Any discussion of outside support to Latin American mineral industries must concede at once the pre-eminent role of U. S. industry and business. American capital has developed the great copper resources of Chile and Peru, the lead-zinc of Peru and Mexico, the bauxite of Surinam and Jamaica, the petroleum and iron ore of Venezuela. American consumers have provided the market for their products. U. S. companies operating south of the border have trained Latin American geologists, engineers, chemists, and skilled labor—including metal, mineral, and fuel technicians—to new and greater competence. The industrial demands of World War II drastically altered world economics and concepts of U. S. foreign mineral requirements. In this country discovery of vital mineral resources fell far behind the alarming depletion rates, and there was new appreciation of the actual and potential importance of the world's less extensively explored areas. During the war and afterward, the task of supplying the nation's mineral requirements became greater than private industry could carry alone, and the Government assumed a position of continuing support. In Latin America, as elsewhere, this support applies in three categories: banking, procurement, and technical assistance. The first two are now generally accepted as necessary Government functions; the third has often been misunderstood and misinterpreted, although it has given rise to legitimate controversy. There have been major accomplishments in all three categories, as well as some errors of judgment. Since the beginning of World War 11, U. S. Government financing, procurement, and technical assistance have been applied on a large scale to a wide range of commodities and services throughout the free world. The present discussion—under the separate headings mentioned—will concern only the support related to a single industrial group in a single geographic area. During the War Federal banking was conducted on an emergency scale by temporary agencies created to meet the abnormal circumstances. Unfortunately, there are no readily available data on these activities that would permit evaluating loans and credits extended for mineral projects in Latin America. The only agency operating in this field since World War II is the Export-Import Bank, under its own authority and to some extent from credits authorized by the Office of Defense Mobilization. The Bank can offer more capital—on more favorable terms—than is available from most Latin American banks, and its staff of engineers evidently can appraise loan applications more favorably than commercial banks in this country are willing to do. The risks seem to be justified, as defaults have been well under 1 pct of total loans. From V-J day 1945 to the end of 1957, mineral loans to Latin America have been authorized for projects totaling $541.63 million in eight countries. In order of magnitude of credits, they have been made to Brazil, Peru, Chile, Mexico, Argentina, Venezuela, Guatemala, and Bolivia. In order of magnitude by industries. they are for development and expansion of steel mills, copper, manganese, nitrate plants, iron ore, zinc plants, sulfur plants, cement plants, tungsten, coal, and lead. Loan Distribution: By far the largest loans have been $307.9 million for iron and steel projects in Brazil, Chile, Mexico, Argentina, and Peru: $100.4 for developing the great low-grade copper deposits of southern Peru; and $55.3 million for developing manganese deposits in the Territory of Amapa, Brazil. Others range from $20.8 million for a zinc smelter in central Peru to $19 thousand for iron-mine trucking equipment in Chile. It has been noted that 59 pct of the loans have been to foreign companies, 14 pct to companies of mixed foreign and American capital, and 27 pct to American mining companies. "Enormous deposits of gypsum of exceptionally high grade are readily accessible in southwestern Newfoundland. Coming large-scale production from one of these is resulting in renewed interest in deposits which have been known for more than a hundred and twenty years. General stratigraphy and structure of the Carboniferous rocks in which the gypsum occurs are de-scribed. The stratigraphic position of the basal gypsum-anhydrite zone is described. This massive evaporite horizon, which reaches a thickness of about 1,0001 feet, appears at Fishels-Heatherton, where it is largely undeveloped, and again on the nose of an anticline east of Flat bay, where a present production of 20,000 to 40,000 tons per annum is soon to be expanded to make it one of Canada's major producers. Detailed descriptions are given of the several types of gypsum, the relation of the gypsum and anhydrite, and the distribution of sodium chloride in the evaporite beds, and the bearing of all these on the origin of the gypsum are discussed. Brief reference is made to relation to world markets, mining and transportation, grade, and reserves."

