The National Institute for Occupational Safety and Health (NIOSH) conducted a monitoring field study to optimize the rib control plan in a room-and-pillar coal mine. The study mine is located in the Central Appalachia coal basin. Two monitoring sites were selected at different sections in the study mine. The selected sites have different overburden depths and geologies. The instrumentation plans at study sites include borehole pressure cells installed at various depths in studied pillars, rib and roof extensometers and load cells mounted on number of the rib bolts. The instrumentation results and observed geology for one of the study sites showed great potential for optimizing the rib bolt plan at that section of the mine. Therefore, a rib support optimization study was followed using numerical modeling technique. A calibrated threedimensional model was developed using the instrumentation results of the optimization section. The calibrated model was used to determine the optimum rib support for expected overburden depths and rib heights. Baseline rib bolt patterns were assumed for the optimization study. Additional rib bolts, above and beyond the baseline bolting parameters, were outlined and identified as solutions to contain the rib fracturing identified by the modeling results.

TITANIUM-RICH ilmenite deposits, situated in the Allard Lake area in Quebec some 400 miles down the St. Lawrence River from Quebec City and 28 miles north of Havre St. Pierre on the north shore of the Gulf of St. Lawrence, are undergoing an intensive development program by the joint efforts of the Kennecott Copper Corp. and The New Jersey Zinc Co. Easily accessible ore, amounting to about 125 million long tons and carrying from thirty to forty per cent titanium oxide, has been delimited. Plans are being made for construction of an electric smelter at Sorel, on the south bank of the St. Lawrence midway beween Montreal and Three Rivers, which will produce 650 long tons of high-grade titanium slag and 500 long tons of iron per day from 1500 long tons of ore. Occurrence of ilmenite ore in this area has been known since J. A. Retty reported his geological work in the lower Romaine River area for the Quebec Bureau of Mines in 1941. In this report Dr. Retty mentions the presence of anorthosite rocks, some of which were rich in ilmenite. Claims were staked by several interests but the small showings and complex metallurgy were too formidable for any organization not adequately equipped with capital, metallurgical knowhow, and market outlets. However, Kennecott became interested and through a newly formed Canadian subsidiary, Kennco Explorations Ltd., options were taken up under the direction of A. H. Robertson. Many gold producing states are requiring rinsing of spent heaps to render the leached ore compatible with the environment and are placing restrictions on effluent pa, cyanide, and metals concentrations. Parameters which may affect efficient rinsing of heaps have been investigated by the U.S. Bureau of Mines in laboratory column studies. Rinse profiles for cyanide, metals, and pH as a function of the volume of water passed through the spent ore are presented. Fresh water rinsing of spent ore in columns showed that rinsing of cyanide was not affected by the rinse solution application rate. Interrupted rinsing with a rest period between applications reduced the volume of water required to meet effluent cyanide concentrations. chemical oxidation of the effluent with recycle of the rinse solutions reduced effluent cyanide concentrations and the volume of waste solution generated. Water rinsing was not successful in reducing the alkalinity of the cement agglomerated ore. A dilute acid solution had to be applied after cyanide removal to reduce effluent pa levels to specified limits.

Cerro Colorado lies on the eastern edge of the Atacama Desert in the foothills of the Andean Cordillera of northern Chile. Compañía Minera Cerro Colorado SA (CMCC) operates Cerro Colorado. CMCC, headquartered in Santiago, Chile, is wholly owned by Rio Algom Ltd., of Toronto, Ontario. Cerro Colorado is located 120 km (75 miles)east of the port city of Iquique. Access is by 30 km (19 miles) of paved highway and 70 km (43 miles) of upgraded road. The mine site is located at an altitude of 2600 m (8531 ft) on a gentle west-sloping plateau adjacent to a deep canyon (Quebrada de Parca) to the north. Temperatures are moderate, ranging from 5° to 30° C (41° to 86° F) with an average annual rainfall of 20 mm (0.8 in.). The plateau is generally covered with 20 to 30 m (65 to 100 ft) of Quatemary sand and gravel overlaying bedrock. In the immediate vicinity of the Cerro Colorado deposit, a semicircular embayment has been eroded into a steep canyon wall that cuts through the surface gravels to expose a considerable section of the underlying bedrock.

