Amongst the Pacific Rim countries, Papua New Guinea (PNG) is the leader in new gold discoveries and developments leading to new production. PNG has shown a dramatic increase in gold production when taken from a base of about 600 000 ounces in 1984 to 1 160 000 ounces in 1986. 1987 is expected to produce about 1 500 000 ounces and new planned developments will give further large increases. PNG's leading position when compared with neighboring Pacific Rim countries is only partly due to its favorable geological setting along the "Rim of Fire" epithermal zone. More important have been well-thought-out mining development legislation and good administration as well as consistent taxation and royalty policies. A stable political environment and a track record of new mining developments over the last 15 years, both pre and post Independence in 1975, have also been important factors in encouraging the new developments. Early Portuguese explorers associated the New Guinea mainland with gold as early as 1525 but it was not un,11 1R77 that a small ill-fated gold rush gave the first recorded production at Laloki near Port Moresby. Modest but commercial discoveries were made in the outer islands and coastal mainland regions from 1888 to 1926. In 1922 William "Sharkeye" Park found gold at Edie Creek and this led to major discoveries at Wau and Bulolo which were the first large scale commercial gold Operations.

In the time since the first trials in the mid-1980s, the Rare-Earth Magnetic Separators (REMS) are presently (year 2001) found in many heavy mineral sands plants around the world. Both the roll and the drum type are used from ilmenite concentration to cleaning high-purity zircon products. Chromium-bearing materials are removed from ilmenite more selectively than with electromagnetic separators. Greater flexibility and higher grades in ilmenite circuits are achieved. Cleaner rutile and zircon products, even with respect to levels of radioactive materials, are the result of superior magnetic force optimisation. Tailings from roaster plants can be reprocessed effectively, which is encouraging some operators to look at replacing old equipment in order to process roasted material plant feed or implement use of the new generation drum separators in new plants. Wet separation of ilmenite by using powerful wet REMS drum separators is now a possibility. This may be an alternative to at least a portion of the Wet High-Intensity Magnetic Separators (WHIMS) process for ilmenite preconcentration. A dry plant process flowsheet can often be modified by displacing a portion of high-tension separators with new high-temperature tolerant REMS.

Tailings dam breaches have caused significant life loss, social, economic and environmental damage in recent years. The term "tailings-flow" refers to various forms of tailings outflow movement resulting from the breach of a tailings dam. These flows, comprising a mixture of tailings, water and dam materials, can take different forms, ranging from a debris flood to a flowslide, and can travel long distances and impact large areas. The inundation extents depend on the failure mechanism, tailings dam height, total released volume, sediment concentration (associated with the rheological behaviour of the flow) and downstream conditions (including topography, land cover and presence of a water body). Numerical runout modelling of tailings dam breaches is important for predicting the dynamics and extent of tailings-flows, which are crucial steps in tailings dam consequence analysis and risk management. This paper presents a comparison of numerical simulations of the 1994 Merriespruit tailings dam breach using three numerical models: DAN3D, FLO-2D and MADflow3D. Using compiled site condition information and data from the literature and public domain, model performance was evaluated primarily based on comparisons between the observed and simulated inundation extents. The main purpose of this preliminary model benchmarking exercise was to help us evaluate the capabilities and limitations of each model, and to identify opportunities for future model improvements as part of a broader research initiative known as CanBreach. This exercise also highlights the inherent complexity of tailings-flows and the importance of using judgement to interpret model input and results.

Australia is the dominant iron ore supplier to the Asian market, a position that began to emerge with the development of the Pilbara in the 1960s. Iron ore is now one of AustraliaÆs main commodity exports and is likely to remain so well into the future. The annual price negotiations are the focus of widespread comment and speculation by financial analysts, journalists and mining professionals. Much is written on the subject, but how much is understood? What is the process all about and what can mine managers learn from understanding the pricing mechanism? Every one of the major regional iron ore markets has its own characteristics. The focus here is Australian supply specifically to Asia, far and away the biggest and fastest-growing of these regional markets. The core of the paper reviews and explains the key elements and procedures that contribute to pricing iron ore in Asia, a market that has long been dominated by the Japanese steel mills (JSMs) and that is now feeling the full force generated by the rapid industrialisation of China. First, however, it is important to understand how this market has evolved over the past 40 years, and the key relationships that have shaped and continue to shape the iron ore price. A description of the essential technical and commercial factors follows. Each area is explained in some detail to provide an overall demonstration of the linkages and the importance of understanding the various influences on the pricing process.

