Since 1963, Bureau of Mines Information Circular 8179 has served the mining industry as a fundamental safety guide in the field of blasting agents. In the intervening 14 years, many changes have occurred, and this report presents revised and new recommendations which recognize these changes. For example, AN-FO is now supplied mostly premixed, whereas in 1963 much of it was mixed by the blaster; aluminum metal (A1) and other fuels are now often added to AN-FO to increase strength, and flake aluminum powder is used as a sensitizer in water gels; and water gels or slurries that are now extensively used were just coming into practical use in 1963. To provide the widest possible margin of safety, some of the Bureau's recommendations are more stringent than existing regulations,

The majority of surface tailings storage facilities continue to employ sub-aerial tailings slurry deposition. Surface TSFs are typically sized and operated in a way to minimise the initial capital cost of the facility, driven largely by the net present value approach to accounting. This generally leads to too small a storage, too fast a rate of rise of the tailings, and difficulties in managing supernatant water. In turn, this results in wet and soft tailings deposits of high moisture content and low density, and the need for frequent and costly tailings dam raises. Further, such tailings deposits often do not facilitate closure and rehabilitation of the facility. Globally, there are on average over two failures annually of such tailings dams, resulting in loss of life, damage to infrastructure and environmental impact downstream, and the loss of company shareholder value and reputation. Recent high profile tailings dam failures are threatening the mining industry’s financial and social licence to operate.Among the physical processes that tailings undergo on sub-aerial deposition are beaching, hydraulic sorting down the beach according to particle size and specific gravity, settling, consolidation, and desiccation on exposure to the sun and wind. Beaching and hydraulic sorting have proved difficult to test at laboratory scale and difficult to model, and are best assessed in the field. Settling, consolidation and desiccation may be assessed at laboratory scale, but to date there has been an absence of tests to form the basis for the design and management of tailings deposition, and ultimate closure and rehabilitation. The paper describes recent advances in tailings testing methods, including a purpose-built slurry consolidometer that tests the settling and consolidation of tailings from a slurry consistency, simulating increasing tailings depth to about 50 m; and a purpose-built instrumented column that tests the settling, self-weight consolidation and desiccation of a surface layer of tailings, also from a slurry consistency. Selected test results from these two apparatus are presented in the paper, together with brief descriptions of how they may be used to better design tailings slurry deposition. "INTRODUCTION Barite is one of the major industrial minerals whose production has increased considerably in the last 10 years. In 1935 domestic production of barite was 218,075 tons and. had increased by 1944 to 515,136 tons. 3/ Most of the primary uses for barite and barite products were developed before 1935, so the increase in barite production reflects the growth of industry in general rather than any recent developments in barite technology.The principal uses for ground and crushed barrite are as a weighting agent in heavy drilling fluids, as a filler in rubber and other materials, as a pigment and extender in paints, and as a flux in glass melt. In addition, a considerable' quantity of barite serves as the raw material for the manufacture of lithopone and barium chemicals.Specifications for barrite vary widely and depend primarily on the use to which the material is put. The primary requisites for barite used in heavy drilling muds -are that it have a minimum specific gravity of 4.2 and be very,low in soluble salts. A minimun barium sulfate content of 92 percent may be specified; but this is less important than the gravity. 4/ In addition before consumption the material must be ground to '92 percent minus 325-mesh. 5/ Lithopone and chemical manufacturers require a minimum of 94 Percent barium sulfate, a maximum of 1.0 percent iron oxide, and not more than a trace of fluorine. 6/ Barite used as fillers in light-colored products should be of fairly high grade, but the filler used in dark products may be considerably lower grade.Glass barite should contain a minimum of 96 percent barium sulfate, not more than 3 percent moisture, a maxium of 0.2 to 0.4 percent iron oxide, and not more than a trace of titanium oxide. Particle size is a matter of some importance in glass barite, also. 7/"

