The Canadian steel industry is now in many ways a mature one, having achieved many technical successes during its hundred-year history. It is interesting to look back over this period, to learn something of the histories of the different producers and of the people and forces that shaped their development. The following article provides a thumbnail sketch of the Canadian steel industry as it exists today. It is intended for the general reader, not for the specialist who will want to consult the several books and theses written on the development of the industry during the last hundred years. The famous Les Forges du Saint-Maurice, an important iron producer for a century and a half, provides a natural historical starting point for a look at the four major players - Dosco, Algoma, Stelco and Dofasco - who have provided most of the hundreds of millions of tonnes of steel, in every form from horseshoes to tinplate, needed in the twentieth century. The smaller companies which have sprung up in the last 20 or 30 years are dealt with briefly - but only because their history is so recent. Not so long ago the mini-mill, based on scrap rather than on the blast furnace, was thought to be specially suited to the economies of the smaller developing countries of the Third World. However, recent history has made it evident that the small plant, specializing in a few basic products (e.g. reinforcing bar) or taking advantage of special circumstances, can successfully compete with the large blast furnace/primary steel producers.

"12.1. NO DEPRECIATION/GAAPAll calculations and computations relating to the Royalty shall be carried out in accordance with generally accepted accounting principles consistently applied to the extent that such principles are not inconsistent with the provisions of this Schedule and the agreement attached hereto, it being specifically agreed that nothing herein contained shall permit, or be construed to permit, the Operator to deduct any amount for depletion, depreciation, amortization or any deduction that represents a non-cash outlay.Comment: In cases like net profit royalties where recoupment of prior expenditures is permitted, care should be taken to avoid any implication that depreciation may also be taken. It is only logical and equitable that Property Owners should not be permitted an apparent ability to “double dip” with respect to deductions. A provision like this example should accomplish the task. It will be noted that the example specifically contemplates that the negotiated arrangements will prevail over any requirements of GAAP. Accordingly, if the parties agree to an unusual formula for recoupment, it will not be set aside to accommodate GAAP requirements. Under GAAP, revenues and expenditures are accounted for on an accrual basis. In addition, it specifically prohibits the taking of non-cash deductions, which is in keeping with the concept of recoupment.Although in some ways the example states the obvious and could be considered redundant, its presence, especially in provisions contemplating recoupment, makes it clear to the financial people that there may well be some variations from normal practices dictated by GAAP, while at the same time confirming the availability of GAAP to fill any voids.The accounting profession often makes the caveat that application of GAAP is an “art”, not a “science”. GAAP do not provide a cure-all and can create problems that will have to be addressed. For example, GAAP contemplate that asset costs are to be reduced by investment tax credits, which can cause a problem for a payor with more than one mine."

This paper describes the full-scale field load testing of three deep foundation units using the Osterberg Load Cell. The load tests were completed on three separate projects, two in Massachusetts and one in New York. The Massachusetts projects involved the load testing of two 18-inch O.D. concrete-filled steel pipe piles over water for railroad bridge reconstruction projects in Revere and Saugus/Lynn. The New York project involved the load testing of a 24-inch diameter drilled shaft socketed into sandstone on land for a building foundation in Rochester. The 18-inch O.D. piles were loaded to failure at jack pressures of 142 to 215 tons. The drilled shaft was loaded to failure at jack pressures of approximately 450 tons. The loading testing procedure is described and the results of the three tests are presented. The advantages and disadvantages of the Osterberg load cell for load testing of deep foundations are discussed.

The applicability of the beam theory in analysis of roof- pillar-weak floor interaction in partial extraction room-and-pillar mining is presented. The mine structure is modeled as an equivalent multi-indeterminate overburden elastic beam supported by elasto-plastic pillars; resting on a viscoelastic layer of immediate weak floor strata underlain by a competent rock mass. The developed analytical model was initially utilized to conduct sensitivity analyses of different variables affecting the mining system, such as the deformability of coal and weak floor strata, thickness of weak floor strata, number of pillars in a panel, width of pillars, width of panel etc. These analyses were then extended to three overburden strata - coal pillar - floor strata lithologies typical of active coal mining areas in Illinois.