Nuclear power stations to be installed in Australia will be fuelled from Australian resources of raw materials.This will require the establishment of new manufacturing industries and the eventual expansion of established activities, especially in uranium mining and the preparation of precision metal products.This paper presents some predictions of the possible growth of nuclear power installations in Australia.These might amount to 4000 MWE by 1985 and 11,500 MWE by 1990 and towards the end of the century, about 50 per cent of new generating plant might be nuclear.Predictions are given of the demands for materials (uranium and zirconium) and fuel manufacturing services for four reactor systems which might be considered in the programme.The availability of raw materials and technical capability place Australia in a particularly good position to undertake the manufacture of nuclear fuel; in addition to satisfying the domestic demand we should actively seek export markets for these products.

The paper describes the application of New Zealand's environmental impact assessment procedures to a proposed gold and silver mine in the North Island of New Zealand. The project is described and a summary is provided of the statutory permits or consents that are required prior to operation of the project. Emphasis is given to the requirement for environmental impact assessment and the preparation of a formal environmental impact report. The company's approach to impact assessment is described, with examples of how this assessment and the identification of management alternatives influenced the engineering design of the project. This paper was prepared as a contribution to a working session of the International Association of Impact Assessment VII Annual Conference, July 1988.

Managing productivity and improving efficiency for a healthy return on capital employed have become key mining industry strategies under prevailing tough global market conditions. However, achieving this in a multisystem environment such as a mining operation can be daunting. The field of discrete event simulation offers some relief, giving engineering teams insight into multivariable systems and stochastic processes. It allows for integrated system thinking and domain expertise to be woven into project thinking fibre. Directed system optimisation and therefore improved efficiency becomes possible. Furthermore, capital discipline accrues from optimal upgrade investments. This paper illustrates the practical application of this approach by reviewing a typical case study for a direct shipping iron ore operation. Dynamic simulation was used to establish maximum processing plant capacity under varying material characteristics and identify capital-efficient upgrades for increasing production.The study started with descriptive statistical analysis of existing data. Discrete equipment and system capacities were defined, followed by static plant mass balance calculations to establish bottlenecks and overall static capacity. Equipment ‘uptime’ and ‘downtime’ analyses established system and overall plant availability and utilisation. From this information, a dynamic simulation model could then be developed and initially calibrated against actual plant performance to verify its robustness. Once confirmed to accurately represent existing plant dynamics, system capacity response to variable changes could be tested to ultimately determine maximum plant capacity. Additionally, plant optimisation was incorporated to arrive at optimal upgrade points. Maximum capacity and necessary upgrades were established as a function primarily of feed size distribution. Additionally, the interfacing effects of rehandling feed material to the final product grade and potentially to life-of-mine were established as important outcomes. The carbon neutrality continues to require reduction of carbon usage in ironmaking and steelmaking processes. Specially, it is expected that the hot metal ratio (HMR) in the steelmaking process should be reduced essentially. Unfortunately, the reduction of the HMR in converter can bring about poor environment for nitrogen removal from molten Fe. From this situation, nitrogen prediction model has been developed to understand the fundamental of behaviour of nitrogen and quantitatively interpret its content changes in the converter process. Thermodynamic and kinetic approaches were improved based on existing mathematical model and attempted to predict nitrogen content in realtime by combining process data. In present study, heat supply from the oxidation (mainly carbon and silicon) and CO evolution in the converter are considered, and scrap melting due to the heat transfer from the molten Fe to the solid scrap charged in the converter also be considered.

