Large-scale coal mining in South Wales dates back to the late 18th and early 19th centuries with the birth of ironmaking on an industrial scale. This rapidly gave rise to new and large communities with immigration from far and wide across the United Kingdom (UK). These new communities were largely dependent on coal mining and served as the main form of employment and social cohesion until the industry’s demise in the 1990s. With wholesale mine closure and the concomitant loss of employment, the extensive environmental degradation and chronic mine-related illness left a deep scar on the psyche on many still living in the South Wales mining communities. This coupled with memories of strife in the 1980s has resulted in ongoing hostility toward the surface coal mining of the remaining accessible coal reserves in the proximity of these communities.The purpose of this paper is to set out the historical basis of the concerns of these legacy mining communities in South Wales and explain how they are being positively addressed by both the recently evolved planning and regulation system and by today’s surface mining industry. Reference is made to experience gained from two recent applications for surface coal mining adjacent to former mining communities. Ways are suggested in the approval process that surface mining can work in more harmony with the local communities through working partnerships between the mining company, the authorities and regulators and the affected communities. It is concluded that partnership is key to creating a more responsive mine-operating culture and a means to securing approval for future surface coal-mining prospects in South Wales, and probably elsewhere too.CITATION:Humphries, R N and Thompson, R J K, 2014. In the leaching of gold in aqueous cyanide solutions the rate of gold leaching may be decreased by the passivation of the gold, that may however be prevented or reversed in the presence of lead species in solution. In the present study potentiostatic, potentiodyanamic and XPS (X-ray photoelectron spectroscopy) analysis were used to further clarify the action of lead ions on the anodic activity of gold in alkaline cyanide solutions. It was found that lead increased the gold dissolution rate as it deposited on the gold surface at potentials more positive than its reversible Nernst potential for bulk metal deposition, i.e. by underpotential deposition mechanism, but that it decreased gold activity if present as bulk plated lead on the gold.

Bleeder entries are critically important to longwall mining for the moving of supplies, personnel, and the dilution of mine air contaminants. By design, these entries must stay open for many years for ventilation. Standing supports in moderate cover bleeder entries were observed, numerically modeled, and instrumented by researchers at the National Institute for Occupational Safety and Health (NIOSH). The measurements of the installed borehole pressure cells (BPCs), standing support load cells and convergence meters, and roof extensometers are presented in this paper in addition to the numerical modeling results and visual observations made by the NIOSH researchers in the bleeder entries. The results include the effects of multiple panels being extracted in close proximity to the instrumented site as well as over one and a half years of aging. As expected, standing supports closer to the longwall gob showed the greatest load and convergence. The roof sag appeared generally independent of the proximity to the longwall gob. The BPC readings were driven by both the proximity to the gob and the depth into the pillar. The results of this study demonstrated that the entry roof can respond independently of the pillar and standing support loading. In addition, the rear abutment stress experienced by this bleeder entry design was minimal. The closer the mine development, pillar, or supports are to the gob, the greater the applied load due to rear abutment stress.

BCR National Laboratory (formerly Bituminous Coal Research, Inc.), under a USBM con­tract (originally with the Department of Energy), monitored the installation and operation of a computer-based belt-monitoring and control system at the Barnes & Tucker Coal Co. Mine No. 20, Ebensburg, PA. The system installed was the National Coal Board's Mine Operating System (MINOS) coal transport monitoring and control system. The program objec­tive was to document (1) the installation requirements for a conveyor control system, (2) the operating experience with the system, and (3) the impact of monitoring and control on mine operation. Analysis of the system operation indicates that monitoring and control did improve belt availability significantly, and reduced downtime associated with belt delays. Economic analysis showed the increased belt availability would potentially result in significant production increase, and, therefore, excellent payback on the initial investment. The system performed satisfactorily, was well accepted by the work force, and did not increase the maintenance workload.

Managing heat stress on Australian mine sites is a complex and enduring challenge due to the combined and variable contribution of environmental conditions, physical activities, and protective equipment. Inappropriately managed, heat stress can place significant physical strain on workers, leading to serious and chronic health issues. Additionally, excessive heat stress can dramatically reduce productivity, with 30 per cent of workers reporting a loss of productivity due to occupational heat strain. In Australia, due to increased absenteeism and reduced work performance, heat strain is estimated to have an annual economic burden of over $8 billion.

In August 1996 a Microseismic Monitoring System developed by ISS International Limited was installed at the Pasminco Broken Hill Mine -Southern Cross area. The project aims were to:Assist in daily safety management in a mine environment which exhibits one of the highest occurrences of microseismic activity recorded in the Australian mining industry. Be used as a proactive tool in design of future development and stoping. The project to-date has been an unqualified success in achieving both goals. Consequently the system is being expanded from 6 to 14 monitoring sites.

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world’s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards decarbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain, or Germany are only forerunners of this development—their centuries of coal production have been finished. The concept of sustainable development (SD) is fundamentally based on a model of progress where ecological, economic, and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as how can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry’s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia, and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later.

