To one with so little experience in matters pertaining to currency, international finance, and foreign trade, this is surely an ambitions venture on my part. However, this is a subject of prime importance to all seriously minded Canadians and, if we are to obtain any clear understanding of the factors involved, we must study the facts and debate such points as may remain at issue. During the last few years, the world' s better known economists have described the gold standard in all its ramifications and in such detail as to leave many of us even more confused than before. If we, then, are to acquire any real conception of its meaning and use, I think we must reduce it to its fundamentals and start from there. To my way of thinking, gold in ? trade and commerce is the symbol of honesty. When you seek to discharge a debt by tendering paper you hand the recipient an I.O.U. which may or may not be good, for the purchase of goods or services to the extent of its face value. When, however, you discharge a debt by the payment of gold, it constitutes a complete and final discharge. There are no reservations - no ifs and ands - and the transaction is definitely closed to the satisfaction of all concerned. Gold, then, is evidence of accumulated and transferable wealth that is immediately acceptable in practically every part of the world. However, there is not nearly enough gold to meet the demands of world trade, and. many years ago this deficiency gave rise to what we now describe as our banking system.

This paper deals with the power plant at Cassiar Asbestos Corporation Ltd., Cassiar, B.C. It discusses the units installed in the plant, the distribution of power and the costs involved. The efficiencies and economics of this power plant are considered to be somewhat better than average. Introduction C ASSIAR Asbestos Corporation's power plant had its inception in 1952 with a 15-by 15-ft. log cabin containing two International Harvester diesel generator sets of 50 kw. total generating capacity. Over the years, it has grown to its present size -an 80 by 82 ft. by 35-ft.-high rigid-frame Butler building housing eight 2,300-volt diesel generating sets, a 2,300-volt distributing switchboard, a 550-volt auxiliary panel, three air compressors, six heat exchangers and other related equipment. The units in the power plant, numbered according to their order of placement, are rated as shown in Table I. The total generating capacity of the plant is 3,673 kw. THE INSTABILITY of copper prices and their low levels since late 1974 are of great concern to both producers and, to a lesser degree, consumers of copper. The price levels portrayed by the "neutral long-term" price trend are assumed to have been enough to encourage sufficient investment to provide adequate world production capacity and yet not so high as to encourage development of excessive over capacity. The identification of the present level of this trend has taken on special importance for governments and for corporations active in the world copper industry. One approach to the possible determination of such a price is through the use of moving averages. In this way, the effects of relatively short-term price movements can be dampened, as can those related to business cycles. From such averaged price data, long-term trends can be sought over a selected time period. The choice of the past time period for which a price trend is sought may have a major effect on the result'. For example, in the period 1885-1973, the long-term price trend for copper in constant dollars showed a decline, whereas in the period 1919-1973 it was rising. For the purposes of discussion, an appropriate choice of period might be a relatively short and recent one so that the majority of the present cost factors would be present throughout. It should also be long enough to cover a number of full business cycles.

Supply chain simulation modeling is taking on a more prominent role in mining project planning and decision making. Transportation costs for the supply chain can form a significant component of the overall cost to provide product to the end customer. In recent years, computing power has increased, simulation software has advanced, and simulation specialists have become even better equipped to provide sophisticated analysis and recommendations. This has led to a virtuous cycle of owners expecting and supporting data-driven analytics, which drives further advancement. This paper discusses developments in supply chain planning and two case studies from recent simulation modeling analyses.

Gypsum in Manitoba is quarried from the Jurassic Amaranth Formation a1 Gypsumville and Harcus; it has been mined near Amaranth and Silver Plains. At Gypsumville, gypsum is carbonate- free but has thin clay laminae between gypsum layers; the rock is folded in places, and some anhydrite is present. At Harcus, gypsum contains scattered dolomite, both as patches in a penemosaic pattern and as thin layers; small chalcedonic concretions also can be found. The quarry at Harcus was opened late in 1978 and currently produces about 100,000 tonnes annually. The two inactive mines near Amaranth operated from 1932 lo 1963 and from 1967 to 1970, and contain a central anhydrite layer. The mine near Silver Plains was flooded from an underlying artesian aquifer in 1975 and has not been reopened. Manitoba gypsum is used in cemem plants in Mani1oba and Saskatchewan and in wallboard plants in the three Prairie Provinces.

