As Project Information Management Systems (PIMS) technologies develop, the range of projects to which one can apply these technologies grows while the cost to apply them shrinks. In recent years, technologies previously limited to large “megaprojects” (e.g., major dam rehabilitations) owned by major entities (e.g., the United States Army Corps of Engineers) with large budgets have been applied to smaller projects with less stringent specifications and more modest budgets. This paper will describe applications of PIMS technologies to small projects with limited budgets, including examples from levee construction, small-scale grout curtain installation, and diaphragm and secant pile cut-off walls. We will include a demonstration of how PIMS technologies can effectively analyze verticality data from koden and hydromill data streams to automatically generate models and as-built drawings showing overlap and deviation along the depth of the foundation. INTRODUCTION This paper discusses the application of Project Information Management Systems (PIMS) technologies to geo-foundations projects, with a focus on technologies and examples that are in a lower cost range. PIMS technologies allow contractors and other stakeholders to perform efficient quality control on their data, generate quick or automatic reports and as-built drawings, perform analyses to better understand their construction, and ultimately use their data to increase the quality of their construction. As PIMS technologies are relatively new to the deep foundations industry, and owner specifications on their use are generally viewed as complex and limited to large scale projects, PIMS technologies are frequently viewed as an expensive component that is beyond the scope of a smaller or simpler project. However, the same principles and techniques generally associated with large projects can be applied to projects at smaller scale. Furthermore, as these technologies develop both in the deep foundations and other industries, the cost of application is decreasing quickly making them even more affordable for smaller projects. The remainder of this paper provides some justification for applying PIMS technologies, describes some scalable data management concepts and workflows and then provides some examples of “low cost” applications of these technologies.

Everyone has a role in site safety, even consultants. This paper presents a summary of how a geotechnical and environmental consulting firm, with field staff on construction and subsurface explorations sites, engaged their staff and leveraged relationships with contractors to assess the construction related risks to which its staff members are exposed. These findings were then integrated into their technical training materials for both new staff and those needing a refresher, so that safety is discussed at the same time as the technical work and not treated as a separate topic. The paper outlines the process of identifying and evaluating the construction related risks that staff members face and presents examples of how the consultant can engage contractors in the process. By doing this, knowledge can be shared and there is a better mutual understanding of the risks associated with common construction and exploration related field tasks. The work resulted in an increase in staff engagement in safety, a better understanding of the true risks that staff face in the field, better relationships with contractors, and lower safety metrics. HISTORY At Haley & Aldrich, Inc., we renewed our safety journey in May 2012. Like many others, we had concerns over injuries our staff experienced in the three previous years, and a potentially significant utility strike we experienced while excavating a trench. In 2009, 2010 and 2011 we experienced an increase in recordable injuries, including two significant injuries, which caused our Experience Modification Rate (EMR) (see note below), Total Recordable Incident Rate (TRIR), and Days Away-Restricted, and Transferred Rate (DART) to rise significantly. See Fig. 1 for details. This caused us to step back and review our approach to safety, and our “safety culture”. The rise in reportable incidents and injuries also corresponded to the beginning of a growth period for the company.

"The Hampton Roads area encompassing the Norfolk, Virginia Beach and Newport News metropolitan region experiences some of the worst traffic congestion in Virginia. With continued growth of the ports and increasing demand, the Virginia Department of Transportation (VDOT) initiated the Downtown Tunnel/Midtown Tunnel/MLK Expressway Project, a complex undertaking critical to addressing the Hampton Roads area’s transportation needs. The project is a $2.1 billion Design/Build/Finance/Operate (DBFO) endeavor most notably involving the construction of a new two-lane vehicular tunnel utilizing the Immersed Tube Tunnel (ITT) method. The tunnel will pass under the Elizabeth River parallel to the existing Midtown Tunnel between Norfolk and Portsmouth, Va. It will be the largest design-build project constructed in the history of the Hampton Roads District.The New Midtown Tunnel will extend approximately 6,450 ft (1,966 m) along the north side of the existing tunnel where it ties into the existing Midtown Tunnel approaches in Norfolk and Portsmouth. It is being installed in a pre-excavated trench of which approximately 2,250 ft (686 m) required bracing on the Portsmouth side and approximately 1,000 ft (305 m) required bracing on the Norfolk side. The remaining 3,200 ft (975 m) of trench excavation was open cut dredging with laid back side slopes, optimized to reduce dredging, disposal and backfill quantities while also reducing the risk to the existing tunnel. The braced excavation portions of the tunnel alignment were divided into distinct segments which include: Portsmouth Approach Boat Section, Portsmouth Approach Cut-and-Cover Section, Portsmouth Dredge Section, Norfolk Dredge Section, Norfolk Approach Cut-and- Cover Section and the Norfolk Approach Boat Section. All “approach” excavations were performed in the dry and all “dredge” excavations were performed in the wet. Eleven ITT segments are being fabricated in the Sparrows Point Dry Dock facility in Baltimore, Md., and each 14,000 ton (12,700 tonne) segment is being towed approximately 220 mi (354 km) to the site. The ITT segments will extend under the Elizabeth River, with the deepest crossing 90 ft (27 m) at the Federal Navigation Channel. Once beyond the channel limits the ITT rises at an approximate 4.5% slope. Controlled screeding and element lowering operations will be performed primarily from floating barges."

