For the past 12 years, the Universities of Stellenbosch and Cape Town have hosted an annual symposium to discuss research topics in Minerals Processing. Since 1987, this meeting has been held under the auspices of the Western Cape Branch of the South African Institute of Mining and Metallurgy, and has enjoyed much national and international support. In 1993, in place of the usual Symposium, the Branch and Universities collaborated with CSM Associates Ltd and Minerals Engineering Journal is organizing the international Minerals Engineering '93 Conference in Cape Town.

The South African mining industry is at present planning to extract orebodies at depths of up to 4 km. To do this cost effectively and, at the same time, ensure safe working conditions for mining, the personnel will require both the development of new strategies and the implementation of current rock-engineering technological developments on a wide scale. This paper covers most of the technological developments likely to be required for mining at very high stresses, but it is clear that improved regional support systems will need to be developed to ensure defective stability of the rockmass during mining operations. Similarly, it is clear that improved strategies for mining in large-scale geologically disturbed areas, where slip on faults or dykes can result in wide-spread rockburst damage, will have to be addressed

Mine water poses a significant problem in lignite coal mining. The drainage of mine water is the fundamental prerequisite of mining operations. Under the legislation of the Czech Republic, mine water that discharges into surface watercourse is subject to the permission of the state administration body in the water management sector. The permission also stipulates the limits for mine water pollution. Therefore, mine water has to be purified prior to discharge. Although all mining companies operate mine water treatment plants, there is hardly any utilization of the final effluent. The high expenditure involved in the more sophisticated methods of mine water treatment has fuelled the search for the commercial utilization of the effluent.

The gas turbine industry is faced with a challenge to improve the performance of engines, while simultaneously adhering to stringent environmental legislation. One way of addressing the problem is by further increasing the recipient working temperatures. Unfortunately, the use of nickel based superalloys (NBSAs) in the gas turbine industry has reached its limitations. Although coatings can be used for small increases, and air cooling is also incorporated by design, attention is towards developing stronger metallurgical materials having higher melting points, with acceptable creep and corrosion resistance. A series of ternary and quaternary Platinum-based superalloys were developed. Platinum was selected because of its higher melting points compared to nickel, similar fcc structure and better corrosion properties. Mechanical characterisation studies of Platinum-based superalloys alloys, which included oxidation, creep and hardness, demonstrated reasonable results, outperforming an oxide dispersed strengthening (ODS) Fe-based superalloy (PM2000) and a nickel based superalloy (MAR-M200). During any materials development where high temperatures are concerned, high strength is the primary property of interest. However, during the development of gas turbines, component life and reliability, which are influenced by temperature, need to be taken into consideration, and therefore creep as well as corrosion (both temperature dependant properties), are important. These properties become significant with increasing temperatures. With increasing demand for higher temperatures, it is becoming increasingly important to include hot corrosion properties of the alloy during the material selection process. A short description on hot corrosion and its degradation mechanisms are given in this paper. Coatings are currently dominating as the best practical solution to address temperature increases. This paper looks at benefits and shortcomings of coatings over Pt-based superalloys as candidates for applications under extreme conditions. The uranium production forecasting program described in this paper projects production from Reasonably Assured, Estimated Additional and Speculative Resources in the cost categories of less than $130/kg U. Originally designed to handle South African production, it has been expanded and redimensioned using available published information to forecast production for countries of the Western World. The program forecasts production from up to 400 plants over a period of fifty years and has built-in production models derived from documented historical data of the more important uranium provinces. It is particularly suitable to assess production cavabilities on a national and global scale where variations in outputs for the individual plants tend to even out. The program is aimed at putting the uranium potential of any one country into a realistic perspective, and it could thus be useful for planning purposes and marketing strategies.

