The need for improved, high confidence estimates of nodule abundance to support mine permitting, detailed mine planning and mining and processing equipment design is evident. To date, physical samples represent the ?Gold Standard? for nodule abundance measurement, and are likely to remain as such. However, there are some interesting improvements in the area of 3-D scanning which, if marinized for operations at 6000m, may prove to be reliable alternative methods for mapping abundance over large areas particularly if calibrated or benchmarked with physical sample data. . Features of a high confidence physical sampling device, such as the 0.75m2 (0.86m on a side) box corer developed and successfully used by the Kennecott Group for exploration in the CCZ, take into account not only the accuracy in nodule sample collection but a host of other operability considerations which can mean the difference between a successful exploration cruise yielding high numbers of large area samples and one in which few, inaccurate, often inconclusive samples are collected (or, even worse, the sampler fails to grab any nodules for any number of reasons). The collection of physical samples at appropriate spacing within a mine area combined with more qualitative indications of nodule density such as can be obtained using acoustic backscatter should prove adequate for the near term objectives related to overall abundance appraisal or estimates of ?indicated? resource. Looking ahead, exploration cruises will need to yield increasing amounts of data to support development of higher confidence resource abundance estimates to support issuance of mining permits and detailed design of mining plans and equipment. In late 1988, the Committee for Coordination of Joint Prospecting for Mineral Resources in South Pacific Offshore Areas (CCOP/SOPAC), Suva, Fiji, consulted the Continental Shelf Division of the Marine Minerals Technology Center regarding low-tech, low-cost, reconnaissance sampling systems for a variety of nearshore needs. Materials of interest to several member island nations included silica and calcareous aggregate for cement manufacture, sand for beach replenishment, heavy minerals, and precious metals. A principal criteria of the system was that it be of low-tech design, and as far as possible, suitable for construction on the islands from available materials. It should also be operable with SOPAC personnel on island vessels of opportunity. The system selected to satisfy these requirements was a convertible drill of basic airlift design, capable of operating with easy modification as either a vibralift or airlift, depending on the desired application. The basic system included a drill pipe constructed of heavy duty 76 mm (3") black iron pipe, divided into three 3 meter sections (for ease of transport), fitted with an air intake manifold and bit at the lower end. A 25 mm (1") galvanized pipe assembled in three similar sections and clamped to the drill pipe served as a water jet to assist in cutting. Mining the deep ocean by the year 2000 may seem far fetched. The year 2000 is but a decade away, a scant 10 years. Remember, the youngsters of today will grow up in a little more than a decade and rebut the wisdom of the ages, especially the traditions of their elders. Rude perhaps, but none the less a fact of life. Ocean mining exhibits many of these same traits. We should all brace ourselves for some rude shifts in our rapidly moving society. Major shifts in economics, politics, and social orders are the rule of the day. Communism is in retreat, our own economic structures chaotic. So in this moment of cataclysmic change, a shift in the international market place of mineral resources should not be a great surprise.

This paper discusses the importance of polymetallic nodule mining in the context of sustainable development and forecasted growth trends, supply and demand dynamics, the decreasing grade and quality of terrestrial mineral resources, and the Green Economy, as well as in light of a comparative analysis that demonstrates polymetallic nodule mining offers a socially and environmentally advantageous alternative to terrestrial mining.

The State of Hawaii has expressed concern over deterioration of the tourist beaches at Waikiki, which are becoming seriously depleted of sand. In this report the options for acquisition, transportation and placement .of sand on the beach are examined with respect to feasibility and cost. Ten sources of sand were compared, including commercial, from Australia, Maui, and Barbers Point (3), deposits offshore of the Reef Runway (3), offshore of Waikiki (3), and offshore of Molokai from the Penguin Bank (1).

