[Portland cement is a product made from a combination of limestone and argillaceous material which would supply the necessary amounts f calcium, silica, alumina and iron to form cementious compounds when fired at high temperatures. The resulting mixture, usually around 80% limestone and 20% argillaceous, is ground nine (80% -200 mesh), blended and then fired1 (2600-2700°F) to produce a cement clinker from which the final cement product is produced by grinding. The argillaceous component can be shale, clay, slate or other sources of the individual components of silica, alumina and iron. This paper deals with a case where a clay component was under consideration. The planned Plant site was to be located at a well defined limestone deposit. When it came to the argillaceous component, the nearest uniform deposit of clay was over 50 miles away and would require purchase of land or clay from the owner plus the daily delivery costs to the plant site. This situation made the plant site economically questionable. It was decided that a local clay deposit, which was available at the plant site but was orginally not considered due to lack of chemical uniformity and its high free silica content, would be reconsidered.]

The Australian mining industry faces skills shortages across a broad spectrum of disciplines and levels, as it enters another major growth phase. Critical amongst the areas of most significant shortage in the professional sphere is the discipline of geotechnical professionals. More mines, deeper mines, ageing workforces are all contributing to this chronic shortage. But the shortage is not just at the operating sites, it is across a range of employment fields including sites, head offices, consultants, researchers and educators. This paper reviews the status of a number of these fields and explores some of the issues being faced. The different roles of a site geotechnical professional and a specialist geotechnical consultant are explored, together with some of the trends in terms of how such people are operating, and the skills they are expected to have to fulfill their job requirements. The paper also considers the move towards possible mandatory statutory geotechnical positions at mine sites and some of the implications if this were to come into force. Finally, the paper considers the current provider programs for mining geotechnical education, and how additional offerings are going to be needed in order to address the current shortages and the inconsistencies in terms of job expectations for people assigned to geotechnical roles without adequate education and training.

"The 2010/11 Canterbury earthquakes triggered many mass movements in the Port Hills including rockfalls, rock and debris avalanches, slides and slumps and associated cliff-top cracking. The most abundant mass movements with the highest risk to people and buildings were rockfalls and rock/debris avalanches. Over 100 residential homes were impacted by landslides, leading to the evacuation of several hundred residents.Volumes of rock leaving several of the larger cliffs during the earthquake sequence were determined from terrestrial laser scan change models. There were no seismically instrumented cliff sites and there was some distance between the cliffs and nearest strong-motion sites. Therefore, we synthesised free-field rock-outcrop seismograms by employing a stochastic approach controlled by source models and regional parameters derived using spectral inversion of the extensive strong motion data set. Relationships between volumes leaving cliffs during the earthquakes and site peak ground acceleration (PGA), peak ground velocity (PGV) and Arias intensity were compared for different sites. Multiple linear regression was used to analyse the variables that best predict the volumes of debris that fell from the slopes during the main earthquakes. The best correlation between the volume of debris falling per square metre of slope face and the seismic forcing parameters was for vertical PGV. The results from the multiple linear regression incorporating slope height, inclination, PGV horizontal and PGV vertical, improved the statistical relationship.Field data and results from the 2D seismic site response assessment indicate that the following factors affect dynamic performance of the modelled cliffs: 1) cliff geology—mainly material modulus, shear strength and shear wave velocity; 2) slope geometry—ridge-scale versus site-scale effects; and 3) the temporal aspects of the earthquake shaking (i.e., single acceleration peaks of large amplitude versus multiple peaks of smaller amplitude). Model results show that amplification of shaking does not increase linearly with increasing height, but instead reflects changes in the cliff geology where material strength, modulus and shear-wave velocity contrasts lead to acceleration contrasts.These factors show that the use of well documented case histories provide the basis for more certainty in seismic landslide assessments compared to those that are only empirically based."

