The mining industry seeks to engage with and respond to stakeholders through open consultation processes during the various phases of a mining project (Department of Industry, Tourism and Resources, 2006). Two Australian Coal Association Research Program (ACARP) funded projects conducted in the Bowen Basin coalfields in Central Queensland investigated the use of a stakeholder panel for the evaluation of mine site rehabilitation. The panel members were drawn from the local and regional area, and represented neighbouring landholders, traditional owners, AgForce, local government, conservation groups and non-governmental organisations (NGOs) such as Greening Australia and the Fitzroy Basin Association. The approach of utilising stakeholders to establish rehabilitation criteria was proposed as an alternative to the established practice of assessing rehabilitated areas against a suite of quantitative completion criteria; eg >70 per cent vegetative ground cover or <5 t/ha/a soil loss. The basis of this approach recognises the reality that the definition of completion criteria has proved problematic over the last 40 years with no broad consensus reached on the suite, let alone the metrics; eg the exact cover level that will benchmark acceptance of the mine site rehabilitation.CITATION:Merritt, J L, 2016. In backfill grouting for underground coalmines, the filling materials strengthen the caving rock and support the overlying strata to reduce surface subsidence. The broken roof strata fail and collapse during mining operations without appropriate supporting measures being taken. It is difficult to perform continuous backfill mining on the working face of such roofs using the existing mining technology. Therefore, in order to solve the above problems, fly ash and mine water are considered as filling materials, and flow characteristics of fly-ash slurry are investigated through laboratory experiments and theoretical analyses. Laws governing the diffusion of fly-ash slurry in the void of caving rock masses and in the void between a caving rock mass and a basic roof are obtained and verified. Based on the results obtained from the above analyses and field conditions at the Zhaoguan coalmine, Shandong Province, China, a cave backfill grouting system of the hauling pipeline is developed and successfully tested at the 1703 working face. The results demonstrate that a filling rate of 43.46 per cent is achieved, and the surface subsidence coefficient of the grouting process is found to be 0.475. Compared to the total caving method, the proposed system is found to achieve a reduction rate of 40.63 per cent. This effectively helps in lowering the value of the surface subsidence coefficient. Fly ash and mine water, considered as primary materials in this study, also play a significant role in improving the air quality and water environment.

Based on the stiffness theory, the stiffness difference and energy supply of surrounding rocks are important inducing factors for strain burst. However, due to the lack of multi-level low stiffness testing machine, there are few experimental studies on rock failure mechanisms under the influence of loading stiffness. This paper introduced a self-developed rock testing system with changeable stiffness. The main testing machine of this system is a combined structure of inner and outer frame. The change in the loading stiffness is achieved by using a stiffness servo control system to control the energy accumulation in the inner frame. The tests of the sandstone specimens under three different loading stiffnesses in the testing system showed that the loading stiffness did not significantly affect either the uniaxial compressive strength or the Young’s modulus of the rock. However, the post-peak stress-strain curve of the rock became smoother and steeper when the loading stiffness was decreased, and the stress drop rate increased. It is shown that the stress drop rate had a power function correlation with the loading stiffness. After the peak load, the inner frame of the testing system rebounded several times at high speeds. The magnitude of the instantaneous rebound speed and the rebound duration increased with the decrease of loading stiffness. Both the mean rebound velocity and the total rebound deformation had power function correlations with the loading stiffness. The loading stiffness has limited effect on the energy storage and energy dissipation characteristics of the specimen, while the released energy of the testing machine increases as the loading stiffness decreases, which is the key factor affecting the failure mode of the specimen. According to the test results, a rock burst mechanical model considering the stiffness is established, and the energy supply mechanism of rock burst is quantitatively explained.