"The Weyburn Oil Field, located 80 miles southeast of Regina, Saskatchewan, was discovered by Central-Del Rio Oils Limited, in January, 1955. As of January 1st, 1959, the field had 357 wells capable of producing an estimated total of 45,100 barrels of oil per day.Highly portable, economical, drilling rigs are used to penetrate the pay at a depth of 4,400 to 5,100 feet. Presently, the complete drilling operation for an average field well, including drilling, coring, testing, and running casing, requires 12 days. Drilling procedures are conventional for a field of this depth and no serious problems exist. Central-Del Rio core the productive section of all their wells, which provides valuable information for well completions and reservoir studies. Production casing procedure is to set through the zone and perforate the productive inter-val. This was found advisable due to the lensing nature of the porosity and permeability throughout the reservoir, and to the high connate water saturation encountered in the tighter sections of the reservoir in the north and northeast areas of the field.Although a few wells in the field have produced naturally by flowing or pumping without acid treatment, it has generally been necessary to acidize the wells to make them commercial producers. To date, acid treatments appear to effect better stimulation of the limestone reservoir than fracturing treatments. Perforation sealing balls have been used as an aid in selectively treating all of the perforated interval.The majority of the field is on pump, producing at a low gas-oil ratio. The main part of the field has water-free production, with most of the water being produced in the north and northeastern area. Salt-water disposal is now available in the field through two disposal wells completed in the Basal Blairmore sand.The Midale Beds ""Marly"" and ""Vuggy"" zones form the principal reservoir, which is a stratigraphic trap, with the north and northeast edges terminated by a porosity and permeability pinch-out and the south-west and west edges bounded by water-laden porosity. There is no evidence to date of a gas cap. The reservoir apparently is producing on a fluid-expansion-type mechanism. The increasing water production in wells on the southwest and west edges of the field indicated water encroachment from these directions, and suggests some recovery energy may be available from this source.The total probable ultimate remaining recoverable reserves have been estimated at° 332,469,000 barrels of oil. Markets have not been able to keep up with the rate of development of the medium crude re-serves. However, it is felt strongly that substantial additional markets for Weyburn medium crude will be developed by the producers in the near future at realistic wellhead prices."

