The South African Minerals Development Act (?the Act?) has been promulgated and will come into full force and effect once it is gazetted. Thereafter, all Old Order mineral rights will have to be converted into New Order mineral rights within a 5-year period, probably by the end of 2008. The conversion of rights will be achieved only with the demonstrated inclusion of empowerment groups in the conversion applications. In addition to the Act, the first draft of the proposed Royalty Bill (?the Bill?) was released during the week beginning 17 March 2003. Comments on the Bill?s contents had to be submitted before 30 April 2003. The contents were to be considered in terms of applicability and acceptability to the South African minerals industry, where after proposed comments and suggested amendments were to be submitted to the relevant State Treasury office. Specifically referring to the Bill, the general response from the industry is one of concern. Since any royalty is tantamount to a tax, the general feeling is that the current mining taxation rates are already internationally competitive and to increase these effective rates, notably at differing rates depending on commodity type, will have an adverse impact on the South African mining industry. A number of these impacts can be mitigated to some degree, depending on the flexibility of the State to address the major concerns.

Determining the cutability and mechanical properties of rocks is vital for the feasibility studies of a mine or tunnel projects. Many scientists have investigated the correlation between these parameters in order to predict specific energy (SE) and other important rock cutability properties for many years. On the other hand, textural properties of rocks have been quantified in detail by Howarth and Rowlands (1987). Hence, it was possible to correlate mechanical and textural properties of rocks by using a parameter known as the texture coefficient (TC). The main objective of this study was to use the test results taken from a research project carried out by Bilgin and Shahrair1tocorrelate the mechanical and cutability properties of rocks with textural properties of rocks. For this purpose, uniaxial compressive strength (UCS), uniaxial tensile strength (UTS), cone indent or (CI),point load index (PLI), unit volume weight (?), porosity, SE, and normal and cutting force values, were correlated with textural properties of rocks. Hence it was possible to make illuminating interpretations about the relationships between the mechanical and cutability with the textural properties of rocks. The large proportion of gangue minerals present in platinum bearing ores in South Africa provides challenges to the flotation and downstream processes. In order to take effective measures to reduce their recovery in flotation, an understanding of the mechanisms and factors influencing their behaviour is needed. Typical gangue minerals are pyroxene, feldspar, quartz, chromite and talc. Of these, talc is a naturally hydrophobic mineral and although it is present in relatively small quantities, it has a disproportionate effect as it has a strong froth stabilizing effect, increasing the recovery of other gangue minerals by entrainment. Talc recovery is effectively reduced with the addition of polymeric depressants. Although the other gangue minerals are assumed to be hydrophilic and their recovery by entrainment is expected to follow the water recovery, there is some evidence that they may be activated by the typical reagent suites used. Reagents such as copper sulphate, added as an activator, and collectors are used to selectively induce hydrophobicity on the sulphides. It has been shown that some of these gangue minerals can be activated. This research work investigates whether inadvertent copper activation is mineral specific and evaluates the mechanisms and factors affecting the reversal of activation with the addition of the depressants using electrokinetic measurements, adsorption and microflotation tests. Results are presented that show that the selected minerals do respond differently and that the reversal of activation is dependent on mineral type, depressant type, dosage and ionic strength of the electrolyte.

"Although the first large-scale application of copper recovery by solvent extraction (SX) took place in Zambia in the early 1970s, it is only in the last decade that this technology has become widely employed in this part of the world and is now a mainstay unit operation in most copper hydrometallurgical flowsheets. The mineralogy of the ores in the African Copper Belt, and hence the characteristics of the African leach liquors, differ significantly from those in Chile and the south-western USA, where copper SX has had a long and successful history. These differences provide operators, metallurgists, reagent vendors and engineers with many challenges: new approaches are needed to adapt this technology for successful implementation in this region. This paper examines typical operating practice in the African Copper Belt, discusses differences compared with other parts of the world and looks at some of the challenges and opportunities presented by these flowsheets. INTRODUCTION Following the success of the Rancher’s Bluebird and Bagdad solvent extraction and electrowinning (SX–EW) operations in Arizona in the late 1960s, the Tailings Leach Plant at Chingola, Zambia became the first large-scale copper SX plant in the world, commissioned in 1974. Despite the equipment design now being outdated, this plant still continues to operate successfully, indicating the versatility and adaptability of this technology. Today, there are some 75 copper SX operations worldwide with cathode production above 10 kt/a. The top ten producers currently account for some 40% of the global 4.3 Mt/a SX–EW copper production. South America (predominantly Chile and Peru) is the largest copper cathode-producing region, with annual production of some 2 Mt. The Central African Copper Belt (Zambia and the Democratic Republic of Congo (DRC)) is second, with cathode production of 1.2 Mt/a and North America (USA and Mexico) third, producing close to 0.8 Mt/a Cu (Cytec data, 2014). The remaining 0.35 Mt/a comes from all other regions combined (referred to as “Rest-of-World”). Current and future operations in Zambia and the DRC are summarised in Figure 1. The industry in this region is characterised by a large number of small (3 to 20 kt/a) plants, mainly Chinese-owned, and a few very large (>200 kt/a) operations, owned by major multinational corporations. This paper examines typical operating practice in the African Copper Belt, discusses the differences compared with other parts of the world and looks at some of the challenges presented by the conditions, as well as innovations in flowsheets, reagents and operating conditions that have been introduced in these circuits."

