Adequate planning for the development, operation, and reclamation of a surface mine requires attention to present and future uses of land, both on the mine site and in the mine vicinity. This paper outlines land use implications of surface mining, and suggests procedures that could link mine planning, mine operation, and reclamation to more general land use concerns. Mining is viewed as a temporary use of land that may irretrievably commit land resources away from some future activities, but may allow other uses, some of which may have been impossible without mining. The paper accepts the premise that surface mining should attempt to minimize environ-mental damage and to maximize future alternative uses of land by appropriate reclamation. I. Loudoun Water is currently implementing a quarry to reservoir conversion that will improve water supply reliability in periods of drought and flexibility in water supply operations when turbidity in its Potomac River supplies are high. The Milestone Reservoir Project consists of an inter-tie to the existing Potomac River Pipeline; new pipeline and tunnel; and a pumped intake and outlet works. Planned construction involves significant risks due to underground conditions which includes hard, igneous rock and high groundwater at the creek crossing. In addition, the site is constrained by Goose Creek, an adjacent residence, active mining in a quarry next to the new reservoir, public use of adjacent park space, and the Washington and Old Dominion Trail. Working with these constraints will require close coordination with active mining operations and public and private property owners. Safety of personnel involved with construction also represents a concern with quarry high walls over 30 meters in height near the planned construction. In consideration of key projects risks, Loudoun Water determined that an innovative CMAR delivery approach provided the best opportunity to achieve its goals in quality, innovation, front-end cost and schedule certainty, and operational flexibility and reliability. What matters most to Loudoun Water is the value in having a builder participate in the design process where key decisions can be made based on consideration of risks, cost, schedule, quality, and operability and maintainability of the system. While a progressive design-build delivery model may have produced similar outcomes, Loudoun Water had already invested in substantial development of the design for the work, and ultimately, CMAR provided Loudoun Water the opportunity to retain the partnership with the design team while gaining valuable input from a contractor. Among the challenges with CMAR in the Commonwealth of Virginia is a substantial limitation on self-performance corresponding to 10 percent of the construction value of the work. A significant industry outreach program was initiated by Loudoun Water to encourage participation with incentives in contract terms that allowed for the CMAR Contractor to make a reasonable profit. This paper reviews the CMAR procurement process and discusses contract incentives that were adopted to promote the work within the constraints of contract law in Virginia.

The stability of shale gas wells drilled through current and future coal reserves can be compromised by ground deformations due to nearby longwall mining. Depending on the longwall-induced rockmass permeability, the high-pressure explosive gas from the damaged well may reach mine workings and overwhelm the mine ventilation systems. This study uses geomechanical models to estimate the rockmass permeability induced by mining. A two-panel longwall model of a deep, 341-m-cover mining site in southwestern Pennsylvania is constructed in 3DEC to explicitly model the rockmass by a Discrete Fracture Network (DFN) technique. Stress-induced fracture apertures and permeabilities are calculated across the model and are validated against permeability measurements. A Fracture Flow Code (FFC) is developed to use these results to predict potential inflow to the mine should a gas well breach occur. One hundred DFN realizations are simulated, and the results show that for a gas pressure of 2.4 MPa, the average of the predicted inflow rates to this deep-cover mine is 0.03 m3 /s, significantly lower than the average inflow of 0.92 m3 /s for a shallow-cover mine (145 m deep) studied in the previous work (Khademian, et al. 2021). Within the framework of the adaptation of the South-East European Technicentre (Technicentre Sud-Est Européen TSEE), SNCF Voyageurs appointed Pini with the project management mission (MOE) for the design and construction monitoring of a road tunnel. This investment has a dual function: during the site transformation phase, it facilitates the work logistics (and shorten traffic flows); and in the operating phase, it is intended to ease all movements on the site over the long term. This is a limited-length gallery (50 meters) to be performed in conventional excavation below Poniatowski Avenue (Paris 12e). The excavation, crossing the entire width of the boulevard, constitutes a major challenge, given the very low coverage (less than 5.5 m), and the surrounding main infrastructures. The same project mis- sion includes the design of the tunnel accesses, via reinforced-concrete frame structures. The targeted design questions several aspects of its execution framework, and particularly, continuous operation must be guaranteed to the neighboring networks during the works. The installation of an umbrella- pipe all along the excavation profile, the progression in divided sub-sections, and the implementation of a complex monitoring system are hence key elements for limiting and controlling any deformation. An exhaustive 3D finite element modelling was performed, taking into account the detailed phasing of construction (pre-support, excavation in divided section, preliminary support and definitive lining), to dimen- sion the structures, and, overall, to analyze the impacts on the neighboring structures and facilities. During the execution phase (planned for mid-2024), monitoring activities with back-analyses as close as possible to the works are planned.

