Extracting lunar ice, to be processed into pure water or hydrolyzed into oxygen and hydrogen, faces many challenges. On the Moon icy-regolith deposits that contain up to 10% water are found within Permanently Shadowed Regions (PSR) at both lunar poles, where temperatures approach -220 ⁰C. NASA has identified several technology gaps that exist in developing these resources including: • Excavating large quantities of icy-regolith • Delivering large quantities of acquired resources • Hardware that is lightweight and energy efficient • Hardware that is reliable and durable. NASA uses public challenges to incentivize innovative approaches to closing these gaps. The Break the Ice Lunar Challenge provides over three million dollars in prize money to teams that compete in developing solution to mining the Moon. This paper describes the rules for this challenge and presents some of the proposed solution.

In 1950, about a third of the world?s population lived in cities. That figure has steadily risen throughout the following decades. Now it is believed that about 60 percent of the estimated 8.1 billion people in 2030 will be living in urban areas. The strain on infrastructure in cities in the developed world is already showing. And the rapid growth in developing nations today is adding to the shortage of materials, equipment and labor needed to keep up with this growth. So, while materials and labor may be in short supply, there is no shortage of work for the underground tunneling and space industry. In June, 718 of those professionals from around the world were in San Francisco, CA for the North American Tunneling (NAT) conference, put on by the Underground Construction Association (UCA) of SME. The attendees spent the three days of technical sessions listening to international authors discuss the state of the industry, new technologies that have become available and updates on major tunneling projects throughout the world. The accompanying exhibit attracted 79 vendors, who displayed the latest in tunneling and underground space equipment and services. In addition to the technical sessions and the exhibit, the NAT featured three short courses ? ?DRB Process Update Workshop,? ?Soft Ground Tunneling Technologies? and ?Underground Blasting Technology and Risk Management.? And the post-meeting field trip to the Devils Slide tunneling project near San Francisco was sold out.

"TioMin Resources Inc. is evaluating the feasibility of exploiting the heavy mineral sands deposit at Natashquan on the north shore of the Gulf of St-Lawrence, Quebec. TioMin holds the exploration rights to 180 square kilometres, on which 1.6 billion tonnes of sands grading approximately 6% heavy minerals were outlined. The heavy minerals of value include magnetite, ilmenite/hematite, garnet, and zircon. An important part of this evaluation is the development and testing of a mineral separation flowsheet. Under a comprehensive mandate from TioMin, the Centre de recherches minerales (CRM) provided technical assistance to build and operate an on site primary concentrator pilot plant. This plant produced a 93 tonne concentrate, providing over 60 % heavy minerals. This concentrate was shipped to the CRM pilot plant in Quebec City. It was used for further flowsheet testing and for preparation of products and concentrates of heavy minerals with regard to marketing possibilities. This paper presents the flowsheet developed to produce these concentrates.IntroductionIn late 1992, an 11 tonne bulk sample of sand was collected from within the mineralized zone of the Natashquan deposit. This sample was processed over conventional spirals and wet tables at the pilot plant facilities of the Centre de recherches minerales (CRM) in Quebec City. A primary concentrate was produced, from which several 20 kg samples were forwarded to five research laboratories in North America and in Australia. Their tasks were to determine the mineralogical composition of this concentrate and the potential for recovery of marketable minerals from the heavy mineral sands. Satisfactory results obtained from this approach encouraged TioMin to proceed with a more detailed pilot plant program."

Initial production earlier last year from the DeLamar open-pit silver mine in southwestern Idaho ushered in a new era of mineral production in a region that has weathered boom-and-bust cycles reaching back the better part of a century.