Since mid-1989, Cambior has increased its producing gold mines from four to six, having acquired the Chima Mine and brought the Silidor Mine onstream. In June 1990, the company announced that the Mouska project would also be put into production. Gold production reached almost 190 000 ounces in 1989 and is expected to exceed 220 000 ounces this year. Cambior has also a non-gold operation with an interest of 50% in the Niobec Mine and has recently signed an option agreement in the development of the Lac Knife graphite deposit in northeastern Quebec. During the past year, the company has extended its exploration activities to the United States and Indonesia, and now has interests in nearly 80 properties. Last May, Cambior signed an option agreement with Golden Star for a gold deposit in Guyana, the OMAI Project, containing at least 2 000 000 ounces of gold in situ.

The prospect of obtaining high-grade concentrates from Canadian pyrochlore ores is rather unlikely, and experimental beneficiation pro-cesses ?appear to have yielded products in the range of 3 to 20 per cent N'b205? A possible solution of the problem is to find an economical chemical method for recovering high-purity Nb2?05 from such concentrates. A technically feasible but economically unproved process is outlined in this paper, in which the concentrate is decomposed by an acid attack and the oxides of niobium and tantalum are isolated and then separated by liquid-liquid extraction. The solution of the ore is adjusted to 7 M HF-5 M HNO3 and the niobium and tantalum are extracted from this solution with methyl isobutyl ketone. The mixed oxides of niobium and tantalum are recovered from the oxdanic phase and dissolved in 0.5 M HF-1.0 M HNO3. Tantalum is extracted preferentially from this solution with methyl isobutyl ketone, leaving niobium in the aqueous phase. By the use of this process it is possible to produce niobium pentoxide and tantalum pentoxi.de in 99.5 per cent purity with a recovery of approximately 95 'per cent, under lab-oratory conditions.

"The Geology of the Cochenour Willans mine, Red Lake district, was described by J. P. Nowlan in the Jubilee Volume. The complexity and intense alteration of the rocks obscured any clear relationship between ore and structure, and Nowlan recognized that future work might greatly modify the ideas then existing. This has proved to be the case. Subsequent detailed work has established the stratigraphic sequence in the Keewatin formations which are the host rocks of the orebodies, and has shown that the principal orebodies are confined to two adjoining bands of tuff.On this basis, it is now possible to map the complex structures with greatly increased accuracy. The amount of drilling and underground exploration required to find new ore has been much reduced, and indicated ore reserves are now substantially greater than at any time in the past. Daily production in 1955 averaged 187 tons per day at 0.578 ounces of gold per ton.The sequence of Precambrian events in the mine area is summarized in the following table:Intrusion of post-ore dykes.Ore formation.Intrusion of post-faulting, pre-ore dykes.Deformation: folding and shearing; alteration; faulting.Timiskaming sedimentation.Unconformity.Keewatin: volcanics and sediments, host rocks of the orebodies, described in detail in the next section.KeewatinFrom oldest to youngest, the Keewatin rocks in the mine area can be divided into six formations, which have been given local names:“Grey"" LavaA fine-grained dacitic to andesitic lava, amygdaloidal and locally containing well formed pillows. "Abstract -A multi-sensor (electromagnetics, magnetics, gamma-ray spectrometry, and VLF) geophysical survey was recently conducted in the Purcell Basin of southeastern British Columbia in an area encompassing the world-class Sullivan Sedex deposit. The purpose of the survey was to geophysically characterize the known mineral occurrences and to develop strategies to enhance future mineral exploration in the basin. Follow-up investigations of geology and measurements of rock physical properties helped constrain interpretations of the geophysical data sets.Despite extraction of more than 90% of the ore from the Sullivan deposit, it is clear that the mineralization there, as well as at other Sedex occurrences surveyed, is characterized by high conductivity values, strong bedrock conductors, and elevated magnetic anomaly values. The albite-sericite alteration which accompanies this mineralization yields high potassium and low thorium-potassium ratio values. Associated Moyie gabbro is characterized by low electrical conductivity and radioelement concentrations and by high magnetic anomaly values. The study has also aided exploration for other mineral deposit types including stratabound Cu-Ag, placer gold, vein and disseminated basemetal deposits. In addition, the geophysical data have helped constrain geological interpretations of the basin."