IN the course of an investigation directed toward expanding ground-water facilities in Essex and Morris counties, New Jersey, the Board of Water Commissioners of the city of East Orange authorized a seismic-refraction survey' for the purpose of de-lineating bedrock topography below unconsolidated overburden. Results of the survey were highly satisfactory and led to the preparation of a comparatively detailed bedrock contour map. Knowledge of the bedrock depth and configuration was an important aid in selection of sites for test drilling. The portion of the East Orange Water Reserve under consideration is in the flood plain of the Pas-saic River about 10 miles west of Newark, N. J. The flood plain is about 175 ft above mean sea level and is bordered by low hills rising to elevations of approximately 250 ft. The bedrock underlying the Water Reserve consists of sandstone and shale of the Triassic Brunswick formation and is covered everywhere by deposits of unconsolidated glacial outwash sand and gravel, lacustrine clay, and recent river silt as much as 150 ft thick. Yield of wells in the sandstone and shale averages 100 to 200 gpm. Since production wells constructed in the sand and gravel aquifer in the buried river valley shown on the contour map (Fig. 1) yield 300 to 1400 gpm, it was proposed to locate additional production wells in this buried valley, where the yields per well would be maximum. In 1939 and 1946 the East Orange Water Dept. had electrical-resistivity surveys made to determine depths to bedrock. From the resistivity data the exploration company prepared a bedrock contour map. A well field expansion program begun in 1955 utilized this information to locate sites for test wells along a predicted northward extension of the buried valley in which existing production wells are located. After several test wells (wells 201-205) had been drilled, it became apparent that the resistivity information was unreliable." For example, test well 201 recorded bedrock at a depth of 72 ft, whereas the resistivity depth determination was 130 ft. As a consequence, the test drilling program was temporarily suspended and a seismic survey was under- taken to determine the topography and extent of the buried valley known from well records to underlie the existing well field. In the first phase of this study, several seismic shot point locations were placed at sites where well logs had been obtained previously. This procedure is necessary in a new area to determine whether the seismic method is applicable and what degree of accuracy is to be expected. At the East Orange Water Reserve, depths obtained from the shot points near test wells 202, 203, and 204 were within 8 to 11 pct of the depths logged (Table I). With this assurance that accurate results could be obtained, additional seismic spreads were located on the Water Reserve. Using a portable refraction seismograph, in the fall of 1955 a crew of four men shot a total of 29 reversed seismic spreads in a period equivalent to six field days. Charges as heavy as 3 1b of 40 pct dynamite were necessary at a few places to overcome ground vibrations caused by traffic on nearby highways. At most other sites, a 1-1b charge was sufficient. Travel-time plots were made for all spreads, and depths and true velocities were calculated according to formulas for multiple sloping layers by Ewing, Woollard, and Vine.' The plot of spread 7 (Fig. 2) is typical of the short spreads in which bedrock was shallow—about 50 ft in this case. Where there were not enough arrivals through the bedrock to define the high velocity bedrock line, the spreads were lengthened. This was done by placing shots on line several hundred feet away from each end of the line of geophones. It was then possible to construct complete reverse plots for both short and extended shot points (see spread 27, Fig. 3). Four individual depths were calculated from each extended spread. Three and in some cases four seismic layers were observed. The surficial layer had a velocity range of 900 to 1200 fps, the lowest velocity recorded. This seismic layer is above the water table and is interpreted as recent river silt. The bedrock had the highest velocities, which ranged from 10,600 to 16,400 fps. Sintered UO, samples were leached in sulfuric acid solutions of various concentrations. A pressurized system was used so that it was possible to investigate the kinetics of the reaction to 270°C with oxygen overpressures as high as 900 psi. The rate was observed to be a function of the concentration of hydrogen ions and directly proportional to the partial pressure of oxygen. Evidences are presented which indicate that a UO2 surface site reacts with a molecule of water to form a hydroxyl complex which in turn can dissociate with the characteristics of a weak acid. A rate determining step has been proposed which involves the reaction between an oxygen molecule and the hydroxyl complex on the surface of UO,. ThE 2 principal methods for uranium dissolution are carbonate and acid leaching. The sulfuric acid leach is the more popular and is used for the treatment of the majority of the ores of Africa, Canada, and the United States. Low recoveries in basic leach circuits led investigators at the University of British columbia1 to study leaching of uranium ores in pressurized vessels. Early in the study of dissolution of uranium it was found that only uranium in the hexava-lent state could be leached in acid or basic circuits. Therefore, the use of oxygen over-pressure in an autoclave offered an interesting approach to solving the low recovery problems of carbonate leaching. UO, was used in this study because it could be obtained in high purity and also because it is representative of the most refractory of the primary uranium minerals. A pressurized system was used to provide a means whereby important temperature and pressure parameters could be varied for the evaluation of the kinetic processes. The mechanism for the dissolution of UO2 should be similar for any of the uraninite type minerals. At the present all of the kinetic studies that have been conducted have been in carbonate media. Peters and Halpern2 carried out a kinetic study of the leaching of pitchblende. Their specimens were pitchblende ores selected on the basis of high grade and homogeneity. Pearson and wadsworth3 conducted a kinetic study of the dissolution of UO2 in carbonate solutions with results very similar to those obtained by Peters and Halpern. EXPERIMENTAL The UO2 as received* was found by spectroscopic *Mallinckrodt reagent, supplied by the Atomic Energy Commission. analysis to have a purity of 99.94 pct 0.03. It was ground in a mechanical agate mortar and screened through a 400-mesh sieve. Thin flat disks of UO2 were prepared by pressing the sized powder in a specially constructed die at a total pressure of approximately 25 tons per sq in. The pressed disks were approximately 0.25 cm thick, 1.6 cm diam, and 3.5 g in weight. As pressed, the samples were approximately 65 pct of theoretical density. It was essential that a binder such as poly-vinyl alcohol be added before pressing to prevent formation of cracks when fired. It was found by trial and error that pressed disks sintered close to 1870°C in a hydrogen atmosphere, reach densities between 91 and 91.5 pct of the theoretical density. At this density the samples had no measurable porosity based upon a 2-hr emersion in boiling water. An X-ray examination of these sintered UO2 disks showed them to be identical with the original UO2 received. Reaction of UO2 with the alundum furnace core was prevented by placing molybdenum between the samples and the core according to the method of Corwin and Eyerly.4 Leaching studies were carried out in a specially designed autoclave, the details of which have been presented e1sewhere.6 The main features of the equipment as applied to a kinetic study are: 1) solution samples may be removed during the course of a single run; and 2) temperature and agitation are carefully controlled. This paper describes the location and general features of iron occurrences in Colorado. Most of the deposits were examined; many are in forested and mountainous areas at altitudes of 5,000 to 13,700 feet. Iron is known to occur in 30 counties of western Colorado. Transporting the ore to market is a handicapping economic factor involving long truck and railroad hauls; the nearest purchaser of smelting ores is the Colorado Fuel and Iron Corp., at Pueblo, Colo. When the ore can be sold locally for special purposes and at higher prices than can be obtained at iron smelters, small-scale operations can supply that market.