Economic activity in the United States picked up in the third quarter, according to the latest estimate released by the Department of Commerce. Real gross national product (GNP)--the Nation's output of goods and services--grew at a seasonally adjusted annual rate of 4.3%, or $17.6 billion, compared with a rate of 1.9% for the second quarter of 1985 and 1.6% for the third quarter of 1984 (table 1). The 4.3% rate is one percentage point above the preliminary estimate reported in the August/September issue of Minerals and Materials. Most of the upward revision was due to the change in business inventories and Government purchases, while the figure for net exports was revised downward substantially. The 4.3% growth bettered by 1.5% the average rate of growth in GNP from 1974 through 1984 and was 1.1 % above that of the period from 1975 through 1984 and 0.7% above that of 1980 through 1984. Of importance to the minerals industry was the $14.4-billion growth in personal consumption expenditures, $10.2 billion of which was for durable goods (especially domestically produced automobiles) and the growing residential investment. The net export deficit continued to grow, however, and investment in nonresidential structures, producers' durable equipment, and business inventories declined. Prices, as measured by the GNP fixed-weighted price index, increased at an annual rate of 3.1% in the third quarter, compared with 3.9% in the second quarter. The slower rate of inflation resulted mainly from a decline in energy prices, following second-quarter increases. Fourth-Quarter Prognosis Many of the economic data available for October and November indicate that the economy is growing modestly and will continue to grow over the next 3 to 6 months. The composite index of leading indicators, designed to predict economic activity within 3 to 6 months, rose 0.3% in October, the sixth consecutive monthly advance, according to the Department of Commerce. Six of the 11 available leading indicators were positive: Stock market prices rose, as did sensitive material prices, credit outstanding, and manufacturers' new orders for consumer goods and materials; initial claims for unemployment insurance decreased, and firms were getting slower delivery of goods. Four of the indicators were negative: Business formations, homebuilding permits, contracts and orders for plant and equipment, and money supply all declined. The average hours worked per week, already at a high level, remained unchanged.

The Companion Policy references the CIM Best Practice Guidelines for Mineral Exploration, and the Mineral Resources and Mineral Reserves, and that they should be followed by Qualified Persons.COMPANION POLICY 43-101CP TO NATIONAL INSTRUMENT 43-101 STANDARDS OF DISCLOSURE FOR MINERAL PROJECTS This companion policy sets out the views of the Canadian Securities Administrators (the “CSA”) as to the manner in which the CSA interprets and applies certain provisions of National Instrument 43-101 and Form 43-101F1 (the “Instrument”), and how the securities regulatory authorities or regulators (the “Securities Regulatory Authorities”) may exercise their discretion in respect of certain applications for exemption from provisions of the Instrument. PART 1 APPLICATION AND TERMINOLOGY 1.1 Supplements Other Requirements – The Instrument supplements other continuous disclosure requirements of securities legislation that apply to reporting issuers in all business sectors. 1.2 Evolving Industry Standards and Modifications to the Instrument- Mining industry practice and professional standards are evolving in Canada and internationally. "The technical report form provides the headings to be used and content required when a completing a technical report to be filed in accordance with NI 43-101. The technical report is meant to be a summary of the scientific and technical information on the mineral property. The Instrument (NI 43-101) requires that technical reports be filed with Canadian provincial or territorial securities regulators to support certain disclosure of mineral exploration, development and production activities and results in order to permit the public and analysts to have access to information that will assist them in making investment decisions and recommendations. FORM 43-101F1 TECHNICAL REPORT INSTRUCTIONS (1) The objective of the technical report is to provide a summary of scientific and technical information concerning mineral exploration, development and production activities on a mineral property that is material to an issuer.This Form sets out specific requirements for the preparation and contents of a technical report. (2) Terms used in this Form that are defined or interpreted in National Instrument 43-101 Standards of Disclosure for Mineral Projects (the “Instrument”) will bear that definition or interpretation. In addition, a general definitioninstrument has been adopted as National Instrument 14-101 Definitions that contains definitions of certain terms used in more than one national instrument. Readers of this Form should review both these national instruments for defined terms.(3) The qualified person preparing the technical report must use all of the headings of the items in this Formandmay create sub-headings. If unique or infrequently used technical terms are required, clear and concise explanations must be included. (4) No disclosure need be given in respect of inapplicable items and, unless otherwise required by this Form,negative answers to itemsmay be omitted. Disclosure included under one heading is not required to berepeated under another heading. (5) The technical report is not required to include the information required in Items 6 through 11 of this Form tothe extent that the required information has been previously filed in a technical report for the property being reported on, the previous technical report is referred to in the technical report and there has not been any material change in the information. (6) The technical report for development properties and production properties may summarize the information required in the items of this Form, except for Item 25, provided that the summary includes the materialinformation necessary to understand the project at its current stage of development or production. (7) The technical report may only contain disclaimers that are in accordancewith section 6.4 of the Instrument and Item 5 of this Form."

