This paper summarises a behavioural safety project undertaken in seven quarries in the UK in order to investigate its applicability as a means of raising the standards of health and safety in the UK quarrying industry. A behavioural safety methodology was developed and trialled at two quarry sites in the UK. During the study the number of unsafe acts and minor accidents had decreased and at one of the quarries there was a 95% reduction in the number of working days lost. It was then introduced at a further five sites of varying sizes and within this focused specifically on lone workers as well as behaviours that affected quality and environmental issues. Positive improvements were noted in most of these operations. The project also looked at the effectiveness of health and safety performance indicators. Here, the common lead and trailing indicators for both safety and health that are commonly used by industry were identified. In consultation with the UK quarrying industry these were then used to identify specific performance measurement criteria that can be used by the quarrying sector to measure performance. Following on from this a quarry specific health and safety management system specification was developed for large and small quarries.

There is a set of settled ideas in the field of the mechanics of rock mass joints, that need a deep revision, after the last experimental works of several authors. In this paper, this theme is approached under several viewpoints, like the following ones: the essential influence of the mating or mismatching of rock joints on their strength (different strength models are applicable to these two situations, one leading preferably to normal scale effects, and the other to inverse scale effects); Patton's model is a bad formulation of the joint strength, whenever there is a dilation effect in the slidings (actually, the essential consideration of the amplitude of the roughess isn't made by any limit equilibrium model, like Patton's model); the joint strength increases as the width perpendicular to the sliding direction is reduced (previous works of other authors suggested the independence of the strength on that width); the reduction of the anisotropy of the roughness, as the sample symmetry and sample dimensions increase; there is no scale effect in the discontinuity mechanics, if there is no roughness heterogeneity; when only the same roughness and undulation orders are involved in the tests, shorter samples have larger peak displacements and lower shear stiffnesses than larger samples (usually, the contrary is admitted). For all these reasons, there isn't an easy correlation between the small scale tests and the natural large joint scale. Only "in situ" large scale tests have some representativeness. All the above mentioned questions are correlated to each other. Some of the more recent developments in Paint Technology are solvent free materials. These coatings have mainly been formulated to overcome the negative attributes of solvent-based coatings, i.e. environmental, safety and health risks, potential for solvent entrapment and osmotic blistering, as well as the formation of micro-pores during the curing process. Two solvent free liquid epoxy coatings have been used extensively on power generation plant. However, very little is known regarding their long-term performance under different exposure conditions, as well as whether these coatings actually perform better than their solvent-borne counterparts. In addition, solvent free materials are generally used where outage periods are restricted and coatings need to be applied within a very short period. Though these materials have reportedly much shorter curing times than other conventional solvent-borne coatings, little is known regarding their limits with respect to maximum film thicknesses and being put into service while still being wet/partially uncured. The latter has become common practice at many power stations in the past two years or so. In addition, the application and curing methods of solvent free materials are different to that of solvent-borne materials, and may require equipment and application process changes. This paper covers the application and performance properties of solvent free coatings in comparison to solvent-borne materials primarily intended for immersion service. Numerous coatings were evaluated under immersed static and cyclic hydrostatic pressures. Other tests included short curing / early immersion tests, dry-to-touch and dry-through curing times, adhesion tests, surface tolerance tests, etc. The results show that the solvent free materials have clear benefits with respect to safety, health, environmental and long-term performance, but will be more difficult to apply compared to solvent-borne materials.

The purpose of this paper is to explore the application of technology to stoping systems. Technology, because for the past 100 years the South African narrow reef mining industry has battled to control working costs in a labour-intensive industry. Stoping systems, because it is the stoping method and methodology which is at the heart of the mining system. Introduce a more efficient stoping system and the mining system will look after itself. The technology applied to stoping over the past 100 years can be categorized as follows: ?The introduction of pneumatic rockdrills early this century, the cumbersome rig mounted units being replaced by smaller, lighter hand-held units which were then made easier to use with the addition of an air leg ?Scraper winches to replace gravity and shovels to move rock both in the face and the gullies were first introduced in the late 1920s ?Hydraulic props as a support method arrived in the1960s ?Some people argue that tungsten carbide inserts were equally important. There have been a number of attempts to introduce different technologies into stoping, the most recent being trackless equipment. Where the stoping layout suits the technology it has been successful. There have been too many instances where a technology has been installed because it is fashionable. At the end of the day the outcome from change in the stoping systems has to be safer and more profitable mining systems. It is the contention of the author that change is only likely to be effective if it is supported by the introduction and application of appropriate technology.

