Aggregate is an essential input to every economy, so governments need to ensure a sustainable supply of these resources through planning. There is also a need to shift from a linear economy to a more circular one, in which wastes are recycled rather than landfilled, so as to increase eco-efficiency. The purpose of the Sustainable Aggregates Planning in South East Europe (SNAP-SEE, SEE/D/0167/2.4/X) project is to develop a Toolbox for Aggregates Planning to assist governments and stakeholders in national, regional, primary and secondary, aggregates planning in southeast European countries. The Toolbox comprises documents on stakeholder consultation, data and analysis methodologies, a vision of best practices in aggregates planning and how to build an aggregates plan. The Toolbox will also support ongoing efforts to enhance minerals policy in the European Union (EU) as called for by the European Innovation Partnership on Raw Materials. Industrialized and developing nations see long-term and continued economic growth as essential to the well-being

It is easy to demonstrate the importance of aggregates in any conversation about infrastructure and other engineering artefacts. Peoples around the world have made use of stone to enrich and enhance their lives since the earliest days of civilisation. In New Zealand, Maori used hard durable rocks for weapons, tools, and basic structures. European settlement accelerated the use of quarried materials and formed the basis for development of our society as we see it today. Logic might suggest that the quarrying sector would be recognised positively for, and encouraged to continue to contribute to, this underpinning of the way we are. The reality is æNot In Most Back YardsÆ. Why? The rock is where it's always been (often overlooked) and our æsocialÆ environment is today's hard place. For a resource-based business in New Zealand, that environment is principally the Resource Management Act, with the widespread power it has distributed to anyone prepared to invest their time. This coupled with a lack of leadership and direction in the implementation of the Act has created a climate that stifles development and diverts energy and resources to æplaying the gameÆ rather than ælifting the gameÆ. Perhaps the real costs of this are not yet widely recognised. The paper will draw mainly on the experience of endeavouring to consent a ægreenfieldÆ quarry in the Waikato region. This is supported by commentary based on nearly 10 years of ælivingÆ with the RMA at sites across much of New Zealand. RMA Scorecard Summary: Effects based? Rarely. Level playing field? No. Maori Consultation? Could do better. Efficient use of resources? No. Timely? No. Is it working for other sectors? Certainly not the quarrying industry's customers and end users.

The surface of -30µm silica suspension (2% v/v) treated with 100 ppm Mg2+ at pH 11 was fully coated with Mg(OH)2. Under this condition, the silica is strongly positively charged (+30 mV) and the suspension is dispersed. Subsequent addition of Ca2+ promoted aggregation and reduced the surface charge. At this pH calcium is present as Ca2+ and CaOH+, i.e., positively charged ions interacted with the positive surface. Aggregation by a chemical bridging mechanism is proposed. The observation may be relevant to the widespread practice in mineral processing of adding lime to promote aggregation and settling in concentrate thickeners.

Many successful actions are required to bring a profitable extractive metallurgical operation into production. Competent process development performed within the project development schedule increases the chances of obtaining project financing and decreases the risk of engineering design errors being built into the commercial plant. The general sequence of steps in process development is well known: technology review, desktop studies, scoping studies, prefeasibility, and so on, with an increasing requirement for experimental evidence as the studies advance. This paper suggests principles for guiding process development work so that the efforts stay on track toward a smooth startup and a profitable commercial operation. It emphasizes closely aligning the research with the corporate goals of the mining company management, understanding the mineralogy and variability in the deposit, and guiding by flowsheet and material balance. Examples of hydrometallurgical process development leading to the early use of solvent extraction in the mining industry are given.

Negative temperature coefficient (NTC) thermistors are required to have good electrical stability for many domestic and industrial applications. The aging phenomenon of NTC thermistors can be described as the change in electrical resistance due to thermal stress with time. In this study, Ni0.5CoxMn2.5−xO4 (x = 0.5, 0.8 and 1.1) ceramics were fabricated by the conventional solid-state reaction method. The powder mixtures of manganese, cobalt and nickel oxides were ball-milled for 5 h. The powders were calcinated at 900 °C for 2 h. The samples were sintered at 1100 °C for 5 h. To investigate the aging behaviour, the samples were held at 150 °C for 400 h. Aging in the samples were calculated by the following equation; ΔR/R0 = (R − R0)/R0 in which R0 is the resistance at 25 °C before the aging test, and R is the resistance at 25 °C after the aging test.

