Bound water plays an important role in the processing and utilization of numerous materials and mineral processing systems. The fundamental nature of this near surface bound (vicinal) water is yet to be understood in its complete detail. The objective of this paper is to use dielectric measurements to characterize the bound water near hydrophobic and hydrophilic oxide surfaces. It is anticipated that a combination of dielectric property measurements and characteristic relaxation times will allow for more effective analysis of the interfacial water.

The dielectric properties and flotability of different ranks of Argonne Premium Coal samples are presented. The flotability of different ranks of coal are correlated with the dielectric properties and intrinsic moisture (or bound water) content. Measured dielectric properties of as-received coals and other constituents are incorporated into a mixture equation to calculate the dielectric properties of bound water present in the different ranks of coal. The nature of bound water present in low-rank hydrophilic coals is significantly different from that present in high-rank hydrophobic coals. The water molecules present in low-rank lignite have an oriented dipole-dipole interaction and are tightly bound to the surface. For high-rank coals, the water molecules are not bound to the surface and have a randomly distributed clathrate ice-like structure. Controlled thermal treatment can modify the structural nature of bound water present in low-rank hydrophilic coals and increase their flotability.

"Once a health based guidance limits for exposure to diesel exhaust have been established, and as part of a multi-disciplinary team, the program for exposure reduction should incorporate the plan-do-check-adjust cycle. Setting a suitably protective (health based) occupational exposure limit (OEL) for diesel particulate matter (DPM) and nitrogen dioxide is a key driver to reduce exposure. It is important to go beyond regulations and reduce exposure to diesel exhaust, DPM, as low as reasonably achievable (ALARA) such as that prescribed under the Australia, Queensland Mining and Quarrying Safety and Health Regulation 2017 where under section 135 Limiting workers exposure, the workers exposure must not exceed the exposure limit applying to the worker for the hazard; and is ALARA. It appears that previously acceptable OELs are no longer safe. Therefore it is important that the internal responsibility system be implemented and the precautionary principle approach be followed, especially as it may be some time before a suitably protective OEL specifically for DPM is in place. One leading multi-national mining company BHP Billiton has acknowledged a significant lag that exists between regulatory action and the level of science that informs health risk. This company is managing exposure to diesel exhaust to as low as technically feasible. This same company that has set an interim target for managing diesel exhaust to 0.03 mg/m3 is achieving these levels which paves the way for other mining companies and general industry including construction. The Occupational Cancer Research Centre 2017 recommends reducing personal exposure to within 0.02 mg/m3 (EC) for underground mining and 0.005 mg/m3 for other workplaces. Controlling DPM is important to prevent cancer however it is also important that that nitrogen dioxide (NO2) be reduced (ALARA) and that careful selection of control technology be considered such as the proper selection of a diesel oxidation catalyst so that the level of NO2 does not in fact increase. The example from BHP Billiton provides a leading practice including using a multi-disciplinary approach and the importance of controlling emission at source and having an auditable diesel emissions based monitoring program in place."

In the past few years, much effort has been spent in elucidating the impact of diesel engines on the mine environment. This paper summarizes diesel fundamentals , exhaust emissions and typical tailpipe concentrations. Mine sampling results and an evaluation of exhaust treatment systems are discussed. A review of changes in pollutant concentrations between the tailpipe and the mine exit is made and suggestions are given to reduce operator exposure to diesel contaminants.