The results of full scale plate load tests on stone columns on soft clay in coastal areas are presented in this paper. Four load tests were made, two of which were performed on the ground treated with stone columns, one on an isolated stone column and the last one on the untreated ground. For a given stress range, the settlement of the rigid plate, the stress concentration factor, and the excess pore water pressure were measured. It is found that the distribution of vertical stress beneath the rigid plate supported by the composite ground of stone columns is very different in shape from the one by the untreated ground, that the stress concentration factor has a relation with the stress level and time, that the stone columns increase the bearing capacity up to by 2 times, and that the ground stabilized by stone columns is of great advantage to keep the foundation stable.

"TREVIICOS CorporationINTRODUCTIONThe Walter F. George lock and dam was constructed on the Chattahoochee River between 1955 and 1963 with the double function of improving navigation and generating power. Its 82 ft. by 450 ft. (25m x 137m) lock can accommodate large barge traffic and its four generating units with a plant capacity of 150 MW have an average energy output of 453,000 MWH. The dam consists of a 1,496 ft. (456m) long concrete structure housing the spillway, a non overflow portion, the power units and two earthen wing dams extending to the Georgia and Alabama sides, respectively 5,810 feet and 6,130 feet long (1770m and 1868m). As soon as the reservoir was impounded it became apparent that excessive seepage was occurring. From 1962 to 1985 a series of remedial works was performed using several techniques, but the problems continued under the dam, jeopardizing its generating potential and possibly undermining its stability.Finally, the decision was made to construct a deep cutoff primarily under the concrete portion of the dam to remedy the problem. PROCUREMENTOn July 5th, 2001 best and final offers were solicited by the Corps of Engineers (COE) for the construction of a deep cut-off to be built in front of the concrete portion of the dam from the bottom of the lake and tied into it. The cut-off had to cross an existing lock structure and an underwater retaining wall, as well as the remnants of a steel coffer cell left in place from the initial construction.The specifications required that the wall be built with a minimum thickness of 24” (600mm) and that it extended from the bottom of the lake to elevation -5 (1.52m) into the Providence formation, an impervious layer.While the land portions of the wall were on average 208 feet (63.4m) deep, the marine portion started from up to 90 feet (27m) of water and continued through different rock formations for another 100 feet (30m).Contractors were invited to propose their own method of constructing the cut-off and offers would be evaluated using several criteria, including technical, economical, organizational and experience.Three proposals were received and on August 14, 2001 an award was made to the Joint Venture (JV) of Treviicos and Rodio."

This manual provides basic practical instruction on the inspection of driven piles. It covers the essential components of pile driving, such as the pile driving hammer, hammer accessories, the pile and soil, and frequently encountered test methods in an uncomplicated, yet knowledgeable, and practical manner. Insight is given into the methods of installing the foundation, dealing with the cranes which do the lifting, the hammers which do the driving, the leads that guide the hammer and pile, the compressors which provide the external power when required, and finally prevalent analysis tools and testing instrumentation and procedures which enable you, the Inspector, to do your job. This DFI Inspector's Manual for Pile Foundations will help the Pile Inspector who has limited knowledge of pile foundations. Perhaps this Inspector has been pressed into service at a moments notice; a few helpful hints and suggestions to him are desperately needed and he can look here for the basics. It is also useful for the experienced Pile Inspector as a reference guide. However, this manual is not a detailed check list of every possible scenario and detail which could ever be encountered. There are other sources available which give more detailed descriptions (and should be consulted by the Inspector when appropriate; a list of this additional reference material is provided and suggestions made in appropriate chapters of this text). The current manual is more a brief "textbook overview" with some of the more important aspects given at least some emphasis so that the Inspector has some direction and hopefully helps to produce a safe, yet economical, foundation.