The mine is currently nearly 5 km long, more than 2 km wide at the operating face and up to 200 m deep. Now ten years on, this paper provides an overview of the present relationship and arrangements, including the continued transformation of the alliance model and maturing of the relationship contract.These are challenging times, with increasing cost and regulatory pressure driving change in the broader energy and resources industry, and locally including both the mining and power sectors at Loy Yang. Flexible models to achieve a balance between internal personnel and access to key external skills, whilst achieving value for money and transparency, is increasingly critical. The right drivers and performance measures are essential, particularly when confronted with potential major technical and environmental risks (considering significant ground failure and fire events that have occurred elsewhere within the Latrobe Valley over the last decade) within a sector that is reducing costs and optimising production.This case study discusses the alliance status and changes, reasons behind adjustments and what the future is likely to hold. The paper also explores the validity of the original objectives and the extent to which they have been achieved. The philosophy of the alliance is to continue closely aligning the objectives of the two companies in the best interests of the Loy Yang site and immediate surrounds/stakeholders. "The LaRonde mill was commissioned in 1988 and began treating ore from the Penna shaft in 2000. The mill has been expanded to accommodate 7,500 t/day, but ramped down to 6,000 t/day since the deep extension began. The process recovers gold, silver, and base metals. In 2008, the Goldex plant began trucking gold-pyrite concentrate to a treatment plant feeding pulp to the LaRonde mill, increasing gold output by 40,000 oz. In 2009, the high-grade Lapa ore processing facilities were annexed to the LaRonde plant, increasing gold output by 120,000 oz. This paper outlines the metallurgical considerations related to the treatment of different ore types.RÉSUMÉ Le concentrateur de la mine LaRonde a été mis en service en 1988 et a commencé à traiter le minerai du puits Penna en 2000. La capacité du concentrateur a augmenté afin de permettre le traitement de 7 500 tonnes de minerai par jour, capacité qui est retombée à 6 000 tonnes par jour (tpj) depuis le début de l’extension en profondeur de la mine. Ce procédé permet de récupérer de l’or, de l’argent et des métaux communs. Cet article passe en revue les considérations métallurgiques liées au traitement de différents types de minerai.INTRODUCTIONThe LaRonde metallurgical plant in the Abitibi region of Quebec, Canada, evolved into a mature milling site following expansions in 2000–2003, thanks to improved processes, manpower, and water treatment capabilities that better accommodate the complex constituents of the LaRonde ore. The ore requires a sequence of grinding, copper- lead and zinc flotation, and precious metals leaching, ending with a carbon-in-pulp (CIP) gold recovery. A portion (35%) of the tailings is sent back underground as paste backfill after being treated with the SO2-air cyanide destruction process. The tailings area has a dedicated cyanide destruction and metal precipitation area through which the used water passes before returning as recycled water. A biological water treatment plant was built in 2004 to address water toxicity in the final effluent. The water toxicity was the result of the high sulfide content of the LaRonde ore (from thiocyanate or stable cyanide species buildup) and the use of 90% recirculated water in the mill. The water treatment plant uses bacteria to transform thiocyanate into nitrates and precipitate phosphorus from the water before it is discharged into the environment."