Hong Kong is one of the most rapidly developing cities in the world. With constant population growth and limited opportunities for space, the development of a fast and effective underground public transportation network is essential. Hong Kong’s Mass Transit Railway (MTR) Corporation is currently undertaking several large underground expansions to its existing network. Much of the excavation will be carried out using the drill and blast excavation method.Drill and blast excavation is common in Hong Kong and with the continued development of underground infrastructure the use of the drill and blast excavation method will increase. Although an effective method of excavation, the blasting vibrations caused during construction can have an adverse impact on surrounding structures and impose disruption on the local community.In order to minimise the risks associated with blasting vibrations, and to demonstrate that the impact on local stakeholders will remain within acceptable limits, it is generally necessary for a contractor to submit a blasting assessment report for approval by government authorities before blasting may commence.Continued increases in population density will force more infrastructure to be constructed underground. Tunnels and caverns are increasingly excavated in closer proximity to critical sensitive receivers. This leads to greater potential impacts on the community, tightening constraints on contractors and a higher level of confidence required for approval authorities. Finding a balance between the needs of the community and rising construction costs becomes more challenging.This paper presents a case study on how the blasting assessment report process has been successfully implemented for a major MTR project situated in a densely developed area of Hong Kong. It describes several methods of assessing blasting vibration impacts, innovative uses of blasting for excavation and the mitigation measures employed to provide the best outcome for all project stakeholders.CITATION:Bedford, N and Muir, J W, 2014. Mining wastes have received individual attention under the Resource Conservation and Recovery Act (RCRA) since its inception, in recognition of the special characteristics that distinguish mining wastes from other solid wastes. The Environmental Protection Agency (EPA) has recognized that: - Mining wastes are generated in much larger volumes than other industrial wastes. Most material handled in mining is waste (over 99% in many cases) and not marketable product, whereas waste is a small portion of raw materials used in most industries. Consequently, controls used for hazardous wastes may be technically infeasible or economically impractical. - Nearly all mining waste is managed at the site of generation and is land-disposed. . - Mining wastes typically pose lower hazards than other industrial wastes. Mining operations are located predominantly in sparsely populated areas and in arid or semi-arid areas with little surface water runoff and deeper water tables.

To provide critical scientific data and engineering guidelines to federal and state regulatory agencies as well as the coal and gas industries, the National Institute for Occupational Safety and Health (NIOSH) initiated a Gas Well Stability Research Program in 2016. This paper summarizes the critical scientific data acquisition, interpretation, and modeling by NIOSH regarding the stability of unconventional shale gas wells influenced by longwall mining. Currently, NIOSH is the only organization in the U.S. conducting such fundamental and impactoriented research, which receives input and collaborations from MSHA, PADEP, WVDMS, OHDNR, the coal industry, and the gas industry. Results from the NIOSH field instrumentation programs—which include surface, subsurface, and underground instrumentation—and the parallel three-dimensional numerical modeling programs indicate that, under shallow and medium covers, the measured horizontal displacements within the abutment pillar are one order of magnitude higher than those measured under deep cover. Casing couplers are found to play an important role in longwall-induced casing deformations. Cementing alternatives are found to have significant impact on longwall-induced casing stresses and deformations. Measured 60-arm caliper logging results are in good agreement with three-dimensional computer simulation results. Engineering guidelines on longwall-induced deformations, casing and cementing alternatives, gas well setback distances, as well as risk assessment strategy are proposed.

This Bureau of Mines report summarizes the results of modifications in the borehole deformation gage design and subsequent changes in the overcoring techniques. Modifications in the borehole deformation gage have greatly improved the creep characteristics and enhanced the versatility of the gage. In situ field tests in competent rock near St. Cloud, Minn., provided sufficient data to compare the reliability between gages and new techniques in obtaining good engineering estimates of stresses. Near-surface horizontal stresses at the test sites are compressive and biaxial in nature.

Sources of lead contaminated soils are numerous, i.e., the uses of leaded gasoline, lead-based paints, leaded pesticides, solders, smelting of lead concentrates, refining of lead products, automobile demolition, recycling of lead batteries, and so on. Conservative estimation by the US Environmental Protection Agency, EPA, indicated that several thousand lead contaminated sites are awaiting remediation. The current remediation technologies include immobilization, reclamation and soil washing. In this paper, the above remediation technologies will be reviewed, and where appropriate, the economics of processes discussed and future possibilities indicated.

"The selection of a site for plant facilities is a function of several factors and has as its objective the maximization of profits, given fixed markets and sources of raw material locations. In practice there are several sites, any one of which or a combination of two or more would be suitable to meet the basic requirements of source of supply of raw material and labour and still fulfill market demands. The model used to select the optimum profit combination utilizes both computer programs and traditional financial analysis techniques. Of the three computer programs used in the mode), one is a linear program and another is a transportation simulator. Basic cost and price data are required. In examining costs, three levels are used: (a) distribution costs of raw material to the plant and finished goods to the market; (b) direct production costs at the plant, such as labour and locally supplied material; and (c) capital and overhead costs at the plant, such as construction costs, taxes, insurance, and federal and provincial cost allowances. The direct costs generally depend on the scale of operations, so that a large plant in one location may have a lower unit cost than two smaller plants. This, of course, must be balanced against distribution costs. In examining profit, it is necessary to think in terms of the price and volume of sales at each of the market locations. Given basic data and relationships, the model can be used to optimally locate production facilities or, alter-natively, optimally structure a transportation network given existing locations of plants and markets. It is dynamic to the extent that it can react to changes in volume, price and cost to optimally locate an additional plant, the expansion of existing plants, the shutting down or cutting back of plants, or the restructuring of distribution networks."