SINCE the "Days of Forty-nine" California has been the premier gold producing state of the union. The greatest production was recorded in 1.852, during which year the state's placer and lode deposits yielded over 81 millions. This peak was followed by a steady decline to about 12 millions during the years 1888 to 189.3, a period marked by the cessation of gravel mining. After 1893, production increased to a new peak of over 22 million in 1915, thereafter decreasing steadily to something over 13 million in 1923. Today; California's gold production shows a decrease of 84 per cent. as compared with the output of 1852, and a decrease of 41 per cent, as compared with 1915. It is not a difficult matter to find the causes of this more recent decline. In 1916 there began an upward swing in the cost of labor, which represents approximately 60 per cent. of the cost of mining, and in the price of supplies, representing the remaining, 40 per cent. This rise continued until 1922 and since that year there has been no decided tendency either upward or downward. The increase in the cost of mining since 1916 is variously estimated at from 50 to 75 per cent.; the price of gold has remained fixed at $20.67 per oz. This condition resulted in wiping out the profits of the low-grade operations which, in recent years, have constituted California's main source of supply of gold ore. It is now predicted that there will be renewed activity in California- gold mining. What are chances for the materialization of this forecast? A boom or even a revival of gold mining must of necessity be brought about or accompanied by one or more of the following factors: 1. A decrease in the cost of mining. 2. An increase in the price of gold. 3. New capital for development. 4. The discovery of new deposits. 5. The revival of hydraulic mining.

Application of depositional analysis concepts is becoming an ever-increasingly more important and more useable tool in exploration and development of coals in the Appalachian basin. Over the past decade, a rather large number of studies, papers, and publications have addressed various aspects of depositional environments of coals and, to some extent, applications to development. As would be expected as regards a subject so complex as Pennsylvanian sedimentation in the Appalachian basin, certain academic studies have produced conclusions at variance in some aspects to those of other studies. Overall, however, there has been a building- block progression and general refinement with time of understanding of the depositional settings and other factors controlling Appalachian coal distribution, quality, and other minability parameters. Most attempts to explain coal seam characteristics have revolved around a basic deltaic model. Some have attributed certain seam attributes to upper delta plain deposition, other attributes to transitional-lower delta plain settings, and yet others to lower delta plain environments, and so on. While these approaches have provided valuable insight into some general coal characteristics, they are somewhat incomplete and are, in a sense, too broad for specific mine-scale applications. Further, it is apparent that in order for widespread peat accumulation to occur, there must be a drastic decrease in the energy of the depositional system and amount of sediment being brought in, compared to the active deltaic and coastal processes responsible for deposition of the large volume of clastic sediments that dominate the Pennsylvanian system of the Appalachians. Consideration of this fact implies that peats (coals) may not necessarily reflect depositional settings that are directly coincident with those associated with adjacent rocks. Cecil and Englund (1985) address this point, and quite correctly state that "the primary controls on major stages of peat formation are allocyclic processes involving paleoclimate, eustatic changes in sea level, and tectonics." While this statement is inarguable, it does not negate the importance and usefulness of depositional analysis in predicting reserve characteristics that may impact mining and marketability.

With production of coal per man-hour of work at a higher level than ever before, the coal-mining industry of the United States established a near-record in lowering the accident rate of nonfatal injuries per million man-hours of exposure in 1940, the injury rate being lower, except for 1939, than in any year since 1930, the first year for which comparable figures for nonfatal accidents were collected by the. Bureau of Mines, United States Department of the Interior. The rate for fatal accidents, on the other hand, was not as low or favorable as in 1939, nor was it as low as in many years since 1910, the earliest year for which fatality rates were complete for all coal-mining States. Accident and employment reports received from mine operators and fatal-accident reports from State mining departments and inspectors showed that 533,267 men were employed at coal mules in 1940, exclusive of the number employed at coke ovens, Although this number represented 6,108 fewer employees than in 1939, a large increase was made in the volume of work performed and in the quan¬tity of coal produced. In 1940 the amount of labor performed at coal mines was 748 million man-hours, a gain of more than 10 percent over the previous year. The average employee worked 199 days, an increase of 20 workdays per man. Production of coal was nearly 513 million tons, an increase of 14 percent, of which more than 461 million tons was bituminous coal and more than 51 million tons was Pennsylvania anthracite. Accidents to mine workers caused the death of 1,388 employees; in addition, 59,781 employees were injured, and each injury resulted in disability of the employee for more than the remainder of the day on which the accident occurred.

