At various decision points in the development of a project, a developer, joint venture partner or financial institution may require an independent review of the basic assumptions and technical aspects of the project. This type of review or technical audit is becoming a more common feature of the project development process. This feature has evolved because of the need of investors and lenders to be more confident of the viability of a project by the confirmation of its technical and cost aspects. Technical Audits offset some uncertainties introduced by the combination of longer development periods for, projects and the highly dynamic world economic scene. This paper reviews the place, nature and process of the technical audit by examining the circumstances when it might be needed, the typical scope of work or brief, the responsibilities of and relationship between the auditor and the client, and the auditing procedure. Detailed aspects of technical audits are discussed followed by a case study of the Hail Creek Coal Project Audit.

The treatment meIhods selected for the concentrator at Cobar Mines Pty. Ltd. called for a high degree of automatic control of both the grinding and flotation sections.The resulting concentrator layout includes a central control room overlooking both grinding and flotation sections. The control room houses process recorders, controllers, and indicators. together with motor stopstart stations and alarms.Plant instrumentation includes load cells and variable speed hydraulic drive feeders for feed-rate control of autogenous mills, together with nuclear density gauges, differential flow transmitters, and pneumatic control valves for water and pulp density control.Flotation cell pulp levels are controlled by floats and pneumatic actuators; flotation reagent controls include magnetic flowmeters and time-operated solenoid valves.

A company tax rate based on profitability return, or as more commonly expressed, a resource rent taxation scheme has been intro- duced at various stages in the past by both Australian state and commonwealth governments. At present a number of overseas countries are applying this form of legislation to the taxing of sections of their mining industries. Within this study, ways in which this type of tax has been used are examined. The form in which the tax can be applied varies. 1. It can be selectively or universally applied. 2. The base on which economic return is calculated can be selected in a number of ways. 3. It can start operating only when high profit levels exist, or alternatively be the basis of a total taxation scheme. The implication for the Australian mining industry of the introduction of different types of resource rent taxation schemes is assessed within the context of previously enacted systems.

This paper provides an expanded definition of industrial minerals that challenges the way we look at exploration, development and the understanding of mineral industry structure and profitability. Included in industrial minerals are bulk commodities such as iron ore and coal alongside the more traditional industrial minerals such as salt, soda ash, silica sand and clay. The profitability of industrial minerals is reviewed from a producerÆs perspective and shown in many instances to be significantly higher than for precious and base metal industries. The key drivers of profitability are examined along with some highly profitable industrial mineral industries such as borate, potash, chromite and natural soda ash. Demand for industrial minerals in Australia and Asia is reviewed, with a focus on supply bottlenecks and the opportunity this represents for investment by Australian companies. The establishment of new price benchmarks is considered and the possibility of new export grades for industrial mineral products. Investment opportunities in industrial mineral projects are outlined, including some exploration concepts in Australia and Asia. Industrial mineral project evaluation methods are discussed and the challenge issued to companies (exploration, production and finance) to become a part of the profitable action in the world of industrial minerals.

Financial theory often takes some time to penetrate industry and when it does it can result in a paradigm shift in valuations and mental models. The Black Scholes option valuation was first published in 1973, although the authors were only awarded a Nobel Prize in 1997. The valuation of real options has been applied to the oil and gas industry for some time, however it has only recently been more widely applied to the non-oil, mineral resource sector. The use of real option valuation (ROV) for the valuation of marginal and short mine life resource projects is a more useful valuation tool than the conventional DCF, NPV valuation tool. The application of ROV has major implications for corporate strategy. It generally favours equity over debt funding and non-hedging over hedging. A retrospective assessment of the successful development of the Lennard Shelf Operations demonstrates the concepts of implementing real options and the value destruction of limiting operational flexibility through debt and hedging activities.