The Laronde mill was commissioned in 1988 and has been treating the Laronde Perim ore since 2000. The Laronde plant, situated in the Abitibi region of Quebec, has experienced mill expansions to accommodate 7500 mtpd and to recover gold and silver as well as important amounts of base metals (Cu, Zn, Pb). Ten sequential metallurgical and environmental processes are responsible for metals recovery and process viability. Over 200,000 ounces of gold, 4,5 million ounces of silver, 7000 tonnes of copper, and 78,000 tonnes of zinc are produced annually. In 2008, the Goldex plant began trucking high wade (35-45 Wt Au) pyrite sulphide concentrate (TCGO) for gold extraction at a newly constructed treatment plant, increasing gold output at Laronde by 40,000 ounces. In 2009, the high gold wade Lapa ore processing facilities were annexed to the Laronde plant increasing output by 120,000 ounces of gold. TCGO and Lapa productions are forecasted until 2018 and 2015 respectively, with known reserves of each mine. Today, up to 140 permanent employees run and optimise the Laronde plant operation. As a result, Laronde has intricacies intrinsic to a large and varied operation. The paper will outline the metallurgical highlights, challenges, and future outlook related to the treatment of each ore type (Laronde, TCGO, and Lapa)

Agrico Chemical Company, as we presently know it, is the result of the coming together of several different fertilizer operations. The Williams Companies, our parent organization, first entered the fertilizer business in 1971, when it acquired the fertilizer operations of the Gulf Oil Company. This gave us, among other things, the manufacturing facility at Donaldsonville, Louisiana. In 1972, The Williams Companies acquired Agrico Chemical Company from Continental Oil Company, bringing in a manufacturing facility and phosphate mines at Pierce Florida. Our Florida Mines are in the region commonly known as the Bone Valley Region of Florida. The majority of the phosphate fertilizer produced in the United States utilizes rock mined in this region. The Donaldsonville Plant was originally built in 1967-68 on the site of the old Faustina Plantation at an approximate cost of $80,000,000. (This plant is commonly referred to as our Faustina Plant.) Until such time as Agrico was acquired from Continental Oil, the Donaldsonville Facility was solely used to upgrade phosphoric acid into finished granular products.

"More than 400 plants in the world are able to accumulate nickel in their aerial parts at concentrations higher than 10 g per kg of dry biomass. Then, nickel (Ni) can be recovered from the biomass of these hyperaccumulator plants. Agromining is a chain consisting in growing such plants and recovering metal and has been developed thanks to the combined know-how of agronomy and hydrometallurgy. Plants can be grown on serpentine soils, containing rather high concentrations of Ni, on sterile heaps or on contaminated soils. This crop enables us to extract Ni from secondary resources, and to improve soil quality by lowering its metal content. For example, Alyssum murale can be grown at the field scale in the Balkans, at yields corresponding to 110 kg Ni per hectare.Hydrometallurgical processes have been designed from the lab scale to the pilot scale to produce nickel salts: ANSH (ammonium and nickel sulphate hexahydrate), nickel sulphate, acetate, etc. and so on. These salts are used for surface treatment and in the paint and chemical industry. Ni salts are prepared from ashes, after plant calcination. Processes are based on the conventional methods of hydrometallurgy: acid leaching followed by different precipitation steps. These processes will be presented, as well as the pilot scale design. A life cycle assessment has been performed and clearly shows the environmental interest of this approach as a potential part of an anti-erosion strategy. An economic assessment has proved process feasibility and the final step is the launching of a start-up. At the moment, the approach is widened to other metals (cadmium, cobalt) and rare earth elements (REEs)."

Heightened environmental consciousness has resulted in the development of various international accords dealing with natural resource management. This international awareness is now being translated into regional and local initiatives that proactively implement collaborative environmental management programs. One such program was recently initiated in northern Chile in recognition of the interconnection of Andean salars. Cooperative efforts between industry, governmental agencies and academic professionals have resulted in the implementation of simultaneous environmental monitoring of flora and fauna in the salars of northern Chile. This coordinated effort is leading to an improved understanding of the migratory patterns of South American fauna, as well as improved access to an expanded database for the multiple user groups associated with the Andean salars. The El Abra Mine is actively participating in these coordinated monitoring efforts.

