INTRODUCTION DURING the summer of 1919, the late Dr. Henry M. Howe, then Chairman of the Division of Engineering of the National Research Council, organized a committee to obtain a better insight into the behavior of carbon steels under the influence of various treatments by a proper control of the time and temperature factors. During part of 1919 and 1920, work in connection with this investigation was carried on at Dr: Howe's laboratory at Bedford Hills, N. Y. During 1921 there was an enforced hiatus in the work, occasioned by the illness which resulted in Dr. Howe's death in 1922. At that time one of the present authors compiled the results of the work which had been done and this was published in 1923.1 Following the publication of this work, it seemed desirable to carry on in the same manner an investigation of steel of C 0.75 per cent., which steel had not been as fully treated as had the other steels of C 0.34 and 0.52 per cent., used in the published work. Furthermore, certain unusual results have been obtained in the treatment of C 0.52 per cent. steel by quenching and drawing, and repetition of this part of the work seemed advisable. This has been done during the past year at the School of Mines and Metallurgy of the University of Missouri at Rolla, Mo., by a cooperative undertaking of the School and the Bureau of Mines, working in conjunction with the Committee on Heat Treatment of Carbon Steels of the National Research Council. The present paper is a report of the results obtained in this work.

Although the occurrence of deposits of titanium minerals on Kenya’s present day beaches and adjacent dune systems has been well documented, the potential for older formations to host economically viable deposits had not been recognised until recently. The Magarini sands formation in Kenya has been found to contain deposits of ilmenite, rutile and zircon in quantities and grades that have the potential to be commercially exploited. Since 1995, Tiomin Resources Inc. has explored these deposits and has identified one deposit, the Kwale project, as being able to support the development of a mine producing some 300,000 tpa ilmenite, 75,000 tpa rutile and 37,000 tpa zircon. Tiomin plans to start production by late 2002. Construction of a US$137 million operation is set to commence in the first half of 2001.

A detailed analysis of the geomechanical behaviour in rock cutting with a diamond saw is provided to obtain a better understanding of the mechanisms involved in the process. The energy of elastic deformation (before failure) and plastic deformation (post failure) was determined in uniaxial compression tests as well as the energy consumed per unit volume in the cutting process. The test samples are White and Ruivina marbles from Borba - Vila Viçosa in Portugal. Correlations between total deformation specific energy and cutting specific energy, normal and tangential forces and diamond indentation are analysed, and some conclusions are presented.

Quantitative seismology is an important tool for investigating mineinduced seismicity and the quantification of the seismic rock mass response. The spatio-temporal interpretation of seismic data within an ever-changing three-dimensional mining environment provides some challenges to the interpretation of the rock mass response. A grid-based approach for the interpretation of spatial variation of the rock mass response provides some benefits compared with approaches based on spatial filters. This paper discusses a grid-based interpretation of seismic data. The basic methods employed in the evaluation of the parameter values through space are discussed and examples of applications to different mine sites given.