THIS REPORT describes the occurrence, mining, and use of refractory clay in Colorado within Region III of the Federal Bureau of Mines, which includes the States of North arid South Dakota, Nebraska, Wyoming, Colorado, Utah, New Mexico, and Arizona. Field work by the Bureau of Mines, United States Department of the Interior, included examination of active and abandoned refractory-clay mines as well as a reconnaissance survey and sampling of numerous clay-bearing formations exposed in Colorado. Information from the survey and the sampling will help guide private industry in its search for virgin sources of refractory clay. Library research of published and unpublished reports from various Federal, State, and private sources was conducted during the early phase of the investigation. Most of the refractory clay mined in the Denver-Golden district of Colorado is not used for refractory purposes but is blended with other clays in the manufacture of structural clay products. The predominantly flint-clay de-posits in the Pueblo and Fremont County districts are mined and utilized chiefly in fabricating refractory products.

"Asbestos" is a name applied to a group of naturally fibrous minerals. Because it has the fibrous characteristics of silk or cotton and at the same time will not burn and has other advantageous properties as well, asbestos has specialized uses for which no adequate substitutes are yet available. Asbestos furnishes a major raw material for a great variety of essential products, the manufacture of which constitutes a vast industry. Asbestos generally occurs in irregular veins scattered throughout rock masses. Most of the fiber-bearing rock is mined in huge open-pit or underground workings. The fibers are separated from the rock and sorted into groups, according to length, in large, complex mills. The longer fibers are stripped to textile plants, where they are further fiberized and prepared in special machines and are used for spinning into yarn and weaving into unburnable cloth that has many important uses. The shorter fibers, which are much more abundant than the long ones, are used in asbestos-cement building materials in heat-insulating products and for a multitude of other applications. These processes and uses are covered in considerable detail in later sections of this report.

Studies on more efficient utilization of petroleum have been made for 50 years by the Bureau of Mines. As part of this work, the Bureau has analyzed thousands of samples of crude oil by its standardized routine method, and many of these analyses have been published, sometimes in special compilations, other times in connection with reports of research on petroleum. This report is a finding index for all analyses published from 1921 to 1959, and brings up to date the information in Information Circular 7470 3 and in the appendix of Bulletin 490.4 The routine method of analysis and the equipment originally were described in a report by Dean and associates. 5 This report has long been out of print, but Bulletin 490, bringing the procedure and its modifications to date, was published in 1951. 6 Briefly, the procedure consists of testing, by standard methods, small samples of a crude oil for gravity, sulfur, color, viscosity, pour point, and (more recently) nitrogen; and, by a standardized procedure, distilling a portion of the crude oil and determining certain properties on the separated fractions and residuum. Careful records are made during the procedure, and the distillation data obtained are used to compute the approximate amounts of products present in the sample--such as percentages of gasoline, kerosine, gas oil, and lubricants. The principal data and results are recorded on a standard analytical report form. An analysis of a sample of crude oil from a recently developed field is shown in table 1. Compilations of these analyses, sometimes in tabular form and usually for specific geographic areas, are published from time to time. Analyses often are included in connection with other studies, such as engineering field reports.

