the achievement of sustainable outcomes or prevent successful validation of rehabilitation success. This creates a lack of certainty for industry and a lack of confidence in the community that the sector can deliver good rehabilitation outcomes (Short, 2015).This extended abstract presents a framework approach that has been applied at two contrasting operations. Without the changes presented, the goal of progressive rehabilitation certification, reduction in financial assurance (FA) and a path to surrender at these sites would have been impossible. Boulders, frequently found in tunnels excavated through soils, can pose major problems for full face TBMs in terms of slowing or halting the tunnel advance, cutter damage, and abrasive wear. The paper aims to consider the problem as a whole, from the geological characteristics of boulder sites, to the appropriate physical design of theTBM, and its operation in boulder-laden soils. In addition, visualization of boulders and other subsurface obstructions by seismic methods and ground penetrating radar are reviewed. The paper will assist the construction planner in assessing the risks and preparing appropriate specifications.

In this era of rising focus on the social and environmental costs and benefits of mining operations, the valuation methodologies used to assess such impacts become increasingly important. Within an industry dominated by an engineering culture that places emphasis on net present value (NPV) calculations using high discount rates, difficulties often arise when attempting to justify projects with longer-term, harder to quantify benefits. This is particularly so when these benefits fall in the social and environmental domains and involve other stakeholders. In this paper, we summarise the results of a recent literature review on this subject, which focused on the valuation of æBeyond ComplianceÆ initiatives in the mining sector. We discuss a range of approaches including the quantification of hidden internal costs, financial methods of incorporating risk into calculations, the integration of quantitative and qualitative information, and also the valuation of æexternalitiesÆ or costs and benefits borne by others. We then use a series of examples relating to the management of water in the minerals industry to illustrate how some of these approaches could be applied. There are high-level commitments from both individual companies and groups such as the ICMM to incorporate sustainable development criteria into decision-making processes within the industry. We conclude the paper by arguing that, to meet these commitments, there is a need for the industry to adopt a broader range of valuation methodologies than appears to be the case at present.

The Northern Beaches Storage Project (NBSP) is part of Sydney Water’s SewerFix™ Program to improve the wastewater system and protect public health and the environment. It was built by the SewerFix Wet Weather Alliance (the Alliance), a partnership between Sydney Water, RPS, MWH, Parsons Brinckerhoff and United Group Infrastructure.The project temporarily stores excess wastewater diverted from the Narrabeen Submain during wet weather. The project considered a below-ground storage facility, which involved constructing a deep tunnel from Brookvale to Fairlight, connecting into the Northside Storage Tunnel and a storage tank, which was subsequently adopted and constructed.The storage tank scheme included a pumping station and inlet and outlet pipes installed by microtunnelling. The storage tank site is in the Brookvale industrial area situated in an area of deep marine sediments overlying Hawkesbury Sandstone at about 30?m below ground. Microtunnelling for the inlet pipe was conducted from a 12?m deep jacking shaft. The jacking shaft and 14?m deep pumping station excavations were carried out from within secant pile earth retaining structures adjacent to existing buildings.Construction activities had the potential to cause settlement of the adjacent buildings. During excavation and microtunnelling the water ingress, adjacent groundwater level and settlement of the adjacent buildings were monitored. The monitoring data was assessed against an action plan, which modified construction activities as required to minimise the risk of damage to buildings from settlements caused by lowering of the groundwater table outside the excavations. The secant pile construction, excavation, microtunnelling and pumping station construction proceeded without incident or damage to adjacent buildings.This paper highlights that tunnel/underground options should be considered during options development, describes the original storage tunnel scheme and presents details of the successful microtunnelling and deep shaft construction adopted on the NBSP.CITATION:Taylor, N and Hewitt, P, 2014. While new jobs and taxes are major incentives for support of mining, stakeholders must also be assured that current jobs, resources and environment will be protected. Mining companies can help achieve stakeholder support by frankly addressing Acid Rock Drainage CARD) issues. To prevent ARD, miners must begin early in the mine life-cycle to develop an ARD management plan and integrate it into the mining operation. As this proactive preventative program is initiated, mining companies also need to engage and collaborate with stakeholders to insure that their expectations and needs are met. Stakeholder engagement is enhanced as mining companies emphasizes the value of clean and available water for current and future generations.

