Discussion held at the sessions of the Canal Zone meeting, November, 1910. [SECRETARY'S NOTE.-As a result of this discussion, an expression of opinion covering all points of unanimous agreement was adopted and signed by members of the Institute party as individuals. This statement, which was printed in the Bulletin of December, 1910, is reprinted below, as an introduction to ,the detailed report of the discussion. It should be clearly understood that it does not constitute an official declaration by the Institute, the rules of which forbid any such action. At the New Haven meeting of February, 1909, a free discussion of the plan of the canal took place, in which the critics of the present scheme had full opportunity to state their views. That discussion was continued at considerable length in the newspapers ; but the Institute was never committed to either side. In this latter instance, the situation is precisely similar. Certain members and guests of the Institute, having had the advantage of later developments and of personal inspection, have expressed the conclusions at which they have arrived on their own responsibility ; and these conclusions are published by the Institute, subject to further discussion, like any other part of its proceedings. The general statement referred to contained a promise that the full discussion, of which it was a result, would be subsequently printed ; and this promise is fulfilled, so far as practicable, in the subjoined report, concerning which I beg to offer the following explanations: 1. It is made up of the remarks of the members of our party, as subsequently written out and mailed to the Secretary. 2. In editing these contributions, I have condensed the material considerably by cutting out much repetition of opinions and phrases ; and in such excision, I, frankly confess, the authors whose communications were delayed, have been the sufferers. Nevertheless, there is a good deal of repetition left, as there must be, when so many persons had talked so much, and come to agreement upon so many points. 3. It has been found impossible to preserve in this report the actual order of the free and informal oral discussion represented. Consequently the several contributions have been arranged in alphabetical order under the names of their authors. A parachute-type stopping intended for changing the course of mine ventilation air during mine emergencies has been designed and tested. Some production uses are also visualized for metal mines. Preliminary tests in the laboratory and underground indicate that the parachute stopping is a workable concept, but further developmental research is required.

Technological advances in mine equipment and milling processes have enabled mining companies to exploit ever lower grades of ore. The result has been larger disturbances, greater volumes of waste, a complex web of infrastructure, and an overall trend toward mega projects that can extend over several square kilometers. This explosive growth in a mining operation’s disturbance footprint provokes an obvious question: What is it going to cost to reclaim all of this? At face value, this can be an enormous financial liability for a company, but since the timing of reclamation may be years in the future for many operations, these costs can be heavily discounted, thereby limiting the burden on the corporate balance sheet. Nonetheless, mining companies are eager to remove these liabilities as quickly as possible; conversely, regulators want assurance reclamation will, in fact, occur. How might one bridge these competing interests? Navigating the practical and financial requirements of a post-closure landscape requires foresight, judgement and assumptions; however, companies that do not adequately plan for these future expenditures when there is no offsetting income stream will likely face some difficult decisions. Simple risk analysis tools and utilizing the time value of money can help bring some clarity to this end-of-mine life phase.

The history and milestones in the evolution of support systems utilised in the mass-mined chrysotile mines of Shabanie and King are discussed in detail. The use of block caving, false footwall or sublevel caving mining methods brings with it some major support problems, which are exacerbated, in our low rock strength mining environments. The paper discusses the various support elements and systems that have been used successfully or otherwise in these operations. Some predictions for the future of rock reinforcing in our ground conditions are highlighted, in relation to geomechanics, levels of mechanisation and production risk analysis.

"THE EXPANSION of steel capacity is seldom spectacular. It may be for this reason that the remarkable progress made in Canada has not been generally recognized. In 1950, Canada's output of steel ingots amounted to 3,270,000 tons ( l ), which is a ll8 per cent increase over the tonnage produced in 1939. It can therefore be readily seen that Canada's growth curve for steel production is climbing at a rate paralleling her growth as a nation. It is by no means •an exaggeration of its importance to consider the steel industry as the cornerstone in the economic structure of Canada's manufacturing activities. From the humble diaper pin to the giant members of massive bridges, fortifications, and other steel structures, steel accompanies us as a necessary and inescapable companion in our journey through life. The Age of Steel has a literal meaning, and refinements in the manufacture of the products of steel are adapting it to more and more varied uses as time passes.The integrated iron and steel works of Canada fall into two natural geographical divisions. One has its base on the Great Lakes and draws its supply of •coal and some of its ore from the United States. In this division lie the works of the Algoma Steel Corporation, at Sault Ste. Marie, at the junction point of lakes Huron, Superior, and Michigan; and the works of The Steel Company of Canada, at Hamilton, on lake Ontario."