Marcobre SAC (Marcobre) is developing the Mina Justa copper mine project, located in the Ica region of Peru. The Mina Justa IOCG orebody comprises of a sulfide mass overlain by an oxide cap with a sharp transitional zone between the sulfide and oxide masses. The primary target metal is copper, but there are minor amounts of gold and silver. The oxide will be treated by HPGR, crushing and vat leaching, whereas the sulfide will be treated by HPGR, milling and froth flotation. The processing selections are due to some unusual ore characteristics which have required relatively unconventional solutions.Vat leaching was chosen over heap leaching and other processes after detailed trade-off studies found it to be the most attractive, primarily due to the high acid consumption of the ore. The sulfide flotation produces a wide range of concentrate grades due to the complex nature of the mineralogy. The selection of HPGR circuits for both the oxide and sulfide ore is due to the extremely hard and competent nature of the deposit. These factors and others have contributed to a unique process selection for this resource.The selection process for the oxide and sulfide ores, and an overview of the technology, equipment selection and geometallurgy, will be discussed.CITATION:Johnston, A, Ritchie, I and Yataco, D, 2017. This computer-aided design system for mineral processing flowsheets which are based on froth flotation, size reduction and classification combines an expert system for generating flowsheet structures with numerical models for the physical processes and the economics. Design decisions, such as specification, size and placing of process units and the destination of recycle streams, are based on clear technical and economic criteria. These decisions are controlled by user-set parameters, which allow the incorporation of industry experience and preferences and the generation of sets of good designs, from which choices may be made by further criteria, such as controllability. Liberation is now fully modelled and the early results from this extension continue to suggest potential substantial increases in added value over conventional approaches.

Platinum Group metals have been known in New Zealand since the 1880's but not produced on a large scale. They have been neglected because their value was not appreciated rela- tive to gold and their value was often very low, reflecting demand, and because recovery was difficult compared with recovery of gold. With the rising price of most Platinum Group metals and the perfection of gravity and flota- tion recovery methods, recovery of platinum along with gold from alluvial deposits is more attractive. Platinum Group metals are known in several different environments in New Zealand, ranging from alluvial placer deposits to layered basic to ultrabasic intrusions and quartz veins. None of the known occurrences have been ade- quately prospected and there is a real possibi- lity of future discovery of important deposits. Several New Zealand based and at least two offshore resource companies are currently involved in exploration, prospecting or mining for Platinum Group metals in New Zealand.

Details of the ropes used for various duties in the four shafts of The Zinc Corporation, Limited (ZC) and New Broken Hill Consolidated Limited (NBHC) are given. Inspection, testing (including non destructive methods), maintenance and rope discard criteria are discussed. There are sane catments about rope installation methods and an appendix is included which outlines the appropriate statutory requirements for winding ropes in New South Wales (NSW).

Zinc and lead sulphide flotation con centrates containing from 0.02 to 0.20% Cd are roasted on an updraught sinter machine at the Cockle Creek Works of Sulphide Corp- oration Pty. Limited to provide sinter for simultaneous smelting of zinc and lead in an Imperial Smelting Furnace (I.S.F.). The major portion (about 85%) of cad- mium in concentrate feed to the Sinter Plant is eliminated with sinter fume and is rec- overed by weak acid leaching in the Cadmium Plant'followed by counter-current decantat- ion, ion exchange concentration, precipitat- ion of cadmium sponge and partial refining to caustic refined cadmium metal. Cadmium not eliminated during sintering is volatilised in the I.S.F. and subsequently recovered as zinc alloy by distillation in the zinc ref- ining columns of the Zinc Refluxer. The partially refined cadmium metal and cadmium- zinc alloy are blended as feed to the cadm- ium refining column where separation and recovery of cadmium is effected. Condensate from the column is further refined under caustic soda flux and cast into anode shapes. Production is 200 t.p.a. at 85% recovery of cadmium in concentrates. Radar monitors are now widely used in surface mining for monitoring slope deformations and predicting failure events. Their introduction has facilitated better management of risk associated with slope failure during mining and therefore protection of personnel and equipment. However, a wellrecognised problem is that radar monitors only measure deformation directed towards the detector (line-of-sight bias). This bias can lead to misinterpretation of deformation size, rate and failure mechanism, and therefore miscalculation of failure volume, which can significantly impact safety and productivity. This paper presents recently completed research and field trials into the feasibility of using low cost vision systems to mitigate this issue. It has been demonstrated that by integrating a computer vision system with an existing slope monitor, high precision tracking of features in the field of view can be performed. Combined with assumptions on the deformation characteristics, the true 3D deformation vector can be estimated. The applicability of using this technique for monitoring iron ore mine slopes is discussed.