Diesel powered equipment has been operated in underground coal fir mare than 50 years. According to the Mine Safety and Health Administration (MSHA), there are approximately 3,000 diesel units operating in underground coal mines in the United States. This number is expected to reach 5,000 diesel units in 250 coal mines by the year 2000. Also, there are approximately 5,000 diesel units operating in metal/nonmetal mines such as trine, potash and salt mines: and more than 3,000 diesel units operating in Canada. This increased popularity of diesel powered equipment over trolley wire, electric trailing cable or battery powered equipment is because of improved safety, greater mobility, higher productivity and increased power of diesel equipment. The operation if diesel powered equipment is not without challenges. Diesel engines generate exhaust emissions, in particular carbon monoxide, oxides of nitrogen, sulfur dioxide, unburned hydrocarbons, and diesel particulate matter that must be maintained at safe levels. The chief method to control ambient exposure has been dilution by ventilation. A new concept to ensure continued safe ambient emissions levels from diesel equipment in underground mines is the EMISSIONS MANAGEMENT PROGRAM™. The program encompasses all factors that will influence diesel emissions. By ESTABLISHING low tailpipe emissions through technology, such as clean engines, clean fuel selection, exhaust aftertreatment devices and filtration of the exhaust gases via the Dry System ™, this program ensures that the baseline emissions are at their lowest technically feasible concentrations. The DST Dry System™ exhaust conditioner reduces DPM by over 98%, as demonstrated through laboratory research at the West Virginia University. Carbon monoxide and hydrocarbon emissions and odor are similarly reduced. MAINTAINING these low emissions requires an expanded training program for operators and mechanics, onboard feed-back devices and a maintenance program with special focus on events and faults that can alter emissions. Finally, an on-board emissions sampling system allows the mechanic to VERIFY emissions levels and help diagnose engine faults. If the tailpipe emissions fall outside an established limit for a particular equipment, corrective actions will be initiated.

"A comparison of diesel engine power ratings with in-service capability, and the selection of unit size and total number of units are discussed in the paper. Engine specific fuel consumption and its evaluation in relation to manufacturers' tolerances and equipment load factors is reviewed along with the suitable plant layout. The potential for heat recovery is discussed in connection with simple and operable recovery systems f or exhaust and cooling circuits. Maintenance standards as related to improved reliability and reduced fuel and operating costs are also outlined. IntroductionDiesel generators are used in Canadian mining operations to provide electrical power for "" base- load"" requirements in some instances and for ""stand-by"" or ""emergency"" power in almost every producing mine in the country . There are over 300 mines in Canada of which only a handful have to generate their own electricity. Only one or two mine s enjoy access to a hydroelectric site. Consequently, the diesel engine is the principal prime mover because of its high efficiency relative to other prime movers in the size range in question.The author has been associated with several “base-load” plants in addition to participation in numerous projects requiring emergency diesel generators. Records indicate that engine performance in term s of reliability and efficiency lags behind other industries where the diesel engine is used more extensively, such as the shipping industry which is able to make a more prudent selection of original equipment and enjoy easy access to highly skilled operating and maintenance personnel. "The University of Minnesota and the U.S. Bureau of Mines collaborated to develop and field test a personal diesel exhaust aerosol sampler (PDEAS). The PDEAS was field tested in five underground coal mines that use continuous miners and a variety of diesel vehicles, including diesel haulage and utility vehicles. One mine was surveyed a second time, with the haulage vehicles fitted with a low-temperature disposable diesel exhaust filter (DDEF). Aerosol samples were collected with a variety of instruments, including the PDEAS and the microorifice, uniform-deposit impactor (MOUDI). This paper presents the diesel exhaust aerosol (DEA) concentration data collected in these mines and assesses the impact of diesel face-haulage equipment, with and without exhaust filters, on underground mine air quality.The average DEA concentration at the haulageway location for five mines, determined by the PDEAS, was 0.89 mg/m3, with a standard deviation of 0.44 mg/m3 • DEA contributed 52 pct, of the respirable aerosol at the haulageway location. Use of the DDEF at one mine reduced DEA by 95 pct, with a standard deviation of 6 pct, and filter life averaged 10 h. DEA contributed a large proportion of the respirable aerosol concentrations in mines with diesel equipment, and a substantial reduction was achieved with use of a DDEF. INTRODUCTIONDiesel equipment is gaining popularity in underground coal mines. There are an estimated 1,951 units of diesel equipment in 152 underground coal mines compared with 1,100 units in 110 mines 5 years ago (J).5 This increased use is due to the recognition that diesel-powered vehicles are more versatile, which can contribute to increased productivity compared with their electrically powered counterparts. Approximately 33 pct of the diesel vehicles haul coal, 45 pct haul personnel and materials, and- 22 pct perform other duties, such as roof bolting, rock dusting, and road maintenance. Most mines using diesel equipment are located in Kentucky, Utah, Virginia, and Colorado."