Displacement Discontinuity Method (DDM), which was originally developed by Crouch,S.L., is a powerful tool to calculate mechanical disturbances due to tabular excavations. Three topics on DDM applications to strata control problems in Japanese deep coal mines are described. First, is numerical simulation of microseismicity induced by longwall mining in Horonai Coal Mine. Microseismicity in the mine had been monitored by a mine-wide seismic ar- ray. Location of microseismic events and in- tensity of seismicity were well simulated. In the simulation procedure based on DDM, first, zones where a failure condition is satisfied by the advance of mining are detected. Then, the seismic moments, which indicate the inten- sity of seismicity, at the failure zones are evaluated. Second, is prediction of the shaft damage due to mining in Sumitomo Akabira Colliery. In this mine, the limit angle of the shaft pillar was changed from 600 to 800 to increase the amount of minable coal volume without increas- ing mining depth. Displacement of the shaft axis has been measured to assess the damage due to mining around the shaft pillar. In the calculation based on DDM, a fault intersecting the shaft and the ground surface are con- sidered. Observed and predicted displacement of the shaft axis agreed well.

Location & Permit Status Three major Mesozoic Tertiary basins exist along the continental shelf area of southeastern Australia, known as the Bass Strait area. They are the Gippsland (east of the longitude of Melbourne) Otway (west of Melbourne) and the Bass (underlying central Bass Strait between Victoria and Tasmania). The total area, both onshore and offshore, is approximately 100,000 square miles. In March 1960, the Broken Hill Pty. Co. Ltd. acquired exploration title to the continental shelf areas of the Gippsland, Bass and Otway basins from the States of Victoria and Tasmania. The title to that part of the Otway Basin in South Australian waters was granted in July, 1961. Other exploration permits, being 8 miles wide in Gippsland, held by Woodside :E.) Oil Co. N.L., and 15 miles wide along the southwest coast of Victoria, held by Mobil-BP-Interstate Oil (Frome-Broken Hill Co. Pty. Ltd.), were in existence prior to granting the B.H.P. title. Subsequently, Shell, B.H.P., Esso and Magellan have been granted title to the remaining areas of the continental shelf in the basins under discussion. In three separate agreeme negotiated between 1964 and-1966, Esso obtained farm-in rights to B.H.P.'s Gippsland, Bass and Ott' Permits.

Metallurgists frequently use a small number of large samples to characterise expected mill performance, with the a priori assumption that these few samples are representative of the entire deposit. Geometallurgical sampling is becoming more prevalent as a way to use many smaller samples to indicate the expected recovery as part of the Mineral Resource or Ore Reserve estimation.Recent increases in prices for iron ore, together with the potential to produce high iron and low contaminant concentrates, have resulted in a renewed interest in recovering magnetite from banded iron formation and other deposits.Geometallurgical evaluation of magnetite involves approaches to sample preparation, sample analysis and resource estimation that are different from the methods commonly used for haematite iron ore. The magnetite sampling protocol is specific to each deposit, and is typically designed around a specific metallurgical flow sheet.The sampling protocol will typically include the use of Davis Tube analysis. The Davis Tube is a bench-scale test that is used for determining the mass magnetic recovery from a small amount of sample ground to a specific size. The magnetic concentrate may then be analysed and together with the mass magnetic recovery, may be used to simulate the expected mill recovery.During resource modelling, the mass magnetic recoveries and concentrate grades may be assigned to a block model using regressions with other chemical constituents, or may be estimated directly. For estimation of the concentrate grades, a weighting can be applied to account for the different mass magnetic recoveries from each sample and the impact of these differences on the concentrate estimates.This paper presents an overview of the use of metallurgical test data in resource evaluation for magnetite deposits.

Part XI of the United Nations Convention on the Law of the Sea (UNCLOS or the Convention) (United Nations (UN) Division for Ocean Affairs and the Law of the Sea, 1982) establishes a comprehensive regulatory framework for the conduct of deep seabed mining (DSM) activities of mineral resources in the Area (defined in Article 1(1) of UNCLOS as ‘the seabed and ocean floor and subsoil thereof, beyond the limits of national jurisdiction’). Under that framework, DSM activities can only take place in the Area pursuant to an approved Plan of Work in the form of a contract with the International Seabed Authority (ISA) (the Authority), a 168-member international body created under UNCLOS to administer the Area. Private contractors can undertake DSM activities if they are sponsored by Member States of UNCLOS, providing a dual system of international and domestic regulatory control and oversight for activities in the Area.