In 1980, the Bureau of Mines surveyed a group of mine seals in Randolph County, WV, to evaluate their effectiveness for reducing toxic pollutants in mine water discharges. The survey focused on 11 block wet mine seals, but mine seals of several other types were also examined. The seals were installed in 1966 and 1967 in abandoned drift portals by the Federal Water Quality Administration (FWQA), a predecessor of the Environmental Protection Agency (EPA), in cooperation with the Bureau of Mines and other Federal and State agencies, in a project known as Elkins Mine Drainage Pollution Control Demonstration Project. The seals were designed to prevent air from entering the mine portals while allowing mine water to flow out. It was believed that by preventing air from entering inactive or abandoned mines, the formation of toxic pollutants and acid mine drainage (AMD) could be reduced. Evaluation of the seals was based on water flow measurements, water analyses, and visual observations. The Bureau's 1980 data were compared with past data collected by the EPA. Several leaks and failures were observed in the clay seals, as evidenced by apparent blowouts and the absence of vegetation where the mine water surfaced. Analyses of the 1980 data indicated some improvement in the quality of water discharged from many of the wet air seals.

The second part of the paper, presented at the Midland Institute of Mining, Civil and Mechanical Engineers' general meeting held in Doncaster on 27th May 1916, addresses the post-Carboniferous and pre-Permian movements which brought about the partition of the area and gave to the North Midland district its individuality as a separate coalfield. As earth-movements of several ages subsequent to the Carboniferous have played a part in the formation of this particular coalfield, the aim is to elucidate the effects which belong to the post-Carboniferous and pre-Permian Period and to disentangle them from those of later date. This is done by comparing the geometry of the folded surface of one of the more important horizons in the Coal-Measures with that of the surface of unconformity which divides the Permian from the Carboniferous rocks in South Yorkshire, Derbyshire, and Nottinghamshire

This report documents the work performed and the results obtained in a 2-year development of a Mobile Inert Gas Generator for use in the Bureau of Mines Remote Sealing System for fighting underground coal mine fires. The performance requirements of an inert gas generating system for the Remote Sealing System were clearly established. A thorough review of seven possible system designs meeting these requirements was conducted. An air cooled, distillate oil fired combustion type inert gas generator was selected for further detailed design, hardware fabrication, and performance testing. The Inert Gas Generator constructed under this program has been thoroughly performance tested and has been operated in the field for approximately 200 hours. The system has met or exceeded all important performance requirements. The system was used in the fire fighting efforts at the Bethlehem Mines Corporation Cambria Division Mine 33 fire and contributed to the successful containment of the fire. The system was also employed in the demonstration of entire Remote Mine Sealing System at the Jenney Mine in the fall of 1978. The system is currently avail-able for fighting any future underground coal mine fires.

This report presents the results of a joint Bureau of Mines-U.S. Department of Energy project that evaluated a newly developed low-coal mining system: the 4M miniminer system. The evaluation took place from April through October 1981 and determined potential health, safety, and productivity factors for the mining system using the surface test facilities at Bruceton, PA. The planning, testing, results of testing, and a summary evaluation of the 4M miniminer system are included in the report. The miniminer system was found to be a very good concept with future potential for safe, healthful, and economic production in thin-seam mining. The mining system was also judged to have considerable potential for use in some coal seams that are presently considered unminable by other existing mining equipment. The preproduction, prototype version of the miniminer system that was tested suffered from several safety and production problems. These problems are also described, along with suggested remedies.

What troubles me so often about debates over the environment, which I have heard since I entered government in the late 1960's, is that the issues are so often presented as a false dilemma--the either-or fallacy in logic. The either-or fallacy allows only two possible choices: Either protect the environment or exploit it. In reality, however, there may be a few more options. The diverse, often competing, values that the Earth offers require us to weigh and balance those options through a range of policy options. A quality environment and economic growth and opportunity are not mutually exclusive. First, let me acknowledge that I support a set of resource values recognized in U.S. laws and deemed important down through history for the success of free, progressive, and secure societies: the importance of access to raw materials. Increasingly, however, mineral raw materials have been viewed at best as not particularly relevant to a sophisticated, technologic society, and at worst monstrously destructive of our natural environment. Both perceptions, in my judgment, are wrong.