The Geita Gold Mine is located 80 km southwest of the town of Mwanza in the north-west of Tanzania and is 100 per cent owned by AngloGold Ashanti Limited. Open pit mining commenced at Geita in 2000. In 2011, the operation produced 494 000 oz at a cash cost of US$536/oz. This is a significant improvement from 2008, when 264 000 oz were produced at a cash cost of US$742/oz.A period of relatively poor operating performance at Geita was recorded over the period from 2006 to 2009. A period known at Geita as æthe turnaroundÆ commenced in 2009, and has been remarkable to say the least. Over the last couple of years the mine has embarked on a journey, which saw various interventions and initiatives. Among the key initiatives were Project ONE (which focuses on business process framework, systems for people and safety transformation), asset integrity, fatigue management and contract mining of satellite pits.Since the commencement of the turnaround at Geita, gold production has matched market guidance. The mine has returned to positive cash flow on the basis of strong performance on cash management, improved production and increased gold price.This paper explains some of the details of the mine operationsÆ improvements, how they were implemented, their relative contributions to improved mining performance and the path ahead to best practice. Before regulations governing the work on the mines, it was not uncommon in the Rand for a miner to die within a period of 2-3 years as the result of exposure to dust. This paper considers mine and tunnel conditions promoting silicosis and measures to avoid dust exposure in the Rand, South Africa.The relationship between blasting and lung lesions is explored. Evidence is presented that improved working conditions and lowered dust levels reduce the incidence of silicosis.

When the Paulsens operation was poised to be placed on care and maintenance, Bill Beament and the rest of the Northern Star Resources (NSR) team capitalised on the opportunity to send the Ashburton region’s only operating gold mine into the record books.A three-stage strategy was devised by NSR to pay off the acquisition and maximise the return from the operation. The first stage was to mine the 55 000 oz mine plan and pay off the cost of the acquisition, then maintain profitable production beyond the seven months and re-establish a mine life. The second stage involved an early commitment to a 220 m long diamond drill drive being placed in the hanging wall of the orebody from which the extensions of the orebody could be further explored, allowing the second stage of the plan to come into effect and extend the mine life by converting Inferred Resources into the mine plan. The third stage of the initial plan was to utilise this drill drive and continue to drill deeper holes beyond the current limit of drilling in the ore zones to extend the orebody and increase the mine’s life.With an ever growing desire to further expand, the young company took on the bold move of establishing its own mining services division. A critical element to the success of this was ensuring that the right people were recruited with the appropriate specialised skill sets.Aligning common goals amongst all NSR team members, from the board and senior management to the work force on site, was critical to integrate the new and driven direction that Paulsens had adopted. It was essential to change the focus and a shift in all employees’ attitudes and values from a mine that was all but down and out, to a site that wanted to be kicking some serious goals.Teaming together a passionate and driven leader with a strong allied workforce was always going to put NSR in the best position possible to make Paulsens the success story that it now is. But without the calculated risks and enthusiastic attitude, the little known mine site in the Pilbara might have remained just that.CITATION:Jones, C, 2014. THE Pembina oil field is in west-central Alberta, about 88 miles west-southwest of Edmonton. The field, about 35 miles long by T HE Pembina oil field is in west-central Alberta, about 88 miles west-southwest of Edmonton. The field, about 35 miles long by 85 miles wide, is the largest in Canada in areal extent, in the amount of oil in place and in the current producing rate. The discovery well was completed in the middle of 1953. The field has grown until its present area is 369,820 acres. There are 74 working interest owners in the field. Early in the producing history of the Pembina field a committee of operators was formed on a permanent basis. The Pembina Operators' Committee has established a permanent staff, which compiles and distributes pertinent field information on a regular basis to all participants. The Alberta Oil and Gas Conservation Board has dealt with field-wide problems primarily through this committee. Expansion of the field was rapid as shown by the number of wells completed -from 135