The key-note of good writing, as of good manners, is B natural. Sincerity is the first requisite for effective writing. When a man says what he knows or believes, he is likely to be interesting, because each human being possesses an individuality, a point of view, or a range of sympathy that makes him different from his fellows. To say or to write what you do no6 think, for the mere sake of talking or writing, is a verbal exercise that must be performed with extraordinary skill if it is to be attractive. Affectations are rarely attractive, rarely effective. To be natural is to be yourself, not a poseur; to give the reader the best of yourself, instead of re-warming the baked meats of yesterday. Quotations-which are second-hand thoughts-will serve occasionally when the thing you want to say has been said so well by another that it would be waste of energy to try to say it better; but, as a rule, the utterance of the writer himself is more interesting than the quotation, because the writer brings something of himself to bear on the subject, and for the moment is more in touch with the reader than any dear departed author. Therefore, say things as best you can in your own way, neither in borrowed words nor in the phraseology that mimics another. Write as if you were speaking to a person whom you desire to persuade or convince. You will then write better than you speak, because, in the first place, you can be more deliberate, and, secondly, you can revise what you have written. Speaking and writing are similar mental acts, with a difference: the difference between eating food raw and eating it cooked. Os efeitos de elevadas temperaturas e do tempo de exposição sobre as propriedades mecânicas de um ferro fundido cinzento hipoeutético foram avaliados em amostras de dois ferros fundidos da classe FC300, de mesma base, com diferentes percentuais de molibdênio. Ensaios de tração até ruptura a quente foram realizados em corpos de prova com diâmetro de 10 mm, usinados de um pino bruto de 30 mm de diâmetro. Os ensaios foram realizados a frio (temperatura ambiente) e a quente (200°C, 300°C, 350°C, 400°C, 450°C, 500°C e 550°C). Os tempos de exposição a elevadas temperaturas, após homogeneização térmica do material, foram de 0, 60, 90 e 120 minutos. As amostras com maior percentual de molibdênio (0,27% em peso) apresentaram melhores propriedades mecânicas para todas as condições ensaiadas. De acordo com a literatura a redução na resistência mecânica com a elevação da temperatura é atribuída à ocorrência de decomposição da perlita, como resultado da difusão do carbono vindo da cementita às lamelas de grafita, que é o responsável pelo aumento da quantidade de grafita no material. As análises metalográficas evidenciam a ocorrência deste fenômeno. Aumentos no tempo de exposição a temperaturas elevadas também contribuíram para a degeneração da perlita.

I WAS asked by the chairman of one of the Sessions on Employment Problems to talk about the viewpoint of the foreign workingman. I am not a workingman. I have never done what a work-hand might call an honest day's labor; that is, I have never been in a factory or manufacturing plant or in a mine, though in truth, hard work and I are well acquainted. I was a soldier, am an engineer, have long been actively interested in the most important waterway construction in the near East, have served politics and diplomacy, written books and lectured at universities. My knowledge of the foreign workingman in this country comes from the fact that my own compatriots here at various times came to me and appealed for advice and help, and last year I was asked by the employment manager of a corporation to undertake a welfare job at one of their plants. I went out, saw the plant, talked with the superintendent and outlined certain of my ideas which he personally heartily approved, but which did not find favor with those higher up. I approach the subject of the foreign workman's point of view with the understanding that the industrial employer's effort is for the maximum of efficiency. I am conversant with labor conditions abroad both in industry and agriculture. What I have learned of industrial conditions in America as they affect the foreign immigrant has been chiefly gathered from the cases referred to of foreign workmen who from time to time have come to me with their troubles. In the course of those investigations, in order to give whatever help or advice was possible, I have been impressed with the fact that the great United States industries evidently had- pot yet sufficiently recognized the value of studying the conditions of the workingman in the lands of his origin across the seas. A careful study of that which could be called the moral element in connection with its foreign labor would give industry a knowledge of the man's reason for coming, what' grievances he brings with him, his hopes for a future, and the peculiar character of his capacities. The employer would thereby be enabled to meet the man, to be helpful to him, to aid him and at the same time promote industrial efficiency, inasmuch as a workman who believes that he is being dealt with humanly and squarely is contented and satisfied and will give willingly, and even with pride, the best that is in him; justice and a fair deal is all the man wants.