MERCURY, also widely known as quicksilver, ranks tenth in quantity in world output of nonferrous metals. However, its unusual and desirable combination of properties- liquid liquidity at ordinary temperatures, high density, uniform volume expansion, electrical conductivity, ability to alloy readily, high surface tension, chemical stability, and toxicity of its compounds -gives mercury an industrial and military importance out of proportion to the small physical size of the production industry. Although mercury has been known and used for over 20 centuries, until the 16th century consumption was small and chiefly in medicine. Since then mercury's applications have paralleled scientific advancements, kind current principal uses of mercury are in electrical apparatus, industrial and control instruments, agriculture, pharmaceuticals, and the electrolytic prepa¬ration of chlorine and caustic soda. Other materials may be substituted for mercury in come applications; yet, for those uses that require mercury's unusual combination of physical and chemical properties, there is no ideal substitute.

This report on research and experimentation by the Federal Bureau of Mines on technologic and scientific problems of the petroleum and natural gas industries presents a resume of work from July 1, 1953, to June 30, 1956. The preceding report, for the fiscal year ended June 30, 1953,3/ indicated continuation of the Bureau's program of petroleum and natural gas research of world-wide significance, which began in 1910. The petroleum and natural gas research of the Bureau of Mines is divided into five main categories: (1) Production of petroleum and natural gas, (2) transportation and storage, (3) petroleum chemistry and refining, (4) thermodynamics, and (5) economics.

Tungsten, a comparatively new metal, is one of the important strategic war materials. In peacetime, tungsten is widely used as a filament in elec¬tric lamps and electronic tubes and is a vital constituent of some of the most important industrial alloys. High-speed tool steel containing tungsten and stellite alloys containing cobalt, chromium, and tungsten are extremely hard and resistant to corrosion. These alloys and the tungsten carbides are unequaled as cutting tools and in other wear-resistant applications. They play a prominent role in the present era of mass production. Alloys containing tungsten resist oxidation at high temperatures and have been key alloys in the development of modern aircraft. The adaptability of tungsten to new uses is expanding, particularly in the high-temperature range. Domestic production of tungsten has come from a large number of deposits in 17 of the 49 States; but, of the total domestic output from 1900 to 1956, more than 80 percent was produced from mines in North Carolina, California, Colorado, and Nevada. The average tenor of the mined ore was less than 1 percent tungsten trioxide (W03).

The complex organic chemicals in coal differ from those in petroleum mainly by the ratio of carbon atoms to hydrogen atoms; this ratio is about 2 for coal and 1 for petroleum. By changing the ratio, coal can be converted into compounds similar to those found in petroleum. In. very simplified form, omitting here the special conditions required, the paths by which this can be done are: [ ] Part or all of the coal is first gasified by reaction with steam and oxygen, either in a gasifier or while the coal is still in place underground. The resulting gas is mainly hydrogen and carbon monoxide, with impurities that .must be removed before further processing by one of the following routes.

The Grand Isle Sulphur Mine is located in the Gulf of Mexico, approximately seven miles off the coast of Grand Isle, Jefferson Parish, Louisiana. The depth of water at this location is about 50 feet. The deposit is on acreage covered by oil, gas, and mineral leases which were originally issued in favor of Humble Oil & Refining Company by the State of Louisiana, and which were continued, maintained, and redesignated by the Department of the Interior of the United States, pursuant to Section 6(b) of the Outer Continental Shelf Lands Act. On September 19, 1956, Freeport Sulphur Company acquired from Humble Oil & Refining Company the sulphur rights underlying the tracts. This assignment was approved by the Secretary of the Interior on July 12, 1957. The Director, United States Geological Survey, approved Freeport Sulphur Company as Operator on July 31, 1957. Actual design began in September 1956; the first structural contract was let December 15, 1957, and offshore erection began in June 1958. The initial phase of construction will be completed and production started in early 1960. The estimated total cost of the project is $30,- 000,000, of which $8,000,000 is the extra cost for being in the Gulf of Mexico.