"The United States Tennis Association (USTA) Billie Jean King National Tennis Center (BJKNTC) site is located in the northeastern portion of the Flushing Meadows Corona Park area of Queens, N.Y. The site occupies some of the most difficult subsurface conditions for construction in the New York City (NYC) metropolitan area, with unique challenges from geotechnical, seismic and foundation design perspectives.At the USTA site, Paleozoic crystalline bedrock is found at a depth of roughly 300 to 400 ft (90 to 120 m) below grade. The geologic history of the site is complicated, starting from the early Pleistocene, when the ancient Hudson River temporarily changed course, flowing across Queens enroute to the Atlantic. It eventually carved a deep valley through the Cretaceous soils, in some places all the way down to bedrock. A series of glaciers advanced and retreated across the region during the Pleistocene times, filling the deep valley with layers of assorted glacial soils. At its southern edge, the last major glacier to flow across the region built up a ridge at the southern tip of Flushing Meadows known as the Harbor Hill terminal moraine. This ridge blocked the valley forming a dam, so as ice started melting away the valley filled up with a lake fed by glacial meltwater. Layers of clean outwash sand and varved silt and clay filled the glacial lake. The ice did not retreat in a steady manner, instead periodically readvancing over the previously deposited soil in the lake, then retreating far enough to let the lake drain temporarily into Long Island Sound, before readvancing again.As a result of this repeated sequence of retreat, advance, retreat, etc., there are places where a “crust” of desiccated soil formed when the lake drained, and areas with interlayers of outwash sand where ice readvanced into the lake. When the ice melted north of Long Island Sound, the glacial lake filling Flushing Meadows drained forming Flushing Creek. During the Holocene (roughly the last 11,000 years), as ice melted further away and sea-level rose, low lying areas filled with river sands and marine clays, along with coastal marsh deposits. Table 1 lists the soil design properties on site and Figure 1 exhibits the geologic section across the site."

As the global mining industry continues to grapple with ‘black swans’ (high consequence / low frequency events) for health, safety and environmental losses, the focus is shifting from risk assessment of these events to risk management using selected purposeful controls that reduce the risk.Fundamental to critical control management (CCM) is a soundly based rationale for selecting the right controls for each and every risk. The approach should be based on a thorough understanding of the dynamics of the event: What causes it? How frequently will it occur? How likely is the consequence to be realised? This is typically done through a bowtie and methodical numerical risk analysis. Core to this step, then, is the structure and content of the bowtie; specifically, the analytic architecture that is used to construct the bowtie. Different architectures yield different constructions, and bowties are no different.Although bowties for operational health and safety (OHS) hazards appear to have a common architecture, they are not generic. It is important to stress that they contain site specific information, are prepared by site based operational teams, and vary from site to site to reflect each site’s operational conditions. They are often a product of the knowledge and understanding of the operational teams involved, may be prone to human error, and potentially miss latent hazards that may have been embedded early in the planning, design or construction phase of a mine or facility, or within the mining equipment. Overcoming these deficiencies through constant re-evaluation of the risks, and challenging the content on the bowtie will help to minimise the chance that something will be missed.This paper will cover key themes in bowtie architecture, introduce the concept of barrier models for high consequence event (HCE) bowties and present a relevant case study to illustrate the issues that determine quality in bowtie construction and critical control (barrier) selection and management.CITATION:Mills, R, Andrew, M and Reynolds, H, 2016. In the non-operational ?Górka? quarry, there are situated both a waste disposal site of an area of 6.7 ha, containing approximately 1 million ton wastes from high aluminium content materials (incl. about 400000 t of wastes from aluminum hydroxide production), and a pond of an area of roughly 3 ha, up to 15 m deep, with about 400000 m3 of polluted water and infiltrates from the disposal site mentioned. The basic problem related to the effluents in the Górka pond is both their high alkalinity (pH 12-13.4) and a variable analysis of pollutants whose level increases appreciably with the pond?s depth. The solution offered provides, first of all, remedial pumping and a treatment of effluents retained in the Górka reservoir. Effluents would be treated in a reverse osmosis plant according to a process verified so far on a quarter-commercial scale. The treatment process by-product, a brine solution (containing about 25% NaCl) whose amount may reach up to 100000 m3 might be supplied to the Debiensko Mine, which produces technological salt from salt-bearing mine waters. In parallel, an intake of underflows of infiltrates would be provided (previous geochemical identification) in order to take them away from the high aluminum site (by means of deep wells, and possibly girdling ditches). Such effluents would be subject to treatment. The successive stage is the utilization of approx. 50000 m3 of bottom slurry, left in the emptied reservoir, in the production of self-solidifying mixtures, which would be then used for sealing the bottom and the banks of the Górka reservoir. The empty and sealed reservoir would be filled up with a volume of approx. 600000 t of ashes, coming from coal burning in the thermal-electric power station. For the last stage, instead, is scheduled the rehabilitation of the entire waste disposal site in the Górka quarry. The site will be drained, covered with a leveling, sealing and rehabilitating layer, which will allow to introduce plants on the rehabilitated waste site. Development of Barrick Gold?s Pierina Gold Mine in north-central Peru requires construction of a waste dump for disposal of non-ore grade materials stripped from the open pit to expose the ore. The waste dump site is located near the open pit in a U-shaped valley that is underlain by thin colluvial and morainal soils with locally thick peats and glaciolacustrine deposits. Bedrock underlying the site consists of variably weathered volcanics. The site is subject to moderately high seasonal rainfall and significant seismicity. The geotechnical quality of the waste rock is highly variable, ranging from low quality, degradable, soil-like materials containing appreciable quantities of silt and clay, to high quality, hard, durable, blocky waste rock. A hybrid dump design concept was developed that requires in-pit segregation of high and low quality waste, and selective placement of materials in the dump to maximize stability and enhance internal and subsurface drainage. The design includes a rock drain beneath the dump along the axis of the valley and a series of connected finger drains. Extensive peripheral diversions and stormwater control measures to inhibit infiltration of precipitation are also included. This paper discusses the unique challenges presented by the site and waste materials, the design methodology and stability analyses, and planned monitoring systems.