THE Institute of Metals Division of the A. I. M. E. has joined with the American Society for Steel Treating and the American Welding Society in support of National Metal Week in Philadelphia, Oct. 8 to 12. Individual and joint technical sessions, plant inspection trips, and a general exposition to be held in Commercial Museum have all been arranged. With the coming of the Institute of Metals Division into the circle, the scope of the exposition has been broadened to cover non-ferrous metals, and exhibits of much interest are promised. Headquarters for the Institute of Metals and the American Society for Steel Treating will be at the Benjamin Franklin Hotel, and for the American Welding Society at the Bellevue-Stratford. The American Society for Steel Treating and the Welding Society will hold technical sessions each forenoon at their hotel headquarters. The Institute of Metals Division will hold sessions Tuesday morning and Wednesday and Thursday afternoons; that for Wednesday being a joint session with the American Society for Steel Treating. The latter society will hold independent afternoon sessions on Thursday and Friday. Registration and information desks will be open at the hotels throughout the week, and an attractive program of entertainments has been arranged.

The National Mining Hall of Fame and Museum (NMHF&M) will celebrate its 25th anniversary on Sept. 22, 2012 when the 2012 class is inducted during a special ceremony in Las Vegas, NV in conjunction with MINExpo 2012. The NMHF&M will induct four men representing the equipment manufacturing, minerals exploration, copper and coal sectors of the mining industry. The diverse cross-section of mining industry giants joining the hall of fame include Glen A. Barton, J. David Lowell, Samuel Newhouse and John Cleveland Osgood. They will join 214 other mining industry pioneers when they are formally inducted into the National Mining Hall of Fame at the 25th Silver Anniversary Induction Banquet & Ceremony. These men were selected for being visionaries, leaders and ambassadors within their own sectors and across the industry at large.

Silver will join 240 other mining industry luminaries when formally inducted into the National Mining Hall of Fame on Sept. 29, 2018. Additionally, the Prazen Living Legend of Mining Award will be presented to the Freeport- McMoRan Foundation. The 31st Annual Induction Banquet and Ceremony will be held at the Ritz-Carlton in Denver, CO.2018 National Mining Hall of Fame inducteesProfessor John M. Guilbert was a renowned geologist and professor of economic geology at the University of Arizona; he had a distinguished 50-plus year career in academia and business. Guilbert, together with J. David Lowell, worked on the most important breakthrough in mineral exploration in the last 100 years, the Porphyry Copper Model. This work, known as the Lowell and Guilbert Model, was utilized by exploration geologists worldwide over the next four decades to discover hundreds of millions of tons of copper metal and numerous profitable mines including the prosperous Bajo de la Alumbrera copper mine in Argentina. Guilbert was a founder of The World Museum of Mining in Butte, MT. He was the recipient of countless awards including the Society of Economic Geologists (SEG) R.A.F. Penrose Medal as well as the D.C. Jackling Award from the SME.Dr. Leo J. Miller was a maverick in the mining industry and no armchair geologist. He believed that active fieldwork, on foot with a rock pick, was indispensable for exploration. His basic tenet was to absorb as much information about an exploration target up front, formulate ideas – sometimes novel ones — and then get out into the field to prove those ideas. Miller was known to diverge from the standard interpretation of the geological processes, which formed the mineral deposits, and to apply innovative applications of high-tech tools to more usual exploration programs. This approach resulted in a 50-plus year career that included the discovery of the Kidd Creek massive sulfide deposit and the development of the Lee Creek phosphate deposit; which other explorers had previously given up on, believing whatever phosphate might be present would be too difficult and expensive to mine. The recipient of many honors and awards, Miller received the SME Robert M. Dreyer award in recognition of outstanding achievement in ore discoveries."