The project was carried out at Mponeng Mine (an Anglogold shaft formerly known as Western Deep Levels 1 Shaft and South Mine, in Carletonville). The project was divided into two focus areas namely: ?To design an optimum layout of a raiseline, which includes the scheduling of all activities for the establishment of the infrastructure. Consideration was given to the blasting practice, mining cycle, orepass placement and slusher positioning. Two designs were carried out on the above basis. ?The design of a ledging operation/practice to match the optimized layout of the raiseline. The ledging cycle design involved a thorough investigation into the possible use of drill rigs, Electronic Delay Detonators (EDD) blasting technology, longer drilled holes, Threshold Blasting (THROB),and water jet cleaning.

Improvement in work place environment by conventional methods viz., installation of higher capacity fan, fans in parallel operation or booster fan is a risky proposition in many coal mines in India because of difficult geo-mining condition such as shallow depth, multi seam workings having thin parting and inter connected goaves one above the other. The situation is further worsened if the mines have fire affected sealed off area connected to different ventilation circuits. On many occasions circulation of more air quantity by increasing fan pressure have resulted in initiation of spontaneous heating. To address these problems, authors have made some improvement in conventional Dynamic Balancing of Pressure Technique and worked out few ventilation schemes which are aimed for neutralization of pressure differential across sealed off area at the same time having improvement in ventilation in the mine. The excess pressure differential across sealed off area is mainly caused by introduction of higher capacity fan. Similar situation prevailed in one of the mines of Jharia Coalfield, India. The problem was solved by application of the above technique. In this paper, brief description of the technique, the problem in the mine, results of investigation, computer simulation studies of various schemes and methodology adopted for implementation of the technique in the mine have been discussed in some detail. Paper written on project work carried out in partial fulfilment of Phd.(Process Engineering) degree Process modelling is an essential element in the development of advanced (model-based) process control systems, accounting for up to 80% of the cost of development. Often, models based on historic process data are the only viable option when dealing with processes that cannot be modeled cost-effectively from first principles. Despite major advances that have recently been made in the field of nonlinear process modeling, some basic idea of the dynamic behaviour of a process system is important prior to system identification. While many process systems seem unlikely to be linear, the possible nonlinear aspects of their dynamics are not necessarily supported by the data. This may have significant implications for subsequent system identification or interpretation of the data. For example, it is quite possible that an underlying nonlinear deterministic signal may be obscured by a high degree of measurement or process noise, to the extent that it may be critical in the choice of model to fit to the data. The method of surrogate data analysis has recently been proposed as a means to classify the underlying dynamics of complex systems, and in this paper the use of Fourier transform surrogates to classify process systems is explored. Paper written on project work carried out in partial fulfilment of BSc (Eng) (Chemical) degree This paper details the formulation of a mathematical model for the simulation of a primary bioleach reactor, with specific reference to the leaching of pyrite. The model is based on the direct reaction mechanism, where the leaching of pyrite is said to occur via a two-step process. The process involves the formation of ferrous?iron through the chemical leaching of pyrite and subsequent bacterial oxidation of ferrous-iron back into ferric-iron. At steady state the rate of chemical leaching and bacterial oxidation are linked by the ratio of ferrous-iron to ferric-iron in solution. The extent of conversion of pyrite in the reactor system is described using the segregated flow model, with the exit age distribution of the solid phase being described by the Tanks-in-Series model. The final phase in model formulation involves the inclusion of steady state material balances on the bacteria and fluid phase components. The model is compared to pilot plant data and laboratory data for two different types of pyrite concentrates, with simulation results showing that the model is in good agreement with the data. The Boudouard reactivity of single cokes produced from selected bituminous coals and commercial cokes has been investigated in a thermo gravimetric furnace. The effect of potassium as a catalyst for this reaction was studied, as it is known to accumulate in ferromanganese furnaces. A gaseous impregnation technique using K2CO3 as the potassium source was applied to impregnate the coke samples. The reactivity experiments were designed to simulate conditions occurring in an industrial furnace, as used for production of Mn-alloys. The coke particle size varied from 3.35 to 6.63 mm, while the temperature was maintained between 800- 1100oC with a gas composition from 50 to 75% CO2 in a CO/CO2 mixture. To determine the catalytic effect of potassium, the concentration varied from a fraction of a percent up to 15%wt. The results show that single chars vary significantly in reactivity, depending on the properties of the parent coal, while commercial cokes exhibit similar reaction rates. Temperature and partial pressure of CO2 have the strongest influence on the reactivity, while the influence of gas flow rate and coke particle size were found to be negligible. The catalytic studies revealed that the relative reactivity of non-impregnated samples are preserved after the impregnation, so the least reactive coke is still the least reactive after the impregnation for the whole range of potassium loads. Also, it has been confirmed that the Boudouard reactivity reaches a plateau at potassium concentration of 4%wt.