The North East Boundary Tunnel (NEBT) project in Washington, D.C. requires design and construction of several SEM adits which have to be built between lateral shafts and the NEBT-TBM Tunnel. The paper describes ground improvements, the actual excavation, and also the final lining works. Schedule and sequencing restrictions provided some unique challenges which had to be considered when designing and constructing these mostly short, but essential portions of the project

The Surface Water Supply Project Segment B3 is a 4 miles section of tunnel that will run East- West in Houston TX, from Hopper St to I-45. The tunnel will be mined by using a 128" Dia refurbished 1987 Lovat Tunnel Boring Machine capable of operating in Open or EPB mode. The tunnel will be temporarily supported with ribs and lagging and a 96" Dia pipe will be grouted into place. All four miles of this project are within Petroleum Pipeline Easements. The project includes seven shafts, 2000' of tunnel in potentially petroleum contaminated ground, crossing the Hardy Toll d, I-45, the nion Pacic ailroad ight of Way and multiple oil and gas pipeline crossings. This paper summarizes the planning and drive performed to date.

The Doan Valley Storage Tunnel Project in Cleveland Ohio was constructed to control Combined Sewer Overflows (CSOs). It is a complex system of three tunnels ranging from 8.5 to 18 feet in diameter with a total length of about 2.3 miles that was put into operation in mid-2021. The project lies within and below the cultural, educational, and medical hub of Cleveland, which presented unique design and construction challenges. This paper provides a case history of the design and construction, with particular attention given to lessons learned in devising a large tunnel system that can carry both dry and wet weather flows constructed in rock with limited cover, within a flood plain area and vibrant urban center

According to the model of product life cycles, the global coal mining industry is in the stagnation phase. The coal demand of the main consumer, China, has peaked in 2013 and is slowly declining. The Norwegian sovereign wealth fund, the world´s largest, has excluded coal-related companies for ethical reasons. Important players like the UN or the EU have already begun to describe pathways towards de-carbonization. Increasing competition between coal mining companies and the mining regions can be expected worldwide if companies want to keep their positions on the global and national coal markets. Companies will focus on the best deposits. European countries like France, Spain or Germany are only forerunners of this development - their centuries of coal production have been finished. The concept of Sustainable Development (SD) is fundamentally based on a model of progress where ecological, economic and social dimensions should be developed equally and positively. But without the idea of competition, the concept of SD is incomplete. Questions arise, such as: How can SD be realized on stagnating or declining markets without guarantees for companies “to live forever”? How can SD be a corporate goal in a phase of decline? How can declining mining regions sustainably progress into a better future? The German hard coal mining industry´s lifecycle has ended in 2018 after 60 years of stagnation and decline. As of 2019, all hard coal consumed in Germany will be imported, especially from Colombia, Russia and South Africa. What has been done in Germany to handle the coal decline in a sustainable way and the lessons learned from this process is described in this paper. It may be useful for mining regions who will face a similar future sooner or later. INTRODUCTION Principally, mining natural resources is a finite business that reaches its limits once the deposits mined are depleted, the resources can no longer be mined in an economically profitable way, or substitutes are pushing the mined products out of the market. An example for the latter is the increasing replacement of coal with natural gas and renewables in power generation in the USA. (Kok 2017) According to the model of the product lifecycle, the global mining hard coal mining industry has reached the stagnation phase. (Kretschmann 2000) Although the coal mining business is more a multi-regional than a global business the trend is obvious. The peak of coal use is behind us, especially because the coal demand of China is slowly decreasing since 2013. (Shell 2018) China´s government has announced investing $360 billion in renewable energy by 2020 and scrap plans to build 85 coal-fired power plants. In March 2018, Chinese authorities reported that the country was already exceeding official targets for energy efficiency, carbon intensity, and the share of clean energy sources. China’s energy regulator, the National Energy Administration, rolled out new measures to reduce the country’s dependence on coal. (Kejun and Woetzel 2017) Coal consumption in the US is facing a 16 % decline in five years from 800 to 670 million short tons between 2015 and 2019 and - according to the EIA – will not rise again. (EIA 2018) The decline is attributed to complex market dynamics from low gas prices because of the “shale gas revolution” (Kok 2017, p. 3) to federal environmental regulation like the Clean Power Plan. The United Nations´ UNEP Finance Initiative is cooperating with the Portfolio Decarbonization Coalition of institutional investors to implement decarbonization strategies across their portfolio. Amongst these investors is the New York State Common Retirement Fund, the third largest public pension plan in the USA. The purpose of this paper is to provide general information about the bioaccessibility of metals and specific information about the use of bioaccessibility in risk assessments (human health risk assessments [HHRA] or ecological risk assessments [ERA]) and a list of sites where regulatory agencies have approved the use of bioaccessibility data in risk assessment. The memorandum also cites current U.S. Environmental Protection Agency (USEPA) guidance as well as state specific guidance where applicable. BRIEF HISTORY OF METAL BIOACCESSIBILITY TESTING AND METHODS The bioaccessible fraction of a constituent is that fraction that dissolves or desorbs from its matrix (e.g., soil) in the gastrointestinal tract and is available for absorption (USEPA 2007a; ITRC 2011; ITRC 2017). This is different from the bioavailable fraction, which is the percentage of the amount of an element that an organism is exposed to that is absorbed by that organism during a given time under defined conditions (USEPA 2007a). The bioaccessibility factor is the percentage of a metal that is potentially available for absorption and, therefore, is a conservative estimate of the bioavailable fraction since all that is available for absorption may not ultimately be absorbed into the organism’s system. Currently, there are two main techniques for estimating bioavailability of metals within a medium: in vivo animal studies (time-consuming and often cost-prohibitive), and in vitro tests that simulate human, or animal digestion in a laboratory setting. In vitro and in vivo test methods and protocols have been extensively evaluated by numerous researchers (Ruby et al. 1996; Rodriguez and Basta 1999; Sips et al. 1998; Sips et al. 2001; Molly et al 1993; Oomen et al 2002; Kelley et al. 2002; Oomen et al. 2003; Furman et al. 2006; Drexler and Brattin 2007; Basta et al. 2007; Wragg et al. 2009; Wragg et al. 2011; Chaney et al. 2011; Bradham et al. 2015; Bradham et al. 2018). The most recent scientific literature demonstrates that protocols used to estimate the bioavailability of metals to mammals also predict bioavailability of metals to birds as well (Beyer et al., 2016).