THE PENETRATION RATE BASELINE DILEMMA The penetration rate is the instantaneous advance rate of a TBM in a rock tunnel. Normally expressed in feet per hour. The production rate is the penetration rate multiplied by the number of hours worked and then factored by the actual utilization of the TBM. In a given rock formation, the actual production rate is a result of many factors some of which are within the control of the contractor and some of which are based on the route selected. Factors that are within the contractors control are cutter profile, frequency of cutter changes, thrust, rotation speed, cutter spacing and the efficiency of the operation. Factors that are site (route) specific are compressive strength, fracture orientation, fracture frequency, micro- fracturing, quartz content, Moh’s hardness, Cerchar Abrasivity Brazilian Tensile Strength and Youngs Modulus of the rock. In addition the following route speci?c conditions are beyond the contractors control; rockjointing, rock stress fault zones, water in?ow and rock decomposition; all of which effect production rate. Any one of the above defined rock properties, equipment specifications and actual operating usage will change the penetration rate. Furthermore, since the rock formation changes both in content and orientation as the tunnel advances, the penetration rate is constantly varying. The current industry practice in bidding tunnels is for each contractor to individually evaluate the rock hardness and other properties and from this information develop a penetration rate. All other factors being equal, the contractor using the most optimistic penetration rate will be the low bidder and be awarded the project. As this view is by definition optimistic, invariably the rock will be harder than the low bid assessment and the contractor will request additional compensation for the changed condition. The contractor will attempt to justify his optimistic assessment as reasonable by using expert supporting analysis. The above described example which is quite common at present in the industry tends to make the most optimistic contractor (at time of bidding) the contractor selected for the project whereas it is in the owners interest to contract with the most efficient contractor not the most optimistic. This situation is similar to the Geotechnical analysis that was prevalent in the industry over twenty years ago. Many projects have experienced a significant reduction of penetration rate from that which was originally estimated. In these cases the contractor often makes a claim for extra compensation based on the difference between the actual rock encountered

Mining and metallurgy have had a long history in China, and resources there have always been considered promising. Under the People's Republic of China (PRC), a remarkable industrial renaissance is underway that should further gain momentum in the years ahead. Rapid development of minerals have not only brought the PRC prominence in industrialization, but also in world affairs. Chinese mineral developments, especially petroleum, have been increasingly in the news. Oil and gas may have great potential, but a very large coal industry is already in existence. The steel industry ranks fifth or sixth in the world. The PRC is also prominent in fertilizer, cement, and salt production. The export metals are well known. Also, the country is buying heavily in nonferrous base metals. The need to know and the intense interest in the subject have prompted this study. The world significance of Chinese minerals is pointed out. The history of growth and PRC's mineral supply position are reviewed. Evaluations are made of policy considerations and regional and technical factors affecting mineral development. PRC's mineral trade and efforts to obtain equipment, supplies, and know-how are assessed. Specific reviews are made of major mineral sectors, including coal and power, oil and gas, iron and steel, nonferrous metals, industrial minerals, and fertilizers and chemicals. The overall outlook is summarized.

Provisions of adequate thrust Conclusions INTRODUCTION In South African gold mines some 100 million tons of rock are broken each year by drilling and blasting. Only minor improvements to this method of rockbreaking have been made since the general introduction of pneumatic rockdrills for stoping 50 years ago and, more recently, of drillsteels tipped with tungsten carbide. The combined total cost of drilling and blasting amounts to almost R0,50 per ton of rock broken, which is just short of one quarter of the direct cost of stoping or development. Rockdrilling accounts for about R0,25 of the total cost of rockbreaking, of which RO,12 represents labour costs and R0,13 the cost of drillsteels, rockdrill spares and power. Mine air compressors use over 7 X 108 kWh of electric energy a year, amounting to 7 percent of the total electric power used by the gold mining industry. The efficiency of percussive rockdrilling is, therefore, of considerable significance to mining costs. Over the past four years the Mining Research Laboratory of the Chamber of Mines of S.A. has been engaged in experimental studies of percussive drilling. These experiments were conducted at test sites on Robinson Deep Gold Mine and Vlakfontein Gold Mine, made available by Gold Fields of South Africa, Limited. Three rockdrills, designated types A, Band C, of different manufacture, were used in the experiments which involved the measurement of the following operating characteristics: 1. Throttle air pressure 2. Applied thrust 3. Penetration rate 4. Air consumption 5. Blows per minute 6. Drill steel revolutions per minute. The results of these investigations are presented in three parts. Part I, "The theory of percussive rockdrill operation" which provides a concise, mathematical description of the performance of a percussive rockdrill in terms of its principal mechanical dimensions and operating conditions, and an analysis of the bit and gauge wear of drillsteels. Part II, "Measurements of percussive rockdrill performance" in which the experimental results are presented in terms of thrust-penetration rate curves at different throttle air pressures and throttle pressure-air consumption curves, which are shown to agree well with the predictions of theory. In addition, data relating gauge wear on the drillsteel and penetration rate to the distance drilled are discussed. Part III, "Practical implications" in which an analysis of the status of thrusting devices is made and the benefits that would derive from using uptimum thrusts are discussed.