The Cow Run sand was cored and electrical and radioactivity surveys were made in C. E. Vandevender well 35 in the Burning Springs pool of the Burning Springs oilfield , Wirt County , W. Va . Laboratory tests , reservoir - fluid analysis , well - log interpretation , and available field data indicate that a substantial quantity of oil may be recovered from this pressure - depleted reservoir by waterflooding . Two formations erroneously believed to be the First and Second Cow Run sands were similarly evaluated in A. E. Mackintosh well 8 , Anns Run Pool , Wirt County , W. Va . , but were found unsuitable for secondary - recovery operations .

Characterisation of non-plastic segregating tailings presents a number of challenges: the material cannot typically be sampled in an undisturbed state, remoulded samples exhibit different behaviour to undisturbed samples, penetration test interpretation methods suffer from uncertainty in their application to many tailings and the tailings gradation changes considerably over relatively small lateral distances and depth. In addition, the process liquor of many Western Australian tailings contains large quantities of salt and other dissolved solids, which can further complicate laboratory test programs. To provide an insight into the variability at a typical gold tailings facility, four gradations of the material were tested to obtain critical state parameters. Historic surficial tube samples were collated and organised by gradation to establish the range of densities typical after settling and air drying. These were then compared to laboratory-accessible densities. Finally, tube samples were tested in the laboratory to observe if the large-strain material behaviour was consistent with the inferred critical state parameters for similar gradations. Site pore fluid was used in the testing of the tube samples in an attempt to assess if the pore fluid modified the critical state conditions of the material.The tube samples tested all exhibited strongly dilative behaviour in undrained shear. Of the four samples tested, only one exhibited behaviour consistent with the inferred location of the critical state line relevant to the material’s gradation. The reasons for the unexpected behaviour of the other three samples include layering within the samples, the potential influence of large quantities of salt in the pore fluid and likely differences in the gradation of the fines components of samples taken from mid-beach and the decant area.CITATION:Reid, D, 2015. Airblasts have been monitored at four coal strip mines and at a limestone quarry. Thirty-seven production blasts have been monitored with three seismographs, resulting in one hundred and eleven complete air pressure records. Instrumentation selection use is described. Data analysis includes an assessment of the predictability of peak overpressures by means of the cube root scaled distance law. It is found that predictability for the cases studied here is not good. An extensive discussion of possible explanations is included. A detailed analysis of the frequency content of the observed airblasts, of considerable importance in evaluating potential annoyance problems, has been made for all records. A computer program has been written to simulate airblasts induced by multiple-hole blasts. A series of small experimental blasts have been detonated and monitored in order to allow an assessment of the program. It is clear that airblasts, especially when induced by very small charges and monitored at very close distances, are highly sensitive to detonation times. Retrofitting of airblast records occasionally was possible, but considerably improved field work is required to validate or refute the computer model.

This study assesses whether Narragansett Basin coal deposits could be developed commercially in the near future. To do this, we identify the potential market for the coal, assess the price these users would be willing to pay for Narragansett coal, and this price to the expected costs of producing Narragansett coal. The study concludes that the major market, New England utilities, could burn bituminous coal from Pennsylvania or West Virginia at a lower total cost than Narragansett Basin coal, assuming expected mining conditions and emission policies. Therefore, the study concludes that Narragansett Basin coal resources could not be developed economically in the next ten years.

This report examines the effectiveness of bonus plans in the coal industry. The analysis uses theoretical, literature review and empirical approaches to determine the impact of bonus plans on safety and productivity in underground coal mines. The basic finding is that the modal bonus plan in underground coal mining does not have a major impact on productivity and safety indicators. The design of the plan, or organizational factors, and the process of introducing the plan all contribute to its relative ineffectiveness. Strategies and options for designing effective plans are presented.

