Property sales and acquisition are prominent features of today's coal industry. Before selling or buying a site, a company must know the property's economic net worth. Any evaluation of economic net worth would be inadequate if determinations of a property's environmental liabilities and costs were omitted. Short-term and long-term costs can result from liabilities related to reclamation, water treatment, subsidence, and hazardous waste disposal. A structured, interdisciplinary approach can aid in the delineation, summation, and scheduling of these costs and liabilities.

Mined-out limestone/aggregate quarries in Japan contain many high and enormous pit walls. Many precious resources are abandoned in these final pit walls. In addition, there are many mines which are located in or near populated areas in Japan. Utilisationof the potentially useful under- ground space at mined-out sites is a topic relevant to the practice of surface mining. This paper describes and discusses the concept of underground space utilisation and tunnelling systems, referring specifically to geotechnical/ tunnelling parameters.

Understanding the nature of coal surface heterogeneity is a prerequisite to accurate characterization and efficient control of coal surfaces. New techniques based on the centrifugal immersion of particles from the liquid/ vapor interface and film flotation have led to independent estimation of surface energy distributions in individual coal particles. Changes in the distribution of surface sites due to oxidation and polyacrylamide adsorption on coal are studied here using the above techniques. New information on -possible conformations of adsorbed polymers is also obtained.

The viability of physico-chemical purification methods such as selective flocculation for separation of two components having similar chemical composition and same crystal structure but different surface properties is demonstrated. Loss of selectivity was observed in a dolomite-dolomite mixture with Polyethylene Oxide (5 million molecular weight) as the flocculant. Hetero-flocculation was minimized using a low molecular weight PEO (MW -105) as the site blocking agent (SBA). Near complete separation was achieved at pH 10.5 at 100% recovery level.

The Barrick Mercur Gold Mine lies in the Oquirrh Mountains of northern Utah. Limestone, sandstone, shale, and chert are the predominant rock types being mined. Recent expansion has encountered rhyolite. Lithology and structural attitudes control most mechanical behavior. Slope steepening, mine planning, and site selection are presented as means by which geological engineering has contributed to the economics of the operation. Geomechanics investments of approximately $700,000 have resulted in cost savings or additional production worth over $16,000,000.

The Huntsville study area in northeastern Alabama consists of Jackson, Limestone, Madison, and Marshall Counties. Major emphasis was placed on the Huntsville urban area in Madison County to analyze the relationship of urban growth and the minerals industry. Huntsville was delineated into its component urban, suburban, and rural parts for 1964, and the primary area of growth was predicted for 1990. Population estimates were made for the four-county area as a unit and Madison County separately, and projected to 1990. Demand estimates for crushed stone and sand and gravel were made for the same area units and projected to 1990. Analysis of quarry sites in the Huntsville area was made for the present and for the future. The mineral operations of the study area are all located in rural areas; in the case of Huntsville, the mineral sites are located in areas defined as "rural" in the component urban-suburban-rural system. The operations outside Madison County can expect to have minor problems with urban encroachment, while those operations in Madison County can expect major problems associated with urban growth and development. Some of the problems associated with limes tone production can be reduced if producers invest in capital equipment that will reduce the nuisances inherent in this activity. Although urban expansion endangers some quarry operations in Huntsville, topographic and political restrictions which prevent urban expansion can effectively shield quarry operations for some time.

This report details work performed and results obtained in a study of the water management aspects of oil shale mining and retorting in the Piceance Creek Basin. Three specific sites were investigated, and optimal water management systems for both conventional and in-situ extraction processes were generated. Water-related legal and environmental constraints on development were identified and the water management schemes were developed in compliance with these regulations. Limitations on shale oil production implied by limited water supplies were evaluated. Potential Basin-wide effects of development were evaluated using a computer model, and mitigation strategies were developed. Recommendations for additional investigation and analyses were presented.

