Prediction of ground deformation caused by soft ground tunnelling is an important problem facing design engineers. The ground deformations are caused by the closure of the gap formed around the tunnel due to the tunnelling procedure and soil intrusion via the tunnel face into the tunnel. There are three different approaches that are commonly used in practice to estimate the ground deformations due to tunnelling, namely, empirical methods, analytical methods and finite element methods. One of the important issues of tunnelling in urban areas is the assessment of the likely impact on adjacent pile foundations of ground movements arising from tunnel construction. The main objectives of this paper are two-fold: first, to assess the available methods to estimate the tunnelling-induced ground deformations, and second, to examine the effect of such ground deformations on adjacent piles. Analytical solutions to predict the tunnelling-induced ground deformation developed by the authors are used in this study. These estimated ground deformations are imposed on the pile in simplified boundary element analyses to compute pile responses. The influence of various factors such as tunnel geometry, ground loss ratio, pile diameter and ratio of pile length to tunnel depth are examined in this study.

Wastewater treatment systems, both industrial and municipal, produce large quantities of sludge which require disposal. Sludge disposal poses significant environmental liabilities, logistical problems, and economic burdens. Minergy Corporation has developed and implemented several new technologies for the recycling of such high volume wastes as sludge, ash, and foundry sand. These technologies perform mineral recovery from the waste material, converting them into construction material and industrial feed stocks which are inert, marketable products. With a continuously operating processing system installed at the waste source, these technologies reduce handling, eliminate downstream liabilities, and reduce disposal costs.

Compania Minera Disputada de las Condes S.A. (Disputada) is proactively implementing closure and reclamation planning activities at its mining and beneficiation facilities (mining facilities) in Chile where regulations governing mine reclamation are not yet fully in place. These activities are being implemented to improve currently employed measures to protect human health and the environment and to enhance reclamation and facilitate future closure with regard to these areas when mining is completed. As part of this process, Disputada, with the assistance of Shepherd Miller, Inc., developed recommendations and guidelines for future closure and reclamation of the Disputada sites. These recommendations and guidance incorporate planning and operational and post-operational design considerations and practices, and standards used by the mining industry and regulatory agencies around the world. The criteria presented in the guidance are based on achieving conditions that will be suitable for the anticipated post-mining land use. This paper discusses the process and approach taken, and the results.

"This paper reviews flowsheets generally used in gold rooms to upgrade primary gravity concentrates particularly those of Knelsons. It is concluded that even for small operations, which treat between 250 and lo00 kg of concentrates per day, there is a strong economic incentive to include in the flowsheet magnetic removal of tramp iron, at least two shaking tables, screening of either table feed or table tails at 150-212 um, and scavenging of table tails with a small centrifuge. Headroom, rather than floor space, is often inadequate in most gold room designs, and limits gravity flow and flowsheet flexibility. Experimental data are presented to demonstrate the effectiveness of a small Knelson Concentrator to scavenge significant amounts of gold (up to 91 %) from fine table tails.RésuméCet article examine les schémas d’évolution généralement utilisés pour traiter les concentres gravimétriques d‘or, en particulier ceux produits par concentrateur Knelson. The Australian Corporations Law generally requires Independent Expert Reports to be presented in support of capital raising or in defence of mergers and takeovers. The introduction of the VALMIN Code in 1995 (and its recent revision issued as the VALMIN Code, 1998) made Assessment and Valuation Reports in these circumstances much more comprehensible than before because of its key requirements for transparency and materiality. By forcing the Independent Valuer to provide an explanation of the reasoning behind the estimation of a particular resource asset, VALMIN allows the reader to clearly see any error or illogicality in the valuation methodology used and to seriously question or even reject the resulting value. Even though many elements of resource asset valuation practice are undeniably subjective, there must be some basis of objective rationality to it. Independent resource asset Valuers are the essential link between mineral explorers/miners on the one hand and brokers/analysts/fund managers/investors on the other. The minerals and financial industries both expect them to not use inappropriate or invalid valuation methods and illogical steps within these methods. This paper examines some of the less sensible ways in which some of the main techniques that Valuers commonly use to assess the fair market value of mineral properties have been applied in recent instances. The authors hope to discourage the adoption or perpetration of the æWhat-number-did-you-have-in-mind?' approach. It is MINVALÆs view that as many methods as possible should be used in any resource asset valuation. If any of the resulting estimates are in approximate agreement (particularly if they were derived using the less subjective of the available methods), ie if they cluster, they are probably more persuasive as being the Preferred Value of the asset than outlier values within the Valuation Range.