The Rio Blanco massive hydraulic fracturing demonstration has been undertaken by the Bureau of Mines, Atomic Energy Commission, and a group of 15 industry participants. CER Geonuclear Corp. has been retained as program manager to evaluate the stimulation effects of very long fractures, suitably propped open in thick sections containing multiple intervals of low-permeability gas-bearing sands. The zone of interest for this demonstration includes Fort Union and Mesaverde sands from about 5,800 to 8,.200 feet deep in Rio Blanco County, Colo., about 1 mile from the site of the May 1973 triple nuclear detonation aimed at stimulating production from the same reservoirs. Drilling the test well and evaluating the reservoir prior to fracturing was funded by Government participants; fracturing and production testing will be funded by industry. The test well has row been completed at a total depth of 8,170 feet, and data obtained from logs, cores, production and drill-stem tests indicate reservoir conditions to be less favorable for gas production than anticipated. Structural position is lower than expected, resulting in higher water saturation than was determined for the same sands at the nuclear fracturing location. The lower sands of the Fort Union sequence appear to have higher shale content than has been encountered in other wells in the area. Despite the likelihood that gas productivity will be undesirably low following stimulation, the industry participants decided to proceed with the stimulation program with the thought that the resulting data would be useful. The success of the stimulation test probably will have to be judged by production increase rather than by production volume.

The devastating failure of Dam I at the Corrego do Feijao iron ore mine near Brumadinho in Brazil on 25th January 2019 left at least 270 people dead or missing. In the immediate aftermath of this event, many mining companies commenced reviews of their tailings and water storage facilities (T&WSFs), and Rio Tinto was no exception. Rio Tinto has an interest in over 250 T&WSFs across 47 sites in 13 countries as owner-operator, as managing JV partner, and through non-managed partnerships and other ownership arrangements; T&WSF experts from Rio Tinto’s Surface Mining Centre of Excellence visited the sites in order to complete Technical Risk Reviews of each facility. These reviews looked beyond the day-to-day operational aspects of T&WSF management, and the site’s compliance with local regulations and Rio Tinto’s internal D5 Standard – Management of tailings and water storage facilities, in order to provide a strategic, second line of assurance perspective. The reviews focused on design and construction; operational controls; risk control framework; and competencies and capabilities of personnel involved in the design, operation and closure of the facilities. Additional activities were carried out in parallel with these reviews, including the development of a consistent approach to dam break studies; the public disclosure of information on Rio Tinto’s tailings storage facilities and their management; and contribution to external programs such as the initiatives being co-ordinated by the International Committee on Mining and Metals. This paper provides an overview of the tailings and water storage assurance work undertaken by Rio Tinto’s Surface Mining Centre of Excellence Tailings Validation Taskforce to date; work that will continue to improve governance and assurance for all of Rio Tinto’s T&WSF.

"This year’s DFI Outstanding Project Award is for the design and construction of the foundation scheme for the largest cable-stayed bridge in the world. In 1993, Gefyra, SA (a French/Greek consortium led by VINCI of Paris, France) was awarded a €750 million ($1billion+ USD) Concession Contract to design, build, fi nance, operate and maintain a three-span cable-stayed suspension bridge connecting the Peloponnese, Greece’s southernmost peninsula, with the mainland across the Gulf of Corinth. The contract extends over a 42-year period, 7 years for design and construction and 35 years for operation. The project was fi nanced through a combination of public funds, private equity and bank loans. Alternative foundation concepts that were considered included traditional driven piles, deeply embedded caissons and soil improvement. PROJECT CHALLENGESThe extreme technical challenges faced included:??Weak foundation soils composed of soft alluvial deposits consisting of interbedded layers of granular and cohesive materials with thin layers and lenses of gravel and liquefi able sand pockets; rock is believed to be at a depth of 1,000 m (3,500 ft) or more.??A very deep seabed exceeding 60 m (200 ft).??The requirement to withstand the collision of 180,000-ton tankers traveling at 16 knots.??Maximum wind forces of 250 km/hour (155 mi/hour).??Design seismic forces corresponding to Richter magnitudes of 7.0+ with peak ground accelerations of 0.48 g at seabed.??Design tectonic movements of 2 m (7 ft) in any direction between any two adjacent bridge pier foundations/pylons.Considering subsurface conditions and local seismicity and water depths, foundation design and construction methods were the key drivers for this project. In large part, the success of the project is owed to the unprecedented partnering and collaboration between all partners involved fostered under the leadership of Jean Paul Teyssandier and Gilles De Maublanc of VINCI Group (France) who served as lead Concessionaire and General Contractor. The joint venture’s lead Greek partners were Elliniki Technodomiki/AKTOR and J&P/AVAX. Alain Pecker of Geodynamique et Structure (France) served as lead Geotechnical Consultant/ Designer while Buckland and Taylor (Canada) served as Design Checkers with Ralph Peck and Ricardo Dobry (U.S.) as Special Advisors on foundation issues, Langan International/Langan Engineering and Environmental Services P.C. This paper deals with using track-type and rubber-tired machines in the ripping and handling of overburden and ores. The techniques and proper attachments pertaining to the ripping of materials are covered in some detail. Production and relative costs of ripping, as against other methods, are covered in cases pertaining to the mining industry. The use of the refraction seismograph in predetermining the rippability of materials, including a chart relat-ing velocity to rippability, is covered. This operates on the principle that sound waves travel through subsurface materials at different velocities, depending upon the degree of consolidation of the material. It is known that the same factors that affect consolidation also affect rippability. Proper equipping of the tractor to insure maximum efficiency is also covered in some detail. Introduction T HE idea of loosening consolidated materials prior to further handling and processing is probably as old as man. The purpose of ripping is to provide fragmentation of rock and loosening of consolidated materials.

