MORE improvements have probably been made in the diamond-drill field in the past decade than were accomplished in the entire prior period since diamond drilling was discovered in 1864 by a French engineer named Leschot. True, machines were improved, and new accessories were adopted from time to time up to 1929, but no radical changes were made. The basic principle instituted during the early years of the industry were still in use in 1929. At that time, practically the only diamonds used were "black diamonds" or "carbon." These came from Brazil through a rather round- about route, and by the time they got to the drilling trade their cost was excessive-$175 per carat and even higher at the peak. Perhaps because of this. or perhaps because of increased competition, the industry sought ways to reduce expenses even in the face of constantly increased labor costs due to higher wages and reduction in hours worked. The solution seemed to rest in two things-use of a cheaper cutting medium to replace the carbon diamond and the development of new machines to drill faster and thus produce more hole per shift of operation.

In the systems Ti-Mn-O, Ti-Fe-O, Ti-Co-O, and Ti-Ni-O the bounda.r-ies of the Ti2Ni-type phases were determined at one or more temperatures and the variation of the lattice parameter with oxygen content was determined. Densities were calculated from the lattice parameters and compared with measured density values. The: results indicate that the occurrence of the phase in these systesms can be correlated qualitatively with valency electron concentration, and that the role of oxygen is that of an electron acceptor. The lower limit of oxygen solubility appears to be determined by the valencies of Mn, Fe, Co, and Ni, while the maximum oxygen concentration coincides with the filling of the 16 (c) positions of the O 7h - Fd 3m space group. THE suggestion has been made by several investigators'" that the phases having the cubic E9,-type structure, and known as 17-carbide-type, double-carbide-type and Ti,Ni-type, are members of a family of electron compounds. This concept has been given additional support by recent work8 in which new isostructural phases involving second and third long period combinations were found, and which provided further evidence of the regularity of occurrence of the phase in terms of periodic table relationships. In this laboratory attention has been focused on the isomorphs containing titanium, zirconium, or hafnium, and the role that oxygen plays in their occurrence. In some binary systems Ti,Nitype* phases occur having the formula A,B where A is the titanium group element. Based on previous workq and the present investigation, oxygen is known to be soluble in two of these binary phases, Ti,Co and Ti2Ni. It is probable that oxygen is also soluble in the other phases of this kind. In other binary systems the Ti,Ni-type phase does not occur, but does occur in the corresponding ternary systems with oxygen .3-5 The experiments described here were performed to determine whether the occurrence and composition of certain of the Ti,Ni-type phases could be related to an electronic effect and whether oxygen's stabilizing role is exerted through an influence on the electron: atom ratio. The ternary systems Ti-Mn-O, Ti-Fe-O, n-Co-O, and Ti-Ni-O were selected for study for two reasons: First, several schemes have been proposed for first long period elements which, although not in quantitative agreement, show a generally consistent trend for the variation of valency with atomic number. Although for a transition metal the term valency is difficult to define and is generally not a constant number which can be applied to all alloys, it is usually assumed to be an index of the number of electrons per atom involved in metallic cohesion. Second, the determination of the Ti2Ni-type phase boundaries was facilitated by the fact that the phase relations in several of these ternary systems have been investigated by other workers."' EXPERIMENTAL PROCEDURE___________________ The alloys were prepared by arc melting crystal-bar titanium, reagent grade TiO, and electrolytic manganese, iron, cobalt, and nickel. Each button was remelted at least three times. The metals had a minimum purity of 99.9 pct except the nickel whose purity was 99.4 pct, the major impurity in this instance being cobalt. The preparation of the manganese alloys was attended by the customary difficulties associated with the vaporization of manganese. The technique used in this case was to add approximately 10 pct extra manganese to the original charge and to continue remelting the button until the final weight was in agreement with its intended weight. At least three alloys in each system were analyzed chemically and the results, even for the manganese alloys, were in good agreement with the intended compositions. A few additional alloys in the Ti-Mn-O system were prepared by the sintering of mixed powders in evacuated quartz tubes followed in some cases by arc melting. For annealing, the alloys were wrapped in molybdenum foil and placed in fused silica tubes containing zirconium chips. The fused silica tubes were evacuated at room temperature to a pressure of 1 x l0-6 mm of Hg and sealed. These capsules were then annealed for 72 hr at an external pressure of 5 x 10-5 mm of Hg in a vacuum furnace whose temperature could be controlled to + 1°C. The success of this procedure in avoiding significant oxygen or nitrogen pickup was indicated by the bright, ductile condition of the molybdenum foil and by the complete absence of a microscopic reaction layer on the specimens. This method did not permit rapid quenching of the specimens but in no case did metal-lographic examination indicate that a solid-state transformation had occurred on cooling. Metallo-

