1. Domestic Production and Use: In 1974 twelve companies operated 31 primary aluminum reduction plants, three firms accounting for 64% of production. Washington, Oregon, and Montana accounted for 32% of the total production; Gulf Coast States, 24%; Northern States, 33%, and other Southern States 11%. Output of primary metal in 1974 was valued at $3.4 billion. About 80% of the secondary recovery was from new aluminum base scrap and 20% was from old scrap. Aluminum consumption by 25,000 firms was centered in the East Central United States. Of aluminum consuming industries in 1974, building accounted for about 27%; transportation 19%; electrical, 13%; packaging, 15%; and consumer durab1es, 9%.

The successful reuse/recycling of refractory materials after removal from industrial service is limited because of contamination, the low value of spent materials, the low cost of virgin raw materials, the lack of driving forces such as regulations or taxes, and low disposal costs. Most spent refractory is disposed in landfills. Concerns over future liability for waste materials, corporate images, and IS0 14000 have helped to encourage recycling at some companies. The recycling practices and application for spent refractory materials at facilities successfully recycling used refractory materials will be discussed, with emphasis on similarities.

Granulation systems are customarily viewed as problem areas in metallurgical operations. The inherent risk of explosion when combining a high temperature melt with water creates a safety hazard. Separation of the granulated material from the quenching medium generally involves equipment that can have significant maintenance and operating costs. Granulation systems' reliability and availability can negatively affect the plant production. Against this background, granulation systems have been treated by design firms and producers as an add-on and a necessary evil. The technology is becoming better understood and solutions to common problems are being found. This paper will discuss typical problems in common systems, and some of the improvements that have been made, with particular reference to non-ferrous applications.

It is common practice in Appalachia, when extending the life of an existing mine, to acquire the adjacent reserves and extend the existing mine into it. Also, often the existing mine is renovated to accommodate the new conditions. The existing mining system and the track and belt haulage systems may be modified while the new property is integrated into the old one. All of these changes create new constraints for the mine ventilation system (M.V.S.) that require proper planning and control procedures. The authors describe and present the study that was carried out for the ventilation system of a newly expanded underground coal mine located in the Appalachian coal region. Discussed first is the process of correcting the ventilation system of the existing mine. Then, some of the stages of controlling the expanded system are discussed. Finally, numerical data for these steps are presented.

The Federal Government's White Paper on Tax Reform received further major criticism in the reports of the Committees of the House of Commons and the Senate, which recently completed a lengthy review including public hearings of the government's proposals. These reports both criticized the emphasis placed by the White Paper on its concept of tax equity rather than on a system which would promote economic growth. However, the Finance Committee of the House of Commons was prepared to accept, with modifications, a number of the White Paper's key reform proposals. The Senate Finance Committee was more critical of the basic thrust of the tax reform program and recommended that a modification of the existing tax system would be more appropriate to Canada's needs. Both Committees re-commended a more favourable treatment of mining income than that originally proposed in the White Paper, and to some extent both Committees suggested proposals that were even more favourable to the industry than those set out in Finance Minister Benson's amended proposals made in August of this year. This article out-lines the principal recommendations and comments in the reports of both the House of Commons Committee and the Senate Finance Committee.

"This paper describes a case study that illustrates how detailed geological engineering results were communicated to address a range of stability challenges in a producing mining environment. Instead of using standard geological engineering terminology, findings and recommendations were communicated as mine design options and mining responses to accommodate possible slope instabilities and associated risk. The resulting medium- to long-range mine plan integrated the potential slope instabilities and associated mining responses to provide a higher probability of planned resource extraction. It also reduced the potential for long-lasting production and processing delays.RÉSUMÉ Cet article décrit une étude de cas illustrant l’intérêt de la communication de résultats détaillés de géologie appliquée pour résoudre un éventail de difficultés relatives à la stabilité dans un environnement minier en production. Il réduisait également la possibilité de retards durables dans la production et le traitement.INTRODUCTIONSlope failures in an active mining operation are unscheduled but expected events, in the sense that the geotechnical design often assumes the potential for slope failure but cannot predict exactly when a failure will occur. Unfortunately, the geotechnical engineering cycle—characterization, slope design, displacement monitoring, instability management, and failure remediation—that is necessary to manage slope-failure risk is not always well known or understood outside the geotechnical engineering profession. The first introduction many personnel have to geotechnical engineering is when a slope failure starts to develop and appears to threaten the safety and livelihood of their workplace.At that point, the task of communicating the risk management of slope failure falls to the geotechnical engineer, who must summarize analytical methodology, design concepts, monitoring trends, and analysis results, frequently to an audience with limited exposure to the geotechnical field. All too often, the response has been to present a risk-management plan in the vernacular of geological engineering— using terms such as factor of safety (FOS), pore-pressure reduction, and slope unloading—instead of expressing the problem and solution in more readily understood mine production terms."