This paper reviews the Mineral and Petroleum Resources Royalty Bill of 2006, identifies potential areas that require further consideration by the National Treasury and, where appropriate, offers alternatives. At its basic level a royalty regime consists of two elements: the base and the rate that must be applied to the base. Deciding on an acceptable royalty rate is a complex matter and can be done only after extensive analysis of all variables affecting the competitiveness of the regime. The proposed royalty rates are in the range of zero to five per cent and are based on sales revenue. It is argued that future investment patterns are more likely to be influenced by market cycles and commodity prices than policy events. Inevitably the current boom in the minerals sector will come to an end and the success of the proposed regime will be known only when profit margins are under pressure. Policy makers must therefore have the long run in mind when developing policies that affect the ability of industry to do business, without the need to renegotiate each time there is a change in the market. A long-run policy must be sufficiently flexible to allow for consistently fair sharing ratios and splitting of revenues between government and industry. Although broadly in line with international practice, the current version cannot be regarded as internationally competitive and efficient. In order for the royalty bill to become internationally competitive, promote beneficiation of mineral production and adequately compensate the State for the loss of a national resource, the National Treasury should heed the following main recommendations in this review: 1. Abandon the notion that each mineral product must have its own royalty rate; 2. Introduce an NSR type royalty that allows for value-addition costs to be deducted from the base; and 3. Provide for automatic relief through the use of a sliding-scale mechanism based on ability to pay, e.g. the X-Factor used in the gold mining tax formula.

This paper deals with the sampling and mass measurement for ore delivered from a shaft to a processing plant and the contribution of the data from these measurements to the metal balances from shaft deliveries to final metal production. Accurate measurement of the grade and tonnage of run-of-mine ore is important for four main reasons; ? It enables the measurement of the production from different profit centres to within statistically determined confidence limits for daily, monthly, or annual averages. The profit centres could be individual shafts within a mining complex or ore treated on a toll basis ? The monthly production at shaft head is compared to the grades and tonnage determined from underground sampling and mass measurement in terms of a shaft call factor ? The sum of the production from the shafts is the input to concentrators. This input is a major part of the total input into a complex with concentrators, smelters, and refineries. In terms of the Codes of Practice for Metal Accounting the inputs are compared to outputs and inventory changes to assess the efficiencies and unaccounted losses or gains at the various stages in the flow of metal from source to market ? On a daily or daily moving average basis, the grades and tons from shafts are monitored and compared against these quantities from underground measurements. This acts as a control on off-reef mining, dilution, and other factors underground. Accurate measurement of grade of ore at the shaft head has been a challenge because of the large particle size. The conventional wisdom has been that ore can be sampled accurately only after it has been milled to give a slurry that is sampled as feed to a flotation process. However, when the ore fed to a flotation plant comes from multiple sources each source has to be sampled separately. So, relying on the grades determined using the sampling of concentrator input with cross-stream slurry samplers is not an option for determining the grade from an individual shaft. Impala has developed a system for sampling and weighing run-of-mine ore from multiple shafts. The system involves sampling the inputs to the plants using cross-belt (hammer) samplers and weighing the deliveries using in-motion railway weighing systems. Many samples are taken. Individually they have a high variance but, as a consequence of the averaging effect of large numbers and as shown by statistical analysis, the mean results are fit for the purposes of daily grade control for shafts and for monthly accounting of production from individual shafts. In the metal accounting systems at Impala, the measurement of input, including ore and toll-treated material is compared to the output in the form of final metal and tailings losses, as well as any inventory change that takes place, in order to determine a final metal balance from mill feed to product. The calculated inventory is compared to that measured, and the difference, or unaccounted- for metal, is then reported as a percentage of input. The balances obtained over several years yields balances for platinum that are below 1% imbalanced. During the course of 2011 the nationalization of mines emerged as one of the most contentious and emotive political issues under review. Some four years after the African National Congress electoral conference held in Polokwane, which had led to a change of leadership within the country's ruling party, elements within the ruling party's youth league, which had been virulently supportive of the change in leadership, turned on the incumbent President, using the mining question as its rallying call. At issue was the expressed perception that mining has, since the country's democratization, not delivered the anticipated benefits to the population as a whole, continues to be the preserve of the capitalist element of the South African community, and is therefore in need of radical reform. Aspersions were made that transformation within the industry had failed dismally and that mining companies had not delivered against their commitments to the Mining Charter and social and labour plans. The debate became extremely vocal and heated, evoked dramatic and emotive opinions, and vigorous skirmishes on the matter were fought in the media over much of 2011 and into 2012.