PK2 Ventilation shaft is part of Paardekraal No 2 twin shaft system that is being developed to replace depleting Merensky reef production at Paardekraal shaft complex. The sinking team at this shaft faced considerable challenge of improving the total sinking cycle in order to be able to deliver the fully equipped shaft on time and on schedule. The cladding support cycle was identified as the tedious and time consuming activity in the overall shaft sinking operation. Reduction in the time required for handling and setting up the support installation equipment, and the time required for subsequent installation of the necessary support has a direct impact on the overall cycle time, and consequently the overall productivity and efficiency of the sinking operation. This reduction in support cycle was achieved by making use of machine carousel. The objective of this paper is to describe the support methodology that was used during the ventilation shaft sinking and the use of the machine carousel to reduce the cladding support cycle. The machine carousel replaces the traditional use of machine kibble in conventional vertical shaft sinking and has been designed specifically for installation of sidewall support at the shaft bottom during the sinking process.

The world mineral industry has over the years experienced growth in the production of nickel (Ni) due to its use not only in the catalytic industry but mainly also to its demand in the stainless steel production industry. Hence there is a need to produce more pure and marketable grades of Ni through the use of efficient purification routes such as solvent extraction. The V10-LIX®84-IC system resulted in nickel (Ni) extraction isotherm shifting to lower pH levels. The pH window of opportunity for the extraction of Ni subsequently increased in solution containing magnesium (Mg) and calcium (Ca) even though the system also resulted in slight shifts to less positive pH values for Mg and Ca curves. Results showed a synergistic effect of LIX®84-IC when added to V10 for all elements, Ni, Mg and Ca. The pH50 values for elements Ni, Mg and Ca in the V10-LIX®84-IC system were 2.95, 8.10 and 7.70 respectively. Comparing results obtained when using V10 alone produced ?pH50 for Ni, Mg and Ca being 3.35, 0.15 and 0.70 respectively, which was a confirmation of the synergistic shifts for all the elements. The ?pH50 (Mg-Ni)value was 1.95 with no synergism and 5.15 with synergism and that for ?pH50 (Ca-Ni)was 2.10 with no synergism and 4.75 with synergism. This showed that the Ni-Mg separation factor was relatively larger than the Ni-Ca. Improved loading and stripping kinetics were also observed. Performance prediction models for partial face mechanical excavators, when developed in laboratory conditions, depend on relating the results of a set of rock property tests and indices to specific cutting energy (SE) for various rock types. There exist some studies in the literature aiming to correlate the geotechnical properties of intact rocks with the SE, especially for massive and widely jointed rock environments. However, those including direct and/or indirect measures of rock fracture parameters such as rock brittleness and fracture toughness, along with the other rock parameters expressing different aspects of rock behavior under drag tools (picks), are rather limited. With this study, it was aimed to investigate the relationships between the indirect measures of rock brittleness and fracture toughness and the SE depending on the results of a new and two previous linear rock cutting programmes. Relationships between the SE, rock strength parameters, and the rock index tests have also been investigated in this study. Sandstone samples taken from the different fields around Ankara, Turkey were used in the new testing programme. Detailed mineralogical analyses, petrographic studies, and rock mechanics and rock cutting tests were performed on these selected sandstone specimens. The assessment of rock cuttability was based on the SE. Three different brittleness indices (B1, B2, andB4) were calculated for sandstones samples, whereas a toughness index (Ti), being developed by Atkinson et al.1, was employed to represent the indirect rock fracture toughness. The relationships between the SE and the large amounts of new data obtained from the mineralogical analyses, petrographic studies, rock mechanics, and linear rock cutting tests were evaluated by using bivariate correlation and curve fitting techniques, variance analysis, and Student?s t-test. Rock cutting and rock property testing data that came from well-known studies of McFeat-Smith and Fowell2andRoxborough and Philips3have also been employed in statistical analyses together with the new data. Laboratory tests and subsequent analyses revealed that there were close correlations between the SE and B4 whereas no statistically significant correlation has been found between the SE and Ti. Uniaxial compressive and Brazilian tensile strengths and Shore scleroscope hardness of sandstones also exhibited strong relationships with the SE. NCB cone indenter test had the greatest influence on the SE among the other engineering properties of rocks, confirming the previous studies in rock cutting and mechanical excavation. Therefore, it was recommended to employ easy-to-use index tests of NCB cone indenter and Shore scleroscope in the estimation of laboratory SE of sandstones ranging from very low to high strengths in the absence of a rock cutting rig to measure it until the easy-to-use universal measures of the rock brittleness and especially the rock fracture toughness, being an intrinsic rock property, are developed.