At the Armatcuk mine in Turkey, various modifications of sublevel methods have been tried during the last decade in an effort to eliminate gob fires, dangers from roof falls, and surface subsidence, and also to increase extraction efficiency. From the experience thus gained, it was decided that the most likely system to give maximum benefits, considering the existing geological conditions and coa1-seam characteristics, was hydraulic stowing. This paper examines trends in the working techniques of hydraulic stowing and discusses the favorable results and technical problems that the method produced at Armutcuk. The Armutcuk mine, a subsidiary of Eregli Coal Mines (EKI), produces 1300 tons of run-of-mine coal daily from thick (about 10-90 ft) and highly dipping (about 50-90°) coal seams. The coal is highly volatile with good coking properties that make it highly suitable for industrial use. Most of this coal is used in the iron and steel industry at Eregli on the Black Sea coast. Complete recovery of the coal is of vital importance to industrial development and progress. Initial coal extraction was carried out by means of a sublevel mining system modified to accommodate local geological conditions and coal seam characteristics. This method is similar to that employed in metalliferous mines. Several problems arose from the application of the method, one of them being the prevalence of gob fires which caused periodic shutdowns in some sections. To achieve maximum coal extraction with minimum dilution, to eliminate gob fires and surface subsidence, and to reduce fatal accident rates, a decision was taken to change from this method to a hydraulic stowing system. The pres- ence of large deposits of conglomerate and sandstone on the surface contributed to the decision to employ this new method. Although hydraulic stowing practices have been carried out in America and Germany, Upper Silesia may, so far as coal is concerned, be considered the birthplace of the method. Here the process was adapted to thick coal seams on a large scale to reduce dangers from gob fires and damage from surface subsidence. Today, the mining system is not only widely used in the coal mines of France, the Saar, India and Poland, but has also been successfully applied to the iron ore and potassium salt mines in Russia and Germany. LOCATION AND HISTORY The Kandilli-Armutcuk coal field, the most western outcrop of the North Anatolian coal basin, extends for five miles along the Black Sea coast (Fig. 1). The Armutcuk Mine is situated on the southern boundary of the coal field about 40 miles from Zonguldak and about 12 miles from Eregli. The history of coal mining in the North Anatolian coal basin goes back more than a century. Mining commenced on a small scale in the Kandilli-Armutcuk coal field in the late 1880's, and from this time until nationalization in 1940 the mines were operated by private Turkish and foreign interests. In 1940, Eregli Coal Mines was established to takeover the management of these enterprises. The Armutcuk Mine was developed for the first time in the mid-1940's. Since then it has been in continuous production and it now produces an annual 440,000-ton run-of-mine output from which 320.000 tons of salable coal is obtained. MINE GEOLOGY The carboniferous inlier of the Kandilli-Armutcuk coal field crops out over an area about three miles long and one mile wide. The major part of the inlier consists of the Namurian formation with only a relatively small area of Westfalian-A visible on the surface (Fig. 2). The Multi-Flow Evaluator (MFE) is a new system of tools providing an original approach in drill-stem testing. It improves control during the testing operation and gives a more accurate evaluation of the fluid recovered while providing additional pressure information for reservoir analysis. The tools are operated entirely by up and down motion of the drill stem. This up and down operation provides a positive means of control and offers easily observed surface indications of tool operating position. An unlimited number of shut-in and flow periods may be taken with this tool while in the hole. The key to the success of the MFE system of tools is the safety seal packer. Until this development, operation of the tools by up and down motion only had proven unreliable. The success ratio of the MFE now exceeds the ratio achieved by conventional tools. The equipment includes a 2,750-cc chamber in which a representative sample of the flowing formation fluid is trapped at the end of the last flow period and brought to the surface under pressure. The sample can be evaluated at the wellsite or transferred under pressure for laboratory analysis. The sampling feature of the tool allows a sample to be obtained from a reservoir which has suffered minimum influence from production. A representative sample can be obtained for laboratory or empirical analysis by employing a testing technique to minimize drawdown during flow periods. Interpretation methods to take advantage of this additional information are presented and supported by actual field examples. INTRODUCTlON The Multi-Flow Evaluator (MFE) represents the most recent technical advance in formation testing. Drill-stem testing techniques prior to the MFE have been limited in three areas—(1) operaiion, (2) recovery analysis, and (3) reservoir analysis. The tools in the MFE system allow maximum control during testing and provide test information superior to that obtainable with conventional tools. Subsidence may be observed above partial extraction shallow room-and-pillar mines where the coal seam(s) is associated with weak and thick claystone in the floor. This paper presents results of subsidence studies at such a mine. During the 26-month study period, a time dependent subsidence causing a maximum vertical movement of 50 mn was observed. After a subsidence rate of 6.0-6.5 m/month for the first two months after development of mine workings, the rate decreased to 0.8-0.9 mm/month after 17 months. However, presumably due to settlement of barrier pillars, it increased therafter to 1.7 mm/month for the next 9 months. Angle of draw, based on zero subsidence, was calculated to be about 29 degrees. Maximum tensile strain and compressive strain values observed were 0.040 pct and 0.039 pct respectively. A hypothesis was fomlated to correlate surface subsidence movements with observed underground movments. The data collected to date fits reasonably well within the formulated hypothesis.