Analytical laboratories require a qualitative or semi-qualitative method of determining major and minor constituents in "unknown" samples to select optimal analytical techniques. This is exceedingly important in precious metal assay laboratories where the precision and accuracy requirements are exacting (routinely within 0.02%, absolute basis). This paper describes the use of an x-ray fluorescence spectrometer with a specially designed software package to select optimal analytical procedures and specify relevant analytical parameters. A wavelength dispersive XRF spectrometer is capable of quick and accurate analyses of properly prepared samples without extensive standardization. When coupled with a specially designed software package, this preliminary assay system is applicable to a wide variety of sample types including gold and silver bullion, karat gold and karat PGM alloys, high silver and high copper metallic samples as well as particulate samples of ores and sweeps. The system relieves the assayer of tedious calculations for silver inquartation and proofing, minimizes human error and standardizes selections over time. Most importantly, the system allows for independent verification of final assay results.

Status of ISO 14000 standards. The ISO 14000 are voluntary international standards providing a frame-work that allows a company to integrate an effective environmental-management system (EMS) into its operations. The purpose of an EMS is to provide a systematic procedure to identify the environmental aspects of a company's activities, evaluate any significant impacts and use the information to set objectives and targets toward continuous improvement of the company's environmental compliance and performance. In addition to the specifications for certification, ISO 14000 can be used as a guide to develop an effective environmental-management system or for self-declaration. The International Organization for Standardization (ISO) is a worldwide federation founded in 1947 to promote the development of international manufacturing, trade and communication standards. The organization is now represented in 118 countries, with the American National Standards Institute (ANSI) representing the United States. The principal goals of the ISO is "to promote the development of standardization and related ac¬tivities in the world with a view toward facilitating the international exchange of goods and services and to develop cooperation in the sphere of intellectual, scientific, technological and economic activity." ISO develops standards with input from government and industry. Because the standards are voluntary, there are no legal requirements to pressure countries to adopt them. However, many governments, industries and US agencies are adopting the ISO standards as a requirement for business trans¬actions, thereby, compelling suppliers to adopt ISO standards. These business and market forces, which are likely to be strategic business issues in the 21st century global marketplace, are imposing the need to develop a systematic approach to environmental management. The ISO 14000 series evolved from a United Nations Conference on the Human Environment in 1972. It includes a broad range of elements: the basic environmental management system, environmental auditing criteria for internal and external auditors, criteria for environmental performance evaluation (EPE), environmental labeling criteria and life-cycle assessment methodologies. The standards comprise two categories: organization evaluation standards and product oriented standards (Table 1). The ISO 14001 specifications contain the requirements for developing an environmental-management system that may be objectively audited for certification. The ISO 14004 standard provides guidance on interpreting the ISO 14000 specifications for the development and implementation of the EMS and for coordination with the management system of the company. On Sept. 1, 1996, the American National Standards Institute (ANSI) and the Registrar Accreditation Board (RAB) signed a formal agreement to create a new entity called the National Accreditation Program (NAP). To obtain certification, a company must fulfill the requirements outlined in ISO 14001. It is required that "a third party give written assurance that a company's EMS meets all the requirements of ISO 14001." Preparing for ISO 14000 can include subscribing to voluntary environmental initiatives; learning from ISO 9000 quality-management experiences; and utilizing information from recognized training courses, publications and numerous Internet resources. Once committed to an EMS, the management should provide sufficient resources to achieve continuous environmental-performance improvement, as outlined in an environmental policy. A thorny issue now being debated concerns the potential liabilities of documenting the environmental performance of a company. General impact of the ISO 14000 EMS standards. With increasing stakeholder awareness, costly end-of-pipe pollution-control approaches and the success of ISO 9000 quality-management standards, the ISO 14000 EMS standards are being adopted by companies and governments worldwide. The United States and Canada have well-established programs. In Europe, countries differ but are firmly committed toward environmental-management standards (BS 7750, EMAS and ISO 14000). The