The U.S. Bureau of Mines and others have conducted a number of occupational exposure surveys since the publication of the International Agency for Research on Cancer report of 1989, which labeled diesel exhaust as a probable human carcinogen. These surveys have assessed diesel exhaust exposure using measurement of diesel aerosol and/or specific polycyclic aromatic hydrocarbons as indicators of exposure. This paper reviews present diesel emission standards, available diesel exhaust aerosol measurement techniques, and the results of the occupational exposure surveys. In the surveys, diesel aerosol was emphasized because it is a major component of diesel exhaust, is suspected to contribute to the health hazard, and is readily measurable. Three primary aerosol measurement techniques were used: respirable combustible dust, size-selective sampling, and measurement of the elemental carbon fraction. Occupations surveyed included mine workers, railroad workers, forklift operators, fire fighters and truck drivers. The studies found mean diesel aerosol concentration levels in the range of 0.004 to 1.74 mg/m3? Highest aerosol exposures were in confined spaces such as mines where heavy diesel equipment is used. Polycyclic aromatic hydrocarbons typically are found at very low concentration levels and are not unique to diesel exhaust.

Longstanding occupational health challenges of the underground hard-rock mining sector require both an analysis of historical data to assess evidence of linkages between the source of the problem and subsequent illnesses, as well as investigating the means by which health risks to workers can be eliminated or minimised. This paper refers briefly to a recently established National Health and Medical Research Council (NHMRC) sponsored Epidemiological Study into the incidence of Lung Cancer, contracted by mineworkers in Western Australia (WA) due to the inhalation of diesel exhaust fumes from 1996 to 2012. Thereafter it reviews current knowledge of the nature of the challenges facing those responsible for the health and wellbeing of underground hard-rock miners in WA, commencing with the recent categorisation of diesel exhaust as ‘Carcinogenic to Humans, Group 1’, by the World Health Organisation’s (WHO) International Agency for Research on Cancer (IARC). An attempt is also made to explore how the challenge has changed with the adoption of more advanced engine technologies, including the increased generation of ultra-fine volatile organic and other nucleates, submicron carbonaceous agglomerates and toxic gases.The compounding effect of using the mine decline access entry as both the primary ventilation intake and haulage-way is also discussed, as is the need to develop a more appropriate metric for regulating diesel engine emissions. Finally the paper refers to ongoing in-mine research pursued by the National Institute for Occupational Safety and Health (NIOSH) at its Diesel Laboratory in an underground limestone mine near Morgantown in the USA.CITATION:Jones, O, 2015. "IntroductionThis paper is intended to cover questions raised by operating staff at various installations and is not intended to give comprehensive coverage of power plant and power system design. The paper is concerned mainly with the electrics , although a brief section gives the reasons for selection of diesels rather than other prime movers.The material is not new but brings out points which seem to be raised regularly during the design , commissioning and operation o f a new plant. Diesels versus other Prime MoversDiesel-electric plant for the mining industry falls into two major categories -emergency power and prim e power.1) Emergency power (for use only when the regular utility supply has failed) requires reliable starting and operation and reasonable first cost. Fuel economy and maintenance are of little importance as the machine(s) generate few kilowatt hours only. The diesel's competition in this field is the gas turbine, however diesels are more widely used than gas turbines in this application.2) Prime power is a different situation as the bottom line of total cost is highly affected by fuel costs.In general , mines which are within reasonable transmission distance of an existing utility find the lowest net cost result s from hooking up to the utility. If a min e is remote from an electric utility then the possible alternatives are:a) Hydro- electric power if there is a site capable of development at reasonable cost including the cost of transmission facilities. Such sites are not common, but brief and inexpensive considerationof this possibility is warranted .b) Diesel power with consideration of different grades of fuel.c) Thermal (steam) power generation from coal or oil.d) Gas turbines.In addition to the above there is the possibility of wind power (as a supplementary source) and a number of technologies which may become feasible in the future (e.g. small nuclear plants, fuel cells). For obvious reasons, small isolated generating systems required for remote mines, tend to lean to conservative technology.Among the fossil fuel plants, the diesel enjoys advantage on over-all costs as summarized in Table 1."