This Paper describes a sudden spill of rock waste used for backfilling from a waste pass at one of the underground mine in Canada thus causing a major failure/accident. The mine operator immediately launched a detailed investigation to understand the causes of this accident and develop procedures to prevent any recurrence of such events in future. The investigators from McGill University were invited to collaborate with the engineers at the mine to examine this accident. The events leading to the accident were studied and appropriate measurements were taken and samples of the waste material was collected for further test and analysis. The field visit and the interview of the witnesses allowed a detail documentation of the events. The sequences of events related to the incident together with the experimental results obtained in the course of the investigation is detailed. The waste material was characterised in the laboratory with regard to its behaviour in the presence of water. This information is then discussed and the failure mechanism involved in this accident is identified. The full recommendation as well as the immediate operational measures implemented by the mine to prevent future occurrence of such events are discussed and presented.

"A major shortcoming of the statistical back-analysis of coal pillar strength is that it relies on the asmined pillar dimensions, not taking into account time-related pillar scaling with subsequent reduction in pillar width. The paper describes an investigation where the rate of pillar scaling was applied to the pillars in the databases of failed and unfailed pillars. The reduced pillar sizes were then used in the same method of statistical back-analysis that had been used in the past.This resulted in an equation for pillar strength which predicts significantly greater pillar strength than the previous statistical analyses, which is similar to the strength which had been found earlier by direct testing of large specimens underground. It is concluded that the lower strengths found by previous statistical analyses are due to the incorrect pillar width being used and that by adjusting the pillar sizes to compensate for scaling, more credible results that correspond to direct testing are obtained.As the newly derived strength equation is time-dependent, it follows that the safety factors and probabilities of failure are likewise time-dependant. An equation to determine the probability of failure is also developed. This results in the safety factor being close to unity at a probability of failure of 50%, which is aligned to statistical expectation. IntroductionSince the Coalbrook mine disaster, caused by massive pillar collapse, there have been several attempts at analysing and defining the strength of coal pillars. It was realized in the very beginning that performing classical strength tests on coal specimens in a laboratory and then transferring those results to real coal pillars could not be successful. The scatter of results is one problem and, more seriously, there is a size effect (at least for small specimens) that made the transformation of strength results to much larger coal pillars underground all but impossible.Two main schools of thought then emerged. Some researchers preferred to perform direct strength tests on large specimens underground, while others relied on statistical back-analysis of failed and unfailed pillar cases, attempting to determine the differences in size and shape that would allow a satisfactory prediction of failure. The latter school of thought resulted in the method that was widely accepted by the South African coal mining industry, described in the landmark publication by Salamon and Munro (1967)."