Department of Environmental Protec¬tion of the State of Pennsylvania is using ISO 14000 as a vehicle to develop a closer working relationship with industry, and it is anticipated that this policy will eventually lead to fewer environmental site inspections for those companies with ISO 14001 certification. "PT Kaltim Prima Coal (KPC) is a large-scale truck and shovel operation mining thermal-coal in East Kalimantan, Indonesia. The operation produces 15 million tonnes of coal and mines over 120 million bank cubic metres of overburden annually. Approximately 35 percent of the waste rock is classified as potentially acid forming. Acid drainage must therefore be managed to prevent acid formation from spoil dumps and mined-out areas.KPC aims to prevent acid production in dumps by covering potentially acid forming spoils with materials identified as non acid-forming. The covers, built to engineering standards, minimise the flux of oxygen and water to pyritic spoils, thereby controlling the oxidation reaction, and reducing ARD discharge to negligible rates. Cover designs and cover materials vary according to stability, materials availability, equipment availability, and cost effectiveness. A modified field net acid generation (NAG) test procedure has been developed at KPC to identify and segregate overburden geochemical types. This paper discusses the ARD management strategies and operational procedures adopted by KPC to manage potentially acid forming waste rock. The Maine Department of Transportation offered this challenging design-build project for a new, 12-span, bridge over the Kennebec River in Bath, Maine. This structure would be built to replace the existing Carlton Bridge connecting the village of Bath, Maine to neighboring Woolwich, Maine. The design build team of Flatiron Structures, Inc., and Figg Engineers, Inc., elected to design and build a segmental concrete bridge. Site conditions dictated that this bridge would be supported primarily on deep foundations. Case Foundation Company joined the project team in the winter of 1997 to install twenty-two, eight foot diameter drilled shafts. The drilled shafts were designed with 8' diameter, permanently cased shaft sections and 7.5' diameter rock sockets. Shaft lengths ranged from 20' long near the river's edge to 100' deep in the middle of the river. Rock socket lengths ranged from 12' to 30' deep. Two Osterberg Cell load tests were conducted on production drilled shafts. Figg Engineers utilized the results of the load tests to "fine-tune" the rock socket design during construction of the drilled shafts. Construction of the drilled shafts proved to be very challenging and called on every member of the design-build team to work together throughout the project. One of the most challenging aspects of this project was in the installation of the 8' diameter permanent casing and drilling of the rock sockets. Early in the project, it became apparent that the top of bedrock was broken and unstable. This condition limited the advancement of the permanent casing and the affect of a "seal" at the top of rock socket. As a result, as the rock socket was advanced, loose material spilled into the hole and stopped progress of the socket. In order to resolve this problem, the design-build team developed a redesigned drilled shaft which included the installation of a steel sleeve to seal off the unstable rock formation. Following installation of the sleeve, the rock socket diameter was reduced to 7' diameter and advanced additional length to achieve required design capacity. All drilled shafts were installed with equipment supported on floating barges. Water access, along with the long shaft lengths and very hard bedrock required the use of cranes and drilling equipment that far exceeded the requirements of typical drilled shaft projects. This paper will discuss the relationship between design, construction, and equipment utilization on this challenging design-build project. [ ]

Over forty years of uranium mining in the Elliot Lake region of Ontario (1956–1996) has resulted in the production of over 300 million pounds of uranium. With the completion of mining activity, Rio Algom Limited and Denison Mines Limited are utilizing progressive environmental technologies and management systems to reduce and manage the environmental risks associated with the 150 million tonnes of potentially acid-generating tailings in nine regional waste management areas. Water covers designed to reduce oxygen entry and, thereby, significantly inhibit acid generation, have been applied at six of the sites with the Quirke site serving as a demonstration site for the Mine Environmental Neutral Drainage program. All five of Rio Algom Limited’s effluent treatment plants are monitored and controlled from a central control station utilizing a Supervisory Control and Data Acquisition (SCADA) system based on “Fix Dmacs” technology. Scheduling, auditing and reporting of plant operating and environmental monitoring programs for the entire watershed are controlled utilizing the Regional Environmental Information Management System (REIMS). Proper application of these technologies and management systems facilitates delivery of cost-effective environmental monitoring, care and maintenance programs at these sites and provides tools to demonstrate compliance with all environmental performance criteria.