Mineral froth flotation is used to separate particles of valuable mineral from its associated gangue. It involves the selective separation of the hydrophobic particles from the slurry into the froth. As air is blown into the slurry, the hydrophobic particles attach to the air bubbles, while the waste particles remain in suspension. While the froth rises up, bubbles start to coalesce and burst, allowing the entrained liquid surrounding the bubbles to drain and return part of the gangue to the pulp. Mineral separation is therefore a function of the amount of valuable material loaded on the bubble shells, as well as the amount of gangue material entrained in the liquid channels separating the bubbles (Plateau borders). As a result, the separation performance of the process is affected by mineral attachment and drainage or bursting in the froth. This study aims to establish the relationship between solids loading, froth stability and separation performance. For this purpose, a series of industrial experiments were carried out to measure mineral attachment as well as bubble bursting by combining direct sampling of the bubble films and video image analysis of the froth surface. This work suggests that the solids loading on bubbles strongly affects the separation performance. The results generally showed that solids loading and concentrate grade are closely related, while froth bursting rate can be linked to the drainage of gangue from the Plateau borders and also to the overall recovery of valuable mineral. It was shown in particular that higher loadings, usually associated with higher froth bursting rates, are indicative of more selectivity in attachment and therefore a higher mineral grade in the concentrate. Additionally, this work suggests that bubble solids loading and froth stability are essential parameters to include in froth flotation models as they allow control and optimisation of the flotation performance.

Transport Canada (Federal Government) constructed the Halifax International Airport (HIA) near Halifax, Nova Scotia, Canada in the late-1950s. Site location criteria were primarily; direct access to the city and a raised flat topography. Unfortunately, the site chosen was located on shallow Meguma group pyritic slate bedrock. In 1982, during the construction of an airport taxiway, it became very apparent that acidic run-off from excavated bedrock at the site was having a negative impact on adjacent aquatic habitat. The ensuing 20 years involved many efforts to rectify the acidic drainage problem with mixed results. Some of the techniques which have been implemented at HIA to address the acid rock drainage (ARD) issue include: dry covers, wet covers, wetlands, electrochemical treatment, open limestone channels, limestone gravel polishing beds, agricultural limestone application, and two hydrated lime [Ca(OH)2] addition treatment plants, the first producing low density sludge and the new one that creates high-density sludge. Based on over 20 years of water quality monitoring data it is apparent that only certain acid drainage mitigation methods have been effective at HIA. In 2000 when the Halifax International Airport Authority (the Authority) took control of the operation and management of the airport, including the ARD issue, it was decided to construct a modern, highdensity sludge, hydrated lime treatment system. This new $CAN 7 million system is now in operation and is achieving compliance with water quality guidelines. Due to high operating cost, a review of methods to optimise the system is being carried out. The HIA ARD problem, though minor by comparison to most mine sites, has provided unique challenges and may provide valuable insights into this urgent environmental and financial issue.

Papua New Guinea is geologically prospective for large, medium and small mineral discoveries. All profitable developments to date have been very large mines but for every large mine there should be many small mines which could be developed under appropriate circumstances.The Papua New Guinea Government should, with appropriate changes to fiscal, legislative and policy regimes, create a favourable exploration envir-onment to encourage a major increase in exploration by small exploration companies and subsequent discoveries and mine development.

In this paper presented are the criteria used when assessing the harmfulness of shocks affecting the buildings. Those criteria are based on the value of speed or accelerations of building vibrations. Presented is the scale of harmfulness of vibrations of Langefors and Kihlstrom, Bureau of Mines, and SWD contained in the Polish Norm PN-85/B-02170. The parameters of the mining shocks measured by the Lubin coal mine station were compared with the parameters calculated as per the correlations (regression curves). The average acceleration calculated from the correlations for eight measurements is only two per cent higher than the actual one. But the average frequency of vibrations calculated from the correlations for eight measurements is as much as 2.22 times lower than the actual one. In order to analyse whether that takes place in the whole range of the energy of shocks compared were the results of calculations from the correlations for various magnitudes of shocks and various distances from their epicentre with the results of the measurements. From that it follows that only for the shocks of the highest energies the lowering of the frequency of vibrations by two times causes movement from the higher zone of harmfulness to the lower one (for example from the IV to III). In the one-family houses in Lubin there were the damages that are characteristic for not only for the III but also for the IV sphere of harmfulness as per the SWD scale. That should be explained via further research and maybe it would be feasible to draw out a new correlation to determine the frequencies only for high values of energy of shocks and determine the preciseness of the acceleration and frequency correlations used presently.