A rotating magnetic field can be produced in a magnetic separator by using a magnet rotor fitted with alternate north-south magnetic poles, similar to the rotors currently used in modern eddy current separators. Rotation of the magnetic field causes ferromagnetic particles to rotate during magnetic separation. The particle rotation can then be used simply to remove entrapment during a conventional attraction magnetic separation (RMF lift separation), or it can be used to roll particles away from non-rotating particles, and to move them out of the separator under their own rotation (RMF rotation separation). RMF (rotating magnetic field) separation is a separation for ferromagnetic particles. These particles have a very ordered magnetism that is locked into directions of easy magnetisation in the crystal. As a result, if the external field rotates, the particles attempt to rotate with it. RMF separation uses this fact to rotate the ferromagnetic particles in a rotating field. In contrast, paramagnetic particles have a magnetism that can point in any direction with almost equal ease, and these will not rotate in a rotating field. By making use of this difference in magnetic properties, RMF rotation separation can separate ferromagnetic particles from paramagnetic, even when the particles have similar susceptibilities. Some particles such as both chrome spinel and ilmenite can contain ferromagnetic regions within a paramagnetic matrix. These ferromagnetic regions can vary from very small regions dispersed throughout the crystal, through thin lamellae, to larger more bulky regions. Although most natural ilmenite is ferromagnetic and generally has a higher magnetic susceptibility than paramagnetic chrome spinel, the susceptibility ranges for the two minerals overlap considerably (Allen, 2000a) due to the presence of these ferromagnetic elements, frequently making the conventional magnetic separation of these two minerals impractical. It is known that roasting a mixture of ilmenite and chrome spinel particles increases the magnetic susceptibility of the ilmenite while leaving the spinel susceptibility substantially unchanged. This makes the use of conventional (susceptibility attraction) magnetic separation more practical for the separation of these two minerals. However, very little is known about the effects of roasting on the response of ilmenite and spinel particles to a rotating magnetic field. For example, although the optimal ilmenite roasting conditions for conventional magnetic separation are quite well established such conditions may or may not be optimal for RMF rotation separation. Low intensity conventional magnetic separation on the basis of magnetic susceptibility can be made more accurate if it is carried out in a rotating field, because the rapid spinning of the separating particles prevents the formation of magnetic flocs, and reduces entrapment and entrainment. Medium intensity RMF rotation-only separation (no attraction component) has the ability to separate rotating (ferromagnetic) from non-rotating (paramagnetic) particles, irrespective of their relative magnetic susceptibilities. RMF rotation separation is of particular interest in this case because ilmenite particles generally rotate much better than the mainly paramagnetic chrome spinel particles, and roasting could enhance this difference further. Further information on the use of RMF to separate minerals can be found in Allen (2000a; b and c). The aim of this series of tests on a number of Australian ilmenites was to compare some different oxidising and reducing roast methods and to establish whether the use of RMF rotation separation improves the chrome spinel rejection.

Vehicle vibration exposure has been linked to chronic back pain and low back symptoms among agricultural tractor drivers. The objectives of this study by the National Institute for Occupational Safety and Health (NIOSH) were to assess driver whole body vibration (WBV) exposures and recommend interventions to reduce the risk of back related injuries, particularly relative to vehicle jarring/jolting (the transient mechanical shock components of WBV). The methodology included collecting, from two independent samples, ?eld data and health and work history data of farm equipment operators. Data were collected during mowing, raking, baling, chiseling, tilling, and road travel for different model tractors. Spraying using a sprayer and shrub removal with a skid steer loader were also included. Based on ISO 2631 (1985), the American Conference of Governmental Industrial Hygienists, threshold limit values, presents 0.5 m/s2 as the action level recommended by the Commission of European Communities for overall weighted total RMS acceleration (vector sum for axes x, y, and z) [ACGIH, 2006. Threshold limit values and biological exposure indices. Cincinnati, OH]. WBV measured at the operator/seat interface exceeded this action level. The roughest rides and highest vector sum accelerations occurred with small utility tractor mowers (3.3 and 2.8 m/s2) and a skid steer loader (1.7 m/s2). Major ?ndings from health and work history data showed 96% of participants reported having to bend or twist their necks, although 24% reported neck symptoms. Sixty four percent of participating operators reported experiencing back symptoms (e.g., pain, aching, stiffness, etc.). Recommendations included: specifying a seat that ??better?? isolates operators from jars/jolts with new tractor purchases; maintaining the seat/seat suspension and replacing worn or damaged cushions with NIOSH tested viscoelastic foam padding; using larger diameter tires with radial ply instead of bias ply construction, particularly on small utility tractor mowers, to aid in attenuating ride ??roughness??; using a swivel seat to reduce the stress on the neck from bending or twisting; and improving efforts to educate owner/operators of the adverse effects of WBV exposures. Since the data presented in this paper were collected from two independent samples, the authors were unable to draw any correlations or etiological inferences from the study. However, results were compared and contrasted with other studies which included similar vibration measurements in agriculture.