The Mining Foundation of the Southwest (MFSW)promotes public understanding and education related to the mining industry. Towards this goal, the Foundation has funded several projects from donations and fundraising activities. The MFSW was incorporated in 1993 by combining the Mining Club of the Southwest and the Mining Club of the Southwest Foundation. The Mining Club began in 1971 as a social organization. It provided members of the mining community an opportunity to meet. The club also provided a means for public education about mining. In the early 1990s, the club’s efforts were directed mainly toward educational activities. And in 1992, discussions began concerning incorporation into a non-profit foundation to further the public understanding of mining. In 1983, the American Mining Hall of Fame was inaugurated to honor significant contributors to the industry and profession. The Hall of Fame serves to educate people about prominent persons associated with the mining industry, present and past. The honorees number 75. Plaques commemorate their induction and are on display at the Arizona Historical Society’s Museum in Tucson, AZ. The combined honors ceremony and banquet have remained one of the fund raising activities.

To enable the analysis of stability for a mine feasibility study a variety of geotechnical engineering parameters need to be obtained. At the early stage of a project it is usual for those responsible for the study to require a wide spatial distribution of RC holes in order to define a resource at the lowest possible cost. By the time a geotechnical study has commenced drilling priorities have usually switched to improving the definition of a resource, by drilling with diamond coring methods in the central area of the main orebody. The usual timing for geotechnical data collection is therefore after a wide distribution of holes have been drilled but which contain little geotechnical information. Conventional methods employed usually involve estimation methods, including book values and examination of disturbed core, or expensive additional drilling. With downhole geophysical methods we can economically take advantage of existing holes to obtain continuous values for density, defect orientation and ranking, elastic modulus values, unconfined compressive strength estimates and fracture frequency. This paper presents the results of a geophysical study and discusses the advantages and potential pitfalls of the method as compared to conventional methods of data collection.

This paper examines some of the important aspects of mineral taxation policies and practices, with reference to the mining tax regimes of selected Pacific Rim countries (see Tables 1 and 2). The following subjects are addressed:what is æmineral taxationÆ?, basis for mineral taxation, types of mineral taxes, objectives of the mineral taxation regime, best practices, and mineral royalties. Many countries, in some cases with the encouragement and assistance of international funding agencies, are actively assessing the international competitiveness of their mining tax regimes with a view to attracting investment. However, these countries recognise that the mining tax regime is not the only consideration that is taken into account by prospective investors. The countryÆs geological prospectivity, physical infrastructure, labour force, political risk, and regulatory system are also important factors in the investment decision making process. Although it is probably true that an attractive mining tax regime will not necessarily attract mineral investment, there is a real possibility that an unattractive regime can drive away investment. For example, Hugo Dummett, general manager for discovery at BHP, hinted recently that BHP could cease exploration in Russia in the absence of positive tax changes. Dummett is reported as saying that if taxes æend up being as onerous as they are now, we really have to rethink why we are hereÆ (Mining Journal, London, November 27, 1998).

Foskor operates a mine in the Northern Province of the Republic of South Africa exploiting the igneous complex at Phalaborwa. It produces about 3 million tons of phosphate concentrate per year by means of froth flotation from 26 million tons of ore of which 16 million is mined and milled on site. The remaining 10 million tons originate at the Palabora Mining Company and is pumped as a slurry to Foskor. Two types of ore are mined and milled namely Foskorite and Pyroxenite. (The main mineral content of this ore is Apatite, Phlogopite and Diopside.) After three stages of crushing the ore is milled using 24 rod mills and 5 verti mills. The apatite is then recovered using four stages of froth flotation. The stocks of Foskorite ore are rapidly being depleted and the PMC tailings will also fall away by the year 2002 so that the whole mining operation will then be centered around the Pyroxenite ore. This will lead to substantial increases in production costs. The recoveries achieved in the flotation plant are largely dependent on the successful operation of the comminution section. Parts of this plant are now 35 years old and the advantages of re-engineering, new technology and automation can only be applied to a limited extent in an effort to reduce costs. It was then decided to investigate alternative milling methods, both wet and dry.