The influence of the life of a mine extends beyond its immediate vicinity both in geographic and temporal terms. Decisions around mine approvals are generally made based on economics, for the mine owner and immediate environmental and social impacts by governments and communities. The value from life-of-mine planning can also be viewed in a holistic frame across the entire value chain from mine to product user. There is much debate on the Competent Persons qualifying criteria for providing classified resource estimates for public reporting. The CRIRSCO family of codes including the JORC Code, SAMREC, PERC and NI43–101, require Competent Persons to have at least five years ‘relevant’ experience and belong to professional bodies. These codes provide further, albeit vague, guidelines to assist individuals with their personal decision to take on the mantle of ‘Competent Person’. There is a risk, however, that these qualifying criteria can result in ill-prepared Competent Persons whose actions and recommendations would undermine their own reputation and that of the organisations that employ them; the integrity of the profession and the principles based reporting systems; as well as the stability of stock markets that rely on these estimates.Based on doctoral study on the development of professional competency within the mining industry, this paper presents an evaluation of the suitability of the current qualifying criteria as well as an analysis of alternative criteria. The research included a series of interviews with industry experts and an online survey of resource geologists. Semi-structured interviews provided a sense of experts’ expectations and interpretation of the current definition of ‘Competent Person’. The comprehensive online survey included a self-assessment, a series of situational questions designed to evaluate responses to typical resource geology scenarios and a set of open-ended questions relating to factors contributing to competency development.A summary of the data analysis, interpretation of the results and a set of recommendations for revised ‘Competent Person’ qualifying criteria are presented. This paper contributes to the conversation on what makes a person suitably qualified to report classified resource estimates and provides practical targets that can be used in the professional development of resource geologists.CITATION:Coombes, J, 2014. Australia is a highly significant hub in the global minerals business. This paper will present the results of global and national studies looking at the potential 20 to 30 year future evolution of the mining and metals industry.   Globally, the World Economic Forum launched a Mining and Metals Scenarios project in January 2009 to explore the question: 'How will the environment for the global mining and metals industry look in 2030?'. As part of a structured strategic foresight process, eight workshops were held across the world over the course of a year which brought together over 200 leaders from the private sector, government, academia and non-governmental organisations. The workshops were supplemented by personal interviews and guided by an international advisory board.   Critical uncertainties for the future of the industry were identified and compare extremely well with the outcomes of a national survey of AusIMM members identifying the key issues and drivers shaping the future of their operations. Global context was one of the most significant issues identified by The AusIMM membership, which is expanded in the World Economic Forum study in terms of: geopolitics; global governance; action on climate change; and economic outlook. More specifically, this global study developed three divergent yet plausible scenarios describing potential environments for the global metals and mining industry in 2030. These scenarios are compared with ground-breaking global foresight work coordinated by the Stockholm Environment Institute in the 1990s. The scenarios will help decision makers rehearse alternative futures, anticipate potential hazards and identify business opportunities - new solutions, new markets and new connections. The presentation will present these scenarios as a way of challenging thinking, testing established wisdom, and stimulating imagination about the business case for the mine of the future. As Marcel Proust put it, 'The real voyage of discovery consists not in seeking new landscapes but in having new eyes'. This is an ABSTRACT ONLY no paper was prepared for this presentation.

Host minerals for gold have been of great interest to exploration geologists and metallurgists for a variety of reasons. The depletion of high grade ores in many parts of the world requires that greater attention be given to the study of host min-erals for gold. Some host minerals have been employed in exploration as traces for gold. They are also essential in the design of extraction processes for treating gold ores.This paper reviews the mineralogy of important gold deposits of Papua New Guinea (PNG), Indonesia and New Zealand and focuses attention on the ore minerals and rock-forming minerals that host gold.