The base metal ore from the hanging wall of White's orebody at Rum Jungle, N.T., is composed of copper and oth.er sulphides in a rock described as a phyllite,.which consists essentially of micaceous minerals with a little graphite.Fast selective flotation was obtained in acid circuit below pH 3·5. In neutral or alkaline circuit flotation was generally slow and selectivity very poor due to the ready flotation of part of the sericite. However, it was found that fast selective flotation could be obtained in neutral or alkaline circuit by either of two treatment methods following pre-conditioning in acid circuit; firstly by decanting or filtering a substantial part of the circuit liquor, and secondly by neutralizing with soda ash or lime, providing the collector was added before neutralizing. Otherwise pre-conditioning with acid brought about no improvement whatever.To explain this behaviour, three possible reasons for the flotation of part of the sericite are examined. There is evidence that some sericite floats because of thin films of either sulphides or graphite, but it seems likely such particles will float under all the conditions investigated.On the other hand, if it is assumed that part of the sericite floats because it is activated by metallic ions derived from the circuit water, a reasonable explanation can be given for the variations in flotation behaviour.INTRODUCTIONWhite's uranium orebody at Rum Jungle, N.T., sixty miles south of Darwin, is mined and treated by Territory Enterprises Pty. Ltd. (a subsidiary of Consolidated Zinc Pty. Ltd.), who are managers of the Rum Jungle project on behalf of the Australian Commonwealth Government.This ore contains a significant quantity of copper sulphides, and a flotation plant recovers a copper concentrate from the tailing remaining after the uranium has been extracted.In contact with the hanging wall of the uranium-copper orebody, a further mass of non-uraniferous sulphide ore occurs, and the present paper relates to the behaviour in flotation of this base metal ore.

Small scale open pit mining of the Lucky Mc property in the Gas Hills district of central Wyoming was started in the spring of 1954 and the first uranium ore went to Vitro's mill in Salt Lake City that July. Shortly after mining started it became apparent that accurate ore control for mining purposes would be an absolute requirement. A systematic drilling program was initiated in the spring of 1955, and has been continued up to the present time. Two main mining areas have been developed. Mine 1, at the site of the original ore discovery in the Gas Hills, covers a mineralized zone roughly 600 x 2800 ft. This orebody was outlined and developed by drill holes on 50-ft centers. Approximately 1300 holes were drilled in the area before preliminary mining plans were made and mineable reserves calculated. Reserve estimates were based almost entirely on chemical assays of drill hole samples.

This discussion is concerned with those comparatively infrequent bumps that eject material from the failed mass with enough energy to wreck heavy machinery and seriously injure or kill people. In such cases there is a loud report, and the pressure waves set up in the mine atmosphere wreck ventilation controls several hundred feet from the site of the failure. Vibrations are induced in the earth's crust which may be detected several miles from the point of origin, and explosive gases may be released in large quantities.* Usually a dense suspension of dust is produced from the failed mass, together with dust placed in suspension by the resulting air blast. These rock bursts or bumps have also been called mountain shots, bounces, pillar bursts, and crumps. Such occurrences, when extensive, are serious catastrophes, and may force abandonment of the mine.1

ENGINEERS from industrialized countries are frequently called upon to examine mining operations in primitive areas and make recommendations regarding mechanization and modernization. They often set forth with self-confidence, knowing full well that all that is needed is their experience and several shiploads of mining machinery, and at times they mentally provide the answers before the problems have been clearly stated. In primitive areas it is absolutely essential that the examining engineer spend enough time at the site to acquire a thorough understanding of what is being done now and why it is done the way it is. The objective here is to state in simple terms some of the problems that may be encountered, in- as much as solutions, if they can be found at all, will differ with each experience.

UPON entering the Uranium Field it was a pleasant surprise to find almost absent two factors that have always been a problem to the lead-zinc miner: 1) milling cost per ton, and 2) transportation cost to the milling site. Another interesting condition was the fixed price for the product. Under such conditions it seems rather simple to calculate the economics of a mining venture when grade and tonnage of a uranium ore deposit is known. That is assuming, of course, there is a market for the ore. It has been quite generally assumed by operators that a guaranteed price carried with it a guaranteed market, a subject about which there has been a great deal of discussion in the past several months. The fixed price for uranium in crude ore, calculated to U3O8, varies only slightly in value per pound from rather low grade ore to rather high grade ore. It is by taking advantage of this slight variation in price per pound in certain ranges that miners and shippers may increase substantially the monthly returns from ore shipments.

As reported in Drift last month demolition of old buildings on the 47th St. site has been completed, and detailed plans and studies for the new structure are well underway. As this issue was being sent to press the $5 million industry- business phase of the fund campaign had passed the half- way mark toward its goal. Target date for the building program is 1960.