The Latrobe Valley is located approximately 150 kms east of Melbourne. Within a very small area there are 3 large brown coalmines and associated power stations, 3 large towns, and numerous smaller towns in the vicinity. The mines have been generating power for Melbourne and surrounds for the last 100 years, with two of the mines being owned and operated by the Victorian Government (State Electricity Commission of Victoria) prior to privatisation in the 1990s. All three mines were privatised with the expectation that the mine voids would be filled with water to become pit lakes, as the final landform/rehabilitation solution (Hazelwood Mine Fire Inquiry, Teague and Catford, 2016). It could be argued that until relatively recently, this was largely expected, by government and industry, to be the rehabilitation solution for managing the two key risks associated with the sites:  The geotechnical stability of the mine pits.  The prevention of fire – through covering coal batters with water. Transitioning away from mining economies requires collaborative, regional, innovative thinking with a multitude of stakeholders, from a wide range of government departments, industry, First Nations people and broader community. Closure planning and rehabilitation activities require a range of skills and experience, such as, closure planning, various scientific and engineering disciplines (pit water quality modelling, geochemical modelling, cover design, landform design, contaminated site etc), civil engineering, demolition etc. Some of these skills are similar, such as financial modelling, stakeholder engagement, contract and project management. But the majority are different to those required during the operational phase of a mine. These closure skills can also be lacking within government, with Departments more familiar with monitoring and compliance activities associated with operational facilities. Some key aspects that appear to be critical to planned successful closure are:  Collaborative regional and localised planning, with industry, government, community, First Nations and other industry, business leaders and entrepreneurs all involved in providing a smooth transition away from mining.  Well-defined and known regulatory pathways to achieve mine licence relinquishment assists in encouraging investment.  Appropriately skilled and experienced government and industry personnel.  Mining companies, who are committed to closure planning and provisioning from the earliest point in project planning.  Mine employees who are appropriately skilled and experienced in mine closure planning and implementation with access to all the relevant technical expertise required for the project. Areas like the Ruhr Valley in Germany provide good some examples of smooth processes that facilitate mine economies transition into new economies (World Resources Institute (WRI), 2021).

Ground control research for underground coal mining has progressed significantly over the past several decades. With this progression, and the ability to analyze and model underground conditions, underground working conditions have significantly improved. In order to progress further, the behavior of roof support must be known and be adequately modeled, such that models can be used for support design under different geological and mining conditions. This paper discusses the results from a research project funded by the U.S. National Institute for Occupational Safety and Health (NIOSH) and undertaken by Southern Illinois University Carbondale and Peabody Energy. The research involved installation of active and passive instrumented bolts in mines, recording relevant in situ data and then attempting to model the behavior of the bolts as mining progressed. Such calibrated models could aid in design of roof supports under different geological and mining layouts and thus, hopefully, further improve rock related safety.

This section of Minerals and Materials analyzes the following three factors affecting the recent performance of the U.S. and world mineral industries: 1) the health of the U.S. and world economies, 2) the level of interest rates and 3) the performance of productivity in both the U.S. mineral industry and the general economy. While these indicators do not exhaust the possible critical factors, they represent an initial attempt to probe some of the considerations underlying the performance of the U.S. minerals and materials industry. The U.S. and World Economies It is essential to analyze the state of the U.S. and world economy because the demand for minerals and materials is a derived demand; that is, since minerals and materials are used in the productive process, the demand for them is a direct function of the demand for the finished products of which they are a basic input. Thus, the demand for minerals and materials is directly affected by changes in present and planned consumption and investment expenditures. The past two issues of this publication have highlighted the generally discouraging performance of the national and inter-national economies. Briefly, the world economy is in the third year of the first long recession in recent history where inflation rates have remained above 5 percent. With many countries either unable or unwilling to support domestic spending while inflation continues, there has been a growing tendency to institute trade-restrictive policies to support domestic demand. The resulting weakened demand conditions in exporting nations have had a direct effect on the mineral industry.