ONE DAY IN the mid-1880s, in a suburb 0f Pittsburgh, Pennsylvania, there dismounted from a train the two foremost leaders of the day in the coal and steel industries-Andrew Carnegie and H. C. Frick. Their attention was drawn to a well-loaded car of coke, which their experienced eyes recognized as a superior product. "I'll bet you that coke is from the H. C. Frick Coke Company," Mr. Frick challenged. "I'll bet it was shipped by my company." In a spirit of fun Mr. Carnegie accepted the wager. Mr. Frick lost the bet: the coke had come from M0rewood, one of three sites being operated under the direction of a young entrepreneur, Erskine Ramsay. If Mr. Frick's confidence was somewhat dented by this occurrence, the responsibility was his own. He himself had opened the way for Erskine Ramsay to become the youngest of mine superintendents; and he had dispersed all dissension regarding his choice with the words : "I'm not interested in his years, I'm interested in his record. He makes more coke in an oven than any other superintendent. And I'll take 'em out 0f the cradle if they can make coke... Suppose he is only twenty years old? ... The d --- kid is a genius, I tell you." Erskine Ramsay was to follow in the tradition of Carnegie and Frick. Not only was he ambitious and a worker his background had prepared him for it. Coal mining was in the Ramsay blood. His father, Robert Ramsay, of whom the son once stated that he had no superior as coal mining and mechanical engineer in this country, once accounted in these words for the phenomenal accomplishments which had attached to the name "It does no harm to belong to a family of mining engineers who are just as good as any in America-if it is myself that says it." Anyone acquainted with Robert Ramsay's character realized that he was not given to overstatement. And the above-mentioned Mr. Carnegie encountered young Ramsay again, a few years later in his career, and wrote of him to young Erskine's father, that he was "going to be a credit `tae us a' " (a quotation from Robert Burns.) Nor have Mr. Ramsay's achievements been identified exclusively with the industrial field in which he early asserted himself. He has been an inventor whose techniques in mining engineering have received international recognition. As an investor of foresight, he has benefitted others immeasurably, as well as himself, being an influential factor in the upbuilding of several communities in his chosen and well-loved adopted home state of Alabama since 1887. He is a philanthropist whose benefactions have run into millions, the chief beneficiaries being educational and charitable institutions. Large deposits of manganiferous iron ores, representing several million tons of metallic manganese, occur in the United States. The Minnesota deposits of such ore are of outstanding importance because of their size, state of development, ease of mining and proximity to the Great Lakes, which permits water transportation to steel centers. In view of the fact that our steel industry requires large quantities of manganese, for which no satisfactory substitute has been found, and because our reserves of ferro-grade ore are comparatively small, the development of methods that will make our large deposits of manganiferous iron ores available as a source of ferromanganese is an important problem. Realizing the importance of this problem, some years ago the North Central Station of the U. S. Bureau of Mines and the Minnesota School of Mines Experiment Station undertook jointly the development of methods for recovering the .manganese content of manganiferous iron ores in a form suitable for the production of ferromanganese, the 80 per cent. alloy indispensable in producing steel. Two types of manganiferous iron ores have been described in previous reports.' The brown ores are higher in iron and lower in manganese than the black ores; the black ores are more siliceous but contain less phosphorus. The utilization of the iron content of the brown ores in the production of steel appears to furnish the best basis for their treatment. The method of attack has been to work out modifications in iron and steel practice so as to recover manganese in the form of slag comparable to ferro-grade ores. The greater part of the experimental work has been conducted with a 6-ton blast furnace and a 1/2-ton basic open hearth. It is difficult, and probably inadvisable, to frame rigid rules for the valuation of alluvial deposits, for such deposits are very diverse in type, varying, for example, according to the mineral sought and according'to the complexity of the deposit which, on one hand, may be a narrow welldefined alluvial strip at the bottom of which is a continuous mineral lead, or, on the other, may be a broad alluvial flat with discontinuous patches of the valuable mineral occurring at different levels throughout the alluvium.However, some definite procedure in valuation must be adopted when dealing with anyone deposit, and the fundamentals of such a procedure are applicable to almost all alluvial deposits.The methods described in this paper are based very largely on the valuation of a specific deposit and, although an attempt has been made to keep the discussion as general as possible, it contains some statements which, if traced to their origin, spring from the writer's association with that deposit. Such statements must be interpreted with sufficient flexibility to be appropriate to whatever area the reader may have in mind.The subject of valuing an alluvial deposit falls naturally into two divisions: The valuation of each borehole; the valuation of the deposit as a whole. The following discussion is therefore dealt with under these two headings.Some general matters are mentioned in a third section.