Currently produced zinc-enriched blast furnace dust is stored on site at CORUS IJmuiden. To end this practise, a research program was started in 1996. Four technologies were studied: oxidative autoclave leaching in a chloride medium, fluid bed pyrohydrochloridisation (pyrohydrolysis) to yield lead-zinc-free (hematite) calcine, EAF (plasma) smelting/zinc fuming, and incorporation of the dust in 'iron foundry cupola charges. All aim to remove zinc and lead, recycle the iron residue internally, and produce a saleable zinc-lead product.

Case studies are presented of three derelict sites in Kent and Essex that provide a good cross-section of opportunities for second-generation commercial uses of former chalk, limestone, clay and gravel workings. A 240 ha abandoned chalk quarry at Grays in Essex, now known as Chafford Hundred, is undergoing mixed development to include leisure facilities, a range of housing and commercial areas and an enhanced environment. The 120 ha of Stone Marshes now comprises the Crossways business park and the Dartford international ferry terminal. Reclamation and servicing required more work than had been anticipated and the fact that the area was within the green belt added to the delays, but Blue Circle was eventually able to provide a comprehensive development of the entire area to a high environmental standard. Stone Pit 1 landfill, at Dartford in Kent, is a former chalk quarry 40 ha in area and with an original average depth of 35 m. Landfilling commenced in 1976 and during the period 1979-1984 the site operator designed, developed and installed a gas collection and flaring system. From 1986 a gas plant supplied up to 5 000 000 therm/yr of landfill gas to a local cement works and in 1989 a 1 MW power generation scheme, later expanded to 3 MW, was commissioned. Gas is currently also supplied to a metal refining company for use in internal combustion engines

[The purpose of the study is to investigate cases of subsidence over abandoned mined-out areas of the Pittsburgh Coal identified from published and unpublished sources and to determine through a consideration of the geology, topography, climate, mining activity, and evidence at ground surface, what mechanisms control subsidence .and under what circumstances it takes place. The study wan performed it two phases, the first to identify all documented incidents of subsidence in mined-out areas of the Pittsburgh coal Region; and the second, to study a particular portion of the region in detail, collecting pertinent data relative to the sites within, characterizing roil the nature of the subsidence and its economic consequences, and determining the applicability of the findings to other areas whore similar problems with the collapse of abandoned miner have been encountered.]

Typical heavy metal removal system generate a great deal of waste that must then be discharged somewhere. Using Bio-Fix Beads developed by the Bureau of Mines in combination with other waste stream minimization processes, Harrison Western Environmental Services has developed a "zero" discharge operation. Underground blasting has many challenges. The primary aim of blast designers is to optimize drilling and blasting parameters to deal with the associated challenges. Optimizing these parameters is currently based on various rules of thumb, which have many site-specific limitations. Accordingly, computation of these parameters using empirical rock fragmentation predictors can be useful for blast designers. This paper presents the results of work on burden-spacing determination by back-calculation from the empirical Kuz-Ram model for underground stope ring blasting.

This paper presents the concepts which are presently being utilized in the design of coal export terminals. Criteria for selecting a viable site and establishing the terminal plan are presented. Factors affecting the design of the terminal as well as the present techniques and procedures in use today to determine the optimum use of equipment will be discussed along with the current trends in export terminal control systems. Finally capital and operating costs for a typical export terminal are reviewed.

This investigation involves laboratory testing and stability analysis of paste fill at the Golden Giant Mine. Site-cast samples are tested in unconfined, confined, and consolidated-undrained triaxial compression. Pore pressures during shear and consolidation characteristics are measured to determine both drained and undrained shear strength parameters and assess the potential for undrained loading. Liquefaction potential is also considered. A limit equilibrium solution is used to obtain factors of safety against failure of the fill during mining of adjacent stopcs

This summary of international mineral exploration activities for 2012 draws upon information from industry sources, published literature and U.S. Geological Survey (USGS) specialists. The summary provides data on exploration budgets by region and mineral commodity, identifies significant mineral discoveries and areas of mineral exploration, discusses government programs affecting the mineral exploration industry and presents analyses of exploration activities performed by the mineral industry. Three sources of information are reported and analyzed in this annual review of international exploration for 2012: 1) budgetary statistics expressed in U.S. nominal dollars provided by SNL Metals Economics Group (MEG) of Halifax, Nova Scotia; 2) regional and site-specific exploration activities that took place in 2012 as compiled by the USGS and 3) regional events including economic, social and political conditions that affected exploration activities, which were derived from published sources and unpublished discussions with USGS and industry specialists.