"INTRODUCTION The Iron Mountain deposits were examined in the summer of 1943 by engineers of the Bureau of Lanes, and a diamond-drilling project was set up under the Strategic Minerals Program. Actual drilling operations, under the supervision of a Bureau engineer, commenced November 9, 1943, and were completed on November 1, 1944. When the Bureau began detailed exploration of the Iron Mountain deposits, the Federal Geological Survey participated. Dr. I. W. Newhouse, of the Survey, and Dr. A. F. Hagner, of the Wyoming Geological Survey, were assigned to the investigation.ACKNOWLEDGMENTSIn its program of exploration of mineral deposits, the Bureau of Mines has as its primary objective the more effective utilization of our mineral resources to the end that they make the greatest possible contribution to national security and economy. At least one US senator believes that the events of Sept. 11, 2001 made many citizens see the need for the country to become more self-reliant on its growing energy needs. Even before that tragic day, however, the Bush administration was making a strong push to open up more public land for energy and natural resource development.

In 1917 the Federal Bureau of Mines and the University of Idaho arranged to cooperate in an investigation looking to the improvement of mining and milling methods in the mining districts of the State of Idaho, with an especial view to the wider development of the minerul deposits and greater efficiency in the treatment of the lowgrade ores of the State. This work has been made possible lnrgely through the generosity and active assistance of the mine operators, especially certain companies in the Coeur d'Alene region. As the first step in the work under the cooperative agreement it wa.s decided to gather all data possible on the various mining districts throughout the State, both active and abandoned, in order to ascertain their potential possibilities, especial attention being paid to methods of metallurgical treatment and to the solution of the many metallurgical problems in order to effect a greater commercinl saving. With this plan in view, field work was begun in the latter part of May, 1917, and was continued during the summer. E. K. Soper, formerly professor of mining, University of Idaho, and now dean of the mining department of Oregon Agricultural • College, Corvallis, Oreg., visited the mining districts in central and southwestern Idaho and also some of those in the northern part of the St.ate. D. C. Livingston, professor of geology at the University of Idaho, Moscow, Idaho, also visited some of the mining districts in central Idaho during the summer; in addition, much valuable information he had gathered on former trips to many other districts is included in this report. Credit is also due Mr. Livingston for the maps covering the State, as well as the bibliography nt the end of each chapter. Thomas Varley, superintendent of the Seattle mining experiment station of the Bureau of Mines, spent a short time in the field, principally in the mining districts in central and . northern Idaho, and made a brief visit to the southwestern districts with Mr Soper. The field work of Mr. C. A. Wright, metallurgical engineer of the Bureau of Mines, in direct charge of the cooperative work, was chiefly in the Coeur d'Alene region. Mr. Wright visited nearly all of the mining districts in the region and devoted most of his time to studying the milling methods. The results of the investigation are set 1iorth in this bulletin. The bulletin aims to give the l9Calities of the various mining districts, and the nature of the present operations and those that have been carried on in the past. The geology is discussed only in a general way, the descriptions being intended more especially to bring out the types of ore deposits and the character of the ores, a knowledge of which is essential in determining the proper treatment of the ores. The writers do not wish to imply that all districts mentioned in this bulletin were visited during the summer of 1917, for a great deal of the material has been gathered from other reports, especially from publications of the United States Geological Survey. However, it is hoped that this report will be of help to those who are interested in mining in the State of Idaho. The plan is to continue the field work and subsequently publish the results of the investigations in much more detail, with greater emphasis given the metallurgical treatment of the ores and the problems involved.