Highly stressed excavations in hard brittle rock may fail by self-initiated, triggered or dynamically loaded strainbursts (Moss and Kaiser 2021). The low-frequency part of seismic radiation associated with strainbursts is described by a crush-type seismic source mechanism with a significant negative (implosive) isotropic component and a ‘pancake-shape’ CLVD deviatoric component. The seismic source is co-located with the excavation damage site. For such strainbursts, the ejection velocity is primarily related to the depth of strainbursting, the rock mass bulking characteristics, the duration of the bulking process, and the effectiveness of the support system. For dynamically loaded strainbursts, the displacement and energy demand may be augmented by the impact of the stress wave from a distant seismic event. This article describes the failure process and factors contributing to rock deformation and energy demands for support design. Case examples are used to demonstrate the dependence of rock displacements, rock ejection and energy demand on the factors described above. A seismic source model is proposed to assess the depth of strainbursting and the duration of the related bulking process by using seismic monitoring data. The implications for support design are briefly discussed.

Each year hundreds of mine workers are involved in machinery-related accidents. Many of these accidents involve inadequate or improper use of lockout/tagout (LOTO) procedures. To mitigate the occurrence of these accidents, new safety methods are needed to monitor access to hazardous areas around operating machinery, improve documentation/monitoring of maintenance that requires shutdown of the machinery, and prevent unexpected startup or movement during machine maintenance activities. The National Institute for Occupational Safety and Health (NIOSH) is currently researching the application of Internet of Things (IoT) technologies to provide intelligent machine monitoring as part of a comprehensive LOTO program. This paper introduces NIOSH’s implementation of an IoT-based intelligent machine monitoring system to improve safety during operation and maintenance at a concrete batch plant. INTRODUCTION Of the hundreds of machinery-related accidents occurring every year in the mining industry, incidents involving stationary machinery at surface mines continue to be amongst the most frequent [1]. A National Institute for Occupational Safety and Health (NIOSH) study showed that the majority of fatal accidents involving stationary machinery at surface mines occurred at sand and gravel (38%) and stone (26%) operations. Of these accidents, entanglement in conveyor components were the most common cause of fatal accidents (48%) [2]. The same study stated that one-third of these accidents involved improper lockout/tagout (LOTO) procedures as a contributing factor. The U.S. Mine Safety and Health Administration (MSHA) acknowledged this problem, stating in a recent request for information (RFI) [3]: “Since 2007, there have been 17 fatalities related to working near or around belt conveyors, of which 76 percent were related to miners becoming entangled in belt drives, belt rollers, and discharge points. Factors that contribute to entanglement hazards include inadequate or missing guards, inadequate or an insufficient number of crossovers in strategic locations, and/or inappropriate lock out/tag out procedures. Systems that can sense a miner's presence in hazardous locations; ensure that machine guards are properly secured in place; and/or ensure machines are properly locked out and tagged out during maintenance would reduce fatalities [3].” In response to this problem, NIOSH’s Spokane Mining Research Division (SMRD) is exploring the potential application of Internet of Things (IoT) technologies to provide cost-effective intelligent machine monitoring systems for improved worker safety [4, 5]. SMRD partnered with Central Pre-mix CRH Company (Central Pre-mix) to develop and install a proof-of-concept wireless IoT solution to monitor machinery and conveyors during operation and maintenance. The primary goals of the system were to provide real-time monitoring of access points and facilitate the planning and execution of LOTO procedures

The A5 road in the United Kingdom forms an ancient and well-used route through the hills and mountains of North Wales. In the 1990?s a programme of work was conducted to upgrade the road to modern standards. As part of this work a new cutting was constructed to bypass a portion of road routed through a gorge close to the village of Ty Nant. This new cutting was formed by drilling and blasting and included much pre-splitting and extensive rock bolting. This operation caused much concern to local residents relating to vibration, air overpressure and flyrock.