"The Cohesion Weakening Friction Strengthening (CWFS) is adopted in numerical analysis to capture the observed progressive failure of hard rock pillars. As a case study, pillars at the Elliot Lake mines with width to height ratios of 0.5 to 3 were analyzed in FLAC3D. Pillars with width to height ratios of 0.5 and 1 show a very similar strain softening behavior while with width to height ratios of 2 and especially 3 indicated prolonged strain hardening. The CWFS model successfully captured the mechanism of progressive failure observed in hard rock pillars including initiation of spalling at the corners, progress of spalling towards the centre and formation of hour-glass shaped pillar, and eventually shearing through the width of pillar. Both the CWFS model and site specific empirical formula successfully separated the stable and failed cases in the Elliot Lake mines. While both models are in reasonable agreement for width to height ratios of less than 2, the empirical formula gives increasingly lower strength values for wider pillars which may result in excessively conservative and uneconomical design.INTRODUCTIONPillars are the portion of in situ rock left between the adjacent openings to maintain the stability of excavations. Conditions of equilibrium require that the loads previously carried by the excavated rocks be transferred to the pillars resulting in elevated stresses within the pillar. Hence, prediction of the behavior of pillars under these loads is important for underground design. Determination of the strength of pillars is a classic subject in underground mining. In conventional mining methods such as room and pillar operations, economic incentives point towards higher excavation ratios i.e., leaving smaller pillars between the mined excavations, while safety and stability requirements favor wider stronger pillars. In some mining methods such as caving operations, the problem is even more challenging. On one hand, the whole operation is directly dependent on the proper continuous flow of caved ore between the drawpoints which requires optimizing the spacing between drawpoints and thereby often leaving narrower pillars. On the other hand, the pillars should be wide enough to ensure the safety of mining operation. Both the blockage of drawpoints as a result of wide pillars and uncontrolled failure of narrow pillars can jeopardize the investments and mining operation.Therefore, design of pillar poses a somewhat unique challenge to rock engineers where simple conservative approaches frequently used in other design methods are no longer acceptable. The behavior of pillar under elevated loads should be predicted accurately."

The Mining Association of Canada launched the Towards Sustainable Mining initiative in 2004. TSM's goal is to improve the mining industry's performance by aligning its actions with the priorities and values of Canadians. The initiative currently includes performance indicators for four areas: tailings management, energy use and greenhouse gas management, external outreach and corporate crisis management planning. Over the past year, the association has been designing a performance assessment and verification system for these performance areas, as its members prepare to move external verification of their performance in 2007. The initiative and its evolution, as well as the challenges faced in developing a verification system applicable to an entire sector will be examined.

"This paper could be more appropriately titled ""The Application of Vacuum Filters to Underground Minewater Treatment. in a previous paper co-authored by the writer (1) the history and development of minewater treatment at the Sudbury District Operations of the International Nickel Company was outlined. It is the intention of this paper to dwell more specifically WIth the the application of the vacuum filter to a problem found in most, if not all, underground mining operations. In the preparation of this paper the writer has made liberal use of the illustrations and text of the paper previously noted.Last year we heard Mr. Nemeth discuss the basic mechanisms involved in vacuum filtration (2), and today Yr. Cunliff has exposed us to the selection of the filter media (3). I will now briefly review the various vacuum filter designs that generally lend themselves to metallurgical dewatering applications.DRUM FILTERSThe revolving drum-type which filters on its outside periphery is illustrated in Fig. 1. This is the Oliver or Drum filter and represents the first commercially available continuous vacuum filter. The original design dates back more than 50 years, but with the exception of the method of discharge, is identical to the units being marketed today. This filter is generally applied to slow filtering slurries. The cake may be discharged in several ways; strings, scraper blades, rolls or by passing the filter cloth over a small diameter discharge roller (belt discharge).THE DORRCO FILTERThe revolving drum type which filters on its inside periphery is illustrated in Fig. 2. Here the slurry lies in the drum and the cake discharges through a chute or conveyor. This type of filter is most often applied to fast-filtering slurries.THE DISC FILTERThe revolving filter which filters on the vertical plane of the disc is referred to as the Disc or American-type filter. This represents the most inexpensive design in terms of cost per square foot of filter area. This filter is widely applied, but is probably more suitable for slower draining pulps."