Any study of the contentious subject of nationalization can ultimately be reduced to a sombre analysis of the simultaneous, and very different, interests of capital, labour, and government. Each of these interests attempts to maximize its objectives, subject to checks and balances provided, in an ideal system, by a country's executive government, legislature, and judiciary. Where even one of the three interests goes out of control, the consequences can be disastrous. The case histories show that when this occurs, the most common culprit is government, or its proxy, such as a dictator. At the other extreme, the case studies indicate that the optimum outcome occurs when capital, labour, and government are 'ring fenced' from each other: each enjoys its rights, but is also subject to duties. 'Conflicts of interest' between the three entities are ideally avoided to the maximum possible extent. The case studies include several salient instances from both the DRC (Gécamines, La Générale des Carrières et des Mines) and Zambia, along with Ghana and Chile. Further instances are examined in South Africa (gold), India (Coal of India), Brazil (Petrobras), Venezuela (Petróleos de Venezuela), Sweden (Luossavaara-Kiirunavaara Aktiebolag), Mauritania (Société Nationale Industrielle et Minière), Norway (Norsk Hydro), Botswana (Debswana), and Namibia (Namdeb). The article concludes broadly that South Africa's minerals sector is not ready for nationalization.

Design features of a deep-level shaft by D. H. HILLHOUSE. Pr. Eng.(Visitor)- and G. LANGE. Pr. Eng.(Fellow) Design and technical features of a large, deep shaft are described, and details of the sinking equipment are given. Special features in shaft steelwork, materials handling, and station layouts are described and illustrated. The details of the precast brattice wall are given, together with the reasons for the separation of all steelwork from the brattice wall. A newly developed device for the location of the shaft conveyances while loading or unloading at underground stations is briefly described and illustrated. The paper concludes with a summary showing the rates of progress and costs for the shaft-sinking operation.

This paper illustrates the application of numerical modeling methods, in conjunction with limit-equilibrium techniques, to the location of critical slip surfaces in slope-stability problems. Initially, the Spencer slice-based method of analysis is introduced, together with a dynamic-programming algorithm for slip-surface location. This limit-equilibrium method is assessed critically through the use of an illustrative problem. The technique is then extended to locate the critical slip surface for a similar slope, but with more complex constitutive and yield relationships for the material comprising the slope. To this end, the use of the stress field generated from a finite-difference program, together with a dynamic-programming search routine, is presented as an advanced technique of slope-stability analysis for engineers.

The technique of backfilling in the gold mining industry is dependent on the dewatering of slurry to form a solid support system. In many cases flocculants are added to the slurry to increase the rate of dewatering. To ensure that a stable support is obtained it is important that the chemistry, application and limitations of these flocculant additives are understood. Flocculant additives have to be added at a point where minimum shear will occur. (Shear occurs when a flocculant is exposed to excess energy resulting in breakdown, of the floc.) To ensure that optimum results are obtained it is important that personnel involved are trained to use the flocculant additives and dosing equipment correctly.

The number and scale of backfilling operations in the South African gold mining industry have grown rapidly in recent years. The application of backfilling as a means of stope support in a wide range of geological conditions and mining systems has resulted in the development of a variety of alternative fill systems. Experience gained in the evaluation of operating fill systems has contributed to a knowledge of the essential concepts to be considered in their design. This knowledge can also influence management's perception of what is expected of a backfilling system. The factors to be assessed in stating and satisfying these objectives are examined. The areas of investigation cover the selection of a suitable material, its preparation, distribution and placement, and the engineering logistics involved in the management of such a system. Finally, the integration of a filling system with an existing mining operation is examined.