"In order to investigate the effect of grid-form deep mixing walls as a countermeasure for liquefaction damage to roads and private houses in Urayasu, Japan, three dynamic centrifuge model tests were conducted. Urayasu is located in the Tokyo Bay area, and private houses in the city incurred severe damage due to liquefaction during the 2011 Tohoku earthquake. In grid-form deep mixing walls design, the distance between grid-form walls is critical to prevent liquefaction. This study clarifies the relationship between the settlement of private houses and the distance between grid-form walls under the conditions that exist in Urayasu.INTRODUCTIONMany private houses in Urayasu, Japan suffered severe damages due to liquefaction during the 2011 Tohoku earthquake (Photograph 1). Fig. 1 shows the location of Urayasu and the maximum acceleration of the observed seismic waves in the Tokyo Bay area. At Urayasu, the duration of the seismic waves (hereafter called the Urayasu Wave) was about 2 min. The maximum acceleration was 1.57 m/s2 (Fig. 2), which is relatively small. The damages occurred in the land reclamation areas that consist of loose sand with an SPT-N value less than 10.To prevent liquefaction in future, it is necessary to adopt suitable countermeasures in the areas where many private houses suffered severe damages. Grid-form deep mixing walls are one such countermeasure. Fig. 3 and Photograph 2 show grid-form deep mixing walls. Walls are constructed using the deep cement mixing method. Fig. 4 shows a plane view of planned grid-form deep mixing walls for roads and existing private houses in Urayasu."

"Two analytical closed-form elastic-rigid-plastic solution methods to predict the rigid foundation behaviour on stone-column reinforced soil are compared, both of which takes into account the stone material yield within the host soil according to stress-dilatancy theory. These are the mechanistic methods developed by the author (2004, 2005) [that presently incorporates the dilatancy angle as per Schanz and Vermeer (1996)] and that developed by Pulko and Majes (2006), that takes into account the column yield as per Rowe dilatancy theory. Since optimal design of stone column necessitates optimum stress concentration on column, which is generally composed of dense gravel with/or without sand, the vertical stress on granular column is often close to its peak strength and the material dilates. To arrive at closed-form analytic solution to this complex soil-stone column interaction problem, some common assumptions like axi-symmetric soilstone column ‘unit-cell’, elastic host soil and rigid-plastic Mohr-Coulomb stone column material are combined with equilibrium and kinematic conditions. The results reflect the beneficial effect of dilatancy within the optimal range or techno-economic domain of area-ratio. The settlement predictions are compared with other analytical methods available in literature as well as with measured settlement reduction of stonecolumn reinforced ground at different subsoil conditions around the globe reported in literature.INTRODUCTIONStone columns or granular piles are frequently used in stabilization of soft clays, silts and loose silty-sands with large amount of fines. The majority of analytical methods assume infinitely wide loaded area with end-bearing columns having constant diameter and spacing that approximate to axi-symmetric conditions, and the approach is known as ‘unit-cell concept’. Several analytical solutions are available, and many of them (Aboshi et al; 1979, Balaam & Booker; 1981) are based on elastic approach considering the stonecolumn and surrounding soil as elastic materials. However, elastic methods give the ratio between the vertical stress in the column to soil (stress concentration factor) approximately equal to the ratio of constrained modulus of both materials. This ratio was found to be considerably higher than measured in the field and it is believed that elastic methods may overestimate the effects of stone columns on settlement reduction (Barksdale & Bachus, 1983). The elastic and elasto-plastic solutions presented by Balaam and Booker (1981, 1985) indicate that the problem can be idealized by assuming that the stone column is in a triaxial state and possibly yielding, such that there is no shear stress at the stone-soil interface and no yielding in the soil. Similar assumptions of stone column to be in a state of limiting equilibrium and under a triaxial stress state are considered in other methods also (Priebe; 1976, Van Impe & De Beer; 1983, Van Impe & Madhav; 1992, Saha & De; 1994, Saha; 2004, 2005, Pulko & Majes; 2006). In majority of the methods it is assumed that under load the stone-column yields at constant volume. However, the last three cases cited consider another parameter; the dilation of stone column. In Van Impe and Madhav’s (1992) and author’s (2004, 2005) method, the dilation is taken into account through the final value of the volumetric strain of column, whereas Pulko & Majes (2006) considered the stone column as Mohr-Coulomb rigid-plastic; dilating at yield in line with Rowe (1962) dilatancy theory."