Binary and ternary alloys of uranium with transition metals were prepared with U2X stoichiometry. The compounds U2Tc, U2Rh, U2Os, and U2lr were formed by peritectic or peritectoid transformations, and were shown to be isostructural with U2Ru. The lattice constants are presented. Miscibility relationships obtained from the study of ternary alloys are graphically summarized in terms of an area-of-stability plot. The compound U2Re is not isostructural with either U2Ru or U2Mo. A series of compounds with stoichiometry U2X has been prepared in which X is technetium, rhodium, rhenium, osmium, or iridium. The only other U2X compounds, for which X is related to the above transition metals by proximity in the periodic table, are U2Mo and U2Ru. The structure of U2Mo is the tetragonal C11b type (MoSi2 type)1 and U2Ru is monoclinic, with a new structure type.' This investigation was undertaken to determine if any of the above compounds are isostructural with either U2Ru or U2Mo and to find the range of occurrence of these phases. EXPERIMENTAL Alloys were prepared from stoichiometric amounts of electrolytic uranium (99.99 pet pure) and transition metals of 99.5 pet purity (98+ pet pure Tc), by arc melting on a water-cooled copper hearth under an Ar-He atmosphere. Weight losses were negligible. The buttons were homogenized at temperatures between 700o and 800°C (900°C for U2Tc) in evacuated capsules and air-cooled. The X-ray powder specimens were annealed briefly at the temperature of homogenization. Except in the case of the technetium alloy, metallographic examination was used to determine the number of phases present. The radiation hazard involved in handling technetium precluded the use of metallography to examine U2Tc. The temperature and mode of formation of the U2X phases were determined by heating the metallographic specimens to successively higher temperatures, until examination indicated the presence of chilled liquid or a peritectoid transformation. RESULTS The U2X compounds investigated were found to be formed under the following conditions: UzTc unknown U2Ru peritectic 897o ± 3°C U2Rh peritectoid 755o ± 5°C U2Re peritectoid3 below 750°C Uas peritectic4 920°C U2Ir peritectoid 775o ± 5oC Debye-Scherrer patterns for the above U2X phases were made with CuKa radiation (nickel filter). The similarities in the positions and intensities of the strongest lines in the front-reflection region strongly suggested that U2Tc, U2Ru, U2Rh, U2Os, and U21r are isostructural with only minor differences in the unit-cell dimensions. The known lattice constants and intensities of the Debye-Scherrer rings for U2RU2 were used as a guide in order to index the low-angle X-ray reflections of the U2TC, U2Rh, U2Os, and U2Ir powder patterns. Approximate lattice constants for these compounds were thus obtained and were used along with the intensities observed for U2Ru to index the strongest lines in the back-reflection regions. A sin2 2? correction term was included and the lattice constants were refined and standard deviations estimated by least squares. Comparison of observed and calculated values of Q(= 4 sin2?/?2) used in these calculations are given in Table I. In each case when the positions of lines could not be resolved on the films they were not measured. T HE appointment of Herbert Hoover to the portfolio of Commerce in the President's Cabinet is to engineers the fulfillment of a long deferred hope to have an engineer in high political office and is a matter of congratulation to us for three reasons; because he is a mining engineer who represents the highest type of idealistic engineering effort; because he is a past president of the Institute; and because he has probably a broader grasp of world problems than any other living engineer. Frank A. Vanderlip in the preface to his book "What Happened to Europe" tells of the many interviews he had with the most prominent men in Europe which were made possible for him by his eminence as a banker and by the courtesy of the American ambassadors. He cites by name such well known figures as Austin Chamberlain, Sir Auckland Geddes, Monsieur Delacroix, Monsieur Briand, Mr. Padkrewski, Mr. Venizelos, Colonel House, General Pershing, Mr. Baruch, and many others and says :