This paper describes operational environmental threshold levels for exploitation of mineral resources in the deep sea. Such criteria are needed to be able to monitor and control deep sea mining with respect to the stringent environmental requirements that are needed. It is recommended to use existing environmental threshold levels for comparable activities where such are existing. Fields of application are mainly but not exclusively seabed mining operation activities under the governance of the International Seabed Authority (ISA). The threshold levels and limits mentioned in this paper are proposed recommendations based on other activities than seabed mining but are a proven and accepted approach in other maritime industry activities. An example of such other activities with proven and accepted environmental threshold levels are Oil & Gas exploitation activities in the sea. Background The first exploitation of mineral resources is coming closer. At the moment regulations for exploitation for mineral resources in the Area are being developed by the International Seabed Authority (ISA). The ISA regulations will contain the framework related to environmental monitoring of exploitation. However, the regulations will not contain operational environmental threshold levels for the Contractor.

With some land based mineral deposits being fully exploited across the world, deep sea mining is set to revolutionize global approaches to the search for precious metals and other sought after minerals. Previously, the financial and technological implications of deep sea mining outweighed the benefits of access to the mineral rich deposits identified all around the world. The process of marine diamond mining off the west coast of southern Africa started in the late 1950s, and subsequently continued by De Beers to the present day, has proven to be an excellent proving ground for the development of technology and mining systems that ensure a sustainable and financially viable business.

With New Zealand?s ratification of the United Nations Convention on the Law of the Sea in 1996, the government of the day increased work on developing an oceans strategy to help create a governance framework for the country?s extensive existing and potential maritime territories. This project took a new direction in 2001 with the establishment of an ad hoc committee of 6 Ministers, and their appointment of a Ministerial Advisory Committee (on which the senior author served) to consult with the public, identify widely held values and inform the development of a Vision for subsequent policy development. The current second stage of the policy development process involves a working group of officials from the relevant agencies completing a stock-take of existing laws and regulations to identify overlaps and gaps that should be addressed in the third and final stage. The public consultation process revealed, as might be expected, a wide range of perspectives but a solid consensus in favour of a coherent, and balanced, framework to enable the realization of economic benefits of ocean development so long as appropriate environmental standards (broadly expressed in terms of sustainability) are not compromised.

"Two types of metallic deposits have been found in the deep Arctic Ocean: Hydrothermal Fe, Cu, and Zn sulfide deposits form along Gakkel Ridge in the Eurasia Basin and associated ridges between Greenland and Europe; and iron and manganese oxide crusts (Fe-Mn crusts) and nodules, precipitated from seawater onto rock surfaces in the Amerasia Basin, contain many rare metals of economic interest. Fe-Mn crusts and nodules collected in the Amerasia Basin during 2008, 2009, and 2012 cruises on the USCGC icebreaker Healy are characterized by unique mineral and chemical compositions, very high Fe/Mn ratios, fast growth rates, and other unique characteristics compared to those formed elsewhere in the global ocean. These characteristics reflect temporal and spatial variations in geological, oceanographic, and climatic conditions in the Arctic Ocean and surrounding continents over the past ~15 Myr.RESULTS AND CONCLUSIONSDiscrimination diagrams show that the crusts and nodules found in the Amerasia Basin north of Alaska are hydrogenetic. However, the mineralogy is not typical for hydrogenetic Fe-Mn crusts and nodules, which usually include only amorphous Fe oxyhydroxide and ?-MnO2 (vernadite). The Arctic samples also include the Mn oxides birnessite and 10Å manganates (todorokite, buserite, asbolane), and the Fe minerals also include goethite, lepidocrocite, feroxyhyte, and ferrihydrite. This mineralogy reflects formation under lower oxygen conditions than typical for samples formed elsewhere.The Amerasia Basin crusts have a unique chemical composition compared with crusts from other areas of the global ocean. The key difference is the high Fe contents relative to Mn contents, which determines the types of trace metals hosted by the Fe-Mn oxide phases, and their concentrations. The high Fe/Mn ratios reflect the expansive continental shelves (>50% of the Arctic Ocean) and upper slopes that support redox cycling and release of Fe and other metals to bottom waters, and to the large fluvial input from North America and Siberia. Brine formation on the shelves and currents promote the distribution of the metals throughout the Amerasia Basin, including the deep basins."