The Mine Health and Safety Act No. 29 of 1996, as amended, embeds an occupational health and safety management system that facilitates communication between representatives of the state, capital, and labour. In underground mines, two communication loops between these role players serve to separate the production chain of command from the political tripartite relations. Worker-elected health and safety representatives are involved in both communication loops, but are severely constrained in escalating their occupational health and safety concerns to the legalpolitical level. This has a direct bearing on the exercise of the Right to Refuse Dangerous Work (RRDW). As previously reported, health and safety representatives were found to primarily consult their production supervisors in preference to their trade-union representatives. This follow-up article presents production supervisor perspectives on the RRDW. The study demonstrates how, for mineworkers, the two distinct communication subsystems constrain, rather than facilitate, implementation of the RRDW.

The present struggle for economic and industrial supremacy by the Communist world is against the United States, its main target, and the other Free World nations. The basis of industrial power is minerals, so the Communist nations are building up mineral production within their borders, often regardless of costs, and are acquiring quantities of mineral products from Free World countries for future use. They are contracting for additional supplies and advancing funds for the development of these quantities. A number of the less developed mineral producing countries of the Free World are being infiltrated by Communists and Communistic influence. This situation is well known, but as yet little has been done to oppose these activities or to awaken the public to their seriousness. The Communist countries are still far behind the Free World Nations in production of many essential minerals. But, shortages are being made up from Free World nations in exchange for petroleum, manganese ore, chromite and other products. Restrictions on shipments of strategic materials to Communist countries have not been maintained.

The world's largest gold heap leach operation, Minera Yanacocha has installed community assistance programs in Peru concerned with health, education, electrification, agricultural assistance and road improvements. The programs are conducted with joint venture partners consisting of the company, the community people, the contractors and suppliers, government and non government organizations and a ladies association composed of the employees' wives and female staff.IntroductionThe l 990's is the decade highlighted by enormous investments in mineral exploration and mining projects in the developing world. Context ? Community engagement has become an increasingly significant and challenging part of mineral exploration and mine development; indeed, opposition from communities proximate to a proposed mine site has been known to derail technologically- and financially-sound projects. ? These cases suggest that mining firms need to better understand how to engage constructively with local communities in the pursuit of their claims. ? While a range of publications exist promoting various community engagement strategies, these recommendations, when viewed as a whole, are disjointed and largely untested in real development contexts. Aims of Presentation 1. Synthesize industry, NGO, government and academic publications focused on community engagement best practice in order to highlight those practices that are most commonly recommended. 2. Review the (Canadian) mining industry?s experience with some of these strategies based on existing case material in order to identify the extent to which commonly prescribed strategies are used and validated in practice.