"The chemistry of the separation of metals from each other and from the other undesirable components involve multiple simultaneous chemical reactions. In the case of leaching, the heterogeneous chemical reactions between the solid and the liquid phase may be limited to a few reactions. In the homogeneous liquid phase, the number of simultaneous chemical reactions could be double or triple that of the number of heterogeneous reactions. The rate of dissolution becomes very dependent on the changing concentrations of the significant chemical species taking part in the multiple reactions in both the heterogenous and homogeneous phase. The rate expression developed for the process must take into account the mechanism of chemical reactions in order to best represent the actual process. This paper also examine the role of mass transfer with chemical reaction in the develpoment of the rate equations for dissolution, liquid-liquid extraction, membrane separation, precipitation, and electrodeposition.IntroductionThe understanding and the elucidation of the mechanism of the rate phenomena for a specific chemical reaction system is of prime importance in the development of a successful chemical process. The development of successful emerging technologies for metals separation will depend on the accurate interpretation of the intrinsic chemical reaction kinetics and the rate of mass transfer of the desired metal species during its separation from the undesirable chemical species. A mining operation can be identified as demonstrating prudent management when a number of vital characteristics are evident.All risks and opportunities that are critical to the on-going success of the operation have been identified and are being effectively managed. All significant tasks and events are plan driven. All levels of management visibly support the policies of the operation through their attitude, behaviour and actions as well as words. Supporting evidence for required activity and the outcomes is readily available. Improvement mechanisms are working to advance the key business processes. Everyone is working towards satisfying the needs of the stakeholders of the operation. When these characteristics are integrated with the satisfaction of all legislative requirements, all industry codes and optionally all relevant international management system standards then an operation is fulfilling all the requirements of a Due Diligence Process. The majority of mining operations do not show all of these characteristics and therefore unnecessarily suffer from missed profit opportunity and constant cost pressure, less than acceptable safety and health and environmental performance and consequent poor relations with employees, unions and regulators. In these operations the characteristics to be observed are quite different.Serious incidents are occurring with no sign of a rate decrease. The operation lurches from one panic ituation to another. Management are absent in their leadership, but very active in developing rules and enforcement methodologies. The operation has no history. Re-inventing the wheel with employees who come and go at an alarming rate seems to be forever occurring. All efforts are directed at controlling the business outputs with a strong emphasis on blame. Everyone is trying to look busy to avoid the ever-present cost reduction threats. To change to more prudent management utilising a Due Diligence Process is not theoretically difficult. However it does take clear direction, focussed efforts, supporting actions with appropriate tools and perhaps most importantly an internal desire and drive to become such an operation. A Due Diligence Process is about doing the important things that have to be done, providing the understanding of why they are important, demonstrating proof of activity and effectiveness, and leading the way through effective management.

A combination of the needs of business, employee desires and safety and health considerations is stimulating increasing attention to the time spent by people at work and the timing of that work. Particularly we are seeing: - innovative work schedules for 24-hour mining businesses; and - response from industry to accommodate the needs, even the desires, of employees in return for systems which are more productive and more capital efficient. There appears to be an evolutionary trend for business management to become more sophisticated and responsive to the need for achieving close to best cost work schedules to sustain continuous improvement. The underlying motivating forces driving this trend for improved techniques in organising attendance at, and time spent at work, is the seemingly inseparable combination of technological advance and ever-increasing accumulation of capital. The mining industry has not remained untouched by this thrust for ever-increasing need for best use of labour, to adopt advances in technology and to provide attractive opportunities for putting accumulated capital to work. An essential component of this on-going thrust is a substantial effort by the mining industry to improve the performance of labour by providing most-productive work schedules.

Rib brows present a significant safety hazard in underground coal mines in the United States. To address this issue, researchers at the National Institute for Occupational Safety and Health (NIOSH) and Missouri University of Science and Technology (MST) are developing a practical tool to assess both the potential of rib brow formation and the stability of any formed brows. As part of this effort, a monitoring study was conducted to assess the potential for rib brow formation in coal pillar ribs. This study was conducted in a room-and-pillar coal mine where coal pillar ribs are prone to developing rib brows. Although no rib brows formed in the instrumented pillar, data from monitoring and visual observations provided valuable insights into the loading mechanisms impacting the instrumented pillar. These findings helped identify factors that may reduce rib brow formation, including the cavability of the roof in mined areas, the applied rib support, the strength of rock partings, and the overall integrity of the coal seam. The scientific findings published in the case study aid in assessing the potential of brow formation, offering additional evidence for the need to improve rib control methods in underground coal mines.