One of the consequences of globalizing mine finance is a necessity to apply uniform accountancy and valuation standards that are clearly understood and consistently applied by the global investment community. However, each country has unique circumstances, which sometimes make it difficult to align domestic practice with international requirements. South Africa is no exception and issues such as its political history, a taxation regime enforcing different rules on different mineral producers and a unique mineral rights ownership distribution, are barriers to internationalization. The economy is in a transitional phase as a result of the many and diverse policy documents following the change in political dispensation in 1994. Many of these documents have recently been implemented through new legislation and, in the case of mining, negotiations are continuing in order to ensure an acceptable outcome. This paper discusses the challenges that the South African minerals industry faces in the field of mineral property valuation. It draws on international experience and includes a discussion on the unique considerations that the South African mineral property market must take into account in establishing a code for this purpose, as such a code could later be aligned with international practice.

This Technical Note was presented as a poster at the Western Cape Mineral Processing Symposium held in August 2001 The cleaning of fine coal (-1000 µm) in today?s coal preparation plants is an economically important factor. Coals with high ash contents are, in general, commercially undesirable. Current well-known techniques for treating fine coal include froth flotation and spirals. The primary critical factor with regards to spirals is the efficiency of the process whereas that of flotation, is the cost of there agents used. Research into enhanced gravity separation techniques has resulted in several commercially available enhanced gravity separators. This project was based on a preliminary investigation into the feasibility of one such separator, to effectively treat fine (-500 µm) coal. Experimental variables included particle size and speed of rotation of the said instrument. The performance of the separator was compared to the results obtained from liquid density separations done for the two coal fractions evaluated. From the results obtained in this preliminary study it appears that the piece of equipment investigated does not measure up to expectations. Recommendations for further investigation include the evaluation of the instrument on other South African coals to obtain conclusive results.