MANY aspects of the formation of the metastable w phase in titanium-transition metal alloys have been described in several recent papers.1-4 These papers have reviewed earlier work on the w phase and have further defined most of the important features related to the formation of this phase, e.g-., its crystal structure, composition, and morphology. There are, however, several important points regarding formation of the w phase in titanium alloys which have been described in less detail. Two of these are the relationship between lattice misfit and w phase morphology and the influence of lattice misfit on the mode of formation of the equilibrium a phase. In this communi- cation we will present transmission electron microscopy results relevant to these two points. The alloys used in this study were prepared by non-consumable electrode arc melting, each 30-g button being remelted a minimum of twelve times. The alloy compositions we have studied are listed in Table I. Thin foils were prepared using standard techniques described elsewhere. Two distinct c' phase morphologies have been reported in earlier papers. The phase is ellipsoidal in the Ti-Mo3 and Ti-Nbl system and cubical in the Ti-V3 system. Results of the present study show that the w phase is also cubical in Ti-Mn, Ti-Fe, and Ti-Cr alloys as illustrated in Fig. l(b) to (d). I DESIRE to call the attention of the Institute to a new form of drawing-board trestle. With the ordinary four-legged trestle, commonly used, one has not the means of adjusting the height of the board to the draughtsman. To obviate this inconvenience, and at the same time to enable one to incline the board, I have devised an arrangement of curved and straight slots and thumb-screws, by means of which the board can be raised three or more inches, and placed at any desired angle of inclination on either side. Figures 2, 3 (Plate I) show side and end elevations of the trestle for a single board, and Figure 4 for two boards. The latter form is adapted for use in schools, or where it is desired to economize space.

This report describes the progress made in the research work on the development of a new method for preparing lower-cost titanium tetrachloride and preparing titanium oxide pigment. One of the requirements for the commercial production of ductile titanium in the process used by the Bureau of Mines is a source of lower-cost titanium tetrachloride. The production of ductile titanium by a modification of the Kroll1 process, recently developed by the Bureau of Mines, requires such a source of lower-cost titanium tetrachloride to make it commercially feasible. This report describes the progress of work done at the Mississippi Valley Experiment Station at Rolla, Missouri, on the development of a new method for preparing titanium tetrachloride. During the course of this research a new method for preparing pigment-grade titanium oxide was developed. At present, the price of technical-grade titanium tetrachloride is $0.32 a pound, which makes the price of the contained titanium $1.28 a pound.2 In addition, the titanium tetrachloride must be purified further before it is suitable for processing into metal, thus making its cost still higher.3 There were 8,562 tons of rutile produced in the United States in 1947, which was 900 tons in excess of that consumed. In addition there were 13,937 tons in various stocks, exclusive of the stocks in the Government strategic stock pile. No estimates of the domestic production of rutile are given for any of the prewar years. However, in 1939, 442 tons of rutile were imported as compared to 14,307 tons in 1947. One of the reasons for the large increase in the production of rutile is the working of the Florida beach sands for ilmenite, during which a considerable amount of rutile is produced as a by-product. It would be of value to determine methods for utilizing the excess production of rutile. The Arkansas titanium deposits in Hot Spring County produced commercial-grade rutile concentrates from 1933 to 1942. These were sold mainly to England, Germany, and Russia.

DESPITE strikes, domestic production of copper and zinc in 1951 rose about 3 pct and 10 pct, respectively. Lead output fell only about 7 pct. Primary refined, including processed scrap and imported concentrates, was somewhat higher for zinc, and slightly lower for copper and lead. Prospects are for moderately larger mine and refined production in 1952 according to Standard & Poor's analysis of nonferrous metals. The survey goes on to report domestic copper prices averaged 14 pct higher in 1951, lead prices 30 pct higher, and zinc prices 32 pct higher. The 2¢ rise in zinc and lead ceilings in October will lift the average price in 1952 over 8 pet, assuming no further price change. Currently, OPS appears opposed to raising the 24 ½ ¢ copper ceiling to the 24 ½ ¢ maximum on imported metal. The steep premiums in world markets are likely to be reduced in 1952. Sales in 1951 were at new peaks. A further moderate rise is indicated for 1952. Earnings of the industry were at a new high in 1951. The increase for companies covered in the survey was perhaps 25 pet, despite a tax rate of about 53 pet, against about 40 pct. in 1950. Relatively maintained to moderately higher earnings are currently indicated for 1952. About two thirds of the companies covered in the survey raised dividends, including extras, in 1951. In general, maintained payments appear probable in 1952.

THE equilibrium y phase in Cu-Be alloys forms by discontinuous precipitation, the new phase nucleating at the grain boundaries and growing into grains on both sides of the boundary. When the alloy is aged above 500°C, however, growth may take place into only one of the grains.1'2 In A1-Ag alloys it is known that the precipitate has the same orientation as the grain in which no growth takes place.3, 4 This was confirmed in the present investigation on a Cu-Be alloy. A Cu-1.79 wt pct Be alloy was solution-treated at 810°C for 2+ hr, quenched into water at O°C, and aged at 600°C for 1 hr in a salt bath. The specimen was thinned by chemical polishing and electropolishing at room temperature in a solution of H3PO4 saturated with CrOs. The foil produced was examined in a JEM 150 electron microscope operating at 150 kv. Fig. 1 shows precipitates growing on only one side of the grain boundary.