The past decade has seen a tremendous revival of the base metal industry in Africa, coupled with an unprecedented increase in the prices of base metal commodities in the last couple of years. The theme of the 4th Southern African Base Metal Conference, is therefore, ?Africa?s base metals resurgence?. This conference will explore the contributions made by the mining and metallurgical disciplines to the base metals industry in Africa. It will also investigate how the base metals industry in Africa can capture the maximum potential from the increase in base metal prices through research, innovative thinking, new ways of operating and project implementation. The conference will also consider the influence of Europe?s REACH programme on the base metal industry in Southern Africa. The conference will include a technical visit to Rössing Mine (Uranium) and will be followed by technical visits to Ongopolo (copper), Skorpion Mine (zinc) and Rosh Pinah Zinc Corporation(zinc and lead). The conference, to be held in Swakopmund, Namibia, also confirms the commitment of the Southern African Institute of Mining and Metallurgy (SAIMM), to hosting a regular forum on base metals in the Southern African region. Swakopmund is an ideal conference venue for local and international mining and metallurgical professionals to be exposed to the latest advances in exploration, resource evaluation, projects and technological advances in Southern Africa?s base metal industry. The organization and mechanized colliery management of a large by G. C. THOMPSON, B.Sc. (Min. Eng.) (Witwatersrand), M.B.L. (Member), and P. G. HENDERSON, B.Sc. (Min. Eng.) (Pretoria), M.B.A. (Member). Usutu Collieries Limited, at present the largest single producer of coal in South Africa, supplies Cam den power station. and produces 435 000 tonnes per month by conventional mechanized methods from bord-and-pillar workings in three mines. The thickness of the seams averages 2 metres, and the depth below surface varies from 15 to 150 metres. Each mine depends to a different extent on certain common facilities and services. Two of the mines are located on the same coalfield, and their rationalization would possibly be advantageous. Production policy is one of productivity with flexibility. The double-loader system is widely used, and one section at each mine is worked on single shift. Pillar extraction is practised where possible. In addition to lubrication and inspections, planned maintenance of mining equipment consists of sub-assembly replacements and overhauls. Conveyor and tractor/trailer transport is used underground. but trolley-wire locomotive haulage is being considered. The organization is such that co-ordination is relatively difficult, and certain changes could possibly improve the functioning of the engineering and mining departments. Technical and management training is carried out. Long-term planning will make use of a computer programme and will involve the investigation of other mining methods. Five-year and twelve-month plans are prepared, the planning of coal quality being based on the view that the mine and the power station together constitute a system. Control information systems make use of a remote computer terminal located at the mine. An improved integrated system is being investigated.

We show that the prioritization of business improvement and performance management decisions may be significantly improved by taking into account the systemic effects of changes made in a single process area. To do so we build a model of a mining value chain, taking into account consequential downtime that arises from downstream and upstream starvation and choking effects of each activity. Introducing the concept of internal capacity, this approach yields insight into the relative importance of key metrics such as loading and hauling rates. We suggest that a holistic view of this type should be a core component of business improvement and performance management decisions. In the process described, hydrogen is used to generate high-temperature steam and oxygen in the molten bath. Steel is decarburized to low levels to produce a pearlite-free steel suitable for deep drawing. The process makes use of the favourable thermodynamics in the reactions between steam, carbon, and iron, as well as providing high-temperature oxygen for the decarburizing reaction. The process can easily be incorporated in existing BOF (basic oxygen furnace) plant but can also be contemplated as a greenfield process.

The objectives of the present organizational structure of the Coal Division in respect of projects are listed, as are the requirements for effective functioning of this organization. The processes involved in strategic planning and in the identification. evaluation, and development of projects are described. The monitoring and control of capital as well as project construction and production management. are discussed. Finally, the important role of project work in the development of management is stated, and the necessity for the continual assessment of the effectiveness of the project organization is stressed.

Much debate has ensued over the past few years on the speed of transformation in the mining industry. By transformation is meant the degree to which the industry has met the requirements of the Mining Charter. In response to this, the Department of Mineral Resources (DMR) commissioned a research study in 2009 to ascertain the degree of industry compliance. The mining industry in response made a presentation to the Minerals Portfolio Committee in Parliament in 2011, during which it released aggregated figures on industry compliance to the Mining Charter. The conclusions of both of the studies are widely divergent. It is argued in this paper that both processes are flawed. The government-sponsored research is empirically and methodologically weak and the results therefore have to be taken with a great degree of caution. The Chamber of Mines figures, on the other hand, while faithful to the reporting of the Chamber member companies, do not represent the entire span of the industry but only the larger mining companies. It is further argued that in order to ascertain a true reflection of the industry an independent audit be undertaken using recognized social scientific survey methods.