In Australia we usually define "resource" in purely material terms, and rarely relate it to intellect and human capacity. We look at the sheer abundance of our natural resources and are satisfied with the feeling that we don't really need-to rely on using our brains. Certainly our country is fortunate to have the mineral resources it does, but in many ways Australia's worst enemy is its "lucky country" syndrome because we tend to underutilise the great resource we have in the capacities of our people. Raw material exports will undoubtedly continue to contribute a major share of our export revenue, but to harness the riches our country has to offer most effectively we need the vision and planning necessary to bring together our material and human resources. There is a need not only to find, exploit and process our minerals economically, but to turn as much of our mineral wealth as possible into high value products before it leaves the country. In particular we must use our brainpower if we want to maximise economic benefit from and political influence over the strategic minerals which leave our shores. In the past we have been successful in finding and exploiting minerals because our mining industry has been in the forefront of private sector research and development. But if Australia is to have an advantage over other mineral rich countries in insulating itself from the effects of cyclical swings in commodity prices, then the future of the industry must lie even more in technological sophistication rather than depending. on such considerations as size and location of mineral deposits. To survive, our mineral industry must have the foresight and resourcefulness to make its own luck. There are two keys to increased efficiency in exploration and production and in further processing methods: enhancement of the skills of the workforce and continual improvement of R&D.

The Hazelwood Mine (HM) commenced operations in the 1950s and was originally operated by the State Electricity Commission of Victoria (SECV) prior to it becoming privatised. ENGIE, the current owners of the Hazelwood Mine ceased operations in 2017 and have since transitioned the site into the rehabilitation and closure phase, which is to encompass a full pit lake as part of the final landform. A key aspect of HM closure is the maintenance of long-term stability of the pit slopes to deliver a final landform which is safe and sustainable, particularly given its proximity to critical public receptors. The Princes Freeway, which is the primary access route to the Latrobe Valley (LV), and the Morwell Township are both located immediately to the north of the HM. Detailed geochemical analysis of cored and non-cored drill hole data was used to characterise and model the Cenozoic detrital valleys of several deposits within the southern Pilbara region, Western Australia. The purpose of this modelling was to better characterise and understand the relationships between the various geotechnical units comprising mixtures of rock and soil for the purposes of slope stability and depressurisation studies.This paper presents data from several valleys where geological, geomorphological and climatic processes have resulted in the deposition of heterogeneous detrital rock and soil sequences. Seven primary detrital units are recognised as occurring within all the valleys studied, suggesting that the geological processes involved in the erosion and deposition of the units were widespread. Geochemical assessment of cored and non-cored data suggests correlatable geochemical signatures can be recognised for each of the units; however, local variability in the groundwater history of individual valleys is demonstrated by late-stage carbonate precipitation recognised both in the core and through the geochemical signatures, which has resulted in alteration of the parent rock/soil material. This paper discusses how the carbonate alteration may lead to improvements in rock/soil mass strength of a clay unit by comparing laboratory strength test samples of the same parent material with varying degrees of precipitate alteration to those with no discernible carbonate alteration. Following from this, correlations with geochemical assay results have been derived, whereby zones of more favourable strength conditions may be modelled through assessing areas of analogous geochemistry.The paper demonstrates how geochemical assessment can lead to improved geotechnical and hydrological modelling for a detrital valley system without the need for significant coring and laboratory testing. After multiple tailings dam failures in recent times, the owner organisations have made increased efforts to step up the governance systems to industry best practise in the design, construction and operational management areas. The measures include but are not limited to, site investigation, rigorous peer review (both internal and external), certification through appropriately qualified personnel and improvement in operational management practises. While a lot of focus is on design and operational practices, the construction stage requires adaptation (both in terms of materials and approved design) and immediate decision making on site. Work undertaken in these areas is mostly irreversible and sometimes poses serious threat to the future TSF raise/ expansion planning and may lead to reduced life of the TSF and additional risk to the Owner.This technical paper will discuss some challenges and highlight the importance of appropriate processes to achieve a successful construction regime. The process will include a robust quality control/ quality assurance process, a team of designer-constructor-owner with suitable skills and technical understandings and robust documentation of the entire construction process from day 1 to the completion of construction.CITATION:Kundu, A and Laxman, M, 2018. Computer controlled truck dispatching systems is a newly-developed technical system in surface mines with shovel-truck technology. The real time dispatching criteria, as the core of optimal truck dispatching software, are analysed and a new criterion, complex dispatching criterion, is put forward. Dispatching criteria previously proposed include: 1. `Earliest Loading' (EL) - to assign a truck to the shovel at which the truck can be loaded earliest. 2. `Max Truck' (MT) - to assign a truck to the shovel at which the truck will have the shortest waiting time. 3. `Max Shovel' (MS) - to assign a truck to the shovel which has been waiting for the longest time. 4. `Minimum Saturation Degree' (MSD) - to assign a truck to the shovel at the branch where the truck flow saturation degree is minimum. 5. `Minimum Saturation Degree with Truck Cycle time consideration' (MSDTC) - as the MSD principle, with the truck travel cycle also considered. 6. `Fixed Dispatching' (FIX) - to assign trucks to fixed shovels. A system simulation model has been set up for truck dispatching system analysis. A few surface coal mines have been selected for case studies. Equipment waiting times and shift production of the system are obtained as the main outputs of the model. Simulation results show that each dispatching criterion has its own applicable range, no one can absolutely dominate the others. For example, when under-trucked, EL and MT criterion can obtain higher production than the MS criterion; when over-trucked, it is vice versa; while for MSD criteria, better results can be obtained no matter how the truck numbers fluctuate. From the view point of shovel output balance, large fluctuations occur for EL and MT criteria, while a good balance can be obtained for other criteria. In the light of dynamic change of mining system conditions, a single dispatching criterion is not necessarily reasonable. A complex dispatching criterion has been put forward to seek the complex optimum effect. Taking the advantage of each dispatching criteria, the dispatching result of a complex dispatching criterion dominates over individual dispatching criterion and a comprehensive optimum effect can be reached.