Marine mineral resources have been reviewed in great detail on numerous occasions over the past few years. A summary of these efforts would indicate there is little new on the horizon as far as economic programs are concerned. Deep ocean minerals, though not forgotten, hold little promise for development in the immediate future, i. e., manganese nodules, cobalt crusts, polymetallic sulfides, etc. Nearer to shore, within the EEZ, and particularly within waters under state control greater industrial interest is expressed. Interest in sand and gravel not only persists but is growing, dependent largely upon the construction industry. Precious metals demonstrate the greatest growth potential.

The University of New South Wales Mining Research Centre (UMRC) has a longstanding research reputation in mining research, with particular expertise in mining systems, mining geomechanics and excavation engineering. The UMRC is now focusing this expertise on the potential of mining Seafloor Massive Sulphides (SMS). The UMRC has initiated a three-year research project that will identify and examine the requirements to effectively and efficiently mine SMS deposits. The major aims of this project are: ? To develop an understanding of the geomechanical characteristics and local physical environmental conditions associated with a ?typical? SMS deposit. ? To develop and evaluate a range of both conventional and innovative excavation processes for mining SMS deposits, and define the engineering parameters required for each extraction option, and ? To identify the materials handling and lifting requirements of the ?mined? SMS material, and the possible integration of the lifting system with the excavation processes considered.

Underwater intervention operations have been supported by robotic systems such as remotely operated vehicles (ROV) for a long time. In particular challenging scenarios such as the deep sea, the use of ROV systems for environment awareness is in fact the main tool of choice. With the technical advances in autonomous robotics, there is an increased effort in substitute ROVs whenever possible for autonomous underwater vehicles (AUV). These systems don't have tether and thus provide large advantages from the operations and logistic point of view. However the limited options for underwater communications render them impracticable for many tasks were real time environment awareness and direct human control is needed. Emerging applications in underwater mining, both at sea [1] and in inland flooded mines [2] pose additional requirements in terms of operation support needs and environment restrictions. Two main tasks are to be addressed by assisting robots in these underwater mining operations: providing adequate environment awareness for human operators and obtain precise realtime 3D environment modelling (particularly relevant for the mining planning). The use of ROVs with umbilical cable, has in this case large limitations due to the nature of the mining cutting (performed by dedicated systems) that limit manoeuvrability and pose high risk of cutting the cable or damaging the vehicle. In this paper we present EVA (Exploration VAMOS AUV) an innovative hybrid ROV/AUV system developed for operations support in inland underwater mining operations. This robot is always operated without tether, and the can be used in a wireless ROV tele-operation mode using very short range high bandwidth underwater communication systems and in autonomous AUV mode.

The Korea Ocean Research and Development Institute conducted its first exploration for deepsea mineral resources in 1983, and began a systematic deepsea prospecting in 1989 among Micronesian islands and in central and eastern parts of Carion-Clipperton fracture zones of eastern Pacific. With the arrival of R/V Onnuri in 1992, KORDI commenced a full-scale national program for nodule exploration. The total area surveyed by KORDI covers more than 1,500,000 km2. At the end of 1993, based on the collected data, Korea designated 300,000 km2 in the Clarion-Clipperton fracture zone as prospective mining area for manganese nodules, and accordingly, the government of Korea submitted the application in January of 1994 to the United Nations for registration as a pioneer investor and for the allocation of a pioneer area. This application was approved by the General Committee of the Preparatory Commission in August 1994. As a result, Korea became the 7m pioneer investor under the United Nations Convention on the Law of the Sea. KORDI is now carrying out detailed exploration survey and environmental studies in the registered area to fulfill required obligations to UN, and Korea will continue exploring the last frontier on earth. It is KORDI's unshaken calling to be successful in exploiting deepsea resources to provide our nation resources it lacks. It is not only a challenge to explore deepsea, but it is also our national mission to explore and succeed in our endeavor for future generation.