Marketing of mineral products has not yet succumbed to the degree of pre- dictability and exactitude that is fam- iliar to the engineer or metallurgist in pursuing their profession. Whilst the Great Market of the world economy dic- tates circumstances for the sale of min- eral products, there are more than just buyers and sellers in the determination of the revenue received by the producer. For the engineer or metallurgist he will be required to gain an understanding of these participants and of the peculiar languages of the market place. This will be only one of his tasks in learn- ing to communicate with society, as his responsibilities increase as he climbs the ladder of success. There is un- doubtedly a need for better statistical information so that producers and sell- ers can make an appropriate and earlier response to market conditions. There is in addition, a need for more aggressive concern by raw material producers for the development and promotion of better end use of their products. Undoubtedly the marketing of mineral products will be more influenced by the direct involv- ment of government agencies than has been the case in the past. Whilst that 1. Geosynclines have been well studied for many years, but very little has been written about the concepts of sedimentary basins in spite of the vast amount of data available. They have been regarded, perhaps, as well- understood intuitively, and therefore not worthy of study. Many of the fundamental concepts of geology were developed during the 19th Century with the construction of coal mines, canals and railways. It was a happy chance that led railway engineers in the early days to think that trains could not climb any but the smallest gradient, so, in Britain at -least, numerous railway cuttings and tunnels were made. These exposed to view and study, in a better form than Nature usually provides, a great deal of interesting geology. Because of the lack of literature about the concepts of sedimentary basins, it is not possible to be sure what the early geologists thought. It seems that sedimentary basins were regarded as recording a history of subsidence during the early stages, when a transgressive sequence accumulated; and a history of uplift during the later stages, when a regressive sequence accumulated. It seemed axiomatic that the age of folding and faulting was younger than the rocks folded or Faulted.

Agglomeration Drum Selection and Design A model has been developed by for drum agglomeration which allows selection of geometry and power input. Specific aspects considered are: calculation of total operating volume, solids residence time based on drum geometry and operating parameters, selection of the drum aspect ratio, selection of proportion of critical speed, calculation of rotating power requirements. The model uses solids total residence time to calculate the required operating volume. The burden density is calculated from the solids bulk density, agglomerate packing and the fluid density. Power is calculated using a modified Liddell and Moys correlation for burden position and shape, and the operating drum speed. A further power allowance is made to allow for accretion drop off during drum rotation. Results from the model (especially power and per cent operating fill) have been verified from industrial installations of significant size. Predicted and observed power draws are within five per cent when burden slip and bypassing are not significant. When these are significant (at fills above 15 per cent) the actual power draw will be less than the model prediction. Under these circumstances the quality of the agglomerates will be poor.

The Tui mine site is situated on the NW flank of Mt. Te Aroha, at approximately 400 m altitude. During underground mining operations two lead-copper-zinc ore bodies were exploited and processed on site. The legacy of the mining operation is a barren dam containing over 100,000 m3 of sulphide-rich tailings. The Tui mine site is arguably the worst case of environmental degradation resulting from past mining activity in New Zealand. Although the impacted area (approximately 4 ha) is extremely small by international standards, acid mine drainage (AMD) emanating from the abandoned tailings dam and mine adits has severely contaminated local streams and prevented natural plant recolonisation of the site for more than 20 years.

Coal mining in the Illawarra commenced in 1848. By the early twentieth century mining operations were spread over quite a distance along the coast centred on Wollongong. By this time there were already numerous tunnel mines and one shaft mine. Coal was first reported in Illawarra by Lieutenant Flinders on a voyage of exploration, southerly along the coast from Sydney in 1796. Because of the topography, particularly the escarpment and the narrowness of the coastal plain, access from Sydney was not easy by land and the normal access was by sea. It was not until some coastal areas had been developed for agricultural purposes that the mining of the seams on the South Coast commenced for the supp- ly of fuel. The most important mines in the early nineteenth century were Bulli and Osborne Wallsend. In general, coal was won from the tunnel mines and was transported directly, usually by tramway, to the nearest shipping point. Considerable hardship attended the earliest attempts at mining coal in regard to materials for mining and the way of life of the miners in the vicinity of the mines. With the growth of production and the installation of coke ovens at some mines the area, hitherto virgin bush- land, began to take on a more industrialised appearance. There are continuing developments in underground narrow vein mining, from innovative mining methods using low-profile equipment to adaptations of current mining methods using equipment such as road-headers. The development of new mining methods and mining equipment has one purpose in mind û to extract narrow reef orebodies keeping dilution to a minimum, whilst maximising mining recovery. Achieving this will increase the head grade of the ore mined and reduce the tonnes delivered to the mill. Narrow vein mining in Australia has been limited to traditional hand held or mechanised drill and blast methods using existing æoff the shelfÆ equipment. Numerous trials have been undertaken using rock cutting technology and lower profile equipment, but these mining trials have not resulted in the full implementation of any new mining method or the adoption of low profile equipment in narrow vein mines as an accepted mining methodology. Mine operators in Canada and South Africa have teamed up with a number of equipment manufacturers and have taken steps to further mechanise and automate the mining of narrow vein orebodies, in particular to increase safety and productivity. The challenge to Australian narrow vein mining projects is to capitalise on work undertaken by overseas mining companies and equipment suppliers and to investigate the adaptation of low profile coal mining machinery to specialised metalliferous mining. With the inevitable fall in metal prices, it is necessary for Australian mine owners and mining contractors to apply these specialised methods and equipment to make narrow vein mining profitable.