Questionnaires were sent to 12 underground metalliferous mines in Queensland to enquire how these mines control diesel emissions from mobile diesel engines used underground. Where responses or controls were absent, discussion has been provided. A significant finding concerns secondary ventilation design rates. Some mines were designing ventilation rates to meet the superseded Mines Regulation Act of 1989 which required 0.04 m3/s/kW. The current Queensland Mining and Quarrying Safety and Health Regulation (2001) is risk based. In line with other jurisdictions, including New South Wales (NSW) and most Provinces in Canada, a minimum ventilation rate of 0.06 m3/s/kW is acceptable. However, this design ventilation rate will vary in practice depending on the diesel engines and controls. Dedicated ventilation engineers and technicians should be appointed to evaluate the effectiveness of the ventilation system. Personal exposure monitoring is required to confirm that exposure standards are not being exceeded. The primary control practice should be to reduce the emission at source. This can be ensured by purchasing low emission (Tier 2, Tier 3) equipment. In addition, the use of ultra low sulfur fuel (et al, 2002). Diesel fuel with a low aromatic content such as Eromanga diesel fuel will also mean employees are exposed to lower levels of poly-cyclic aromatic hydrocarbons. These controls should be carried out in parallel with good maintenance practices. Preventative maintenance should be programmed and emissions be routinely tested, including both gaseous and particulate pollutants and compared against defined criteria. According to McGinn, 2002, there are a number of fundamental tools necessary to carry out preventative maintenance. These are outlined in maintenance guidelines and best practices for diesel engines in underground mining produced for the Diesel Emissions Evaluation Program (DEEP). An effective diesel emission management system needs to be fully integrated within the Safety and Health Management System. These requirements are further discussed in this paper.

The results of laboratory characterization of tailpipe emissions for three “clean” engines that meet U.S. EPA Tier 4 final emissions standards were used to assess the viability and effectiveness of repowering existing engines and powering new mobile equipment with those engines as a control strategy for reducing exposure of underground miners to diesel aerosol and criteria gases. The evaluated engines were representative of those that achieve the emission standards through implementation of various in-cylinder emissions control strategies, use of crankcase filtration, and use of three types of exhaust aftertreatment systems: (1) diesel oxidation catalytic converter (DOC), (2) combination of DOC and the full-flow wall flow monolith diesel particulate filter (DPF), or (3) combination of DOC, diesel exhaust fluid (DEF) based selective catalytic reduction (SCR) system, and ammonia slip catalyst (ASC). The study showed that the highest reductions in concentrations of diesel aerosols in underground workings, in terms of both mass and number, could be achieved if the engines, preferably in all power classes, are fitted with viable DPF systems. The use of U.S. EPA Tier 4 final engines equipped with DOC and DOC/SCR/ASC systems could help operators to considerably reduce mass, but not number concentrations of aerosols. The emissions of two of the evaluated engines, one equipped with DOC and the other equipped with DOC/DPF systems, were characterized by substantial secondary NO2 emissions that would limit the viability of those engines for underground mining applications. It appears that the catalyst formulations used in the exhaust aftertreatment systems of the “clean” engines marketed to the underground mining industry need to be formulated to minimize the potential for generation of secondary NO2 emissions. The results indicate that the engines fitted with viable SCR/ASC systems present a low-NO2 alternative. All three “clean” engines were found to have low CO output. Therefore, due to nuances associated with the use of diesel-powered mobile equipment in underground mines, special attention needs to be paid to the selection and potentially optimization of “clean” engines for underground mining applications.