The main characteristics of the 2545 km Tonga-Kermadec subduction system are the subduction of the Pacific Plate and its sedimentary cover in the Tonga-Kermadec trench and the extension and rifting of the lithosphere behind the active island arc in the Lau basin - Havre Trough back-arc systems. The subduction of the Louisville Seamount chain at 25.6°S affects the tectonic and volcanic system and separates the island arc into the Tonga arc and the Kermadec arc, respectively. To the west, a Miocene island arc is represented by the Lau-Colville ridge. The crustal extension between the Lau-Colville and the Tonga-Kermadec ridge started at about 6 Ma, and induced their separation and the onset of the southward rifting since about 5 Ma. Characteristics of the Tonga-Kermadec arc system include (i) the fourthfold decrease of the subduction rate from 24 cm/a in northern Tonga to 6 cm/a in the southern Kermadec trench, mainly north of 23.5°S; (ii) the development from fast spreading in the Lau basin (16 cm/a) to slow rifting (2 cm/a) in the southern Havre Trough with the transition from spreading to rifting at 23.5°S; (iii) variations in the composition and the volume of the subducting sediments and rocks (detritus from the Samoan hotspot at the northern Tonga arc; the aseismic Louisville ridge at the southern Tonga arc; increasing terrigenous sediments from New Zealand at the southern Kermadec arc); (iv) a number of active volcanic centers younger than 1 Ma and characterized by significant shallow submarine hydrothermal systems.

One of the numerous challenge for underwater mining is the positioning. This paper describes an architecture for the integration of an Ultra Short BaseLine (USBL), an Acoustic Synthetic BaseLine (ASBL) operating in Sparse Array mode and a Doppler Velocity Log (DVL) closely coupled with an Inertial Navigation System (INS) for precise subsea positioning in severe environments. By using such architectures, the INS can help to reduce the noise on the measurements coming from acoustic sensors. Another advantage is the capability to reduce the number of required transponders on the seabed, and as a consequence, reduce the time for the deployment and calibration of each transponder. The paper further describes sea-trials performed to assess the ability of a complete positioning system to provide decimetric positioning precision even with a single beacon deployed in the navigation area.

The Portable Remote Operated Drill was developed in Sydney, Australia in the 1990’s. The device is a platform for many in-situ seabed sampling and coring tasks. The range of tools developed for use in PROD’s magazine now includes gas detectors, vane testers, penetrometers and corers. This paper presents aspects of the soils testing undertaken in deepwater since 2005, focusing on testing of methane hydrates and reefal accumulations. The varied selection of tools carried in PROD’s magazines allow the unit to perform several functions from the seafloor in one deployment.

The cost of an offshore exploration project is mainly dependent on the size of the vessel engaged for the work and increases dramatically with increasing size. Of the various factors influencing vessel size, the type and size of the sampling equipment is typically the principal consideration. This scenario is particularly true of shallow sampling programs employing a vibracore system. The problem develops when certain bottom materials such as densely packed fine sand require sampling. This type of material being one of the most difficult for the standard vibracore systems, with integral core liner, to penetrate to a reasonable depth of some five to seven meters. The problem is mainly related to the excessive cross sectional area of the cutting bit required to accommodate the core liner. The typical solution has been to apply more power to the vibracore drive head which results in a considerable scale-up for the entire system with attendant increase in vessel size. In order to reduce operating cost, M.M.R.I. has developed several systems for deployment from vessels in the 20 meter range. Two systems are modifications to the basic vibracore and a third is a vibralift system. Basically, one of the vibracore units is employed where core liners are required, utilizing a special jet bit designed to reduce the cutting pressure on the bit while not affecting the integrity of the core.