"Constructions activities in cities often imply large volumes of surplus material which could be treated by stabilization for re-use in new geotechnical constructions. Modification of dredged sediments by e.g. stabilization/solidification (s/s) is an example of sustainable handling option implying dredged contaminated sediments to become a potential resource for civil engineering constructions. The SMOCS project (Sustainable Management of Contaminated Sediments) within the Baltic Sea Region Programme 2007-2013 has developed a guideline based on a sustainability approach free to download at www.smocs.eu. The paper presents key issues in the guideline and highlights the importance of performing a field test as part of the design process. Two field tests with s/s-treated dredged sediments for new port areas are presented. Strength, permeability and leakage properties of s/s-treated contaminated sediments make beneficial use in geo-constructions possible. The influence of possible physical/chemical deterioration processes on the durability has been studied showing that freeze/thaw cycles might degrade the monolith of s/s-treated sediments. Consequently s/s-constructions shall be below freezing depth. Other deterioration processes such as salt and sulfate penetration were found of minor importance. Research is on-going to study the influence of and how to cope with freeze/thaw cycles on the long-term properties.BACKGROUNDConstructions activities in cities often imply large volumes of surplus material which could be treated by stabilization for re-use in new geotechnical constructions. Expanded Polystyrene (EPS) geofoam has long been used in numerous geotechnical applications due to its lightweight and durability. Among these applications is the use of EPS as an alternative fill material to conventional roadway soil embankments. This study investigates the benefits of using EPS roadway embankments to reduce the induced stresses and strains on the underlying peat and soft clay. Firstly, mechanical and interface properties of the EPS were acquired from a companion study that also considered the cyclic loading and creep effects. In order to determine the actual stress-strain distribution within the EPS blocks, a physical prototype was developed in this study with overall dimensions of 1.2 x 1.0 x 0.5 m, with a density of 35 kg/m3. The prototype EPS blocks were subjected to cyclic loading with intensities ranging from 10 to 50 kN. Then, a numerical model was developed to simulate the behavior of EPS roadway embankments. The numerical model outcomes were verified against the prototype measurements. A parametric design study was also conducted to develop a correlation between EPS embankment height and the stress-strain that occur in the underlying strata. Results showed that EPS embankments could reduce stress and settlement in the underlying soil by about 40% and 54%, respectively. EPS APPLICATIONS AND BACKGROUND Expanded Polystyrene (EPS) geofoam blocks have been effectively used during the past several decades in numerous geotechnical applications. EPS static and dynamic properties as well as interface behavior were extensively characterized in various published studies such as that conducted by Horvath, 1994; Stark et al., 2004; Zarnani and Bathurst, 2008; Trandafir et al., 2010; Athanasopoulos et al., 2012; AbdelSalam and Azzam, 2016; and others. However, to be able to use locally produced EPS blocks, its physical and mechanical properties must be thoroughly determined. The lightweight and compressible material of EPS geofoam makes it suitable both as a backfill and for absorbing pressure in both the vertical and horizontal directions. Kim et al. (2010) adopted EPS as an alternative for soil backfill around buried pipes; their model showed a reduction in the vertical stress acting on the pipes by up to 36%. Oshati et al. (2012) presented a case study of a field-instrumented box culvert with EPS blocks on top, which reduced vertical stress by 58%. Meguid et al. (2017) used an EPS inclusion to surround culverts and achieved up to 72% stress reduction, depending on the EPS density and the culvert depth to width ratio. AbdelSalam et al. (2017) used a relatively thin EPS inclusion behind flexible cantilever retaining walls, verifying that the lateral pressure can be significantly reduced by 25%; they also developed a design chart for this application. Moreover, AbdelSalam et al. (2019) investigated the use of EPS as a lightweight alternative for soil backfill above shallow tunnels. It was found that EPS had created a differential movement between the wedge located above the tunnel and the neighboring soils, which accordingly reduced the vertical stress acting on the tunnel by 85%, due to the use of lightweight EPS material and positive soil arching.