"Operational challenges associated with solvent extraction (SX) plants include the effective on-line management of solids introduced from a variety of process streams. Solids are carried over from leaching circuits due to incomplete solid–liquid separation, may be formed as a result of chemical precipitation within the SX circuits, or introduced from downstream electrowinning operations. Solids in SX settlers result in operational challenges that impact plant availability and reduce optimized name-plate design capacity operation. Most available SX crud and bottom solids removal systems are limited in their effectiveness to handle high total suspended solids in SX circuits. Operations are often forced to take settlers off-line for complete removal of contained solids. These cleaning operations are hazardous, high risk, labour-intensive and costly in terms of production down-time and organic extractant and diluent reagent losses. Production pressure results in operations being reluctant to take SX settler units off-line for solids clean-out, resulting in continued operation of the SX, at reduced levels of mass transfer performance. Crud ForxTM is an SX solids removal system, for the on-line removal of interfacial and bottom solids associated with hydrometallurgical SX processes. A case study conducted at Glencore’s Mutanda Mining copper and cobalt operation in the Democratic Republic of Congo demonstrated the effectiveness of the Crud Forx. Benefits identified were an overall improvement in SX fire risk reduction, SX occupational health and safety and an improvement in copper mass transfer. INTRODUCTION Hydrometallurgical copper extraction and purification processes are often associated with ultra-fine solids distribution profiles throughout the process flowsheet (Virnig et al., 1999). The level and impact of the undesired deportment of solids to process streams varies from operation to operation, but the common denominator for all operations that employ solvent extraction (SX) as a copper upgrading and purification step is that, at some stage, they will have to manage solids (crud) within the SX circuit. Available crud removal systems in the industry have had limited success in continuous, effective interfacial crud and bottom solids removal from SX settlers. Most operations use basic removal methodologies which, at best, only result in delaying the requirement for taking the affected SX settler stages off-line for complete clean-out. This operational methodology results in production loss, increased SX organic extractant consumption and adds occupational health and safety risk to SX operations. The integrated Crud ForxTM/Crud FrogzTM SX solids management system assists operations in on-line SX solids management. The system has been proven to significantly reduce the requirement for off-line cleaning of settlers."

Anglo Platinum commenced commercial underground borehole radar (BHR) surveys during 2006 following a series of trial surveys using both the ?slimline? Geomole and Aardwolf systems. Current borehole radar systems comprise radio frequency transmitter ? receiver antennae operating at 30 -100MHz that measure the time taken for a transmitted pulse to traverse a rock volume and be received (Fig 1). The time taken can be converted to distance if the transmission speed of the pulse through the rock volume is known. The transmitted pulse may be reflected off a suitably orientated geological reflector (in reflection mode) or may be recorded in receivers located in other boreholes (cross-hole tomographic mode). In the Bushveld Complex lithologies, these radar systems have ranges of 30-50 metres in reflection mode depending on the electrical properties of local stratigraphic units. Both the Merensky Reef (MR) and the underlying UG2 have been shown to act as reflectors, which offer the opportunity of using BHR as an imaging or mapping tool. Reflection of the radar signal occurs wherever a strong contrast in dielectric constants occurs such as between norite and harzburgite or where chromitite stringers are present. [ ] Fig 1 Main elements of a borehole radar system Much experience has been gained in the practical application of BHR surveys in platinum mining. The value of a BHR survey is that it provides a continuous line of information to ?connect the dots? rather than a few discrete pierce points. BHR surveys can be used to mitigate risk in three crucial areas: ? Mine planning at the strategic as well as tactical level ? geotechnical evaluation of proposed shaft sites, detailed profiling or mapping of reef and disruptions of the reef such as faults, rolls and potholes; ? Mineral resource classification ? identification of structural discontinuities in orebodies affecting resource classification e.g. potholes and reef facies; ? Safety ? identifying areas with poor ground conditions that are often associated with faults, dykes and potholes.

Rock engineering is concerned with the design of rock structures generated by mining activities. Therefore, rock engineering designs have major implications for the safe recovery of mineral deposits and operating costs. The paper deals with a few challenges facing rock mechanics engineers operating in the hard rock underground mining environment in South Africa. Finally, examples are included, which may assist rock mechanics engineers in providing better designs, which could ultimately lead to further improvement in safety and lower operating costs.