The increasing size and complexity of mega construction projects result in having several geographically distributed stakeholders, collaborating with each other to successfully deliver the project. Electronic Product and Process Management Systems (EPPMS) are recently emerging to facilitate the collaboration between stakeholders, reduce the surprises and issues, and improve the project productivity. These are commercially successful but evolving systems. An important component of EPPMS is the Interface Management System, which aims at formalizing and automating the communication channels between stakeholders. An interface is generally considered the link between construction elements, phases, or stakeholders. An interface Management System (IMS) involves five iterative steps: (1) Interface Identification, (2) Interface Documentation, (3) Interface Transferring, (4) Interface Communication, and (5) Interface Closing. A fundamental part of step 2 is recognizing different roles in dealing with interfaces. Each stakeholder is assigned a different role, such as responsible, accountable, consulted, and informed. In a mega project, several thousands of interfaces exist with complex relationships between stakeholders. Therefore, identifying stakeholders with higher responsible roles has been requested as useful information to the project owner in dealing with some of the project risks. After the interfaces are determined, and the responsibilities are allocated, the critical stakeholders are identified using the centrality concept in Social Network Analysis. The critical stakeholders can be determined at the highest level, considering all types of interfaces, as well as for each specific type or discipline-related interfaces. The proposed methodology is applied on a hypothetical offshore project with over 500 interfaces. In fact, this project is a simplified representation of a real scale Liquid Natural Gas project. In order to reduce the complexity of calculations and clarity of explanations, the simplified case study is used. By implementing IMS in mega projects, different parties not only formalize the communication between each other, but also gain better visibility concerning their roles and responsibilities. In addition, the owner benefits from analysing the complex relationships between stakeholders to further identify critical ones, along with other criteria like package cost, stakeholders? experiences, etc.

Oxygen, ozone and air were evaluated in the oxidation of ferrous iron in the presence of hydrochloric acid ranging from 0.1 to 4 M HC1. Stoichiometric coefficients were determined through mass balances of gases and ferrous titration. The molar ratio ferrous to ozone increases from two at 0.1 M HC1 concentration to six at 4 M HC1. For oxygen the same ratio is constant and equal to 2 and it is in agreement with other works. The stoichiometric coefficient of hydrogen ion was not defined due to the effect of hydrolysis of ferrous and in particular ferric ion on measuring acid concentration by titration with sodium hydroxide. Agitation, gas flow and pressure contribute in the utilization of gas. A technique to compare the gas efficiency at several conditions is discussed and it is based on the relationship between oxygen and ferric during time. There is a strong compromise between gas efficiency and ferrous conversion. Oxygen efficiency decreased with time due to ferrous depletion. The gas efficiency ranged from 3 % (low level of agitation) producing 25 g Fe(III)/h to 12 % at 1000 rpm with 60 g Fe(III)/h converted. At 405 kPa absolute the oxygen efficiency was in the range of 80 % producing 300 g Fe(III)/h. The replacement of chlorine with oxygen to enrich molybdenite concentrates by reducing copper to less than 0.2 % was evaluated. Oxygen can be employed in batch or continuous operation and it can treat molybdenite concentrates with high variation of copper content. The dissolution rate is mainly controlled by oxygen addition in which utilization of oxygen plays an important role. Improvement on safety and environmental conditions is feasible by using oxygen instead of chlorine gas. The economics indicate good opportunities to implement oxygen without significant modifications to the actual circuit and enough benefit when oxygen is well used.

"Bell Copper is situated (Latitude 55°0''N, Longitude 126°14W) on Newman Peninsula on the east side of Babine Lake at an altitude of 2,450 feet above sea level. The mine site is approximately 170 miles north west of Prince George and 40 miles east of Smithers. Access to the property is by way of 30 miles of paved road to the Village of Granisle on the west shore of Babine Lake and then a further 9 miles of unpaved road to Bell Copper's west dock. The two mile lake crossing is made using a tug and barge. A compressed air bubbler system maintains an ice free channel for the barge during the winter months.Temperatures range from summer maximums of around 32 °C to winter minimums in the region of minus 40°C. Long periods in winter may be spent with temperatures in the range of minus 15""C to minus 28°C. Freezing temperatures usually start in October and last for six months. The lake normally freezes over in mid December and the ice breaks up in mid May. Snow accounts for approximately two t11irds of the annual precipitation of twenty-one inches."

Kennecott Utah Copper Refinery and Outokumpu Technology have developed a wireless Electrolytic Cell Monitor (CellSensor) system to monitor cell voltage and temperature. The system is based on a robust self-organizing and self-healing wireless network with a very reliable redundant structure. The microprocessor controlled CellSensor device operates off a small amount of energy harvested from the cell bus and requires no external power source. The radio works in the 2.4 GHz international ISM band using robust Spread Spectrum technology. The CellSensor does not require end user calibration of either the voltage or temperature sensors and accuracy is superior to previous systems. The on-board computation power allows digital filtering of the cell voltage signal which results in very high quality data. The system requires much less maintenance than conventional hardwired systems and is intrinsically safer since no high voltage isolation is required. The advanced diagnostic functions allow the device to determine if the bus tap contact is degrading. The CellSensor can also be used for monitoring electrowinning (EW) cells for a variety of metals. CellSensor have been tested for over two years at the Kennecott Utah Copper and Boliden Harjavalta Pori refineries. The CellSensor system is now commercially available through Outokumpu Technology.