Prior to World War I, zinc was universally made by the distillation process. Small plants were operated at Cockle Creek, N.S.W., and Port Pirie, S.A. Then the electrolytic process was developed at Great Falls, Mont., in 1915 and at Trail. B.C. encouraging the Broken Hill companies to investigate the process. England's war-time need for zinc gave impetus to the development, and the site at Risdon, Tasmania, coincided with the developing hydro-electric power there. Experimental work was begun in 1917 by a proprietary company formed and owned by Broken Hill interests. Then in 1920, the principal features of the process having been established, a public company. Electrolytic Zinc Company of Australasia Ltd. was formed, now known as E.Z. Industries Ltd.

Net Present Value Impact of Discount Rate The Discounted Cash Flow (DCF) method of valuations is universally used and accepted. The main criticism of the method is that it does not recognize the value of projects long life projects. This can be seen in the preceding graph where the present value of cash flows in later years are small for discount rates over about 10%. This graph covers a project that has a 25 year operating life. It is clear from the low height of the NPV bars at 10% and 15% in the last years of the project that an additional 25 years would add almost no value to total project NPV. As an example of this effect, an colleague undertook the evaluation of a pulp and paper project. The plant could be justified, but it was not possible to justify planting the trees as they took too long to grow and so had not appreciable NPV. The plant had to purchase wood to feed the plant.

Constructing tunnels underground is generally described as a high-risk activity because conditions in the surrounding area tend to be unpredictable. This would and can create unique dangers in every situation. It is important to gain a deep understanding of the risks associated with tunneling in order to reduce the likelihood of their occurrence and severity of their consequences should they occur. For this to be achieved, different risks should first be evaluated and ranked according to their relative importance and criticality. The Amir Kabir tunnel is considered one of the most dangerous tunnels in Tehran, Iran, in terms of the risks involved in its excavation and their potential consequences. In particular, part T4 of the tunnel passes through a zone of different strata and also a compound of various soils. This paper studies part T4 of the Amir Kabir tunnel from a risk analysis and risk management point of view. In doing so, factors increasing total cost, causing delay in the project completion time, decreasing the operation rate and downgrading project quality were identified and ranked according to their importance using the aggregate primary index risk method. For this purpose, a comprehensive questionnaire was designed and completed by tunneling experts. By responding to the questionnaires, the experts determined the relative likelihood of occurrence of the studied factors and their potential consequences. As a result, the experts suggested several alternatives to reduce the risks involved in this particular study. Moreover, the experts completed new questionnaires whilst taking into account different alternatives. In the next step, the risks before and after applying the alternatives were compared. As a result of performing the said analyses, it was concluded first that the aggregate primary index risk is an effective tool in identifying the risks involved in such projects. Second, it was concluded that, by taking into account different alternatives when analyzing and ranking the risks, severity of the said risks can potentially be reduced. Also, by considering such matters when analyzing tunneling risks, the projects? efficiency can greatly increase as a result of reducing risks that threaten financial and human resources. The approach introduced in this paper, together with the methodology described, can be adopted by the mining design engineer in all similar situations. They will be of particular advantage in such methods as room and pillar mining, where the number of similar tunnels required is high.