Mining companies are not ill-informed on the topic of community health. There have been a number of research studies that have illuminated community health issues associated with mining, especially in the western Canadian province of British Columbia. However, what is missing amongst the literature is the perspective of mine managers and mining executives on this topic. This is important as mine managers and executives face a number of issues related to community health and are under pressure to consider the topic in more detail. This paper presents results from an exploratory qualitative investigation based on grounded theory research techniques into current community health considerations from the perspectives of mine executives and mine managers working in Western Canada. Interviews were conducted between February and May 2012 with 11 mining versus ten mining executives and managers who represented operating mines or mining umbrella organisations in Western Canada. Participants report on general community health issues that are perceived to be important, the perceived role that the mining sector should play?in contributing to community health and how this differs in Western Canada as compared to locations abroad, and?risks companyÆs face in making community health contributions. This paper concludes by drawing attention to pressing health needs that are present in Northern, rural and Aboriginal populations in Western Canada and provides a platform for future research initiatives focused on improving the health and well-being of communities associated with the mining industry. An empirical equation is presented for the maximum airblast from unconfined charges. This has been tested at a number of sites and with charges ranging from 0.1kg to 311kg. The equation is developed to predict community response to potential explosive test range sites and the testing has added to our knowledge of the effectiveness of mitigating measures. The first site had 10m to 15m high walls that were intended to ameliorate the airblast. These walls functioned to a limited extent and reduced the airblast levels by 2dB to 5dB. The airblast was affected somewhat by topography. Noise levels at the nearest residences exceeded 130dB for charges larger than 1kg, whereas the vibration levels were very small. Formal complaints were received where the airblast level exceeded 128dB as per conventional expectations. Pedestrians and pets in the suburbs were startled by the blasts, emphasizing that the community response is much more sensitive to noise and airblast than vibration levels. The maximum airblast levels were too high for this site to be used on a regular basis. At another site, the airblast levels were significantly increased downwind by up to 10dB due to a moderate wind. A third site, at a quarry, produced unconfined airblast levels beneath the derived limits, but are much higher than the normal quarry blasting. By involving community forums there were no complaints, possibly due to desensitization by the normal blasting activities. The study has highlighted new areas for research in understanding the effect of noise, air blast and vibration on the low cost and informal housing typical in South Africa

Plans are underway to extend commuter rail service underground into downtown San Francisco. The Salesforce Transit Center (STC) was completed in 2018 and will serve as a new transit hub, including a commuter rail station after two future connecting tunnel segments are completed. The northern segment, known as the Caltrain Downtown Extension (DTX), which will extend the rail line from its current terminus at 4th and King Streets to the STC, is currently in Preliminary Engineering. The southern segment, the subject of this paper, is a 1.6-mile tunnel known as the Pennsylvania Avenue Extension (PAX), which is currently in the pre-environmental planning stage, with alternative alignments under evaluation including single bore versus twin bore options. This paper discusses project challenges, including highly variable tunneling conditions in soil and rock, a congested urban project site with limited space for construction staging, alignment crossings of large existing buried infrastructure, and complicated interfaces with future and existing rail operations.

"During the early development of the Mattabi Mine in 1970, discussions with the Ontario Government revealed their policy of prohibiting, as much as possible, the development of new, isolated, single-industry townsites. Subsequently, Mattabi located its first housing in the Township of Ignace, which is situated 50 miles from the site of the mine and plant. Over 200 employees now commute 100 miles daily to and from work.This paper describes the experience gained and discusses the advantages and disadvantages of a remote townsite."

One of the concerns with locating radioactive waste storage sites in salt deposits is how to permanently seal the underground storage areas once they have reached their storage capacity. The compaction of salt using explosives has been identified as a potential method of producing permanent seals in both entryways and shafts to storage areas. This paper describes the test procedure and results of a preliminary investigation to determine the feasibility of utilizing explosives in the compaction of salt. Three simple tests were carried out to measure the degree to which loose salt could be compacted.

"In August 2013, the Appraisal Practices Board of the U.S. Appraisal Foundation issued its “APB Valuation Advisory #4 - Identifying Comparable Properties,” which contains analysis and examples that may suggest a broader meaning of the term “comparable properties” than is current convention in real property value appraisal in the United States and internationally. The advisory is directed at the appraisal of real property of all kinds, including interests in mineral properties, as indicated by the inclusion of two mineral property appraisal papers in the appendix that lists suggestions for further reading.This paper firstly reviews as background the historical meaning of a comparable property, with its perceived constraints, against real-world examples of transacted mineral properties that are adjusted to subject properties to provide market value indications. The advisory’s findings are then examined and evaluated as to whether they may influence and benefit the work of mineral property appraisers, particularly in situations where their sales comparison analyses may be challenged. The conclusion is that the combination of constraints that the advisory’s findings specify for use of the term “comparable” will for mineral properties be met infrequently or rarely. As a result, mineral property appraisers are advised to avoid using the terms comparable or “comp” when referring to transactions of mineral properties that they analyze to derive data for appraising the value of their subject mineral properties. IntroductionA mineral property appraiser rarely finds a sale of a mineral property that meets the literal meaning of the term “comparable sale,” by being directly comparable to the subject property of the appraisal in all factors of significance in the determination of the value of the property interest being appraised. Real estate appraisers have long used a more liberal interpretation of the meaning of comparable sale and its commonly used abbreviation, “comp.” Real estate appraisers compare sales to their subject property on the basis of price per hectare or acre of land and price per square meter or square foot of building floor area. Adjustments totaling to within the range of +30 to -30 percent from the sale property to the subject, before factoring in the property area, have generally been viewed as appropriate for the sale to be considered a comparable sale."