A series of gas inrush events occurred during development at Grosvenor mine resulting in exposure to elevated levels of methane at the production face. A total of 22 gas inrush events occurred releasing between 15 and 130 m3 of methane during each event. The presence of an undrained seam in the immediate floor, geotechnical characteristics of the floor, and the stress environment all contributed to these dynamic floor events, while the geological characteristics of the seam below, such as the seam thickness and ash content of 75%, prevented effective pre-drainage. However, events only occurred in headings mined parallel to the principal horizontal stress direction. In cut-throughs (C/Ts) perpendicular to the principal stress direction, no events occurred, and higher methane levels were observed at the production face.

With prevailing assumptions that plentiful domestic coal reserves will be available for meeting our Nation’s expectations for on future low emission, coal-fired power plants, major government funding in Clean Coal Technology, and Carbon Sequestration Programs continues to be aggressive. However, after more than a decade of cutbacks in funding for domestic coal-related programs and personnel, there is a growing concern that adequate quantification and qualification of our Nation’s coal reserves is increasingly being compromised. This paper will define the growing concerns and dichotomies that continue to increase, and address the decreasing number of fossil fuel mapping and assessment programs by Federal and State programs.

Over the past decade the number of contractors working in underground coal mines has nearly doubled; however, the effect this has had on the industry?s injury rates has been the subject of much speculation. The confusion exists because the U.S. Mine Safety and Health Administration (MSHA) database does not assign contractor hours to the individual mining operations where they worked. To better understand the safety record of the contractor segment of the industry, the National Institute for Occupational Safety and Health (NIOSH) undertook a comprehensive analysis of the data contained in the MSHA database. The first part of the study compared overall contractor and operator trends from 1983 to 2009 related to employment, hours worked, injury rate, and days lost. One unexpected finding was that the larger contractors tended to have higher injury rates than the smaller ones. The second part of the study directly addressed the role of contractors on the safety record of 10 large underground coal mines. A detailed analysis provided both injuries and estimated contractor hours worked at these mines for the period 1992?2007. Comparison between the estimated contractor injury rates and the reported operator injury rates at these mines indicated that the contractor injury rates were significantly higher at most of the operations studied. However, the industry-wide data indicates that contractor and operator injury rates have converged since 2005 and are now equivalent.

160 numbers of double bulb underreamed piles were constructed based on the safe loads specified in IS code at Tripura. The pile load tests yielded a much lower capacity. A detailed investigation work was carried out to find out the reasons for anomaly. The work included soil exploration followed by extraction of two piles bearing numbers 72 and 151. It was seen that the bulbs were not formed as per specification. Some comments on IS Code have been made at the end.

The development of a resource project inevitably requires the investigation of a vast range of issues across most engineering disciplines - mining, metallurgical, chemical, civil, electrical, mechanical and environmental - as well as the geosciences. It is also a characteristic feature of the resource industry that no two orebodies - and hence no two development projects - are the same. So these technical issues have to be addressed to a greater or lesser extent in evaluating any resource project's development potential. Not surprisingly then, technical issues tend to predominate when assessing the development potential of a project in the process typically referred to as `doing a feasibility study'. But the principal purpose of a `feasibility study' is to determine whether a development opportunity makes good business sense, not just whether it is technically possible. Resolution of technical issues is often seen as the primary focus of a feasibility study, whereas in reality, these technical issues are the basis upon which an asset delivery and business plan is built. This is not to say that technical issues are unimportant - they are a prerequisite to the demonstration of a project's viability. The feasibility study process must therefore demonstrate that not only have the technical issues been satisfactorily addressed, but also that the broader commercial, economic and social issues have been considered in the development of a comprehensive business plan, which includes an assessment of the risk-reward profile of the proposed development. This paper will present a framework for the conduct of `feasibility studies' and provide guidance to minimum standards and best practice.