"Since 1994 the Bureau of Reclamation (BOR) has used risk analysis to evaluate dams. Risk considers both the likelihood of failure and the expected consequences should failure occur. Risk analysis relies on the detailed formulation and critical analysis of all possible potential failure modes. Potential failure modes are formulated by describing the sequence of events that must occur to result in failure, where failure is defined as the uncontrolled release of the impounded reservoir. Failure occurs in response to loadings such as water seepage through a dam (static forces), shaking from an earthquake (dynamic forces), sudden flood inflows (hydrologic forces), or accidental overfilling (operational errors). Reclamation has, to a limited extent, applied risk analysis to inactive and abandoned mines to evaluate tailings dams, pit lakes and flooded underground mines. Case histories of potential failure mode analysis, as applied to mine impounded water, illustrate what critical technical information is needed to determine if failure is likely, what the consequences of failure are likely to be, and what are the highest risks that should be addressed first.IntroductionImpounded water and high water content wastes at mining and industrial processing sites are potential threats to public safety and the environment. Recent failures such as the TVA Kingston flyash impoundment failure in Tennessee in 2008 (4.1 million m3 or 5.4 million cu yd) release, the Mt. Poly Tailings Dam failure in British Columbia in 2014 (4.4 million m3 or 5.8 million cu yd) release, and the Samarco Fundao Tailings Dam failure in Brazil in 2015 (59 millon m3 or 78 million cu yd) release have renewed attention to this issue. Potential risks from impounded water at mining and industrial sites originate not only from tailing dams, but also from water in process ponds and conveyance pipelines, sediment retention dams, water retention dams, mine pit lakes and flooded underground mine workings.Conventional water retaining dams also have a record of failure. Notable examples of failure include Vajont Dam in Italy in 1963 (2,600 lives lost), Banqiao and Shimantan Dams in China in 1975 (171,000 lives lost), and Machhu-II Dam in India (10,000 lives lost). After the 1976 Teton Dam failure in Idaho, the U.S. Bureau of Reclamation (BOR) established a Dam Safety Program. By 1984, the agency developed and began using risk analysis methods. BOR operates and maintains an inventory of hundreds of aging dams which were designed and constructed over a period of 100 years. Many of these facilities were designed and constructed prior to the development and adaptation of modern soil mechanics in dam engineering. Diligent observational monitoring, detailed site investigations and the application of risk evaluation to the BOR dam inventory has identified many deficiencies resulting in significant demands on available funding for remediation efforts. The application of risk analysis has allowed the agency to rank sites by risk. By giving priority of remedial efforts to high-risk sites, significant improvements to dam safety have been achieved."

For large mining sites in the west, the traditional method for performing an ecological risk assessment (ERA) provides little useful information for risk managers faced with selecting and designing sound remedial options. Current U.S. Environmental Protection Agency (EPA) risk assessment guidance largely supports quantitative risk characterization of individual species as surrogates for population and ecosystem-level effects. Developing a work plan for investigating and remediating ecosystem-level changes potentially caused by large-scale historic mining/smelting contaminant release requires a decision process that incorporates a more holistic ecosystem management approach. Some of the most wasteful efforts associated with mine site ecological risk assessments arise when the risk analysis and data collection programs are not specifically linked up-front to the risk manager's decision needs. The following paper discusses the importance of employing a decision-based, ecosystem management framework when conducting ecological risk assessments at large mining sites. A case study of an ecological risk assessment currently being performed at a large New Mexico copper mine site is presented.

Extensive record of tunnels excavated with SEM (sequential excavation method) in swelling grounds exists in literature: global experiences include successful tunnelling both through clayey and rock masses with time dependant deformation. However, TBM (tunnel boring machine) use in swelling conditions with high water pressures (EPB, earth pressure balance, machines or slurry shields) is much less documented, considering the lower expected impact due to the limited stress relief and operations under saturated conditions. This paper summarizes a number of studies conducted as part of the risk assessment and detailed design of a large diameter TBM tunnel in variable and challenging geological conditions. The tunnel alignment is driven through mixed face conditions including swelling soils and clayey soft rocks, prone to intense time-dependent deformations. The paper also describes the approach adopted for the design of pre-cast segmental lining subject to both swelling actions and high seismic loads, due to the regional active tectonic faults. The design of this lining included a detailed parametric study performed to handle the existing uncertainties related with ground characterization, potential deconnement and complex geological congurations.

"As part of the Schiphol-Amsterdam-Almere project, the largest aqueduct in Europe is being built in order for the A1 motorway to cross the Vecht River. The A1 consists of 12 lanes and the total width of the aqueduct will be 65 m (213 ft). The total length of the structure will be 620 m (2035 ft). Speed of construction is essential for the DBFM-contract, which forms the primary reason for choosing a building method with a horizontal water retaining barrier created by low pressure grouting. After final checks on the water tightness of the silica based layer (softgel), excavation to a depth of approximately 12 m (40 ft) below the water table could be started in order to build the aqueduct.This paper presents a new approach for the calculation of the required grout volumes needed to ensure a “softgel” layer without gaps or holes. The approach applies measurement of deviations due to execution aspects in a probabilistic model. With this model, one is able to study the effects in a field application, i.e. multiple rows of grouted spheres. The results are visualized in order to analyze the risk of holes more easily. It is evident that the existence of a hole means a major leakage. By completing multiple runs, the strategy for grout volumes can be adjusted to minimize this risk.INTRODUCTIONThe Dutch Department of Waterways and Public Works invests over € 4 billion between 2012-2020 to increase the capacity of 63 km (41 mi) motorways of one of Holland’s major corridors. The A1/A6 will be transformed over a distance of 20 kilometers (13 mi). Near Muiden, the current drawbridge on the A1 for crossing the Vecht river will be replaced by a new aqueduct to be located slightly south of the existing bridge."