The State of Texas recently adopted a master plan to expand the existing Capitol Complex in Austin. Phase 1 of this expansion will add two new State office buildings and five levels of underground parking to the existing Complex. Additionally, a landscaped pedestrian mall will be built atop a portion of the underground parking to enhance the area as a cultural destination. Capitol Complex website: https://www.tfc-ccp.org/ Brierley Associates was selected to provide detailed design of the entire Phase 1 earth retention system for an approximately 40-65 ft (12-20 m) deep, 500,000+ yd3 (380,000+ m3) excavation through overburden soils and limestone bedrock. To facilitate overall project coordination, all design packages were required to develop Revit models, including the retention system package. With the project located in an urban setting, this 3D model also facilitated coordination of the retention system with adjacent major structures and utilities. The retention system is a combination of soil nails, soldier piling with tiebacks and rock anchors with a shotcrete facing as a substrate for the below-grade blindside waterproofing system. Due to the substantial scope of excavation, a significant number of utilities had to be routed on a temporary span over the excavation. Brierley Associates designed this utility support structure, which required extensive coordination with the excavation support and existing utilities located directly underneath the structure’s foundations. Preconstruction geotechnical work identified a fault zone that might be encountered within the excavation; however, the fault feature was found to have a more adverse location and orientation than originally anticipated. This observation required that a portion of the temporary anchors be converted to higher-capacity, corrosion-protected permanent anchors.

"This paper covers the rapid response methods used to monitor the emergency response to damage to an historic structure. An architectural gem, the latest incarnation of the old south Church was completed in 1875, utilizing local conglomerate (pudding stone), combined with brownstone and other materials to make an incredible showcase for priceless stained glass and other details epitomizing the height of the American Industrial Revolution. As part of required American with Disabilities retrofits to the adjacent Metropolitan Boston Transit Authority Station (MBTA), a support of excavation system was implemented with tradition sheet piles. During excavation (SOE) it was determined that Jet Grouting would need to supplement the sheeting to close openings in the SOE. During Jet Grouting, the eastern side of the structure was bisected, and lifted over 2 inches up and to the south. The movement occurred rapidly, within minutes, and subsided when Jet grouting was discontinued. The paper will describe the nature of the immediate response to get a real time monitoring program established, and the follow on monitoring program that ensued to provide the needed information to the stakeholders about this critical structure to evaluate stability, safety and to develop a long term remediation plan. The real time systems and instruments used consisted of Automated Motorized Total Stations (AMTS) and Automated Crackmeters. The Paper will describe the techniques used to control construction in safe manner.INTRODUCTIONThe Old South Church of Boston was constructed in 1875 and is one of the best examples of High Victorian Gothic Architecture in the Northeast. (Fig. 1) shows the newly constructed Old South in 1882. The Roxbury Conglomerate used to construct the church combined with large stained glass window by Clayton and Bell of London provides its unique appearance. Like most of the structures constructed in Boston’s Back Bay at that time, the church is founded on timber piles which penetrate the fill and organic soils to bear in the upper Boston Blue Clay. The churches interior includes high vaulted plaster ceilings and a 1920’s E. M. Skinner organ with exposed pipes as long as 32 ft. in length. The Church was added to the list of National Historic Landmarks in 1970 and is a featured Boston attraction."

Although significant research has been conducted on helical piles, there is a lack of research and official design provisions on the helical pile-to-pile cap connections. These connections may govern the global response of pile cap systems—especially in tall and light structures where uplift forces dominate the response. To improve future industry practice, the objective of this study is to understand the influence of pile-to-pile cap connections on the global behavior of concrete pile caps and develop recommendations for their efficient design. For this purpose, 108 high- fidelity nonlinear finite element simulations are conducted to quantify the influences of bracket type, embedment depths, longitudinal reinforcement percentages, shear span-to-depth ratios, and loading conditions on the load, deformation, cracking, and failure behavior of concrete pile caps. The results indicate that the design configurations involving single bracket type may result in premature concrete cracking around the anchorage zones with a 25% reduction in the uplift load capacity. The investigations also confirm that high reinforcement percentages and low shear span-to-depth ratios result in higher load resistance in all bracket types, and that the load capacities of the double and studded bracket types are similar. For applications requiring the use of lower embedment depths, it is recommended that either double or studded bracket types be used. The research findings have applicability to both helical and micro piles given that both include similar connection types. INTRODUCTION Tall and light structures may experience significant uplift forces at their foundations due to large overturning moments from wind or other lateral loads. Helical piles (e.g., Fig. 1a) can provide a cost- effective, practical, and resilient solution for resisting significant uplift forces. In order to realize the full potential of helical piles, it is imperative that the helical pile-to-pile cap connections (see Figs. 1b, c and d for examples) are properly designed to resist the applied forces. However, there is a lack of research and associated knowledge on the influence of pile-to-pile cap connection detailing on the global response of pile caps.