The National Occupational Research Agenda (NORA) is a partnership program to stimulate innovative research and workplace interventions. In combination with other initiatives, the products of this program are expected to reduce the occurrence of injuries and illnesses at work. Unveiled in 1996, NORA has become a research framework for the National Institute for Occupational Safety and Health (NIOSH) and the United States. Diverse parties collaborate to identify the most critical issues in workplace safety and health and develop research objectives for addressing those issues. NORA entered its third decade in 2016 with an enhanced structure. The 10 sectors formed for the second decade will continue to prioritize occupational safety and health research by major areas of the U.S. economy. In addition, NORA’s seven cross-sectors will continue to focus on the major health and safety issues affecting the U.S. working population. While NIOSH serves as the steward to move this effort forward, it is truly a national effort. NORA is carried out through councils comprised of members with many diverse interests that are developing and implementing research agendas for the occupational safety and health community over the third decade (2016-2026) of NORA. Councils address objectives through information exchange, partnership building, and enhanced dissemination and implementation of evidenced-based solutions. NORA groups industries into 10 sectors using North American Industry Classification System (NAICS) codes. The Mining Sector encompasses NAICS code grouping 21xxxx where “xxxx” represents the different subcodes of the mining “21” classification. Mining encompasses the extraction of solid mineral and mineral-like substances from their place in the Earth’s crust and supplies them to processing industries that produce economically valuable materials. It does not include oil and gas extraction. The Mine Safety and Health Administration, MSHA separates mining into coal, underground and surface, and metal and nonmetal, underground and surface.

The movement to reclaim abandoned mine sites has gained momentum as federal, state, and private organizations have increased their commitment and resources to tackle mutual, and often controversial, problems of health and safety. Numerous interorganizational agreements have been implemented to promote cooperation in the characterization of mine site hazards, development of mutually acceptable plans of remediation, and sharing of actual cleanup requirements. Working through these partnerships, the federal land management agencies have begun to focus on abandoned mine reclamation in selected, priority watersheds and other drainage basins. Although there are major difficulties to overcome, significant progress continues to be made.

"BACKGROUND As of December 2015, there are roughly 475 road tunnels within the United States according to the most recent national tunnel inventory data compiled by the Federal Highway Administration (FHWA); whereas, there are more than 615,000 highway bridges on public roads. The FHWA estimates that tunnels represent nearly 100 miles of Interstates, State routes, and local routes. Tunnels are part of the national transportation infrastructure and represent a significant financial investment for the owner and, hence, the tax payers. Tunnels, that are not properly maintained, usually require more extensive repairs and consume more resources. Tunnels must provide safe, reliable, and effective transportation even as these structures age and deteriorate. Furthermore, tunnels generally remain in service for extended periods of time due to their very high construction costs. For example, many tunnels were constructed decades ago during two historic periods of highway system expansion; the first period correlated with the era of public works programs linked to the Great Depression of the 1930-40s; and the second period of expansion occurred with the building of the interstate highway system in the 1950-60s. As such, these tunnels are fast approaching 60 to 80 years old. Congress enacted the Moving Ahead for Progress in the 21st Century Act (MAP-21), which was signed by the President on July 6, 2012. This legislation followed a fatal tunnel incident on July 10, 2006 and a National Transportation Safety Board (NTSB) report1 that noted the importance of conducting regular tunnel inspections. MAP-21 authorized the Federal Highway Administration (FHWA) to develop a mandatory inspection program for all tunnels on all public roadways (Bergeson and Ernst 2015): To help safeguard tunnel users and to ensure reliable levels of service, the FHWA developed the National Tunnel Inspection Program (NTIP), which is comprised of the National Tunnel Inspection Standards (NTIS), the Tunnel Operations Maintenance Inspection and Evaluation (TOMIE) Manual, the Specifications for National Tunnel Inventory (SNTI), and the Manual for Bridge Evaluation (MBE). The data collected from the program will be stored in a National Tunnel Inventory (NTI) database. A comprehensive and refresher training program was also developed to help qualify and certify key tunnel inspection personnel to include the program manager and team leader."