INTRODUCTION AND SUMMARY With respect to the geomechanics aspects, the primary technical objectives in mining by an undercut-cave method are to achieve a controlled, sustained caving of the mineral body and to remove the fragmented ore with a minimum of dilution from surrounding unmineralized rock, while maintaining stability or control of the rock structure around the access openings. The structurally ideal ore body probably does not exist. If the rock mass is so weak as to cave on a short span, it may tend to be too sticky for easy drawing and handling, or create special problems in regard to support of the access openings. If the ore is strong, caving may be difficult and the caved fragments may be of such a large size as to require special equipment for transferring the ore from the caved zone. Given enough time and money to generate data and conduct trials, engineering and ingenuity can devise an appropriate combination of mine layout, sequence of extraction, and mechanical equipment to achieve a technically successful caving extraction operation to meet the foregoing requirements in many types of deposits. The large capital investment involved, however, reduces the freedom to make major changes once the mine development is well under- way, and the penalties for failure to accurately anticipate operating conditions militate against selecting any but the most obvious candidates for mining by an undercut-cave method. The demonstrated capability to extract large, deep, economically marginal deposits by this low-cost, high-volume method of mining provides an incentive to develop a rationale for predicting the cavability and stability characteristics of a deposit prior to mining, so that the undercut-cave method may be extended to a much wider range of mineral deposit characteristics. The ultimate goal is to establish as explicitly as possible the quantitative interrelationships between the measured rock-mass characteristics, the caving span, the size distribution of caved ore fragments, and the sizes and locations of stable access openings. Lacking an understanding of these relation- ships, a designer may readily change some factor in the wrong direction (e.g., excessively reduce the distance between the extraction level and the undercut to increase the convenience of operations for the undercutting crew, increasing the frequency of repairs to the extraction-level support system) or create unnecessary problems elsewhere in the system by introducing a design change that can achieve only minimal improvement in the factor of direct interest (e.g., unnecessarily complicate the ore-transfer system by changing the orientations of the openings, with- out succeeding in the objective of improving the ground support conditions). Although successful predesign is the prime objective, subsequent modifications in mine lay- out and sequence of extraction operations are inevitable. In developing the modified solution, systematic experimentation based on an understanding of the underlying structural relationships, coupled with monitoring measurements of selected diagnostic structural-behavior parameters, can achieve an acceptable solution in a minimum number of steps, which is far superior to the typical operational trial-and-error approach, in view of the cost of implementing each successive change. Since a drill-core sample of ore rock from a successful undercut-cave operation may exhibit a uniaxial crushing strength in excess of 100 MPa, the caving of such a rock mass is now commonly believed to be ascribable to the presence of discontinuities such as joints or fractures throughout the ore body. An essential part of the present investigation was therefore to characterize the natural discontinuities at each of the test sites by measuring their attitudes and spacings. The term "fracture" is used herein in a general sense to include any planar discontinuity without implication as to its suggested mode of origin. Most, but not all, of the fractures are properly termed joints. As a point of departure we may consider the possibility that the rock mass is transected by three families of joints, each family possessing a distinct orientation, such that parallelepipeds of intact rock are delineated by the jointing. Even if cementation is absent between adjoining parallelepipeds, the undercutting of the rock mass will not necessarily initiate sustained caving--owing to the all-around confinement, an arch may tend to stabilize over the undercut unless prevented from doing so by the failures of key blocks of intact rock.