"Most of VictoriaÆs rivers and aquifers are already fully allocated or reaching full allocation. In regions without a well-established water market, access to water entitlements to facilitate new development is limited. In areas with established water markets, mine developers face an undue cost burden in circumstances where they are only planning to consume a fraction of the water entitlements that they purchase. The challenge for water managers is to ensure protection of water resources and other water users without creating an unnecessary disincentive for those types of developments that return most of the water that they take from water sources. The opportunity for development of a mine is explicitly linked to a particular location and must be developed where a resource is located or it cannot be exploited at all. Regulatory arrangements that facilitate development may have a positive impact on economic development, particularly where water availability is a potentially limiting factor. Net volume licensing has the potential to allow increased economic outcomes through improved licensing of access to water. Net volume licensing differs from traditional water licensing in that it authorises access to water on the basis of ænet useÆ rather than æthe gross volume takenÆ. This paper asks under what conditions net volume licensing is likely to be feasible and effective. In particular, the paper examines the information and accuracy requirements to allow net volume licensing decisions to be made. This work is based around five case studies in Victoria that were used to examine the potential for net volume licensing for mines and quarries. Assessing a potential net volume licensing arrangement requires the regulating authority to have an understanding of the inputs and outputs of water to a site. In contrast, assessment of take and use licences consider only a single input. It was concluded that the conditions that lend themselves to net volume licensing include: well understood water inputs and outputs, including appropriate accuracy of information where the location of site water inputs and outputs are the same where the timing of extraction and discharge can be managed to minimise impact on the water resource.A key remaining challenge is establishing an accounting framework that allows net volume licensing under current water resource limits. Mine drainage and mine reclamation are topics of major interest to the mining industry, federal and local governments, and the general public. This publication and its companion three volumes are the proceedings of a conference held in Pittsburgh, Pennsylvania, April 24-29, 1994. There were twelve sessions (69 papers) that dealt with mine drainage, including modeling, geochemistry, prediction, treatment, control strategies, characterization, hydrology, and case studies. These sessions comprise volumes 1 and 2. The six sessions (34 papers) that dealt with reclamation and revegetation of disturbed lands are included in volume 3. Volume 4 includes the six sessions (34 papers) that dealt with such topical issues as fires at abandoned mine sites, subsidence, hydrology, mine wastes, and policy. Poster session presentations are represented by 49 papers and 92 abstracts that have been placed in the back of volumes 2, 3, and 4, consistent with the subject of that volume.

This report presents a Bureau of Mines study intended to determine if horizontal stress trends exist and if the stresses can be projected for improved mine design in a selected coalfield. The horizontal stresses were determined in three mines in the Yampa Coalfield and one mine in the adjacent Danforth Hills Coalfield of northwestern Colorado. Stresses were determined from stress-relief measurements using a three-component borehole deformation gauge and overcoring techniques developed by the Bureau. A least-squares method of calculating the average rock stress components in the horizontal plane was performed. Physical properties of the rock from the test sites are also included. For the Yampa Coalfield, the maximum horizontal compressive stress in the floor ranged from 363 to 1,956 psi, and the maximum horizontal compressive stress in the roof ranged from 235 to 875 psi. For the Dan-forth Hills Coalfield, the maximum horizontal compressive stress in the floor ranged from 360 to 1,494 psi, and the maximum horizontal compres-sive stress in the roof was 1,033 psi. Results indicated a trend of low horizontal stresses in the Yampa Coalfield that have not impacted ground control conditions in mines less than 1,000 ft deep.