Outsourcing of specialist and non-continuous services is common practice in international mining operations. There is an increasing trend towards this practice in South Africa as a result of the major organisational changes that have taken place in the industry, and as lower revenues and production cost pressures have reduced profit margins. Many specialist functions have been outsourced in the industry for a long time, an example being shaft sinking, which is undertaken by specialist shaft sinking contractors. In the professional services area, some activities have been outsourced, for example the design and construction supervision of tailings dams, but mining related activities such as geology, mine planning and scheduling, engineering, ventilation, and rock engineering, have traditionally been carried out by in-house staff. In this paper some of the industry problems which have led to an increase in outsourcing of professional services are considered. Then the pros and cons of outsourcing are dealt with before outlining the factors which should be taken into account in choosing an outsourcing partner.

The purpose of the given research was to investigate the possibility of high-carbon ferrochromium refining to remove harmful impurities as a result of metal treatment by slag mixtures on the basis of the CaO-MgO-SiO2system. The final conclusions were drawn from experimental results. It was shown that the treatment of high-carbon ferrochromium by SiO2-MgO-CaO slag mixtures with additions of chromium sinter or iron-ore concentrate removes carbon, sulphur and phosphorus from the metal. A mechanism of phosphorus removal from a melt to a gas phase is proposed.

A large number of brittleness concepts have been used in very different studies in the literature. One of them is the B1brittleness concept. In this study, the objective is to criticize the B1 brittleness concept on rotary blast hole drills. The B1 brittleness concept, the ratio of uniaxial compressive strength (sc) to tensile strength (sT), are widely used as a rock brittleness concept in the literature (Inyangand Pitt, 1990; Verhoef, P.N.W. 1993; Neil, D.M. et al.1994;Becker, et al.1984; Evans and Pomeroy, 1966; Göktan, R.M.1992; Kahraman, S. 2001; Yamaguchi, U. 1970; Verhoef, P.N.W. et al.1996; Bilgin, 1982; Howarth and Rowlands,1987; Howarth, D.F. et al. 1986). So, it was used as a rock brittleness concept in this article. The value of the B1brittleness concept is equal to the tangent of ß angle in the following graph. It was seen that more meaningful relationships could be obtained with the B2 brittleness, the under ?Area?(= 1/2(scxsT) = B2) under the curve, instead of tangent ß, (=B1), of the curve.

Design and development of the world?s largest flotation cell was completed in 2002. This was the first 257 m3 flotation cell installed in the mineral industry and represents a major development in the design of larger flotation cells. This cell has a 50% increase in volume over the widely installed 160 m3 WEMCO® Smartcell? flotation machine. In the next few years it is anticipated that 257 m3 flotation cells will be incorporated into rougher-scavenger flotation circuits in many more world class copper sulphide concentrators. The prototype 257 m3 cell, No.250 Smartcell? flotation machine was installed at Minera Los Pelambres in the front of Row 1 in the existing rougher flotation circuit. This cell is followed by nine No. 130 Smartcell? flotation cells. After the successful development phase, this unit has been incorporated as part of a row of No. 250 Smartcell? flotation machines at Minera Los Pelambres. A key to the successful development of the equipment has been the emphasis placed on fundamental hydrodynamic scale-up criteria. Hydrodynamic factors include superficial gas velocity, water (pulp) circulation through the draft tube, and pulp mixing (distribution) characteristics. This paper will review the scale-up criteria of the No. 250 flotation cell, and present a case study of the in-plant equipment testing. The case study will document the metallurgical and hydrodynamic performance of the machine. It will also illustrate the economic benefits derived by incorporating larger flotation cells in a modern copper sulphide concentrator.

Altindag Foreword Some thirty years ago it was almost customary that articles in South African technical and scientific journals were followed up by discussions in which the reader(s) expressed criticism and/or added to the information contained in the article. This custom has obviously died out, be it that the articles are nowadays of such a high standard that nothing can be added or be it that the receivers of the Journal suffer from an information inflation and do not read the articles anymore. I now have the temerity to offer a discussion to an article that recently appeared in the journal, namely ?The evaluation of rock brittleness concept on rotary blast hole drills? by R. Altindag (J.S. Afr. Inst. Min. Metall., vol, 102(2002), pp. 61?66.

Defects which occur at the surface of a continuously cast slab impede the throughput of final product, because an extra stage in the process is required to grind the defects away before further processing can take place. Defect prediction and the minimization of the occurrence of defects is required. The use of two models to define the defect propagation is explained. Both models are derived using system identification techniques such as auto-regression with exogenous input(ARX). One model is used to determine the effect of manipulated variables such as casting speed and measured disturbances such as mould level on temperatures within the mould. The other isused to determine or indicate the effect of the mould temperatures on the occurrence of defects such as transversal cracks. The latter model can be used to predict when the defects will occur and the former can be used to control the occurrence of the defects. The interest shown in our paper by Drs Schaekers and Dew, and their favourable comments, are appreciated. However, some of their remarks require a response. Stability testing procedures Regarding the issue of stability-testing procedures, we concur that no long-term procedure has been accepted by either environmentalists or the mining/processing industry as a valid method to test the long-term stability of solid wastes. We agree that the method we used is no exception, and we certainly did not claim that it should be recognized as such. What we did attempt to portray was that we had designed the test procedure in an attempt to simulate, at a very small scale, a tailings dam environment.