The Soil-Foundation-Structure-Interaction (SFSI) problem involves Kinematic Soil- Foundation Interaction occurring during large (cyclic and permanent) ground deformations as well as Inertial Foundation-Structure Interaction occurring during shaking all of which take place while the soil and possibly structural properties degrade with time. The design of the deep foundations for liquefaction induced lateral spread loads include estimation of passive pressure applied by the liquefied material as well as the amount of anticipated displacement. Coupled analyses for SFSI problems that account for liquefaction induced lateral spread and their interaction with the deep foundation system can be performed using sophisticated numerical modeling techniques based on finite element and/or finite difference methods using computer programs such as FLAC or OPENSEES. Such complete SFSI analyses are very tedious and expensive and not feasible for most projects. In 2011, California Department of Transportation (Caltrans) released guidelines for foundation loading and deformation due to liquefaction induced lateral spreading. This simpler prescriptive approach combines empirical and analytical methods through decoupled analyses using computer programs such as LPILE and SLOPE-W together with liquefaction induced lateral spread estimates based on published empirical equations. Pile group effects and pile caps are accounted for using a concept of super-pile. In this paper, we discuss the solution of the same lateral spreading related SFSI problem using computer program CGI-DFSAP (CGI-Deep Foundation System Analysis Program) based on the strain wedge theory that can account for liquefaction, lateral spreading, pile groups, pile caps and nonlinear behavior of piles in a more coupled manner to analyze the foundation system under the lateral spread loadings. CGI-DFSAP can be used to analyze piles in sloping ground conditions as well as piles beneath the abutments near a free-face slope. We have included Strain Wedge Model (SWM) solutions using CGI-DFSAP of several field and laboratory case studies of lateral spreading related to pile foundations. "When the Deep Foundations Institute (DFI) was founded, quality assurance and quality control (QA/QC) of foundation construction was rudimentary. Nondestructive testing (NDT) was a nascent technology, known to very few people, and very limited in its capabilities and applications. In the four decades since the DFI became a reality, NDT researchers and practitioners have taken advantage of technological advances to improve those existing testing and analysis techniques, and to create new ones that have all contributed to the engineering body of knowledge. This has enabled contractors to improve the quality and reliability of their products, and engineers to design more efficient foundations.Through its regular series of seminars, publications and annual meetings, the DFI has been vitally important in educating the deep foundations industry about the capabilities and benefits of NDT methods. In turn, NDT results have helped the industry identify problems in deep foundation construction, determine the causes of those problems, and improve design constructability and construction practices to increase the quality, reliability and efficiency of all types of deep foundations. This presentation reviews the evolution of several important NDT methods, and the contributions that they have made to foundation quality.THE BEGINNINGSThe Deep Foundations Institute (DFI) was incorporated in 1976 in the State of New Jersey as a 501(c)(6) non-profit association. The DFI is a consensus organization of Contractors, Engineers, Owners and Suppliers involved with the design and construction of all types of deep foundations. The purpose of the DFI was and still is to improve the planning, design and construction of deep foundations by educating all those involved, sharing best practices, and promoting the adoption of new technologies that improve quality, productivity or safety.This is well expressed in the current DFI Mission Statement: To bring together multi-disciplined individuals and organizations to find common ground and create a shared vision and a consensus voice for continual advancement in the deep foundations industry.At the time the DFI was born, nondestructive testing for verifying the quality and integrity of deep foundations was in its infancy, its growth constrained by the technology, or lack thereof. Some visionary engineers of the time understood the physics of the potential methods, and therefore the possible capabilities, but were frustrated by the lack of technology to work with. Electronic equipment was mostly analog, and the few digital data acquisition systems that were available had such slow sampling rates that they were incapable of recording rapid event sequences or short duration events such as those used in modern integrity tests. For example, Jean Paquet, a leading research engineer at the French National Construction Institute, (Centre Experimentale de Recherche et d’Etudes du Batiment et des Travaux Publics, or CEBTP) patented the frequency-based analysis procedure for the Transient Dynamic Response (TDR) method, aka Sonic Mobility or Impulse Response, in 1974, but it was not until 1977 that analog data acquisition systems became fast enough to turn his theory into a reality."