Longwall face ventilation is an important component of the overall coal mine ventilation system. Increased production rates due to higher-capacity mining equipment tend to also increase methane emission rates from the coal face, which must be diluted by the face ventilation. Increases in panel length, with some mines exceeding 6,100 m (20,000 ft), and panel width provide additional challenges to face ventilation designs. To assess the effectiveness of current face ventilation practices at a study site, a face monitoring study with continuous monitoring of methane concentrations and automated recording of longwall shearer activity was combined with a tracer gas test on a longwall face. The study was conducted at a U.S. longwall mine operating in a thick, bituminous coal seam and using a U-type, bleederless ventilation system. Multiple gob gas ventholes were located near the longwall face. These boreholes had some unusual design concepts, including a system of manifolds to modify borehole vacuum and flow and completion depths close to the horizon of the mined coalbed that enabled direct communication with the mine atmosphere. The mine operator also had the capacity to inject nitrogen into the longwall gob, which occurred during the monitoring study. The results show that emission rates on the longwall face showed a very limited increase in methane concentrations from headgate to tailgate despite the occurrence of methane delays during monitoring. Average face air velocities were 3.03 m/s (596 fpm) at shield 57 and 2.20 m/s (433 fpm) at shield 165. The time required for the sulfur hexafluoride (SF6 ) peak to occur at each monitoring location has been interpreted as being representative of the movement of the tracer slug. The rate of movement of the slug was much slower in reaching the first monitoring location at shield 57 compared with the other face locations. This lower rate of movement, compared with the main face ventilation, is thought to be the product of a flow path within and behind the shields that is moving in the general direction of the headgate to the tailgate. Barometric pressure variations were pronounced over the course of the study and varied on a diurnal basis.