A trigger action response plan (TARP) provides a structured response to escalating levels of risk. In mining, TARPs are typically applied to primary hazards such as inrush, strata failure or heating. Necessary for the creation and deployment of a TARP is a monitoring system capable of detecting deviations from normal conditions. The advent of real-time instruments capable of measuring diesel particulate matter now permit decision-making within shifts to address possible overexposure. Deploying a TARP for diesel exhaust emissions can lower the probability of a person’s average exposure (over a full shift) exceeding the exposure standard by detecting deviations of diesel particulate concentrations from normal conditions. This enables pre-emptive action to mitigate or protect. Another goal is to drive ambient air concentrations lower through the application of corrective actions as a result of instances where concentrations exceed ‘normal’.CITATION:Knott, P G, Evans, C, Velge, F and Jeffery, J, 2015. Potential problems associated with groundwater inflows are a major concern to many Saskatchewan mining operations. Rock mass behaviour and stability have been linked to groundwater inflow potential. An estimate of the hydraulic conductivity of the rock mass is an important factor for assessing groundwater inflow potential. This paper presents a procedure that was developed to conduct air permeability tests, for estimating the hydraulic conductivity of the rock mass. Tests were conducted near underground excavations with the goal of assessing links between measured air permeability, rock mass classification and the rock mass response to adjacent excavations. Measured changes in air permeability corresponding to the distance from excavation boundaries may indicate changes to joint properties such as joint aperture, continuity and frequency. This study outlines the instrumentation, the experimental and analytical procedures, and the preliminary results from testing.

"INTRODUCTION Brutally honest mining executives will tell you that “safety is job #1 but.. dollars are also extremely important”. When economic times are tough, as they are now in mining, it can feel like you need to choose between safety and cost control. Leading edge companies know that it is excellence at both that provides the best performance. FLUID POWER SYSTEMS Fluid power systems are ubiquitous in mining – longwall systems, continuous miners, drills, haul trucks and excavators, etc. And fluid power systems are getting more powerful and using higher pressures to move greater volumes and achieve higher productivity. Average operating pressures in mobile equipment has been rising to 450 bar (6,500 psi) over the last decade. With increased system pressure comes ever increasing levels of stored energy. Stored energy that, if released in an uncontrolled fashion, can do tremendous harm to people and things.Fluid power systems are composed of pipe, flexible hoses, pumps, valves and actuators. They are filled with fluid (mineral oil or fire-resistant) to transmit power to where it’s needed for performing work. With time and use fittings can loosen, component performance diminishes and hoses wear and tear. In hostile environments, like coal mining, hydraulic hoses can fail in as little as 2 years according to DGUV (umbrella association of German Accident Insurers), maybe sooner in some particularly challenging environments. FLUID POWER SYSTEM SAFETY While appearing simple and benign on the surface, fluid power systems, particularly such systems on mobile equipment, have many potential hazards. Hazards that most workers aren’t aware of – particularly young, new hires. And those hazards that can quickly turn deadly. During the past couple of years, including at last year’s SME Conference, I talked to a wide variety of mining people about high pressure fluid injection injuries. Some people, often with little or no field experience, never heard of it. But, people with mine operations / maintenance experience were almost always aware of such injuries.Some had even seen it happen right in front of them. But most claimed it didn’t happen all that often. It just wasn’t seen as a problem!"

"Quebec Cartier Mining Company is currently mining a low-grade iron ore deposit in northeastern Quebec. The Company is producing some 8,000,000 dry gross tons of concentrates per year, grading about 66 per cent iron. The pit, which is located on the keel or hinge line of a fold, will eventually be about 1,000 feet deep with a surface area of 8,000 by 2,600 feet. The most significant structural discontinuities in the mine are the natural bedding planes and secondary perpendicular joints. The exposed walls are subjected to a sub-Arctic climate and heavy blasting occurs approximately six times a month.QCM utilizes design and operating techniques to control rock fall. Steps are also being taken to analyze the ultimate over-all pit slope stability."