During 1996 and 1997, Oregon experienced flooding on a scale not seen in many years. Some gravel pits located near rivers experienced erosion. In several cases, breaches occurred between the gravel pit and the river. Initial evaluation of several sites that experienced these breaches showed that impacts to the river system were complex and varied significantly from site to site. The impacts to the adjacent river system may be viewed as positive and negative. Several flood-plain-mining sites in Oregon located in areas of historic river flow reverted to active riverbeds. In many cases, state and federal fisheries biologists and university researchers saw the resulting increase in channel complexity and habitat as favorable. The Oregon Department of Geology and Mineral Industries —Mined Land Reclamation Program (DOGAMI-MLR) is studying the effects to the off-channel areas that resulted from the 1996 floods. More data is needed to make sound flood-plain decisions regarding mining.

INTRODUCTION The headrace tunnel in Amlach is part of a hydro electric power scheme near the city of Lienz in south west Austria. The project is owned and developed by Tiroler Wasserkraftwerke AG, the regional electrical supply utility. The construction work was divided into seven contracts for the entire scheme. The power output will be 60 MW, this being developed from a head of 370 m and water flows of 20 m3/s. The water will be tapped from the river Drau and lead through a 22 km long headrace on the south side of the Puster valley through the Lienzer Dolomiten mountain range. Contract No. 4, which is a joint venture between Mayreder, Züblin, Strabag, Rella and Innerebner, involves the construction of 13.5 km of the headrace. It was decided to bore this from one single adit, which probably makes it the longest pressure tunnel driven from one side by a TBM. (See Fig. 1.) For the tunnelling an Atlas Copco Jarva MK 12 TBM was chosen. The excavation diameter is 3.90 m, with the final lined diameter being in the range of 3.20 to 3.40 m. The back-up is a 145 m long single track rail system supplied by Mühlhäuser (Germany). Side-tipping cars with a capacity each of 8.2 m were used for removing the muck. Carbon nanotube (CNT) reinforced metallic composites have been recently generating significant scientific interest, due to their expected superior properties compared with other composites. Out of the metallic matrices investigated for reinforcement with CNTs, aluminum has received considerable attention. A major problem has been the dispersion of CNTs in metallic matrices. This paper discusses preliminary results on the mechanical dispersion of CNTs in aluminum powder, powder processing, stability and characterization of aluminum dispersed with CNTs at reinforcement levels equal to and below 5 wt.%.

The average annual growth rate of real gross domes-tic product (GDP) from the third quarter of 2001through the second quarter of 2003 in the United States was about 2.6 percent. GDP growth rates in the third and fourth quarters of 2003 were about 8 percent and 4 percent, respectively. Many other indicators reflected a rebounding U.S. economy — rising consumer confidence, higher retail sales, greater industrial production and more housing starts. Inflation also reached a 38-year low in 2003. The upward trends in many sectors of the U.S. economy in 2003, however, were shared by few of the mineral materials industries. Annual output declined inmost non fuel mining and mineral processing industries, although there was an upward turn toward yearend as prices began to increase (Table 1).

UK Mr. Price expanded on the content of his paper and presented elements of various case histories of bored piles instrumented by the Building Research Establishment. In particular, the interpretation of data from instrumented piles is critically related to: (i) the construction process (ii) concrete stiffness and variability (iii) the effects on the pile due to installing instruments The main role of the instrumentation in the examples presented was to establish pile performance under service loading conditions. Of particular interest is the mobilisation of skin friction and soil shear modulus.