Years before iron and steel works were established at Sydney, several thriving although short-lived iron works operated in Nova Scotia. These furnaces reflected the general nineteenth-century North American experience with iron works. At the beginning of the century, small furnaces struggled to supply local needs. Charcoal was the principal fuel and water powered most furnace equipment. By the end of the century, a few huge primary iron and steel works dominated production for Nova Scotia and the rest of Canada. Two sites achieved prominence in the nineteenthcentury Nova Scotia iron industry: Londonderry and Ferrona (Fig. 1). Londonderry, the larger and longerlasting of the two sites, is today a small village on the south flank of the Cobequid Mountains, about 30 km west of Truro. Prior to the establishment of an iron works in 1849, no community existed. At the peak of operation in the 1880s, however, over 2600 people were located there. The second site, Ferrona, today is a mere crossroads on the map, about 10 km south of New Glasgow. Following the construction of a blast furnace there in 1892, a small village grew up around the furnace. But once the furnace was blown out in 1904, the population gradually drifted away.

Global plant modernizations or expansions cannot be considered in the same light as any other industrial investment project. Relationships between the partners, relationships and communications with the client, structure and organisation of the teamwork, schedule of the work, and a lot of other tasks and missions devoted to external contractors have to be defined considering one fundamental input: an operating plant. For an engineering company expert in processing, like UM Engineering, such a context requires a specific approach as well as specific procedures able to efficiently challenge the generated constraints. First of all, even if a detailed audit had been conducted at the beginning of the conceptual engineering phase, new elements will be discovered during the preparation and realization of the project, and must be continuously integrated. Consequently, a close proximity to the site is necessary. This is one reason why UM Engineering, most often, works in partnership with a local engineering company. The second important point for the client is that the operation must not be interrupted during the realization. In order to make that possible, UM Engineering has defined a specific project structure and organisation, integrating on a permanent basis the operators (the "users") in the project teams. This paper presents the way UM Engineering copes with this type of "multi-constraints" context with reference to the recent copper cellhouse modernization under realization for the CCR Refinery of Noranda Inc. in Canada.

This work focused on identifying, examining and ranking the physical and environmental hazards at inactive and abandoned mine sites in the Black Hills of South Dakota. Earlier inventory projects in the Black Hills concentrated on federal lands, while more recent efforts have examined abandoned mines on state and private lands. The more recent efforts are a result of passage of legislation by the State of South Dakota requiring a comprehensive inventory. The inventory information provides criteria for identifying those sites that require further investigation or characterization of the physical safety or environmental hazards. For most AML sites in the Black Hills, location information is all that is typically needed, because the majority of sites pose little environmental or physical hazard.

The Eskay Creek Mine, a high-grade gold and silver underground mine in northwestern British Columbia started operations in late 1994. For the first three years of operation, ore was crushed to minus 2 inch; blended to satisfy smelter terms and direct shipped to smelters in Japan and Canada. Before commencing the above operations, preliminary evaluations had indicated that an extremely complex metallurgical facility, requiring a large capital investment, would be required to recover the precious and other economic metals. Subsequently markets for raw ore were identified and underground mining and ore transportation operations, at a nominal production rate of 300 tonnes per day, were commenced. Exploration diamond drilling in 1995 and 1996 discovered additional lower grade mineralized zones, which are less economic or uneconomic as direct shipping ore. Testwork demonstrated that these lower grade zones could be upgraded to marketable concentrates in a simple flotation mill. The mill was built in 1997 and has been in operation since late 1997. The mining rate now has increased to 400 tonnes per day including 250 tonnes per day of the direct shipping ore and ISO tonnes per day of the mill ore. Prime Resources Group Inc. wholly owns the Eskay Creek Mine. Homestake Canada Inc. owns 50.6% of Prime's shares and manages and operates the mine on Prime's behalf. This paper discusses the mining and milling operations as well as ore shipment and smelter contracts' administration.