It is expected that the future of mines will heavily adopt autonomy. However, problems with leveraging workforce transition, meeting Sustainable Development Goals, SDG’s (poverty, reduced inequalities), managing uncertainties (geologic, operational, economic), cybersecurity (connectivity, cyber-physical infrastructure) and innovation (transformative processes, real-time decision-making etc) are required to be solved for the intended autonomy. These problems also impact the safety of the future mine environment. The AI technologies provide a broad range of opportunities for enhancing mine safety. However, development of an accurate AI model for mine safety requires a large number of data, which may not be readily available to overcome the associated uncertainties in the mine environment.

"The paper describes current 'tools' available to the coal preparation engineer for carrying out the evaluation of data, process design, selection of equipment and layout and design of coal preparation plants.Laboratory and pilot-scale equipment is widely available and test data can be used to provide valuable design information regarding capacities and sizing for specific applications. Pilot plants, unless they fit closely to the basic design envisaged for the eventual commercial plant, C(In often provide only limited useful information.Computing aids such as equipment simulation, plant modelling, etc. are becoming widely applied for establishing design criteria and investigating flowsheet options . Other computer tools such as computer-aided design systems are taking over some of the time-consuming tasks of detailed layout and design and estimation of quantities, etc. and providing the means for detailed examination of more than a single option.Besides computer modelling there is also physical modelling of plant buildings, plant sites and entire proposed mining areas; the former can be especially useful in finalizing design and threading' pipework and electrical reticulation systems through the plant without the resultant risk of impairment of flow, obstruction or wastefulness. Not the least of the benefits of plant models is the assistance provided for training new operating and maintenance staff."

Rock surrounding mine openings frequently is an impermeable type such as shale or granite. Most rock, however, has joints, bedding planes, cleavage planes, or other potential discontinuities. Permeability to fluids (gas or liquid) may exist via natural joints or fractures in an otherwise impermeable rock. In the mining situation, tectonic and induced tensile and shear stresses may be great enough to cause joints to open or fractures to develop in previously solid rock. The rock, as a result, becomes less self-supporting and may - require artificial support such as rock bolts or timber. Simultaneously, as fractures develop, permeable paths may be created. If fluid can be injected into a previously solid and impermeable rock mass, a logical conclusion is that a fracture (crack) flow path must be transmitting that fluid. The U.S. Bureau of Mines Laramie (Wyo) Energy Research Center has been evaluating results of in-situ oil shale fracturing (hydraulic or explosive) and retorting experiments by. a fluid (air) injection , and borehole air flow profile logging technique since 1956 (1, 14, 15). In the oil shale case, it is imperative to know the location and flow capacity (permeability) of natural fractures, if they exist, and induced fractures that inter-connect vertical wellbores at depths of fifty to several hundred feet. By injecting air into one wellbore in a system of several wells and measuring input volume and pressure while simultaneously measuring the output of other wellbores, the minimum areal extent of interconnecting permeable fractures can be determined. Exact locations (depths) of fractures and individual fracture flow capacities between wellbores can be determined by air flow profile logging (14, 15). Knowledge of fracture locations and permeability is essential to rational experimental in-situ retorting design.

Deep tillage is used widely as a Means of alleviating excessive soil compaction. There has been some concern that the voids created by deep tillage may collapse before a more natural soil structure develops, resulting in recompaction subsequent to deep tillage. A laboratory investigation was conducted to determine the feasibility of pneumatically injecting organic material into the voids during deep tillage to prevent any significant recompaction from occurring. Various amendments were injected into the soil in the laboratory using a small-scale ripping and injection system. Measurements were made of selected soil properties to evaluate the feasibility of this method.