"A t remote locations typical of mines and associated ore processing plants, diesel electric generators are ideally suited for power plants due to their inherent operating flexibility, efficiency and reliability. In recent years rapid escalation in fuel and related transportation costs has made extensive waste heat recovery from generating sets financially attractive to a much greater extent than previously.The paper outlines key considerations during planning and design stages for utilizing the various waste heat sources available to best advantage. Based on two /980 mining projects built in the Canadian Arctic, data is presented on potential operating and capital costs savings. A review of heat balances, engineering flow diagrams and major equipment selections for process and building heating systems utilizing waste heat is included.IntroductionResource projects increasingly occur in remote areas requiring on-site self sufficiency in electrical power generation. For such projects, the low- or medium-speed turbo-charged diesel engine is very often the preferred choice as a prime mover for the generating sets . It is inherently reliable, has good response to load changes and has comparatively high fuel efficiency over a wide load range . From a project execution standpoint, It is capital cost- competitive and procurement lead-time normally ' fits ' within tight schedule constraints. In addition, its potential for waste heat recovery is excellent , particularly in northern climates where space heating requirements are usually substantial, and also where there a re requirements for heat for process and plant services.The high cost of fuel , with add-on transportation costs , provides a major incentive to fully exploit the available waste heat recovery potential o f such installations.As a result of the rapid escalation in the price of petroleum products following major crude oil price increases in 1973 and again in 1978-79, liquid petroleum fuels, having the desirable properties of comparatively high heat content and transportability, are no longer 'cheap' commodities and have become so valuable that industry has widely undertaken serious conservation efforts.Currently, it appears that petroleum cost trends of the 1970s may not continue, at least in the near term, and that we may see somewhat reduced energy costs for a time. In the longer term , and certainly within the life spa n of major projects, however, it is generally believed to be inevitable that these fuels will be increasingly expensive . Energy costs are today a major operating cost for remote minerals processing plants and will remain so for the foreseeable future.In order to meet the economic challenge posed by high energy costs, future projects should be thoughtfully planned from the outset with the goal of minimizing energy requirements and maximizing the use of waste heat recovery to meet such requirements. There is also considerable potential for significant energy savings by retrofitting of existing installations."

A culture-independent approach based on 16S rRNA gene clone library was used to analyze the bacterial community change both associated to the solids and in the liquid phase during pyrite bioleaching process. Phylogenetic analyses of 16S rRNA fragments revealed that the retrieved se-quences mainly related to genus Leptospirillum, genus Sulfobacillus and genus Acidithiobacillus. During the bioleaching process, genus Leptospirillum trends to grow associated to the solids while major of genus Sulfobacillus were in the liquid fase, only accounting little portion in the solids. Genus Acidithiobacillus can grow both on the solids and in the liquid phase, but accounting high portion on the solids.

Severe disasters have struck Japan in recent years. Following these disasters, construction robots have played important roles in investigation and restoration work in the disaster regions. To be applied in this way, construction robots require many functions according to the purpose of their use in each case. There are clear differences in the functions and usage conditions required by investigation robots and those required by execution robots. These differences will be important when designing and operating construction robots in the future. This report introduces a volcano exploration robot and unmanned execution system as examples of construction robots used for investigations and executions respectively. Based on this, the report organizes important characteristics of construction robots and explains differences in the concepts of disaster investigation robots and disaster restoration robots. Because they are used in harsh natural conditions and do not have any execution functions, efforts are made to clarify the fact that investigation robots have to overcome many problems such as mobility. When a construction robot is used, the scenario of the operation of the construction robot (execution plan) is extremely important, and in addition, it is necessary to clearly define the way it will be used according to the purpose of its use and specification conditions. In a plan for an unmanned execution system, it is possible to mitigate several strict prerequisite conditions by proposing a well-constructed execution plan. For example, the execution efficiency of an unmanned execution system can be improved by effectively using a temporary road.