The junior and small-scale mining sectors in South Africa play an important role in the livelihoods of numerous communities. Mining presents an opportunity, in the post-1994 democratic era, for many individuals to obtain access to much required empowerment and socio-economic development. These sectors are, however, not without numerous characteristics that pose problems for operators, legislators, and other role-players. Mining is inherently risky, with operators experiencing frequent difficulties and challenges throughout the life of mine. Opportunity exists, and needs to be enhanced, for junior and small-scale prospects and operations to include technical risk assessment techniques in documentation presented in search for funding, and in optimizing monthly planning and longer-term functioning. The focus here is to explore how the risk management cycle may currently be applied to a mineral resource suitable for exploitation by the junior and small-scale mining sectors. No management process can create additional value in the ground, but various available mechanisms can go a long way to quantifying the inherent risk that exists, highlighting the need to manage the risks and hopefully allowing the entrepreneur access to the intrinsic opportunities of the emerging mining sector in South Africa.

A common problem encountered in the mineral sands industry is that the mineralogical measurements used in defining the resource are not readily converted to metallurgical recoveries, which are used to predict the quantity of the final products. The problem stems from the different objectives of the exploration and metallurgical assessment programmes, and is often compounded by the use of different laboratory techniques and mineral definitions. Common mistakes include the misapplication of routine analysis, incorrect interpretation of mineral recovery, the confusion of mineral recovery with product yield and inconsistent definition of the same mineral. Experience has shown that unless these potential mistakes are identified, the measurement techniques used during exploration and metallurgical assessment are not compatible, often resulting in large errors in the prediction of mineral production. There are no easy solutions to the problem, as there is no universal assay technique which can cost effectively characterize all the mineral sands resources. The recommended course of action will therefore require several iterations to optimize the assay technique to suit the resource. Fundamental to the success of the measurement technique is the understanding of the mineralogy, its behaviour during mineral processing and the quality requirements for the final products.

Slag-metal equilibrium experiments were conducted at 1500ºC and 1580ºC under 0.03 atm, 0.05atm and 0.83 atm CO partial pressures using silica and Cr-oxide crucibles. The complex slags belonged to SiO2-CaO-Al2O3-MgO-FeOx-CrOxand the metal phase to the Cr-Fe-C-Si-(S)systems. The carbon saturation of the metal phase was avoided using oxide crucibles and thus the results are pertinent to ferrochromium refining slags and processes. From equilibrium data and thermodynamic calculations the CrO /(CrO+Cr2O3) ratio in the slag was determined as 0.75, 0.80and 0.86 under 0.83 atm and 0.05 atm of CO pressure at 1500ºC and 0.03 atm and CO pressure at1580ºC respectively. The results clearly demonstrated that a higher chromium content of the metal results in higher Cr in the slag, and chromium in slag decreases with increasing SiO2. The results were also sensitive to the crucibles used as these oxide crucibles saturated the slag either with respect to SiO2or Cr-oxides. It was also demonstrated that the relative amount of CrO in the slag was higher when SiO2crucibles were used in accord with thermodynamic calculations. Iso-concentration curves for carbon and chromium of the metal phase in equilibrium with the slag were drawn on pseudo ternary SiO2–(AI2O3+CaO+MgO)–(Cr2O3+Fe2O3) diagram. The activity coefficients and activities of carbon and chromium of the metal phase were also calculated from the experimental data and available thermodynamics information and were plotted as iso-activity curves in the same pseudo ternary diagram. It is an honour to be invited as a speaker to this ICCR conference and a pleasure to be with you here in South Africa. I have been asked to talk about the competitiveness of coal versus other energy alternatives. Coal supplies nearly one-quarter of the global primary energy. Its most direct competitors are gas, nuclear and renewables. Oil is predominantly for transport fuels. Fuel oil is competitive with coal when crude is below its long-run average price and has some niche opportunities. But I will confine my comments to nuclear, renewables and particularly natural gas as the most potent current competitive threat to coal. Competitiveness is more than just cost and price; there is environmental acceptability, security or reliability and increasingly image. These factors are more of a spectrum than discrete issues. Dollars and cents remain the key issue for competitiveness but one must recognize the impact of politics in sustainable development and energy security.