"The adsorption and wetting behavior of freshly ground and aged coals has been determined in the presence of a nonionic surfactant. The amount of surfactant adsorption changes with the concentration and ""age"" of the coal. The freshly ground coal has smaller amounts of adsorption at lower surfactant concentrations than the ""aged"" coal whereas at large surfactant concentrations, the order is reversed . In the latter case, more surfactant is adsorbed on fresh coal than on the ""aged"" coal . . It is proposed that at low concentrations, the surfactant adsorbs through both hydrophobic and hydrophilic interactions with the molecule lying parallel to the· surface, whereas at higher concentrations surface micelles form at the hydrophobic sites. The wetting behavior correlates well with the adsorption behavior.INTRODUCTIONNonionic surfactants have many applications in the coal and mineral processing industry. They can be used as dispersing agents to modulate flotation, flocculation and filtration of particulates (1). They can also be used to increase the wettability of hydrophobic solids such as coal and can hence be used as dust suppressants (2,3). Although the adsorption of representative nonionic surfactants such as Triton N-101 (an ethoxylated nonylphenol with 9.5 moles of ~thylene oxide and HLB equal to 13.4) have been studied extensively on substrates such as calcium carbonate (4), silica (5) carbon black (6) and graphite (7), very few studies are available for coals. Coals differ from other substrates with respect to two important characteristics: 1) coal are porous and 2) coals consist of a patchwork of hydrophobic and hydrophilic sites (8). Since the adsorption characteristics of a surfactant are influenced significantly by the nature of the substrate the characteristics of the coals must be taken into consideration."

Aggregate producers nationwide well recognize the numerous problems often faced in securing local approval to open and operate new gravel pits and rock quarries. Similar problems are faced in Colorado, but this region also presents certain political, social, and geological complexities that have become particularly troublesome in the last 10 years. The gravity of the local permitting dilemma can be related directly to the worsening supply-demand imbalance for aggregates in the state's most populated area, the Front Range urban corridor, particularly the Denver metropolitan area. The drive to develop crushed-rock reserves to supplement dwindling alluvial supplies and to meet increasing regional growth demands was somewhat predictable but perhaps more a "last resort" alternative forced onto producers by a hesitant and often apathetic government.

The Elgas Underground Storage Facility at Port Botany, Sydney, is the first purpose-built cavern of its kind in Australia and allows large capacity, safe and environmentally benign storage of Liquefied Petroleum Gas (LPG). The facility provides Elgas with the flexibility to source product at competitive prices and will ensure long-term security of supply. Construction has provided Orica Australia, formerly ICI Explosives, with a unique opportunity to provide a bulk explosive delivery system specifically designed to meet the exacting demands of the site (see Figure 1) and of the project.

An abandoned mine shaft near Omar, in Logan County, W, was permanently sealed through a cooperative agreement between the West Virginia Department of Commerce, Labor, and Environmental Resources, Division of Environmental Protection, and the US. Bureau of Mines (USBM), Abandoned Mine Lands (AML) Program. An engineered shaft seal design was developed and demonstrated that featured lightweight concrete as a key material component at a wet density of about 45 lb/ft3. A reinforced concrete cap designed for 5 psi live load was placed over the shaft seal. Applicable new concrete technologies relating to a 100-yr design life were utilized to assure future integrity of the shaft seal. Waterproofing methods were included in the shaft seal design to provide protection from ambient moisture and corrosive mine waters and to increase the long-term durability of the shaft seal. All construction methods used in the field trial are fully adaptable for the mine-reclamation contractor, The USBM research objectives were to develop a broad generic design that will be widely applicable to other adit-sealing and shaft-sealing problems throughout the mining industry.

Ground and air vibrations induced by large surface blasts have been monitored. These field results, as well as a large number of published results, have been used to assess the performance of existing predictors and for the development of improved prediction methods. Field monitoring has been performed, with four seismographs giving complete wave records, at limestone quarries, coal strip mines and an open pit copper mine. Conventional analysis includes least square fitting of peak particle velocities and peak air overpressures with scaled distance formulations. Frequency content has been analyzed, and correlated with blast design (detonation sequence). Two new methods have been developed for predicting ground vibrations induced by blasting. The proposed analytical predictor accounts explicitly for inelastic attenuation and geometrical spreading, and calculates the peak particle velocity as a function of charge weight and distance. Statistical analysis of case studies confirms the consistent improvement over conventional scaled distance predictors. The second new predictor is a computer program simulating blasts, including blast geometry, charge distribution and detonation sequence, and simulating propagation of individual pulses to any point of interest, where effects are summed. A complete blast vibration results, allowing prediction of frequency content and duration as well as peak velocities.