Over the past four years, the Coal Research Bureau of West Virginia University has presented a number of papers on operations research in the coal industry before various AIME meetings and meetings of other societies. These papers have been followed up by further presentations in the technical press. The emphasis of all of these papers has been to demonstrate applications of operations research to the solution of numerous types of coal industry problems. In each case, effort has been made to demonstrate that operations research does not require extensive knowledge of computer science or use of sophisticated higher mathematics. In fact, for most applications, satisfactory results can be obtained by a single individual in a minimum of time with no aids other than a pencil and paper and a knowledge of basic arithmetic. The most recent efforts by the Coal Research Bureau have been directed toward the continuing industry problem of optimizing the location of mining facilities. Preliminary work in this area was presented before the Central Appalachian Section of AIME and subsequently published in the May, 1972, issue of Coal Age. This initial presentation illustrated techniques for determining optimum locations of facilities based upon material transport effort under the assumption of constant cost per ton mile of haulage effort. The present paper will expand upon this earlier work and introduce economic factors. In the design of a mine or mining system, careful consideration must be given to the sites selected for each element of the system. Optimum placement of facilities is vital to minimize capital and operating cost. Thus, barring unfavorable geological conditions or other exceptional factors, facilities should be located at those points which represent the minimum cumulative cost over the life of the property. Most cost factors are independent, or essentially independent of the location of fixed facilities. In virtually all jurisdictions, comprehensive environmental protection regulations or standards are in place that apply to all industries, including mining. The only other legitimate mine-permitting concern is post-mining land use (PMLU). PMLU includes all uses of land after mining as well as the ecosystems appropriate for those uses. Although flawed, the New Mexico Mining Act (NMMA) of 1993 is a PMLU-based permitting statute. It requires measures during closure that will establish a PMLU or self-sustaining ecosystem for each mine unit. PMLU-based permitting avoids prescriptive, one-size-fits-all measures and keeps permitting focused on the legitimate goal of responsible land management..

Large scale surface mining has a major impact on land use. Without reclamation, abandoned mining sites are usually less productive than before mining. With increasing and completetive land use demands in the United States, it becomes increasingly evident that multiple land use should be considered for all areas that will be mined, with special emphasis on coal, sand, gravel, and stone. The mining of these commodities affects the largest land areas and the latter two are commonly mined near population centers where high land-use pressures justify serious consideration of multiple use. Typically, sequential use will mean restoration of the mined land or at least transformation of the land into a useable state. Determination of land reclamation capability is a viable approach to planning reclamation of surface mined land. The natural resource base--geology, soil, and water--controls the type and intensity of land-use practices which can be sustained following mining. Evaluating physical limitations can eliminate consideration of uses which would severely impair the environment or which are impractical. This approach provides for an environmentally and economically sound land use at very little cost. In addition, it can save or make money for the mining company and landowner. Sand and gravel is an especially significant resource because it is mined throughout the entire country and commonly extracted near cities. Increasing urban growth and industrial activity require increased supplies of sand and gravel. This translates into expanded surface mining and an increase of disrupted land. Oftentimes this land is within an urban area and has potential for real estate or water-based activities. The Narragansett Bay Commission (NBC) Combined Sewer Overflow Abatement Program is a major effort to address and mitigate discharges from combined sewer overflows in the Providence, Rhode Island area. The proposed system consists of three deep rock tunnel segments totaling 17.8 km (11.1 miles) in length that will provide 860,000 cu m (227 million gal) of storage at depths up to 99m (325 ft). This paper discusses 13.5 km (8.4 miles) of 6.64m (21.8 ft) finished diameter tunnel, four construction shafts, 19 dropshafts and one large diameter pump station shaft tapered from 1 5.2m (50 ft) at the surface to 27.4m (90 ft) at depth. All facilities are in preliminary design.

This project took a watershed approach in the evaluation of water-quality impacts from past mining activities and current restoration projects in the Bear Butte Creek basin, a small and well defined drainage in a heavily mineralized area of the northern Black Hills. The basin contains numerous inactive and abandoned mines as well as a currently active heap-leach surface gold mine. Bear Butte Creek normally loses all of its discharge to sinkholes in the Madison Limestone aquifer and thus can affect the water quality of this regionally important water resource. Water-quality data were analyzed, stream surveys were conducted, and two abandoned mine restoration projects were monitored to evaluate the effectiveness of the watershed approach and to identify practical remediation techniques that could be applied to other watersheds. A geographic information system (GIS) was developed to organize information on stream quality, abandoned mine locations, and other geologic and hydrologic data. The watershed approach toward assessing and reclaiming abandoned mines appears to be effective when compared to a point-source approach that might improve water quality at specific sites but not result in significant overall improvement to the watershed because of adjacent sources.