The Wambo Rail Spur located near Singleton, New South Wales, Australia, runs for 14 km linking the Mt Thorley rail loop and running north-west alongside Jerrys Plain Road to the Wambo Coal Mine at Warkworth. A portion of the project is a 260 m long tunnel located where the rail line passes under Jerrys Plain Road. The tunnel has a low cover and is mostly within highly weathered to fresh laminated siltstone interbedded with coal seams, sandstone and conglomerate. This paper presents the design basis and construction methods used to achieve the 100 year design life of the tunnel required by Wambo Coal while also satisfying settlement and vibration limits imposed on Jerrys Plain Road.

In feasibility studies the choice of optimum cut-off grade is typically based on an evaluation of tonnage grade curves and manual design of stopes at one or two cut-off grades. In the industry these stope designs are usually based on break-even cut-off grades, but there is little consensus on what cost and price assumptions ought to be included. A new tool for automated stope design has been developed that generates sets of stope shapes for a nominated range of cut-off grades, or depending on the nature of the mineralisation, cut-off values based on net smelter return calculations in the block model. The stope design procedure includes constraints in stope and pillar geometry for the selected mining method and can be used to evaluate sublevel interval and sensitivities to other design parameters in the specific geological and geotechnical environment. These ænested stopesÆ are analogous to ænested pitsÆ in open cut design, and can be used as a key input in the æhill of valueÆ methodology for the evaluation of the optimum cut-off grade in underground design. The results of many consulting studies indicate that a break-even cut-off grade will not be the optimum cut-off grade. A particular benefit of the new stope design tool is that the design rules used to establish stope shapes in the feasibility study can then be used in mine production, in an optimal and repeatable method. This methodology is being advanced in the AMIRA P884 PRIMO project, which is a new research collaboration coordinated by AMIRA International. The project has brought together active research groups in Australia and Canada, with the goal of developing a flexible framework and set of software tools for optimisation in underground mine design.