The research described in this report was conducted under a cooperative research agreement between the U.S Bureau of Mines Twin Cities Research Center (TCRC), Cleveland-Cliffs Inc. (CCI), and three operations in Northern Michigan managed by CCI: the Empire and Tilden surface taconite mining operations, and the Central Shops maintenance facility. All of these operations are in or near Ishpeming, MI. The Human Factors Research Group at TCRC is responsible for designing, planning, and conducting the research, and reporting on the findings. This project was carried out in order to investigate the high prevalence of back injuries being experienced by workers employed at the three CCI Northern Michigan sites, In an analysis of Company accident records for workers employed at these sites, it was determined that back injury problems confronting the CCI sites mirror those confronting the entire mining industry.

The impact of fatigue is seen not only in its effect on the job performance of haul truck operators but also on the health of the operator and the productivity at the mine site. Its impact can even extend outside of the mine site to the health and well-being of the surrounding community (Fourie et al., 2010). In this paper, a case study of a small, surface mining organization is presented. The goal is to highlight the fatigue risk management system implemented at the studied mine site. Mine safety personnel who were interviewed discuss the changes made to the infrastructure of the mine, to administrative areas such as the number of shifts and the use of vacation time, as well as the implementation of new technology into haulage vehicles. This paper reviews how these changes are supported in the research literature.

A South Africa iron ore mine reported a decline in blast performance and ore and waste fragmentation. Preliminary investigation by the explosives services company found that the straight gassed bulk emulsion was breaking down and collapsing inside of some loaded slept blastholes. The bulk emulsion loaded at the subject site was manufactured in country and shipped to various clients throughout the region, with normal function in blasts at other sites. Historically, the bulk formulation emulsion being used at the subject mine site also performed well and without issue. This raised the question, “why is this bulk emulsion now breaking down and not firing in blastholes?”. Iron ore mines are not typically associated with reactive or acidic ground, and ground sample reactivity testing against the emulsion confirmed this. So, if not reactive ground or acidic water, then what is causing the emulsion to breakdown?

The role and policies of the Aboriginal Sacred Sites Protection Authority are described in conjunction with the provisions of the N.T Aboriginal Sacred Sites Act 1978. Comment is made on the application of the legislation and these policies to development proposals in the Northern Territory. A brief review of criticisms by both developers and Land Councils is provided together with responses to these Criticisms.

Blasting in geological bodies is an industrial process acting in an environment characterized by high uncertainties (natural joints, faults, voids, abrupt structural changes), which are transposed into the process parameters (e.g. energetic transfer to rock mass, hole deviations, misfires, vibrations, fly-rock...). The approach to this problem searching for the “optimum” result can be ineffective. The geological environment is marked out by too many uncertainties, to have an “optimum” suitable to different applications. Researching for “Robustness” in a blast design gives rise to much more efficiency. Robustness is the capability of the system to behave constantly under varying conditions, without leading to unexpected results. Since the geology varies from site to site, and often from bench to bench on each site, setting a robust method can grant better results in varying environments, lowering the costs and increasing benefits and safety.

This paper outlines the contributing factors to a series of erroneous Mineral Resource estimates which led to considerable loss, including significant reduction of mine life and consequently a large write-down of asset value. The error prompted divestment of the mineral asset in the short-term by the owners, a major mining company. There were multiple and complex contributions to the result: • The mine was undergoing a transition in the deposit geology with increasing depth that was not accommodated in the models. Early indications of the geological transition in initial drilling were generally unrecognised in resource modelling. The shortcomings of the models became apparent with increasing infill drilling and subsequent production reconciliation. • There was a lack of recognition of, and confidence in, site-based input and skills by corporate technical management. The site had a reputation internally for over-delivery to plan early in its life and that supported the anticipation of ongoing metal delivery into the mine plan by management. • A corporate lack of confidence in site being able to adequately domain the mineralisation led to the use of a CIK domaining process, rather than one which was geologically based. This domaining process led to gross over-statement of mineralisation trends reflected in the subsequent OK estimate. • Timelines on the outsourced estimation process were so short that validation was not possible. Obvious errors in the estimate versus data were not able to be used to correct the issues and the site’s Competent Person sign-off occurred without adequate checks. This case study is presented to reinforce the concept that Mineral Resource estimates are not solely based on the ability of the Competent Person to satisfactorily guide the process. There are usually multiple complex issues in the estimation process which need to be recognised and considered in judging reconciliations of model to actual.