Geology, and the detailed understanding of its properties, are fundamental to the optimal design and successful operation of any mine. To that end extensive fieldwork has been conducted at Anglo Platinum?s PPRust operation to collect geotechnical information both from exploration boreholes and in-pit mining faces. Since 1998, geotechnical data has been collected from over 337 km of exploration core, 7 km of exposed mining faces and more than 15 600 field and laboratory tests, in order to define the complete set of geotechnical properties for each rock type in the mining area. The geotechnical information collected is stored in two databases, SABLE Warehouse and MineMapper3D before it is imported into the Datamine mining software package. The geotechnical parameters, mining rock mass rating system (MRMR), uniaxial compressive strength (UCS), fracture frequency per metre (FF) and rock quality designation (RQD), are modelled using geostatistics to generate a 3D geotechnical block model. Data is interpolated between exploration boreholes and exposed mining faces and modelling is constrained, using wireframes, by rock type and structural features. By having detailed geotechnical information available in a 3D model that can be readily accessed and interpreted, significant production optimisations, feasibility studies and planning initiatives can be implemented. From a slope design perspective the model is used to target data deficient zones and highlight potentially weak rock mass areas. As this can be viewed in 3D, the open pit slopes can then be designed to accommodate the poor quality area before it is excavated. It also follows that geotechnical zones can be readily identified and the slopes optimised accordingly. Rather than viewing the drill and blast department as an isolated cost centre and focussing on minimising drill and blast costs, the fragmentation requirements of the comminution and load and haul business areas are studied. It is well understood that chemical energy is the cheapest form of comminution and that major downstream benefits can be derived by increasing drill and blast expenditure. 238 blasts were assessed to determine the optimum fragmentation requirements for ore and waste. Based on the study a mean fragmentation target of 150 mm was set for delivery to the crushing circuit and a mean fragmentation of 230 mm was set for waste loading from the pit. Substantial benefits have been realised in the drill and blast department by developing empirical correlations that relate the MRMR values in the geotechnical model to a blastability index, fragmentation, required powder factor and costs. The advent of low-quality export coal demand has brought a new range of possibilities to the South African coal industry. Products that traditionally were only of value to the domestic or combustion industry sectors now have the potential to be exported, with only minor amounts of upgrading required through beneficiation. Comparatively high steam-coal export prices can be obtained for lowquality export coal, which enhances the economic feasibility of expanding low-quality thermal coal exports. There are, however, increasing concerns about the feasibility of lower quality thermal coal exports and the broader implications. These concerns relate to the environmental impact of low-quality thermal coal production for export and the inherent threat to the security of domestic thermal coal supply in South Africa. Against this background, this paper serves to explain the extended value chain in the production of export coal. The technical and economic advantages and disadvantages of low-grade exports versus coal production for domestic use are evaluated. The value chain estimation is calculated by the beneficiation modelling and characterization of two coals. Based on the value estimation, the lowgrade export production scenario, and finally the modelling of potential pollutant distribution, are described. Mr K.R. Beard was born on 19th December, 1958. He attended Marist Brothers College, Observatory, and Marist Brothers College, Linmeyer. He was awarded a bursary by SEIFSA (Steel and Engineering Industries Federation of South Africa) and gained the degree of B.Sc. Eng. metallurgy at the University of the Witwatersrand in 1982. He is a member of the Engineers' Society of South Africa. Mr G.A. Brown was born on 27th June, 1934, and matriculated at St John's College. He obtained the degrees of RSc. Eng. (Met.) at the University of the Witwatersrand in 1957, and M. Met. at Sheffield University in 1959. He is a member of the Institution of Mining and Metallurgy (UK) and the Society of Mining Engineers (USA). Or LA. Cramer was born in the USA and, having received a B.Sc. degree in metallurgical engineering from the Colorado School of Mines, he emigrated to South Africa in 1971. He enrolled as a graduate student at the University of Natal and successfully completed both an M.Sc. and a Ph.D. degree in chemical engineering.

Testwork was done with two different adsorbents, Dowex-Minix gold-selective resin and activated carbon, to detemine their relative performances with regard to gold recovery from clarified low-grade solution employing a fixed-bed operation. The mill discharge from the milling-in-cyanide operation at a Witwatersrand gold mine was used as feed to the adsorption columns. A small amount of gold was leached during the milling process, so that this solution simulates, to a certain extent, a low-grade solution representative of a heap-leach operation. A speciation of the feed solution was done to establish which metal complexes were present in the milling-in-cyanide solution. This information was necessary to interpret metal loadings on the resin, as base metal cyanide species and their respective charges have an effect on the final gold loading capacity of the resin. Equilibrium isotherms were established for both adsorbents to estimate the rate of adsorbent flow anticipated for this specific feed solution. Breakthrough profiles were obtained at two different superficial linear velocities for each adsorbent. Mass transfer zone heights determined from the test work and the elution/regeneration time requirements were used to size a 150 m3/h full-scale plant for both adsorbents. A counter current configuration of adsorption columns, using three columns, should be suitable to recover gold effectively and to produce an effluent with a gold concentration below 0.01 mg/l. Based on the results obtained from the breakthrough tests, a preliminary techno-economic comparison was done between the resin-in-solution and carbon-in-solution options for the recovery of gold from low-grade solutions. This study indicated that the capital expenditure for a carbon-in-solution plant would be about 33 percent higher than that of a resin-in-solution plant. The operating expenditure for a resin-in-solution plant is expected to be only 60per cent of that for a carbon-in-solution plant. Keywords: resin-in-solution, carbon-in-solution, heap leach.