Australian mining and engineering companies have increasingly been investing in the mining industry in Brazil. It is a country of enormous mineral and agricultural wealth, with a well-established mining sector. Some Brazilian mining companies and personnel have been journeying in the opposite direction. There are significant differences in the approaches to engineering between the Australian and Brazilian industries that can cause confusion for companies operating in the other country. These range from differing expectations during the various stages of feasibility studies to style of plant and contracting strategies during the construction phase of projects. Some of the differences are driven by tax regimes, labour costs, or different settlement patterns. Others are the result of different histories and pressures on the industries in the two nations.This paper describes some of the differences in approach found in the two countries and some of the reasons for them.

"This paper gives the overview of different alternatives to recycle the following wastes: slag, dusts, wastes of electric and electronic equipment (WEEE) and auto shredder residues (ASR). Based on modified Bogue calculations, steelmaking slags were combined in order to produce a belite-rich clinker activated with sulphoaluminate. The EAF dusts containing significant amount of metals can be recycled in different ways: The carbothermal treatment and INTECT process are reported. The results obtained from the model of Auto Shredder Residue injection into blast furnace show that ASR can be used as reducing agent in the BF process if certain conditions are met. The particle size of this material must be controlled to ensure optimal gasification of the material in raceway. The non-ferrous contents may affect the pig iron quality, which is difficult to rectify at a later point. It seems the pyrolysis is the most attractive process to handle ASR. The BRGM flow sheet of WEEE treatment is also reported.I. Introduction The activities of human been may generate wastes and by their accumulation during several years, these wastes may have an impact on the environment and on the human health. These wastes can be generated in the forms of solid, liquid and gas. A variety of industrial wastes can be recycled for use as products. There are three ways in which industrial waste recycling occurs: at the facility itself (on-site recycling), at commercial facilities that gather waste streams from several companies (off-site recycling), and at a company that uses as inputs in its production process the waste products of another company. The industries producing iron and steel may generate different solid wastes which are classified in three main categories: 1. Ferrous material (mainly dusts and sludges from gas cleaning), 2. Slags (these by-products are generated from different process stages), 3. Others by-products (including refractories and material generated from engineering activities). According to this review, the most quantity of the metallurgical wastes is deposed. Currently, the public opinion opposes the creation of new sites. This leads to the growth of the waste disposal costs. Such situation reduces the enterprise competitiveness and decreases their market share on regional and/or national and/or world scales. In 2017, Bauer Foundation Corp. (BFC) was awarded the contract to install the deep foundations for the new 17-story Hotel Tower and the Low Rise Casino Expansion at the Seminole Hard Rock Hotel and Casino in Tampa, Florida. The site was underlain by extremely challenging Florida Limestone geology and surrounded by occupied existing buildings and infrastructure. To overcome the challenges of the difficult subsurface conditions, and to successfully complete the foundation installation without impact to the surrounding buildings and casino operation, Langan Engineering (EOR) and BFC were required to modify both the design and installation techniques during construction. The scope of work included 147 temporarily cased drilled shafts to depths up to 230 ft (70 m) below ground surface (BGS), 76 permanently cased micropiles up to 200 ft (61 m) BGS, and more than 300 augered-cast-in-place (ACIP) piles up to 125 ft (38 m) BGS. Voids and zones of high permeability in the limestone created many challenges for execution of the foundation scope including ACIP piles overbreaks of more than 400% above neatline volume, and construction induced ground subsidence/collapses adjacent to structures supported on shallow foundations. This paper will discuss site limitations, design and construction challenges, difficult geology, varied soil conditions, and lessons learned. PROJECT The project is located at Seminole Hard Rock Hotel and Casino Tampa, Florida, as shown in Fig. 1. Seminole Tribe, the owner, started the construction of a new 17-story Hotel Tower and the Low-Rise Casino Expansion at the beginning of 2017.