This section is unique to the Handbook in that it is the only section that deals with underground excavations for nonmining purposes. The editors were of the opinion that the section should be incorporated because the subject matter covered by the chapters is closely related to mining, and many mining engineers are currently involved in these activities. As we enter the decade of the 1990s activities in this category will increase, enhancing the relevance and utility of the material discussed. As the population increases, especially in metropolitan areas, the necessity to go underground will be greater. At the present time, not only are subsurface shopping malls and pedways connecting buildings becoming commonplace, but structures as diverse as the Civil and Mining Engineering Building on the University of Minnesota campus, a road-and-fleet maintenance facility in Multnomah County, OR, and even an ice cream parlor (Dairy Queen) in northern Wisconsin have been constructed underground. Placing utilities below the surface has numerous advantages and is now customary. Rapid transit and highways through tunnels in urban areas have been the norm for many years, but subterranean stormwater reservoirs, power plants, industrial warehouses, and food storage silos are relatively new innovations. The philosophy of underground defense installations is ancient, but their requirements and designs have trans-formed radically as technology advances. The use of under-ground space for disposition of wastes is modern, since it is recently that environmental concerns and waste disposal costs have assumed increased significance.

"According to the Office of Surface Mining Reclamation and Enforcement Abandoned Mine Land Inventory System, in 2013 there were 98 underground mine fires burning in 9 states. This is considered by experts to be an underestimate for the actual number of fires nationwide. Abandoned mine fires, if left uncontrolled can burn for years and in fact, one of the most well-known mine fires in the US, the mine fire in Centralia, PA, which began in 1962 has been burning for over 55 years. In Centralia, the mine fire won the battle, despite suppression and control efforts, as most of the residents were bought out by the State of Pennsylvania and moved away. However, the world record for the longest-burning coal fire, which may have been started around 6,000 years ago in New South Wales, Australia is still smoldering. Suppressing a coal mine fire requires cooling the hot zones and removing any source of oxygen. If the workings are shallow, the fire zones can be unearthed and the burning rock mass can be quenched on the surface. If the workings are too deep to excavate, then the fire must be fought remotely through boreholes using a variety of agents including water, gas-enhanced foam and grout. Access to surface areas for drilling can be problematic due to topographic and property constraints. When this occurs, large areas of burning may go unaddressed or simply left to burn. Fire Solutions, Inc. has been investigating the use of gas-enhanced foam in concert with directional drilling technology. Gas-enhanced foam has the advantage of using less water and adds inert nitrogen gas to displace oxygen to infiltrate and suppress a fire. Directional drilling has the capability to steer a borehole to a specific place underground. Directional drilling has many advantages over conventional drilling technology as it can provide the least disruption to the ground surface, minimize surface preparation and reclamation costs, multiple sites can be accessed underground from a single site and thus treated simultaneously and it offers increased efficiency because it is not constrained by difficult terrain. This paper discusses the combined use of these two technologies and it is hoped that with the use of these two technologies the efficiency and capability to address mine fires will be significantly improved. INTRODUCTION According to the Office of Surface Mining Reclamation and Enforcement, Abandoned Mine Land Inventory System, in 2013 there were 98 underground mine fires in 9 states. This is considered to be an underestimate for the actual number of fires nationwide. Many mine fires are started by people burning trash where the coal seam or an abandoned coal mine is close to the surface. Other fire ignition sources include lightning and forest fires. Once ignited, a coal mine fire can easily spread into the remaining coal pillars and mine entries. Once established, the fire creates its own ventilation system supporting further combustion by drawing air down into the workings through unsealed mine shafts, fractures and surface subsidence depressions. As the coal left in the workings from the past mining operations burns, the mine void can collapse, causing subsidence and creating dangerous voids, damaging damage overlying surface structures and roadways. The products of combustion include smoke and noxious fumes such as carbon monoxide gas. These products are released to the atmosphere through fractures that develop within the ground surface, killing vegetation and creating serious health hazards [1]."

The U.S. Bureau of Mines pioneered the use of borehole deformation gauges and overcoring techniques to measure in situ stress. These measurements provide input to structural mine design and support selection for specific geologic conditions. This paper presents recent stress measurements in a western U.S. coal mine where the orientation of the stress field remained relatively unchanged over distances of several kilometers. The horizontal stress magnitude increased with depth of cover and in relation to major geologic structures. Local variations in roof stress profiles were used to develop generic models relating stress arching to strata stiffness and the inelastic behavior of mine roof.