A lined rock cavern (LRC) is an alternative container for compressed air energy storage (CAES) to store high-pressure air that is later used to produce electricity. A critical requirement of CAES in LRCs is that the inner seal should provide adequate sealing capacity to prevent air leakage from LRCs. In many studies, rubber sheets are applied to build the inner seal. However, air leakage through rubber seals has not been given much attention and rubber seals are usually assumed to be absolutely airtight. Given that rubber is permeable especially under high air pressure, such as in CAES, air therefore leaks through rubber seals during CAES operations. In this study, a numerical analysis was conducted based on the permeation equation of polymers and the governing equations of thermodynamics of CAES caverns to analyze the characteristics of air leakage from CAES caverns through rubber seals. A planned CAES plant in China was considered as a case study. Results show that air leakage rate increases with increasing cavern temperature and pressure during air injection and decreases as cavern temperature and pressure decline during air withdrawal. However, in total, the daily air leakage percentage is in the order of magnitude of 10-3% in a typical operation cycle, which is much smaller than the critical value of 1%. Under a common range of realistic operations conditions, the daily air leakage percentage is still of the order of 10-3%. Therefore, rubber seals can be used to prevent air leakage in LRCs for CAES. However, the experience of Japanese pilot cavern indicates that the specifications for the on-site vulcanization jointing and installation methods of rubber seals still need improvement.

Environmental permitting is a critical component for joint-venture projects located in the Commonwealth of Independent States (CIS). This paper presents the basic CIS regulatory environmental requirements for permitting of a hypothetical mining source and emphasizes air permitting. Topics which will be covered include: the Expertiza process, air pollution quantification, data requirements, and air pollution modeling protocol. A comparison will be made between permitting requirements for air pollution sources in the United States and a CIS country, Kazakstan.

A method of evaluating the possible effect of an industry on the environment is presented, and the method is illustrated by its application to a hypothetical problem. An analysis is offered based on an actual survey of four industrial sites in the Lydenburg area of the eastern Transvaal. The survey showed that there is a high incidence of potentially unfavourable conditions, and there is a distinct possibility that a topographically induced eddying motion will extend over the town and the industrial sites. This moving air could entrap air pollutants, resulting in high concentrations of pollutants over the town. It is concluded that none of the sites is suitable for industries that pollute the atmosphere.

A comprehensive study of the environmental conditions of the area affected by the Colfax and Cheswick Power Stations is of extreme importance to Duquesne Light Company. The residents in the valley where the two plants are located have complained for many years about the emissions from the Colfax Plant which is of the 1920 to 1930 vintage and which has a capability of generating approxi¬mately 200 Mw. They were extremely happy to hear that the Company had plans for shutting it down, however, they were extremely unhappy to hear that we were planning to build another even larger one to take its place in the same vicinity, namely the Cheswick Plant with a capability of 570 Mw. They had visions of a plant twice the size of the Colfax Plant and belching out twice as much smoke. A few of the citizens from that area were most vehement at the public hearings that were held by the Allegheny County Air Pollution Bureau for obtaining an installation permit. With two power plants already existing in that area (Duquesne Light Company's Colfax Plant and West Penn Power's Springdale Plant), the primary concern of the Allegheny County Air Pollution Control Bureau was that the Cheswick Station might increase air pollution levels beyond what they considered to be dangerous limits. It became very evident that the Allegheny County Air Pollution Control Bureau would be extremely reluctant to grant installation and operating permits unless they were satisfied that the new plant would not increase local pollution levels and that we were taking sufficient steps to monitor the emissions from our plants and also the ambient air in the general area. We concluded that an extensive air pollution monitoring program must be conducted in the area to determine the effects of the operation of our plants. In this work, a comprehensive field study was carried out to measure the background air quality status and identify the air pollution sources from opencast mines around a heritage site in India. Air quality modeling was conducted to envisage dust concentration due to existing and closed mines in the region. The air quality modeling exercise predicted that particulate-matter levels of PM10 and PM2.5 might increase in the ranges of 3.2 to 23.1 and 2.1 to 8.9 μg/m3, respectively, due to mining activities when some of the closed mines will be operated in the region without controlled emission. The predicted total PM10 and PM2.5 at the selected receptor locations were in the ranges of 86.39 to 194.89 and 34.82 to 99.55 μg/m3, respectively. Adequate measures were suggested to control air pollution from mining activities, and an intelligent dry fog system was designed to suppress dust emission efficiently from mineral processing plants and opencast mines. The developed system has special features for facilitating eco-friendly mining.