For many years Isa Mine has seen the need for a continuous mining machine which will economically cut hard rock. Tunnel borers are unsuitable due to the size and inflexibility of the machine and the shape of excavation mined. The design of roadheader type machines will not permit the use of the necessary cutting technology. in 1983 a joint project was undertaken by The Robbins Company and Mount Isa Mines Limited to develop and to trial a machine suitable for cutting hard rock in an operating mine. The project was based on the proven technology of raiseboring applied to horizontal development. The Mobile Miner was fabricated and trialled in a disused quarry in the U.S.A. during early 1984. Following these trials, the machine was transported to Mount Isa and commenced mining in September that year. The initial duty was to continue the development of a decline commenced by conventional mining for a conveyor system to serve the deeper southern areas of the 1100 copper orebody. This system will permit direct tipping of copper ore to a new crusher complex and conveying of the - crushed ore approximately 2 kilometres to the central hoisting shaft facilities. The Robbins Mobile Miner MM120-3001 uses a vertical rotating cutting wheel mounted on a horizontal swinging boom to excavate a nominally rectangular shaped heading. The cuttings are collected on an apron and conveyed back through the machine. The resulting excavation is smooth-walled with no blasting damage to the surrounding rock. This provides a safer working environment than does conventional drill and blast development mining. Ground support requirements are considerably reduced.

The central thickened discharge system of tailings disposal takes advantage of the natural beach slope formed by sub-aerially discharged tailings, and the non-segregating properties of thickened tailings, to create a homogeneous conical stack. The need for containing embankments can be largely avoided leading to capital and operating cost savings. Methods for estimating beach slopes and tailings density, essential parameters for the design of such a system, are described. Case histories from three mining operations are used to illustrate the application of the technique, There are also seen to be potential advantages in the areas of water management, seepage, and rehabilitation. Laboratory and in-situ testing enable parameters to be determined.

You wouldnÆt start excavating before testing core samples, so why would you approve a project plan before all factors have been identified, reviewed and addressed? Even a champion sports team made up of the best players canÆt produce optimal results without a well understood and agreed game plan. Could an F1 racing team produce their outstanding performance without rigorous evaluation and testing of the factors for successful performance? Why would we expect a capital works project team to be able to get it right without an understanding and an involvement in setting and implementing the overall game plan and without an understanding of all stakeholder requirements? For International PowerÆs Hazelwood (IPRH) mine in Victoria, the challenge was development and delivery of a 40 year mine plan, ultimately involving relocation of existing mine operations into an adjacent new coal field, land acquisitions and major environmental and other approvals to allow diversion of three streams, a highway, an Over Dimension route and other infrastructure in a political and environmentally sensitive atmosphere. The lessons from International Power HazelwoodÆs (IPRH) experience are: that the clear set of project principles and guiding values ensured delivery of a robust plan; a robust plan can withstand significant change; and value management (VM) played an important role in providing assurance, to all, that the plan was sound at both the strategic and micro levels. This Hazelwood mine project included five major VM workshops. The first was a critical review process in addition to design and cost reviews. This VM workshop was used to analyse, at a high level, the preferred coal mining sequence and design concepts, together with the interaction between design elements, risks and costs. In addition to this, the workshop provided an agreed common pathway for all downstream decisions. A second VM study was conducted to ensure that the proposed plan and design for relocation of the conveying systems from the existing mine into the new field were planned for optimum achievement from a whole of life cost, time, operational and maintenance perspective, plus the logistics of continuing operations while relocating assets. A third study followed to review the Conveyor Transfer Alliance and review functional design. A fourth VM study workshop was formed at the start of Phase 2 Alliance to ensure that the best value for money was being achieved through the current design, schedule and project arrangements and that all interfaces between parties had been reviewed and responsibilities were clear and understood. Other studies are outlined later in this paper. This paper details the evaluation criteria and processes used in the project evaluation that led to the WestField Mine Development.