The need to provide a sufficient quality and quantity of backfill continues to increase in South Africa, particularly as related to the increasing depth of mining. More and more applications require well designed fill systems either as classified or cemented backfill, and in some applications even tailings/aggregate based backfills. The paper discusses developments in backfill technology in South Africa with special emphasis on reliable system designs and operations, particularly as related to the preparation and hydraulic transportation aspects. Approaches for the alleviation of previous problems associated with premature pipe failures in vertical shaft columns for the distribution of tailings based backfills are discussed. Resulting from CSIRÆs developmental work, reliable full-flow systems, which can operate at low system pressures, have become a common practice, provided that backfill flowrates and internal pipe sizes are well matched. This aspect is reviewed. With regard to the tailings/aggregate based backfills the paper reviews some of the results of comprehensive in situ monitoring and the development of such systems. It is shown that a thorough understanding of the effects of aggregate top size, fines content and slurry relative density is required in order to ensure the restartability of temporarily shut-down pipelines. Some innovative technologies for the comminution of development waste underground to yield aggregate products potentially suitable or hydraulic transportation and backfilling, are briefly discussed.

Bauxitic laterite of variable thickness and grade is best developed in the Darling Range but covers a large part of the southwest corner of Western Australia. Its limits are defined by the rainfall isohyets to which jarrah forest is confined. Within this broad belt there is an increase in arable land southwards concomitant with a thinning of the laterite layer.Bauxite quality and perhaps thickness as well are dependent on the type of source rock, and are influenced by topography. Economic deposits occur over a vertical range in altitude of about 1200 ft. Some bauxite orebodies appear shoot-like in character, and analogy is suggested with the ore shoots of syngenetic metalliferous deposits.The alumina is in the form of gibbsite enabling low temperature digestion in treatment.INTRODUCTIONAlthough the existence of bauxite in Australia has been known for many years it is only recently that exploitation has commenced of the two most important deposits, strangely at almost diagonally opposite tips of the continent (Fig. 1).Recognition of the importance of the bauxite in the southwest corner came about initially through the efforts of Western Aluminium N.L. which, with some outside financial help, tackled the early exploration with commendable foresight and courage. The success of research of continuous mass mining without rib pillar indicates the arrival of the third stage of research. The introduction of continuous mass mining will promote the technology revolution of mining in China remarkably. Currently, mining in Australia underpins the economic vitality of the nation, generating massive revenue from commodity exports and providing substantial infrastructure and employment. In addition, it is predicted that mining related services will in the future develop a global market of their own that could eventually grow to rival, in value, the export trade in mineral commodities. There is however little room for complacency. In the short- to medium-term, escalating, vigorous competition can be expected from many previously underdeveloped countries that are reforming their own mining and mineral export industries. In addition, most mining companies are facing a modem-day renaissance in terms of new expectations, changing social norms, evolving employee relations and statutory obligations. Thus, along with whatever promise the future might hold, the mining industry is currently being subjected to a growing number of largely unprecedented problems and pressures, both economic and social, that are both highly complex and demanding. In particular, it remains a matter of on-going concern that relations between mining companies and their employees still, in spite of recent reforms, continue to constrain productivity, perpetuate inefficiencies, affect quality of work life and retard progress towards mutually beneficial goals and achievements. If mining in Australia is to attain and hold on to a commanding position on the global scene, then further changes will clearly need to be made. Realisation of this appears to be growing, with most mining companies having attempted in recent years to improve workplace culture. Based on a wide ranging study, this paper presents an overview of what has been learned to-date with regard to the `people factor' when it comes to implementing and progressing positive change and reform in mining. From this, a number of practical suggestions, arising from hard won lessons and experiences in the field, are offered. Attention to the nine `key principles' given should help to ensure that many of the common problems encountered to-date with change and reform in the mining industry are in future avoided or at least minimised.