The performances of ten field-scale experimental final covers were evaluated over an eight-year period. The covers were evaluated as part of the rehabilitation of acid generating coarse coal reject dumps and opencast coalmines in the Northern KwaZulu Natal province in South Africa. The main purpose of the experimental covers was to restrict rainfall infiltration into acid generating coal discard. The mean average rainfall over the monitoring period was 839 mm with 84 per cent occurring between October and April. The average evaporation was 2100 mm. The site is described as a ædry siteÆ since the evaporation exceeds rainfall by a significant margin. Approximately 30 per cent of rainfall infiltrated the uncovered cells. Rainfall infiltration into the fine coal discard was reduced to 20 per cent and 15 per cent for a 300 mm and 500 mm cover respectively. Infiltration was reduced to ten and 12 per cent of rainfall for fine coal discard provided with a 1000 mm double soil cover and a compacted bottom layer. This relatively high infiltration was probably caused by moisture being entrapped in the bottom retentive layer, and not being released by evapotranspiration. The best performing cover comprised 1000 mm single soil with a compacted bottom layer and infiltration was reduced to four per cent of rainfall. Rainfall infiltration into sloped cells varied between seven per cent and 14 per cent of rainfall. The computer software, SoilCover, was used to predict infiltration and moisture content in the cover. Predictions of rainfall infiltration were accurate, but were less accurate for covers where the hydraulic properties of field compacted soils were not adequately characterised. Oxygen ingress was significantly reduced for cells provided with a 1000 mm cover. Oxygen concentrations were generally below one per cent, with the exception during exceptionally dry periods when the cover dried out, resulting in increased oxygen ingress. For other covers, and the uncovered cells, oxygen concentrations were close to atmospheric concentrations. During the eight-year monitoring period, acid breakthrough occurred in five of the cells, including three uncovered cells, one cell with a 300 mm cover and one sloped cell. In contrast, cells covered with 1000 mm, bottom compacted soils shows a marked improvement of leachate quality, indicating that sulfide oxidation processes have been slowed. There was a distinct relationship between oxygen ingress and leachate quality for all of the cells. No cover degradation was evident over the eight-year period, except for some erosion observed on a sloped cell. The results indicate that the onset of acid drainage can be delayed by perhaps hundreds of years and salinity loads can be reduced by more than 90 per cent, if coarse coal reject dumps in the KwaZulu-Natal provinces in South Africa are provided by an adequate cover system. These research outcomes can be extrapolated and applied to other dry site regions where similar materials are being considered.

IN 1934 Newfoundland, after extravagant operation based on exaggerated ideas of what she had to work with, became bankrupt, ceased to be a self-governing Dominion, and passed into the hands of a Commission. Since the days of Dawson, Canadians have been taught that no country in the world is as rich as their own. This idea has become a religion; contrary views are heresy, and are suppressed even by technical organizations and government departments. Following the alleged habit of the ostrich, we have buried our heads in the sand and have refused to face the facts. This policy of "to have today and to hell with tomorrow" is now bearing fruit. After forty years of operation on the basis of unlimited natural wealth, with resulting over-expansion, wholesale depletion of capital assets, and huge borrowings, we are, now that our wealth has been shown to be very limited, face to face with the status of Newfoundland. Already, in this Province, commission government of bankrupt municipalities is not uncommon. The ostrich is referred to as the most foolish bird in the world. That is not the case-no ostrich ever hid his head in the sand. In the clear air of his home on the South African veldt, an area characterized by low bushes, he is a conspicuous object. When danger approaches, he lowers his head; matches his background, the bushes; and danger passes him by. This leaves the Canadian, with his head still in the sand, to fill the r61e cast for the ostrich. Fortunately, a few Canadians never did get their heads covered; others are getting them out far enough to see what is going on. Their comments are very much to the point. "Nowhere in the world," says Mr. Meighen, "has more harm been done to any country by an exaggeration of its resources and potentialities than has been done in Canada'.

The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a mans by which public desires - pursuant to social objectives such as environmental protection and occupational safety - can be achieved. The paper assumes that environmental control laws will not likely be repealed, that regulations to implement the intent of these laws are here to stay and thus the paper seeks to assess how regulations are administered at various levels of government pursuant to objectives. The regulatory process by which governmental authorities acknowledge and, in turn, permit the location, construction, and operation of large scale energy-related facilities has become extremely detailed in recent years. One example of the detail that is entailed in the regulatory process is the number of permits that must be acquired by operators prior to the construction and operation of energy-related facilities. It has been estimated, for example, that 75 permits are required prior to the opening of a new coal mine in Pennsylvania while 50 are required in Kentucky. From the perspective of facility owners and operators the regulatory process often appears overly complex and may be perceived as a constraint to the corporate decision making process. From the perspective of those responsible for administering regulations, the process is perceived as a means by which public desires-pursuant to social objectives such as environmental protection and occupational safety-can be achieved.