Proper employment of numerical stress analysis design tools is based on the demonstrated ability of a model to capture key elements of the geologic site model and accurately simulate how these elements interact with a mine design. While these tools have progressed markedly, they are, at heart, a gross simplification of the abundant complexity of a natural setting and its response to mining. A generic deep longwall site model was developed that includes aspects of the geology of deep coal mines in the Wasatch Plateau and Book Cliffs coal fields of Utah. The site model contains a set of common features and observations of how these features typically respond to mining. This site model was the basis for evaluating use of empirical, boundary element and volume element stress analysis tools to analyze the distribution of stress around a deep longwall panel. More specifically, this evaluation examined shifting of stress to panel abutments and gob, distribution of stress in the abutment and deformation and failure of bridging strata. Measurements of abutment stress changes at two sites in the Wasatch Plateau region were used to illustrate model calibration. Overall, these comparisons highlight the considerable differences between methods. Volume element tools can incorporate considerable detail and have fewer underlying assumptions, but this detail carries a considerable computational cost. Boundary element tools are much more efficient. However, this efficiency comes at the cost of added assumptions. These assumptions were challenged by the presence of a strong sandstone unit in the overburden, leading to boundary element results that depart significantly from volume element results. Empirical rules are the simplest, but are even more burdened by assumptions, many of which are implicit in underlying cases. Insight into the nature and impact of underlying assumptions in each method is essential to the proper use of results in mine design.

A current environmental concern is the cleanup and restoration of soil contaminated with low-level radionuclides at DOE sites including the Nevada Test Site. At the present, there is no applicable process to economically and effectively deal with the remediation of contaminated soils. This situation requires development of a selective flotation process to separate the radionuclides from contaminated soil efficiently and economically. In this study, a minus 200 mesh size fraction of pure cerium dioxide was used as a surrogate for plutonium oxide which is the major contaminant at the Nevada Test Site. A Hallimond flotation cell was utilized to examine the flotation behavior of cerium dioxide with oleic acid under various conditions of pH and collector concentration Mechanical cell tests were conducted to float the surrogate from a mixture with uncontaminated Nevada Test Site soil in the absence and presence of calcium carbonate as a carrier. Two different sizes of the carrier (minus 150 mesh and 65-150 mesh) were tested. It was found through the Hallimond cell flotation tests that the cerium dioxide could be floated well at pH's 4 and 9 with 10-3 molar oleic acid. It was also found that the addition of the carrier drastically enhanced the flotation recovery of cerium dioxide. The flotation recovery of the surrogate increased from 34 % to 65 % by adding only 0.5 % calcium carbonate (minus 150 mesh) in the feed and also increased to 95 % by adding 10 % of this carrier to the feed. The finer size fraction of calcium carbonate (minus 150 mesh) was more effective in recovering cerium dioxide than the coarser size fraction (65-150 mesh) The flotation method utilizing a carrier of calcium carbonate seems to provide a high potential to be used for the remediation of soil contaminated with radionuclides at various Department of Energy's nuclear weapon sites.

This paper discusses common environmental problems associated with coal refuse disposal. It suggests design concepts to minimize potential hazards. Discussion focuses on site selection, embankment design and construction, site preparation, facility operation, abandonment, and reclamation. It emphasizes measures that should be adopted in the design phases and during construction of the facility. Recommendations are also made concerning special problems, including seepage, ground water contamination, and mine sealing.

In areas where undeveloped land represents a scarce resource, an upgraded post mining land use can result in economic benefits to both the mining company and to the community. A study undertaken at Allied Queensland Coalfields Ltd's Aberdare Colliery located between Brisbane and Ipswich during 1986/1987, assessed the costs and benefits of developing the site following mining for grazing, forestry and residential uses. The proposed final land use plan comprised a combination of these uses which can be upgraded to higher valued uses once subsidence monitoring of backfilled opencut areas and dumps indicates that total settlement has reached acceptable levels. The study involved the documentation of existing site environmental parameters and the delineation of site opportunities and constraints. The unpredictable nature of settlement over backfilled opencuts and overburden dumps represents the major constraint to urban development on mined areas.