A blast is designed to completely break competent rock such that it can be economically extracted, and efficiently handled or processed. Efficient breakage of the rock is critical to the success of an operation, and in many operations blast design is optimised to achieve fragmentation, muckpile profiles, and material that is easily excavated. There are inevitably other issues, such as damage to adjacent rock, that should be taken into account when designing a blast to achieve overall optimisation. Some of the key issues with respect to the integrity of the in situ materials adjacent to a blast are identified and briefly discussed in this paper. The potential for damage and the effects of a blast will be strongly influenced by the rock mass properties. This makes it important that site specific conditions and their response to blasting are known. Practical techniques that allow the disturbance adjacent to a blast to be measured with minimum disturbance to operations are described in the paper. Experience shows that, during the blasting process, there is considerable potential to disturb the in situ rock mass adjacent to the blast. In some circumstances a very important objective must be to minimise disturbance outside of the immediate blast area. Measured and observed disturbances caused by blasting to adjacent rock, for various common types of blasting, are discussed in this paper. Blast induced disturbances to the rock mass have been observed in both the near and far fields. These disturbances have the potential to impact on geotechnical design. The geotechnical significance of blast disturbance on a rock mass that is to remain in situ is explored and suggestions with respect to design are given.

Agitation leaching data has generally not been analysed to extract the maximum amount of information that is available. Analysis of heap leaching systems has been developing over the last five years to include the underlying rate determining process. This has been found to be diffusion control for all copper leaching; irrespective of whether they are oxide or sulfide minerals. Extension of the diffusion model has enabled better scale-up protocols to be developed. Acid consumption in copper heap leaching operations has been found to be a first-order chemical controlled system. The analysis of the data is relatively straightforward. However the interpretation and scale-up is not as direct as for agitation leaching. The differences in the residence time distributions (RTDs) are required to properly account for the scale-up between test columns and field. The leaching of oxide copper in agitated systems has also been found to be diffusion controlled. However, there are significant differences in the control mechanisms. Initially the leaching control is the supply of acid to the mineral surface. This is limited by the diffusion through the surface boundary layer and is thus subject to the level of agitation. Higher agitation provides thinner boundary layers and faster diffusion rates. Similarly, higher grade material creates a thicker concentration boundary layer and relatively slower leaching. Acid consumption in agitated leach systems is also a first-order system. However, the interpretation of the RTD is easier from batch testing to continuous multiple CSTR series plant operations. Altering the method of acid delivery can significantly reduce acid consumption rates. Predilution of the acid minimises the local acid concentration near the addition point and can reduce the consumption by up to 50 per cent. Modelling of the combined leach rate(s) and acid consumption rates in agitated systems allows comparison of various leaching strategies and selection of the most appropriate. Similarly, the model allows the identification of economic limits to leach recovery; where the cost of acid consumption is greater than the value of the copper recovered. From this analysis selection of residence times for agitation leaching can be determined. The modelling tools are useful in identifying optimum conditions for the leaching process.

The society in which we live is one of change, and we professionals are part of that society. The importance of this simple and obvious statement is often overlooked. My Presidential Address examines the question: can professionalism survive in our changing society?There is ample evidence to show that our society is changing, and that the rate of change is exponential. This rapid and accelerating rate of change is what Alvin Tomer refers to as "future shock". Rapid change means that we do not have time to become accustomed to what is happening around us and to feel comfortable with it; the greater the rate of change the greater the discomfort. The effect that this has on people is varied; the change may be either expected or totally unexpected.The rate and extent of change in society is not the same for all countries nor for all industries or occupations. Change is more rapid in Japan, Korea or Taiwan, than in Australia. It is more rapid in our cities than in the bush, more rapid for professional businessmen than for farmers. In our minerals and petroleum industries, we are still adjusting to the great changes that have taken place over the last fifteen years. In the past, products from our industries were sold on a free and open market. Today, mineral development and production in most undeveloped countries and some developed countries is manipulated for political, social and economic reasons. Changes of this nature have had a devastating effect on the operations of established mineral producers in the democracies.Because of the accelerating nature of change, we must recognise that the past is not a reliable guide to the future.Although extrapolation of the past into the future is a basic ingredient of commercial survival, extrapolation is less and less reliable.I borrow from others in quoting the Irish proverb: "The future is not what it was".The future is where our business lies and most of us at this Conference must endeavour to understand it and adjust to it. I believe in the old adage that:You can't know where you're going if you don't know where you've been and where you are at.There are a number of major factors which have created change within our social, economic, and industrial environment in recent years.
